As the world struggles to understand and cope with the rise of pan-Islamism and international jihadi terrorism within Western countries, one thing is becoming increasingly clear.The success of the Islamists is partly due to what I believe is a grand betrayal of civil society by the political left in the Western democracies.Instead of leading the fight against the fanatics' religious obscurantism, they have embraced it.The refusal of social democrats, liberals and leftists to stand up to Islamofascism in the democracies of Europe, North America, India and South Africa has also had an unintended consequence.It has paved the way for an anti-immigrant backlash against all non-whites, in which the left are portrayed as apologists for religious fanaticism.An unnecessary rise of xenophobia that could have been avoided, had the left led the struggle against Islamo fascism, is now entrenched.Imagine if Labour in the UK, Democrats in the United States, the Congress and CPM in India, socialists in France and the left in Canada had not catered to Islamists, but instead drawn a line in the sand on such issues as gender apartheid.Think how different things would be today.Instead we've had more than a decade of appeasement.Last week I sat down with a few surviving friends on the left from the 1960s, who are fortunately in Canada now."What is wrong with the left today?" we asked ourselves. Back in 1965, fresh into college, I was first exposed to the phenomenon of pan- Islamism when India and Pakistan went to war.Millions marched, chanting "Allah O Akbar," "Death to Hindus," "Islam Zindabad" (Long live Islam) as we followed the mobs burning American and Indian flags and, for some reason that escapes me now, attacking the local offices of KLM.In the following weeks I would meet the first influential leftists in my life.They were senior students at my college who distributed leaflets saying "beware of religious fanaticism" and, "We want peace, not war."I was flabbergasted at the thought a Muslim would not want to wage jihad against Islam's enemies and engaged in a heated debate with a med student.What followed was weeks of missed classes, late-night debates under dim streetlights and the opening of a new world to me ­- that of politics.Religion was not the answer, science and reason were, these senior students convinced me.I read Bertrand Russell's Why I Am Not a Christian, Maxim Gorky's The Mother and John Reed's Ten Days that Shook the World.I read Lenin, including one of his first works, Draft Theses on National and Colonial Questions, which he had presented to the second Congress of the Communist International - the Comintern. This is what Lenin said about what he labelled as states "in which feudal or patriarchal relations predominate. "Leftists who today excuse, defend, and even support the Islamists should pay attention."It is particularly important to bear in mind: The need for a struggle against the clergy and other influential reactionary and medieval elements in backward countries; ... the need to combat Pan-Islamism and similar trends, which strive to combine the liberation movement against European and American imperialism with an attempt to strengthen the positions of the khans, landowners, mullahs, etc."I detest what communism ended up doing, but Lenin's wisdom on this point left an imprint on this Muslim's mind forever.The left's betrayal will not be forgotten.

Shortly after Parliament returns next week, the Harper government will introduce a new anti-terrorism bill. One purpose of that bill will be to wedge Justin Trudeau on security. This is bad news for Mr. Trudeau.A wedge issue is one in which Politician A takes a clear stand on one side and Politician B takes a clear stand on the other, causing some of B’s supporters to switch over to A because the issue is so important to them. Stephen Harper has been seeking a wedge against the Liberals ever since Mr. Trudeau became leader, but without success.Liberal Leader Justin Trudeau says Prime Minister Stephen Harper made promises about the mission in Iraq that aren't holding up. Top commanders say that Canadian troops recently exchanged fire with extremists.He thought he might have it on trade, after Canada negotiated an agreement with the European Union. But Mr. Trudeau stood in the House and congratulated Mr. Harper on the accord. Trade will not be an issue in the election.He thought he might have it on foreign policy, when Israel entered Gaza in response to rocket attacks, or when Ukrainians rose up against their Russian-dominated government, but Mr. Trudeau was every bit as bellicose as the Prime Minister on both issues.Then Islamic State arose in Syria and Iraq, and Mr. Trudeau made the wrong call.Security is the right-wing equivalent of the environment. Both are event-driven. A terrible hurricane or forest fires caused by drought will increase voter concern over global warming. But if the climate is behaving, environmental concerns take second place to economic concerns.The same is true of security. A terrorist attack, especially one close to home, will have people worrying about what their governments are doing to keep them safe. But as the memory of the latest bombing or shooting fades, so does the fear.Politically, Mr. Trudeau had sound reasons last October to oppose the government’s decision to join the Americans and Europeans in fighting Islamic State. Mr. Trudeau supports a more Pearsonian, peacekeeping-based, bridge-building (rather than bombing) approach to foreign affairs, unlike what he sees as Mr. Harper’s bellicose solidarity with the United States.Jean Chrétien’s decision not to support the American-led invasion of Iraq was popular at the time he made it, and even more popular once he was proven right.Foreign excursions never go