Two people were killed and seven injured on Friday
after rockets fired by Hezbollah struck the northern Arab town of Majd
al-Krum, as several barrages from Lebanon targeted the north.Arjwan
Manaa, 19, and Hassan Suad, 21, succumbed to critical wounds sustained
when a rocket hit near a minimarket in the town. Manaa was working as a
cashier and Suad was a customer who was there buying produce.Television
footage from the scene showed the blood-stained floor around the cash
register and bags of fruit and vegetables still on the counter.Hezbollah
took responsibility for the attack, saying it targeted the adjacent
city of Karmiel. The Israel Defense Forces said some 30 rockets were
launched in the attack and 65 rockets were launched in total at northern
Israel on Friday.A 21-year-old man was critically hurt, a man in his
80s was seriously wounded, two others were in moderate condition and

chorus of former senior army officers questioning the government’s
strategy in Gaza, where earlier this month troops went back into areas

historic refugee camp since the beginning of the war in October

machine guns and bombs in some of the worst violence they can
remember.It highlights the precarious position of the PA, which was
established by the 1994 Oslo Accords with Israel, as a stepping stone to
a Palestinian state in the West Bank and the Gaza Strip.The so-called
two-state solution appears as far as ever, though it has come back into
international focus of late as a way to bring peace. Israel, however,
mistrusts Abbas and the PA, accusing it of incitement to terrorism in
its education system and by paying stipends to jailed terror operatives
and families of slain terrorists.Abbas’s secularist Fatah faction also
recently issued condolences on the “martyrdom” of Hamas chief Yahya
Sinwar, hailing as “a great national leader” the architect of the
assault that sparked the Gaza war on October 7, 2023, when thousands of
Hamas-led terrorists stormed southern Israel to kill some 1,200 people
and take 251 hostages.Amid the war in Gaza, Israel has also launched
several counterterrorism raids across the West Bank, especially in the
north. The army says it has arrested 5,250 wanted Palestinians,
including 2,050 affiliated with Hamas.According to the PA health
ministry, 716 Palestinians have been killed in the raids. Israel says
the vast majority were gunmen killed in exchanges of fire, rioters who
clashed with troops or terrorists carrying out attacks.The
Ramallah-based PA controlled Gaza until 2007, when Hamas routed forces
loyal to Abbas, but is now confined to running patches of the West Bank —
often in coordination with Israeli security forces, who control the
territory.The United States has said it wants to see the war in Gaza end
with the Strip and the West Bank unified under a reformed and
revitalized PA.For Abbas, 88, the Tubas campaign is partly about
weakening the grip Hamas and PIJ have gained over the northern West
Bank, in what his Fatah sees as an Iran-backed attempt to undermine its
position, according to Fatah officials and security sources.It is also
about disproving critics who view the PA as ineffective — a reputation
that has overshadowed US-led diplomatic contacts over the role it might
eventually play in Gaza, according to a former PA security official and
an analyst.A US State Department spokesperson declined comment on the
Tubas operation, but acknowledged that US security cooperation with the
PA includes funding, training and equipment.Tubas Governor Ahmed
al-Asaad said the PA had decided to strike with “an iron fist” against
what he described as lawlessness and anarchy.Two PA security men have
been wounded as their forces fought members of the “Tubas Battalion,” an
armed group dominated by PIJ, and detained at least three of its
members, including its leader.Standoff-Al-Asaad said the PA was
responding to public concern, giving the example of a bomb that had been
recently planted near a school — apparently in preparation for an
attack on Israeli forces.“We don’t want — under the slogan of resistance
or any other slogan — to destroy our country and to destroy Tubas,” he
said.“Our approach is clear and is the approach of the president: the
approach of peaceful, popular resistance and safeguarding security and
order,” he told Reuters in an interview.The Palestinian Authority has
overhauled its operations in a variety of areas, assuaging some of the
concern expressed by countries that provide aid.On the whole, the
revitalization effort had been “pretty well received,” a European
diplomat said.On Saturday, dozens of PA security men surrounded a
building near Tubas where two Battalion gunmen were holed up, with one
of them, Obada al-Masri, threatening to blow himself up, a source
familiar with the incident said.“We negotiated with him for almost five
hours,” said his father, Abdel Majid al-Masri, who was called to the
scene to help convince his son to surrender.He said his son eventually
agreed after receiving guarantees he would be held in Tubas rather than
at another PA jail where he was previously incarcerated and had suffered
mistreatment.Masri expressed relief that his son had been taken into PA
custody rather than killed by Israeli forces, which have also been
raiding Tubas in search of terror operatives and had previously jailed
his son for three years.His son had chosen “the route of struggle to
liberate Palestine,” he said, rejecting PA accusations that Battalion
members were engaged in lawlessness.PIJ condemned the operation, saying
PA forces appeared to be aiming to eliminate resistance to Israel and

