Obama secretly pledges to divide Jerusalem

Will press Israel into new so-called land-for-peace talks



TEL AVIV – Now that he has secured his second term, President Barack Obama has already secretly pledged to the Palestinians he will press Israel into a new round of so-called land-for-peace negotiations, a top Palestinian Authority negotiator told WND.The negotiator said top members of the Obama administration told the Palestinians the U.S. president will renew talks aimed at creating a Palestinian state in the so-called 1967 borders – meaning in the West Bank, Gaza Strip and, notably, eastern Jerusalem.
The negotiator further revealed when it comes to dividing Jerusalem, Obama wants to rehash what is known as the Clinton parameters.That formula, pushed by Bill Clinton during the Camp David talks in 2000, called for Jewish areas of Jerusalem to remain Israeli while the Palestinians will get sovereignty over neighborhoods that are largely Arab.WND previously reported how Palestinians are building illegally in Jewish-owned areas of Jerusalem, changing facts on the ground and resulting in Arab majorities on certain neighborhoods.
This is not the first time the Palestinians are claiming Obama will push for new talks during a second term.

An Israeli intelligence source has confirmed Iran’s Fordow underground nuclear uranium enrichment facility sustained major damage in a “mega explosion” that occurred last week.Fordow, which contains at least 2,700 centrifuges for uranium enrichment, is located deep beneath a mountain near the Iranian city of Qom.Some 200 workers were trapped inside the facility at the time, according to a report published Monday by The Times, a UK-based newspaper.
The report quoted an Israeli official as saying “We’re still in the early stages of trying to comprehend what happened and the extend of its significance.” The source added that it was not yet known whether the explosion was “an act of sabotage or incidental.”The official declined to reveal whether Israeli aircraft had been in the vicinity at the time of the explosion.Iran has denied that any explosion occurred at the facility, claiming in a statement to the official IRNA news agency that reports of the blast were nothing more than “Western propaganda.”News of the explosion was reported Friday by the U.S.-based WND website.

DUBAI (Reuters) - Iran has denied media reports of a major explosion at one of its uranium enrichment sites, describing them as "Western propaganda" designed to influence upcoming nuclear negotiations.
Reuters has been unable to verify reports since Friday of an explosion at the underground Fordow bunker, near the religious city of Qom, that some Israeli and Western media have said caused significant damage.
Tehran has accused Israel and the United States of being behind cyber attacks and the assassination of its nuclear scientists, aiming to sabotage a nuclear program which the West suspects hides an attempt to develop nuclear weapons."The false news of an explosion at Fordow is Western propaganda ahead of nuclear negotiations to influence their process and outcome," state news agency IRNA quoted the deputy head of Iran's Atomic Energy Organisation, Saeed Shamseddin Bar Broudi, as saying late on Sunday.
The IRNA report also quoted the head of parliament's national security and foreign affairs committee, Alaeddin Boroujerdi, strongly denying there had been an explosion.The plant at Fordow in late 2011 began producing uranium enriched to 20 percent fissile purity, compared with the 3.5 percent level needed for nuclear energy plants, and has been operating 700 centrifuges there since January this year, according to Western diplomats.Western governments are concerned that high-grade enrichment is a significant step towards developing a nuclear weapons capability.Iran maintains its nuclear activities are entirely peaceful and that it began producing high-enriched uranium that it was no longer able to obtain from abroad for medical use.The two sides are set to resume negotiations in coming weeks but the talks have been beset by delays and wrangling over dates and location.(Reporting by Marcus George; editing by Patrick Graham)

Anti-Israel Arab sympathizers and international anarchists are targeting several Israeli fruit exporters with protests, in their ongoing efforts to promote boycotts of Israel. In a statement released several weeks ago, the international BDS (Boycott, Divest, and Sanction) movement named February 9 as a “Day of Action” against two major Israeli agricultural exporters to Europe, Mehadrin and Hadekalim.The “Day of Action” will include protests outside stores in the UK and other countries in Europe – groceries and supermarkets – that carry Israeli produce. Shoppers who have attempted to purchase Israeli produce in stores in the UK on previous such occasions said that they had been harassed, verbally and physically, by anarchists insistent that everyone in Europe follow their agenda.The statement said that the BDS movement had succeeded in its boycott efforts before, being “partly responsible” for the 2011 bankruptcy of Israeli produce export company Agrexco, although economists attribute the company's failure to high debt levels, caused by excessive expenditures for water and labor costs, and an inefficient warehouse and distribution system that was unable to compete on the low prices and margins in the international produce market. The economists said that the impact of the BDS efforts against Agrexco had a minimal, if not negligible, effect on the company.Jewish groups in Europe said that they would be organizing counter-boycotts for that day – with activities such “buy-ins,” an organized effort to purchase Israeli produce and products, along with pro-Israel rallies in major shopping areas.

