Donald Trump is finally considering taking action to prevent mass shootings—not by enacting gun-control measures, but with a creepy proposal to somehow identify the “neurobehavioral signs” of “someone headed toward a violent explosive act.” According to the Washington Post, which first reported on the secret project under White House consideration Thursday, the administration has been briefed multiple times on a plan to create a new government agency whose powers would include sussing out individuals it regards as potential threats—a dystopian aim that will likely inspire blowback from both privacy and mental-health advocates.In the wake of deadly shootings in El Paso and Dayton earlier this month, the president suggested he would be willing to support strengthened background checks and other gun-control measures. But he’s since backed away from those proposed reforms under pressure from the National Rifle Association, instead blaming mental illness for the violence. “We have to remember the gun doesn’t pull the trigger,” Trump told reporters Wednesday, remarking that the United States already has “very, very strong background checks.” “A person does. "Mental illness and hatred pull the trigger, not the gun," President Donald Trump said soon after the recent mass shootings in Texas and Ohio that left 31 dead.Under pressure to take action, the president has repeatedly tried to shift the cause of mass shootings away from guns and toward mental illness.Experts say that's completely wrong."He's scapegoating people with mental illness as the cause of the problem completely inappropriately," Jeffrey Lieberman, chair of the Department of Psychology at Columbia University, told ABC News.Trump was asked Wednesday by ABC News' Kyra Phillips why everyone shouldn't have to go through a background check before purchasing a gun."I want guns to be in the hands of people that are mentally stable. People that are insane, people that are sick up here," Trump said, pointing to his head, "I don't want them to get a gun."Jeffrey Swanson, a professor of psychiatry and behavioral sciences at Duke University, told ABC News that the president's remarks are an attempt to avoid talking about guns and instead take advantage of a belief held by many Americans that mass shooting suspects must be "crazy.""What we know is that the majority of these mass shooters, did not have one of the major diagnosable psychiatric disorders like schizophrenia, bipolar disorder or major depression, that we know of," Swanson said.According to the American Psychiatric Association, mass shootings by people with serious mental illness represent less than 1% of the yearly gun homicides in the U.S. A 2015 study looking at 235 mass killings determined that 22% of the perpetrators were considered mentally ill. And research shows that people with a mental illness are more likely to harm themselves than others, and are often the victims of violent crime."To the extent that there is an association, which there is between gun violence and mental illness, it's one contributor of many contributors, and it's the only one that has a ready solution," Lieberman said. "And the solution is providing better health care."Motivation behind mass shootings-Following the mass shootings in El Paso, Texas, and Dayton, Ohio, Trump gave his now-standard response."I don't want people to forget that this is a mental health problem," Trump said. "I don't want them to forget that, because it is. It's a mental health problem."But mental illness is just one of many motivators of gun violence, experts say. Others include domestic and foreign terrorism, race hatred or ideologies, disaffected loners and disgruntled employees, according to those who've studied mass shootings.While experts agree that there is a relationship, they say that Trump's comments overstate the correlation. A 2015 study by Swanson found that even if mental illness was completely eliminated as a risk factor, violence would decrease by only about 4%-He argues that Trump's comments tying mental illness to gun violence is part of strategy to create a "them versus us" mentality."It's creating this boundary and saying we're on this side, and those people over there are to blame," Swanson said. "What better boundary could you think of then building an asylum and locking them all up in there, and it's just not going to work."-Would more mental hospitals work? As Trump quickly changed the subject from background checks to mental illness, he called for more mental hospitals, suggesting mentally ill homeless were responsible."I remember, growing up, we had mental institutions," Trump said Sunday. "A lot of them were closed. And all of those people were put out on the streets. And I said — even as a young guy, I said, 'How does that work? That's not a good thing.' And it's not a good thing. So, I think the concept of mental institutions has to be looked at.""President Trump's comments about it's all a mental health problem and we need to build more mental hospitals and go back to the asylum movement is just 100% wrong," Lieberman said.Marvin Swartz, a professor of psychiatry and behavioral Sciences at Duke University, agreed, telling ABC News that while there is a need for more beds in mental institutions, that hospitalization is not a feasible solution to preventing mental illness."We do have a shortage of beds, but the problem with that is finding a mass shooter is finding a needle in a haystack," Swartz said. "So, to prevent an act of violence by that needle in a haystack, you would have to hospitalize the entire haystack."How Trump's comments affect the mental health community-The White House has been briefed on a proposal to develop a way to identify early signs of mental illness that could lead to violent behavior, according to the Washington Post.When reporters on Wednesday pointed out to the president that other countries with similar levels of mental illness don't have similar numbers of mass shootings -- and why access to guns in the U.S. isn't to blame -- Trump focused his answer on video games."There are many, many things in play," he said. "People are talking about videos. People are talking about lots of different things. But we do have a way of bringing what we already have ... we have many, many people that are unable to buy guns right now. Many people are unable to buy guns. We have background checks. But there are loopholes in the background checks."While experts would be happy to see deficiencies in the mental