assert itself in a part of the West Bank where its control had been
“practically absent.”“The PA understands that nobody sees it as being
capable of running Gaza and everyone cites the fact that they can’t even
run the northern West Bank,” said Omari, who has advised both Abbas and
his predecessor, Yasser Arafat.But one operation did not make a
reputation, Omari said, noting that Tubas represented “low-hanging
fruit” and that Hamas and PIJ were weaker there than in Jenin, also in
the northern West Bank.With US support, the 35,000-strong PA security
forces were reconstituted after the 2007 Hamas takeover of Gaza.Yet, the
Washington Institute said in a July policy note, for the PA to assume
governance in Gaza it would need extensive recruitment, equipment,
vetting and training, a process it said would take years.Israel, which
accuses the PA of support for terrorism, has also rejected the notion of
PA governance in Gaza.While declining to comment on a potential role
for PA security forces in post-war Gaza, the US State Department
spokesperson reiterated that sustained peace in Gaza “must include
Palestinian-led governance and Gaza unified with the West Bank under the
Palestinian Authority.”In the West Bank, the biggest issue was that PA
security forces were “really, really unpopular in the north,” Omari
said.A September opinion poll showed that 89% of Palestinians in the
West Bank want Abbas to resign, and that Hamas has more support than
Fatah there. Polls by the Palestinian Center for Policy and Survey
Research have consistently shown that Marwan Barghouti, a Fatah leader
jailed by Israel for murder, would win any presidential vote.Omari said:
“To do effective security you need both capabilities but also you need

Three Israel Defense Forces soldiers were killed Friday
during fighting in the northern Gaza Strip’s Jabaliya as the military
pushed ahead with an offensive in the neighborhood, including taking
control of the area’s last functioning hospital in pursuit of Hamas
operatives.The IDF also continued with widespread strikes and raids
across Gaza, with Hamas-run health authorities reporting more than 70
people killed in the past 24 hours.The slain troops were named as Cpt.
Barak Israel Sagan, 22, from Petah Tikva; Sgt. Ido Ben Zvi, 21, from
Shomrat; and Sgt. Hillel Ovadia, 22, from Jerusalem.All three served
with the 460th Armored Brigade’s 196th Battalion. The brigade is the
IDF’s school for tank commanders during peacetime. Sagan was a commander
at the school, while Ben Zvi and Ovadia were cadets.The three were
killed in northern Gaza’s Jabaliya early on Friday morning when a
powerful bomb was detonated against the tank they were in. The fourth
soldier in the tank was moderately wounded.Following the incident,
Israel’s toll in the ground offensive against Hamas in Gaza and in
military operations along the border with the Strip stood at 361.Also
Friday, the IDF said it was operating at the Kamal Adwan Hospital in the
northern Gaza Strip amid “intelligence information on terrorists and
terror infrastructure in the area.”In the weeks before the operation,
the IDF said it enabled the evacuation of patients and staff from the
hospital, while also ensuring that the medical center’s emergency
systems continued to function.So far, some 45,000 Palestinian civilians

