Canada's Labour Minister Steven MacKinnon is intervening to end a work stoppage that saw this country's two largest railways grind to a standstill Thursday, by forcing the parties into binding arbitration.Announcing the major move from Parliament Hill, MacKinnon said he is invoking powers under Section 107 of the Canada Labour Code to direct the Canada Industrial Relations Board (CIRB) to "assist the parties in settling the outstanding terms of their collective agreements by imposing final binding arbitration."MacKinnon has also ordered the board to extend the term on the parties' current collective agreements until new deals are signed, and is calling for operations on both railways to resume "forthwith." The move has been met with relief from some and sparked condemnation from others."Canadians must be assured that their government will not allow them to suffer when parties do not fill their responsibility to them at the bargaining table, especially where worker and community safety is at stake," he said, following a day of key meetings with stakeholders.In a first-ever simultaneous work stoppage, Canadian National Railway (CN) and Canadian Pacific Kansas City (CPKC) locked out Teamsters Canada rail workers early Thursday morning after months of failed negotiations, where safety issues, wages and what the union called a "forced relocation scheme" for workers were top issues in the talks.The unprecedented labour dispute snarled supply chains and complicated commutes for thousands across Canada.Contract talks continued as picket lines went up, demonstrators marched in front of the rail companies' headquarters in Montreal and Calgary, and thousands of railcars carrying a range of goods sat parked.At the same time, business groups, impacted industry leaders, as well as some premiers pressed the federal government to act given the critical transport lines – when running – carry more than $1 billion worth of goods each day, according to the Railway Association of Canada.As of 4:40 p.m. ET, when MacKinnon announced he'd be stepping in, an agreement between the parties remained "elusive," the minister – just over a month into the job – told reporters."Collective bargaining negotiations belong to these parties, but their effects and the impacts of the current impasse are being borne by all Canadians," MacKinnon said. "As minister of labour, I'm using my authorities … to secure industrial peace and deliver the short- and long-term solutions that are in the national interest."Work begins to restart railways-It remains unclear when exactly rail operations will resume, though the minister expressed hope it will be within a few days, as the impacts both on the daily lives of millions of Canadians and the economy "cannot be understated."MacKinnon said the lack of clarity is because as an arms-length body, the CIRB now has to consult with the parties involved before rendering a decision on next steps."Obviously, I'm acting at a very early stage here and hoping they will act with similar dispatch … but again, I want to be deferential to the process that will unfold here," he said.In response to the federal government forcing arbitration, CN ended its lockout and said in a statement that it is now working on a "recovery plan," as the company is "satisfied that this labour conflict has ended."CPKC is "preparing to restart railway operations," but won't reveal further details on timing, until it receives the CIRB order. "We regret that the government had to intervene because we fundamentally believe in and respect collective bargaining; however, given the stakes for all involved, this situation required action," CPKC president and CEO Keith Creel said in a statement.Both railways had called for binding arbitration, a move the union rebuffed.Teamsters Canada said it will also be reviewing the minister's referral and the CIRB response, but that "picket lines remain in place."The union said it is "deeply disappointed by this shameful decision," and accused the Liberals of resorting to binding arbitration because they couldn't garner enough support for a legislated resolution."The government has allowed CN and CPKC to sidestep a union determined to protect rail safety. Despite claiming to value and honour the collective bargaining process, the federal government quickly used its authority to suspend it, mere hours after an employer-imposed work stoppage," a statement from Teamsters Canada said.Prime Minister Justin Trudeau had hinted earlier that the federal government would come forward with actions before the end of the day "to make sure that the right solution is found quickly for the economy.""We're taking it so seriously. The minister is engaged directly. We are not taking this lightly, obviously, because Canadians across the country are worried about it," Trudeau said Thursday in Sherbrooke, Que., in front of a manufacturer that would have been impacted if the shutdown continued much longer."Collective bargaining is always the best way forward. The Liberals' actions are cowardly, anti-worker and proof that they will always cave to corporate greed, and Canadians will always pay for it," he said in a statement.While the Bloc Quebecois was noncommittal on what the federal government should do, Conservative Leader Pierre Poilievre, who is trying to court working-class voters – and backed the Liberals' recent anti-scab law – has avoided commenting on the situation.Ahead of MacKinnon's announcement, former Conservative labour minister Lisa Raitt said the federal Conservatives didn't need to weigh in until the federal government announced its next steps.Saskatchewan Premier Scott Moe applauded the federal government for acting, saying that the move will "ensure our Canadian products are moving to market again. "Echoing this, Alberta Premier Danielle Smith called for operations to resume "immediately," as "each day this disruption continues will have costly impacts on our economy, workers, businesses, families and farmers."The federal government also announced Thursday plans to dig into the root causes behind the work stoppage."It is the government's responsibility to ensure industrial peace in this critically vital sector," MacKinnon said. "Thus, we will be examining why we experience repeated conflicts in the railway sector and the conditions that led to the parallel work stoppages we are seeing."U.S. counterparts say 'huge relief'-U.S. lawmakers were closely watching the work stoppage on this side of the border, given the impacts to routes linking their goods across the continent.Downplaying the pressure he faced from his American counterparts and business leaders, MacKinnon said the conversations he had in the lead-up to forcing the parties to iron out a deal were "very helpful.""I would categorize it, or characterize it, as helpful advice, understanding, and those relationships are extremely strong and I know the government is very grateful for them," he said.Speaking to CTV News Chief Political Correspondent Vassy Kapelos at the Democratic National Convention in Chigaco ahead of the Canadian government's announcement, U.S. Rep. Haley Stevens from the key border state of Michigan said the rail stoppage was "significant" every minute it went on.Later, her colleague Congressman Dan Kildee expressed relief that the rail stoppage was on its way to being resolved."It's a huge relief. I mean, our supply chain relies on the rail sector, and in Michigan in particular... We've been through this ourselves," Kildee said. Using powers granted under the Emergencies Act, the federal government has directed banks and other financial institutions to stop doing business with people associated with the anti-vaccine mandate convoy occupying the nation's capital.According to the regulations published late Tuesday, financial institutions are required to monitor and halt all transactions that funnel