TUZLA, Bosnia (Reuters) - Rescuers recovered bodies of four men believed to be illegal miners 18 hours after a landslide at an opencast lignite coal mine at Dubrave in northeast Bosnia, police and officials said on Sunday."All four bodies were recovered and taken to the Tuzla hospital for autopsy," Tuzla police spokesman Izudin Saric told Reuters . He added that police and mining experts will continue an investigation into the causes of the accident on Monday.Mining inspector Nuraga Duranovic told state television the people were buried while illegally collecting coal from the surface pit, which was extensive and unsecured. In Bosnia many poor people collect coal illegally to make ends meet.Nobody from the mine management was available to comment. Duranovic said the mine may close in the coming days because of poor conditions. Accidents are frequent at Bosnia's outdated coal mines. In the latest round of snow, Hartford, Conn. received up to eight inches of snow, but only an inch or so fell on Boston's Logan Airport, according to the Boston Globe. The snow-turned-rain left major cities like Boston, New York, and Philadelphia covered in slush, reports Boston public radio station WBUR. According to USA Today, almost 1,500 flights had been canceled and more than 2,750 delayed Saturday at airports across the region. As early Sunday, 563 flights were canceled and 1,184 delayed across the nation, according to the report. Restricted visibility and high winds prompted the FAA to issue a temporary ground stop to halt all flights scheduled to leave Philadelphia, the Guardian reports. According to WBUR, the storm left interior mid-Atlantic areas in Virginia and West Virginia with over 10 inches in the mountainous parts and Baltimore received nearly eight inches as well. Tennessee officials warned that rain and above freezing temperatures could cause some flash flooding in some areas on Saturday, according to WBUR.But Sunday comes as a welcome relief from the cold spell, even though it will only last a day. US citizens and other non-EU nationals who enter Europe will be asked to have their faces image-captured and fingerprints scanned upon arrival at a half-dozen major airports.The biometric dragnet is part of a pilot test of the EU’s so-called ‘smart borders’ package. Passengers can refuse to give the data for now but there are plans to eventually make it obligatory.A draft internal EU document dated Wednesday (18 February) and seen by this website says the “proof of concept” is set to start in March and will run until September this year.“Should traveller participation be lower than expected, there would be a high risk that the results of the tests would be biased or would not reflect reality,” notes the multi-million euro project.Although the launch date is set in a matter of weeks, the document is still in the draft stage and so test places may change. However, the document lists Arlanda (Sweden), Charles de Gaulle (France), Frankfurt (Germany), Lisbon (Portugal), Madrid (Spain), and Schiphol (Netherlands) as participating airports.Frankfurt and Schiphol will ask between four to ten fingerprint sets. Madrid will ask for four and Charles de Gaulle eight.Arlanda, Charles de Gaulle, and Madrid airports are also set to start requesting facial image-captures from disembarking passengers.The airport in Lisbon is ticked to perform iris pattern scans but the paper notes that “iris pattern of volunteering TCNs [third country nationals] should be captured live, at the same time as the facial image.”The biometric screening extends to road, train, and sea routes as well and includes iris pattern scans in some areas.Iris scans are set to be asked on roads leading into border towns Udvar in Hungary and Sculeni in Romania. The paper says there is a “medium” risk that participating member states won’t comply with data protection rules.It notes biometric data will need to be depersonalised, saved locally, and then deleted after analysis. Greece has agreed to all the conditions laid out by Germany and is likely to get its bailout programme extended by another four months, provided international creditors give a green light on Monday.A meeting of eurozone finance ministers (the Eurogroup) on Friday (20 February) ended after "intense", "difficult" and "laborious" talks, especially in a smaller format - between Germany, Greece and international institutions.In those preliminary discussions, several sources told this website, Greek finance minister Yanis Varoufakis was sidelined, as prime minister Alexis Tsipras spoke on the phone to conclude the deal personally.Under the accord, Greece has to come up with a precise list of reforms for the next four months, which will be evaluated by experts