UNITED NATIONS, United States — The United States, backed by France, Britain and Germany on Wednesday pushed for action at the UN Security Council following Iran’s launch of a satellite rocket that all four countries described as a threatening and provocative step.US Ambassador Nikki Haley argued in a letter to the Security Council that the Simorgh space launch vehicle system, “if configured as a ballistic missile” would have a range of over 300 kilometers (185 miles) and enough payload capacity to carry a nuclear warhead.“This launch therefore represents a threatening and provocative step by Iran,” said the letter signed by Haley on behalf of the four countries.Iran launched the rocket on July 27, prompting the United States to impose sanctions on six companies that Washington said were linked to Iran’s missile program.“Iran’s longstanding program to develop ballistic missiles continues to be inconsistent with UN Security Council Resolution 2231 and has a destabilizing effect in the region,” said the letter seen by AFP.Resolution 2231 was passed two years ago to endorse a landmark 2015 nuclear deal between Iran, Britain, China, France, Germany, Russia and the United States.Under that resolution which lifted sanctions in exchange for curbs on Iran’s nuclear program, Tehran is “called upon “to refrain from carrying out launches of missiles capable of delivering nuclear weapons.”Iran has repeatedly said that it is not seeking to develop nuclear weapons and is not in violation of the resolution.-What action should be taken-In the letter, the United States said the technology necessary for the space launch vehicle was “closely related to those of ballistic missiles, in particular to those of an intercontinental ballistic missile.”It argued that the missile technology control regime defined any ballistic missile system with a 500 kilogram payload and a range of at least 300 kilometers as being capable of delivering a nuclear weapon.This information should “allow the council to draw informed and timely conclusion as to what action should be taken,” said the letter.Haley has repeatedly called on the council to respond to Iran’s missile tests, but Russia has said Iran is not in violation of the resolution.The four countries called on Iran to “immediately cease” all ballistic missile activities and said the international community must also “send a clear message to Iran.”They requested that UN Secretary General Antonio Guterres report to the council on Iran’s ballistic missile and space launch activities.At a Security Council debate on preventing terrorists from acquiring weapons, Haley accused Iran of supporting armed groups with weapons, funding and training.“Weapons don’t always just ‘fall into the hands of terrorists.’ Too often, they are pushed. Jordanian king donates $1.4 million to Waqf after Temple Mount fight-Group reportedly says money will go to Islamic museum at the site and a cash bonus for its workers-By Stuart Winer August 2, 2017, 7:01 pm-THE TIMES OF ISRAEL

Jordan’s king on Wednesday announced that he would donate 1 million Jordanian dinars ($1.4 million) to the Waqf Islamic Trust, which administers the Temple Mount compound in the Old City of Jerusalem.The money is seen as a major show of support for the Waqf, which led protests against Israeli security measures at the holy site last month, ramping up tensions between Israel and the Arab world.The Waqf, a Jordan-based organization in charge of the Muslim holy sites on the Temple Mount, said that the money will go to the Islamic Museum in the compound and to a cash bonus of 300 dinar ($423) to each of the Waqf workers, the Hebrew media Ynet website reported.The donation comes amid strained relations between Israel and Jordan after recent violent clashes sparked following the introduction by Israel of walk-through metal detectors — later removed — at the Jerusalem holy site. New security equipment was set up in the days after a terror attack on July 14 in which three Arab Israelis killed two Israeli policemen using guns that were smuggled onto the Temple Mount.Presiding over a meeting of government ministers Wednesday, Abdullah said that Amman was closely following the situation in Jerusalem. He said the challenge in keeping calm in the city was not only related to security, but diplomatic as well.He also said Jordan was continuing to push for the prosecution of an Israeli Embassy guard who killed two Jordanians during the height of tensions last month. Israel says the guard was assaulted by one of the Jordanians in a suspected nationalistic attack.Jordan, which considers itself a custodian of Jerusalem holy sites, was seen as playing a key role in lowering tensions, releasing the guard to Israel at the same time as Israel removed the metal detectors. Security forces on Wednesday placed a cordon around the West Bank town of Yatta, hours after a Palestinian resident stabbed a supermarket worker in a central Israeli town.All traffic coming in and out of the village was being checked, the IDF said in a statement.Earlier Israeli troops raided the Yatta home of Ismail Ibrahim Ismail