WASHINGTON (Reuters) - Israel has carried out an air strike targeting a shipment of missiles in Syria bound for Hezbollah guerrillas in neighboring Lebanon, an Israeli official said on Saturday.Israel had long made clear it is prepared to resort to force to prevent advanced Syrian weapons, including President Bashar al-Assad's reputed chemical arsenal, reaching his Shi'ite Muslim Hezbollah allies or Islamist insurgents taking part in a more than two-year-old uprising against his government.Hezbollah, allied with Israel's arch-enemy Iran, waged an inconclusive war with the Jewish state in 2006 and remains a potent threat in Israeli eyes. Israelis also worry that if Assad is toppled, Islamist rebels could turn his guns on them after four decades of relative calm in the Golan Heights border area.The target of Friday's raid was not a Syrian chemical weapons facility, a regional security source earlier said.A U.S. official, who also declined to be identified, had told Reuters on Friday the target was apparently a building.The Israeli official who acknowledged the raid and described its target spoke on condition of anonymity. Israel's government has not formally taken responsibility for the action or confirmed it happened.The attack took place after Prime Minister Benjamin Netanyahu's security cabinet approved it in a secret meeting on Thursday night, the regional security source said.CNN quoted unnamed U.S. officials as saying Israel most likely conducted the strike "in the Thursday-Friday time frame" and its jets did not enter Syrian air space.The Israeli air force has so-called "standoff" bombs that coast dozens of kilometers (miles) across ground to their targets once fired. ANTI-AIRCRAFT MISSILES TARGETED?
But Qassim Saadedine, a commander and spokesman for the rebel Free Syrian Army, said: "Our information indicates there was an Israeli strike on a convoy that was transferring missiles to Hezbollah. We have still not confirmed the location."Rebel units were in disagreement about what type of weapons were in the convoy. A rebel from an information-gathering unit in Damascus that calls itself "The Syrian Islamic Masts Intelligence" said the convoy carried anti-aircraft missiles.The rebel, who asked not to be named, said: "There were three strikes by Israeli F-16 jets that damaged a convoy carrying anti-aircraft missiles heading to the Shi'ite Lebanese party (Hezbollah) along the Damascus-Beirut military road."One strike hit a site near the (Syrian) Fourth Armoured Division in al-Saboura but we have been unable to determine what is in that location".
Saadedine said he did not think the weapons were anti-aircraft. "We have nothing confirmed yet but we are assuming that it is some type of long-range missile that would be capable of carrying chemical materials," he said.In January this year, Israel bombed a convoy in Syria, apparently hitting weapons destined for Hezbollah, according to diplomats, Syrian rebels and security sources in the region.Israel has not formally confirmed carrying out that strike.Lebanese acting foreign minister Adnan Mansour was critical. "Attacks such as these will result in more tension and blow up the situation which it promoted," he said."This will not give Israel the peace or security that it wants, in its own way, rather it will push the region into an inflamed struggle and into the unknown."Giora Eiland, a former Israeli army general and national security adviser, said the apparent deadlock in Syria's civil war, now in its third year, meant the Netanyahu government had to be prudent in any military intervention."I don't anticipate far-reaching consequences in Lebanon or Syria (from Israel's actions)," Eiland told Israel Radio. "Israel appears to be conducting itself judiciously."Israel remains technically at war with neighboring Syria. It captured Syria's Golan Heights in the 1967 Middle East war, built settlements and annexed the land. Yet belligerence was rare and the borderland has remained largely quiet for decades.But Israeli security concerns have risen since Islamist fighters linked to al-Qaeda assumed a prominent role in the insurrection against Assad.They have also worried that Hezbollah could eventually obtain his chemical arsenal and other advanced weaponry. But there is no risk of that happening for the time being, a senior Israeli official said on Saturday."Syria has large amounts of chemical weaponry and missiles. The Lebanese army said on Friday that eight Israeli warplanes had flown over Lebanon’s airspace in a span of 14 hours, the Daily Star reported.The report said that Israel sends reconnaissance jets and warplanes over Lebanon on almost a regular basis, but the air traffic in the last 24 hours has been unusually high.“At 7:10 p.m. Thursday, two Israeli warplanes violated Lebanese airspace entering above the sea west of Sidon and flying over all Lebanese areas as they conducted aerial maneuvers,” an announcement from the Lebanese army’s general directorate said, according to the Daily Star.The planes left Lebanon's airspace approximately four hours later above Naqqoura.Ten minutes before the departure of the first jet group, another two warplanes entered the airspace above the sea west of Jounieh and conducted aerial maneuvers across the country, the report said.Those jets returned to Israel just after midnight above the southern village of Alma Shaab.At 12:35 a.m. another sortie of two warplanes entered Lebanese airspace above the sea near Beirut, after which they conducted aerial maneuvers over the country before leaving at 3:15 a.m., according to the Lebanese Army.At 6 a.m. two more warplanes violated the country’s airspace from above the sea near Beirut and flew over all Lebanese regions and left at 8:50 a.m. above the southern village of Rmeish, the Army said.Last week an unmanned aerial vehicle (UAV) penetrated Israeli air space from Lebanon.The UAV was shot down by Israel about eight kilometers off the coast of Haifa.Hizbullah was fingered as being behind the incident, but the terror group denied “sending any unmanned drone towards occupied Palestine.” A Lebanese security official has also denied that the drone had been sent from Lebanon.Following the drone incident it was reported that the Lebanese army had increased its presence along the Lebanon-Israel border.On Friday, Lebanese President Michel Suleiman urged the international community to pressure Israel to stop violating Lebanese airspace, saying its activities breach the United Nations Security Council Resolution 1701."We question the UN Security Council, the UN and the powerful nations over Israel's activities,” the president said in a released statement, according to the Naharnet website."We call on the international community to pressure Israel to stop its attacks and violations and to commit to abiding by Resolution 1701,” Suleiman stressed.“These infringements are an attempt to shake Lebanon's stability and are a continuation of the enemy's policy of threatening Lebanon.”