from the European Commission, the European Central Bank (ECB) and the International Monetary Fund, Eurogroup chief Jeroen Dijsselbloem said after the meeting.The result of this first review will be communicated also by phone and if it is positive, national parliaments will approve the 4-month extension of the €240 billion bailout which otherwise would have terminated on 28 February.During these four months, Greece is due to start talks with international creditors on a third bailout, with "clarity expected" on the issue before the extension runs out.In order to achieve the deal, Tsipras yielded to all German demands - including that a €10.8 billion tranche be repatriated to the EU bailout fund in Luxembourg and only used if banks in Greece request it for recapitalising of their balance sheets.The money's availability will however be extended for another four months, along with the overall bailout programme.Greece also pledged not to undertake any unilateral measures or reforms that would compromise the budgetary calculations Athens needs to stick to in order to get the bailout money.But in a press conference after the meeting, Varoufakis said the plan to raise the minimum wage - announced by his prime minister - is not off the table "after June", giving Ireland as an example of a country which managed to negotiate this with its creditors.Varoufakis also responded to criticism from the Baltic states and Slovakia, where the minimum wage is currently lower than in Greece, saying that prices are higher in his country and that they were kept high by market-dominant oligopolies, despite revenues going down.He said the fact that the €10.8 billion remains available for Greek banks - which have seen massive capital flight in the past few weeks - should "put an end to the fear and the scaremongering".EUobserver understands that at one point, ECB chief Mario Draghi told Tsipras that capital controls will be imposed in the absence of a deal.According to ECB sources, this danger has now been averted."After the decision of the Eurogroup, there is no need for capital controls. Johnson spoke on five Sunday morning TV news programs.On Saturday, Al Shabab released an online video calling for attacks on western shopping centers, including the Mall of America in Minnesota, the West Edmonton Mall in Alberta, and Oxford Street in London.In the video, a man with a British-sounding accent and full face covering calls on supporters of Al Shabab to attack "American or Jewish-owned" Western shopping centers, the BBC reports.There is precedent for such attacks. In 2013, terrorists attacked the Westgate Mall in Nairobi, Kenya, killing more than 60 people. Al Shabab has also claimed responsibility for recent attacks at a Mogadishu hotel, which killed more than 25 people.“Washington fears the group,” notes a Council on Foreign Relations (CFR) report, particularly because it “has successfully recruited members of the Somali-American diaspora” in order to “orchestrate strikes on US soil.”Dozens of people from the Minneapolis-St. Paul area, many of them Somali-Americans, have traveled or attempted to travel overseas to support groups such as Islamic State or Al Shabab since 2007, according to prosecutors."I’m very concerned about the serious potential threat of independent actors here in the United States. NIZHNYAYA KRYNKA/KHARKIV, Ukraine (Reuters) - Ukraine said on Sunday it feared unrest could spread beyond territory held by pro-Russian separatists, after an explosion killed two people at a memorial rally in an eastern city far from the front line.Kiev said it arrested four people who had been armed and trained in Russia after the blast, which killed a policeman and a demonstrator at the rally in Kharkiv, the biggest city in the east, 200 km (125 miles) from the war zone.A week after a ceasefire agreement that Moscow-backed rebels ignored to capture a strategic town, Kiev and its Western allies are trying to determine whether the separatists will now halt, or advance deeper into territory the Kremlin calls "New Russia".Germany and France mediated the peace deal that came into effect a week ago, and say they still hope it can be resurrected, even though the rebels ignored it to inflict one of the worst defeats of the war, seizing the town of Debaltseve after encircling thousands of Ukrainian troops.In signs that there may be at least a pause now that the rebels achieved that objective, government and separatist forces exchanged prisoners overnight. The rebels said on Sunday they would begin withdrawing artillery from the front.But Kiev said Moscow was moving more troops and armor into eastern Ukraine near a port it fears is the next target. Russia denies it has troops in eastern Ukraine.

