Prime Minister Naftali Bennett and his advisers left the climate summit
in Glasgow last week feeling pleased with their trip, and with good
reason.The premier enjoyed a VIP dinner reception at the Kelvingrove Art
Gallery, where he exchanged views about the importance of fighting
climate change with US President Joe Biden and UK Prime Minister Boris
Johnson, and had a conversation with Catherine, Duchess of Cambridge
about the importance of enlisting his country’s youth in the effort.At
the COP26 climate conference itself, Bennett met a series of world
leaders, presenting himself as a techno-optimist with great faith in the
potential for innovation to solve the world’s pressing problems. An
adviser called the meetings a “diplomatic tsunami in the best way, rains
of blessing.”In fact, Bennett was something of a star, with world
leaders seeking him out for advice on COVID-19 boosters and
lockdowns.Perhaps the most exciting meeting was with billionaire
philanthropist and clean energy investor Bill Gates. Bennett seemed
especially delighted as Gates spoke about harnessing Israel’s innovative
spirit for clean energy and even referred to him as a fellow
entrepreneur.In all, Bennett’s shrewd decision to leverage Israel’s
success in fighting the coronavirus to frame it as a country that can
come up with solutions for another global challenge seemed to pay
off.But amid the self-congratulation and back-slapping, danger lurks for
the prime minister.A conference like COP26, and his newfound zeal for
the climate movement in general, hold significant risks for Bennett, and
he may need to pay them close attention before continuing on the road
he’s embarked upon.Good COP, Bad COP-However important it was for
Israel’s leader to be at the event — and it certainly would not have
looked good if he had stayed away — the optics of COP26 were
uncomfortable, even beyond Energy Minister Karine Elharrar being kept
out of the first day’s session due to a lack of wheelchair access.Last
Sunday, the same day Bennett and his team took off in a charter flight
for Glasgow, Israeli consumers were hit with a tax that doubled the
price of disposable plastic cutlery and dishes in an attempt to wean the
country off of plastic waste. It will likely affect disproportionately
the ultra-Orthodox, who have large families and less money to spend on
appliances like dishwashers.More significantly, while Bennett was in
Scotland, fuel prices in Israel reached a three-year high, causing a
steady rise in food prices. Israelis are being spared from the far more
drastic spike in energy prices, and the potential blackouts that Europe
could face over the winter, thanks to Israel’s natural gas — a fossil
fuel — production offshore, and the fact that Israel relies on
renewables far less than Europe does.At the Sunday night VIP welcome
event hosted by Prince Charles, the conspicuously unmasked world leaders
and royals clutched their drinks and conversed amiably, while staff and
waiters hovered in the background with masks firmly in place.While
Bennett and other world leaders pledged to cut carbon emissions and
warned of an impending climate emergency, they were joined by CEOs and
movie stars who descended on the climate summit in hundreds of private
jets. Once in Scotland, their convoys — some numbering dozens of
vehicles — emitted even more CO2 into the atmosphere.The Israeli team
was late in committing to the conference, and was forced to find hotel
rooms in Edinburgh, some 47 miles away. Twice a day, Bennett’s motorcade
of around ten vehicles — plus local police vans and motorcycles — made
the trip between the two Scottish cities.On top of the very intensive
use of fossil fuels to get to Scotland and to move around within the
country, the trip wasn’t especially environmentally friendly on the
Israel end either. There was no directive from the prime minister for
his staff to take public transportation to and from the airport, and
they arrived in private cars and taxis.There is no question that
logistics were made far more convenient by traveling using
non-environmentally friendly means of transportation. But using fossil
fuels is more convenient not only for billionaires and government
officials. Israelis want to get to work as painlessly as possible, and
have a deep love of flying abroad to see the world.If this government
begins asking — or trying to force — Israelis to spend more time on
buses and less time on vacation abroad for the environment’s sake, they
may start by looking at the choices made by the political and economic
elite and asking some difficult questions.A modern religion-Bennett,
Israel’s first Orthodox prime minister, knows how powerful man’s
religious impulse can be. Though many young people across the West are
turning away from formal religion, there is still a powerful pull toward
movements that guide their behavior through immutable moral laws,
connect them to ostensible strangers, and give meaning to their actions
by casting them as part of an effort to save humanity.“If a religion is a
system of human norms and values that is founded on belief in a
superhuman order, then Soviet Communism was no less a religion than
Islam,” writes Yuval Noah Harari in “Sapiens: A Brief History of
Humankind.” He lists liberalism, capitalism, nationalism, and Nazism as
other examples of “new, natural-law religions” that have replaced
traditional religions.The modern climate movement can be added to that
list. Like many God-centered faiths, it divides the world into the
virtuous and sinners, preaches an apocalyptic vision of the end of
humanity that the virtuous are trying to prevent, and doesn’t have any
room for heretics.It even has its prophets, most prominently Greta
Thunberg, the Swedish teen who has become the face of the climate
movement with her thundering diatribes against world leaders.Spending
the last two weeks in a series of briefings about the climate, Bennett
and his team seem to be bona fide converts to the climate movement.But
that zeal might be blinding them to the excesses of a vast movement that
seeks to restructure the global economy, and of companies vying for a
piece of a multi-trillion dollar pie.The prime minister and his team
would be well served to take a critical look at a movement that has
attracted as many profiteers, snake-oil salesmen, and anti-capitalists
as any other high-stakes global effort. While many of the experts they
come across are entirely sincere and well-meaning, Bennett’s staff could
be pulled in directions that run against Israel’s national needs and
his own political interests if they are not on the lookout.From COVID to
climate-Bennett wants to make Israel’s forests and rivers less
polluted, and intends to harness Israelis’ creativity and experience to
lead the world toward a cleaner future. It’s an admirable goal that
Israelis from across the political spectrum can get behind.But in his
Glasgow trip, there were signs that, amid the celebrities and talk of
last chances for the globe, Bennett was being nudged away from who he
has been in his career until this point.Even as prime minister, he has
maintained a man-of-the-people appeal, on full display when he was stuck
with his entourage in Washington DC over Shabbat in August and regaled
the gathered Israelis with words of Torah before spending a half-hour
conversing with the journalists in the dining room. Hobnobbing with
billionaires and royals who tsk-tsk ordinary working families for their
wasteful ways is a marked departure from that persona.Similarly on
COVID, Bennett proved himself a pragmatic leader who understands that
his job is to balance competing interests and expert advice to forge a
prudent path forward for Israel. He stared down health experts pushing
for a lockdown and kept the country’s stores and schools open.Bennett
wants to join the climate fight and reach net-zero by 2050, but he also
wants to invest heavily in the Israel Defense Forces’ ability to pose a
credible threat to Iran’s nuclear program, to continue growing Israel’s
economy, and to fill glaring gaps in the country’s health and education
systems.To reach those important goals, it will take the sagacious
Bennett who has kept his unwieldy coalition together and the economy
moving forward, not a jet-setting celebrity who fits in a bit too well
with the world’s elite.