money to demonstrators — a measure designed to cut off funding to a well-financed protest that has taken over large swaths of Ottawa's downtown core.What new powers do the banks have under the Emergencies Act? The government's new directive, called the "emergency economic measures order," goes beyond asking banks to simply stop transferring funds to protest organizers. The government wants banks to stop doing business with some people altogether.The order says that banks and other financial entities (like credit unions, co-ops, loan companies, trusts and cryptocurrency platforms) must stop "providing any financial or related services" to people associated with the protests — a move that will result in frozen accounts, stranded money and cancelled credit cards.The government is also ordering insurance companies to suspend policies on vehicles that are part of an unlawful "public assembly."These financial institutions can't handle cash, issue a loan, extend a mortgage or more generally facilitate "any transaction" of a "designated person" while the Emergencies Act is in place.The regulations define a "designated person" who can be cut off from financial services as someone who is "directly or indirectly" participating in a "public assembly that may reasonably be expected to lead to a breach of the peace," or a person engaging in "serious interference with trade" or "critical infrastructure."Banks also are required to "disclose without delay" the "existence of property in their possession or control" or "any information about a transaction or proposed transaction" related to a "designated person" to both the RCMP and the Canadian Security Intelligence Service (CSIS)."Those authorities are now in force and they're being used," said Public Safety Minister Marco Mendicino. "It's incredibly important that we follow the money."What does this mean for convoy donors? There are questions about how widely this policy will be applied — whether, for example, the thousands of donors to the GoFundMe and GiveSendGo fundraising campaigns in support of this anti-mandate movement are also considered "designated persons" under the law.The regulation's definition of a "designated person" also includes people who "provide property to facilitate or participate in any assembly." In other words, under these regulations, anyone sending funds to support these protests could be facing a shaky financial future.A senior government official, speaking to reporters at a technical briefing on the Emergencies Act, said these measures are designed to target "key sources of funding."A CBC News analysis of hacked data about those who donated to the protest convoys through GiveSendGo found more than half of the donations came from the U.S. It’s raising concern about foreign funding of political activity."The economic order does require financial service providers to do some due diligence around the property they own of entities and individuals involved in the illegal protests," the official said."I think it makes sense to focus first on key issues and key sources of funding. I think that's certainly the intent of the order — to ensure that funding is limited."The Emergencies Act and its associated regulations are in effect for only 30 days; that period could be shorter if Prime Minister Justin Trudeau and his cabinet revoke it or if Parliament scuttles it after a vote. But a senior government official said there could be long-term implications."For the most part, financial institutions can decide who they do business with and they may decide to cease offering financial services," the official said.Mark Blumberg is a lawyer at Blumberg Segal LLP who specializes in non-profit and charity law. In an interview, he said that while the Emergencies Act gives banks time-limited powers, these institutions "may just decide to shut the person's account down" because there could be "huge risks" for banks servicing these customers in the future.How will this 'de-banking' process play out? Under the regulations, the banks have a "duty to determine" who among their customers is considered a "designated person" who should be denied financial services. The regulations stipulate it is up to the banks to "determine on a continuing basis whether they are in possession or control of property that is owned, held or controlled by or on behalf of a designated person."Banks will be working with law enforcement to decide who should be "de-banked."A senior government official said "information will flow back and forth" between the RCMP and the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), the government's financial intelligence unit.Police could gather the names and licence plate numbers of people participating in a protest or an unlawful assembly and share that information with FINTRAC, the official said.A spokesperson for the Canadian Bankers Association, the industry group that represents 60 domestic and foreign banks, said its members will "follow all applicable laws and regulations" but it doesn't anticipate too much disruption."All financial service providers, including banks, covered by the federal Emergencies Act will need to diligently implement the required measures, as stipulated by the government in the corresponding emergency economic measures order, which are not expected to impact the vast majority of customers," the spokesperson said."Short term, freezing or seizing funds associated with the convoy isn't likely to have an immediate impact," said former CSIS senior strategic analyst Jessica Davis. "Over the medium term, I would say that this is probably more likely to put a lot of financial pressure on the people who are participating in the protest. They aren't going to be able to do things like pay bills, pay their hotel bills - they will eventually run out of supplies as well."What impact could these measures have on the Ottawa occupation? Jessica Davis, president of Insight Threat Intelligence and a former CSIS strategic analyst, said these measures are likely to put "a lot of financial pressure" on the people organizing this protest.With access to bank accounts and credit cards and other financial instruments suspended, protesters won't be able to pay for things like hotel and fuel bills and the costs associated with their street parties and other activities.Because the organizers of this protest have been so public about their participation on social media, "banks won't have a hard time identifying who these people are," Davis said."These measures will have an immediate financial impact," she said.Protesters cook breakfast and give out snacks and drinks at the corner of Slater and Bank streets as the convoy protest against COVID-19 restrictions continues. (Justin Tang/The Canadian Press)-Over the longer term, Davis said, it may be hard for some of the truckers participating to ever find work again because they could lack the necessary insurance to operate a big rig."Paying bills, paying rent and any kind of day-to-day financial transaction can be stopped for people who are part of the protest movement," she said.There may also be some "unintended consequences" from frozen accounts, such as suspended alimony and child support payments, Davis said. "It's going to be very difficult for them."While these measures might help to bust up a protest that has severely disrupted the nation's capital, Davis said they could also further "radicalize" a group that is already concerned about government overreach."This will further entrench their ideas and their mindset," she said.Are there any legal implications for the banks? Banks have been granted immunity against legal action in the event of disputes over whether someone should have been denied financial services."No proceedings under the Emergencies Act and no civil proceedings lie against an entity for complying with this Order," the regulations read.

