SEOUL (Reuters) - North Korea fired a ballistic missile from a submarine on Saturday but it appears to have failed soon after launch, South Korea's military said.The launch comes at the end of a week of sharply rising tensions on the peninsula. It is only a day after the U.S. and South Korea pledged to deploy an advanced anti-missile system to counter threats from Pyongyang, and two days after North Korea warned it was planning its toughest response to what it deemed a "declaration of war" by the United States.That followed Washington's blacklisting of the isolated state's leader Kim Jong Un for alleged human rights abuses.The South's Office of the Joint Chiefs of Staff said in a statement that the missile was launched at about 11:30 a.m. Seoul time (0230 GMT) in waters east of the Korean peninsula.The missile was likely fired from a submarine as planned but appears to have failed in the early stage of flight, the Joint Chiefs said.Neighbouring Japan, the United States, and South Korea's military condemned the missile launch as a flagrant violation of U.N. sanctions.South Korea's Yonhap news agency said the missile's engine successfully ignited but the projectile soon exploded in mid-air at a height of about 10 km (6 miles), and covered not more than a few kilometers across the water.The South's military declined to confirm those details citing its policy of not publicly commenting on intelligence matters.The missile was detected in the sea southeast of the North Korean city of Sinpo, South Korea's military said. MOSCOW, July 8 (UPI) -- Russia voiced strong objections Friday to the U.S. agreement with South Korea to deploy the THAAD anti-missile system in South Korea to defend against North Korean aggression."From the very beginning of the discussion of this issue we have consistently and invariably pointed at the most dangerous consequences of such a decision and called for our partners not to make this wrong choice," the Russian Foreign Ministry said in a statement. "Unfortunately, our calls have remained unheard. Such actions, regardless of the arguments they are backed with, have the most negative effect on global strategic stability, the adherence to which is such a favored topic of discussions in Washington."The plan to install THAAD, the Terminal High Altitude Area Defense anti-missile system, in South Korea has been in development since North Korea tested a long-range missile in February. The system is designed to detect missiles and destroy them in flight. Its radar systems, however, can penetrate much of China.Immediately after the plan was announced Friday, statements from China and Russia suggested the defense system could destabilize the region.China's Ministry of Foreign Affairs voiced "strong dissatisfaction" and "firm opposition" to the deployment, suggesting the deal was made without regard to the views of other countries in the region. It warned the THAAD program could slow the denuclearization of the Korean peninsula."China strongly urges the United States and South Korea to stop the deployment process of the THAAD anti-missile system, not take any steps to complicate the regional situation and do nothing to harm China's strategic security interests," the ministry said in a statement posted to its website Friday.THAAD was designed and produced by Lockheed Martin. MESQUITE, Texas - The Dallas sniper had been sent home from Afghanistan after being accused of sexually harassing a female, and was described as a loner who followed black militant groups on social media.Micah Xavier Johnson, who fatally shot five officers and wounded seven more before police killed him with a remote-controlled bomb on Friday, lived with family members in the blue-collar suburb of Mesquite, where he played basketball for hours at a time.Friends there said the 25-year-old black man didn't seem interested in politics, but his Facebook page suggests otherwise: He "liked" black militant groups including the African American Defence League and the New Black Panther Party, which was founded in Dallas.His photo showed him wearing a dashiki and raising his fist over the words "Black Power," and his cover shot carried the red, black and green Pan-African flag.For six years starting in 2009, Johnson served in the Army Reserve as a private first class with a specialty in carpentry and masonry, the military said.In May 2014, six months into his Afghanistan tour, he was accused of sexual harassment by a female soldier. The Army sent him stateside, recommending an "other than honourable discharge," said Bradford Glendening, the military lawyer who represented him.That recommendation was "highly unusual," Bradford said, since counselling is usually ordered before more drastic steps are taken."In his case, it was apparently so egregious, it was not just the act itself," Glendening told The Associated Press. "I'm sure that this guy was the black sheep of his unit."According to a court filing Glendening read over the phone Friday, the victim said she wanted Johnson to "receive mental help," while also seeking a protective order to keep him away from her and her family, wherever they went. Johnson was ordered to avoid all contact with her.Glendening said Johnson was set to be removed from the Army in September 2014 because of the incident, but instead got an honourable discharge months later — for reasons he can't understand."Someone really screwed up," he said. Washington (AFP) - An international team of astronomers announced Thursday the discovery of a strange planet in a faraway solar system that contains not one sun, but three of them.This distant world appears even more unusual than the home planet of Luke Skywalker in the Star Wars saga, Tatooine, which orbited around two suns, according to the findings published in the US journal Science.Such binary solar systems may be relatively common in the universe, but experts say those involving three stars or more are rare."Imagine this: a planet where you'd either experience constant daylight or enjoy triple sunrises and sunsets each day, depending on the seasons, which happen to last longer than human lifetimes," said a statement from the University of Arizona, which led the astronomy team.The planet has been named HD 131399Ab, and it is located about 340 light years from Earth in the constellation Centaurus.The cosmic body is believed to be relatively young, about 16 million years old, which makes it one of the youngest planets discovered outside our solar system to date.Its mass is believed to be four times that of the gas giant Jupiter, which is our solar system's largest planet.It orbits the brightest of the three stars on a very long and wide path."For about half of the planet's orbit, which lasts 550 Earth-years, three stars are visible in the sky, the fainter two always much closer together, and changing in apparent separation from the brightest star throughout the year," said first author Kevin Wagner, a first-year PhD student who discovered HD 131399Ab."For much of the planet's year the stars appear close together, giving it a familiar night-side and day-side with a unique triple-sunset and sunrise each day," Wagner added."As the planet orbits and the stars grow further apart each day, they reach a point where the setting of one coincides with the rising of the other."The result is "near-constant daytime for about one-quarter of its orbit, or roughly 140 Earth-years."The astronomy team spotted the planet using the SPHERE instrument on the European Southern Observatory's (ESO) Very Large Telescope in Chile.SPHERE is one of the world's most advanced instruments dedicated to finding planets around other stars.SPHERE stands for Spectro-Polarimetric High-Contrast Exoplanet Research Instrument.It is sensitive to infrared light, making it capable of detecting the heat signatures of young planets.