EU institutions mark out 'red lines' ahead of budget summit

BRUSSELS - EU politicians are squaring up for a showdown on the bloc's seven year budget ahead of next week's summit.Both the European Parliament and Commission set out their respective stalls on Friday (25 January)."The further away the figures are from the Commission figures then the higher the possibility of a No," European Parliament President Martin Schulz told reporters. Schultz added that the Commission's proposal reflects "what Europe actually needs."Schultz also reminded member states that MEPs need to give their approval to whatever a deal is struck by EU leaders. "You'd be surprised by just how little that seems to be known," he commented.The Parliament backs the Commission's proposal for a multi-annual financial framework (MFF) budget worth €1 trillion between 2014-2020. It is particularly keen to safeguard the "Connecting Europe" infrastructure programme as part of EU measures to support growth and jobs.
Failure to reach agreement on the longterm budget in the coming months could result in the 2014 and 2015 budgets being taken on a year-by-year basis.EU budget commissioner Janusz Lewandowski for his part warned that any agreement would involve a reduction in spending. "Realistically, we will have to do more with less," he told an audience at the European Policy Centre, a Brussels-based thinktank on Friday.
"This is not the position of the Commission but political reality," he added.However, Lewandowski struck an exasperated tone at demands by member states to reduce the total commitments in the budget commenting that "the MFF is like the limits of a credit card - it doesn't actually reflect total spending."The commissioner also warned that the EU's overseas development spending could be an easy target for cuts.Under the the most recent proposal by European Council President Herman Van Rompuy, the "Global Europe" budget line, which covers all EU development spending, would be reduced to under €60 billion between 2014-2020, a near 15 percent cut on the €70 billion of funding tabled by the EU executive.EU leaders will meet on 7-8 February to try and reach a deal on the long-term budget. Their last talks on the budget - in November - broke up without agreement.In a letter circulated to national capitals in advance of the summit, van Rompuy stated that the settlement would be a "budget of moderation"."We all - and I stress the word "all" - need to compromise. No single Member State can have all its wishes fulfilled - just like in national budget talks within coalitions," he said.

US free to grab EU data on American clouds

BRUSSELS - An obscure section in a US law is said to entitle authorities to access, without a warrant, data stored by any EU citizen on clouds run by American companies.Although highly controversial for its indirect effects on Americans, the impact of the law appears to have been overlooked by its intended target - everyone else.Rather than case-by-case snooping, the law authorises mass-surveillance of non-Americans, for purely political purposes, said Caspar Bowden who is the former chief privacy adviser to Microsoft, at a panel on cyber security organised by the CPDP conference in Brussels on Friday (25 January).“It intentionally targets only non-US persons located outside the US and provides for a blanket authorisation to this for one year at a time. There is no individual warranty,” said Bowden, who is now an independent advocate for information rights.The section in the so-called Foreign Intelligence Amendments Act (FISAAA) grants the US government sweeping powers to collect foreign intelligence information stored in US Cloud computing providers like Amazon or Dropbox.The article specifically states the US Attorney General and the Director of National Intelligence may authorise jointly, for a period of up to one year from the effective date of the authorisation, the targeting of persons reasonably believed to be located outside the United States to acquire foreign intelligence information.The amendment cites a number of limitations but Bowden, who also co-authored the ‘Fighting cyber crime and protecting privacy in the cloud’ report for the European Parliament, said FISAAA essentially makes it lawful for the US to conduct purely political surveillance on foreigners' data accessible in US Cloud providers.“It doesn’t have to be a political party, it can be an activist group or anybody engaged in political activity or even just data from a foreign territory that relates to the conduct of foreign affairs in the United States,” he said.The EU’s current data reform package is apparently unable to respond to the wording outlined in the US act.Bowden says "binding corporate rules for data processors" was inserted into the European Commission’s data protection regulation proposal with loopholes built-in which allow for FISAAA surveillance.The binding corporate rules require cloud providers to hire a private-sector audit company to certify the generic cloud system for security.But private audit companies, says Bowden, are unable to discover secret wire-tappings ordered by the national security law of another country.The act may have wide implications on the right to respect for private and family life, reinforced by EU law in the charter for fundamental rights inscribed in the Lisbon Treaty.

