Israel announces purchase of 14 more F-35 fighter jets-Associated Press-FEB 23,15-YAHOONEWS

JERUSALEM (AP) — Israel said Sunday it will purchase 14 additional next-generation F-35 fighter jets for approximately $3 billion.The deal adds to the fleet of 19 U.S-made jets already purchased in 2010, the Defense Ministry said. The recent signing with Lockheed Martin Corp. includes an option for 17 more in the future. The first such planes are to arrive in Israel in late 2016.The F-35 is the Pentagon's most expensive weapons program, with an estimated cost of nearly $400 billion. The program aims to replace a wide range of existing aircraft for the U.S. and several partner countries.Israel plans for the stealth jet, also known as the Joint Strike Fighter, to replace its fleet of F-16 warplanes and maintain its aerial dominance in the region.

Palestinians threaten to end security ties with Israel-Associated Press-FEB 23,15-YAHOONEWS

RAMALLAH, West Bank (AP) — The Palestinian president has threatened to stop security coordination with Israel if the country continues to withhold millions of dollars of Palestinian tax revenue, a senior Palestinian official said Sunday.Nabil Shaath said President Mahmoud Abbas warned European leaders on a trip to Europe last week that Palestinian officials would discuss the matter during a Palestinian central council meeting next week."We have told the international community that we will not be able to continue the security coordination and the Palestinian Authority itself may not be able to continue functioning if Israel continues stealing our money," Shaath said.Israel has withheld tax revenue from the Palestinians since they joined the International Criminal Court last month. Shaath said the withheld revenue amounts to $140 million per month for the last two months.Tax revenue accounts for about 70 percent of the Palestinians' budget. The withheld revenue has led the cash-strapped Palestinian government to take out bank loans. For the last two months, it has paid only partial salaries for civil servants.Palestinian officials said the U.S., European Union and Arab countries have asked the Palestinians to hold off on any decision about canceling security coordination with Israel until after Israeli elections on March 17, saying Israel may release the revenue after the elections.But the Palestinian officials said they were concerned Israel could continue to withhold the tax revenue as a punitive measure through April, when the Palestinians become official members of the International Criminal Court.The officials spoke on condition of anonymity to discuss internal deliberations.Secretary of State John Kerry said Saturday the U.S. fears that without a cash injection, the Palestinian Authority could collapse — entailing serious security implications for both Palestinians and Israelis.Palestinians and Israelis cooperate on arrests and other security matters in the West Bank. The Palestinian leadership has been under public pressure to cancel the security coordination, but it has been reluctant to do so.Israel has withheld and subsequently released Palestinian tax revenue in the past. Defense Minister Moshe Ya’alon said on Sunday evening that Israel will continue to firmly fight terrorism, responding to a terrorist attack in the city earlier in the day."The fight against terrorism requires determination, strength and steadfastness in the face of attempts to attack us everywhere and force us to give up our assets,” he said.Ya’alon added that attacks carried out by individuals who may not be connected to a specific terrorist group are "an additional Palestinian attempt to disrupt our lives, and we will fight them with an iron hand and calmly as we have done so far, not through concessions and shortcuts.""I wish a speedy recovery to the man who was wounded in the attack, Avraham Goldschmidt, and praise the rapid response of those present, including Jerusalem Mayor Nir Barkat," concluded the Defense Minister.Goldschmidt, a haredi Jewish man, was stabbed by an 18-year-old Arab terrorist at Jerusalem's Tzahal Square, and his condition is moderate. He received treatment from an MDA team before he was evacuated to Shaarei Tzedek hospital, in full consciousness.The stabber was caught by Barkat and his bodyguard. Security camera footage shows how Barkat and other members of his team tackled the terrorist, after the bodyguard pointed his gun at him.Barkat then crossed the street and approached the wounded man, helping him to the sidewalk."I was driving with the car next to Tzahal Square when my team suddenly saw a terrorist with a knife right next to us,” Barkat said afterward. “I immediately jumped from the car, together with my bodyguard, he drew his weapon on him and we held on to the terrorist together until police arrived and immediately took care of the victim, who fortunately was lightly wounded.”Goldschmidt, a father of four children, later told the media from his hospital bed that he was on his way back from a Torah lesson, when he was stabbed by the 18-year-old terrorist from Bir Zeit."Barkat and his personal guard were there, thank G-d, and here I give them thanks. They showed remarkable resourcefulness, seeing as the terrorist still held a knife in hand," he added.A terrorist stabbing attack took place a month ago on a bus in central Tel Aviv, on Begin Road, near Beit Maariv. The terrorist was an Arab man, reportedly from Samaria.Twelve people were wounded in the stabbing, with 17 receiving treatment from Magen David Adom (MDA). Three were in serious condition, four in moderate condition and five who sustained light injuries. Another seven people were treated for shock.

