Florida authorities arrest 2 juveniles in connection to triple homicide-The Marion County Sheriff’s Office in Florida has arrested two juveniles in connection to the killings of three teenagers on March 30. Authorities transported the teenager to a hospital in critical condition, and she lost brain function until she was pronounced dead.A day after finding Silvernail, Marion County Sheriff's Office (MCSO) deputies responded to SE 94th Street and SE 188th Court and located a deceased 17-year-old male with a gunshot wound.The next morning, on April 1, the MCSO Major Crimes Unit, Forensic Unit and Underwater Recovery Team responded to a tip and searched the area of Malauka Loop and Malauka Loop Trace and found Silvernail’s vehicle partially submerged in a body of water. The car was about 9 miles from where Silvernail was found.The suspects were in Silvernail's vehicle with the victims prior to their deaths, according to the sheriff. Authorities believe all three victims were shot at the same time."She was there of her own free will," Woods said of Silvernail.Layla Silvernail's family is planning to donate the 16-year-old's organs, according to a GoFundMe.After obtaining a search warrant and searching her vehicle, authorities found 16-year-old Quarles dead from a gunshot wound in Silvernail's car. The Ukrainian military said Russian forces launched 18 airstrikes, five missile strikes and 53 attacks from multiple rocket launchers between Thursday and Friday mornings.According to the General Staff statement, Russia was concentrating the bulk of its offensive operations in Ukraine’s industrial east, focusing on the cities and towns of Lyman, Bakhmut, Avdiivka and Marinka in Donetsk province.Most of Friday's battlefield reports concerned the four Ukrainian provinces Russia annexed in September: Donetsk, Luhansk, Zaporizhzhia and Kherson. Russian President Vladimir Putin has ordered his military to gain complete control of the provinces, while Ukraine has indicated it will soon launch a counteroffensive to take back more territory.Russia also annexed the Crimean Peninsula from Ukraine in 2014, a move that most of the world also regarded as illegal. A new program has been launched by a consortium of Europe’s digital identity stakeholders to promote the development and deployment of new use cases of the latest version of the European Union’s digital identity framework. That means operating large-scale pilots for the European Digital Identity Wallet.Digital Credentials for Europe (DC4EU) will test the framework’s interoperability for cross-border applications in pre-production systems. Its findings could be used to inform future revisions to eIDAS regulations, according to a funding announcement.Digital identity wallet testing will look at Qualified Electronic Attestations of Attributes (QEAA), Electronic Attestations of Attributes (EAA) and credentials. The use cases tested will include the sharing of educational credentials, professional qualifications, the PDA1 European Social Security Pass, and the European Health Insurance Card (EHIC).The estimated cost of the program is 19.2 million euros, with funding provided by a grant from the EU Digital Europe Programme. The consortium behind it includes 80 representative organizations from 22 EU member states, plus Norway and Ukraine. Many of those representatives are universities, but some are public agencies or businesses, like Atos.Decentralized digital ID startup Gataca is also part of the group, as revealed in a blog post that also introduces its self-sovereign identity platform Studio.The Government of Spain leads the project through its General Secretariat for Digital Administration (SGAD) of its Ministry of Economic Affairs and Digital Transformation. Public agencies are playing catch-up.Details about the DNA samples lost by police forces in the UK have been revealed under a Freedom of Information Act request by the office of the Biometrics and Surveillance Camera Commissioner.The annual report from Commissioner Fraser Sampson revealed that some 1,500 DNA samples had been compromised or lost, leading to the FOIA request made through transparency organization WhatDoTheyKnow.The number of currently-lost samples is likely lower than the figure provided, Sampson says, because, “FINDS report samples as lost where they have a list of samples waiting for either the DNA profile to be loaded to the National DNA Database or an update to PNC to indicate the status of the sample e.g. destroyed. Some of these samples will have since been located and either submitted to a Forensic Service Provider for a profile to be obtained and loaded to the National DNA Database or destroyed if the sample is no longer required.”Thirty-five police forces in the UK lost at least one DNA sample, according to the figures provided in Sampson’s response. Several lost only a single sample, while the Metropolitan Police unsurprisingly had the most, at 931. West Midlands lost 318 samples.Redacted minutes from visits to Sussex and Surrey Police were also provided to comply with the transparency request. Jumio and BAM must respond to an amended complaint by April 19.BAM unsuccessfully tried to make the case that it is a financial institution and, thus, is exempt from BIPA. According to multiple media reports, Binance.US’ operator is BAM, and BAM’s beneficial owner is Changpeng Zhao, CEO of Binance.Among other strategies, Jumio tried to say it cannot not be held liable because it was working for a financial institution. Jumio also claimed that the U.S. First Amendment protects the act of making recordings.The motion to dismiss case 21-cv-001425-SPM was filed April 4 in the U.S. District Court for the Southern District of Illinois. New York-based Socure has revealed that the level of ID fraud in small banking and investment platforms rose sharply in the wake of the closure of Silicon Valley Bank (SVB) on March 10 and Signature Bank on March 12. These are two commercial banks in the United States which closed last month.The wave of ID fraud spiked in these platforms as individuals and business entities struggled to open new accounts, Socure says in a blog post.Analysis by Socure of fraud pattern data drawn from more than 1,500 of its customers shows small businesses and investment platforms witnessed a fraud rate increase of 498 percent within 7 and 11 March, when news of SVB’s collapse made waves the most.Socure says the bad actors had apparently been on stand-by monitoring the system, and were able to quickly strike when they had the opportunity, creating accounts every four minutes when the news of the closure of SVB fell.The data also shows that synthetic ID fraud also jumped within that period. Although the spike dropped on 14 March, there was another upsurge on 21 March, according to Socure data.Meanwhile, in a recent press statement in the wake of the cyber-attacks, Socure CEO Johnny Ayers assures customers that the company is monitoring the situation and will provide them with insights necessary to help adjust their decision making.“Immediately after the news of SVB’s impending breakdown, bad actors who we had seen testing banking systems across our customer portfolio for weeks, scaled up their attacks within hours, leveraging bots to create new accounts about every four minutes. With victims located across the globe, the strong relationships with our international partners were critical in the success of this case,” says EC3 Head Edvardas Šileris in a statement.The Dutch Police, which collaborated in the operation, has developed a platform for people to check if their IDs are part of those stolen or compromised by the criminal network.

