Op-Ed-With a convert’s zeal, PM takes a precarious perch among global elite in Glasgow-Bennett may feel his trip to the climate conference was an unmitigated success, but there are potential dangers in getting too chummy with the rich and famous-By Lazar Berman    Today, 2:09 pm

Even before passing a budget that was Israel’s first in over three years, Prime Minister Naftali Bennett and his advisers left the climate summit in Glasgow last week feeling pleased with their trip, and with good reason. The premier enjoyed a VIP dinner reception at the Kelvingrove Art Gallery, where he exchanged views about the importance of fighting climate change with US President Joe Biden and UK Prime Minister Boris Johnson, and had a conversation with Catherine, Duchess of Cambridge about the importance of enlisting his country’s youth in the effort. At the COP26 climate conference itself, Bennett met a series of world leaders, presenting himself as a techno-optimist with great faith in the potential for innovation to solve the world’s pressing problems. An adviser called the meetings a “diplomatic tsunami in the best way, rains of blessing.”In fact, Bennett was something of a star, with world leaders seeking him out for advice on COVID-19 boosters and lockdowns.Perhaps the most exciting meeting was with billionaire philanthropist and clean energy investor Bill Gates. Bennett seemed especially delighted as Gates spoke about harnessing Israel’s innovative spirit for clean energy and even referred to him as a fellow entrepreneur. In all, Bennett’s shrewd decision to leverage Israel’s success in fighting the coronavirus to frame it as a country that can come up with solutions for another global challenge seemed to pay off.But amid the self-congratulation and back-slapping, danger lurks for the prime minister.A conference like COP26, and his newfound zeal for the climate movement in general, hold significant risks for Bennett, and he may need to pay them close attention before continuing on the road he’s embarked upon.Good COP, Bad COP-However important it was for Israel’s leader to be at the event — and it certainly would not have looked good if he had stayed away — the optics of COP26 were uncomfortable, even beyond Energy Minister Karine Elharrar being kept out of the first day’s session due to a lack of wheelchair access.Last Sunday, the same day Bennett and his team took off in a charter flight for Glasgow, Israeli consumers were hit with a tax that doubled the price of disposable plastic cutlery and dishes in an attempt to wean the country off of plastic waste. It will likely affect disproportionately the ultra-Orthodox, who have large families and less money to spend on appliances like dishwashers.More significantly, while Bennett was in Scotland, fuel prices in Israel reached a three-year high, causing a steady rise in food prices. Israelis are being spared from the far more drastic spike in energy prices, and the potential blackouts that Europe could face over the winter, thanks to Israel’s natural gas — a fossil fuel — production offshore, and the fact that Israel relies on renewables far less than Europe does.At the Sunday night VIP welcome event hosted by Prince Charles, the conspicuously unmasked world leaders and royals clutched their drinks and conversed amiably, while staff and waiters hovered in the background with masks firmly in place. While Bennett and other world leaders pledged to cut carbon emissions and warned of an impending climate emergency, they were joined by CEOs and movie stars who descended on the climate summit in hundreds of private jets. Once in Scotland, their convoys — some numbering dozens of vehicles — emitted even more CO2 into the atmosphere. The Israeli team was late in committing to the conference, and was forced to find hotel rooms in Edinburgh, some 47 miles away. Twice a day, Bennett’s motorcade of around ten vehicles — plus local police vans and motorcycles — made the trip between the two Scottish cities. On top of the very intensive use of fossil fuels to get to Scotland and to move around within the country, the trip wasn’t especially environmentally friendly on the Israel end either. There was no directive from the prime minister for his staff to take public transportation to and from the airport, and they arrived in private cars and taxis. There is no question that logistics were made far more convenient by traveling using non-environmentally friendly means of transportation. But using fossil fuels is more convenient not only for billionaires and government officials. Israelis want to get to work as painlessly as possible, and have a deep love of flying abroad to see the world. If this government begins asking — or trying to force — Israelis to spend more time on buses and less time on vacation abroad for the environment’s sake, they may start by looking at the choices made by the political and economic elite and asking some difficult questions.A modern religion-Bennett, Israel’s first Orthodox prime minister, knows how powerful man’s religious impulse can be. Though many young people across the West are turning away from formal religion, there is still a powerful pull toward movements that guide their behavior through immutable moral laws, connect them to ostensible strangers, and give meaning to their actions by casting them as part of an effort to save humanity.“If a religion is a system of human norms and values that is founded on belief in a superhuman order, then Soviet Communism was no less a religion than Islam,” writes Yuval Noah Harari in “Sapiens: A Brief History of Humankind.” He lists liberalism, capitalism, nationalism, and Nazism as other examples of “new, natural-law religions” that have replaced traditional religions. The modern climate movement can be added to that list. Like many God-centered faiths, it divides the world into the virtuous and sinners, preaches an apocalyptic vision of the end of humanity that the virtuous are trying to prevent, and doesn’t have any room for heretics. It even has its prophets, most prominently Greta Thunberg, the Swedish teen who has become the face of the climate movement with her thundering diatribes against world leaders.Spending the last two weeks in a series of briefings about the climate, Bennett and his team seem to be bona fide converts to the climate movement. But that zeal might be blinding them to the excesses of a vast movement that seeks to restructure the global economy, and of companies vying for a piece of a multi-trillion dollar pie.The prime minister and his team would be well served to take a critical look at a movement that has attracted as many profiteers, snake-oil salesmen, and anti-capitalists as any other high-stakes global effort. While many of the experts they come across are entirely sincere and well-meaning, Bennett’s staff could be pulled in directions that run against Israel’s national needs and his own political interests if they are not on the lookout. From COVID to climate-Bennett wants to make Israel’s forests and rivers less polluted, and intends to harness Israelis’ creativity and experience to lead the world toward a cleaner future. It’s an admirable goal that Israelis from across the political spectrum can get behind. But in his Glasgow trip, there were signs that, amid the celebrities and talk of last chances for the globe, Bennett was being nudged away from who he has been in his career until this point.Even as prime minister, he has maintained a man-of-the-people appeal, on full display when he was stuck with his entourage in Washington DC over Shabbat in August and regaled the gathered Israelis with words of Torah before spending a half-hour conversing with the journalists in the dining room. Hobnobbing with billionaires and royals who tsk-tsk ordinary working families for their wasteful ways is a marked departure from that persona.Similarly on COVID, Bennett proved himself a pragmatic leader who understands that his job is to balance competing interests and expert advice to forge a prudent path forward for Israel. He stared down health experts pushing for a lockdown and kept the country’s stores and schools open.Bennett wants to join the climate fight and reach net-zero by 2050, but he also wants to invest heavily in the Israel Defense Forces’ ability to pose a credible threat to Iran’s nuclear program, to continue growing Israel’s economy, and to fill glaring gaps in the country’s health and education systems. To reach those important goals, it will take the sagacious Bennett who has kept his unwieldy coalition together and the economy moving forward, not a jet-setting celebrity who fits in a bit too well with the world’s elite.