Ukrainians held marches and memorial services on Sunday for 100 people killed a year ago during an uprising that toppled a pro-Russian president and led to the war in which more than 5,500 people have since been killed.At the rally in Kharkiv, amateur footage posted on the Internet showed a few hundred marchers with Ukrainian flags, who shouted "glory to the heroes!" just before being hit by an explosion. Demonstrators and bystanders, including a woman pushing a baby in a pram, fled in panic. A wounded man in military uniform lay in the snow shouting for help."Today is memorial Sunday, but on this day terrorist scum revealed its predatory nature," President Petro Poroshenko said on Facebook. "This is a brazen attempt to expand the territory of terrorism."A Reuters journalist at the scene later filmed the bodies of two men lying by the road, draped in blue and yellow Ukrainian flags and surrounded by shrapnel.Demonstrator Igor Rossokha told Reuters Television his friend Igor was one of those killed: "We tried to give him first aid, but the paramedics arrived and said he'd died instantly because he was struck in the heart."Kiev has long worried that Russia aims to foment instability far beyond regions now held by separatists. Ukraine's most immediate fear is of an attack on the port of Mariupol near the front, with 500,000 people the biggest government-held city in the two rebellious provinces.The Ukrainian military said the rebels were pressing on with attacks on government forces nearby, and Moscow was reinforcing.Spokesman Andriy Lysenko said a military train carrying 60 armored vehicles including tanks had arrived in the town of Amvrosiivka from Russia on Saturday. A convoy of military equipment had later crossed the border near Novoazovsk, east of Mariupol on the Sea of Azov.He said fighting was in progress at the village of Shyrokyne, east of Mariupol."Our soldiers are holding their positions," Lysenko said, adding that there had been a total of 44 attacks by separatists across the conflict zone in the past 24 hours.Reuters journalists saw a 20-vehicle convoy of separatist military trucks with anti-aircraft missile systems and howitzers heading west from the recently-captured town of Debaltseve.Still, the rebels are no longer publicly disavowing the ceasefire, as they did at the start of last week when they said it did not apply to Debaltseve, which they captured on Wednesday.A pro-Russian rebel commander said the separatists would now begin pulling back heavy weapons from the frontline."The plan was signed last night ... Starting from today there are two weeks to withdraw heavy weapons," Interfax news agency quoted rebel commander Eduard Basurin as saying. ANKARA (Reuters) - Turkish forces swept into Syria overnight to rescue about 40 soldiers who had been surrounded for months by Islamic State militants while guarding the tomb of a revered Turkish figure.The Syrian government described the operation as an act of "flagrant aggression" and said it would hold Ankara responsible for its repercussions.The action, which involved tanks, drones and reconnaissance planes as well as several hundred ground troops, was the first incursion by Turkish troops into Syria since the start of the civil war there nearly four years ago.The military said no clashes took place during the operation although one soldier had been killed in an accident.The 38 soldiers who had been guarding the tomb of Suleyman Shah, grandfather of the founder of the Ottoman Empire, were brought safely home.Normally, the detachment is rotated every six months but the last one was trapped for eight months by Islamic State fighters.The tomb, on a site within Syria that Ankara considers sovereign territory as agreed in a 1921 treaty, was to be relocated close to the Turkish border, while Suleyman Shah's remains were taken to Turkey."The remains of Suleyman Shah, along with ancestral relics, have been brought back to our country pending their temporary transfer to a new site in Syria," said Prime Minister Ahmet Davutoglu.He told a news conference that nearly 600 soldiers, including special forces commandos, took part in the mission. Turkey had not sought permission or assistance but had informed allies in the coalition against Islamic State once it began."This was an extremely successful operation with no loss to our rights under international law," Davutoglu said, flanked by the chief of the military and the defense minister.The Syrian government said in a statement that Turkey would be held responsible for its breach of the treaty after failing to wait for an agreement from Damascus before proceeding.The Turkish government had informed the Syrian consulate in Istanbul about the operation but had not awaited Syria's agreement, a violation of the 1921 accord, it said."There will be a letter from the foreign ministry to the relevant parties in the Security Council," Syrian Tourism Minister Bisher Yazagi told Reuters.A Turkish security source said the operation was conducted via the Syrian Kurdish border town of Kobani with the support of local Kurdish authorities. Landslide kills four at Bosnian lignite mine-Reuters-FEB 23,15-YAHOONEWS