reported their first symptoms, they postponed testing. During this
critical period, they were spreading the disease to others.The findings
highlight a significant gap in timely disease management, the
researchers said, and can help improve public health strategies.The
researchers likened the spread of infectious diseases to controlling the
spread of wildfires, as in both cases early detection is crucial.Nearly
all infectious diseases begin silently and progressively worsen until
clinical symptoms appear. During this period, people decide how to
modify their social activities and when to seek diagnostic tests and
treatment.During the study, 4,795 Israelis over 18 years of age wore a
smartwatch that continuously monitored key physiological parameters,
including pulse and heart rate.These biomarkers reveal information about
our body’s two most important systems: the heart and the brain, said
Yamin.“When a person becomes ill, most of the focus goes to the immune
system that is battling the disease,” he said. “Our brain constantly
consumes energy, burning oxygen provided by the cardiovascular system,
and consequently, any change in our activity or condition is immediately
reflected in a change in our heart rate.”In addition to wearing the
smartwatches, the participants answered a daily series of questions
about how they felt physically and mentally, including if they felt any
specific symptoms.They also received home test kits for the three
diseases, which they used at their discretion.Over the two years, the
researchers collected 800,000 questionnaires; this data was compared
with parallel data from the smartwatch.Altogether, the data included 490
episodes of influenza, 2,206 episodes of COVID-19, and 320 episodes of
GAS.The researchers then built special models that identified the three
points in time following exposure to an infectious disease.With
COVID-19, for example, the patient’s heart rate changed 96 hours after
exposure, yet it took another 34 hours for the person to notice
symptoms. Then, it took 64 more hours for them to use the home test
confirming the disease.“Consequently, for quite a long interval, from
exposure to testing, they did not change their social behavior,
spreading the disease to others,” said Shmueli.“We found that on
average, people performed the test and changed their behavior when the
disease was already past its peak” and the chance of infecting others
was lower, Shmueli said.The subjects also waited 68 hours on average
before they tested themselves for influenza and 58 hours for GAS.“The
delay between digital diagnosis and testing is thus extremely crucial,”
Shmueli said.Using digital diagnosis can significantly reduce the spread
of infectious diseases because people might change “their social
behavior at a much earlier stage of the disease,” Yamin said.If this
happens, then people with COVID, who normally infect an average of three
people, would infect less than one other person.If “every sick
individual transmits the disease to less than one other person, the
disease soon dies out,” he said, effectively eliminating the next
pandemic.Early detection is the most effective-Early diagnosis is also
critical for effective treatment, the researchers said.Existing
treatments for COVID-19, for instance, are very effective only when
given early on, preventing severe illness, hospitalization, and even
death.“Infectious diseases pose the greatest threat for a global
catastrophe,” Yamin said. People travel all over the world and
potentially spread new diseases.“Modern technology can help us combat
this danger and devise more effective public health strategies,” the
researchers said.“Smartwatches are a relatively new technology, with
enormous potential,” said Yamin. “There are ever more sensitive and
accurate wearable sensors constantly being developed. Ultimately, this
can be a high-impact tool for preempting future pandemics.”