defense ministry body that manages civilian affairs in the Palestinian
territories — said Friday it had allowed the transfer of 23 patients out
of the hospital the previous night by Palestinian ambulances and UN
vehicles.Kamal Adwan is the last functioning hospital in Gaza’s north.
The facility said it has been struggling with shortages since the start
of the war, which has been increasingly aggravated by the launch of an
Israeli operation in northern Gaza earlier this month.“There has been no
supply or provision of food, medicine, or essential medical supplies
needed to save the lives of the injured and sick in the hospital,” the
ministry claimed, calling the situation inside “catastrophic in every
sense of the word.”COGAT said in its statement it had allowed the
transfer of one fuel truck, “180 blood units and a truckload of medical
equipment” donated by UN agencies.Hamas called the storming of Kamal
Adwan “a war crime and a flagrant violation of international

prosecutor sought war crimes charges this year against Prime Minister
Benjamin Netanyahu over actions in Gaza, he was engulfed in a very
different personal crisis playing out behind the scenes.Karim Khan faced
accusations that he tried for more than a year to coerce a female aide
into a sexual relationship and groped her against her will. He’s
categorically denied the allegations, saying there was “no truth to
suggestions of misconduct.”Court officials have suggested they may have
been made as part of an Israeli intelligence smear campaign. However,
others have suggest that the high-profile charges against Israeli
leaders — brought after the sexual misconduct probe began — were meant
to distract from Khan’s misconduct.Two co-workers in whom the woman
confided at the ICC’s headquarters at The Hague reported the alleged
misconduct in early May to the court’s independent watchdog, which says
it interviewed the woman and ended its inquiry after five days when she
opted against filing a formal complaint. Khan himself was never
questioned.But the matter may not be over.While the woman declined to
comment to The Associated Press, people close to her say her initial
reluctance was driven by distrust of the in-house watchdog and she has
asked the body of member-states that oversees the ICC to launch an
external probe. An ICC official with knowledge of the matter who spoke
to AP on condition of anonymity confirmed that the request remains under
consideration.Those efforts were applauded by those close to the woman,
who still works at the court.“This wasn’t a one-time advance or an arm
around the shoulder that could be subject to misinterpretation,” one of
the people told AP, speaking on condition of anonymity to shield the
woman’s identity. “It was a full-on, repeated pattern of conduct that
was carried out over a long period of time.”While the court’s watchdog
could not determine wrongdoing, it nonetheless urged Khan in a memo to
minimize contact with the woman to protect the rights of all involved
and safeguard the court’s integrity.Within days of the watchdog’s
shelving of the case, the court’s work went on. Khan on May 20 sought
arrest warrants against Netanyahu, his defense minister Yoav Gallant and
three Hamas leaders — all of whom have since been killed — on war
crimes charges. A three-judge panel is now weighing that