down well in Quebec, where Liberals are determined to make gains against the NDP, who also oppose the mission. On the whole, it must have seemed like a good idea at the time.But Mr. Trudeau went further, dismissing the Canadian mission in Iraq as “trying to whip out our CF-18s and show them how big they are.”And then came the killing of Warrant Officer Patrice Vincent in Quebec and Michael Zehaf-Bibeau’s attack on Parliament Hill. And then came the attacks in Paris. Mr. Harper’s claim that “the international jihadist movement has declared war” on the Western democracies seemed entirely accurate. Mr. Trudeau seemed guilty of flippant passivism in a face of a dangerous threat.The Liberal Leader can only hope – we can all only hope – that future threats are few and thwarted, and the security issue recedes in importance in voters’ minds.But the government will do everything in its power to keep the issue alive. There will be the privacy-versus-security debate over the anti-terrorism legislation. Then, in the first week of April, the mandate for the Canadian mission in Iraq will expire. Mr. Harper will certainly announce its extension, and ask Parliament to endorse his decision. The Liberals will have no choice but to continue their opposition.Assuming the extension lasts another six months, the next date for renewing the mandate will occur in the first week of October – right in the middle of the election campaign.In that campaign, Mr. Harper will remind voters that his government has fought Islamic extremism in Afghanistan, in Iraq and at home, and with the new anti-terrorism law. He will tell voters that Mr. Trudeau prefers crude jokes to tough decisions. He will seek to make security a major issue, and the chances are good he will succeed.It may not be enough to swing the election: hope and change may trump jobs and security. But it’s the kind of ground on which Conservatives love to fight.Mr. Trudeau may come to wish he had not opposed the mission in Iraq. And he will certainly wish he had never made that joke.

Justin Trudeau's knee-jerk "root causes" explanation of the Boston Marathon bombing, "there is no question that this happened because there is someone who feels completely excluded", certainly shows he's not ready for prime time.But the question of root causes would be interesting if the phrase were not clearly code for "it's our fault."It is, to the point that New York City police commissioner William J. Bratton was deliberately provocative in saying in the 1990s "We've discovered the root cause of crime. It's criminals." But he was right, and his "zero tolerance" policy toward even petty criminals quickly reclaimed New York's streets from the mess unleashed by sociologists. Likewise, the root cause of terrorism is terrorists and their ideas.This explanation is shocking rather than controversial in liberal circles because it treats people as moral actors. It says we don't simply respond to outside pressure through conditioned reflexes, breaking windows or blowing up bystanders because someone wouldn't date or hire us just like Pavlov's dogs drooling at a bell. We choose, and are accountable for our choices.Now it may be objected that discussing ideas with Justin Trudeau is like discussing music with someone who can't hear: pointless and a bit cruel. But lots of people share his assumption that the root causes of almost any conduct lie in how people feel rather than what they think. And it's dangerously wrong because it has us digging for answers in the wrong place.The passive voice is not the cause of terrorism. People are, and because of what they decide. Boston Marathon-style mayhem is inflicted by people who, after examining horrible beliefs, adopt and act on them, as a moral choice not a psychological reaction.In the case of crime, consider motives for murder, like jealousy, greed, revenge or hiding a scandal. Then consider how many people feel jealous, stand to benefit from a will, are wronged or have a dirty secret but don't kill anyone. The minority who do, make choices about the effectiveness and permissibility of taking human life that others resist despite often fierce temptation.The same is true of "exclusion" and its consequences, criminal or terrorist. Many people are mistreated or unfairly shunned, especially in our vulnerable teen years. But mighty few of us fill pressure cookers with nails. And those who do almost invariably adopt radical ideas first.Moreover, marginalization and exclusion don't even regularly precede radicalization, let alone explain it. Sayyid Qutb, for instance, was the leading figure in the Muslim Brotherhood from the 1950s until Nasser hanged him in 1966, and his brother taught Osama bin Laden. But he was far from excluded.He spent his life among important intellectuals, writers and politicians. He even got to study in the United States on scholarship from 1948-50, unlike most of his countrymen. He hated everything from the haircuts to jazz to a sinful church basement dance in Greeley, Colorado "replete withÉ enticing legs". Even after returning to Egypt he never married, claiming he could not find a sufficiently pure woman. But he found time to write hate-filled screeds.If he was excluded, he did it to himself for reasons he chose. So in seeking the root causes of terror we should be looking not for institutions that marginalize the "Other" but for people who spread, and people who absorb, radical ideas, from Hitler and Qutb to brownshirts and modern jihadis.Even if such people adopt such ideas for reasons that are not strictly rational, once they adopt the ideas they follow their logic. And those who, despite similar psychological motives, manage to resist evil ideas do not then follow their logic.So yes, the "root causes" of terrorism are important.