Axios-Climate shuffles superpowers-Zachary Basu-Sun, November 7, 2021, 7:30 AM

Drought, rising sea levels and melting ice caps are transforming the geopolitical map at the same time China's rise and revanchist Russia are testing the limits of American power.Driving the news: These dynamics, outlined in the first-ever National Intelligence Estimate (NIE) on climate change, released last month, played out this past week at the COP26 climate summit in Glasgow. President Biden rebuked China's Xi Jinping for failing to show up or present new commitments.Stay on top of the latest market trends and economic insights with Axios Markets. Subscribe for free. Why it matters: U.S. intelligence assessments show climate change is threatening military assets and opening new fronts in the great-power competition defining the 21st century.Biden has sought to place the "existential threat" of climate change squarely at the center of his national security policy, while at the same time casting China as the "biggest geopolitical challenge" facing the U.S.Those two priorities are inextricably linked: China is the world's largest source of carbon emissions, and its cooperation is critical to preventing some of the worst effects of global warming.Details: The NIE, which was mandated in Biden's first week in office, lays out three main risks to U.S. national security interests through 2040. 1. Geopolitical tensions will intensify as countries debate who bears responsibility to act — and who is not doing enough to combat climate change.Chinese officials have refused to agree to U.S. requests on climate until the Biden administration drops its rhetoric on Beijing's human rights abuses and aggression toward Taiwan. Some Chinese officials also point to the fact that industrialized countries have far higher cumulative emissions, and have accused the U.S. of politicizing the climate agenda to depress China's economic growth.  2. The global map itself is physically changing, establishing new frontiers for competition and exacerbating cross-border flashpoints.Melting sea ice in the Arctic will create new shipping routes, free up oil and mineral resources, and pave the way for greater economic competition. The risk of military confrontation or miscalculation will also grow, as the U.S. and China seek to bolster their presence in a region dominated by Russia. In the Indo-Pacific, which the Biden administration has identified as the new global center of strategic rivalry, sea-level rise and more frequent extreme events will put key military assets at risk, the Pentagon said in a new climate risk analysis.Growing water and resource scarcity could turn China's simmering tensions with India — another burgeoning global power and a key partner to the U.S. — into an outright conflict.  3. The effects of the climate crisis will be felt most acutely in developing countries, which will depend on humanitarian assistance and foreign investment to bolster their resilience.China already has a strong foothold in many sub-Saharan African and Asian countries, and continues to grow its influence through the Belt and Road infrastructure initiative. The bottom line: Addressing climate change while staying competitive with strategic rivals is not a zero-sum game, says John Conger, a former senior Pentagon official who oversaw energy installations and the environment during the Obama administration. He equated it to a chess match in which players sitting across from each other must navigate a changing board."If you start losing or gaining squares, that is part of the whole picture," Conger told Axios. "And they're not immune from any of this."More from Axios: Sign up to get the latest market trends with Axios Markets.

In Las Vegas, Jewish Republican confab weighs one more roll of the dice on Trump-Speakers point to victorious Virginia race where GOP candidate kept ex-president at arm’s length, but also note support for Trump’s Israel policies make him difficult to ignore-By Jacob Magid-8 November 2021, 1:25 am