administration said it was blindsided by the move, with the president
calling the prosecution “outrageous” for implying an equivalence between
Israel and Hamas.In announcing the charges, Khan hinted that outside
forces were waging a campaign to derail his investigation.“I insist that
all attempts to impede, intimidate or improperly influence the
officials of this court must cease immediately,” Khan said, adding he
wouldn’t hesitate to use his authority to investigate anyone suspected
of obstructing justice.The allegations-AP pieced together details of the
accusations through whistleblower documents shared with the court’s
independent watchdog and interviews with eight ICC officials and
individuals close to the woman. All spoke on the condition of anonymity
due to the sensitive nature of the allegations or fear of
retaliation.Among the allegations told to AP is that Khan noticed the
woman working at another department at ICC and moved her into his
office, a transfer that included a pay bump. Their time together
allegedly increased after a private dinner in London where Khan took the
woman’s hand and complained about his marriage. She became a presence
on official trips and meetings with dignitaries.During one such trip,
Khan allegedly asked the woman to rest with him on a hotel bed and then
“sexually touched her,” according to the documents. Later, he came to
her room at 3 a.m. and knocked on the door for 10 minutes.Other
allegedly nonconsensual behavior cited in the documents included locking
the door of his office and sticking his hand in her pocket. He also
allegedly asked her on several occasions to go on a vacation
together.Upon returning to ICC’s headquarters after one trip, she
tearfully complained to two co-workers about Khan’s behavior and the
anguish she felt for not standing up to a boss she once admired.Those
co-workers were shocked because Khan always seemed to show exemplary
behavior around women and has been outspoken against gender-based
crimes. They also weighed the accusations against the backdrop of
well-publicized attempts by intelligence agents from Israel and
elsewhere to penetrate the court, which created a work environment
plagued by intrigue and mistrust.But in the wake of the #MeToo movement,
no powerful man is above scrutiny, and the co-workers complied with
court workplace guidelines that encouraged the reporting of misconduct
by senior officials.After months of inaction and whispered rumors of a
brewing scandal, an anonymous account on X called @ICC_Leaks last week
began bringing some of the allegations to light.Israel’s allies in the
US Congress have also seized on the would-be scandal. Sen. Lindsey
Graham is seeking records about whether the misconduct accusations
played any role in Khan’s decision in May to cancel an aide’s planned
visit to Israel and move ahead with the war crimes charges.“Another
cloud — a moral one — hangs over prosecutor Khan’s abrupt decision to
abandon engagement with Israel and seek arrest warrants,” the South
Carolina Republican wrote in a letter to the court’s oversight
authority.Khan, who is 54 and married with two children, said in a
statement there was “no truth” to the accusations, and that in 30 years
of scandal-free investigative work he always has stood with victims of
sexual harassment and abuse.Khan added that he would be willing, if
asked, to cooperate with any inquiry, saying it is essential that any
accusations “are thoroughly listened to, examined and subjected to a
proper process.”Without naming any entity directly, he noted that both
he and the court have been the target in recent months of “a wide range
of attacks and threats,” some also aimed at his wife and family. Khan’s
office declined to provide specifics because the incidents are under
investigation.A growing list of enemies-Under Khan, the ICC has become
more assertive in combating crimes against humanity, war crimes and
related atrocities. Along the way, it has added to a growing list of
enemies.Last September, following the opening of a probe into Russian
atrocities in Ukraine, the court suffered a debilitating cyberattack
that left staff unable to work for weeks. It also hired an intern who
was later criminally charged in the US with being a Russian spy.Israel
has also been waging its own influence campaign ever since the ICC
recognized Palestine as a member and in 2015 opened a preliminary
investigation into what the court referred to as “the situation in the
State of Palestine.”London’s The Guardian newspaper and several Israeli
news outlets reported this summer that Israel’s intelligence agencies
for the past decade have allegedly targeted senior ICC staff, including
putting Khan’s predecessor under surveillance and showing up at her
house with envelopes stuffed with cash to discredit her.Netanyahu
