IDF team aiding search at Brazil dam disaster met with praise and criticism-While many welcome the 130-strong Israeli contingent, some dismissed the effort as a ploy to distract from the conflict with the Palestinians-By Marcus M. Gilban-TOI-JAN 31,19

RIO DE JANEIRO (JTA) — Less than one month after Benjamin Netanyahu gained pop star status across Brazil for blending in with the locals during the very first visit of a sitting Israeli prime minister, Israel is making headlines in the land of samba once again.A 130-strong Israeli military and search-and-rescue team landed here on Sunday and has been working against the clock to find survivors of a dam collapse last Friday around a mining operation in a rural area of the Minas Gerais state. The humanitarian delegation has earned wide praise, but also criticism from critics of Israel who say it represents a diversion from its conflict with the Palestinians.“It’s amazing how people in the streets are sympathetic, asking for selfies with us. They are grateful for the Israeli army and the Jewish people,” Rabbi Nissim Katri, of the Chabad House in Belo Horizonte, told JTA. “They seem amazed with this type of solidarity that is not so common in our modern world.”The dam collapse that left 65 people confirmed dead and nearly 300 missing took place not far from the city. The Israeli mission includes soldiers and reserve officers, among them engineering specialists, doctors and rescue personnel. Hosted by the Brazilian army, they are lodged at a military base, where Katri’s synagogue has been providing kosher food, religious services and more.“I offered that Israel would dispatch aid to the disaster site and assist in the search for survivors. We agreed that an Israeli mission would leave within 24 hours,” Netanyahu tweeted after talking to Brazil’s new President Jair Bolsonaro on Saturday.Netanyahu attended Bolsonaro’s inauguration on Jan. 1, when the ardently pro-Israel Christian politician reiterated his promise to soon move the Brazilian embassy from Tel Aviv to Jerusalem. Last Saturday, he highlighted the Israeli humanitarian aid to the media and through social media channels.“By phone the 1st Minister of Israel, @netanyahu offered us help to search for missing people in the Brumadinho. We welcome and appreciate this Israeli technology at the service of humanity,” Bolsonaro tweeted.Mud and mining waste has buried everything for miles around the iron ore mine. The number of missing is rising fast and chances of finding survivors are low and decreasing by the hour. In addition to the dam used to store mining byproducts that burst on Friday, a second water dam is said to be at risk of breaking, making the rescue work even more tense.Brazil’s 120,000-strong Jewish community is also mobilizing to gather donations for victims of the dam breach and to help the Israeli workers.Rabbi Uri Lam, who has just ended his nearly four-year term as spiritual leader of the Congregacao Israelita Mineira synagogue in Belo Horizonte, feels a personal connection to the disaster. The inn where he used to stay with his family in Brumadinho has been buried by the mud. Owners, guests and employees are all missing.“Jewish communities across Brazil are mobilizing to donate whatever is needed. The presence of the Israeli forces also fills the Brazilian Jewish community with pride. We know that in any part of the world where there are major disasters, whether in countries with or without diplomatic relations with Israel, Israelis will mostly always be the first to offer help,” the Sao Paulo-born rabbi told JTA.The Jewish federation of Rio Grande do Sul, Brazil’s southernmost state that borders Uruguay and Argentina, has sent its security manager and crisis and disaster management expert Ezequiel Gotlib, who is now supporting the Israeli delegation.“Israel’s action is of great value and shows that the ties between both countries are increasingly strengthened. We hope Gotlib’s expertise will be useful in helping to locate all the victims who are still missing,” the federation’s president Sebastian Watenberg told JTA.The humanitarian mission could not, however, deflect criticism of Israel and a Brazilian government that has sought to reverse strained ties with the Jewish state. Lieutenant Pedro Aihara, from the Minas Gerais Fire Department, spoke up on Monday to deny recent articles in the Brazilian press that said the Israeli rescue equipment would not be helpful.