MEPs unblock funds for EU expert groups

BRUSSELS - MEPs in the budget committee
on Thursday (20 September) unblocked some €2 million in funding for
European Commission expert groups after the executive agreed to
implement new transparency rules.The advisory groups, selected by the commission, help it to craft legislation.But pro-transparency NGOs and some MEPs have long voiced concern over
their secrecy, noting that many of the so-called advisors are corporate
lobbyists."Public interest groups are vastly under-represented - and as a
result we see business-friendly laws that fail to protect the wider
interests of society," said Yiorgos Vassalos of pro-transparency group
Corporate Europe Observatory in a recent statement.Another pro-transparency group, Alter-EU, found that big business
dominates two-thirds of the advisory groups in the commission's
department for enterprise.The unbalanced composition of the groups along with the lack of
transparency compelled MEPs to freeze their funding in November 2011.The parliament says the commission should prohibit any single
interest group from dominating any given panel and has called for common
selection criteria for all commission services.MEPs also want a ban on lobbyists and corporate executives in the expert groups.And they say information on membership, agendas, minutes of meetings
and copies of documents submitted should be available to the general
public online.The commission earlier this year moved forward on some of the proposals but not enough to please the MEPs who froze the budget.Commission administration chief Maros Sefcovic then appealed directly to the MEPs on 11 September.He assured them he is committed to "redressing any remaining
imbalances in the composition of groups" as well as any potential
conflicts of interest. He also said he will publish more of the
documents.But Sefcovic warned that without adequate funding, legislative initiatives would be undermined."I sincerely hope that the parliament will agree to lift the [budget]
reserve, which risks having a detrimental effect on the functioning of
expert groups and hence on the policy-making process," wrote Sefcovic in
a letter seen by this website.For his part, Dutch left-wing MEP Dennis de Jong told EUobserver the two sides are working well together."We should be able to trust them," he said, referring to recent
conversations with Sefcovic and commission administration chief
Catherine Day.An official dialogue between MEPs and the vice-president is scheduled
in the next coming weeks. The two sides will discuss commitments made
by the commission to increase transparency.
A list of grievances and complaints compiled by NGOs will also be handed over to Sefcovic. De Jong said the commission will then have to deal with them "one by one."He noted, for instance, the commission already "agreed on substance" that someone who works for a company which will be affected by the legislation is not an independent expert."If for some reason or another we discover after a few months that dialogue isn't providing the right results we shall not hesitate to reserve future budgets," said De Jong.The next expert group budget reserve is in 2014.

to prevent Iran from achieving nuclear weapons capability, Defense
Minister Ehud Barak said in an interview partially published in the
Israeli press on Sunday.Barak also said that despite some

to hold Israel back from taking military action on its own.Israeli officials have said in the past that
they cannot rely on the world to protect them against Iran, even while
lobbying for world action.Though many Israeli officials have disagreed
with Netanyahu’s drive for a military strike behind closed doors, and
sometimes in the public sphere, Barak reiterated that he is with
Netanyahu on the issue of Iran’s nuclear program.“The prime minister and I see eye to eye regarding Iran,”Barak said.Iran is widely suspected of attempting to
covertly develop a nuclear weapon, a charge the Islamic Republic denies,

Iranian President Mahmoud Ahmadinejad, together with a high-ranking
delegation, arrived in New York Saturday evening to attend the 67th

Israel has rejected the idea of any modification to its 1979 peace treaty with Egypt.Foreign Minister Avigdor Lieberman dismissed any possibility of altering the treaty during a radio interview in Israel Sunday morning. “There is not the slightest possibility that Israel will accept the modification of the peace treaty with Israel," he said, according to AFP. "We will not accept any modification of the Camp David Accords.
The comments came as tensions rise between Egypt and Israel, with speculation the government of Egypt's Muslim Brotherhood-backed President Mohammed Morsi is considering a plan to alter parts of the treaty.
Ties between the two countries are also strained over the issue of security in Egypt's Sinai Peninsula, which has increasingly become a haven for terrorists who use the area as a launching ground for attacks against Israeli civilians living in the south of the country, and IDF soldiers.On Friday, one Israeli soldier was killed and a second was critically wounded in an attempted cross-border attack by terrorists along the Egyptian-Israeli border. A spying device disguised as a
rock at Iran’s Fordo nuclear facility blew up when it was discovered by
Iranian security forces, Western intelligence officials told The Sunday
Times.The device, which was discovered last month
but only reported on Sunday morning, was capable of collecting data from
computers at the nuclear site, which is one of the country’s main
enrichment facilities.The device was happened upon by soldiers on
patrol and its remains were examined by Iranian experts after it
exploded, according to the Sunday Times.A significant amount of information tracking
Iran’s uranium enrichment activities could have been lost in the
explosion, the British paper reported.Last week, Iran’s vice president revealed that
power lines near the plant had been blown up a day before officials
from the International Atomic Energy agency requested to inspect the
site. He accused the IAEA of harboring saboteurs bent on destroying
Iran’s nuclear programFordo, buried beneath hundreds of feet of
rock, is considered Iran’s most heavily guarded nuclear facility.
Officials fear the uranium being enriched at the site’s 3,000
centrifuges will be used to build a nuclear weapons program, a claim

United Against Nuclear Iran, along with several prominent Jewish groups, will be protesting inside and outside the hotel, denouncing its decision to provide luxury accommodations to a man who blatantly denies the Holocaust, has claimed the U.S. orchestrated the September 11 terrorist attacks, and unremittingly calls for the complete obliteration of the State of Israel."We want him to see he's not welcome here," said Nathan Carleton, spokesman for United Against Nuclear Iran.Shurat HaDin, an Israeli law center that defends victims of terror, has filed a legal motion in Manhattan federal court demanding that the hotel deny Ahmadinejad a room and instead grant that room to Stuart Hersh, a client who has yet to receive the $12 million judgment owed to him by Iran after he was injured in a 1997 Hamas suicide bombing in Jerusalem.
A federal judge on Thursday denied the motion, saying a room reservation is not property and can't be used to fulfill a legal judgment.This will be the second year is a row that the Warwick Hotel has agreed to host the Iranian leader.

Israel Rejects Amendments to Peace Treaty with Egypt

BEIJING (Reuters) - China has postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan as a result of a territorial row between the two countries, the official Xinhua news agency said on Sunday.A dispute over uninhabited islands in the East China Sea, known as the Diaoyu in China and the Senkaku in Japan, erupted into a full-scale diplomatic row this month after the Tokyo government bought the islands from private Japanese landowners.China's foreign ministry had hinted on Friday that
events marking the 1972 switch in diplomatic recognition from Taiwan to
China would be affected, when it said "many plans had been ruined" by
the Tokyo government's actions.Japanese media had said China was likely to go ahead with the large-scale ceremony on Thursday in Beijing.On Sunday, Xinhua
quoted an official of the China People's Association for Friendship with
Foreign Countries (CPAFFC) that there "would be a change", when asked