Jewish Coalition’s annual leadership conference this weekend could not
have come at a better time, as far as its organizers were
concerned.“After Tuesday, do you feel pretty good about things?” Senator
Lindsey Graham asked the crowd of roughly 700 attendees, evoking an
eruption of cheers that filled the Venetian Resort ballroom in Las Vegas
on Saturday evening.The surprise victory of the GOP’s candidate for
governor in Virginia, Glenn Youngkin, along with a wave of strong
performances by other Republican candidates in last week’s elections has
the party confident that these are signs of things to come, with the
2022 midterms on the horizon.But it was the way Youngkin defeated the
Democratic incumbent that grabbed the attention of many RJC members, who
could be heard throughout the conference debating how best to move
forward after losing both Congress and the White House in 2020.Youngkin
ran on many of former president Donald Trump’s policies but avoided
having the Republican party leader join him on the campaign trail. He
called for investigating unproven claims of voter fraud in the previous
presidential election, while also asserting that US President Joe
Biden’s victory over Trump was legitimate.The careful dance Youngkin
played with the former president — keeping Trump at an arms-length,
while being sure not to anger him — is what RJC leaders are hoping to
replicate in the years ahead.But views on the matter appeared more
divided among many of the attendees at the Vegas conference, with some
happy to forget about Trump, while others were sure that his continued
presence represents the key to Republican victories in 2022 and
2024.Kissing the ring-There were a variety of takes among the conference
headliners — RJC household names and rising Republican stars alike —
relating to Trump, and each of them was warmly received by the
conservative crowd, indicating that there may not be one favored way of
going about it.Every speaker made a point of praising Trump’s record on
Israel, namely his decisions to move the US embassy to Jerusalem,
recognize Israeli sovereignty over the Golan Heights and withdraw from
the Iran nuclear deal.But some didn’t stop there.“It was the greatest
honor of my life, to serve as Vice President with President Donald
Trump,” said Mike Pence, who was one of the more effusive speakers in
his remarks about the former president.Former Israeli ambassador to the
US Ron Dermer argued that Trump should’ve won a Nobel Peace Prize for
his administration’s brokering of the Abraham Accords — the series of
normalization agreements between Israel and Arab states — an argument
that was positively received by the cheering crowd.“Israel had the best
friend in the White House since the establishment of the Jewish state,”
Graham said of the former Republican president.But the GOP Senator also
offered somewhat of a caveat, telling the crowd, “I tried to get him to
talk about his presidency in terms of policy,” as if to say that Trump
was mistakenly focusing on other issues.Senator Ted Cruz took a similar
approach in his remarks on Friday evening, stating that Trump
“demonstrated extraordinary courage” in moving the US embassy and
withdrawing from the Iran deal. But in both cases, he suggested that the
president made those decisions because Cruz “engaged actively, directly
and repeatedly” with Trump, who he claimed was apparently in need of
the senator’s guidance.Trump’s one-time UN ambassador Nikki Haley,
Florida Governor Ron DeSantis, New Hampshire Governor Chris Sununu,
South Dakota Governor Kristi Noem and Senate Majority Leader Kevin
McCarthy each pointedly praised Trump, while focusing largely on their
own personal records, particularly on domestic issues.“Everybody seems
to think that the way to appeal to the Jewish vote is to talk about
Israel, Israel, Israel,” RJC Executive Director Matt Brooks told
reporters in a Saturday briefing.“The reality is the Jewish community,
like the mainstream community, cares about a lot of different things.
They care about jobs, the economy and certainly education,” said
Brooks.“So we’ve been talking about education as a Jewish value —
whether it be school choice or parental involvement. We know that this
issue has resonated with Jewish voters for a long time,” he said,
turning to one of the most emphasized issues at the conference — and
Youngkin’s successful campaign — where attendees booed at mentions of
critical race theory and the shuttering of schools during the