“The cooperation with Israel has been extremely effective,” he said, adding that Israeli equipment will be useful for finding people located deeper in the mud and need only minor adaptations to move about.Israeli ambassador Yossi Shelley blamed the negative press on “jealousy” and highlighted that five bodies were found in a matter of hours.“Israel has all the necessary equipment to save lives, including plunging into the mud. This news out today is fake news,” the diplomat told Folha de S.Paulo newspaper.“We will leave aside the people who want to fight, we will do the work that needs to be done and the results will come over the next few days. Our actions show the great cooperation and great heart of Israel. We won’t listen to those who are jealous. We do everything with our hearts,” Shelley replied. The 16 tons of equipment brought by the Israelis include a mobile signal localization system, high-quality submarine sonars, voice/echo detectors and drones.“In other countries, we receive only praise, as in Mexico, in the Philippines. Whoever misses the poor relationship between Israel and Brazil needs to get used to a new reality and eat their hats,” Shelley added, using a literal translation from Hebrew meaning that opponents will be frustrated.Brazil’s president’s son, congressman Eduardo Bolsonaro, echoed Shelley’s remarks.“Israel does this because it is a friendly country. It was always around, but was always mistreated by former governments,” he wrote on Twitter. “Excuse me, but for all the bad guys on duty, you just have keep quiet and look how much good comes of this approach.”Cartoonist Carlos Latuff, a frequent critic of Israel and Zionism, released a drawing in which President Bolsonaro welcomes an Israeli military unit whose hands are stained with blood. They answer, “Sorry for the delay! We were busy killing Palestinians.”“Latuff is an anti-Semitic racist, who uses Israel to distill hatred against the Jews,” Israel’s honorary consul in Rio, Osias Wurman, told JTA. He noted that the Simon Wiesenthal Center included the cartoonist on a list of “top ten” anti-Semitic incidents in 2012.Leandro Spett, a Jewish cartoonist, posted a drawing in response Latuff’s, which quickly went viral in social media. As Brazilian and Israeli rescuers struggle to reach a survivor’s hand sticking out of the mud,  a Palestinian cartoonist watches the scene. The Brazilian shouts, “You stay there and don’t do anything? Go get help! Go!” The smiling cartoonist continues to depict the scene and writes: “Israeli kills a survivor.”“This is probably one of the lowest, [most] vile and disgusting cartoons I’ve had the displeasure of seeing in my entire career as an illustrator and cartoonist,” said Spett, referring to Latuff’s drawing. “I think nothing was as low, soulless and devoid of moral compass. There is not a drop of humanity in his work.”“We will no longer accept anti-Semitism, racism or any other form of aggression against the Jews and Israel,” he added. “No matter how much it hits, we’ll hit it back. The time to lower your head is over.”The Ultimo Segundo news portal joined Wurman and Spett by publishing an article titled “Cartoonist disrespects Brumadinho victims with rude drawing.”“The anti-Zionist media in Brazil tried to disqualify the work of the Israelis in Brumadinho. But the news broadcasters have listened to the Brazilian authorities who are at the scene of the tragedy and everyone was unanimous in acknowledging that the Israeli team is highly qualified in disasters,” Wurman told JTA.The Israeli humanitarian aid seems to be the first outcome of Netanyahu’s historic five-day visit to Latin America’s largest nation earlier this month, when he met Bolsonaro as a guest of honor. They called each other “brothers” and promised a new era of friendship ties between both countries.