'Anger and disbelief'

“When my attention were first drawn to the previsions of FISAAA, I went through a strange sequence of emotional reactions. From sort of laughter, through disbelief, to anger to denial,” said another panellist, Gordon Nardell, a London-based barrister specialising in data protection and data retention in the telecoms sector.
The European Commission, for its part, was unable to provide a comment on FISAAA.
“This [FISAAA] is not something we have any comment about,” said the spokeswoman for the European Commissioner of Justice Viviane Reding in an email.
But the issue is not unknown within the EU institutions.
“If it is a US company it’s the FBI’s jurisdiction and if you are not a US citizen then they come and look at whatever you have if it is stored on a US company server,” stated Estonian president Toomas Hendrik Ilves, who also chairs a commission advisory group on cloud computing, at a separate panel discussion on cyber security held on Wednesday.
A high-ranking EU source told this website that the commission is actively looking into the amendment. The source drew some caution on the wide-spread snooping powers put forward by FISAAA but noted that “it is not outside the realm of possibility.”
The Brussels-based European Data Protection Supervisor also refrained from any official comment though an inside contact said they are too investigating.
Meanwhile, a spokesperson for the United States Department of Justice told this website that the US is committed to privacy rights. "The FISA Amendments Act is not used indiscriminately or for political purposes," said the spokesperson, noting that a special court is used for judicial oversight on the requests.
But the section in FISAAA that is generating controversy is filed under 1881a.
The section expanded in 2008 on a 27-year old definition on “remote computing services” to include any providers of public cloud computing.
The amendment specifically targets data of non-Americans located outside the US and removes previous constraints which hindered continuous data collection and mass-surveillance.
FISAAA also notes that investigations should be conducted in a manner consistent with the US Fourth Amendment which guards against unreasonable searches and seizures.
But a US judiciary subcommittee on FISAAA in 2008 stated that the Fourth Amendment has no relevance to non-US persons.
FISAAA also forces US Internet giants and other tech companies operating clouds in the EU to hand over the data or face sanctions, says Bowden.
“The providers have to give all assistance, facilities, information to accompany this in total secrecy. If that secrecy is breached, it’s a contempt of court and probably a breach of the US espionage act as well,” noted Bowden.

BRUSSELS - The EU's top counter-terrorism official has said that Hezbollah might not get onto the Union's blacklist even if it did bomb Jewish tourists in Bulgaria last year.Gilles de Kerchove told EUobserver that Bulgaria's investigation into the incident is likely to be concluded next month.US and Israeli officials have said the EU should list the Lebanese militant group if the Bulgarians find it guilty, in a move which would make it illegal for Hezbollah sympathisers in Europe to send it money.But for De Kerchove, the situation is not so simple."First, we need to reach conclusions with strong evidence that it was the military wing of Hezbollah [which bombed Burgas]. That's the prerequisite, even in legal terms, but then, as always in the listing process, you need to ask yourself: 'Is this the right thing to do?'," he said."For Hezbollah, you might ask, given the situation in Lebanon, which is a highly fragile, highly fragmented country, is listing it going to help you achieve what you want? ... There is no automatic listing just because you have been behind a terrorist attack. It's not only the legal requirement that you have to take into consideration, it's also a political assessment of the context and the timing," he added.He noted there is "no consensus" among EU states on whether listing Hezbollah would be helpful or not.He said the US has not listed Nigerian extremists Boko Haram to avoid giving them international recognition.He recalled that one EU country in past years objected to listing a Latin American militant group, which was "obviously a terrorist organisation," because it was in secret negotiations with it at the time to "bring it back into mainstream politics."The Bulgarian interior minister briefed his EU peers on the Burgas probe at an informal meeting in Dublin last week.A London-based Arabic newspaper - Al Hayat - later cited a "European source" as saying he predicted the investigation will point to Hezbollah.
The Bulgarian interior ministry denies the story, however."Until the case is concluded, we cannot say exactly who was involved," Bulgarian interior ministry spokeswoman Vania Valkova told this website.An EU diplomat said: "It's difficult to say what will happen until Bulgaria files its report. The way these things are phrased could be very important. There could be lots of ifs and maybes or it could contain very concrete elements."He added: "Hezbollah plays a very important political role in Lebanon."For his part, Vladimir Chukov, a teacher of Arabic studies at Sofia university, noted that Hezbollah politicians would probably pull out of the ruling coalition in Lebanon if the group is listed by the Union."That would mean the end of the Lebanese government. It would mean the destabilisation of Lebanon and the further destabilisation of the whole region ... This is unfamiliar territory for the Bulgarian police. It's not a normal criminal investigation. It concerns EU foreign policy and the wider situation in the Middle East," he said.He noted that police in Azerbaijan, India and Thailand recently blamed Hezbollah for attacks on Jewish targets.One theory is that they came in retaliation against Israel's alleged assassinations of scientists linked to the nuclear programme in Hezbollah's paymaster, Iran.But Hezbollah itself and the people detained in the probes deny that it was involved.Alastair Crooke, a former EU advisor on Middle East policy who runs an NGO in Beirut, also cast doubt on Hezbollah's involvement in Burgas."Why would they want to do that? What for?" he asked.
"Hezbollah uses its military power against the Israeli army. It has an effective force. It's well trained and it has invested a lot in preparing for conflicts in this area and in this terrain. You can't take fighters out of south Lebanon and drop them into Bulgaria and replicate what they do here," he said.