2021-Former New Jersey Governor Chris Christie also focused on domestic
affairs in his Saturday remarks, but he also made a point in going
further than any other candidate in repudiating Trump, who continues to
call into question the results of the 2020 election.“We can no longer
talk about the past and past elections. No matter where you stand on
that election, it is over. Every minute that we spend talking about
2020, all the wasted time that we’re there, Joe Biden, Kamala Harris,
Nancy Pelosi and Chuck Schumer are laying ruin to this country. We
better… take our eyes off the rear-view mirror and start looking through
the windshield,” he said to tepid applause from large parts of the
crowd.The swipe did not impress Boris Epshteyn, Trump’s former special
assistant who was also in the audience on Saturday.“We cannot move
forward in this country until we get to the bottom of what happened in
the 2020 election,” he told The Times of Israel. “We need forensic
audits and canvasses all across the country. I am confident that those
audits will prove that President Trump won.”“Governor Christie is
absolutely entitled to his opinion, but it does not represent the
current view of a huge majority of the Republican Party,” he added.‘It’s
not about Trump’The RJC leadership appeared to view things differently
though.Trump was invited to address the conference, but he did so
virtually, sending a pre-recorded address.But the cameo was not
advertised by the RJC ahead of time like every one of the other
speakers, in what appeared to have been a decision aimed at downplaying
the appearance.“I think the elections Tuesday night in Virginia, New
Jersey on Long Island and across the country showed that it’s about the
here and now, and that it’s not about President Trump or anybody else,”
said RJC Board Member Ari Fleischer, a former White House Press
Secretary for George W. Bush.At the same time, he pushed back against
the notion that avoiding talk of Trump was unique to the upcoming
midterm, pointing to the 2009 election “when people didn’t want Bush
coming to their events.”“I think you’re going to see a lot of candidates
look to the Youngkin model, not just in avoiding Trump, but in
messaging that brings voters back home,” Brooks told JTA ahead of the
conference.He also pushed back against the desire to frame the
conference through a Trump lens.“The real stories here are the inroads
we’re making with minorities, like the Jewish community, African
American community, Hispanic community and the success we’re having