TUZLA, Bosnia (Reuters) - Rescuers recovered bodies of four men believed to be illegal miners 18 hours after a landslide at an opencast lignite coal mine at Dubrave in northeast Bosnia, police and officials said on Sunday."All four bodies were recovered and taken to the Tuzla hospital for autopsy," Tuzla police spokesman Izudin Saric told Reuters . He added that police and mining experts will continue an investigation into the causes of the accident on Monday.Mining inspector Nuraga Duranovic told state television the people were buried while illegally collecting coal from the surface pit, which was extensive and unsecured. In Bosnia many poor people collect coal illegally to make ends meet.Nobody from the mine management was available to comment. Duranovic said the mine may close in the coming days because of poor conditions. Accidents are frequent at Bosnia's outdated coal mines. After four monstrous blizzards in as many weeks, the Northeast remains buried under several feet of snow, which in addition to paralyzing the region's transportation infrastructure, has helped keep the already chilly temperatures even colder.But Sunday will bring respite, albeit a brief one. In the latest round of snow, Hartford, Conn. received up to eight inches of snow, but only an inch or so fell on Boston's Logan Airport, according to the Boston Globe. The snow-turned-rain left major cities like Boston, New York, and Philadelphia covered in slush, reports Boston public radio station WBUR. According to USA Today, almost 1,500 flights had been canceled and more than 2,750 delayed Saturday at airports across the region. As early Sunday, 563 flights were canceled and 1,184 delayed across the nation, according to the report. Restricted visibility and high winds prompted the FAA to issue a temporary ground stop to halt all flights scheduled to leave Philadelphia, the Guardian reports. According to WBUR, the storm left interior mid-Atlantic areas in Virginia and West Virginia with over 10 inches in the mountainous parts and Baltimore received nearly eight inches as well. Tennessee officials warned that rain and above freezing temperatures could cause some flash flooding in some areas on Saturday, according to WBUR.But Sunday comes as a welcome relief from the cold spell, even though it will only last a day. Some Northern cities are expected to see temperatures climb into the forties, reports the Guardian-“We have a little teaser with this warm-up,” Kim Buttrick of the National Weather Service in Taunton, Mass. told the Guardian. “But temperatures are going to go back to being below normal on Monday and Tuesday.”For areas that have been hardest hit with snow, the mixed conditions will just add more weight to the snow pack, which makes a possible roof collapse more likely if it has gone unattended to, according to Ms. Buttrick speaking to the Boston Globe.For Monday, it goes back to business as usual for the Northeast. US citizens and other non-EU nationals who enter Europe will be asked to have their faces image-captured and fingerprints scanned upon arrival at a half-dozen major airports.The biometric dragnet is part of a pilot test of the EU’s so-called ‘smart borders’ package. Passengers can refuse to give the data for now but there are plans to eventually make it obligatory.A draft internal EU document dated Wednesday (18 February) and seen by this website says the “proof of concept” is set to start in March and will run until September this year.“Should traveller participation be lower than expected, there would be a high risk that the results of the tests would be biased or would not reflect reality,” notes the multi-million euro project.Although the launch date is set in a matter of weeks, the document is still in the draft stage and so test places may change. However, the document lists Arlanda (Sweden), Charles de Gaulle (France), Frankfurt (Germany), Lisbon (Portugal), Madrid (Spain), and Schiphol (Netherlands) as participating airports.Frankfurt and Schiphol will ask between four to ten fingerprint sets. Madrid will ask for four and Charles de Gaulle eight.Arlanda, Charles de Gaulle, and Madrid airports are also set to start requesting facial image-captures from disembarking passengers.The airport in Lisbon is ticked to perform iris pattern scans but the paper notes that “iris pattern of volunteering TCNs [third country nationals] should be captured live, at the same time as the facial image.”The biometric screening extends to road, train, and sea routes as well and includes iris pattern scans in some areas.Iris scans are set to be asked on roads leading into border towns Udvar in Hungary and Sculeni in Romania. Drivers should also expect live face scans in Sculeni.Other border towns will ask for fingerprints. These include roads leading into Kipoi Evrou in Greece and Vaalimaa in Finland.At the land borders “the traveller will walk up to the border guard or be one of the first persons to be called by the border guard.”Participating cars and buses will be pulled aside in a waiting area for the experiment. Border guards will also be performing fingerprint scans on moving trains from Paris (Gare du Nord) and Lasi (Romania). Travellers at the Lasi station may also be asked for facial image aptures.Seaports and moving vessels in Helsinki (Finland), Port of Piraeus (Greece), Cherbourg (France), and Genova (Italy) are also set to participate.