Abu Aram, 19, who was arrested after stabbing and critically wounding an Israeli man, at a supermarket in the city of Yavneh.Just before noon, Abu Aram attacked a 43-year-old employee of a Shufersal supermarket, stabbing him multiple times in the chest, neck and head. The brutal attack was captured by the store’s security camera (warning: graphic content).Abu Aram fled the scene but was tackled and pinned to the ground by civilian bystanders until police arrived and arrested him.The victim was rushed to the nearby Kaplan Medical Center with life threatening injuries, a hospital spokesperson said. He was still in critical condition after a seven-hour surgery, according to Channel 2 News.In the past two years of increased violence in the West Bank and Israel, several Palestinian terrorists have come from the village of Yatta, notably the two gunmen who carried out the Sarona Market terror attack in June 2016, in which four people were killed and over a dozen wounded.During the several-month wave of violence starting October 2015, Israeli forces regularly placed cordons around Palestinian towns after attacks, in a measure derided as collective punishment against residents.According to the Shin Bet security service, Abu Aram entered Israel illegally, without a required permit. WASHINGTON (JTA) — Campaigning last year for the presidency, Donald Trump said the Iran nuclear agreement was the “worst deal” he had ever seen.It was never exactly clear, however, what he intended to do about it: Appearing at the American Israel Public Affairs Committee’s policy conference in March 2016, Trump said in the same speech that he planned to “dismantle” and “enforce” it.As president, Trump appears to be edging toward dismantling. His administration recertified Iran’s adherence to the deal in mid-July, but it reportedly took the better part of a day for Secretary of State Rex Tillerson, Defense Secretary James Mattis and National Security Adviser H.R. McMaster to convince Trump to go along. Trump said afterward that he likely would not recertify by the next deadline, in mid-October.And within days of recertification, Foreign Policy reported that Trump had set up a special White House team to provide him with a path out of the deal, seemingly sidelining Tillerson, a champion of recertification. Among those on the team: Trump’s top strategic adviser, Steve Bannon, and one of his deputies, Sebastian Gorka, both known for seeking to diminish America’s commitments to international alliances.Every path out has its perils. The signatories to the 2015 deal, which trades sanctions relief for Iran’s rollback of its nuclear program, are Iran on one side and the United States, France, Britain, German, China and Russia on the other. Key to the success of any American pullout is to what degree its four partners — and other major trading partners with Iran, like South Korea and India — join in.Should the United States walk away from the deal, the dilemma for those countries is what costs more: alienating the United States by keeping up trade with Iran, or angering domestic economic interests by going along with tough US sanctions on the oil-rich country. Under the act’s broad language, there may be room for the president to stop waiving sanctions on Iran simply because he sees the deal as inadequate. Parts of the law require Iran’s adherence with the JCPOA, but others are more fungible and depend on what the president determines are US national security interests.Under those circumstances, Trump has three options: * Go to the joint commission governing the JCPOA and seek to have Iran declared not in compliance. The committee has eight members — the United States, Iran, Russia, Britain, France, China, Germany and the European Union, and decisions need a 5-3 vote. Obama pitched this arrangement as a guaranteed escape hatch because five partners at the time agreed on red lines: the United States, the three European countries and the EU.Trump’s policy of distancing the United States from some aspects of the European alliance — the withdrawal from the Paris climate accord, for instance — means that comity is no longer guaranteed. He would need a substantive argument that Iran is not complying — not just that he thinks the deal is bad one. * Exercise the US option to trigger the “snapback” of international sanctions. Under this complex mechanism, the US veto on the United Nations Security Council would prevent other parties from reversing the snapback and the whole deal would effectively be dead.Busting the deal just on Trump’s say-so could exacerbate tensions with US allies, experts said, and drive the other partners to establish a separate arrangement with Iran.“It will be difficult for the Europeans to defy Trump because of the close security and economic relations the Europeans have with the United States,” Geranmayeh said. “At the same time, I don’t think we should underestimate the European capacity to do so.” * Stop waiving sanctions, but don’t blow up the deal. This would have the advantage of satisfying Trump’s call to exit the deal while avoiding, for now, a direct confrontation with US allies, who would continue to do business with Iran under the terms of the deal. What’s uncertain is whether the United States would enforce secondary sanctions — that is, punishing companies and individuals in allied countries that do business with sanctioned Iranian entities.