Congress attending the conference made a point in identifying themselves
exactly as such.On one end was Marco Garza, a candidate for Texas’s
15th district who called himself the “anti-establishment candidate” and
asserted that the Republican Party should be the “MAGA or Trump
party.”But there was also Nevada Senate candidate Bill Hockstedler, who
was adamant about his placement “not in the Trump camp.”“My opponent
took his endorsement. He can have it,” Hockstedler told ToI. “We can’t
keep screaming conspiracy theories and thinking that we’re going to
win.”Both Garza and Hockstedler acknowledged that on the issues relating
to Israel, there is little that differentiates the various Republican
candidates, but while the former wanted to emulate the president, the
latter talked about “returning civility to the political
discourse.”Hockstedler was critical of the “Let’s go Brandon” (code for
“F**k Joe Biden) chants that were led by many of the student attendees

spoke with felt similarly to him about the need to distance the party
from the former president.One RJC member and longtime-Republican donor
agreed.“A lot of people don’t want to talk about Trump and wish he would
just go away, but they’re afraid of saying so publicly,” the member
said on condition of anonymity.Longtime RJC member Jarrow Rogovin felt
differently.“I wouldn’t call it moving away from Trump because the
issues we want to focus on are Trump’s issues,” he said.At the same
time, Rogovin — who characterized the previous election as having been
“stolen” — said Republicans would have a better chance of winning in
2024 if they ran another candidate like DeSantis instead of Trump.“It’s a
practical understanding of what it takes to win,” he said.

school under C4I and Cyber Defense Directorate offers specialized

The Israel Defense Forces is seeking to
attract more young women to a pre-enlistment program that focuses on
cybersecurity training that they can use during their military service —
and when they enter the job force in the years to come.The pre-military
program is under the purview of the IDF’s C4I and Cyber Defense
Directorate, a branch responsible for communications and
technology-related activities of IDF forces in the field and
cybersecurity defense in the military. (C4I stands for command, control,
communications, computers, and intelligence). The directorate answers
to the Chief of Staff and works closely with the Operations Directorate,
a branch tasked with planning the use of military force.The C4I
Directorate operates the Military School for Computer Science and Cyber
Defense, which trains thousands of soldiers every year for various roles
in the Air Force, Navy, and ground forces. The school offers training
programs such as software development, data analytics, DevOps (software
development combined with IT operations), and cyber defense, and is
headed by Lieutenant Colonel Liat Litvak who took up the role this
summer.Litvak told The Times of Israel in a recent interview that these
programs have historically drawn fewer young women than men, and the
school is working to change this with a specialized pre-military
program, or mechina in Hebrew.“We have ‘open days’ where anyone can come
in, get more information, sit down for a test, and if they pass, they
can become candidates for the school. The test is for everyone and they
don’t need any prior experience but fewer women usually come in for it,”
she explained, which is why the school embarked on forming the
preparatory mechina.“We want to reach people of all backgrounds,
educational and socioeconomic, and not just those who have computer
science knowledge,” said Litvak.Following a screening exam that tests
for cognitive and mathematical abilities, the female candidates who are
accepted begin the seven-week preparatory program during which they are
taught skills such as the basics of programming, software development,
and principles of cyber defense, as well as strategies like how to
conduct advanced research and set professional and personal goals.
There’s also an emphasis on personalized approaches and weekly sit-downs
with instructors who closely follow the students’ progress and help
them devise improvement plans.“It is a huge learning experience for them
where we provide them with the tools to take on the more rigorous and
intense courses offered by the school,” Litvak said.The 15-week cyber
defense course, for example, where men and women study together, teaches
more in-depth cybersecurity defense practices and skills as the
students prepare for their army service. “There are cyber games and
hackathons, and simulations on defending a smart city, for example, and
all types of related activities,” Litvak saiD-Currently, some 80 young
women are enrolled in the 15-week preparatory program, offered in
central and southern Israel.Private L, who participated in the mechina
and went on to complete a DevOps course, told The Times of Israel that
the experience set her on a path she hadn’t previously realized could be

too much about it at first, but I was certainly happy for the
opportunity to prove myself and to get into the pre-military courses I

computers spoke to me very much and it gave me the motivation to
continue down the road,” said Private L, whose full name can’t be
disclosed as her military role is classified.She said the preparatory
program was a challenging but enriching experience. “I learned so much
professionally and about the army in general. In addition, the program
included various fascinating social activities such as workshops,
lectures on female empowerment, personal development and more. Almost a
year after graduating from the mechina, I can say that the skills I
acquired still serve me in my military service today.”L said the mechina
gave her the opportunity to enlist in her preferred position in the IDF
and gave her the required skills, such as independent learning and
research, to do well.Litvak said that the school’s measure for success
is to “see more women go on to serve in key roles in the IDF” as well as
in the tech industry in the future.The initial results are encouraging.
“In the last cyber defense course, 50 percent more women than men