The Lebanon-based Hizbullah terrorist organization is setting up bases in Syria close to known chemical weapons storage facilities, according to a source quoted in a report published Monday by Israeli Hebrew-language news outlet Ynet.
Hizbullah, which is generously funded and equipped by Iran, has been working to shore up the government forces backing Syrian President Bashar al-Assad, together with Iran’s elite Revolutionary Guards.
But even with that assistance, the loyalists are beginning to lose their grip on the country, and it appears likely that Assad’s regime may soon fall.If it does, there is a strong likelihood that he may first choose to hand over the country’s chemical weapons arsenal to his Iranian patrons. The other possibility is that Hizbullah may simply decide to seize the arsenal before anyone else has a chance to take it or destroy it.The report follows on the heels of news that Jordan has tightened its security along its northern border with Syria, massing thousands of soldiers along with artillery, armored vehicles and other ordnance in the area.Amman is also working in coordination with Israel to pass along information to the governments of Qatar and Saudi Arabia in anticipation of the strong possibility that the reign of President Bashar al-Assad may not hold much longer.Israel, too, has beefed up its security as the chaos escalates in Syria. On Sunday, the IDF deployed Iron Dome anti-missile defense batteries at multiple locations throughout the north, and stepped up work on the new border fence in the area.The new fence is embedded with highly technical surveillance systems designed to provide information with pinpoint accuracy about activities taking place within Syria’s inland region.Chemical weapons are delivered in warheads on missiles fired either from surface-to-air launchers, or dropped on to targets by war planes.The Iron Dome system is designed to intercept such missiles and neutralize them in mid-air. During Israel’s recent Operation Pillar of Defense counter terror offensive in Gaza, the system ensured that only 55 rockets out of the 1,500 fired at major cities in southern and central Israel actually landed in urban areas, a success rate of 85 percent.It is essential to intercept a missile carrying a chemical weapons warhead as high in the air as possible, due to the fact that chemical weaponry loses its effectiveness the farther it is from the intended target. Sarin gas diffuses into the air and is neutralized at a relatively short distance. Mustard gas, which causes burns, likewise must be fired at a relatively limited range.At least five sites are known to store lethal chemical weaponry in Syria, including a facility in the village of As-Safira, located just south of Aleppo, the country’s northern commercial hub.
Speaking from a hideout in an Arab nation outside the country several weeks ago, a Syrian source said that two senior Syrian officials transported 100 kilomgrams of chemicals used to create the deadly sarin nerve gas from a base 50 kilometers northeast of Damascus, to a site located closer to Lebanon.At the time, the source said the Assad regime had developed special vehicles equipped to move and mix chemicals to create the weaponry. The defector who revealed the information told the source that two men with Lebanese accents had arrived at the secret base and were trained to mix the isopropanol and methylphosphonyl difluoride – the combination that produces sarin gas.Syria is known to possess 500 tons of the two chemicals, but up to that point, had stored them in separate areas so as to avoid the danger of inadvertently creating the lethal combination.