(Arutz Sheva’s North American Desk is keeping you updated until the start of Shabbat in New York. The Pentagon has redesigned its biggest "bunker buster" bomb with more advanced features intended to enable it to destroy Iran's most heavily fortified and defended nuclear site, the Wall Street Journal reported on Friday.U.S. officials see development of the weapon as critical to convincing Israel that the U.S. has the ability to prevent Iran from getting a nuclear bomb if diplomacy fails, and also that Israel's military can't do that on its own, the report said.According to the Wall Street Journal, several times in recent weeks, American officials, seeking to demonstrate U.S. capabilities, showed Israeli military and civilian leaders a secret Air Force video of an earlier version of the bomb hitting its target in high-altitude testing, and explained what had been done to improve it, according to diplomats who were present.In the video, the weapon can be seen penetrating the ground within inches of its target, followed by a large underground detonation, people who have seen the footage told the Wall Street Journal.The newest version of what is the Pentagon's largest conventional bomb, the 30,000-pound Massive Ordnance Penetrator, or MOP, has adjusted fuses to maximize its burrowing power, upgraded guidance systems to improve its precision and high-tech equipment intended to allow it to evade Iranian air defenses in order to reach and destroy the Fordow nuclear enrichment complex, which is buried under a mountain near the Iranian city of Qom.The upgraded MOP designed for Fordow hasn't been dropped from a plane yet.The improvements are meant to address U.S. and Israeli concerns that Fordow couldn't be destroyed from the air. Overcoming that obstacle could also give the West more leverage in diplomatic efforts to convince Iran to curtail its nuclear program."Hopefully we never have to use it," said a senior U.S. official familiar with the development of the new version. "But if we had to, it would work."Iran admitted in the past it was moving more centrifuge machines for enriching uranium to the underground Fordow facility, the existence of which only came to light after it was identified by Western intelligence agencies in September 2009. The UN’s nuclear watchdog, the International Atomic Energy Agency, has confirmed that Iran begun enriching uranium at the plant.Fordow has long been thought to be a target that would be difficult if not impossible for the U.S. to destroy with conventional weapons. In January 2012, U.S. officials disclosed they didn't think their largest bomb could penetrate to the centrifuges within the complex, where Iran refines fuel it maintains is intended for civilian use but the U.S. and its allies believe is destined for a nuclear-weapons program.At the time, the Pentagon had spent about $330 million to develop about 20 of the bombs, and sought additional funding to make them more effective, reported the Wall Street Journal. That money came through; so far, the Defense Department has now spent more than $400 million on the bombs, which are built by Boeing Co., BA +1.46% according to government officials.
U.S. intelligence agencies have concluded that Iran's nuclear sites are so well fortified that Israel's military alone can't deliver what a U.S. official called "a knockout blow." Even if Israel were able to obtain its own MOP—and U.S. officials said they haven't offered it to its ally—U.S. officials said Israel doesn't have stealth aircraft capable of carrying the bomb to its target deep inside Iran.U.S. officials said they believe the enhanced U.S. bunker-busting capability decreases the chances that Israel will launch a unilateral bombing campaign against Iran this year and possibly next year, buying more time for the Obama administration to pursue diplomacy after Iran holds elections in June. BEIJING (Reuters) - Hundreds of people took to the streets of the Chinese city of Kunming on Saturday to protest against the planned production of a chemical at a refinery, in the latest show of concern over the effects of rapid growth on the environment.China's increasingly affluent urban population has begun to object to the model of growth at all costs that has fuelled the economy for three decades, with the environment emerging as a focus of protests.Photographs on Weibo, China's version of Twitter, showed a crowd of protesters in the center of the southwestern city, carrying banners protesting against production at the planned plant of paraxylene (PX), a chemical used in making fabrics and plastic bottles.Some estimated the crowd was up to 2,000-strong but the official Xinhua news agency said in a report more than 200 people had gathered to protest, many wearing masks printed with slogans including "no PX in Kunming".They attracted nearly 1,000 onlookers, Xinhua said."Give me back a beautiful Kunming. We want to survive, we want health, get PX out of Kunming", read one of the banners, seen in a photo posted on Weibo.A man at the Kunming Public Security Bureau, who described himself as a member of staff on duty, said he was not aware of the incident. An Air Force spokesperson said personnel are not allowed to proselytize but are free to express their personal religious beliefs so long as it “does not make others uncomfortable.” But a critic pointed out an Air Force officer was told to remove a Bible that was on his desk.“When on duty or in an official capacity, Air Force members are free to express their personal religious beliefs as long as it does not make others uncomfortable,” Lt. Col. Laurel Tingley said in a statement to Fox News. “Proselytizing (inducing someone to convert to one’s faith) goes over that line.”Tingley said Air Force leaders “must avoid the actual or apparent use of their position to promote their personal religious beliefs to their subordinates or to extend preferential treatment for any religion.”That statement has caused alarm among a number of religious liberty groups – including the Chaplain Alliance for Religious Liberty.“What does ‘As long as it does not make others uncomfortable’ mean,” executive director Ron Crews asked Fox News.He said last year an Air Force officer was told he could no longer keep a Bible on his desk because it “may” appear that he was condoning a particular religion.“Air Force officers must be allowed to live out their faith in a way that is consistent with their faith,” Crews said. “If the Bible is important, then an Air Force officer should be able to have one on his desk.”Rep. Louie Gohmert (R-TX) also took issue with the Air Force spokesperson’s use of the word ‘uncomfortable.’“If that is the standard, then Christianity will be over because there will always be somebody who is uncomfortable no matter what someone’s belief is when it comes to Judeo-Christian beliefs,” he told Fox News. “It appears it is getting more and more difficult to be a Christian and serve in the military.”Gohmert said it’s a different U.S. military under President Obama.“Under President Obama’s military you are no longer allowed to share your faith,” he said – noting that the policy is putting Christians in a tough position. “Do you follow President Obama or do you follow God and the teachings of Jesus?”
“That’s pretty tough when your commander in chief puts you on the horn for that dilemma,” he added.
Fox News asked for a clarification on the Air Force policy after the Dept. of Defense backtracked on whether or not they allow religious proselytizing and whether military personnel could be at-risk for court-martialing if they share their faith.On Monday, the Dept. of Defense released a statement noting that religious proselytization is not permitted within the department.But earlier today, the Pentagon released a new statement noting “service members can share their faith (evangelize), but must not force unwanted, intrusive attempts to convert others of any faith or no faith to one’s beliefs (proselytization).”While religious groups are pleased with the Dept. of Defense clarification – they are troubled by the Air Force position on religion.
Daniel Blomberg, with the Becket Fund, told Fox News he was glad to see the Dept. of Defense issue a clarification, but expressed alarm at the Air Force statement.“The Air Force spokesman’s statement sounds like the government can ban servicemen and women from talking to one another about their faith,” he said. “And that couldn’t be more wrong. The Air Force must follow the Department of Defense’s example to immediately correct its statement to avoid chilling Airmen and women’s religious liberty.”Blomberg said the Air Force policy is “unconstitutional and wrong.”“Our brave fighting men and women should not be reduced to whispering fearfully about their faith by their own government,” he said.Crews said mandating an Air Force officer not extend preferential treatment from one religion is absurd.“If an Air Force officer is a Muslim, I would expect that officer to say prayers, attend services and not go to a Catholic mass,” he said. “That is extending preferential treatment, and rightly so.”

