(Reuters) - Yemen's powerful Houthi movement fought artillery battles with the army near the presidential palace in Sanaa on Monday, throwing the fragile Arab state deeper into turmoil and drawing accusations that the militia fighters were mounting a coup.Explosions echoed across the city and smoke hung over downtown buildings as the most intense clashes since the Shi'ite Muslim Houthi movement seized the capital in September brought everyday life to a halt.The Houthis had seized the state news agency and television station, but by evening a ceasefire was in force, government ministers said.Medical sources said five people had been killed and more than 20 wounded. Final numbers were likely to be higher.The battles marked a new low for Yemen, plagued by tribal divisions, a separatist challenge in the south and the threat from a regional wing of al Qaeda, which claimed a deadly Jan. 7 attack in Paris on a satirical journal known for mocking Islam.The Houthis' September takeover made them the country's de facto top power, a development that has scrambled relationships and raised tensions across the political spectrum ever since.Information minister Nadia al-Saqqaf, a critic of the Houthis, told Reuters the presidential palace had come under "direct attack" in what she described as an attempted coup."If you attack the presidential palace ... The worst unrest was in Niger, where at least 10 people were killed and several churches were torched over two days of rioting.Fresh protests broke out Sunday in Pakistan where thousands gathered in almost all major cities, including Lahore, Karachi and Islamabad, chanting angry slogans and burning French flags. Charlie Hebdo's chief editor has defended the cartoons." The weekly has sold 2.7 million copies of the post-killings "survivors' issue" in France alone and said it would extend its print run to seven million copies - exponentially more than the weekly's normal circulation of 60,000.President Francois Hollande said France was committed to freedom of expression and people should not change their habits since "to do so would be to yield to terrorism". But a poll published in Le Journal du Dimanche found 42 per cent of French people thought publications should avoid running cartoons of Mohammed, and 50 per cent favoured limiting freedom of expression on the Internet and social networks.French police were meanwhile still questioning nine people arrested on Friday on suspicion of providing logistical support such as cars and weapons to Mr Amedy Coulibaly, another Islamist gunman who claimed to be working with the Kouachi brothers. Egypt's State Information Service reports that Sisi issued a statement to Sky News Arabia today in which he dismissed concerns about the limited political freedoms in the country."The right to demonstrate is guaranteed but we want at the same time to achieve stability and security for the Egyptian people," Sisi said. "Did anyone apply to demonstrate over the past few months and his request was denied?"Some might disagree, particularly the steady stream of Islamic and leftist activists and politicians who have been jailed in recent months.Last week, a Canadian effort to convince Sisi to free three journalists from Al Jazeera English - an Australian, a Canadian-Egyptian, and an Egyptian - jailed on spurious terrorism charges, came to naught. In October, following the jailing of 23 Egyptians for 3 years for protesting against a new law that effectively outlaws public demonstrations, Human Rights Watch was scathing.“It’s back to business as usual in Egypt, with the Egyptian government brazenly trampling on the rights of its citizens and Western governments supporting it,” Sarah Leah Whitson, Middle East and North Africa director for the group, said in a statement at the time. “The Sisi government will clearly go to any length to crush domestic opposition, whether secular or Islamist.”In July and August 2013, government forces killed over 800 Islamists protesting the ouster of Mr. Morsi and since that summer, over 20,000 Egyptians have been arrested or tried on what most would consider political grounds.In November, this was Amnesty International's take on the state of political freedom in Egypt:According to Amnesty International’s research, the judiciary’s independence and impartiality has been called into question by a pattern of selective justice. Judicial authorities have ordered the detention or indictment of thousands of members of the political opposition, while ignoring gross human rights violations by the authorities. Amnesty International has also documented flagrant violations of the right to due process, with detainees held without adequate access to a lawyer, or the ability to challenge the lawfulness of their detention, or participate effectively in their defence. The organization has also documented grossly unfair trials. ... Amnesty International has documented a number of cases where individuals have been detained solely for exercising their right to freedom of expression, most notably the case of Al Jazeera media workers Mohamed Fahmy, Peter Greste and Baher Mohamed and the case of Mahmoud Abu Zaid who is detained over a year without charge.
Even the United States, a staunch military and economic backer of President Sisi's government, has been alarmed at some state actions. In April, after 683 Muslim Brotherhood supporters were condemned to death by an Egyptian court and the April 6 Youth Movement, the left-leaning group that was among the leaders of the January 2011 uprising against former President Hosni Mubarak, was outlawed, the State Department said the US was "deeply concerned."The US called the sentence "unconscionable" and said "it is impossible to believe that such proceedings could satisfy even the most basic standards of justice, let alone meet Egypt’s obligations under international human rights law." On the banning of April 6, the US said: "Supporters of the movement were at the forefront of the January 25, 2011 revolution that overthrew former president Mubarak, and the Government of Egypt must allow for the peaceful political activism that the group practices if Egypt’s interim Government intends to transition to democracy."Sisi is a man who rose through the ranks during Mubarak's 30 years in power, and has been working hard to restore Mubarak's style of rule.Last week, a fraud conviction against Mr. Mubarak was overturned, and that followed the dismissal of all charges against stemming from human rights abuses in his final weeks in power.