Jordan has begun to beef up its border with Syria, sending hundreds of thousands of troops, artillery and armored vehicles to the north, a senior Jordanian security source says.The Hashemite Kingdom is coordinating its military moves with the State of Israel, according to a report published Monday in Lebanon’s Daily Star. Amman is also relaying messages between Jerusalem and the governments of Qatar and Saudi Arabi, in anticipation that President Bashar al-Assad’s regime may soon fall.The Syrian village of As-Safira – home to one of at least five chemical weapons storage facilities –  has become the latest battleground between Assad loyalist troops and opposition forces, the pan-Arab Al-Arabiya news network reported Sunday. At least 30 people were killed Sunday in fierce fighting between the two forces in the village, located just south of Aleppo, the country’s northern commercial hub.Thousands of soldiers, hundreds of armored vehicles, and dozens of tanks and artillery batteries are being deployed along Jordan’s northern border, according to a senior Jordanian security source quoted Monday by Israeli news daily Yisrael HaYomThe forces are protecting the area just above the site where tens of thousands of Syria refugees are encamped in United Nations-provided tents. 
Some 200,000 Syrians so far have crossed the southern border of their homeland to safety in Jordan, despite the difficult conditions they knew they would face, living in refugee camps in Jordan’s northern desert.Syrian refugees are still pouring across the border, arriving daily to receive aid and rations at Al-Zaatri refugee camp in the Jordanian city of Mafraq, near the border with Syria. The United Nations on Friday urged Syria's neighbors to keep open their borders to civilians fleeing the intensifying conflict. U.N. officials and said that the refugee exodus into Jordan was "absolutely dramatic". More than 30,000 Syrians have arrived in Jordan's main Za'atri camp since January 1, including 4,400 on Thursday and another 2,000 overnight, according to the U.N. agency. Most were fleeing fighting in the southern area of Dera'a, where food and fuel shortages, high prices and the danger to life itself has forced families to abandon their homesSyria's revolution -- the civil war from which it sprang -- began in Dera'a, where a young teen scrawled a slogan on a wall inspired by the Arab Spring uprisings that were sweeping through the region in March 2011. Government forces immediately took the teen into custody and tortured him, igniting protests that spread like wildfire through the country, and to which the government responded with arrests, torture and eventually murder. Thus blossomed Syria's savage civil war, in a manner not unlike that which overthrew the 41-year reign of former Libyan dictator Muammar Qaddafi, and which has sent that country tumbling into a power struggle between the rebel factions who fought for freedom, and terror groups who joined the war -- among them the international Al Qaeda organization.
Just a couple of months ago, 13 radical Islamist factions banded together and separated from the general opposition forces to declare Aleppo and “independent Islamic state.” As in Libya, number of the factions were linked to the international Al Qaeda terrorist organization.