Medium risk on data protection
The paper says there is a “medium” risk that participating member states won’t comply with data protection rules.It notes biometric data will need to be depersonalised, saved locally, and then deleted after analysis. Retention periods should be limited to “produce the relevant statistics and analysis.”
eu-LISA, a EU agency tasked to manage large-scale information systems used by border guards and law enforcement, is running the pilot.It will issue the European commission a mid-term report by 15 July with a final report expected in November.
Smart borders
The commission proposed the package in 2013 but later withdrew it and is set to announce a revised version once the pilot is completed.The package includes the Entry/Exit System (EES) and the Registered Travellers Programme (RTP).Both rely on the collection, storage, and processing of biometric data to enhance border control checks on any non-EU national entering the EU.EES is meant to identify and prevent people from overstaying their visas.Visa and non-visa holders can also get a special token under the RTP system before travelling. RTP is intended to make it easier for people like business travelers to enter and leave border gates with ease.Any legislation would have to be approved by member states and MEPs, with some deputies strongly opposed to the idea of biometric checks and law enforcement access.

Greece has agreed to all the conditions laid out by Germany and is likely to get its bailout programme extended by another four months, provided international creditors give a green light on Monday.A meeting of eurozone finance ministers (the Eurogroup) on Friday (20 February) ended after "intense", "difficult" and "laborious" talks, especially in a smaller format - between Germany, Greece and international institutions.In those preliminary discussions, several sources told this website, Greek finance minister Yanis Varoufakis was sidelined, as prime minister Alexis Tsipras spoke on the phone to conclude the deal personally.Under the accord, Greece has to come up with a precise list of reforms for the next four months, which will be evaluated by experts from the European Commission, the European Central Bank (ECB) and the International Monetary Fund, Eurogroup chief Jeroen Dijsselbloem said after the meeting.The result of this first review will be communicated also by phone and if it is positive, national parliaments will approve the 4-month extension of the €240 billion bailout which otherwise would have terminated on 28 February.During these four months, Greece is due to start talks with international creditors on a third bailout, with "clarity expected" on the issue before the extension runs out.In order to achieve the deal, Tsipras yielded to all German demands - including that a €10.8 billion tranche be repatriated to the EU bailout fund in Luxembourg and only used if banks in Greece request it for recapitalising of their balance sheets.The money's availability will however be extended for another four months, along with the overall bailout programme.Greece also pledged not to undertake any unilateral measures or reforms that would compromise the budgetary calculations Athens needs to stick to in order to get the bailout money.But in a press conference after the meeting, Varoufakis said the plan to raise the minimum wage - announced by his prime minister - is not off the table "after June", giving Ireland as an example of a country which managed to negotiate this with its creditors.Varoufakis also responded to criticism from the Baltic states and Slovakia, where the minimum wage is currently lower than in Greece, saying that prices are higher in his country and that they were kept high by market-dominant oligopolies, despite revenues going down.He said the fact that the €10.8 billion remains available for Greek banks - which have seen massive capital flight in the past few weeks - should "put an end to the fear and the scaremongering".EUobserver understands that at one point, ECB chief Mario Draghi told Tsipras that capital controls will be imposed in the absence of a deal.According to ECB sources, this danger has now been averted."After the decision of the Eurogroup, there is no need for capital controls. Johnson spoke on five Sunday morning TV news programs.On Saturday, Al Shabab released an online video calling for attacks on western shopping centers, including the Mall of America in Minnesota, the West Edmonton Mall in Alberta, and Oxford Street in London.In the video, a man with a British-sounding accent and full face covering calls on supporters of Al Shabab to attack "American or Jewish-owned" Western shopping centers, the BBC reports.There is precedent for such attacks. In 2013, terrorists attacked the Westgate Mall in Nairobi, Kenya, killing more than 60 people. Al Shabab has also claimed responsibility for recent attacks at a Mogadishu hotel, which killed more than 25 people.