LOD, Israel (Reuters) - The dilemma Israel faces in trying to formulate a strategy on Syria two years into its civil war is symbolized by a case being heard in a small courtroom near Tel Aviv.The state is prosecuting an Arab Israeli who briefly joined the rebel forces fighting to topple President Bashar al-Assad.Arrested after his return to Israel, Hikmat Massarwa, a 29-year-old baker, is accused of unlawful military training, having contacts with foreign agents and traveling to a hostile state.The trial hinges on the unanswered question of who, if anyone, Israel favors in the war and if the rebels will turn out to be friends or enemies.The prosecutor in Lod is trying to depict Massarwa as having aligned himself with foes of Israel, but Judge Avraham Yaakov is struggling for clarity. "There's no legal guidance regarding the rebel groups fighting in Syria," he told a recent hearing.Matters were simpler during the decades of unchallenged Assad family rule.Technically Israeli is at war with its northern neighbor. It captured the Golan Heights in the 1967 Middle East War, built settlements and annexed the land. But belligerence was rare and the borderland has remained largely quiet for decades.Assad's Syria is part of the so-called Axis of Resistance along with Iran and Lebanon's Hezbollah, both arch enemies of the Jewish state. But Syria itself avoided open conflict.Israel was slow to welcome the uprising against Assad when it broke out in March 2011. Though some leaders now call for his overthrow, planners fret about what might follow."The question for us is no longer whether it is good or not if Assad stays in power, but how do we control our interests in this divided, murky situation which could last for decades," said Ofer Shelah of the Yesh Atid party, which is part of the government coalition.The dilemma has grown more acute since Islamist fighters linked to al-Qaeda assumed a prominent role in the rebels' battle plans.Israelis believe one in 10 of the rebels is a jihadi who might turn his gun on them once Assad is gone. They also worry that Hezbollah guerrillas allied to Assad could get hold of his chemical arsenal and other advanced weaponry.So Israel has acted with restraint on Syria - shooting at its troops across the occupied Golan Heights only when hit by stray fire and playing down an Israeli airstrike on a suspected Hezbollah-bound convoy in January.Officials say Israel has also been cool to Western proposals to increase aid to the Syrian rebels to help them match Assad's superior armed forces.One Israeli official told Reuters that he responds to any suggestions of a foreign military role with the question: "Do you really know on whose behalf you'll be intervening?"
MIXED MESSAGES
But with Prime Minister Benjamin Netanyahu presiding over a new, right-leaning coalition and the Israeli military stretched by keeping vigil over several fronts - including Islamist-ruled Egypt - the message has been far from uniform.Netanyahu may have contributed to this by framing Iran and its nuclear program as Israel's overriding regional concern, bolstering the case for removing Tehran's ally Assad.When an Israeli intelligence analyst said last week that Assad's forces had used chemical weapons, both the Netanyahu government and its foreign allies were blindsided, according to officials.Washington confirmed the Israeli assessment, thus posing a problem for U.S. President Barack Obama, who had said use of chemical arms would be a "red line".Israel's deputy foreign minister urged U.S. action in Syria - a call slapped down by more senior figures.
Israel's ambassador to Washington, Michael Oren, said it was not making any policy recommendations to Obama on Syria."We think this issue is very complex," he told Reuters.Several officials said Israel would be unlikely to attack Syria unilaterally unless it had evidence that chemical weapons had been handed over to Hezbollah.Lacking enough of the specialized ground troops that would be needed for a search-and-destroy sweep of chemical weapons, Israel would probably have to rely on aerial bombing.The Netanyhau government might even acquiesce if the rebels acquire the chemical weapons, on the assumption that the insurgents were mainstream Syrians keen to rebuild their country and loath to invite catastrophic war with Israel."If the jihadis get the chemical weapons, that's very bad, but there's still the hope that these people lack the hard-core military wherewithal, and required technical support in Syria, that would be required to use them," one Israeli official said.Indeed, Israeli planners are debating to what extent the radical Sunni Islamists fighting Assad could eventually constitute a direct threat to Israel.The chief military spokesman, Brigadier-General Yoav Mordechai, sounded the alarm last month by saying the "Global Jihad" - meaning al Qaeda and its affiliates - wielded the most clout on the Syrian-held side of the Golan Heights.Other Israeli authorities are more optimistic. The Mossad intelligence agency estimates that Syria's entrenched secularism will dilute enmity to Israel, according to one official."The Islamists there aren't all Salafists, and the Salafists aren't all al Qaeda, by any means," the official said."We may not make peace, but I think we might find some kind of dialogue, if only for the sake of mutual deterrence."Israel has given no indication that it already has contacts with Syria's opposition. But it has coordinated closely on security with Jordan, a supporter of some rebel factions.Back in Judge Yaakov's courtroom, the fate of Massarwa, who faces a maximum of 15 years in jail if convicted, rests on whether the state can prove there is danger to Israel from the Free Syrian Army unit he stayed with for a week in March.Massarwa's lawyer, Helal Jaber, hopes the logic of "my enemy's enemy is my friend" will win clemency for his client, who went to Syria via Turkey in search of a missing brother who had separately joined the rebels."The greatest democracies in the world, including the United States, are supporting the opposition to Assad," Jaber said. "So how can Israel fault someone for doing the same?"