-Walk away, but explain why-There are signs that Trump is ready to make the case to the international community that Iran is not in compliance as a predicate to pulling out. Here are some strategies: * Iran is not complying with the “spirit” of the deal. A day after Tillerson first recertified the deal in April, Trump said at a news conference, “They are not living up to the spirit of the agreement, I can tell you that.”The reference was to Iran’s continued testing of ballistic missiles, its human rights abuses, its military interventionism in the region and its backing for terrorism worldwide.The notion that Iran must abide by the deal’s “spirit” has been perpetuated for the most part by those who opposed the deal in the first place. The Obama administration, which brokered the deal, and its European partners do not see it this way: The deal, they say, was designed to remove the threat of a nuclear Iran as a means of more effectively confronting Iran in other arenas.“Show me in black and white where there’s a definition of the ‘spirit of the deal,’” Daryl Kimball, the executive director of the Arms Control Association, a group that promoted the deal, said in an interview. “The Obama administration was crystal clear that this is a nuclear deal, this is not a deal that affects Iranian behavior in other areas.”Another tack is to insist on more intrusive inspections of some Iranian military sites, which require Iranian consent under the deal. Getting backing among US allies for this gambit would require persuasive evidence that Iran is violating the deal at these sites; that’s not necessarily a given. * Iran is not in compliance with the letter of the deal.This strategy was behind a letter last month by four Republican senators — Tom Cotton of Arkansas, Marco Rubio of Florida, Ted Cruz of Texas and David Perdue of Georgia — urging Tillerson to declare Iran not in compliance with provisions of the deal. The letter noted reports that Iran had exceeded the limits of heavy water — needed to enrich uranium — allowed under the deal, and was operating more enrichment centrifuges than permitted.The excesses have been noted by the U.N. inspection agency charged with overseeing the deal, the International Atomic Energy Agency, or IAEA, but have also been deemed not significant enough to declare Iran in violation — a posture the Obama administration embraced.Conservatives say this is typical of Iranian regime behavior, pushing the envelope as far as it can, and is dangerous.“What would be highly imprudent is to continue the Obama-era practice of offering sheepish and fainthearted certifications as a matter of course, hoping no one takes notice,” the senators’ letter said.One possible danger in pressing forward with such an approach: The international community, which places greater stock than the Trump administration does in international organizations, would see it as nitpicking and would side with the IAEA. * Provoke Iran into leaving the deal.Experts touted this strategy following Trump’s election but before he assumed office. It would involve abiding by the agreement, but increasing pressure through non-deal related sanctions, targeting Iran’s government for its missile testing and adventurism, and possibly increasing US military presence in the region. According to this theory, the resulting pressure by Iranian hardliners on the government of President Hassan Rouhani, which favors the deal, would lead Iran to pull out.The problem with this idea, said Ilan Goldenberg, a senior fellow at the Center for a New American Security and an Obama administration Middle East policy veteran, is that Trump has made it so clear he wants out of the deal that it would seem by now to be disingenuous — American allies would smell a set-up.“Nobody believes he’s acting in good faith,” Goldenberg said.-Don’t leave the deal — but make the case it must be reconfigured-The Trump administration and Congress appear to be embracing this path for now, if only by default. Congress passed new sanctions last week targeting Iran’s non-nuclear activities, and Trump keeps tacking on sanctions by executive order.The strategy, as described by Dubowitz of the anti-deal Foundation for Defense of Democracies, would be to make the case that Iran is effectively violating the agreement.“You make it clear that they’ve been violating incrementally, but not egregiously — but you also make it clear the sum total ends up being egregious,” he said. “Then you waive the existing statutory sanctions but you impose very tough, economically painful non-nuclear sanctions that target Iran’s malign behavior.”That gives the United States and partners leverage to bring Iran back to the table and address the deal’s flaws, including sunset provisions that end some of the international oversight in 15 years.