The Digital Identity Initiative of the World Economic Forum (WEF) has been discussing the possibilities of agreeing on an international policy and standards framework that will serve as the springboard to enhance the adoption of digital ID systems that put privacy at the top of all major priorities.The panel believes blockchain technology can help in building such privacy-preserving digital ID infrastructure, and in so doing, helping organizations and governments realize financial, health and social impact projects.Discussions at the Forum’s Annual Meeting workshop which had as theme “Improving Livelihoods with Digital ID,” organized by its Crypto Impact and Sustainability Accelerator (CISA), examined ways by which digital ID benefits can be leveraged through a standardized approach, according to an article by Brett McDowell, chair and President of decentralized and open-source public ledger Hedera.Hedera participated in the discussions on digital ID during the WEF’s recent meeting in Davos.According to McDowell, having a blockchain-powered digital ID system that enhances data privacy and minimize incidences of data theft or exploitation is the way to go.This, he says, is even made much easier with the Web3 concept, which seeks to replace the intermediary in managing digital ID “with public blockchain infrastructure where the user stores their digital identity metadata while keeping their personal information offline in their digital wallet with verified credentials signed by their various credential issuers.”As writes McDowell, this means that each time a user “presents a credential from their wallet to an application, it can verify the credential by checking the cryptographic signature against the original credential issuer’s public key, which has previously been published in a publicly available registry,” while allowing them control over how, when and to who they share such information.Digital ID systems built on such a model will not only enhance public trust, but will also drive economic incentives with several positive outcomes.To get there however is not such a smooth ride. Changes in air patterns as the world warms will likely push more and nastier hurricanes up against the United States' east and Gulf coasts, especially in Florida, a new study said.While other studies have projected how human-caused climate change will probably alter the frequency, strength and moisture of tropical storms, the study in Friday's journal Science Advances focuses on the crucial aspect of where hurricanes are going.It's all about projected changes in steering currents, said study lead author Karthik Balaguru, a Pacific Northwest National Laboratory climate scientist.“Along every coast they're kind of pushing the storms closer to the U.S.,” Balaguru said. The steering currents move from south to north along the Gulf of Mexico; on the East Coast, the normal west-to-east steering is lessened considerably and can be more east-to-west, he said.Overall, in a worst-case warming scenario, the number of times a storm hits parts of the U.S. coast in general will probably increase by one-third by the end of the century, the study said, based on sophisticated climate and hurricane simulations, including a system researchers developed.The central and southern Florida Peninsula, which juts out in the Atlantic, is projected to get even more of an increase in hurricanes hitting the coast, the study said.Climate scientists disagree on how useful it is to focus on the worst-case scenario as the new study does because many calculations show the world has slowed its increase in carbon pollution. Balaguru said because his study looks more at steering changes than strength, the levels of warming aren't as big a factor.The study projects changes in air currents traced to warming in the equatorial eastern Pacific Ocean, just off the coast of South America. Climate change is warming different parts of the world at different rates, and models show the eastern Pacific area warming more quickly, Balaguru said.That extra warming sets things in motion through Rossby waves, according to the study — atmospheric waves that move west to east and are connected to changes in temperature or pressure, like the jet stream or polar vortex events.“I like to explain it to my students like a rock being dropped in a smooth pond,” said University of Albany atmospheric scientist Kristen Corbosiero, who wasn't part of the study. “The heating is the rock and Rossby waves are the waves radiating away from the heating which disturbs the atmosphere's balance.”The wave ripples trigger a counterclockwise circulation in the Gulf of Mexico, which bring winds blowing from east to west in the eastern Atlantic and south to north in the Gulf of Mexico, Corbosiero and Balaguru said.It also reduces wind shear — which is the difference in speed and direction of winds at high and low altitudes — the study said. Wind shear often decapitates hurricanes and makes it harder for nascent storms to develop.Less wind shear means stronger storms, Balaguru said.Overall, the steering current and wind shear changes increase the risk to the United States, Corbosiero said in an email.Corbosiero and two other outside scientists said the study makes sense, but has limits and is missing some factors.It doesn't factor in where storms are born, which is important, and the study assumes a global trend toward more El Nino events, said Jhordanne Jones, an atmospheric scientist at the National Center for Atmospheric Research and Purdue University's Climate Extreme Weather Lab. WASHINGTON (AP) — Schools and colleges across the U.S. would be forbidden from enacting