health system taken more seriously on the federal level, Swanson said it is disappointing that such needs seem to get addressed only after a mass shooting."This drives mental health stakeholders bonkers because they really want to have this conversation about improving mental health care in the United States, but the only time we get to talk about it is when there is some horrifying mass casualties," Swanson said.Swanson added that this puts mental health advocates in a bind. Even though the president is potentially proposing an increase in funding for mental health care, which advocates support, his simultaneously tying improvements to gun violence, Swanson said, is forcing advocates to "make a deal with the devil in order to get something important done.""It's just the wrong reason. It's really part of a solution to a different problem," he said.Trump's statements are not only wrong but can discourage those on the fence about getting treatment for their mental illness, according to Swartz."His comments are really stigmatizing," Swartz said. "And I think it makes it hard for people to accept that they have a mental illness if they're going to be lumped in with what Trump calls deranged killers."He added, "There is no correlation between the number of psychiatric beds and the generosity of outpatient treatment and rates of homicide across the country. The only thing that is correlated is the rate of gun ownership in the United States."There was strong reaction as well from National Alliance on Mental Illness Acting CEO Angela Kimball. "The president should be talking about better care and earlier access to intensive treatment, not revisiting the shameful institutions of our past," she said in a statement."Words matter, Mr. President. 'These people' are our friends, neighbors, children, spouses. They're not 'monsters,' 'the mentally ill' or 'crazy people' -- they're us. Talking about reinstitutionalization only further marginalizes and isolates the 1 in 5 people with mental illness. ABACO, Bahamas (AP) — Carrying their meager possessions in duffel bags and shopping carts, hundreds of desperate storm victims gathered at the port in Grand Abaco on Friday in hopes of getting off the hurricane-devastated island, amid signs of rising frustration over the pace of the disaster-relief effort."It's chaos here," said Gee Rolle, a 44-year-old construction worker who waited with his wife for a boat that could take them to the capital, Nassau. "The government is trying their best, but at the same time, I don't think they're doing a good enough job to evacuate the people. It ain't livable for nobody. Only animals can live here."The Bahamian Health Ministry said helicopters and boats were on the way, but officials warned of delays because of severe flooding.The search for victims and survivors went on, meanwhile, five days after Dorian slammed the Bahamas with 185 mph (295 kph) winds that obliterated countless homes. Health Minister Duane Sands reported late Friday that the official death toll had been raised to 43 from 30. "We expect it to rise," Sands added in a text message to The Associated Press.At the port, some of those who lined up behind a yellow cloth tape arrived as early as 1 a.m., hoping to get to Nassau."It's going to get crazy soon," said Serge Simon, 39, who drives an ice truck and waited with his wife and two sons, 5 months old and 4. As Dorian approaches, some N.S. communities fear for aging wharfs-[CBC]-September 8, 2019

With people across Atlantic Canada bracing for the impact of Hurricane Dorian, some communities in southwest Nova Scotia are concerned it could spell trouble for their aging wharfs.Fishermen and harbour managers are spending much of the time before Dorian's arrival taking boats out of the water and securing lines.But in many cases, the most vulnerable infrastructure can't be moved, and some harbour authorities are worried their wharfs will be no match for pounding surf and a storm surge.Max Kenney, the harbourmaster at Cape Sable Island, said the wharfs on the eastern side of the island could be ripped apart by the storm.'So decayed it just won't hold' "If the vessels are tied to them, they could tear the posts off the wharf," he told CBC's Information Morning. "They don't actually break the posts no more, they just rip the bolts right out through the cement [of the wharf], which is so decayed it just won't hold."Kenney said the eastern wharfs are over 60 years old, need major repairs and he worries they're only one storm away from disaster."They've seen a lot of storms," he said.In preparation for Dorian, most of the boats on the eastern side of Cape Sable Island have been moved to the western side where it's more sheltered.For Kevin Doane, board member of the Ingomar Harbour Authority, these are familiar concerns."Our wharf is 70 years old, it needs a lot of work," he said. "We're looking at a catastrophe one of these days."Doane said because lobster boats are so much bigger than they used to be, the old wharfs are no longer adequate and are more vulnerable to damage in bad weather."Our boats are three times the size they were 20 years ago," he said.In past storms, water has pooled on the wharf, creating dangerous conditions for fishermen tending to their boats.But Doane said one of the biggest concerns at Ingomar is the rock wall protecting the harbour, which he said is too low and only extends partway across the harbour, leaving an opening for boats to get in and out.Doane said in bad weather, water rushes in through the opening and creates a "whirlpool" in the harbour that knocks the boats around."My boat personally, I've busted the curbs three times," he said. "I have to move now, I can't leave my boat where my designated spot is because the other boats have been busted up."Many boats already out of the water-For fishermen on the South Shore, the timing of Dorian is fortunate, all things considered.Because it isn't currently lobster season, many boats aren't in the water. But even if this isn't the storm that spells disaster, Doane fears that disaster is coming."With some of the wharfs, especially as exposed as Ingomar is, the boats and everything would be destroyed," he said.In the meantime, he said boats at Ingomar would be staying put, as the closest safe harbour is two hours away and already overcrowded, which means Doane and other boat owners will be riding out the storm at the wharf."We'll be over there most of the night, making sure our lines don't break," he said.