CALGARY - The Calgary Stampede parade reserved a special spot for Fort McMurray on Friday, more than two months after a fierce wildfire forced everyone to flee the northeastern Alberta city.A contingent of first responders and staff from the Regional Municipality of Wood Buffalo marched directly behind the vintage car carrying the parade marshals, singers Jann Arden and Paul Brandt.The group carried a banner reading "Thank You Alberta" and wore t-shirts with "We are here. We are strong" printed on them.Wood Buffalo Fire Chief Darby Allen said there were some discussions around him being named parade marshal, but he thought it was more important for representatives of the region to march as a group."It is wonderful and kind of like coming home again for me," said Allen, who previously worked with the Calgary Fire Department."I was in the parade many times with the Calgary Fire Department so it's nice to bring the people down who were involved in ... the emergency for the first few days so they can meet the people and say thank you to them and we can show them some appreciation for what Calgary did for us."More than 250,000 people typically line downtown streets every year for the parade, which kicks off the western festival.Calgary Mayor Naheed Nenshi gave the Wood Buffalo crew a pep talk before the parade started."It's wonderful to have you in the front of the parade. Four persons are suspected. None have been arrested.According to Slovene media, the four suspects are the governor of the central bank Bostjan Jazbec, former vice-governors Stanislava Zadravec Caprirolo and Janez Fabijan, and the head of the central bank’s assets evaluation division, Tomaz Cemazar.According to Slovene police, there is reasonable ground to suspect that officials of a legal entity under public law took part in a scam worth €257 million.The case involved a Slovene central bank decision to cancel part of NLB’s debt, held in the form of subordinated bonds.The central bank issued the “urgent measure” on grounds that NLB was at risk due to its negative working capital - a situation in which a bank’s current liabilities exceed its monetizable assets - resulting in the multi-million euro windfall.The Slovenian National Investigation Bureau started its pre-trial investigation in December 2014 after police received several accusations of foul play.The criminal inquiry is being led by the Special Prosecutor's Office for organised crime, corruption and terrorism.For its part, the Central Bank of Slovenia confirmed on Wednesday that individual employees’ homes had been searched in connection with a pre-trial probe.It said it could not give further information due to the ongoing nature of proceedings. BRUSSELS, Today, 09:29-Opposition against the EU's free-trade deal with the United States continues to mount in the lead up to the next round of talks next week.On Thursday (7 July), organisations representing farmers and the environment, among others, sent a letter of protest against the trade talks to the head of the European parliament Martin Schulz.The European Commission is negotiating the so-called Transatlantic trade and investment partnership (TTIP) in the hope of getting a deal before the end of US president's Obama term.But the groups say the Brussels-executive has defied EU parliament demands not to discuss issues like chemicals "where the EU and the US have very different rules".David Azoulay, a senior attorney at the Center for International Environmental Law (CIEL), says the commission is ignoring parliament's recommendations to keep chemicals out of TTIP.“As it stands, TTIP threatens the EU’s ability to limit exposure to toxic chemicals by undermining its more precautionary approach to regulation," he said in a statement.The EU parliament last July had issued a set of recommendations on the trade talks.MEPs in the assembly demanded, among other things that the commission "fully respect[s] the established regulatory systems on both sides of the Atlantic."But the groups in the letter to Schulz say the EU commission is set to ignore this as well.They say the US will be granted early access to draft EU rules even before the EU parliament.Such privileged access may enable the "US government to propose certain legislation or undermine existing proposals" before the formal regulatory process has even started.The Health and Environment Alliance (Heal), an umbrella group of non-profits, warns the access is likely to increase US pressure to ease rules on things like hormone disrupting chemicals."In Europe we have banned over 80 pesticides, which are still legal in the US," said Heal's executive director Genon K.Jensen.A third issue revolves around the EU commission plan to set up an investment court system that will allow companies to challenge governments for perceived profit loss.The commission argues the court will be more transparent than the existing investor state dispute settlement.The investor state dispute settlement is a system of arbitration contained in numerous trade treaties. It is often the chosen method of solving disputes.But the groups say the new court proposal fails to respect the jurisdictions of courts of the EU and member states.Earlier this year, German magistrates described the commission's court proposal as unlawful.The commission, for its part, says it is unlikely an investor would even use its new court.A commission spokesman told this website in February that the new court would not rule on member state law or EU."Hence the ICS [investment court system] in no way alters the established court system within the EU and the member states," he said.Some 65 organisations signed the letter to Schulz.Among them are Greenpeace, the Alliance for Cancer Prevention, and Friends of the Earth Europe.