“Washington fears the group,” notes a Council on Foreign Relations (CFR) report, particularly because it “has successfully recruited members of the Somali-American diaspora” in order to “orchestrate strikes on US soil.”Dozens of people from the Minneapolis-St. Paul area, many of them Somali-Americans, have traveled or attempted to travel overseas to support groups such as Islamic State or Al Shabab since 2007, according to prosecutors."I’m very concerned about the serious potential threat of independent actors here in the United States. NIZHNYAYA KRYNKA/KHARKIV, Ukraine (Reuters) - Ukraine said on Sunday it feared unrest could spread beyond territory held by pro-Russian separatists, after an explosion killed two people at a memorial rally in an eastern city far from the front line.Kiev said it arrested four people who had been armed and trained in Russia after the blast, which killed a policeman and a demonstrator at the rally in Kharkiv, the biggest city in the east, 200 km (125 miles) from the war zone.A week after a ceasefire agreement that Moscow-backed rebels ignored to capture a strategic town, Kiev and its Western allies are trying to determine whether the separatists will now halt, or advance deeper into territory the Kremlin calls "New Russia".Germany and France mediated the peace deal that came into effect a week ago, and say they still hope it can be resurrected, even though the rebels ignored it to inflict one of the worst defeats of the war, seizing the town of Debaltseve after encircling thousands of Ukrainian troops.In signs that there may be at least a pause now that the rebels achieved that objective, government and separatist forces exchanged prisoners overnight. The rebels said on Sunday they would begin withdrawing artillery from the front.But Kiev said Moscow was moving more troops and armor into eastern Ukraine near a port it fears is the next target. Russia denies it has troops in eastern Ukraine.

A wounded man in military uniform lay in the snow shouting for help."Today is memorial Sunday, but on this day terrorist scum revealed its predatory nature," President Petro Poroshenko said on Facebook. "This is a brazen attempt to expand the territory of terrorism."A Reuters journalist at the scene later filmed the bodies of two men lying by the road, draped in blue and yellow Ukrainian flags and surrounded by shrapnel.Demonstrator Igor Rossokha told Reuters Television his friend Igor was one of those killed: "We tried to give him first aid, but the paramedics arrived and said he'd died instantly because he was struck in the heart."Kiev has long worried that Russia aims to foment instability far beyond regions now held by separatists. Ukraine's most immediate fear is of an attack on the port of Mariupol near the front, with 500,000 people the biggest government-held city in the two rebellious provinces.The Ukrainian military said the rebels were pressing on with attacks on government forces nearby, and Moscow was reinforcing.Spokesman Andriy Lysenko said a military train carrying 60 armored vehicles including tanks had arrived in the town of Amvrosiivka from Russia on Saturday. A convoy of military equipment had later crossed the border near Novoazovsk, east of Mariupol on the Sea of Azov.He said fighting was in progress at the village of Shyrokyne, east of Mariupol."Our soldiers are holding their positions," Lysenko said, adding that there had been a total of 44 attacks by separatists across the conflict zone in the past 24 hours.Reuters journalists saw a 20-vehicle convoy of separatist military trucks with anti-aircraft missile systems and howitzers heading west from the recently-captured town of Debaltseve.Still, the rebels are no longer publicly disavowing the ceasefire, as they did at the start of last week when they said it did not apply to Debaltseve, which they captured on Wednesday.A pro-Russian rebel commander said the separatists would now begin pulling back heavy weapons from the frontline."The plan was signed last night ... ANKARA (Reuters) - Turkish forces swept into Syria overnight to rescue about 40 soldiers who had been surrounded for months by Islamic State militants while guarding the tomb of a revered Turkish figure.The Syrian government described the operation as an act of "flagrant aggression" and said it would hold Ankara responsible for its repercussions.The action, which involved tanks, drones and reconnaissance planes as well as several hundred ground troops, was the first