LAS VEGAS — The Republican Jewish Coalition’s annual leadership conference this weekend could not have come at a better time, as far as its organizers were concerned.“After Tuesday, do you feel pretty good about things?” Senator Lindsey Graham asked the crowd of roughly 700 attendees, evoking an eruption of cheers that filled the Venetian Resort ballroom in Las Vegas on Saturday evening. The surprise victory of the GOP’s candidate for governor in Virginia, Glenn Youngkin, along with a wave of strong performances by other Republican candidates in last week’s elections has the party confident that these are signs of things to come, with the 2022 midterms on the horizon. But it was the way Youngkin defeated the Democratic incumbent that grabbed the attention of many RJC members, who could be heard throughout the conference debating how best to move forward after losing both Congress and the White House in 2020.Youngkin ran on many of former president Donald Trump’s policies but avoided having the Republican party leader join him on the campaign trail. He called for investigating unproven claims of voter fraud in the previous presidential election, while also asserting that US President Joe Biden’s victory over Trump was legitimate. The careful dance Youngkin played with the former president — keeping Trump at an arms-length, while being sure not to anger him — is what RJC leaders are hoping to replicate in the years ahead. But views on the matter appeared more divided among many of the attendees at the Vegas conference, with some happy to forget about Trump, while others were sure that his continued presence represents the key to Republican victories in 2022 and 2024.Kissing the ring-There were a variety of takes among the conference headliners — RJC household names and rising Republican stars alike —  relating to Trump, and each of them was warmly received by the conservative crowd, indicating that there may not be one favored way of going about it.Every speaker made a point of praising Trump’s record on Israel, namely his decisions to move the US embassy to Jerusalem, recognize Israeli sovereignty over the Golan Heights and withdraw from the Iran nuclear deal. But some didn’t stop there.“It was the greatest honor of my life, to serve as Vice President with President Donald Trump,” said Mike Pence, who was one of the more effusive speakers in his remarks about the former president.Former Israeli ambassador to the US Ron Dermer argued that Trump should’ve won a Nobel Peace Prize for his administration’s brokering of the Abraham Accords — the series of normalization agreements between Israel and Arab states — an argument that was positively received by the cheering crowd.“Israel had the best friend in the White House since the establishment of the Jewish state,” Graham said of the former Republican president. But the GOP Senator also offered somewhat of a caveat, telling the crowd, “I tried to get him to talk about his presidency in terms of policy,” as if to say that Trump was mistakenly focusing on other issues.Senator Ted Cruz took a similar approach in his remarks on Friday evening, stating that Trump “demonstrated extraordinary courage” in moving the US embassy and withdrawing from the Iran deal. But in both cases, he suggested that the president made those decisions because Cruz “engaged actively, directly and repeatedly” with Trump, who he claimed was apparently in need of the senator’s guidance.Trump’s one-time UN ambassador Nikki Haley, Florida Governor Ron DeSantis, New Hampshire Governor Chris Sununu, South Dakota Governor Kristi Noem and Senate Majority Leader Kevin McCarthy each pointedly praised Trump, while focusing largely on their own personal records, particularly on domestic issues.“Everybody seems to think that the way to appeal to the Jewish vote is to talk about Israel, Israel, Israel,” RJC Executive Director Matt Brooks told reporters in a Saturday briefing.“The reality is the Jewish community, like the mainstream community, cares about a lot of different things. They care about jobs, the economy and certainly education,” said Brooks.“So we’ve been talking about education as a Jewish value — whether it be school choice or parental involvement. We know that this issue has resonated with Jewish voters for a long time,” he said, turning to one of the most emphasized issues at the conference — and Youngkin’s successful campaign — where attendees booed at mentions of critical race theory and the shuttering of schools during the pandemic.Highlights from this morning @RJC Annual Leadership Meeting in Las Vegas, featuring FL Governor @RonDeSantisFL, NJ Governor @GovChristie, Ambassador @NikkiHaley, and @GOPLeader Kevin McCarthy! #RJCinVegas pic.twitter.com/uBDg3apYfK— RJC (@RJC) November 7, 2021-Former New Jersey Governor Chris Christie also focused on domestic affairs in his Saturday remarks, but he also made a point in going further than any other candidate in repudiating Trump, who continues to call into question the results of the 2020 election.“We can no longer talk about the past and past elections. No matter where you stand on that election, it is over. Every minute that we spend talking about 2020, all the wasted time that we’re there, Joe Biden, Kamala Harris, Nancy Pelosi and Chuck Schumer are laying ruin to this country. We better… take our eyes off the rear-view mirror and start looking through the windshield,” he said to tepid applause from large parts of the crowd. The swipe did not impress Boris Epshteyn, Trump’s former special assistant who was also in the audience on Saturday.“We cannot move forward in this country until we get to the bottom of what happened in the 2020 election,” he told The Times of Israel. “We need forensic audits and canvasses all across the country. I am confident that those audits will prove that President Trump won.”“Governor Christie is absolutely entitled to his opinion, but it does not represent the current view of a huge majority of the Republican Party,” he added.‘It’s not about Trump’The RJC leadership appeared to view things differently though.Trump was invited to address the conference, but he did so virtually, sending a pre-recorded address. But the cameo was not advertised by the RJC ahead of time like every one of the other speakers, in what appeared to have been a decision aimed at downplaying the appearance.“I think the elections Tuesday night in Virginia, New Jersey on Long Island and across the country showed that it’s about the here and now, and that it’s not about President Trump or anybody else,” said RJC Board Member Ari Fleischer, a former White House Press Secretary for George W. Bush.At the same time, he pushed back against the notion that avoiding talk of Trump was unique to the upcoming midterm, pointing to the 2009 election “when people didn’t want Bush coming to their events.”“I think you’re going to see a lot of candidates look to the Youngkin model, not just in avoiding Trump, but in messaging that brings voters back home,” Brooks told JTA ahead of the conference. He also pushed back against the desire to frame the conference through a Trump lens.“The real stories here are the inroads we’re making with minorities, like the Jewish community, African American community, Hispanic community and the success we’re having bringing suburban women back into the fold,” he said.According to Brooks, “one of the important takeaways of New Jersey and in Virginia is that you need to be the ‘you candidate,'” as opposed to a pro-or-anti-Trump candidate. He can have it,” Hockstedler told ToI. “We can’t keep screaming conspiracy theories and thinking that we’re going to win.”Both Garza and Hockstedler acknowledged that on the issues relating to Israel, there is little that differentiates the various Republican candidates, but while the former wanted to emulate the president, the latter talked about “returning civility to the political discourse.”Hockstedler was critical of the “Let’s go Brandon” (code for “F**k Joe Biden) chants that were led by many of the student attendees at various points throughout the conference.Highlights from last night's @RJC Leadership Meeting in Las Vegas featuring Senator @ScottforFlorida, Governor @ChrisSununu, Governor @KristiNoem, and Senator @tedcruz! #RJCinVegas pic.twitter.com/q7cthgHAow — RJC (@RJC) November 6, 2021-The moderate Republican said a majority of people he spoke with felt similarly to him about the need to distance the party from the former president. One RJC member and longtime-Republican donor agreed.“A lot of people don’t want to talk about Trump and wish he would just go away, but they’re afraid of saying so publicly,” the member said on condition of anonymity.Longtime RJC member Jarrow Rogovin felt differently.“I wouldn’t call it moving away from Trump because the issues we want to focus on are Trump’s issues,” he said.At the same time, Rogovin — who characterized the previous election as having been “stolen” — said Republicans would have a better chance of winning in 2024 if they ran another candidate like DeSantis instead of Trump.“It’s a practical understanding of what it takes to win,” he said.

Pre-IDF program seeking young women to train in cybersecurity skills-Military school under C4I and Cyber Defense Directorate offers specialized preparatory program for cyber defense, DevOps courses-NOV 7,21-By Ricky Ben-David-Today, 7:00 pm