Send us Bitcoin, cash-strapped Hamas pleads-Amid financial isolation, terror group’s military wing says donations of digital currency will help ‘support the resistance financially’By AFP-JAN 31,19

GAZA CITY — Hamas, which has fought three wars with Israel and faces financial isolation, called on supporters Tuesday to send funds via Bitcoin.A spokesman for the Palestinian terror group’s military wing sent out a message calling for support to be sent in the virtual currency.“Support the resistance financially through the Bitcoin currency,” it said, adding the exact mechanism would be announced later.Hamas, which runs the Gaza Strip and seeks to destroy Israel, is considered a terrorist organization by Israel, the United States, the European Union and others. It has faced financial woes in recent years as banks have sought to ensure they have no dealings with the organization. The statement accused Israel of seeking to cut Hamas’s access to finance.Hamas has also faced increasing financial pressure as the West Bank-based Palestinian Authority has also cut off much of its funding to the Strip.Hamas officials say its military wing receives significant support from Iran, although the routes through which these funds are transferred are opaque.Bitcoin has faced criticism in the past over underground websites where people have used the currency to buy drugs and guns. There was no immediate reply from Bitcoin.ToI Staff contributed to this report

Top Venezuelan opposition figure asks Jewish expats to return-Maria Corina Machado thanks Netanyahu for recognizing Juan Guaido as interim president; says she hopes many who were forced to leave will now come back to rebuild nation-By TOI staff-JAN 31,19

A top Venezuelan opposition figure on Monday asked Jews who left the country for Israel and other countries over the past years, to return and join the effort to oust President Nicolas Maduro.Maria Corina Machado, the national coordinator of the center-right Vente Venezuela party, thanked Israel for recognizing National Assembly President Juan Guaido as the oil-rich nation’s president, and backed the reestablishment of ties between the countries.“I want to reaffirm the valuable contribution the Jewish community has given to the development of Venezuela through decades. And even though many have been forced to leave our country, we want and expect that they come back to rebuild our nation,” she said in an English-language video statement given to Israeli public broadcaster Kan.Prime Minister Benjamin Netanyahu officially recognized Guaido as Venezuela’s leader on Sunday, drawing an almost instantaneous expression of gratitude from Guaido. The move followed the United States, Canada and most Latin American countries backing the upstart rival.“Prime Minister Netanyahu joins our many allies in the hemisphere and the world in welcoming Venezuela back to the bloc of Western democratic nations that oppose despots and oppression. We certainly have a common enemy with Israel: the criminal forces that undermine freedom and peace in the world,” Machado said. She also touted Venezuela’s history of support for Israel and hoped for the reestablishment of diplomatic ties, which were cut by President Nicolas Maduro’s predecessor, Hugo Chavez, during the 2008-9 Gaza war.“Venezuela was one of the nations that back in 1947 in the General Assembly of the United Nations supported Resolution 181 that led to the creation of the State of Israel in 1948. Since then, we’ve had good and strong diplomatic relations. That’s why we, the Venezuelan people, look forward to the reestablishment of diplomatic relations with the State of Israel,” she said.Venezuela official cut ties with Israel in 2009, but has been a strident critic of the Jewish state for decades.Despite pressure from the US, Netanyahu was reportedly initially reluctant to extend recognition to Guiado, fearing the Maduro regime could respond negatively against the Venezuelan Jewish community. While Venezuela once had one of the largest Jewish communities in the region, numbering some 25,000 in 1999, only about 6,000 Jews are believed to remain in the country, with many having fled to Israel, Canada, the US and elsewhere. In her statement, Machado said Israel can be a “genuine partner” in helping rebuild Venezuela following years of economic mismanagement and hyperinflation, while also noting the significance of the January 27 date on which Netanyahu made the announcement.“I want to express how meaningful it was for the Venezuelan people that this recognition [by Netanyahu] for the genuine government of Venezuela came precisely on the day of Holocaust recognition,” she said.Sunday was International Holocaust Remembrance Day, which commemorates the liberation of Auschwitz on January 27, 1945, by Soviet troops.“I myself look forward to visiting the state of Israel as soon as we [acquire] our freedom. We will prevail,” Machado added.Late Sunday, Guiado thanked Israel for recognizing him as Venezuela’s leader and linked his political struggle with the end of the Holocaust.“Seventy-four years ago, the Auschwitz concentration camp was liberated, and today, just as our country is also fighting for its freedom, we thank the Prime Minister of Israel Benjamin Netanyahu for the recognition and the support,” Guaido tweeted.Agencies contributed to this report.

Abbas accepts Hamdallah’s resignation, asks government to stay on for transition-PA president reportedly set to begin consultations to name new ministers from PLO, ending unity bid with Hamas-By Adam Rasgon-TOI-31 January 2019