Wednesday morning saying bombs had been planted on their premises and
would be detonated later that day, community groups said.No bombs were
reported to have been found as of Wednesday afternoon, although local
media said that investigations were still ongoing.“This was a threat
that we took very seriously,” a spokesperson from B’nai Brith Canada
told local news channel CP24. “We’re very grateful for the swift
response from law enforcement to the threat.”Eta Yudin, Quebec

there was “no imminent threat,” and that the threat seemed to be

picked a cabinet of consensus with names palatable to all of the power

choices.Underlining that point, Pezeshkian immediately posted an image
online with him standing next to Iran’s judiciary chief, a Shiite
cleric, and the country’s parliament speaker, a hard-liner he once faced

ship traveling through the Red Sea came under repeated attack Wednesday,
leaving the vessel “not under command” in an assault suspected to have
been carried out by Yemen’s Houthi rebels, the British military said.Few
details were immediately available about the attack, though it comes
during the Houthis’ months-long campaign targeting ships over the
ongoing Israel-Hamas war in the Gaza Strip.The attack saw men on small
boats first open fire with small arms some 140 kilometers (90 miles)
west of the rebel-held Yemeni port city of Hodeida, the British
military’s United Kingdom Maritime Trade Operations Center said.Three
projectiles also hit the ship, it added. It wasn’t immediately clear if
that meant drones or missiles.“The vessel reports being not under
command,” the UKMTO said, likely meaning it lost all power. “No
casualties reported.”The Houthis did not immediately claim the attack,
though it can take them hours or even days before they acknowledge one
of their assaults.The Houthis have targeted more than 80 vessels with
missiles and drones since the war in Gaza started in October. They

vehicle in the Mieh Mieh Palestinian refugee camp near the coastal
Lebanese city of Sidon, killing a Fatah official, marking the first such
attack reported on the Palestinian group in over 10 months of
cross-border clashes.The Hezbollah attack on Katzrin came hours after
the Israel Defense Forces carried out a series of airstrikes in Lebanon,
while targeting Hezbollah weapon depots deep in the country.According
to the IDF, a barrage of some 50 rockets was launched in the attack on

vandalism and violence in our city. … We’re going to continue to protect
the city.”Snelling said with more protests planned, his department is
prepared to deescalate situations whenever possible.“Again, we’re up to
the challenge,” Snelling said. “The city is up to the challenge.”The
park where the most arrests were made, located a block from the
convention arena, served as a destination point for a march of thousands
calling for a cease-fire in the Israel-Hamas war. Several dozen
activists broke off from the main group, breached the fencing, and were
pushed back by police.Authorities said the inner security perimeter
surrounding the United Center was not breached and there was no threat
to those attending the convention.On Tuesday morning, an extra line of
fencing was installed at the park and the tall metal barriers were
reinforced to prevent protesters from lifting and removing the panels.
No police officers or protesters were in the park early Tuesday.The 13
people arrested during Monday’s protest were detained on charges ranging
from criminal trespass and resisting and obstructing an arrest, to
aggravated battery of police officers, Snelling said.At least 10 of them
were arrested in connection with the fence, he said.Snelling said he
did not connect those who tore down the fence with the entirety of the
march. He said the vast majority of participants were peaceful, and he
praised his officers’ conduct in the moment.The Chicago chapter of the
National Lawyers Guild said two of the people arrested were
hospitalized. Snelling said they were not taken to the hospital for
injuries, but “so they could be provided the treatment they needed when

with Netanyahu, Biden stresses urgency of ceasefire-hostage deal-Harris

on Wednesday as efforts to reach a hostage deal floundered after recent
optimism that a breakthrough was in the works.Vice President Kamala
Harris, the Democratic presidential candidate, also joined the call,
according to the White House.During the call, Biden “stressed the
urgency of bringing the ceasefire and hostage release deal to closure
and discussed upcoming talks in Cairo to remove any remaining obstacle,”
the White House said in a readout of the conversation.The two leaders
also “discussed active and ongoing US efforts to support Israel’s
defense against all threats from Iran, including its proxy terrorist
groups Hamas, Hezbollah and the Houthis, to include ongoing defensive US
military deployments,” the brief US readout added.Netanyahu’s office
would not comment on the conversation.Biden’s Secretary of State Antony
Blinken was in the region this week pushing an American “bridging
proposal” designed to get beyond disagreements between Israel and Hamas
over issues like IDF deployment on the Gaza-Egypt border in the event of
a deal.Speaking to the press on Monday, Blinken praised Netanyahu for
backing the proposal.But Blinken’s approach rubbed some the wrong way.
Two Arab officials from a mediating country and a third official
involved in the talks told The Times of Israel that Blinken went too far
to accommodate Netanyahu’s positions on continued IDF presence in the
Philadelphi and Netzarim corridors.An Arab official lamented that
there’s no point in holding the planned high-level gathering of
negotiators later this week in Cairo unless the US pressures Netanyahu
to back off his new demands and amends its bridging proposal
accordingly.A second Arab official expressed bewilderment at Blinken’s
repeated public insistence in recent days that Netanyahu backs the US
bridging proposal, arguing that this inaccurately frames Hamas as the
lone obstructionist party.The Arab official pointed to comments that the
Israeli premier has continued to make about the need for a permanent
Israeli military presence in the Philadelphi Corridor to prevent weapons
smuggling from Egypt into Gaza.A third official involved in the talks