The Israel Defense Forces is seeking to attract more young women to a pre-enlistment program that focuses on cybersecurity training that they can use during their military service — and when they enter the job force in the years to come. The pre-military program is under the purview of the IDF’s C4I and Cyber Defense Directorate, a branch responsible for communications and technology-related activities of IDF forces in the field and cybersecurity defense in the military. (C4I stands for command, control, communications, computers, and intelligence). The directorate answers to the Chief of Staff and works closely with the Operations Directorate, a branch tasked with planning the use of military force. The C4I Directorate operates the Military School for Computer Science and Cyber Defense, which trains thousands of soldiers every year for various roles in the Air Force, Navy, and ground forces. The school offers training programs such as software development, data analytics, DevOps (software development combined with IT operations), and cyber defense, and is headed by Lieutenant Colonel Liat Litvak who took up the role this summer.Litvak told The Times of Israel in a recent interview that these programs have historically drawn fewer young women than men, and the school is working to change this with a specialized pre-military program, or mechina in Hebrew.“We have ‘open days’ where anyone can come in, get more information, sit down for a test, and if they pass, they can become candidates for the school. The test is for everyone and they don’t need any prior experience but fewer women usually come in for it,” she explained, which is why the school embarked on forming the preparatory mechina.“We want to reach people of all backgrounds, educational and socioeconomic, and not just those who have computer science knowledge,” said Litvak.Following a screening exam that tests for cognitive and mathematical abilities, the female candidates who are accepted begin the seven-week preparatory program during which they are taught skills such as the basics of programming, software development, and principles of cyber defense, as well as strategies like how to conduct advanced research and set professional and personal goals. There’s also an emphasis on personalized approaches and weekly sit-downs with instructors who closely follow the students’ progress and help them devise improvement plans.“It is a huge learning experience for them where we provide them with the tools to take on the more rigorous and intense courses offered by the school,” Litvak said. The 15-week cyber defense course, for example, where men and women study together, teaches more in-depth cybersecurity defense practices and skills as the students prepare for their army service. “There are cyber games and hackathons, and simulations on defending a smart city, for example, and all types of related activities,” Litvak saiD-Currently, some 80 young women are enrolled in the 15-week preparatory program, offered in central and southern Israel.Private L, who participated in the mechina and went on to complete a DevOps course, told The Times of Israel that the experience set her on a path she hadn’t previously realized could be possible.A group of young women participate in a pre-military program to train them in software development and cybersecurity skills for their army service. (IDF)“When I found out about the mechina, I didn’t know too much about it at first, but I was certainly happy for the opportunity to prove myself and to get into the pre-military courses I was not admitted to through traditional screening. The idea of ??taking a group of girls and getting the best out of them in the field of computers spoke to me very much and it gave me the motivation to continue down the road,” said Private L, whose full name can’t be disclosed as her military role is classified. She said the preparatory program was a challenging but enriching experience. “I learned so much professionally and about the army in general. In addition, the program included various fascinating social activities such as workshops, lectures on female empowerment, personal development and more. Almost a year after graduating from the mechina, I can say that the skills I acquired still serve me in my military service today.”L said the mechina gave her the opportunity to enlist in her preferred position in the IDF and gave her the required skills, such as independent learning and research, to do well.Litvak said that the school’s measure for success is to “see more women go on to serve in key roles in the IDF” as well as in the tech industry in the future. The initial results are encouraging. “In the last cyber defense course, 50 percent more women than men completed the program,” Litvak said, adding that she now sees about 40 percent more girls in the overall preparatory programs.-Israel’s cybersecurity sector-Israel is a leading player in the global cybersecurity industry, with many entrepreneurs in the field hailing from elite technological and intelligence units in the IDF.The sector has drawn massive investments and interest in the past decade. Israel accounts for the second-largest number of cybersecurity deals globally, behind the US and ahead of the UK, according to a 2018 report New York data firm CB Insights. In the first half of 2021 alone, Israeli cybersecurity companies raised $3.4 billion in 50 deals and seven of them became unicorns, or private companies valued at over $1 billion, the Israel National Cyber Directorate said in July. The half-year figure accounted for 41% of the total funds raised by cybersecurity firms worldwide and was three times the amount raised in the same period a year earlier, the data showed.More than a third of worldwide cybersecurity unicorns are Israelis, according to the report, with some 13 in Israel out of 30-33 globally, the directorate said.Shoshanna Solomon contributed to this report.

Associated Press-Mourning starts as Houston officials probe concert deaths-JUAN A. LOZANO and JAMIE STENGLE-Sun, November 7, 2021, 1:00 AM

HOUSTON (AP) — Investigators Sunday worked to determine how eight people died in a crush of fans at a Houston music festival, as families mourned the dead and concertgoers recounted the horror and confusion of being trapped in the crowd.Authorities planned to use videos, witness interviews and a review of concert procedures to figure out what went wrong Friday night during a performance by rapper Travis Scott. The tragedy unfolded when the crowd rushed the stage, squeezing people so tightly they couldn't breathe.Billy Nasser, 24, who had traveled from Indianapolis to attend the concert, said about 15 minutes into Scott’s set, things got “really crazy” and people began crushing one another. He said he “was picking people up and trying to drag them out.”Nasser said he found a concertgoer on the ground.“I picked him up. People were stepping on him. People were like stomping, and I picked his head up and I looked at his eyes, and his eyes were just white, rolled back to the back of his head,” he said.Over the weekend, a makeshift memorial of flowers, votive candles, condolence notes and T-shirts took shape outside at NRG Park.Michael Suarez, 26, visited the growing memorial after the concert.”It’s very devastating. No one wants to see or hear people dying at a festival," Suarez said. "We were here to have a good time — a great time — and it’s devastating to hear someone lost their lives.”The dead, according to friends and family members, included a 14-year-old high school student; a 16-year-old girl who loved dancing; and a 21-year-old engineering student at the University of Dayton. The youngest was 14, the oldest 27.Houston officials did not immediately release the victims' names or the cause of death, but family and friends began to name their loved ones and tell their stories Sunday.Thirteen people remained hospitalized Sunday. Their conditions were not disclosed. Over 300 people were treated at a field hospital at the concert.City officials said they were in the early stages of investigating what caused the pandemonium at the sold-out Astroworld festival, an event founded by Scott. About 50,000 people were there.Authorities said that among other things, they will look at how the area around the stage was designed.Julio Patino, of Naperville, Illinois, who was in London on business when he got a middle-of-the-night call informing him his 21-year-old son Franco was dead, said he had a lot of questions about what happened.“These concerts should be controlled," Patino said. “If they don’t know how to do that, they should have canceled the concert right then, when they noticed there was an overcrowd.” He added: “They should not wait until they see people laying down on the floor, lifeless.”Steven Adelman, vice president of the industry group Event Safety Alliance, which was formed after the collapse of a stage at the Indiana State Fair in 2011 killed seven people, helped write industry guidelines widely used today. He said investigators will examine the design of the safety barriers and whether they correctly directed crowds or contributed to the crush of spectators. He said, too, that authorities will look at whether something incited the crowd besides Scott taking the stage.Adelman said another question is whether there was enough security there, noting there is a nationwide shortage of people willing to take low-wage, part-time security gigs.“Security obviously was unable to stop people. Optically, that’s really bad-looking,” he said. “But as for what it tells us, it’s too early to say.”Contemporary Services Corp., headquartered in Los Angeles, was responsible for security staff at the festival, according to county records in Texas. Representatives for the company — which advertises online as being “recognized worldwide as the pioneer, expert and only employee owned company in the crowd management field” — did not immediately respond to emails and phone messages seeking comment.Houston police and fire department officials said their investigation will include reviewing video taken by concert promoter Live Nation, as well as dozens of clips from people at the show.Officials also planned to review the event’s security plan and various permits issued to organizers to see whether they were properly followed. In addition, investigators planned to speak with Live Nation representatives, Scott and concertgoers.Izabella Ramirez of Texas City was celebrating her 21st birthday and said that once Scott came on stage, no one could move.“Everybody was squishing in, and people were trying to move themselves to the front. You couldn’t even lift up your arms,” Ramirez said.Ramirez said a security guard pulled her over the barricade, while her date, Jason Rodriguez, lifted her up.“Everyone was yelling for different things. They were either yelling for Travis or they were yelling for help,” Rodriguez said.On video posted to social media, Scott could be seen stopping the concert at one point and asking for aid for someone in the audience: “Security, somebody help real quick.”There is a long history of similar catastrophes at concerts, sporting events and even religious events. In 1979, 11 people were killed as thousands of fans tried to get into Cincinnati's Riverfront Coliseum to see a concert by The Who. Other past crowd catastrophes include the deaths of 97 people at a soccer match in Hillsborough Stadium in 1989 in Sheffield, England, and numerous disasters connected with the annual hajj pilgrimage in Saudi Arabia.Experts who have studied deaths caused by crowd surges say they are often a result of too many people packed into too small a space. Also Sunday, at least two of the first of many expected lawsuits were filed on behalf of a man injured in the crush of people in state court in Houston. Attorneys for Manuel Souza sued Scott, Live Nation and others, saying they were responsible. Another lawsuit was filed on behalf of Noah Gutierrez by Ben Crump, a civil rights lawyer who has represented the families of George Floyd, Breonna Taylor and other Black people killed by police. In a tweet posted Saturday, Scott said he was “absolutely devastated by what took place." He pledged to work “together with the Houston community to heal and support the families in need.”___Associated Press writers Jake Bleiberg in Dallas; Randall Chase in Dover, Delaware; Kristin M. Hall in Nashville and Bob Christie in New Bloomfield, Pennsylvania, contributed to this report.___A previous version of this story was corrected to show Travis Scott is 30, not 29.