Investigators Sunday worked to determine how eight people died in a
crush of fans at a Houston music festival, as families mourned the dead
and concertgoers recounted the horror and confusion of being trapped in
the crowd.Authorities planned to use videos, witness interviews and a
review of concert procedures to figure out what went wrong Friday night
during a performance by rapper Travis Scott. The tragedy unfolded when
the crowd rushed the stage, squeezing people so tightly they couldn't
breathe.Billy Nasser, 24, who had traveled from Indianapolis to attend
the concert, said about 15 minutes into Scott’s set, things got “really
crazy” and people began crushing one another. He said he “was picking
people up and trying to drag them out.”Nasser said he found a
concertgoer on the ground.“I picked him up. People were stepping on him.
People were like stomping, and I picked his head up and I looked at his
eyes, and his eyes were just white, rolled back to the back of his
head,” he said.Over the weekend, a makeshift memorial of flowers, votive
candles, condolence notes and T-shirts took shape outside at NRG

concert.”It’s very devastating. No one wants to see or hear people dying
at a festival," Suarez said. "We were here to have a good time — a
great time — and it’s devastating to hear someone lost their lives.”The
dead, according to friends and family members, included a 14-year-old
high school student; a 16-year-old girl who loved dancing; and a
21-year-old engineering student at the University of Dayton. The

double the number of homes in the Jordan Valley, in order to reach 3,000

testimonies of two men who said that Uchovsky sexually assaulted them in
recent years. Since then, a third person has also told the station he

have notified police of incidents regarding Uchovsky, including some in

come against him like a whirlwind, with chariots, and with horsemen, and
with many ships; and he shall enter into the countries, and shall
overflow and pass over.

The Palestinian
Authority on Sunday slammed Israel for resisting the promised reopening
of the US consulate in Jerusalem, a move that would restore Washington’s
main diplomatic mission for the Palestinians in the city.Prime Minister
Naftali Bennett said late Saturday there was no room in Jerusalem for
another American mission.US President Joe Biden has pledged to reopen
the consulate, but the issue has been a sticking point between Israel
and the US, as well as among some members of Congress.Last month, a
senior official in the US State Department told senators that Israel’s
permission would be required before the United States could reopen the
consulate.The consulate was shuttered by then-US president Donald Trump
in 2019 and its staff was folded into the US embassy — which had been
moved from Tel Aviv to Jerusalem a year earlier — in what the
Palestinians view as a downgrading of their ties with the US.Though
reopening the consulate, which is located in the west of the capital and
not East Jerusalem, could help mend US ties with the Palestinians
ruptured under Trump, Israel says such a move would challenge its
sovereignty over the city.In a statement, the Palestinian Authority
Foreign Ministry said it views the reopening of the consulate as part of
the international community’s commitments to ending Israel’s
decades-long occupation of territories the Palestinians seek for their
future state.“East Jerusalem is an inseparable part of the occupied
Palestinian territory and is the capital of the state of Palestine.
Israel, as the occupying power, does not have the right to veto the US
administration’s decision,” the statement said.Asked Saturday night
about the consulate at a press conference, Bennett repeated Israel’s
position on Jerusalem.“There’s no room for another American consulate in
Jerusalem,” he said. “Jerusalem is the capital of one state and that’s
the State of Israel.”Foreign Minister Yair Lapid suggested the consulate
could instead be opened in the Palestinian administrative center in
Ramallah in the West Bank. The Palestinians reject the idea because it
would undermine their claims to Jerusalem.Asked about the issue during a
press conference alongside Lapid in Washington last month, US Secretary
of State Antony Blinken reiterated the Biden administration’s intention
to proceed with the plan. “As I said in May, we’ll be moving forward
with the process of opening a consulate as part of deepening those ties
with the Palestinians,” he said.Behind closed doors, Lapid reportedly
warned Blinken that such a move could risk toppling the coalition
government.Israel views Jerusalem as its eternal, undivided capital. The
Palestinians seek the eastern part of the city, which Israel gained in
the 1967 Six Day War and later annexed, as the capital of their
hoped-for state.The consulate is emerging as another point of friction
between Bennett’s government and the Biden administration, which has
moved to restore traditional US foreign policy toward Israel and the
Palestinians after the Trump White House largely sided with Israel on
issues related to the conflict.Blinken has not provided a firm date for
the reopening.