Palestinian Authority President Mahmoud Abbas accepted the resignation of his prime minister Tuesday, but asked the government to stay on until a new one is formed.PA Prime Minister Rami Hamdallah and his government tendered their resignations earlier Tuesday, marking the end of a failed unity bid with rival Hamas.Abbas accepted the resignations but assigned Hamdallah and his fellow ministers the task of maintaining the PA government’s operations until the formation of a new one, the official PA news site Wafa reported. The government’s decision to resign came two days after the Fatah Central Committee recommended the formation of a government made up of representatives of factions in the Palestine Liberation Organization and independent personalities, leaving out Hamas, a terror group that is the de facto ruler of the Gaza Strip.Hamas spokesman Fawzi Barhoum condemned the government’s resignation on Tuesday, saying it was aimed at paving the way for the establishment of “a new separatist government” that serves Abbas and his Fatah party’s interests.Abbas was set to begin consultations to form a government made up of PLO factions, with the goal of preparing for new legislative elections, Wafa reported. It is not clear who will be tapped as the next prime minister.Abbas and other PA officials have recently pledged to hold new parliamentary elections in the coming six months, but how that would be possible in the Gaza Strip is unclear. Hamas has controlled the coastal enclave since ousting the Fatah-dominated PA in 2007 from the territory.Fatah Central Committee Member Azzam al-Ahmad said on Sunday that the Palestinians planned to form a new government in response to Hamas not handing over the Gaza Strip to the PA.“We plan to form a new government of factions soon in response to Hamas’s failure to undertake its national responsibility in handing over the Gaza Strip to the legitimate PA,” the senior Fatah and PLO official told The Times of Israel. “Hamas helped form the last government. This time, it will not participate in its formation or be a part of it.”The Palestinians formed the current PA government in 2014 with the support of Fatah and Hamas. Since its establishment, however, Abbas has carried out at least two cabinet reshuffles without Hamas’s consent.Fatah and Hamas have been in disputes since 2007, when the terror group forcibly ousted the Fatah-dominated PA from Gaza. While the two rival parties have signed multiple agreements to advance reconciliation and bring Gaza and the West Bank under one government, they have not implemented them.A Hamas official in Gaza said on Sunday the formation of any new government without consulting the terror group would be “weak” and “unrepresentative of the Palestinian people.”Hamdallah, a former president of An-Najah University, where he was once an English professor, was expected to return to academic work, according to a Palestinian official who spoke on condition of anonymity.

Abbas freezes social security law after months of protests-Palestinian leader orders talks with unions and others continue amid fears PA-created institution can’t be trusted with workers’ money-By Adam Rasgon-TOI-31 January 2019

Palestinian Authority President Mahmoud Abbas ordered a freeze on the implementation of a new social security law after months of protests against it.Abbas announced the move late Monday, responding to demonstrators who had taken to the streets for months amid mass anger over the law, saying they did not trust Palestinian bureaucrats to manage their money. The PA began implementing the law on January 15, requiring some business owners and their employees to pay part of their monthly salaries to the Palestinian Social Security Institution, which the legislation created. The Ramallah-based government had planned to mandate the rest of the Palestinian private sector to make payments to the body at later dates. In return for making at least 180 payments, the now-frozen version of the law said the Social Security Institution would deliver pensions to Palestinians in the private sector who have reached the age of 60.It also said the institution would provide workplace injury insurance and maternity benefits to Palestinians in the private sector.“The president of the State of Palestine decided to stop the implementation of the law…regarding social security and its amendments,” Abbas’s order read. “The dialogue between all relevant parties will continue in order to achieve a national consensus about the law and its implementation date.”In recent weeks, PA government ministers have said they were holding a dialogue with union leaders, experts and others about amending the social security law.Abbas’s decision to halt the law’s implementation came a day after the Fatah Central Committee recommended freezing it for a limited period of time. The PA government said on Tuesday that it would abide by Abbas’ decision.Fatah and Palestine Liberation Organization officials have praised Abbas for his decision. PLO Executive Committee member Ahmad Majdalani called the move “wise,” according to a statement published on the official PA news site Wafa on Monday. For the past several months, protests against the Social Security Institution have taken place in Ramallah, Hebron, Nablus and other parts of the West Bank, with several Palestinians demonstrating for the first time in their lives.Protesters have said they do not trust a PA-created institution to handle their money.“Everyone here wants a social security system, but with rampant corruption in our government we cannot trust an institution created by it,” 30-year-old Nidal Quran, a teacher, said on the sidelines of a December protest in Ramallah. “What if the government one day takes our money we give to the institution to deal with what it says is a financial crisis?”An overwhelming majority of Palestinians view PA institutions as corrupt, according to polls conducted by the Palestinian Center for Policy and Survey Research (PCPSR).For some 15 years, the PA has attempted to establish a social security institution. In 2003, the Ramallah-based body passed a law to establish a social security body, but following international criticisms about its sustainability, the PA canceled it.The PA subsequently sought the assistance of the International Labor Organization, foreign governments and other international bodies to write a new law. After years of consultations, in late 2016, Abbas signed the law, whose implementation he just suspended. Many protesters have also expressed concerns about making ends meet without part of their monthly salary.“I hardly have enough money to make it through each month,” Nader Qusa, a 42-year-old businessman, said on the margins of the protest in Ramallah. “I already cannot afford all of my expenses. The last thing I want to do is give away more of my salary.”The now-halted law said business owners would be required to pay 10.9 percent of the first NIS 14,500 ($4,000) of their monthly salaries to the body and employees would be obliged to contribute 7.2 percent.