had drawn up a “bridging proposal” that closes the “remaining gaps”
between Israel and Hamas “in the manner that allows for a swift
implementation of the deal.”This bridging proposal, they said in a joint
statement, had been delivered to Israel and to Hamas — which did not
participate in the talks, but was present in Doha.On Monday, the
indefatigable US Secretary of State Antony Blinken held three hours of
talks with Benjamin Netanyahu, at the end of which the prime minister
issued a one-sentence statement pledging Israel’s “commitment to the
current American proposal.” Evidently, few people believe much of what
Netanyahu says these days because, The Times of Israel apart, the prime
minister’s declared acceptance of the proposal was barely reported in
Israel or abroad.Several hours later, however, at a press conference in
Tel Aviv, Blinken himself stated explicitly that Netanyahu was indeed on
board. At their “very constructive meeting,” the secretary said,
Netanyahu “confirmed to me that Israel accepts the bridging proposal”
offered by the US last week in Doha “to try to bridge the gaps that
remain between the parties.” The secretary stressed the point: “He
supports it.”What remained, Blinken went on, was for Hamas to give its
consent — “It’s now incumbent on Hamas to do the same,” he said. After
that, the parties, with the help of the mediators, would need to “come
together and complete the process of reaching clear understandings about
how they’ll implement the commitments that they’ve made under this
agreement.”That wording on the transition from approval of the bridging
proposal to negotiating its implementation, one might note, was less
than linear. And it wasn’t much more direct when Blinken tried to
explain a second time: “The next important step is for Hamas to say
yes,” he repeated, “and then, in the coming days, for all of the expert
negotiators to get together to work on clear understandings on
implementing the agreement.”But the bottom line seemed plain. The US,
backed by Qatar and Egypt, had presented a bridging proposal to close
the gaps between Israel and Hamas that had held up a new deal for more
than eight months since the weeklong truce in November. Israel had
endorsed the new proposal. If Hamas were to do the same, the effort
would advance toward implementation.-Clouds gather-Since Monday evening,
however, this relatively clear picture has clouded over. Unlike the
late May Israeli proposal on which subsequent negotiations have been
based, which has been published (by ToI here), the “bridging proposal”
has not.Confusing, even contradictory reports have emerged on what it
may contain — including, importantly, whether it accommodates all, some
or none of the four nonnegotiable demands Netanyahu has been reiterating
in recent weeks: for an ongoing Israeli presence on the Philadelphi
Corridor along the Gaza-Egypt border to prevent Hamas rearming; for a
mechanism to prevent armed fighters returning from southern to northern
Gaza across the Netzarim Corridor; for the release of the largest
possible number of living hostages in the first six-week phase of the
deal, and for Israel’s right to resume fighting until Hamas is
destroyed.On the face of it, it would seem unthinkable that Netanyahu
would have accepted the American bridging proposal if those demands were
not accommodated. And indeed, the prime minister reportedly told a
meeting Tuesday with relatives of soldiers slain on October 7 and of
hostages that, for a start, “Israel won’t leave the Philadelphi Corridor
and the Netzarim Corridor under any circumstances.”But it would also
seem unthinkable that Hamas, which has been unyielding in its demand for
a permanent ceasefire and a full Israeli withdrawal from Gaza, would
accept such terms. Indeed, Hamas’s officials have issued several
statements rejecting the American proposal, and are also now disputing
the widely reported assertion of recent weeks that it was prepared to
implement the first phase of the deal, in which it aims to secure the
release of large numbers of the most dangerous Palestinian terrorists
from Israel’s jails, without an upfront Israeli commitment to a
permanent end of the war. Yahya Sinwar, the architect of the October 7
invasion and slaughter in southern Israel who is now effectively the
sole voice of Hamas, has yet to offer his personal response from the
depths of Gaza, but is widely expected to confirm that the proposal is a
nonstarter.Curiously, however, while the mediators on Friday depicted
the “bridging proposal” as their formula to close the gaps, and Blinken
on Monday underlined that Netanyahu had accepted and it was “now
incumbent on Hamas to do the same,” the secretary in Doha on Tuesday
called for “maximum flexibility – from the Israeli government and also
from Hamas’s leadership.”His full quote, which has not been widely
reported, specified that he was making this request in the context of
work on implementing the agreement: He said Hamas “should be prepared to
endorse [the bridging proposal], just as Israel has endorsed it. And
then the critical thing is getting clear understandings on
implementation of the agreement, and there are some complicated pieces
of business that are involved there. That’s exactly why it’s so
important that the negotiators who are working the details of this have
maximum flexibility – from the Israeli Government and also from Hamas’s
leadership – so that we can actually bring this to a conclusion, bring
it over the finish line.”But that appears to be a case of putting the
cart before the horse. In theory, no further flexibility is required
from Israel as regards the bridging proposal — since, whatever it
contains, Israel has backed it. But tremendous and unlikely flexibility
is required from Hamas before anybody can get moving on negotiating the
terms for implementation, sinceHamas has yet to accept the bridging
proposal and is showing every sign of rejecting it.What might be going
on -Did the US go further than Qatar and Egypt would have wanted in
Netanyahu’s direction when drawing up the terms of the bridging
proposal? That, reportedly, is what Netanyahu’s own negotiators have
