If you think northern Alberta had more than enough fires in 2016, you may not like this year’s forecast.AccuWeather senior meteorologist Brett Anderson told Yahoo Canada News that despite the “flukey spring,” most of Canada will be hovering around normal conditions, but they vary dramatically depending on where you live.The forecast may not be what people of Fort McMurray, Alta., want to hear just a year after the community had to be evacuated due to an enormous wildfire.“There’s no serious drought right now in Canada,” Anderson said. “The drought may become much more widespread across the western Prairies during the middle and end of summer.”The spring is already setting up for an active wildfire season in the Prairies thanks to hot and dry weather conditions.“If there is a region where there may be a significant increase in wildfire activity later in the summer, it would be the northern half of Alberta,” Anderson said.There should be less heat and more thunderstorms the closer you get to the Rocky Mountains and lightning could spark wildfires in the region.For those along British Columbia’s coastline, the meteorologist said expect closer to normal temperatures this summer after a warmer-than-normal 2016, especially in Vancouver.“Ocean water surface temperatures off the coast are running cooler compared to previous years, and this should keep temperatures close to normal along the coast,” Anderson said.Remember that big warm ‘blob’ of warm water floating in the Pacific last year? With Lake Ontario at its highest point in decades and two days of heavy rain set to start this afternoon, the City of Toronto is preparing for a possible evacuation of Toronto Island Park.An email from the Toronto island ferry stakeholders account says the city will leave one vessel — the William Inglis — at Ward's Dock overnight for "after-hours storm and temporary shelter, if required."Matthew Cutler, a spokesperson for Toronto Parks, said the move will help the city to react quickly if an evacuation is required."There was a concern that if there was an overnight storm period where transportation or shelter was required, that we wouldn't be able to respond quickly enough," he said.Also, residents of Toronto Island Park — who number about 700 and live on Ward's Island — will be notified via TOFerry@toronto.ca if the ferry is brought into service for storm evacuation.Cutler said some roads on the island are impassable and high water levels have made some park buildings and beaches impassable.Island resident Alan Tate said he's concerned about the flooding."It's been a bit scary, but this whole area was just flooded with water a couple of days ago. The City of Laval is warning its citizens to prepare as a new weather system is expected to bring more rain to the Montreal area.In a news release, the city says to plan for more flooding and encourages people who live near the river to take preventive measures, such as using sandbags to protect their home from water. Residents of Laval can call 311 to request the delivery of sandbags.Other preventive measures the city recommends: - Moving furniture and belongings to upper floors. - Finding a place to stay if flooding becomes severe. - Making a 72-hour emergency kit, including water, food, equipment, radios, etc. A special weather statement was issued for most of southern Quebec this afternoon. Environment Canada warns there could be more than 30 millimetres of rainfall beginning on Friday and carrying through till Monday.The statement says a new low pressure system will move up the Great Lakes and will bring another prolonged period of rain to Quebec.The additional rainfall could cause more problems for the many Quebec communities that are experiencing flooding this week, Environment Canada said.Environment Canada said the rain will begin over the Outaouais region and gradually spread eastward during the weekend and into Monday.The statement was issued for a number of regions around southern Quebec, including: - Chateauguay – La Prairie. - The Laval area. - Longueuil – Varennes. - Montreal Island area. - Mont-Tremblant – Sainte-Agathe. - Sainte-Adele – Saint Sauveur.David Phillips of Environment Canada said last month, the Montreal region had one of its wettest Aprils ever."It's been the extreme situation of April showers," said Phillips. May, 18:09-The Greek government is giving cash incentives for rejected asylum seekers on the islands to forgo their legal rights to appeal their cases.Some €1,000 and free plane tickets home are now part of a largely EU-financed package to send them packing as quickly as possible."This is quite complicated and quite immoral," a Greek lawyer working for Save the Children, an international NGO, told EUobserver on Tuesday (2 May).The move is part of a larger effort to return people to Turkey and free up administrative bottlenecks, but the plan has generated criticism from human rights defenders who say asylum seekers are being pushed into taking the money.People have five days to decide whether to take the cash, with reports emerging that even that short delay was not being respected by authorities. Previously, people were entitled to the assistance even