The ideological question, rooted in the 19th century, has gained surprising urgency in an Israeli election campaign that seems more open than had been expected.Seeking to take votes from the nationalistic right of Prime Minister Benjamin Netanyahu, the relatively liberal opposition has rebranded itself as the Zionist Union — sparking a debate about a concept that some considered resolved when the Jewish state was declared and widely recognized in 1948.Since adopting the name in early December, Isaac Herzog's Labor Party — bolstered by a smaller grouping led by former opposition leader Tsipi Livni — has surged in the polls. They are now running neck-and-neck in the polls with Netanyahu's Likud.The debate over who best reflects the ideals of Zionism — and who can most credibly lay claim to its successes — has lent an oddly philosophical hue to a campaign that had been dominated by more prosaic issues such as budget scandals in the management of the prime minister's residence. Along the way, the stage appears to have been set for a surprisingly climactic vote on March 17.On the left, politicians speak of true Zionism as requiring the establishment of peace and equality in the land, including by making peace with the Palestinians and giving up land if needed.Netanyahu has mocked his rivals as "the anti-Zionist Union." Backers of his Likud tend to equate the term with a strong Israel standing up to its enemies, and with the West Bank settler movement specifically. But that's not the way it was," said Tom Segev, an Israeli historian and author who has written books about early Israel.Today, he said, "Zionism has become an equivalent to patriotism," he said, criticizing this approach for ignoring the key issue of resolving the conflict with the Palestinians.The establishment of Israel turned out to be only the beginning. Early Israel was tested by wars and waves of immigration.In 1967 came a game-changer: in a war that lasted six days Israel captured Arab territories including the West Bank and east Jerusalem — parts of the biblical Land of Israel but also home to hundreds of thousands of Palestinians.Today the number of Palestinians in the territory is about 2.5 million, and most live in islands of autonomy administered by the Palestinian Authority. But Israel is the ultimate ruler, and the occupation, in the minds of most people, essentially grinds on. Many of Israel's neighbors reject its existence and its final borders are an open question. Gaza, ruled by Hamas militants and blockaded by Israel, has another 2 million Palestinians and is part of the equation.Many Israelis feel the situation is unsustainable, both because of the hardships it imposes on the Palestinians and the demographic implications, with the population of Israeli Arabs and Palestinians in the territories on track to eventually outnumber Jews.Therein lies the logic of the Zionist Union moniker: that the occupation, by saddling Israel with millions of Arabs, is endangering its status as a "Jewish state," leading toward a demographic composition that could more aptly be called a "binational state" where Jews no longer outnumber Arabs.Bar said this would either mean the end of Israel as a Jewish state or result in "a kind of apartheid state" where Arabs will not be allowed to vote. "They (the right) will lead us to a very horrible situation. This is the end of Zionism," Bar said.But with party support having remained stagnant in the polls since the initial surge, and with three weeks before the election, the definition has been broadened out.Omer Bar-Lev, a former top military commando, tells voters he "led fighters in the rescue at Entebbe" — Israel's dramatic 1976 rescue of hostages in Uganda. "That is Zionism." A recent campaign video made no mention of the Palestinian issue. Instead, a slew of politicians equated Zionism with social justice, economic opportunity, better schools and a nod to mandatory military service. Of late, this is the direction the campaign is taking.A young Labor lawmaker, Stav Shaffir, recently became a viral sensation when she lectured her right-wing opponents on the true meaning of Zionism in a parliamentary speech."Real Zionism is solidarity — not only in battle, but also in the day-to-day. Looking after each other," she said. "That's what Zionism is: to take care of the future of Israel's citizens — in the hospitals, in the schools, on the roads, and in social welfare. That's Zionism, and you're destroying it," she said of her colleagues on the right.Former Education Minister Shai Piron of the centrist Yesh Atid Party bristles at the use of Zionism by left and right alike. "Zionism is far more than what they say. They are using this for political reasons," he said."Zionism is our story, the Jewish story," he adds.Such a view could pose a problem for Herzog. Arab citizens make up about a fifth of the population of 8 million in Israel proper, with the West Bank and Gaza removed from the picture. "We do not want individuals to define what Islam is for the rest of us.""There are many more peace-mongers than warmongers," he added.Norway's Chief Rabbi Michael Melchior sang the traditional Jewish end of Sabbath song outside the synagogue before the large crowd holding hands.Co-organizer Hassan Raja said it was the first time he heard the song.Ervin Kohn, head of Oslo's Jewish community, called the gathering in sub-zero temperatures "unique."Several European countries have seen an increase in anti-Semitic incidents recently, starting when the conflict between Israel and Palestinian militants in Gaza intensified last year.In Paris, three Muslim gunmen killed 17 people at a kosher grocery, the offices of weekly Charlie Hebdo and elsewhere in early January. 1948 Declaration of Independence