Amnesty calls on web giants Airbnb, TripAdvisor to boycott West Bank settlements-NGO also singles out Expedia and Booking.com, saying they are benefiting from ‘war crimes’; Israel slams ‘anti-Semitic BDS campaign-By TOI staff and AFP-JAN 31,19

Amnesty International on Tuesday urged a boycott of tourism in Israel’s West Bank settlements and singled out digital tourism giants Airbnb, Booking.com, Expedia and TripAdvisor, saying they were profiting from “war crimes” by offering services there. The British-based NGO’s “Destination: Occupation” study called on the companies to stop listing tourist accommodation, activities and attractions in settlements in the West Bank and in East Jerusalem.“They are doing so despite knowing that Israel’s occupation of the West Bank, including East Jerusalem, is governed by international humanitarian law under which Israeli settlements are deemed illegal,” said the report.“In doing business with settlements, all four companies are contributing to, and profiting from, the maintenance, development and expansion of illegal settlements, which amount to war crimes under international criminal law.”Israel captured the West Bank from Jordan in the 1967 Six Day War. Today, more than 400,000 Israeli settlers live in the West Bank. Most of the international community considers the settlements illegal and an impediment to the creation of an independent Palestinian state. Israel sees the territory as disputed and says the fate of the settlements must be resolved in peace negotiations with the Palestinians.Israel annexed East Jerusalem, including the Old City and its holy sites, and considers the whole city the undivided capital of the Jewish state. The Palestinians claim the eastern part as the capital of a future state. The rights group accused the firms of “normalizing” settlements.“To boost bookings, many listings in settlements boast of their proximity to areas of natural beauty in the occupied territories, such as the Dead Sea, nature reserves and the desert,” it added.“By listing and promoting these natural features and nature-based activities and attractions the digital companies are increasing the attractiveness of the listings, securing greater numbers of tourists and ultimately benefiting financially from the illegal exploitation of Palestinian natural resources,” it said.Airbnb announced in November that it would delist 200 properties and cease its operations in Israeli settlements “that are at the core of the dispute between the Israelis and Palestinians.” Last week, the vacation rental company delisted properties in South Ossetia and Abhkazia, two contested autonomous areas in the republic of Georgia.Amnesty said that TripAdvisor “is the main focus of this campaign because of the company’s relative importance to the tourism industry in Israeli settlements.”There was no immediate comment from the companies.Amnesty launched a campaign in 2017 calling on governments to prevent businesses based in their countries from operating in settlements.“Governments worldwide must take action to regulate companies or activities over which they have control,” urged the report. The campaign launched on its website was accompanied by a parody-style travel clip narrated by a Palestinian and showing scenes from the Dead Sea, Jerusalem and holy sites as well as clashes between Palestinians and Israeli security forces.“Learn how to fight with Israeli army soldiers in illegal settlements on the occupied West Bank,” the video narrator says.Israel officials were quick to condemn the Amnesty report.“Amnesty has become a leader in the anti-Semitic BDS campaign, and tonight’s report on Israel is an outrageous attempt to distort the facts, deny Jewish heritage and delegitimize Israel,” Strategic Affairs and Internal Security Minister Gilad Erdan said in a tweet.Israeli Tourism Minister Ze’ev Elkin said he regretted that Amnesty chose a “classic anti-Semitic template.”“Amnesty decided to engage in denial of the historical truth and to act against Jewish heritage sites,” Elkin told Hadashot TV news. “The last time we saw intentional activity against these heritage sites was the activity of Da’esh in Syria,” he said referring to the Islamic State by its Arabic name. The Jerusalem-based watchdog group NGO Monitor blasted the Amnesty campaign, calling it “pure hatred and bigotry reminiscent of some of the darkest periods of the past.”The @amnesty campaign solely targets these companies working in #Israel and ignores their activity in every other conflict area/disputed territory throughout the world. #China? fine. #Syria? No problem. #Israel? #NoJewsAllowed 2/8— NGO Monitor (@ngomonitor) January 29, 2019.