In a separate demonstration near the Binyamin region community of Neve Tzuf, some 50 PA Arabs threw rocks at security forces, who responded with riot dispersal means.

The two were attacked as they sat in a car.The two people targeted, an Israeli woman from Mevaseret Tzion and a European tourist, were not hurt.The two told police that they had been touring the area when they noticed an Arab man nearby acting suspiciously. When they returned to their car, he attempted to shoot them. The IDF is investigating the incident.Earlier this week, Evyatar Borovsky of Yitzhar was killed in a stabbing attack at the Tapuach Junction.The relatives of Salam al-Zaghal, the terrorist who murdered Borovosky, have said they are proud of him and that he “did his duty toward the Palestinians who live under the aggression of the army and settlers.”On Tuesday, just hours after the killing, Palestinian Authority Chairman Mahmoud Abbas’ Fatah party published a statement terming Al-Zaghal a “hero.”

Francis calls for peace and aid for refugees in the Middle East

But the Christian Lebanese president, Michel Sleiman, decided to return to Rome to meet Francis in the Vatican this morning, in the same week as Israeli president Shimon Peres is due to pay the Pope a visit.The meeting between the Argentinean pope and Sleiman – who was not able to attend the mass which celebrated the start of Francis’ Petrine ministry last 19 March, because he was not in the country – lasted 25 minutes and the two were assisted by an interpreter. The Prefect of the Papal Household, Mgr. Georg Gänswein, who returned to the Vatican with Benedict XVI yesterday, was also present.The Lebanese president gave Francis a 20th century icon of the Virgin Mary; in exchange, the new Pope gave him a silver and mother of pearl medallion. Sleiman was accompanied by an entourage of 11 people, including his wife, Wafaa.According to a Vatican Press Office statement, during the audience the two leaders said they hoped for the success of negotiations for the formation of a new government in Beirut. The new government “will face significant challenges on a national and international level.” Lebanon has been without a government since the end of March, after Prime Minister Najij Miqati handed in his resignation. This is second resignation handed in, in the past few months. The former prime minister’s coalition government split over differences in opinion regarding the organisation of the upcoming legislative elections.Sleiman and Francis also highlighted the importance of dialogue and collaboration between members of the various ethnic and religious communities that make society so rich and varied, in favour of the common good and the development and stability of the nation.”But the main focus of the audience was, naturally, the Syrian conflict and the tragic situation faced by thousands of refugees who have fled to Lebanon and neighbouring countries. Francis and Sleiman “called for further humanitarian aid with the support of the international community to help the suffering population.”But in the Vatican there is fear of the repercussions the Syrian crisis could have on Lebanon’s domestic situation, especially on Christians. Last October, just one month after Benedict XVI’s visit to Lebanon, there was a serious bombing in Beirut’s Christian neighbourhood, leading to the death of the head of Lebanon’s secret services, the Lebanese Internal Security Forces (FSI), Wissam al Hassan.The Vatican statement said there was mention of “the delicate situation faced by Christians in the entire Middle East and the significant contribution they can make.” This was in light of the Post-Synodal Apostolic Exhortation “Ecclesia in the Middle East”, which Ratzinger delivered on his visit to Lebanon. The Apostolic Exhortation “is an important reference point for Catholic communities and societies in the Region.” Finally, the two leaders wished for “a quick and fruitful resumption of negotiations between Israelis and Palestinians. This is becoming increasingly necessary for peace and stability in the Region.”

Big freeze - UK livestock death toll hits 100,000

The death toll for stock killed during the freezing winter and early spring weather has hit 100,000 and is still rising, the National Fallen Stock Company (NFSCo) has said. The NFSCo figures show 64,000 more animals died on farms in England, Scotland and Wales between January and April 2013 compared with the same period 12 months ago. It is a rise in deaths of more than 24%. In addition to this, Northern Ireland recorded stock losses of 29,000 in the blizzards at the end of March. A further 8,000 animals died on the Isle of Man, taking the toll to 101,000 animals over the four-month period. A statement released by NFSCo pointed out that the figures excluded animals collected privately and those categorised as "special services" by collectors. Special service operations are carried out by collectors where losses are more numerous than normal, the NFSCo statement said. "Consequently the figures here will be a minimum, and will increase as new data is received," it warned.

English, Scottish and Welsh sheep losses in April were 50% higher than April 2012 costing 35,000 extra lives . Welsh cattle losses in April were more than double 2012's equivalent to almost 2,700 head. Cattle losses in England and Scotland in April were about a quarter more than 2012 (23% and 25% to 13,800
and 9,700 head respectively) Cattle losses for England, Scotland and Wales were up 34% and more than 7,000.

Calif. wildfire slowed, but worse conditions await

Firefighters were able to beat back a powerful wildfire that bore down on a dry Southern California city, limiting the damages to a single house and curbing the threat to hundreds more.But the difficult conditions that helped fuel the 4 1/2 square-mile blaze in Riverside County on Wednesday could be even worse in parts of the state Thursday.Winds at the fire site were hitting 30 mph and could gust to 40 mph, which could halt progress crews made overnight in battling the blaze, said Riverside County fire spokeswoman Jody Hagemann. The fire was 40 percent contained on Thursday morning, with only sporadic flame showing.
"It makes fire conditions unpredictable and more dangerous," Hagemann said of the winds.Forecasters said high pressure would send strong winds through Southern California's passes and canyons and near coastal foothills Thursday. That combined with dry conditions was heightening the fire danger.The Riverside County fire broke out just after noon about 90 miles east of Los Angeles in the largely undeveloped foothills of the San Bernardino Mountains north of the city of Banning, where hundreds evacuated their homes.More than 400 firefighters helped by six helicopters and six air tankers turned the orange open flame near the city into sheets of white smoke and had the fire 35 percent contained by nightfall, county fire officials said.The aircraft were grounded for the night and all evacuations were called off.But the fire remained large and volatile as it moved away from Banning and toward the nearby communities of Beaumont and Cherry Valley.The stand from firefighters came too late for Joe Kiener, 53, who lost the house he lived in since his mother bought it in the 1970s.Kiener was home on a lunch break when he stepped outside to check on his barking dog and saw heavy smoke approaching. The fire is burning in a very remote area of brush and timber and is not threatening any homes, said state fire spokesman Daniel Berlant.A fire in Sonoma County that has burned 125 acres did not grow overnight. Full containment on the Yellow Fire is expected later Thursday, Berlant said.Two smaller fires totaling 165 acres are burning in Glenn and Butte counties. Berlant said crews were also able to hold the line against one of those fires, the 55-acre Cedar Fire in Butte County, but wind was going to be a factor again on Thursday."The continued wind throughout much of the north state is going to help fan these fires," he said.