(Adds quote from North Carolina, updates storm position)-NASSAU, Bahamas, Sept 7 (Reuters) - Thousands of displaced people are living in "rapidly deteriorating" conditions in the worst-hit parts of the Bahamas six days after Hurricane Dorian made landfall, the United Nations World Food Programme warned on Saturday.The warning came as aid groups rushed emergency help to the storm-ravaged islands and officials warned a death toll of 43 was likely to spike higher as the number of missing among the archipelago nation's 400,000 residents becomes clear.Even as the aid ships and aircraft headed in, thousands fled the devastation, some abandoning hard-hit Great Abaco Island to seek safety in the capital, Nassau, and others heading to Florida for shelter, supplies and perhaps jobs.Some 90 percent of the homes, buildings and infrastructure in Marsh Harbour, where Dorian rampaged for almost two full days as one of the strongest Caribbean hurricanes on record, were damaged, the World Food Programme said. It noted that thousands of people were living in a government building, a medical center and an Anglican church that survived the storms, but had little to no access to water, power and sanitary facilities."The needs remain enormous," WFP spokesman Herve Verhoosel said in an email Saturday. HALIFAX — As Hurricane Dorian pushes northward, emergency and weather officials in Atlantic Canada warned Thursday against complacency ahead of the expected weekend arrival of the severe storm system.The Category 2 hurricane lashed the southeast U.S. seaboard Thursday, reaching the coast of North Carolina where it knocked out power to more than 200,000 homes and businesses. Dorian has left at least 20 people dead in its wake in the Bahamas, including a Canadian woman from Windsor, Ont.Linda Libby, an Environment Canada meteorologist, said Dorian is "certainly on its way" and that it remains to be seen whether the massive storm system will transition from tropical to post-tropical by the time it hit parts of Atlantic Canada sometime Saturday."We are looking at a large swath through Atlantic Canada and Quebec that could see impacts from Dorian," Libby said.She warned that it was better for people to be prepared and underwhelmed by what arrives than to be under-prepared and unable to deal with what actually occurs."Even in a prepared situation, Mother Nature does have the capacity to overwhelm us," Libby said. Among the thousands pieces of parchment found in caves above the Dead Sea, the one known as the Temple Scroll has stood out for its shape, color and fairly unblemished text compared to the rest of the Dead Sea Scrolls.For years, scientists have puzzled over why the document is so different from the other documents found there and was able to survive in so much better condition.Now, a new study has shown that the anomalous scroll was prepared using a previously unknown, ancient mix of techniques, and possibly foreign minerals, raising questions about its provenance but possibly offering clues about how to preserve the brittle collection.All the scrolls were written on animal skins that had been stripped of hair, thinned and dried, the researchers wrote in the paper published in the journal Science Advances on September 5.But unlike other parchments, the Temple Scroll had an added layer of inorganic material, essentially finishing the process.Today, the scroll stands out from the rest in the Israel Museum’s collection because of its thinness and bright ivory color, which is in stark contrast to the dark hue of most of the other scrolls, due to the tanning processes used in their production. The Temple Scroll is 8 meters long and only 0.1 millimeter thick, and is considered the longest and most well preserved of the texts.Bedouin sheepherders allegedly found the Temple Scroll in 1956 and sold it to an antiquities dealer who wrapped it in cellophane and hid it in a shoebox under the floor of his home. When scholars got their hands on it 11 years later, it had been damaged by moisture.According to the researchers, the scroll has a multilayered structure, with the text written on an ivory-colored inorganic layer, mostly made up of salts, on the inner side of the skin (most of the scrolls have writing on the side of the skin that once had the animal’s hair).The finding suggests “a unique ancient production technology in which the parchment was modified through the addition of the inorganic layer as a writing surface,” the researchers wrote.The researchers analyzed the chemistry of this layer and found it to contain a range of minerals, mostly salts. While the team cannot say definitively where most of the minerals came from, they have determined that the salts did not originate in the caves and are not common in the Dead Sea region.The processes used to produce the different scrolls were similar to both ancient Babylonian and Greek techniques, suggesting that both eastern and western parchment production technologies were used by the scrolls’ creators.On the Temple Scroll, though, only techniques similar to those used in the West were identified, meaning it may have been produced elsewhere.“I am not the least surprised to learn that a part of the scrolls was not prepared in the Dead Sea region. It would be naive to assume that they were all prepared there,” Prof. Jonathan Ben Dov, who was not involved in the study, told The Guardian.Looking to the future, researchers said that understanding the minerals processes involved in creating the parchment could aid caretakers in preserving the scrolls and help identify forgeries.The study was authored by researchers from the Weizmann Institute of Science in Rehovot, the Massachusetts Institute of Technology, Harvard University, and research centers in Germany.The Dead Sea Scrolls, a collection of 2,000-year-old Hebrew and Aramaic scrolls, were found 70 years ago by Bedouin shepherds in cliffs near the Dead Sea. In total, 900 manuscripts and up to 50,000 fragments were uncovered in 11 caves near the ancient site of Qumran.They are believed to have been written sometime between 150 BCE and the destruction of the Second Temple during the Roman conquest in 70 CE by the Essenes, an ascetic sect from that period.Since 1967, the State of Israel has been the repository for the vast majority of the scrolls.