been telling him.Specifically, according to multiple Hebrew media
reports, they returned from Doha last weekend to deliver the good news
that the US had moved closer to Israel’s positions, but also stressed
that he would have to give ground on the Philadelphi Corridor deployment
or there would otherwise be no deal.The Egyptian and Qatari mediators,
they reportedly made clear, wouldn’t even press Hamas full-force to
accept the bridging proposal as it stands.To which Netanyahu reportedly
responded that Israel’s ongoing presence along the border was a
“strategic” imperative, and that Israel needed to control all access to
Gaza or face the inevitable revival of Hamas. If it came down to a
choice between Philadelphi and a deal, Netanyahu reportedly told them,
he’d prefer Philadelphi. Those Israeli negotiators are also Israel’s
security chiefs — the head of the Mossad, the head of the Shin Bet, and a
senior point man representing the IDF — and they have reportedly
assured Netanyahu that all four of his nonnegotiable demands can be at
least partially accommodated. At Philadelphi, for instance, they have
reportedly argued that Israel can secure terms under which it monitors
what plays out along the border during the crucial, first six-week phase
of the deal, and that any attempts by Hamas to bring in weaponry would
be regarded by the mediators as a violation that would justify the IDF’s
immediate intervention. Indeed, that would remain the case as the deal
progressed, if it progressed, and beyond.Some reports in the past two
days have claimed that Blinken recognizes that the bridging proposal is
anything but the last word; that as he said in Doha on Tuesday, “these
things sometimes take more time than you want”; that he has at least
staved off Iran’s threatened revenge against Israel for the killing (by
Iranians?) of Hamas’s leader Ismail Haniyeh in Tehran three weeks ago,
and enabled the Democratic National Convention to get going without Gaza
too prominent a global headline.Danny Elgarat, whose brother Itzik is
one of the now 105 hostages from October 7 still held captive in Gaza,
takes a very different view. In an Army Radio interview on Wednesday
morning, Elgarat proclaimed that Netanyahu, having given the US his okay
on the bridging proposal, is “no longer relevant.”In Elgarat’s
assessment, the Americans have recognized that the prime minister is a
potential saboteur of any deal. They’re giving him an alibi, Elgarat
further asserted without evidence, in that they’ve told him they’d
disengage from the region if there’s no deal and escalated hostilities,
which would mean “collective suicide” for Israel, and they will now move
to get the deal done come what may.Pushed by reporters in Doha on
Tuesday night about Netanyahu’s insistence on an ongoing Israeli
presence at Phialdephi and his other restated demands, Blinken indeed
sounded what might be termed politely dismissive: “The United States
does not accept any long-term occupation of Gaza by Israel,” he said
first. “More specifically, the agreement is very clear on the schedule
and the locations of IDF withdrawals from Gaza, and Israel has agreed to
that…“I can’t speak to what [Netanyahu’s] quoted as saying,” Blinken
went on. “I can just speak to what I heard from him directly yesterday,
when we spent three hours together, including, again, Israel’s
endorsement of the bridging proposal and thus the detailed plan. And
that plan, among other things, as I said, includes a very clear schedule
and locations for withdrawals.”The other side-You might think Netanyahu
would regard the return of the falling number of living hostages, not
just an IDF presence on the Philadelphi Corridor, as a “strategic” issue
for Israel and its capacity to emerge from the ongoing national
nightmare.You might think he would regard the need to tackle
Lebanon-based terror group Hezbollah — with its battle-tested army,
extensive tunnel networks and vast missile arsenal largely intact, and
Israel’s actual northern border being pushed inexorably south by Hassan
Nasrallah’s incessant fire — as an urgent strategic imperative. You
might even think some of Netanyahu’s most obdurate coalition partners
would recognize those priorities too. (No, forget that; the likes of
Itamar Ben Gvir are too busy stirring up the entire Muslim world against
Israel by encouraging Jewish prayer on the Temple Mount and indulging
vicious West Bank settler attacks on Palestinians.)-But ultimately,
whether Netanyahu is genuinely on board with the US plan, and whether
the US is resolutely determined to hammer a deal through this time even
if he isn’t, there is a second side to this equation: the Hamas
terrorist organization, indisputably overseen by Sinwar, the architect
of the October 7 massacre, and hellbent on Israel’s destruction.At his
press conference in Tel Aviv on Monday, Blinken declared: “So what I
would say to Hamas and to its leadership is if it genuinely cares about
the Palestinian people that it purports to somehow represent, then it
will say yes to this agreement, and it will work on clear understandings
about how to implement it. Because the single, quickest, best, most
effective way to relieve the terrible suffering of the Palestinians that
was instigated by Hamas’s attack on October 7th and the war that ensued
is to complete this agreement. So that’s really the question. Is Hamas,
is its leadership, actually looking out for Palestinian children,
women, and men who are suffering at this very moment in Gaza? And if it
is, it will agree.”But the bitter, obvious truth is that, no, Hamas does
not “genuinely care about the Palestinian people,” and no, it is not
“actually looking out for Palestinian children, women, and men who are
suffering at this very moment in Gaza.” It is, rather, determined to
destroy Israel — a goal, moreover, that Hamas and its considerable,
despicable array of loyalists and supporters in Gaza and beyond would
argue serves the wider Palestinian cause and justifies almost any
sacrifice.And Hamas, as Blinken must know, will not take any deal that
Sinwar assesses would definitively thwart that avowed genocidal
ambition.