Bruce McArthur pleads guilty to 8 counts of 1st-degree murder-[CBC]-YAHOONEWS-January 31, 2019

Bruce McArthur pleaded guilty to eight counts of first-degree murder when the 67-year-old appeared in a downtown Toronto courtroom today and admitted to killing eight men between 2010 and 2017.The self-employed landscaper was arrested in January 2018 after years of speculation within Toronto's Gay Village neighbourhood that missing persons cases were connected. From then on in, McArthur, a grey-haired, bearded and stocky man, was referred to as an alleged serial killer, in a case that gripped the city and was covered by media outlets around the world.Ultimately, McArthur was charged in the deaths of Selim Esen, Andrew Kinsman, Majeed Kayhan, Dean Lisowick, Soroush Mahmudi, Skandaraj Navaratnam, Abdulbasir Faizi and Kirushna Kanagaratnam. When he entered his pleas before Justice John McMahon in Superior Court on Tuesday morning, McArthur looked gaunt, with his beard and head shaved. As the name of each of his eight victims was read out, he replied "guilty" in a quiet voice.Michael Cantlon, a lawyer for the Crown, revealed some details of the killings, telling the court that each murder included planning and deliberation, and that six were sexual in nature. He said that during a search of McArthur's bedroom, police found a bag containing duct tape, a surgical glove, rope and zip ties. Canton also said McArthur "staged" some of his victims after they were murdered and kept some of their items as souvenirs, including jewelry.According to the Crown, sentencing will take place next week, when more details of the case will be revealed.Read the full brief statement of facts read in court:-'This isn't closure' Family of the victims and others impacted by the case will have the opportunity to file victim impact statements before McArthur is sentenced. The court will have Farsi, Tamil and French intepreters on hand to assist family members who aren't at ease in English.Haran Vijayanathan, executive director at the Alliance for South Asian AIDS Prevention, has been deeply involved in supporting the victims' families and organizing community reaction. He said Tuesday the hardest part for many families may be yet to come."They're going to have to relive all that loss again as they put these victim impact statements together. Whenever you have to recount the details, it brings everything back up." Kinsman's friend Nicole Borthwick said the guilty pleas have left her feeling angry."This isn't closure," she told CBC News.First disappearance in 2010-The McArthur case dates back years. The first man to go missing was Navaratnam, who was last seen in September 2010 and who McArthur had a relationship with for a number of years.A complete timeline of the McArthur investigation can be found here.Kinsman was the last man to go missing, a day after Toronto's Pride weekend in June 2017.His disappearance proved to be a turning point in the police investigation, with the lead investigator, Det.-Sgt. Hank Idsinga, saying that if Kinsman had not been reported missing within 72 hours, police may have missed a key piece of evidence that led them to McArthur. On Tuesday, it was revealed that piece of evidence was a video of Kinsman getting into McArthur's van. Kinsman's DNA was found inside in November 2017.McArthur was arrested two months later.Over time, police went on to recover the remains of seven of the men in large planters at a residential property in midtown Toronto where McArthur worked. The remains of the eighth man were found in a nearby ravine.Controversy over police handling of case-The police drew heavy criticism for their investigation of the missing men, including for comments made by police Chief Mark Saunders in December 2017 — a month after McArthur became a suspect in the murder of Kinsman — that police had no evidence of a serial killer operating in the Gay Village. In the wake of that criticism, Toronto police created the service's first-ever missing persons unit. How the Toronto police handle cases involving missing people will also be subject to an independent review set up by the Toronto Police Services Board. Cryptocurrency thefts, scams hit $1.7 billion in 2018: report-[Reuters]-YAHOONEWS-By Gertrude Chavez-Dreyfuss-January 31, 2019