if they appealed.The scheme only applies to those in so-called eu hotspots on the Chios, Kos, Leros, Lesvos, and Samos islands, where arrivals are screened, given that Turkey does not accept people back from mainland Greece.Greek minister of migration Ioannis Mouzalas has said the financial bait was needed to prevent bogus claimants from abusing the asylum system.The new rules on excluding people who appeal their cases, imposed last month, also come after the European Commission pressured Athens into shortening its appeal process and removing administrative barriers to send more people home.The EU-Turkey deal last year was supposed to ensure that new asylum arrivals whose applications have been declared unfounded would be returned to the country.But only around 1,500 have been sent back since its launch, with the Greek appeals system consistently ruling in favour of initially rejected asylum seekers over broader concerns that Turkey was not safe.The Geneva-based International Organisation of Migration (IOM), which has been running the programme to assist people returning home from Greece since 2010, will now have to follow the latest change.Also known as Assisted Voluntary Return and Reintegration, the programme has so far helped over 35,000 since 2010.Most are sent back to Pakistan, followed by Afghanistan, and Bangladesh. SOUTHWEST OF MOSUL, Iraq/BAGHDAD (Reuters) - The U.S.-backed Iraqi offensive to take back Mosul from Islamic State gained fresh momentum on Thursday, with an armored division trying to advance into the city from the northern side.The militants are now besieged in the northwestern corner of Mosul which includes the historic Old City center, the medieval Grand al-Nuri Mosque, and its landmark leaning minaret where their black flag has been flying since June 2014.The Iraqi army's 9th Armoured Division and the Rapid Response units of the Interior Ministry have opened a new front in the northwest of the city, the military said in a statement.The attack will help the elite Counter-Terrorism Service (CTS) and Interior Ministry Federal Police troops who are painstakingly advancing from the south."Our forces are making a steady advance in the first hours of the offensive and Daesh fighters are breaking and retreating," Brigadier General Yahya Rasool, a spokesman for the joint operations command, told state television. He was referring to Islamic State by an Arabic acronym.Federal Police and Rapid Response forces advanced 1,400 meters and keep pushing ahead in the Hulela area toward the Haramat district northwest of Mosul. The Brandon School Division says it hopes to implement some ideas brought forward by a Grade 11 student to make its schools more supportive and inclusive for LGBT students.Navan Forsythe made a presentation to the division's board of trustees on March 20, offering a variety of recommendations from ally training to more gender-inclusive washrooms, based on concerns he's observed and heard from friends in Manitoba and beyond.Forsythe said he has received positive feedback from the board as well as from his school's principal."The school board was very supportive — much more supportive than I had originally anticipated," he told CBC's Radio Noon program in an interview that aired Wednesday.Brandon School Division board chair Kevan Sumner said trustees were impressed by Forsythe's presentation."I wish that more students had the courage to come before us to discuss issues of importance such as this. I know that Navan took several months to consider his presentation, during which time he spoke to his fellow students and school administrators, as well as myself. He covered a number of very important topics," Sumner wrote in a statement.Forsythe said his top recommendation is ally training for teachers, counsellors and other school staff on how to work with LGBT students who are in crisis."If a student who is depressed or who is suicidal comes to their school counsellor and that counsellor is not supportive of their identity and does not know how to handle the problems that are more unique to the LGBT community, that can be very dangerous for that student," he said.Another major issue within Brandon-area schools, Forsythe said, is the need for more gender-neutral washrooms. He said while several schools have indicated they are accommodating LGBT students in this regard, there is room for improvement.He cited as an example one student's experience with an inclusive washroom at one school."There is only one stall, and when that stall was closed for the day, that student had to actually go home to go to the bathroom because they were that worried about the repercussions of going into one of the other bathrooms available to them," he said.Sumner said the board referred Forsythe's presentation to the senior administrators, who are preparing a formal report covering some of the points that were raised. Sumner said he hopes to see their report before the end of the school year."I expect that there may be some recommendations that are relatively easy to implement, but others may have budget implications or other logistical considerations that could impede any sort of immediate action," he wrote.