"We can't fight what we can't see out there."The Kamloops Airport tweeted Tuesday that smoke had forced several flights in and out of the area to be delayed or cancelled.Environment Canada has declared the air quality in Kamloops an 8 — or high risk — on its air quality health index.With record-breaking temperatures expected across much of the province, it will be increasingly important to ensure crews get proper hydration, nutrition and rest, Skrepnek added.Plans are also in place in case anyone needs to be airlifted out of a fire zone due to heat-related illness, but Skrepnek said he believes that hasn't happened yet this season.Evacuation order expanded-Around 3,700 people were fighting 138 fires across British Columbia on Tuesday. Over 6,000 people are under evacuation order.The Cariboo Regional District issued an expanded evacuation order for the Kluskus, Blackwater and Clisbako area, which is about 100 kilometres west of Quesnel. It's a further expansion of the order issued on Sunday, July 30.The Cariboo Regional District also issued an expanded evacuation alert for the area south and west of Quesnel to Tatelkuz Lake. WASHINGTON — President Donald Trump on Wednesday embraced legislation from two Republican senators that would place new limits on legal immigration and seek to create a system based more on merit and skills than family ties.Trump joined with Sens. David Perdue of Georgia and Tom Cotton of Arkansas to trumpet the bill, which has so far gained little traction in the Senate. The president said if approved the measure would represent "the most significant reform to our immigration system in half a century."The president has made cracking down on illegal immigration a hallmark of his administration and has tried to slash federal grants for cities that refuse to comply with federal efforts to detain and deport those living in the country illegally.But he has also vowed to make changes to the legal immigration system, arguing that immigrants compete with Americans for much-needed jobs and drive wages down.Most economists dispute the president's argument, noting that immigration in recent decades doesn't appear to have meaningfully hurt wages in the long run. Increased immigration is also associated with faster growth because the country is adding workers, so restricting the number of immigrants could slow the economy's potential to expand.The bill's supporters, meanwhile, say it would make the U.S. more competitive, raise wages and create jobs.Perdue and Cotton's legislation would replace the current process for obtaining legal permanent residency, or green cards, creating a skills-base point system for employment visas. The bill would also eliminate the preference for U.S. residents' extended and adult family members, while maintaining priority for their spouses and minor children.The bill would also aim to slash the number of refugees in half and eliminate a program that provides visas to countries with low rates of immigration.Cotton told reporters the bill would double the number of green cards available to high-skilled workers and would not affect other high or low-skilled worker visa programs such as H1-B and H2-B visas. ROME — Italian authorities ordered a German group's migrant rescue vessel seized Wednesday, alleging that its crew took on migrants directly from smugglers' boats near Libya's coast.The vessel operated by Jugend Rettet was seized in the port of Lampedusa, a tiny fishing island off Sicily, where many of the hundreds of thousands of migrants rescued at sea in the last few years are taken.While investigators suspect "the crime of clandestine immigration" was committed by some of the Jugend Rettet boat's crew, prosecutor Ambrogio Cartosio told reporters that "my personal conviction was that the motive is humanitarian, exclusively humanitarian."The preventive seizure of the Dutch-flagged Iuventa was based on evidence that emerged from three episodes in which crew members had contact with human smugglers operating boats crowded with migrants, Cartosio said. One happened in September 2016, two in June."There were contacts, meetings, understandings," between the group's boat and the smugglers, the prosecutor, who is based in the Sicilian port city of Trapani, said.The passengers on the human traffickers' boats "weren't saved" by the Iuventa, he alleged. Instead, migrants "were handed over" to the German group's 33-meter (about 110-foot) -long boat by smugglers who escorted the migrants toward the Iuventa, the prosecutor