Associated Press-Iran says has enriched over 210 kilograms of uranium to 20%-Fri, November 5, 2021, 5:42 AM

TEHRAN, Iran (AP) — Iran’s atomic agency said Friday that its stockpile of 20% enriched uranium has reached over 210 kilograms (463 pounds), the latest defiant move ahead of upcoming nuclear talks with the West. The figure, attributed to agency spokesman Behrouz Kamalvan, was carried in a report by the semi-official Tasnim and Fars news agencies.Under the historic 2015 nuclear deal between Iran and the World Powers, Iran was not meant to enrich uranium above 3.67 percent. Enriched uranium above 90 percent can be used for nuclear weapons. After months of delays, the European Union, Iran and the U.S. announced Wednesday that indirect talks to resuscitate the deal would resume on Nov. 29 in Vienna. The nuclear deal, known as the Joint Comprehensive Plan of Action, or JCPOA, promises Iran economic incentives in exchange for limits on its nuclear program, and is meant to prevent Tehran from developing a nuclear bomb. Tehran insists its program is peaceful.Kamalvandi also said that so far his agency has also produced 25 kilograms of 60% enriched uranium, a level that only countries with nuclear weapons have the physical capabilities to produce. The U.S. unilaterally pulled out of the nuclear deal in 2018 under then-President Donald Trump, but Britain, France, Germany, China and Russia have tried to preserve the accord.Tehran’s strategy of deliberately violating the deal is seen as an attempt to put pressure particularly on Europe to provide it with incentives to offset crippling American sanctions re-imposed after the U.S. pullout. On Sept. 15, Iran’s nuclear chief Mohammad Eslami said Tehran removed surveillance cameras belonging to the United Nation’s nuclear watchdog because of unfulfilled commitments by other signatories of the nuclear deal.U.S. President Joe Biden and European leaders criticized Tehran last week for what it saw as accelerated and provocative nuclear steps as Iran continues to enrich uranium to a higher levels. With the talks in Vienna now stalled, Iran has breached limits set by the accord and is enriching small amounts of uranium to its closest-ever levels to weapons-grade purity as its stockpile continues to grow. Iran says its nuclear program is only for peaceful purposes

Iranian plot to attack Israelis, Jews said foiled in Africa-Five arrested in Ghana, Senegal and Tanzania on suspicion of planning attacks against tourists or businesspeople, after being trained in Lebanon, Channel 12 news reports-By TOI staff-NOV 7,21-Today, 10:26 pm.

Five people have been arrested in African countries over suspicions that they were planning on carrying out attacks against Israeli tourists or businesspeople on behalf of Iran, an Israeli television network reported Sunday. The five, who had been in Senegal, Tanzania, and Ghana, were recruited by Iran’s Quds Force expeditionary arm of the Islamic Revolutionary Guards Corps, according to the report from Channel 12 news, which did not attribute the information to a source. The five were arrested in the African countries by local intelligence, who were working off information obtained from “Western” spies, the channel said.According to intelligence information cited by the channel, the five were given special training and unspecified materials in Lebanon and then sent back to Africa with a cover story of being religious students, where they were given the mission of finding Jewish and Israeli targets to attack.Among the top targets were Israeli tourists on safari in Tanzania, the channel said. All five suspects were arrested before they could take any action, according to the report. It did not say when the arrests took place, but indicated they were still being questioned.Though the report credited the Israel’s Mossad spy agency with foiling the plot, its role in the affair was not mentioned. There was no immediate confirmation of the report from authorities in Israel or the three African countries. The channel said Iranian officials denied any allegations against it, calling them “baseless.”The report would appear to point to the latest chapter in an ongoing covert war between Israel and Iran, including a number of alleged plots on the African continent. In February, The New York Times reported that a cell of Iranian operatives in Ethiopia had been recruited for an attack on diplomats from the United Arab Emirates over its normalization with Israel. In September, Cypriot officials arrested an Azerbaijani national over suspicions that he was part of a plot to attack Israeli businessmen on the island. Israeli officials have described the planned attack as an Iranian operation.Iran’s attempts to attack Israeli or Jewish interests have stepped up since the killing of its nuclear program chief Mohsen Fakhrizadeh a year ago, which Tehran blames on Jerusalem.