NASHVILLE, Tenn (Reuters) - Two U.S. states drew closer on Wednesday to legislating tougher restrictions on abortion with both Iowa and Tennessee seeking governors' signatures that would ban the procedure after 20 weeks.Women in the United States have the right under the Constitution to end a pregnancy, but abortion opponents have pushed for tougher regulations, particularly in conservative states.A Tennessee bill banning abortions after 20 weeks was sent to the desk of Governor Bill Haslam after it was passed by the state's Republican-controlled House on Wednesday.Haslam, a Republican, has not made a decision on whether he will sign the measure into law and will discuss the bill with the state's attorney general, his spokeswoman Jennifer Donnals said.Attorney General Herbert Slatery could not be reached for comment.Iowa Governor Terry Branstad, also a Republican, said he would sign on Friday a 20-week abortion ban. The bill was passed by the Republican-controlled House and Senate last month.There are 24 states that impose prohibitions on abortions after a certain number of weeks, according to the Guttmacher Institute, which tracks reproductive policy.Seventeen of these states ban abortion at about 20 weeks.The Tennessee bill would require women to undergo a test of viability and gestational age before a doctor performed an abortion. Doctors who violate the law could face felony charges. The bill does not make exceptions for rape or incest. It does allow for abortions if the mother's life or health is at risk.“We've made significant progress as a legislative body in recent years to give a voice to the unborn,” Republican representative Matthew Hill said in a statement.Iowa's bill bans abortions once a pregnancy reaches 20 weeks and stipulates a three-day waiting period before a woman can undergo any abortion. It does not make exceptions for instances of rape or incest. SAN FRANCISCO (Reuters) - Lawyers for two anti-abortion activists who secretly filmed a conference of abortion providers while pretending to work for a fetal-tissue procurement company asked a California judge on Wednesday to dismiss eavesdropping charges against the pair.Defense attorneys asserted in court papers that the criminal complaint brought by California's attorney general against David Daleiden, 28, and Sandra Merritt, 63, was insufficient because it failed to identify their alleged victims by name.Daleiden and Merritt are each charged with conspiracy and 14 counts of invasion of privacy for creating false identities to infiltrate the abortion conference, then videotaping various conference participants and others without their consent.The two are accused of fabricating a sham biomedical research firm, BioMax Procurement Services, to gain access to private meetings of the National Abortion Federation (NAF), Planned Parenthood and others affiliated with reproductive healthcare.The individuals they taped are referred to in charging documents as DOE 1 through 14. Prosecutors filed identifying information in a sealed confidential attachment.If the judge sides with the defense, finding prosecutors lack justification for keeping the alleged victims anonymous, the state could be forced to amend its complaint and reveal their names in order to proceed.Defense lawyer Steve Cooley, representing Daleiden, said state Attorney General Xavier Becerra, a Democrat, was conducting a political prosecution.Daleiden, who runs the California-based nonprofit Center for Medical Progress, and Merritt, a fellow anti-abortion activist and retired teacher, have cast themselves as "citizen journalists" who employed well-worn undercover tactics of the news media to expose wrongdoing.But prosecutors said Daleiden and Merritt engaged in computer hacking and criminal fraud to create false IDs and a bogus corporate entity - crossing lines that bona fide journalists would avoid.The case stems from recordings made at an April 2014 NAF conference in San Francisco and several subsequent restaurant meetings in Los Angeles and El Dorado, California.Distribution of those tapes and others from a 2015 NAF conference in Baltimore were barred under federal court order after NAF sued Daleiden's group in 2015.But Daleiden has released other videos targeting Planned Parenthood purporting to show its officials trying to profit from the sale aborted fetal tissue, in violation of federal law.Planned Parenthood accused Daleiden of using the videos to distort its practices, in which it lawfully seeks only to recover costs associated with fetal tissue donations for scientific research.Daleiden and Merritt were indicted in January 2016 for using illegal government identifications to secretly film a Planned Parenthood facility in Texas, but that case was dropped. Both are slated for arraignment in the California case on June 8.Daleiden surrendered to authorities last month under an arrest warrant and was released on $75,000 bond.