Stephen Poloz, the head of Export Development Canada, has been named the next governor of the Bank of Canada.Minister of Finance Jim Flaherty made the announcement today at a press conference in Ottawa.

Flaherty said the search for the new governor was extremely thorough and sought candidates from around the world."It has taken us some time to get to this point," Flaherty said Thursday afternoon, saying the appointment and approvals process was followed "scrupulously".
Stephen Poloz will serve as Bank of Canada governor when Mark Carney leaves the post in June. (EDC)Flaherty said he is confident Poloz will perform with "distinction" as he guides the Bank of Canada for the next seven years.The selection came as a surprise — most analysts had predicted that Tiff Macklem, the central bank's senior deputy governor, would succeed current chief Mark Carney.Carney is set to leave June 1 for London, where he will serve as governor of the Bank of England, the first non-Briton to fill the role.Poloz, originally from Oshawa, Ont., studied at Queen's University and later received a master's degree and PhD in economics from the University of Western Ontario.Poloz has previous experience at the Bank of Canada — he joined the central bank in 1981 and worked there for 14 years, a statement released by the bank says.He left for EDC in 1999 and was later appointed president and CEO of Canada's export agency.

Berlin - The European Central Bank on Thursday (2 May) lowered its key interest rate to a record low of 0.5 percent and vowed to take more action "if necessary", in a move aimed at alleviating recession and unemployment in the eurozone.The governing council comprising of central bank chiefs from all 17 euro countries had a "very very strong prevailing consensus towards an interest cut," ECB chief Mario Draghi said in a press conference.It is the first time in 10 months the key interest rate has been slashed, from 0.75 percent to a historic low of 0.5 percent.Draghi also signalled that the interest rate for parking money overnight at the ECB, currently kept at zero, may be slashed in the future, meaning banks would have to pay if they hold the money there instead of lending it to each other or to companies."We stand ready to act if needed," Draghi said in reference to potential negative interest rates.The Italian banker explained that the rate cut "should contribute to support prospects for a recovery later in the year" and vowed to keep an "accommodative" monetary policy "for as long as needed."With inflation having dropped to 1.2 percent in April, well below the two-percent threshold the ECB has to maintain, the governing council had no excuse to not lower the interest rate.But Draghi also said governments should not abandon structural reforms and continue shrinking their budget deficits."Furthermore, they should maintain the momentum towards a genuine economic and monetary union, including the swift implementation of the banking union," he said.Slow or "insufficient" reforms in the euro area can "dampen confidence and thereby delay the recovery," Draghi warned.His recipe for fighting the economic gloom while keeping lean budgets and not piling on more debt is to lower taxes: "Now that there is more time, there could be a shift towards reducing current government expenditure and lowering taxes."What governments should not do is to expect the ECB to "supplement" them for their lack of reforms or to clean up the balance sheets of troubled banks.Not everyone was happy with the rate cut. According to the Financial Times, German ECB board member Joerg Asmussen voted against the move. And Chancellor Angela Merkel last week said a rate cut may be in the interest of weaker economies in the eurozone, but Germany would need a rate increase, "because savings are currently losing value."Draghi downplayed her comment and said it merely reflects the difficult situation the ECB is in - making one policy for 17 different 17 countries."So, the monetary policy measures which can benefit some countries may not benefit others. Given the weakness that also extends to the core economies, we think it does benefit everybody," he said.German banks and insurance companies, meanwhile, have formed a "grand coalition for savers" against the ECB and its low interest rates, Sueddeutsche Zeitung reports."[German] depositors shouldn't be permanently drawn into solidarity payments for Europe without being asked," said the head of German Sparkassen association, Georg Fahrenschon.

Chilean 'cult leader' Ramon Castillo 'who burns baby alive' found dead in Peru

Ramon Castillo Gaete had been on the run since February

Police in Peru say they have found the body of the alleged leader of a Chilean cult accused of burning a newborn baby alive last November. Ramon Castillo Gaete, 35, had been on the run for more than two months. Police believe he killed himself. His body was found in a house in the Peruvian city of Cusco and identified from fingerprints. The baby girl was thrown into a bonfire because the sect reportedly considered her an antichrist. The baby's mother, Natalia Guerra, and three other suspects were arrested in the Chile last week.

'Apocalypse'

Mr Castillo was thought to be the baby's father. He is accused of persuading Ms Guerra to give up the baby for sacrifice in the town of Colliguay, in Chile's Valparaiso region. He believed he was a god and expected the world to end on 21 December 2012, Chilean authorities said. The death of the three-day-old baby last November shocked Chile, a predominantly Roman Catholic country. Peruvian police said Castillo's body was found with a rope around his neck hanging from a beam inside a house on the outskirts of Cusco. "There is no evidence of anyone else taking part in his death," Cusco police chief Juvenal Zereceda told Chile's La Tercera Newspaper. "All the preliminary evidence indicates this was a case of suicide," Mr Zereceda added.