incursion by Turkish troops into Syria since the start of the civil war there nearly four years ago.The military said no clashes took place during the operation although one soldier had been killed in an accident.The 38 soldiers who had been guarding the tomb of Suleyman Shah, grandfather of the founder of the Ottoman Empire, were brought safely home.Normally, the detachment is rotated every six months but the last one was trapped for eight months by Islamic State fighters.The tomb, on a site within Syria that Ankara considers sovereign territory as agreed in a 1921 treaty, was to be relocated close to the Turkish border, while Suleyman Shah's remains were taken to Turkey."The remains of Suleyman Shah, along with ancestral relics, have been brought back to our country pending their temporary transfer to a new site in Syria," said Prime Minister Ahmet Davutoglu.He told a news conference that nearly 600 soldiers, including special forces commandos, took part in the mission. Turkey has been reluctant to take an active role in the U.S.-led military campaign against Islamic State, partly because it wants to see the military action target Syrian government forces as much as the insurgents.But the Turkish government said late last year that Islamic State militants were advancing on the mausoleum, perched on the banks of the Euphrates river and made Turkish territory under the treaty signed with France in 1921, when France ruled Syria.Davutoglu had repeatedly said that Turkey would retaliate against any attack on the tomb, which was located 37 km (23 miles) from the Syrian border, but was to be relocated to Kurdish-controlled territory north of the village of Esmesi.Near the village, within sight of the Turkish border, two tanks and armored vehicles stood guard over mechanical diggers.Turkish soldiers raised the Turkish flag at the new site."Countries which do not look after their historic symbols cannot build their future," he said on Sunday.The Syrian government statement said the fact that Islamic State had not attacked the tomb "confirmed the depth of the ties between the Turkish government and this terrorist organization".Syria accuses Turkey of supporting insurgent groups that have seized control of wide areas of northern and eastern Syria, including Islamic State.Islamic State and other Islamist groups, whose strict Salafi interpretation of Islam deems the veneration of tombs to be idolatrous, have destroyed several tombs and mosques in Syria.Suleyman Shah was the grandfather of Osman I who founded the Ottoman Empire in 1299. Traveling through modern-day Syria, he fell off his horse and drowned in the Euphrates near the site of the mausoleum, according to historians.Davutoglu said the tomb would be returned to its previous location once conditions allowed. GENEVA (Reuters) - U.S. Secretary of State John Kerry and his Iranian counterpart Mohammad Javad Zarif met for two hours in Geneva on Sunday in another round of nuclear talks to try to narrow gaps as they pressed against a March 31 deadline to reach a political agreement.The meeting included for the first time U.S. Secretary of Energy Ernest Moniz and Iran's nuclear chief Ali Akbar Salehi, who spent most of the day separately negotiating technical details of curbing Iran's nuclear program.The talks are set to resume on Monday before Kerry returns to Washington in time to testify before the Senate foreign relations committee on Tuesday on the State Department's 2016 budget request.Zarif told Iranian state media that mid-level bilateral talks had produced "good discussions but no agreements", and some differences remained."The fundamental gap, in my view, is psychological. Some Western countries, the United States in particular, see sanctions as an asset, a lever to exert pressure on Iran. As long as this thinking persists it will be very hard, difficult to reach a settlement."Zarif said the inclusion of Moniz and Salehi reflected a need "for higher level people with all-embracing command over all issues."The presence of a close aide and the brother of Iranian President Hassan Rouhani, Hossein Fereydoon, meant better "coordination with the president," he added. The talks took place behind closed doors with no customary photo opportunity for journalists covering the meetings.Kerry on Saturday cautioned against reading too much into the presence of Moniz in Geneva, which U.S. officials aid was decided after Iran announced Salahi would attend. Development of advanced centrifuges is feared to lead to material potentially suitable for manufacture of nuclear bombs.Iran says it does not intend to develop atomic bombs.Kerry said U.S. President Barack Obama was not inclined to extend the talks again.