said.Later the migrants were transferred to Italian military vessels or other non-profit vessels to be taken to Italian ports, Cartosio said.Police in Trapani said the Iuventa "is regularly devoted to the rescue of migrants near the Libyan coast" and that an investigation opened in October has uncovered information to suggest the vessel was used "to aid and abet clandestine immigration."Jugend Rettet, a group based in Berlin, is mainly made up of young volunteers. Its website says its volunteers' "motivation derives from the will to rescue lives and to improve the humanitarian situation on the Mediterranean."The group said on its Facebook page Wednesday that it went to Lampedusa on instructions from the Rome-based maritime rescue co-ordination centre after being asked to help in a search-and-rescue mission on Tuesday."As it happened during other stops at this port, the crew was questioned by the local police, which also entered the ship," Jugend Rettet said. After a warrant-authorized search of the ship, authorities seized the Iuventa, which will eventually be taken to the main island of Sicily.Cartosio stressed that no individual members of the crew had been charged and the investigation was ongoing to see which of them might have made contact with smugglers at sea."There is no indication (the crew) was paid," by smugglers, "nor is there any element to make us think there is a stable tie between the ship and Libyan traffickers,' Cartosio said.Any allegation that contacts between Jugend Rettet's boat and the boats transporting migrants resulted from " co-ordinated planning" is tantamount to "science fiction," Cartosio said.A judge in Trapani ordered the preventive seizure upon prosecutors' request.A few months ago, prosecutors in Trapani and in Catania, another Sicilian city, said they suspected some non-governmental organizations which rescue migrants, were also essentially aiding traffickers.Jugend Rettet was one of several NGOs which declined this week to sign on to new rules promoted by Italy's interior minister and aimed at ensuring rescue groups don't end up effectively helping human traffickers.The smugglers crowd flimsy rubber dinghies or aging fishing boats with migrants, essentially counting on European or Italian military patrol boats, NGO rescue vessels or passing cargo ships to pluck the passengers to safety and bring them to Italian shores.Objections to the new rules included fears that armed Italian military or police personnel would come aboard the NGO vessels, compromising the groups' humanitarian missions.With elections due in 2018, Premier Paolo Gentiloni's centre -left government is becoming bolder in trying to hold back the tide of migrants entering Italy. Aug, 09:21-Banks will need up to $50 billion (€42.3 billion) in extra capital and see higher costs of $1 billion (€846 million) to diversify out of the UK and into the EU after Brexit, a leading consultancy has said.Up to 35,000 jobs in the financial services sector overall and 17,000 jobs in the wholesale banking area were likely to shift out of the UK to the EU in the medium term, Oliver Wyman, a New York-based consultancy, said in a report out on Monday (31 July).The move would come as banks opened new branches and subsidiaries in the EU in order to be able to keep trading there freely.But the movement of jobs from the UK "could ultimately be greater” in the long term as banks pooled staff in Europe to “encourage collaboration among salespeople, traders, and risk managers”.European Central Bank (ECB) requirements for big banks to show they “have strong local control and governance” would also contribute to the trend.Wholesale banks, which sell services to corporate and institutional clients, could alone move 40,000 people out of London to EU alternatives in the long term, Oliver Wyman estimated.It said Amsterdam, Dublin, Frankfurt, Luxembourg, and Paris were “emerging as the main destinations”.It said Frankfurt, the home of the ECB, was popular for the sake of “supervisory stability and influence”. Algeciras (Spain) (AFP) - It's the largest annual human migration in Europe: millions of people from France, Belgium and Italy cross Spain every summer to spend their holidays with family in north Africa.This year, close to three million are expected to make the trip there and back through 16 ports in Spain, Morocco and Algeria in an exodus that presents a huge logistical challenge.In 2016, Spain's civil protection agency registered 2.8 million passengers crossing the country, and it