Israel's Netanyahu says would put peace deal to referendum

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu said on Thursday he would put any peace deal with the Palestinians to a referendum, raising expectations that direct negotiations might soon resume following a two-year stalemate.It was the second time in just three days that Netanyahu has publicly mentioned the possibility of holding a nationwide vote on an eventual accord and came as U.S. Secretary of State John Kerry met Israeli politicians in Washington to discuss talks."If we get to a peace agreement with the Palestinians, I'd like to bring it to a referendum, and I'd like to talk to you about your experiences with that," Netanyahu said as he met Swiss Foreign Minister Didier Burkhalter.Switzerland regularly holds referendum on a broad range of issues. Israel, by contrast, has never held a referendum in its 65-year history, and previous peace treaties with Arab neighbors Egypt and Jordan were approved by parliament.Netanyahu leads a center-right coalition that includes supporters of the settlement movement, many of whom are fiercely opposed to the idea of allowing the Palestinians an independent state on land seized by Israel in the 1967 war.By pledging to put any deal to a referendum, Netanyahu could be hoping to avert any immediate far-right backlash to a decision to talk land-for-peace with the Palestinians, promising that the Israeli people would have the final word."There is a very serious effort under way to get talks to resume," said a senior Israeli official who declined to be named. She was traveling with one of the prime minister's top officials and confidants, Yitzhak Molcho.Direct peace talks between Israel and the Palestinians broke down in 2010 over the issue of continued Jewish settlement building on 1967 land. Palestinian President Mahmoud Abbas says he will not return to the table until there is a construction freeze. Israel says there should be no pre-conditions.Unexpectedly highlighting the issue of referendum has fueled hopes that the impasse might soon be overcome. However, there was little sign that the core questions dividing the two sides, including the status of Jerusalem, were any nearer resolution.
"No one thinks we are near a historic agreement. But any historic agreement will need national legitimacy," the Israeli official said.The Palestinians have also said that they would hold a referendum on an eventual accord, with no guarantees that their diverse electorate, including the far-flung refugee population, would accept the likely compromises needed to seal a deal.Israel passed a law in 2010 for a referendum to approve any handover of East Jerusalem or the Golan Heights, territory captured in the 1967 war and which it has annexed.Moves are under way in parliament to expand that law to include the West Bank, which has not been annexed and is under Israeli military occupation.(Editing by Crispian Balmer)

Lisa Palmieri-Billig Rome Judging from events that took place this week in Italy and in Israel, relations between the Catholic Church and the Jewish People seem to promise an all time high.While Israel’s President and Nobel Peace Prize winner Shimon Peres met with Pope Francis in Rome, the 12th meeting of the Bi-Lateral Commission of the Holy See and the Chief Rabbinate of Israel was held in Jerusalem, dedicated to honoring and celebrating the memory of Pope John XXIII 50 years after his death. The international  conference discussed “his historic role in transforming the attitude and teaching of the Catholic Church towards the Jewish people, based on mutual respect and affirmation of the eternal Covenant between God and Israel in keeping with the declaration Nostra Aetate of the Second Vatican Council.”The conference was sponsored by the American Jewish Committee,  Tel Aviv University’s  Kantor Center for the study of Contemporary European Jewry and the Konrad Adenauer Foundation. Speakers from the Vatican and the Catholic Church included among others, Cardinal Kurt Koch, Cardinal Peter Appiah Turkson, the Latin Patriarch of Jerusalem H.B. Fouad Twal, Fr. Pierbattista Pizzaballa -  Custos of the Holy Land, and Prof. Alberto Melloni.  Jewish speakers included scholars from Israeli and European Universities, Yad Vashem, Chief Rabbi of Haifa Emeritus - She’ar Yashub Cohen, Dr.Amos Luzzatto - the former President of the Union of Italian Jewish Communities, and Rabbi David Rosen - AJC’s International Director of Interreligious Affairs.Different sessions were dedicated to Roncalli  and the Shoah;  the Establishment of the state of Israel;  Vatican II and Nostra Aetate;  the Legacy of John XXIII for Christian- Jewish Relations in Europe and the World.Commenting on the Conference, Rabbi Rosen said, “It exceeded all expectations and created tremendous excitement. A throng of people gathered outside the packed room, many sitting on the stairs.  They could have filled a hall twice the size of ours. There was enormous interest on all levels, which is a tribute to the changing of attitudes regarding Catholic-Jewish relations.”Significantly, the final Joint Declaration stressed the “importance of educating the respective religious communities about the nature, substance and significance of these changes” and called on Israel’s Ministry of Education plus the Holy See’s Congregation for Catholic Education “to explore ways and means of how these developments can become an integral part of the required syllabus of educational institutions under their respective authorities.”  It also pointed out that “The mutual respect and friendship between us over recent years brings responsibility to present each other the way each sees themselves and defend the wellbeing of each other’s communities” - with special responsibilities of the religious majority for the minorities in each country.After the Conference, the Bi – Lateral Commission presented the Declaration to the Speaker of the knesset, Yuri Edelstein, drawing his attention to the special appeal regarding education.
Noting Pope Francis’ “past well-known engagement and friendship with the Jewish Community in Buenos Aires in particular” the Commission stated it “looks forward to the continuation and deepening of Christian-Jewish relations during his papacy, following on from the historic strides of his predecessors.”The same message of reciprocal friendship and solidarity was expressed a day later during the encounter between Pope Francis and President Peres --- who sent a   message of greeting to the Jerusalem Conference, noted with satisfaction by the Commission.Pope Francis raised the issue of anti-Semitism in the world and made clear that anti-Semitism goes against  the beliefs of Christians and “must be opposed in every country and corner of the globe. As Pope, I will not tolerate any expression of anti-Semitism.”With reference to the role of religions in ushering in peace, President Peres noted that “Sadly, there are many religious leaders in the Middle East and across the world who advocate terror and bloodshed and do so in the name of the Lord.  We all have an obligation to stand up and say in a loud and clear voice, that the Lord did not give anyone the authority to murder and carry out bloodshed.  Your voice” he said to Pope Francis, “has a great impact in the matter. “Francis suggested creating a global meeting of hope with the leaders of all the world’s faiths to produce a united message against violence and terror.The Nobel Peace Prize winner extended a warm invitation to Pope Francis to visit Israel, affirming his certainty that the Pope would be “warmly received by all Israelis” because “they see in you a leader of peace and good will. Vatican invites Buddhists to help build culture of life