demonstrate “maximum flexibility” in talks on a hostage-ceasefire deal,
as an American official said “maximalist” remarks attributed to Prime
Minister Benjamin Netanyahu about maintaining control of the Gaza-Egypt
border were not helpful to reaching an agreement.“It’s so important that
the negotiators working the details of this have maximum flexibility
from the Israeli government and Hamas’s leadership,” Blinken stressed in
remarks to reporters as he left Doha on Tuesday evening, adding, “These
things sometimes take more time than you want.”The rebuke from a senior
US official traveling with Blinken in the Middle East, requesting
anonymity to talk about sensitive discussions, came after Netanyahu
reportedly told hardline relatives of hostages and bereaved families in a
meeting that “Israel won’t leave the Philadelphi Corridor and the
Netzarim Corridor under any circumstances.”Netanyahu has insisted that
Israel will not withdraw from those two areas in southern and central
Gaza, respectively, and that troops must be stationed there for

presence on the Philadelphi Corridor was dooming the deal.“Maximalist
statements like this are not constructive to getting a ceasefire deal
across the finish line,” said the official, who also denied an Axios
report that said Netanyahu might have managed to convince the top US
diplomat on the issue.“The only thing Secretary Blinken and the United
States are convinced of is the need for getting a ceasefire proposal
across the finish line,” the senior administration official said.While
Blinken had reportedly been slated to meet with Qatar’s Emir Tamim
Al-Thani after sitting down with top leaders in Israel and Egypt, the
secretary only ended up getting an audience with a relatively low-level
minister, Qatar’s Minister of State at the Foreign Affairs Ministry
Mohammed bin Abdulaziz Al-Khulaifi. Speaking to reporters before
departing Qatar, Blinken said a ceasefire deal needs to get done in the
coming days, adding the United States, Egypt and Qatar would do
everything possible to get Hamas on board with the “bridging proposal”
that the US drew up at the end of last week’s Doha summit talks.“Time is
of the essence,” Blinken said. “This needs to get done, and it needs to
get done in the days ahead, and we will do everything possible to get
it across the finish line.”Hamas has issued statements rejecting the US