NEW YORK (Reuters) - Cryptocurrencies stolen from exchanges and scammed from investors surged more than 400 percent in 2018 to around $1.7 billion, according to a report from U.S.-based cyber security firm CipherTrace released on Tuesday.Of the $1.7 billion, the report, which looks at criminal activity in the digital currency market, said $950 million constituted thefts from cryptocurrency exchanges and infrastructure services such as wallets, up nearly 260 percent from $266 million in 2017.Korea and Japan were home to most of the thefts from exchanges, or 58 percent, throughout 2018.The numbers on crypto theft surprised many observers given the price declines in digital currencies in 2018. The market capitalization with more than 1,600 digital currencies was $112 billion in January, 2019, down more than 80 percent from its peak a year earlier. In addition to those thefts, the research found that investors and exchange users lost about $725 million in cryptocurrency in 2018 to exit scams such as fraudulent initial coin offerings, phony exchange hacks, and Ponzi schemes. In 2017, the exit scams totaled just $56 million, according to CipherTrace."These numbers only represent the loot from crypto crimes that CipherTrace can validate; we have little doubt that the true number of crypto asset losses is much larger," the cybersecurity firm said in the report.Whereas in the first three quarters, thefts by hackers dominated the crypto crime scene, the fourth quarter was mostly about inside jobs or fraud, CipherTrace said."We have been seeing new types of crimes that involve money laundering," said Dave Jevans, chief executive officer of CipherTrace, told Reuters in an interview.Jevans is also the chairman of the Anti-Phishing Working Group, a global organization that aims to help solve cyber crime."So we have seen in 2018 a lot more exit scams where companies disappear and steal people's money. There's huge increase in that," he added.Jevans noted that in all likelihood the bulk of the $1.7 billion in stolen and scammed cryptocurrencies has already been laundered."These bad actors are clearly flocking to jurisdictions with weak AML (anti-money laundering) and know-your-customer (KYC) regimes, because in our Q3 report we published the results of research showing 97 percent of criminal bitcoin flows into unregulated cryptocurrency exchanges," the CipherTrace report said.(Reporting by Gertrude Chavez-Dreyfuss; Editing by David Gregorio)

French yellow vest movement dogged by intolerance, extremism-[The Canadian Press]-YAHOONEWS-January 31, 2019