outright bans on transgender athletes under a proposal released Thursday from the Biden administration, but teams could create some limits in certain cases — for example, to ensure fairness.The proposed rule sends a political counterpunch toward a wave of Republican-led states that have sought to ban trans athletes from competing in school sports that align with their gender identities. If finalized, the proposal would become enshrined as a provision of Title IX, the landmark gender equity legislation enacted in 1972.It must undergo a lengthy approval process, however, and it’s almost certain to face challenges from opponents.The proposal comes on the same day that the Supreme Court said a 12-year-old transgender girl in West Virginia can continue competing on her middle school track and cross-country teams while legal battles over the state’s transgender law continue. The law bans transgender athletes from female teams.All told, at least 16 states now have bans in effect covering at least high school interscholastic sports. Some also extend to intramural, club or college sports. Enforcement of bans in at least three states has been put on hold by courts, and one more has adopted a ban that doesn’t take effect until July.Under the Education Department's proposed rule, no school or college that receives federal funding would be allowed to impose a “one-size-fits-all” policy that categorically bans trans students from playing on sports teams consistent with their gender identity. Such policies would be considered a violation of Title IX.Still, it leaves room for schools to develop team eligibility rules that could ultimately result in restrictions around trans athletes’ participation.That would be allowed only if it serves “important educational objectives,” such as fairness in competition and reduction of injury risks.Any limits would have to consider the sport, the level of competition and the age of students. Elementary school students would generally be allowed to participate on any teams consistent with their gender identity, for example. More competitive teams at high schools and colleges could add limits, but those would be discouraged in teams that don’t have tryouts or cuts.“Every student should be able to have the full experience of attending school in America, including participating in athletics, free from discrimination,” Miguel Cardona, Biden’s education secretary, said in a statement.The Biden administration used “fairness of competition” as criteria, which has been part of the debate both in the U.S. and globally. But officials offered no specifics on how this could be done.Asked about the state bans now in place, a senior Education Department official briefing reporters on condition of anonymity said Title IX is the law of the land and they would work to ensure it’s being followed in all the states.A new law in Kansas banning transgender athletes from girls’ and women’s sports from kindergarten through college takes effect July 1. Bill Faflick, executive director of Kansas State High School Activities Association, said his organization would need to review the administration’s proposal before comment.Critics argue transgender athletes have an advantage over cisgender women in competition. Last year, Lia Thomas became the first transgender woman to win an NCAA swimming title. College sports’ governing body, however, adopted a sport-by-sport approach to transgender athletes in January 2022, which was to bring the organization in line with the U.S. and International Olympic committees, though recently the NCAA’s board decided it won’t be fully implemented until 2023-24.The NCAA did not immediately respond to an email seeking comment.At the same time, international sports-governing bodies are instituting policies that ban all trans athletes from competing in track and field and effectively ban trans women from swimming events.Fatima Goss Graves, president and CEO of the National Women’s Law Center, said in a statement that they were grateful for the administration's actions and would work to ensure that "a final rule builds to further fight back against discrimination and misinformation, making crystal clear that trans, nonbinary, and intersex students are entitled to support, respect, and equal rights and opportunity.”But an attorney for cisgender runners decried the proposal as “as slap in the face to female athletes who deserve equal opportunity to compete in their sports.”“The Biden administration’s rewriting Title IX degrades women and tells them that their athletic goals and placements do not matter,” said Christiana Kiefer, senior counsel at Alliance Defending Freedom. She represented Connecticut runners who sued over the participation of two transgender girls in track and field events.The Biden administration has made it a priority to bolster the rights of trans students. Last year it proposed a separate federal rule that for the first time would extend Title IX rights to LGBTQ students, broadly protecting them from discrimination in education.That rule — which drew more than 240,000 comments from the public and sharp opposition from conservatives — is expected to be finalized as soon as next month.The new proposal doesn’t offer examples of acceptable limits that can be placed on school sports, but it clarifies that restrictions can’t be directed at trans students only. Schools will be left to navigate that tricky legal terrain, with the knowledge that any violation could bring a federal civil rights investigation or lawsuits.Schools that choose to impose limits must “minimize harms” to students who lose out on athletics opportunities, the proposal says.