the group at a meeting on Tuesday that he’s “not sure there will be a
deal,” that any deal would “safeguard Israel’s interests,” and that
“Israel won’t leave the Philadelphi Corridor and the Netzarim Corridor
under any circumstances.”Channel 12 on Tuesday evening broadcast a
sequence of brief clips of Netanyahu’s remarks at the meeting which
imply, but do not fully show, that he set out some of those specific
positions: “We took hold of the Philadelphi Corridor; we took hold of
the Rafah border crossing…,” he says in one snippet. “We are making an
effort to return the hostages…,” he says in another. “But the other
issue is to retain our strategic security assets in the face of heavy
pressure at home and abroad. And we are standing firm,” he says in the
third.Meanwhile, an unnamed source in the Israeli negotiating team also
accused Netanyahu of sabotaging the talks with his Tuesday remarks, the
Kan public broadcaster reported. “Netanyahu’s statement is intended to
blow up the negotiations, there’s no other way about it,” the source
told Kan. “The prime minister knows that we are in a critical period
during which we’re working on solutions for the Philadelphi Corridor and
Netzarim ahead of the next summit.”“He knows there is progress — and
then he puts out statements that are the opposite of what was agreed
upon with the mediators,” the source added.Nonetheless, the New York
Times reported Tuesday that the US bridging proposal does allow a
reduced number of Israeli troops to continue to patrol part of the
Philadelphi Corridor.However, officials told the Times that the
suggestion of a limited IDF presence is likely to be shot down by Hamas
due to its long-held demand for a full Israeli withdrawal. It added that
Egypt has also expressed displeasure, and Egyptian officials have
warned that the extended presence of Israeli troops would pose national
security concerns for Cairo.The officials said that another of
Netanyahu’s other “non-negotiable” demands also posed issues at the
talks in Doha late last week, after the US asked to delay in-depth
conversations regarding Israel’s demand to screen displaced Palestinians
returning to the northern part of the Strip, to ensure they aren’t
carrying weapons.For now, the Biden administration has maintained that
Netanyahu is, in fact, sticking with the latest bridging proposal —
which he and Blinken separately said he had accepted on Monday.As he
left Doha, Blinken indicated opposition to Netanyahu’s reported
insistence that Israeli troops remain in the Philadelphi and Netzarim
corridors. “The United States does not accept any long-term occupation

making sure that our people come home to their families and that the

from both sides regarding the implementation of the deal. Netanyahu’s
position has been criticized in Israel, with Opposition Leader Yair
Lapid calling Tuesday for an immediate deal before the hostages “all

X. “All of Netanyahu’s attempts to sabotage the negotiations should
stop. A deal now, before they all die.”Hundreds of protesters blocked
traffic as they gathered on Begin Road in Tel Aviv Tuesday evening to
demonstrate for a hostage deal, following the recovery of the bodies of
six hostages in an overnight operation, all of whom were abducted alive
on October 7.Protesters holding images of Avraham Munder, Alex Dancyg,
Chaim Peri, Yagev Buchshtab, Yoram Metzger, and Nadav Popplewell marched
behind a banner reading “Netanyahu is sacrificing the

government of horrors.”‘We didn’t know then that we had sealed the fate
of the elderly’Israeli officials acknowledged that negotiators had the
chance to secure the release of some elderly men being held by Hamas
during the weeklong truce in November, but turned it down fearing it
would jeopardize efforts to free the remaining women
hostages.Negotiators now say they are unsure that the decision to accept
only the release of women and children, rather than men, during the
weeklong truce was the right choice to have made, Channel 12 reported
Tuesday evening.The November truce broke down after seven days when
Hamas claimed it was unable to release more civilian women and children,
and said it could instead release hostages from other categories,
namely civilian men.Israel refused, saying that it would violate the
terms of the negotiated deal, as it knew that, at that point, the terror
group was still holding roughly 17 women and two children.Now, speaking
to Channel 12, an anonymous source who was involved in the negotiations
for the truce, said that the issue of whether or not to allow Hamas to
change the terms of the deal and extend it for at least an eighth day
was “a very difficult moral dilemma.”“We didn’t know then that we had
sealed the fate of the elderly,” the source was quoted as saying. “But
de facto, we could have perhaps released them, and they died.”The report
added that National Unity MK Gadi Eisenkot, who had been an observer in
the now-disbanded war cabinet, had spoken in favor of allowing Hamas to
violate the terms of the agreement and instead release the men, arguing
that it would be better than nothing, as it would be months until the
opportunity arose again to release the hostages — men or women.It is
believed that 105 of the 251 hostages abducted by Hamas on October 7
remain in Gaza, including the bodies of 34 confirmed dead by the
IDF.Hamas released 105 civilians during a weeklong truce in late
November, and four hostages were released before that. Seven hostages
have been rescued by troops alive, and the bodies of 30 hostages have
also been recovered, including three mistakenly killed by the military
as they tried to escape their captors.Hamas is also holding two Israeli
civilians who entered the Strip in 2014 and 2015, as well as the bodies

about a ceasefire and hostages-for-prisoners deal are “on the brink of
collapsing,” Politico reported on Tuesday, citing unnamed US and Israeli
officials.While Washington has been publicly expressing optimism, the
officials said efforts to bring Hamas on board the latest proposal —
endorsed by Israel — have so far been unsuccessful, with White House
officials said to be frustrated by the Palestinian terror group’s
hardline rhetoric against it.The US outlet said this has led to growing
concern that the negotiations will fail.One of the sources was quoted as
saying, “We don’t know if [Hamas leader Yahya] Sinwar wants this deal.
But if we don’t get the deal there’s a chance that Iran attacks and this
escalates into a full-blown confrontation.”The Middle East has been
bracing for Iran’s promised retaliation over the killing of Hamas leader
Ismail Haniyeh in Tehran on July 31. Israel has neither confirmed nor