The firing of five rockets into Israeli territory from the Gaza Strip late Friday came as little surprise, despite the period of relative calm between Israel and the Palestinian enclave’s Hamas rulers.For at least two weeks, Hamas has been accusing Israel of violating understandings with the terror group brokered by Egyptian and international mediators, but the Hamas declarations have not been overly aggressive.However, immediately after it became known that two Palestinians (among them a 17-year-old) were killed in clashes with Israeli troops Friday along the Gaza border, various terror organizations in the Strip threatened that a response would soon come — and indeed it did.Most of the rockets were fired at open areas, and one towards the outskirts of the southern city of Sderot, suggesting someone in Gaza was mainly seeking to send a message, not exact a price that could make the situation even worse.The new-old formulation that the Palestinian factions, led by Hamas, are trying to impose is clear: If there are fatalities at the weekly protests on the border, there will also be rockets.The desire to establish such a dynamic is reminiscent of the situation with Hezbollah and Lebanon. If at this point Lebanon again finds itself dragged into a war on Nasrallah’s account, that would damage Hezbollah’s image as the country’s protector and inflict a hit on Nasrallah’s own image.Furthermore, such a military adventure could lead to a mass exodus. If just a few years ago hundreds of thousands, and even millions, of Syrians made their way to Lebanon because of the Syrian civil war, this migration could be be reversed in the next war with Israel, with Lebanese citizens fleeing to Syria.Ultimately, the lack of casualties on the Israeli side from the Hezbollah anti-tank missile attack at the beginning of the week, and the feeling in Lebanon of accomplishment or at least temporary achievement in that Israel had been “successfully” targeted, allowed everyone to take their finger off the trigger.Israel’s decision not to retaliate for the anti-tank fire or strike heavily at the Hezbollah cells scattered throughout the area derived from a clear desire to end the incident as quickly as possible.It is obvious to both sides that there will be additional stages in this campaign — but until then, Lebanon can return to economic matters and Israel can go back to the upcoming elections.But with the Middle East being the Middle East, a decision not to respond up north, along with the enthusiasm with which Israel quickly ended the situation in the north, broadcasts a certain message of weakness in other areas. The agency said he will meet Sunday with high-ranking officials in Tehran as part of what it said were its “ongoing interactions” related to its monitoring under the nuclear deal. He’s not been seen to be evenhanded on this.”-Silent on the substance-In fact, Miller — who admitted that Greenblatt was working “within very serious constraints,” given the inclinations of his boss — argued that he was part of the administration’s efforts to fundamentally shift the nature of how the United States treats the conflict.“My sense is this is an effort to reframe the American approach to the Israeli-Palestinian negotiations,” he said. “They were interested in creating a new foundation for the whole basis of what it means to have an Israeli-Palestinian negotiation and an outcome.”For instance, Greenblatt, along with Kushner, was a core Trump official who pushed for the “outside-in” approach of involving Arab regional actors to impose a formula on the Palestinians, and who advocated for discarding the term “two-state solution.” The rationale, they said, was that the term meant different things to different people.When asked what alternative the administration would push for instead, Greenblatt was reliably disciplined — often telling reporters, including this one, that the plan would speak for itself when it was released at the appropriate time.“He has maintained a degree of radio silence on the substance of their approach,” said Miller, “which makes it virtually impossible to make judgments on the core substance of what this plan is, and what he spent the last three years of his life working on.”