expects even more to make the trip this year.As a result, some 13,000 police officers have been mobilised on the Spanish side, along with translators and Red Cross volunteers.Said Arrhamani, who lives in France's northeastern Ardennes region, knows the route off by heart, having done it since he was a kid when his family would spend their summer holidays in Rabat in Morocco.It's now his turn to drive his four young children more than 2,000 kilometres (1,200 miles) down to the port of Algeciras in Spain's south, through which more than half of those crossing the country transit."Thirty years ago, this was pretty unhealthy," says the 36-year-old in the port where a hectic atmosphere reigns, with cars, trucks and buses filling all available parking spaces, waiting to board ferries."We could wait two days before boarding, and there were traffic jams that reached the outskirts of Algeciras."Now there are agents who speak to us in French and guide us until the end."As drivers approach southern Spain, road signs also appear in Arabic giving directions to the ports.- Longer but cheaper -At the Algeciras port, most cars -- some modest, others expensive -- are filled with clothes, food, nappies and blankets.While some holidaymakers eat and chat, others sleep inside their car or lie down on carpets in the shade, and still more smoke hookah pipes.Children play football nearby."We left Nice (in southeastern France) yesterday at nine at night, and we arrived this afternoon," says Karima Bel Hafout, travelling to Rabat via Tangier with her husband and two children."It's close to 2,000 kilometres, but we save 2,700 euros ($3,200) compared to taking the plane."Others have taken the bus, and arrive even more tired."I've done my back in trying to sleep," says Hamid Hafid, with a mix of resignation and humour, having come from Agen in southern France."It's hard and long," adds his friend Said Khadrouf, drinking from his water bottle.- High security -After spending time back home, they will all go back north again in August and the first half of September under the watchful eye of Spanish security agents.To avoid illegal immigration and fearing extremist attacks, agents from 16 other European countries have been mobilised to work with officers in Spain.Last year, they checked 1.6 million passengers, Spanish police said.Manuel Alcazar, the port's chief of protection, says all this activity takes its toll on the port, one of the biggest in Europe.Sitting in front of a high-definition screen in his office, where he examines the footage of close to 700 security cameras, he explains that on peak days, authorities give priority to passengers.This, however, means that the loading of trucks carrying merchandise goes slower.And this is an important part of the activity of a port which deals with merchandise from Spanish textiles group Inditex, spare parts for car-maker Renault, which has a factory in Tangier, agricultural products and seafood.But for shipping companies, the annual exodus is good for business, particularly for those who operate in the Strait of Gibraltar -- they make 40 percent of their annual turnover between mid-June and mid-September.The mass migration wave also creates temporary jobs in Algeciras, a city of 120,000, where 28,000 direct and indirect posts depend on the port.Among these are more than 200 young people wearing fluorescent yellow shirts who help direct the traffic and count the vehicles with the help of smartphones.Isabel Corrales, about to start her last year of studying administration and finance at university, is one such temporary worker.She's been doing this every summer for five years, and the money earned -- close to 1,000 euros -- helps her finance her studies."This money is very welcome," she says with a large smile.

HYNDMAN, Pa. — The Latest on train derailment in Pennsylvania (all times local):2 p.m.All residents of a small Pennsylvania town are being evacuated hours after a freight train carrying hazardous materials partly derailed, setting some cars ablaze.Bedford County 911 co-ordinator Harry Corley says officials have ordered everyone within a 1-mile radius of the derailment to leave. He says that encompasses the entire town of Hyndman, about 100 miles (161 kilometres ) southeast of Pittsburgh.At least 32 cars on a CSX freight train derailed early Wednesday.CSX spokesman Rob Doolittle says at least one car containing liquefied petroleum gas and one containing molten sulfur have leaked and are on fire.There are no reports of injuries.Gov.