himself, in the days leading up to Khan’s announcement of war crimes
charges, called on the world’s democracies “ to use all the means at
their disposal ” to block the court from what he called an “outrage of
historic proportions.”The Israeli foreign ministry referred AP’s
inquiries about the case to the Prime Minister’s Office, which did not
respond. The US State Department declined to discuss the matter but said
in a statement that it “takes any allegation of sexual harassment
seriously, and we would expect the court to do the same.”The Dutch
foreign ministry and several lawmakers in the Netherlands have called
for an investigation into whether the Israeli embassy has been
conducting covert activities against the ICC.Who is Khan? Khan, a
British international lawyer, had a long history defending some of the
world’s most ruthless strongmen – including former Liberian President
Charles Taylor and the son of the late Libyan dictator Moammar Gadhafi —
before being elected in 2021 in a secret ballot to become chief
prosecutor.The Rome Statute that established the court took effect in
2002, with a mandate to prosecute war crimes, crimes against humanity
and genocide — but only when domestic courts fail to initiate their own
investigations. Neither the US, Israel nor Russia are among the 124
member nations recognizing the court’s authority, although their
citizens can be charged with crimes committed in countries that are ICC
members.Still, Washington welcomed Khan’s election, especially after he
moved to “deprioritize” an investigation opened by his predecessor into
abuses by US military personnel in Afghanistan.Khan also broadened the
court’s focus, bringing criminal charges for the first time against
individuals outside Africa. He charged Russian President Vladimir Putin
with kidnapping children in Ukraine and opened an investigation into
Venezuelan President Nicolás Maduro for his crackdown on protesters.“He
is by far the most professional jurist the court has had in its short
history,” said Kenneth Roth, former executive director of Human Rights
Watch. “He’s articulate, sophisticated with the media and has extensive
courtroom experience working with the highest standards of evidence.”But
Khan’s reputation with the US came crashing down when he announced he
was seeking the arrest of Netanyahu and Gallant for war crimes including
starvation of civilians. Israel vociferously denies the claims.To
insulate himself from attacks that he held an anti-Israel bias, Khan, a
practicing Muslim whose father migrated to the UK from Pakistan, shared
the evidence with a panel of experts including British human rights
lawyer Amal Clooney, wife of actor George Clooney.‘Extreme fear’ to
report misconduct-Although the 900-employee ICC has long had a
“zero-tolerance” policy on sexual harassment, an outside review of the
court’s inner workings in 2020 found an unacceptable level of predatory
behavior by male bosses, a lack of women in senior positions, and
inadequate mechanisms for dealing with complaints and protecting
whistleblowers.“There is a general reluctance, if not extreme fear,
among many staff to report any alleged act of misconduct or misbehavior”
by a senior official, the review concluded. “The perception is that
they are all immune.”Although the ICC’s policies have been updated since
the report, there’s no explicit ban on romantic relationships like
there is in many American workplaces. And while elected officials such
as Khan are expected to show “high moral character,” there’s no
definition of “serious misconduct” that would warrant
removal.“International organizations like the ICC are some of the last
places where men in positions of power treat the organization like their
playgrounds,” said Sarah Martin, a gender equality expert who has
consulted for several United Nations agencies. “There are so many
complaints that don’t even get investigated because there’s a perception
that senior officials protect each other.”People close to Khan’s
accuser say investigators from the court’s watchdog — known as the
Independent Oversight Mechanism — showed up for an interview on a Sunday
and asked for intimate details about her relationship with Khan as her
child listened. Without any emotional support and wary of the process,
she decided not to file a complaint at that moment.In the weeks since,
she’s decided to go up the chain of command, reaching out to the
Assembly of States Parties to the Rome Statute, which oversees the court
and has the ultimate say about Khan’s future.Paivi Kaukoranta, a
Finnish diplomat currently serving as president of that body, did not
comment specifically when asked if it had initiated a new
investigation.But in a statement she asked people to respect the
integrity and confidentiality of the process, “including any further