Meretz MKs warn plan to double Jordan Valley settlers imperils coalition-Lawmakers Mossi Raz and Gaby Lasky tell Housing Minister Elkin his drive to boost settlements is ‘far’ from what their party can agree to-By TOI staff-OCT 7,21-Today, 11:53 pm

Two Meretz party lawmakers have warned Housing Minister Ze’ev Elkin that his plan to double the Israeli population in the Jordan Valley will rupture the fragile government coalition, Channel 13 reported Sunday.Elkin intends to seek government approval for a scheme to increase Israel’s presence in the strategic valley, the part of the West Bank and runs along the border with Jordan.MKs Mossi Raz and Gaby Lasky wrote to Elkin that “we can no longer remain silent.”“The strength of this government is the advancement of issues we can all agree. This decision is far from that,” they said. They called on Elkin to “immediately stop the plan” and not bring it for government approval. However, according to the station, though Elkin may not bring the plan to the cabinet in the coming weeks, or even months, he is determined to go ahead with it.Elkin announced in October a plan to double the number of homes in the Jordan Valley, in order to reach 3,000 families living in the area by 2026. Elkin said at the time that his ministry plans to invest NIS 224 million ($70 million) to build 1,500 new homes in 21 settlements in the area. Those homes have yet to be approved by the relevant authorities.Prime Minister Naftali Bennett leads a diverse coalition of left-wing, centrist and right-wing parties with deep ideological differences on some key issues, including Israel’s settlements in the West Bank. The coalition gained a measure of stability last week when it passed the state budget ahead of a deadline that would have triggered elections. However, with just 61 seats in the 120-seat Knesset, it has only the slimmest of majorities that can be removed by even a single MK. Meretz, the dovish party furthest to the left in the coalition, has six seats in the Knesset. Elkin is a member of the right-wing New Hope party that also has six seats.Last month, Israel advanced plans for over 3,000 new settlement homes in the West Bank, in the first such move by the new government which came to power in June. The move drew the harshest condemnation yet by the Biden administration which said it is “deeply concerned” over the development and repeated its opposition to settlement expansion.US Secretary of State Antony Blinken phoned Defense Minister Benny Gantz to voice similar objections regarding the scope and location of the settlement approvals, according to an Israeli official. At the time, Raz vowed that Meretz would stop that plan too.The Palestinians want the West Bank as territory for a future state and most countries consider Israel’s settlements there to be illegal.A controversial peace plan proposed under the Trump administration to solve the Israeli-Palestinian conflict allowed for Israel to annex key areas of the Jordan Valley. Though Israel embraced the plan, it was rejected outright by the Palestinians. The Biden administration sees the two-state solution as the answer to resolving the conflict.

Ethiopian-born MK claims report aims to stop rescue of Jews-Dozens of Ethiopians brought to Israel accused of scamming way onto airlift-Immigration Authority reportedly finds that 61 people rescued from war-torn region may have lied about Jewish roots, as security body claims no urgent need to rescue people-By TOI staff-8 November 2021, 1:00 am

Dozens of people smuggled in a secret operation from Ethiopia to Israel recently may have misrepresented their Jewish ancestry and exaggerated the level of danger they were in, according to reports Sunday. An investigation by the Immigration and Population Authority raised “serious doubts” regarding the vast majority of a group of 61 Ethiopians brought to Israel over the last several months, who may have been part of a conspiracy involving a man who immigrated from Ethiopia over 20 years ago, Haaretz reported.Members of the community involved in the effort denied the accusations, according to Channel 12 news, which also published an assessment from the National Security Council claiming that there was no urgency to airlift efforts.Pressure has ramped up on Israel in recent weeks to bring some thousands of members of Ethiopia’s Jewish community to Israel as an insurgency by Tigray rebels has intensified and neared the capital Addis Ababa. “We must continue to act bring them over to Israel quickly,” President Isaac Herzog said last week.Since fighting broke out a year ago, over 2,000 Ethiopian Jews have been brought to Israel in state-run operations, among them the group of  61 who needed ministers to sign off on their immigration because they are not part of the Jewish community but claimed only Jewish roots.Though the plan to spirit them to Israel was put together during the tenure of former prime minister Benjamin Netanyahu, it was the cabinet of his successor Naftali Bennett that signed off on it, Haaretz reported. After being brought to Israel, the 61 were settled in an absorption center in Kibbutz Beit Alfa. But after some of them briefly put pictures online, suspicions were raised regarding their backgrounds and the information they had provided to Israeli authorities, leading immigration officials to order a more thorough investigation.“There are serious doubts regarding the petitioners’ relationship to Jewish ethnicity despite their affidavits,” a report from the Immigration and Population Authority reads, according to Haaretz.Members of the Jewish Ethiopian community hold up photographs of their relatives outside the Prime Minister’s Office in Jerusalem on November 25, 2020, during a demonstration demanding to bring thousands of their remaining brethren from Ethiopia to Israel. (Menahem Kahana/AFP)“Most of the petitioners did not come from a combat area as claimed and were not in life-threatening danger,” the report added, noting that they would not ordinarily have been able to immigrate to Israel.Authorities had only been able to confirm Jewish ancestry in four people from the group, a source told the paper. The probe found that the list of names compiled for rescue came from a man who had immigrated to Israel from Ethiopia in 1996. According to media reports, the group brought over include two people claiming to be his sons, his ex-wife, who is Christian, her husband and their children and a number of people he worked with in the past.“There’s a feeling that this was a conspiracy to take advantage of the system,” the investigation concludes.Ethiopian refugees who fled intense fighting in their homeland of Tigray, cook their meal in the border reception centre of Hamdiyet, in the eastern Sudanese state of Kasala, on November 14, 2020. (Ebrahim HAMID / AFP)However, sources told Haaretz that the group would not be sent back to Ethiopia no matter what the final conclusion is.There are thought to be 7,000 to 12,000 Ethiopian community members still waiting to come to Israel, many of whom live in the Tigray region, the heart of the conflict. Others, who left their villages years ago, eke out livings near the Jewish community centers in Gondar City and Addis Ababa. Many have been waiting decades to immigrate. But a document from the National Security Council dated November 7 and published by Channel 12 news claimed that some 10,000 people awaiting clarification of their status to be able to immigrate to Israel were in no immediate danger and that there was a “threat” of non-Jews slipping into Israel as economic refugees.Ethiopian government soldiers ride in the back of a truck on a road leading to Abi Adi, in the Tigray region of northern Ethiopia Tuesday, May 11, 2021. (AP Photo/Ben Curtis)-The memo also claimed that even talking about rescuing the groups could endanger them and suggested political pressure for an airlift was being manufactured.“It’s not certain there is any need to airlift those awaiting clarification at this time or in general. Bringing thousands of people awaiting clarification to Israel would be an unprecedented demographic mistake, and is unneeded and dangerous,” the document reads.Immigration and Absorption Minister Pnina Tamano-Shata, who is herself of Ethiopian extraction, said the document was “worthy of being tossed in the trash bin of Israeli history.”“This isn’t a security assessment but merely a political position paper from political actors trying to shut down the rescue of the remaining Ethiopian Jews,” she was quoted saying by Channel 12.She also accused the NSC of stepping out of its lane.A member of the Ethiopian Jewish community attends a religious service at the synagogue in the city of Gondar, Ethiopia, on October 27, 2020. (Eduardo Soteras/AFP)-While Ethiopian Jewish immigrants from the Beta Israel community are recognized as fully Jewish, immigrants from Ethiopia belonging to the smaller Falash Mura community are required to undergo Orthodox conversion after immigrating. The Falash Mura are Ethiopian Jews whose ancestors converted to Christianity, often under duress, generations ago. Some 30,000 of them have immigrated to Israel since 1997, according to the Prime Minister’s Office.Because the Interior Ministry does not consider the Falash Mura to be Jewish, they cannot immigrate under the Law of Return, and therefore must get special permission from the government to move to Israel.

