10. PUBLIC QUESTION PERIOD  MON JULY 11,2005 (NO GAY FLAG FLYING FROM 2005 TO 2017 AT OWEN SOUND CITY HALL) (12 YRS I GOT IT STOPPED AT LEAST)
a) Pride Flag Raising
Stan Bowman Jr. of Owen Sound addressed Council with concerns regarding the recent Pride flag raising that took place. He requested that Council and the City take into consideration a respect for God and his word. He asked that the Israeli flag be flown outside City Hall permanently as a reminder of our support for the Nation of Israel and our Jewish Saviour Jesus Christ as our Leader.
Councillor Lemon returned to his chair.
b) Dave Dailey Re: Request for Flag Raising – Provincial Grand Orange Lodge of Ontario West for July 12, 2005.
Dave Dailey of R. R. #1, Wiarton commented on correspondence received from Council which denied a flag raising for the Provincial Grand Orange Lodge of Ontario West for July 12, 2005. He asked why the flag raising was denied. He commented on a cheque presentation to the Canadian Diabetic Association and noted the Regional Director from London will be attending to accept a donation. Mr. Dailey provided a brief history of their association and asked if the flag raising was not able to take place that the City allow a portion of the City Hall property to be used for the cheque presentation. Mr. Dailey invited Mayor Lovell to be present for the cheque presentation.

Moved by Councillor A. Wright
1. “THAT City Council hereby approves that the Orange Flag be flown at the front of City Hall for the Provincial Grand Orange Lodge of Ontario West on July 12, 2005 and that a cheque presentation take place at the front of City Hall on July 12, 2005 at 11:00 a.m. to the Canadian Diabetic Association from the Orange Lodge.”
Defeated on endorsed division, Councillors Twaddle, McManaman, Haswell, Adair and Christie opposed.

2. “THAT City Council hereby approves the use of the front of City Hall on July 12, 2005 at 11:00 a.m. for a cheque presentation by the Provincial Grand Orange Lodge of Ontario West to the Canadian Diabetic Association.”
Carried unanimously.

3. “THAT City Council hereby approves that the flag poles at the front of City Hall be used to fly only the City flag, County of Grey flag, Canadian flag, Provincial flag and flags of visiting dignitaries until a report is received from the City Clerk in September, 2005, and further
THAT the Legion flag be allowed to be flown for the remainder of 2005.”

c) Kelly Houghton Re: Orange Lodge
Kelly Houghton congratulated Council on opening the Council meeting by reciting the Lord’s Prayer. She feels that the freedom of religion for all should be recognized. She noted the importance of the Orange Lodge in recognition of equality and felt Council should reconsider the flying of the Orange Lodge flag.