strong objections from the United Nations, European Union and Biden
administration, lawmakers on Monday are slated to approve a pair of laws
that will essentially bar UNRWA, the UN agency for Palestinian refugees
and their descendants, from operating in Israel, and severely curtail
its activities in Gaza and the West Bank.The first bill, sponsored by
Yisrael Beytenu MK Yulia Malinovsky and Likud lawmaker Dan Illouz, among
others, would ban state authorities from having any contact with UNRWA.
The second, sponsored by Likud MK Boaz Bismuth, would effectively
prevent the organization from operating in Israeli territory by revoking
a 1967 exchange of notes providing the basis for its activities.Without
coordination with Israel, it will be almost impossible, in turn, for
UNRWA to work in Gaza or the West Bank, since Jerusalem would no longer
be issuing entrance permits to those territories or allowing

Muhammad Abu Attawi, who led the killing and kidnapping of Israelis

Nukbha commander in Hamas’s Bureij Battalion.
UNRWA — short for
the United Nations Relief and Works Agency for Palestine Refugees in the
Near East — provides education, health care and aid to millions of
Palestinians in Gaza, the West Bank, Jordan, Lebanon and Syria.Israel
alleges that more than 10 percent of UNRWA’s staff in Gaza have ties to
terror, and that educational facilities under the organization’s
auspices consistently incite hatred of Israel and glorify terror. In
February, the IDF revealed the existence of a subterranean Hamas data
center directly beneath UNRWA’s Gaza Strip headquarters. The IDF has
also repeatedly targeted Hamas command centers and gunmen hiding out in
UNRWA schools.Numerous Israeli lawmakers have long argued that UNRWA
must not be allowed to continue operating, with MK Malinovsky previously
stating that the agency “should not exist at all.”Additional
legislation advanced by Malinovsky requiring Israel to brand UNRWA a
terrorist organization is no longer on the Knesset table.United Nations
Secretary-General Antonio Guterres has said that passing the bills would
be a “catastrophe,” while European Commission Vice President Josep
Borrell recently warned that it “would have disastrous
consequences.”Such a move would prevent UNRWA “from continuing to
provide its services and protection to Palestine refugees in the
occupied West Bank, including East Jerusalem and Gaza,” Borrell
stated.Similarly, writing to Defense Minister Yoav Gallant and Strategic
Affairs Minister Ron Dermer last week, US Secretary of State Antony
Blinken and Defense Secretary Lloyd Austin expressed concern over the
bills.The senior American officials stated that while they recognized
Jerusalem’s concerns over some UNRWA members’ ties to Hamas and
involvement in the October 7 onslaught, they believed that the
“enactment of such restrictions would devastate the Gaza humanitarian
response” as well as the provision of “vital” services in East
Jerusalem.“The recent revelation that Mohammad Abu Attawi — a Hamas
commander and UNRWA employee — personally led the October 7 massacre of
civilians at the Re’im shelter is a shocking but unsurprising
confirmation of what Israel has long known: UNRWA is deeply complicit in
terror,” said Likud’s Illouz.“This agency employs hundreds of Hamas
operatives and routinely allows its facilities to be used as command
centers and weapons depots. UNRWA doesn’t just harbor terrorists — it
educates Palestinian youth to hate, fueling a dangerous cycle of
violence that obstructs any path to peace,” he argued, insisting that
“instead of fostering stability, UNRWA entrenches the conflict, keeping
millions of Palestinians in a state of dependency and using the inflated
refugee numbers as a political weapon against Israel.”“My legislation
aims to end this exploitation, dismantling a toxic agency that sustains
conflict rather than resolves it,” Illouz said.Claims that the
legislation would specifically prohibit UNRWA from operating in the
territories are incorrect, even though they would significantly hamper
its activities, a spokesman for MK Malinovsky told The Times of Israel
on Friday.“After the bill passes, UNRWA can work in Gaza and the West
Bank, although it will not be able to operate in Israel,” and the
borders between Israel, Gaza and the West Bank “will be closed to them,”
the spokesman explained, adding dryly that UNRWA staffers “can use
parachutes” to get in.“The UNRWA workers’ organization is controlled by
Hamas and Islamic Jihad. So they have a connection between Hamas and
UNRWA. And therefore, we don’t want to have a connection with them,” the
spokesman stated.Israel had been extremely critical of UNRWA long
before the Hamas invasion and slaughter in southern Israel on October 7,
2023, saying that its near uniqueness in the world — granting refugee
status not just to the first generation of refugees but to their
descendants — perpetuated the conflict and a culture of dependence among
Palestinians. At the same time, some Israeli politicians and officials
saw the relief that the agency provided as a means of keeping the Gaza
Strip, and parts of the West Bank, from deeper poverty and thus greater
violence and terrorism.Asked about his legislation banning UNRWA from
operating on Israeli territory — which would have a much more limited
impact than that of Malinovsky’s bill — MK Bismuth told The Times of
Israel that “Rome wasn’t built in a day.”“There’s no reason whatsoever
that UNRWA is functioning in Israel. With all due respect, we’re a
sovereign country, and we can deal with our citizens,” he said,
insisting that Israel could and should take over the UN agency’s
activities in East Jerusalem.Responding to Blinken’s concerns, Bismuth
insisted that Israel “would never embarrass America” and that “there
will not be a vacuum.”Jerusalem, he argued, has been providing
unprecedented quantities of humanitarian aid to Gaza, and “if we do that
in Gaza, after October 7, do you expect us not to give services” to the
residents of East Jerusalem?“On the contrary, not only will [Israel
provide] services, it will give better services” than UNRWA, he claimed.
“And I think that if the secretary of state would have been an MK in
the Likud on the seventh of October, he would have done this thing” as
well.