PARIS — Intolerance and conspiracy theories have haunted the margins of France's "yellow vest" movement since the first protests over fuel taxes roused the discontented middle of French society. The men and women in fluorescent safety vests blocking traffic and intimidating shoppers on the famed Champs-Elysees Avenue vent a range of grievances against the government. But over 11 weeks of yellow vest protests, views from the fringes have bubbled through the diffuse and leaderless movement and have been amplified: anti-Semitic rants about banking, a Holocaust survivor harassed on the subway, assaults on journalists, and claims the government concocted terrorist attacks or deadly accidents to divert attention from the demonstrations. There has been scattered violence at the protests, with clashes between participants and riot police, and authorities worry that the extremists have taken over the centre of the movement, risking a return to the darker episodes from France's past. On Saturday in Paris, a man in a yellow vest turned toward a journalist filming at the sidelines of an otherwise quiet match, hurled a homophobic epithet and added: "You work for the Jews." No one in the march joined in, but neither did they contradict him. In a more positive sign, a group of several hundred protesters forming a human chain in central Lyon inadvertently converged with a Holocaust commemoration that was planned separately by the city. After the boisterous protesters largely complied with a moment of silence for Holocaust victims, Deputy Mayor Jean-Dominique Durand, who organized the memorial, urged the group to "clean house" of any extremist views. "It was an important moment to show that anti-Semitism has no place here," said yellow vest protester Thomas Rigaud, according to Europe 1 radio. Marchers at one of the first yellow vest rallies in Paris in November held the French flag aloft while chanting "This is our home!" — a double-edged slogan that resonates with the far-right National Rally party, whose leader Marine Le Pen calls it a "cry of love" for France; critics see only anti-immigrant overtones. In December, a group of marchers in Paris' bohemian Montmartre neighbourhood proffered an anti-Semitic salute. They sang lyrics associated with Dieudonne M'bala M'bala, a French comedian convicted several times of racism and anti-Semitism. The hand gesture and song are both called the "quenelle," with the gesture mimicking an inverted Nazi salute and the song hinting at Zionist plots. Dieudonne describes them as anti-establishment symbols. On that same day, men in yellow vests harassed an elderly Holocaust survivor on a subway train when she asked them to stop making the gesture, and one of them replied that the gas chambers that had killed her father never existed. A journalist who saw the exchange said no one took the woman's side. France's interior minister said the train operator was trying to identify the men, saying "whether hidden by a yellow vest or in the anonymity of Twitter, anti-Semitism must be fought with all strength." Some of France's most notorious anti-Semitic personalities have been seen at the forefront of some of the Paris protests. One of them, Herve Ryssen, appeared on the cover of the weekly Paris Match, facing police as he stood before the Arc de Triomphe. Ryssen has been convicted repeatedly of anti-Semitism and provoking acts of discrimination. He was convicted again last week for Holocaust denial, a crime in France for decades that harkens back to the country's history of surrendering French Jews to the occupying Nazis to be killed. Government spokesman Benjamin Griveaux acknowledged that protests varied from town to town, but said last week that some were marked by "paramilitaries close to the extreme right." Among them were Victor Lenta, a former soldier who fought alongside pro-Russian separatist forces in Ukraine. Maxime Nicolle, a YouTube personality who goes by the handle Fly Rider, and Eric Drouet, a trucker who was among the early yellow vest organizers, also have emerged as prominent voices. The Jean Jaures Foundation, a think-tank connected with the Socialist Party, studied online activity by Drouet and Nicolle, and said both are tacitly affiliated with France's far-right party. It said Drouet shared anti-migrant videos and provided a Facebook platform for discuss plots involving Zionists, banks, and the media. The study said Nicolle had repeatedly liked videos linked with the party that lost to President Emmanuel Macron. Nicolle has publicly expressed doubts about French authorities' account of a gunman killing five people near a Strasbourg Christmas market in December. The Islamic State group claimed responsibility for the attack, which derailed the next weekend's yellow vest protest. He, like others in the yellow vest movement, said he did not believe it was terrorism and mused that the government benefited from the timing. "I don't trust anything I cannot see," he said. Organizations that track racist and anti-Semitic incidents in France say more of both were reported in 2018, though they haven't finished compiling the data. SOS Racisme, a coalition of groups co-founded by French intellectual Bernard-Henri Levy, said it received 587 reports last year, compared with 508 in 2017. The government has not made its final figures public for the year. "I would not say that the movement is anti-Semitic, but I say that these mass movements are always exploited by anti-Semites," said Francis Kalifat, president of CRIF. That was a danger sign for France that the movement "will try to win in the streets what they lost in the vote," he said. Conspiracy videos about the Rothschilds, a French Jewish banking family that frequently is at the centre of global conspiracy theories, appear prominently on many of the yellow vest Facebook feeds. Macron — the chief target of the weekly protests because of policies seen as benefiting the wealthy — used to work for the family's investment bank. The Jewish banker-as-scapegoat theme came up repeatedly in conversations with yellow vest marchers Saturday in Paris. Still, several peaceful marchers expressed concern about actions by the radical fringe. The grassroots movement is increasingly seeing divisions between its moderates and extremes. To join two of the most popular Facebook groups for the yellow vests, members must agree to rules including being kind and courteous, and to not incite hatred or harass or insult other participants. On Saturday, at a meeting in northern France, there was little the about 100 delegations could agree upon except an affirmation that they were "neither racist, nor sexist, nor homophobe" — an apparent pushback against the recent allegations. That hasn't stopped Dieudonne, on his 10-minute YouTube shows, from selling his own version of a yellow vest printed with a vulgar reference to Macron and the song heard on the steps of Montmartre. He said he has sold out of the vests, but has ordered another shipment. ___ Associated Press writer Angela Charlton contributed. Lori Hinnant, The Associated Press

GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