Vatican City, May 2, 2013 / 07:22 am (CNA/EWTN News).- The Vatican’s top official for interreligious dialogue, Cardinal Jean-Louis Tauran, sent a message to all Buddhists urging a joint commitment to “unmask the threats to human life.”In his annual letter for the feast of Vesakh, Cardinal Tauran highlighted the two faiths’ “noble teachings on the sanctity of human life” but lamented that “evil in different forms contributes to the dehumanization of the person” in society, “by mitigating the sense of humanity in individuals and communities.”“This tragic situation calls upon us, Buddhists and Christians, to join hands to unmask the threats to human life and to awaken the ethical consciousness of our respective followers to generate a spiritual and moral rebirth of individuals and societies,” he wrote in his May 2 letter.Vesakh is a major Buddhist holy day that commemorates the birth, enlightenment, and death of Gautama Buddha.According to tradition, the historical Buddha was born, achieved enlightenment and passed away during the full moon of the month of May. This means that Vesakh is a movable feast, which this year falls on May 24 or 25, depending on the country it is celebrated in.On those days, Buddhists visit local temples to offer the monks food and to hear the teachings of the Buddha, taking special care to meditate and to observe the eight precepts of Buddhism.This year's message is entitled: “Christians and Buddhists: Loving, Defending, and Promoting Human Life.” The letter is signed by Cardinal Tauran, prefect of the Pontifical Council for Interreligious Dialogue, and Father Miguel Angel Ayuso Guixot, the council’s secretary.Cardinal Tauran also recalled that Pope Francis believes in the importance of interreligious dialogue.“Pope Francis, at the very beginning of his ministry, has reaffirmed the necessity of a dialogue of friendship among followers of different religions. Luca Rolandi Rome “Believers know that “man does not just live off bread.” They are aware of the fact that they have to make their own personal contribution in their everyday lives and they must do so together, not as competitors but as pilgrims in search of the truth.” The President of the Pontifical Council for Interreligious Dialogue, Cardinal Jean Louis Tauran, said this in a speech he gave in London yesterday evening, at the meeting of bishops and representatives of Europe’s bishops’ conferences for relations with Muslims, organised by the CCEE, due to finish tomorrow.During the opening session, the cardinal highlighted the importance of Benedict XVI’s visit to Lebanon, where he met with Muslims religious leaders, to foster Christian-Muslim dialogue. He also drew attention to the importance of the creation of the inter faith centre in Vienna “which could be a new channel for denouncing religious freedom violations and for encouraging and sharing positive experiences.” The Archbishop of Bordeaux, Jean-Pierre Ricard, also took the floor during the opening session, saying: “The international landscape has changed considerably in the wake of the “Arab Springs” in Egypt and Tunisia, the Libyan war, the upheaval in Syria and the repercussions it has had across the entire Middle East.”The French cardinal said these changes “have had an effect on public opinion in our European countries.” There are various forms of interreligious dialogue in Europe: “everyday dialogue,” dialogue through “work” that fosters collaboration for the overall development of mankind, dialogue of theological exchange and finally, dialogue of religious experience “in which people with deep religious roots share their personal spiritual experiences.”Cardinal Tauran’s message is a very important one. It was addressed to the Buddhist world on the occasion of the annual Feast of Vesakh. The cardinal linked the following pillars of Christianity and Buddhism, to get across the real essence of this year’s message: The protection of human life: “In order for there to be a genuine, fraternal dialogue between us, Buddhists and Christians need to build on the things we have in common, first and foremost, our shared deep respect for life.”“Loving kindness towards all beings” is the “cornerstone” of Buddhist ethics, Tauran went on to say. Love for God and love for one’s neighbour are “central to the moral teaching of Jesus.” The cardinal then said that in his opinion, “a climate of peace urgently needs to be created, both for Buddhists and Christians, on the basis of the authentic legacy of our religious traditions, in order to love, defend and foster human life.” 
In the letter addressed to Buddhists, bishops quoted Pope Francis’ words on the “need for dialogue and friendship between the followers of different religious faiths.” It concludes: “let us continue to collaborate in a spirit of renewed compassion and fraternity, to alleviate the suffering of the human family, protecting the sacredness of human life.”

Berlin - Italy's new Prime Minister Enrico Letta went to Berlin for political talks with Chancellor Angela Merkel on Tuesday (30 April) just hours after being confirmed by the Italian Senate.Speaking ahead of the meeting, the two tried to downplay their divergences over European economic policy.Merkel repeated several times that "solid public finances" and growth are two sides of the same coin."We have to free ourselves from this misconception that growth and budget consolidation are opposed. Solid public finances are a precondition for growth. And growth is not only the state giving money, but it's creating conditions for small and medium enterprises to feel at home, to be able to invest and open up jobs. And for that we need structural reforms, good schools and universities, investments in research," said the Chancellor.She also tried to show sympathy for the millions of unemployed people in southern European countries."Budget deficit figures are of course important, but we must make politics for the people, to stimulate investments, to create more jobs," she said.For his part, Letta, who was appointed as head of a grand coalition including the centre-right led by former prime minister Silvio Berlusconi, gave assurances that Italy was not going to steer away from the EU deficit and debt rules.But the centre-left politician warned that the message given by Italian voters may be replicated in other countries."If Europe stands only for negative news, for austerity, then we'll see more of these movements against Europe. While the family of the dead settler mourned their loss, the Zaghal family, living in poverty in the north of the Palestinian territory, defended Salam's action as justified."It was destiny, and we take pride in him as a family. What he did is a duty for all Palestinians living with the aggression of the army and settlers," his elderly father Assad said, sitting with glum relatives in a circle of plastic chairs.The slaying of 31-year-old Eviatar Borovsky was the first time an Israeli had been killed by a Palestinian in the West Bank since 2011, when seven Israelis died, including a family of two settlers and their three young children all knifed to death.Nine Palestinians have been shot and killed by Israeli soldiers this year, mostly during clashes with protesters.While Salam's deed may bring esteem to his family among some Palestinians, it may not erase an old taint in this run-down village - his brother Abdulfattah's conviction by Palestinian authorities of spying for Israel.Israeli security forces say they are investigating whether Salam's attack was meant to clear the family name, something the family denies. Syrian troops advance in central city of Homs