First sexual assault complaint filed with police against leading LGBT activist-Five people have reportedly told cops they were assaulted by TV personality Gal Uchovsky, but only one has filed formal paperwork-By TOI staff-NOV 7,21-Today, 10:30 pm

A first formal complaint was filed with police Sunday against screenwriter and producer Gal Uchovsky, one of the most prominent LGBT rights activists in Israel, who has recently been accused by multiple men of sexual assault.Police last week opened an investigation into Uchovsky after the Kan public broadcaster published testimonies of two men who said that Uchovsky sexually assaulted them in recent years. Since then, a third person has also told the station he was assaulted by Uchovsky.Media reports did not identify the complainant or the exact nature of the accusations against the celebrity, which were filed with Tel Aviv police.According to Kan, so far five people have notified police of incidents regarding Uchovsky, including some in the past six months, but only one formal complaint has been filed. After the Kan exposé, which included allegations from two men, was broadcast Monday, Uchovsky, a popular TV personality, apologized and said he would be stepping down as president of IGY – Israel Gay Youth, a leading nonprofit organization serving LGBTQ youth in Israel.Writing on Facebook Tuesday, Uchovsky did not deny sexual interactions with the accusers, but said, “I’ve never tried to force myself on anyone, and I’ll take any polygraph test to prove it.”He stressed that he had “never, ever intended to hurt anyone.”On Saturday night, Kan said a third man had contacted the station. A holistic practitioner claimed Uchovsky assaulted him when being treated during a session 14 years ago. The man’s claims have been backed up with a lie detector test and a friend whom he confided in at the time of the alleged assault, according to the report. The man told the station that already during the first treatment he gave Uchovsky, the latter tried to touch him sexually.“I told him, ‘Stop, enough,'” said the man, who also claimed Uchovky slapped him on one occasion.“He made me financially dependent on him,” the man said. He explained he felt compelled to come forward after seeing the Kan report last week. All of the alleged victims spoke to Kan on condition of anonymity. The first of the anonymous members of the LGBTQ community claimed that Uchovsky assaulted him a year and a half ago, during a prearranged sexual encounter between them, during which the IGY chairman violated the boundaries the two had agreed upon previously. The complainant told Kan that he clearly stated his refusal to comply with the sexual advances, but that Uchovsky did not stop.A second complainant told the broadcaster that, several years ago, during a work meeting with Uchovsky, the activist suddenly “leaped at me and started kissing me.”“I tried to shove him away. He forced himself on me despite my objection, until he finished,” the second complainant recalled. In response to the report, Uchovsky said he was not aware that the first man had not consented and apologized “out of understanding and sensitivity.” He said he did not receive sufficient details to comment on the second testimony, but “once that’s the feeling, he also apologizes to the second complainant.”

IDF blacklists Palestinian rights groups, enabling Israel to act against them-Military’s designation means groups’ offices can be shuttered, members arrested; move comes despite ongoing international criticism-By Judah Ari Gross-NOV 7,21-Today, 5:29 pm

The Israel Defense Forces outlawed five Palestinian rights groups in the West Bank on Sunday, following a decision by Defense Minister Benny Gantz last month, despite international criticism against the move, the military said.A sixth group that was declared a terrorist organization by Gantz had already been banned by the IDF last year. With these official designations, the military was granted the power to shutter the organizations’ offices and arrest their members, among other moves. The IDF has been known to enforce such classifications at its discretion or, as some critics argue, arbitrarily. For instance, the Palestine Liberation Organization, the ruling party of the Palestinian Authority, is also officially banned, though the ban is largely ignored by the IDF.Israel maintains that the six newly blacklisted Palestinian organizations — Al-Haq, Addameer, Defense for Children International-Palestine, the Bisan Center for Research and Development, the Union of Palestinian Women’s Committees and the Union of Agricultural Work Committees — serve as fronts for the Popular Front for the Liberation of Palestine terror group, which the groups have repeatedly denied and which has been questioned by their European and international funders.Gantz’s designation of the groups as terrorist organizations last month had comparatively little immediate impact, as they operate within the West Bank and are thus officially outside of Israel’s jurisdiction. Still, the terrorist classification has caused some of the groups’ funders to pull their financial support out of concern that they could be targeted with banking sanctions. On Sunday, the head of the IDF Central Command, who has formal legal authority over the West Bank as military governor of the area, officially deemed five of the groups — Al-Haq, Addameer, Defense for Children International-Palestine, the Bisan Center for Research and Development and the Union of Palestinian Women’s Committees — “unauthorized organizations,” the equivalent of terrorist organizations in military legal parlance. The Union of Agricultural Work Committees had already been outlawed in the West Bank last January.Central Command chief Maj. Gen. Yehuda Fuchs decided to outlaw the groups “after he was presented with copious, varied and reliable information that indicates that these organizations represented a wing of the Popular Front for the Liberation of Palestine terror group,” the military said in a statement.Israel’s decision to outlaw the six groups has been questioned by the United States and European allies and criticized by the United Nations and other international organizations, who have decried it as an attack on Palestinian civil society.