Egypt's Mursi declares emergency after clashes kill dozens

CAIRO (Reuters) - Egyptian President Mohamed Mursi declared a month-long state of emergency in three cities on the Suez Canal, where dozens of people have been killed in protests that have swept the nation and deepened a political crisis facing the Islamist leader.Hundreds of demonstrators in Port Said, Suez and Ismailia turned out against the decision within moments of Mursi's announcement late on Sunday that came after the death toll from protests and violence that erupted last week hit 49 people.Most deaths were in Port Said, where 40 people were killed in just two days. Riots were sparked on Saturday when a court sentenced to death several people from the city in a case of deadly soccer violence last year. Mourners at Sunday's funerals in the port, where guns are common, turned their rage on Mursi.The violence in Egyptian cities has now extended to a fifth day. Police again fired volleys of teargas at dozens of youths hurling stones early on Monday near Cairo's Tahrir Square, where opponents have camped for weeks to protest against Mursi, who they say betrayed the revolution that overthrew Hosni Mubarak two years ago."We want to bring down the regime and end the state that is run by the Muslim Brotherhood," said Ibrahim Eissa, a 26-year-old cook, protecting his face from teargas wafting towards him from police lines near Tahrir, the cauldron of the 2011 revolt.Propelled to power in a June election by the Brotherhood, Mursi's presidency has lurched through a series of political crises and violent demonstrations, compounding his task of shoring up a teetering economy and preparing for a parliamentary election to cement the new democracy in a few months."The protection of the nation is the responsibility of everyone. We will confront any threat to its security with force and firmness within the remit of the law," Mursi said, offering condolences to families of victims in the canal zone cities.Appealing to his opponents, the president called for a national dialogue on Monday at 6 p.m. (1600 GMT), inviting a range of Islamist allies as well as liberal, leftist and other opposition groups and individuals to discuss the crisis.
"WASTE OF TIME"
The main opposition National Salvation Front coalition said it would meet on Monday to discuss the offer. But some opponents have already suggested they do not expect much from the gathering, raising the prospect of poor attendance."Unless the president takes responsibility for the bloody events and pledges to form a government of national salvation and a balanced committee to amend the constitution, any dialogue will be a waste of time," Mohamed ElBaradei, a prominent politician who founded the Constitution Party, wrote on Twitter.Hamdeen Sabahy, a firebrand leftist politician and presidential candidate who is another leading member of the Front, said he would not attend Monday's meeting "unless the bloodshed stops and the people's demands are met."The response highlights Egypt's deeply polarized politics. Although Islamists have swept to victory in a parliamentary poll and presidential vote, the disparate opposition has been united by Mursi's bid late last year to expand is powers and fast-track a constitution with an Islamist hue through a referendum.Mursi's opponents accuse him of listening only to his Islamist friends and reneging on a pledge to be a president for all Egyptians. Islamists say their rivals want to overthrow by undemocratic means Egypt's first freely elected leader.The Front has distanced itself from the latest flare-ups but said Mursi should have acted far sooner to impose extra security measures that would have ended the violence and laid the blame for the escalation squarely on Mursi's shoulders."Of course we feel the president is missing the real problem on the ground, which is his own polices," spokesman Khaled Dawoud said. "His call to implement emergency law was an expected move given what is going on, namely thuggery and criminal actions."

Even in Tahrir Square, some protesters said the violence and the death toll in Port Said and other cities along the strategic international waterway meant there was little choice but to impose emergency law, though they, too, said the violence was Mursi's fault."They needed the state of emergency there because there is so much anger," said Mohamed Ahmed, 27, a protester walking briskly from a cloud of teargas spreading into Tahrir Square.But activists in the three cities affected have pledged to defy the curfew that will start at 9 p.m. (1900 GMT) each evening and will last until 6 a.m. (0400 GMT).Some opposition groups have also called for more protests on Monday, which marks the second anniversary of one of the bloodiest days in the revolution that erupted on January 25, 2011, and brought an end to Mubarak's iron rule 18 days later.Rights activists also said Mursi's declaration was a backward step for Egypt, which was under emergency law for Mubarak's entire 30-year rule. His police used the sweeping arrest provisions to muzzle dissent and round up opponents, including members of the Brotherhood and even Mursi himself.Heba Morayef of Human Rights Watch in Cairo said the police, still hated by many Egyptians for their heavy-handed tactics under Mubarak, would once again have the right to arrest people "purely because they look suspicious", undermining efforts to create a more efficient and respected police force."It is a classic knee-jerk reaction to think the emergency law will help bring security," she said. China says concerned by Japan's move to boost military

BEIJING (Reuters) - China expressed concern on Monday after Japan unveiled plans to boost the number of its military personnel, as a bitter territorial dispute between the two countries drags on.Japan's Defence Minister Itsunori Onodera said on Sunday the government would increase the number of personnel, now standing at about 225,000, by 287 in the next fiscal year starting in April, the biggest rise in two decades. The figure represents an expansion of about 0.1 percent.Chinese Foreign Ministry spokesman Hong Lei said Japan should pay greater attention to regional concerns, alluding to Japan's at times brutal behavior during World War Two which China considers Japan has not done enough to atone for."Due to historical reasons, Japan's neighboring countries pay great attention to its military developments," Hong told a daily news briefing."We hope that Japan pursues a path of peaceful development, respects the concerns of countries in the region, take history as a mirror and does more to benefit regional peace and stability," he added.
China and Japan are engaged in an increasingly hostile dispute over a group of uninhabited islands in the East China Sea.Both sides sought to cool tension last week, with Chinese Communist Party chief Xi Jinping telling an envoy from Japanese Prime Minister Shinzo Abe that he was committed to developing bilateral ties.