In the lead up to Israel's Declaration of Independence, the State Department put enormous pressure on Ben-Gurion to postpone the declaration and warned him that the Arabs would attack and that Israel would be destroyed in three months and that the United States would not come to his aid.In fact the State Department threatened to stoke anti-Semitism by publishing documents that would “do great harm to the Jews” as retribution for the establishment of an independent State of Israel, according to newly unearthed diplomatic cables.The State Department argued “There are 30 million Arabs on the one side and about 600,000 Jews on the other side. .. Why don’t you face up to reality?”Truman ignored them (the reasons are history) and recognized Israel as soon as it was declared.As a result of the war, 550,000 Arabs fled the land between the river and the sea. The US and the Arabs were determined to reverse this exodus.GA Res 194 was passed in Dec ’48. It is today quoted as the basis for the “right of return”.Israel has usually contested this reading, pointing out that the text merely states that the refugees “should be permitted” to return to their homes at the “earliest practicable date” and this recommendation applies only to those “wishing to… live at peace with their neighbors”. Besides it was a General Assembly resolution and they aren’t binding.The Arab League has instructed its members to deny citizenship to Palestinian Arab refugees (or their descendants) “to avoid dissolution of their identity and protect their right to return to their homeland.”The Arab League forbade any Arab country from accepting these refugees or settling them in normal housing, preferring to leave them in squalid camps.Even after the Oslo Accords, in the 'West Bank' and Gaza under full jurisdiction of the Palestinian Authority, the refugees continued to be confined to camps — despite the millions of UNWRA and international relief dollars which poured into PA coffers specifically for this purpose.Two years after UNGA Res. 194, the GA passed Resolution 393 (Dec. 1950). Article 4 states that “the reintegration of the refugees into the economic life of the Near east, either by repatriation or resettlement, is essential in preparation for the time when international assistance is no longer available, and for the realization of conditions of peace and stability in the region.” It also called for the creation of a “reintegration fund” in Article 5.But this resolution would undermine the “right of return” so no one talks about it.

Ceasefire Agreement in the making.

In May 29, 1949, toward the end of Israel’s War of Independence, which consumed 6,000 Israeli lives (1% of the population!), the US Ambassador to Israel, James McDonald, delivered a scolding message from President Truman to Prime Minister Ben Gurion.According to McDonald, (James McDonald, the US Ambassador to Israel at the time, “My Mission in Israel 1948-1951”,  Simon and Schuster, 1951, p 181)  Truman “interpreted Israel’s attitude [rejecting the land-for-peace principle; annexing West Jerusalem; refusing to absorb Arab refugees; pro-actively soliciting a massive Jewish ingathering] as dangerous to peace and as indicating disregard of the UN General Assembly resolutions of November 29, 1947 [the partition plan] and December 11, 1948 [refugees and internationalization of Jerusalem], reaffirming insistence that territorial compensation should be made [by Israel] for territory taken in excess of November 29 [40% beyond the partition plan!], and that tangible refugee concessions should be made [by Israel] now as essential, preliminary to any prospect for general settlement.  The operative part of the note was the implied threat that the US would reconsider its attitude toward Israel.”Ben Gurion adamantly refused to retreat. The newly acquired land automatically became part of Israel pursuant to Ben Gurion’s Law.The Armistice Agreement of ’49 provided at Jordan’s insistence that agreeing to them, would in no way prejudice future territorial settlements or boundary lines or to claims of either Party relating thereto.