SEOUL, South Korea (AP) — North Korea has conducted artillery firing exercises to bolster its defense capability, state media reported Sunday, its latest weapons test as Pyongyang continues to pressure Washington and Seoul to abandon what it calls their hostile policy. An artillery firing competition among mechanized units was held on Saturday, with senior government and military officials present, the official Korean Central News Agency reported.Leader Kim Jong Un was not mentioned in the report, suggesting he did not observe the training. He supervised a similar artillery firing drill last year. This year’s drills were designed to inspect the mechanized units’ progress in their mobile combat capabilities and to further intensify competitive training throughout the North’s military, KCNA said.Since September, North Korea has test-launched a series of newly developed missiles, including nuclear-capable weapons that place U.S. allies South Korea and Japan within striking distance. Some experts say North Korea wants its rivals to accept it as a nuclear power state and work to ease international sanctions on the country. The North's artillery tests draw less outside attention than its missile tests, particularly ballistic weapons launches that are banned by multiple U.N. Security Council resolutions. But its long-range artillery pieces deployed near the border with South Korea pose a serious threat to the South's populous metropolitan region and other areas, experts say.U.S.-led talks aimed at ending North Korea’s nuclear program collapsed in early 2019 amid bickering over the sanctions. U.S. officials have recently offered a resumption of talks with North Korea without any preconditions. The North said it won't return to the talks unless the United States first abandons what Pyongyang calls its hostile policy, an apparent reference to the sanctions and regular military drills between Washington and Seoul.

TEHRAN, Iran (AP) — Iran’s military began its annual war games in a coastal area of the Gulf of Oman, state TV reported Sunday, less than a month before upcoming nuclear talks with the West. The report said navy and air force units as well as ground forces were participating in a more than 1 million square-kilometer (386,100 square-mile) area east of the strategic Strait of Hormuz.Nearly 20% of all oil shipping passes through the strait to the Gulf of Oman and Indian Ocean. The drill comes amid heightened tensions between Iran and the U.S. in the wake of former President Donald Trump’s unilateral withdrawal of America from Iran’s 2015 nuclear deal with world powers.State TV said brigades including commandos and airborne infantry deployed for the annual exercise. Fighter jets, helicopters, military transport aircraft, submarines and drones were also expected to take part in the drill. It wasn't immediately clear how long the exercise would last.Dubbed “Zolfaghar-1400,” the war games are aimed at “improving readiness in confronting foreign threats and any possible invasion," state TV said.U.S. officials said last week that Iran had seized a Vietnamese-flagged oil tanker in the Gulf of Oman last month and was still holding the vessel in its port.Iran offered conflicting accounts of what happened, claiming that elite Revolutionary Guard commandos had thwarted a U.S. seizure of a tanker carrying Iranian oil in the Gulf of Oman and freed the vessel. It aired dramatic footage on state television but did not further explain the incident. The nuclear deal, known as the Joint Comprehensive Plan of Action, or JCPOA, promises Iran economic incentives in exchange for limits on its nuclear program, and is meant to prevent Tehran from developing a nuclear bomb. After the U.S. withdrew from the deal in 2018 and restored sanctions on Iran, the Islamic Republic gradually — and publicly — abandoned the deal’s limits on its nuclear development.Iran says its stockpile of 20% enriched uranium has reached over 210 kilograms (463 pounds), the latest defiant move ahead of upcoming nuclear talks with the West.Under the historic nuclear deal, Iran was prohibited from enriching uranium above 3.67%. Enriched uranium above 90% can be used for nuclear weapons, though Tehran insists its nuclear program is peaceful. After months of delays, the European Union, Iran and the U.S. announced last week that indirect talks to resuscitate the deal would resume Nov. 29 in Vienna.

15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.

Palestinians pan Israel for opposing US consulate in Jerusalem-PA Foreign Ministry says East Jerusalem is capital of Palestine and Israelis can’t veto Washington’s decision, but State Dept has acknowledged Israel’s okay is required-By AP and TOI staff    7 November 2021, 4:30 pm

The Palestinian Authority on Sunday slammed Israel for resisting the promised reopening of the US consulate in Jerusalem, a move that would restore Washington’s main diplomatic mission for the Palestinians in the city.Prime Minister Naftali Bennett said late Saturday there was no room in Jerusalem for another American mission.US President Joe Biden has pledged to reopen the consulate, but the issue has been a sticking point between Israel and the US, as well as among some members of Congress.Last month, a senior official in the US State Department told senators that Israel’s permission would be required before the United States could reopen the consulate. The consulate was shuttered by then-US president Donald Trump in 2019 and its staff was folded into the US embassy — which had been moved from Tel Aviv to Jerusalem a year earlier — in what the Palestinians view as a downgrading of their ties with the US.Though reopening the consulate, which is located in the west of the capital and not East Jerusalem, could help mend US ties with the Palestinians ruptured under Trump, Israel says such a move would challenge its sovereignty over the city.In a statement, the Palestinian Authority Foreign Ministry said it views the reopening of the consulate as part of the international community’s commitments to ending Israel’s decades-long occupation of territories the Palestinians seek for their future state.“East Jerusalem is an inseparable part of the occupied Palestinian territory and is the capital of the state of Palestine. Israel, as the occupying power, does not have the right to veto the US administration’s decision,” the statement said.Asked Saturday night about the consulate at a press conference, Bennett repeated Israel’s position on Jerusalem.“There’s no room for another American consulate in Jerusalem,” he said. “Jerusalem is the capital of one state and that’s the State of Israel.”Foreign Minister Yair Lapid suggested the consulate could instead be opened in the Palestinian administrative center in Ramallah in the West Bank. The Palestinians reject the idea because it would undermine their claims to Jerusalem.Asked about the issue during a press conference alongside Lapid in Washington last month, US Secretary of State Antony Blinken reiterated the Biden administration’s intention to proceed with the plan. “As I said in May, we’ll be moving forward with the process of opening a consulate as part of deepening those ties with the Palestinians,” he said.Behind closed doors, Lapid reportedly warned Blinken that such a move could risk toppling the coalition government.Israel views Jerusalem as its eternal, undivided capital. The Palestinians seek the eastern part of the city, which Israel gained in the 1967 Six Day War and later annexed, as the capital of their hoped-for state. The consulate is emerging as another point of friction between Bennett’s government and the Biden administration, which has moved to restore traditional US foreign policy toward Israel and the Palestinians after the Trump White House largely sided with Israel on issues related to the conflict.Blinken has not provided a firm date for the reopening.