Members of Syria's Sunni Muslim majority dominate the ranks of the rebels fighting to topple Assad's regime, made up mostly of the minority Alawite sect — an offshoot group of Shiite Islam that the president's family also belongs to.The Observatory, which relies on a network of activists on the ground, said regime jets also hit the northern city of Raqqa, killing eight people there on Thursday. In early March, Raqqa became the first urban center to fall entirely under rebel control.Also Thursday, fierce clashes broke out near the coastal town of Banias, the Observatory said, adding that at least six government soldiers were killed in the fighting and 20 other were wounded. Banias is a predominantly Sunni town on the Mediterranean, although the broader coastal area is an Alawite heartland.The Syrian conflict started with largely peaceful protests against Assad's regime in the impoverished suburbs of the major cities, but quickly spread around the country, descending into a full-scale civil war.In recent weeks, government forces have been on a counter offensive to reverse rebel gains in and around Aleppo, where the opposition controls whole neighborhoods and large swaths of land around the city.The army has also conducted massive sweeps through opposition strongholds around Damascus to oust rebels from their enclaves, from where they are increasingly threatening the capital, the seat of Assad's power.Regaining full control of Homs would be a psychological blow to the opposition, which considers the city a symbol of Syria's uprising, inspired by other Arab Spring revolts against authoritarian rulers around the Middle East.Homs was the scene of massive street protests against Assad's regime in the first months of the uprising that began in March 2011. Since then, it has seen some of the worst urban warfare in the country's civil war.Also Thursday, Assad's warplanes hit several targets in Damascus province, including rebel positions in neighborhoods around the capital, as well as targets in the southern city of Daraa, the Observatory said.Opposition activists also reported fierce clashes between Assad's troops and rebels near Aleppo's international airport. Aleppo, Syria's main commercial hub, has been carved up into opposition- and government-held areas since the rebels launched an offensive there last summer, capturing several districts and villages and towns around the city, which is near the border with Turkey.On the frontier, a group of Syrians attacked Turkish border officials, burned sentry boxes and fired automatic rifles randomly toward Turkey after being refused entry into the country, Turkish officials said. Seven people, including three Turkish police officials and two soldiers were wounded, said Adulhakim Ayhan, mayor of the border town of Akcakale, on private NTV television.Syria's state-run SANA news agency said three people were wounded in a mortar attack on the northern Damascus district of Abbasid Thursday. The district is located near the neighborhood of Jobar, from where rebels have been trying to push into the capital in the past weeks. In another part of Damascus, a bomb attached to a car detonated, wounding one man and causing material damage, SANA said.Earlier this week, two massive blasts went off in central Damascus, which has so far been spared the scale of destruction that Aleppo and other cities have sustained in the war.On Tuesday, a powerful bomb rocked a busy commercial district, killing 14 people, the Syrian state TV said. VATICAN CITY (AP) — Emeritus Pope Benedict XVI comes home on Thursday to a new house and a new pope, as an unprecedented era begins of a retired pontiff living side-by-side with a reigning one inside the Vatican gardens.All eyes will be on Benedict's physical state as he is welcomed by Pope Francis at his new retirement home, a converted monastery tucked behind St. Peter's Basilica. The last time he was seen by the public — March 23 — Benedict appeared remarkably more frail and thin than when he left the Vatican on his final day as pope three weeks earlier.The Vatican spokesman, the Rev. Federico Lombardi, has acknowledged Benedict's post-retirement decline but insists the 86-year-old German isn't suffering from any ailment and is just old."He is a man who is not young: He is old and his strength is slowly ebbing," Lombardi said this week. "However, there is no special illness. He is an old man who is healthy."Since his Feb. 28 resignation, Benedict has been "hidden to the world" as he himself predicted, living at the papal residence in Castel Gandolfo, in the hills south of Rome. He chose to leave the Vatican immediately after his resignation to physically remove himself from the process of electing his successor and from Pope Francis' first weeks as pontiff.His absence also gave workers time to finish up renovations on the monastery on the edge of the Vatican gardens that until last year housed groups of cloistered nuns who were invited for a few years at a time to live inside the Vatican to pray for the pontiff and church at large.In the small building, with a chapel attached, Benedict will live with his personal secretary, Monsignor Georg Gaenswein, and the four consecrated women who look after him, preparing his meals and tending to the household. Inside the small building, Benedict has at his disposal a small library and a study. A guest room is available for when his brother, Monsignor Georg Ratzinger, comes to visit."It is certainly small but well-equipped," Lombardi said.
When Benedict announced his intention to resign — the first pontiff to do so in 600 years — questions immediately swirled about the implications of having two popes living alongside one another inside the Vatican.Benedict fueled those concerns when he chose to be called "emeritus pope" and "Your Holiness" rather than "emeritus bishop of Rome." He also raised eyebrows when he chose to continue wearing the white cassock of the papacy.Given the political intrigues that plague the Vatican, it wasn't much of a stretch of the imagination to wonder if some cardinals, bishops and monsignors — not to mention ordinary Catholics — might continue making Benedict their point of reference rather than the new pope.However, Benedict made clear on his final day as pope that he was renouncing the job and pledged his "unconditional reverence and obedience" to his then-unknown successor. It was a pledge he repeated in person on March 23 when Francis went to have lunch with him at Castel Gandolfo.It was during that visit that the world saw how frail Benedict had become in the three weeks since his emotional departure from the Apostolic Palace: Always a man with a purposeful walk, he shuffled tentatively that day, using his cane.Francis, for his part, seems utterly unfazed by the novel situation unfolding. He has frequently invoked Benedict's name and work and has called him on a half-dozen occasions, making clear he has no intention of ignoring the fact that there's another pope still very much alive and now living on the other side of the garden from the Vatican hotel where he lives.

Pope Francis welcomes Ratzinger back to the Vatican today

A German Vatican Radio broadcast has confirmed the news: Pope Francis will be present when Benedict XVI arrives in the Vatican this afternoon. The Pope Emeritus will be leaving Castel Gandolfo – the papal summer residence where he has been living for the past 62 days - by helicopter – and landing at the Vatican heliport at around 17:00. Benedict XVI will be greeted by the cardinal Secretary of State, Tarcisio Bertone and the Dean of the College of Cardinals, Angelo Sodano. The former pope will then be driven to his new and definitive residence, the Mater Ecclesiae, a former cloistered monastery just a few hundred metres from the heliport. The building has undergone restructuring work to make it a suitable living space for Benedict XVI, the four Memores Domini who will be living with him, his secretary Georg Gänswein, the Flemish deacon who has been assisting him and any other guests who may come to stay, the Pope Emeritus’ brother for example.
Pope Francis will be at the monastery to greet his predecessor and welcome him to his new home, just as Ratzinger had welcomed the new Pope in Castel Gandolfo on 23 March, when the two met for the first time after Bergoglio’s election. As of this afternoon, Benedict XVI will be part of the Vatican once again and for the first time ever, a reigning pope and a pope emeritus will be living just a hundred metres away from one another, making it easy for them to meet. This is a new and unprecedented situation which did initially raise some doubts. But these were quickly swept away by the humility and simplicity of the two men in question.