The European Commission has endorsed national plans to seize travel documents of suspected jihadists.A handful of governments have either enacted laws to confiscate the documents or are in the process of doing so. The plan is to stop EU nationals from travelling to Syria or Iraq to fight alongside Islamic militants.“The commission would support this type of initiative if it were taken by member states,” EU commission spokesperson Natasha Bertaud said Friday (16 January).The Brussels executive says police need to update the EU-wide Schengen information system (SIS) with the changes to passports’ status.The system alerts border guards, police, customs officials, visa and judicial authorities throughout the border-free Schengen area of anyone not supposed to be in the EU or suspected of having committed a crime.The European commission’s political support comes on the heels of a number of national initiatives to clamp down on potential foreign fighters as police conduct widespread anti-terrorism raids.Over two-dozen people were arrested on Friday in German, French, and Belgian police sweeps, reports the Associated Press.The Charlie Hebdo attack in Paris last week and the deadly Belgian stand off on Thursday evening is adding pressure on governments to react.Among the anti-jihadist hopefuls is Denmark whose parliament on Friday debated a bill proposed by the justice ministry in December.The Danish bill allows police to withdraw passports, refuse a request to issue a passport, and impose a travel ban.Passports can be held up to one year at a time with the possibility of renewing the ban should new evidence emerge that the person remains a security risk.Anyone suspected of the intention to participate in a militant tour abroad and who is considered to pose a serious threat to public security in Denmark or other states falls under its scope.The bill includes a fast-track provision on judicial oversight for anyone who contests having their passports taken in the first place.It also entitles those whose travel documents were seized to apply for a temporary passport in case of funerals or work.If passed, the bill will become law on 1 March.

On Wednesday, the government passed a decree that would prevent people from leaving the country to join IS’ ranks.French anti-terror laws call for severe penalties for those found guilty of condoning or provoking terrorism with fines of up to €100,000 or seven-year jail sentence if it is done online.In Germany, existing legislation allows authorities to seize passports of nationals intent on joining any number of Islamic militant training camps.But Germany’s Justice Minister Heiko Maas has since extended the offence to national ID cards in their crackdown against foreign fighters.The ID cards, under the German proposal, could be held for up to three years.The UK, for its part, introduced a counter-terrorism and security bill last November.It allows authorities to seize and temporarily retain the travel documents, including passports, of anyone suspected of an “involvement in terrorism-related activity”.The UK government says it is needed because current powers do not allow authorities to cancel a passport when someone is about to leave the country.

(Reuters) - Yemen's powerful Houthi movement fought artillery battles with the army near the presidential palace in Sanaa on Monday, throwing the fragile Arab state deeper into turmoil and drawing accusations that the militia fighters were mounting a coup.Explosions echoed across the city and smoke hung over downtown buildings as the most intense clashes since the Shi'ite Muslim Houthi movement seized the capital in September brought everyday life to a halt.The Houthis had seized the state news agency and television station, but by evening a ceasefire was in force, government ministers said.Medical sources said five people had been killed and more than 20 wounded. Final numbers were likely to be higher.The battles marked a new low for Yemen, plagued by tribal divisions, a separatist challenge in the south and the threat from a regional wing of al Qaeda, which claimed a deadly Jan. 7 attack in Paris on a satirical journal known for mocking Islam.The Houthis' September takeover made them the country's de facto top power, a development that has scrambled relationships and raised tensions across the political spectrum ever since.Information minister Nadia al-Saqqaf, a critic of the Houthis, told Reuters the presidential palace had come under "direct attack" in what she described as an attempted coup."If you attack the presidential palace ... This is aggressive, of course it is an attempted coup," she said.

Saqqaf did not specify who had attacked the palace, but said the Houthis, friends with Shi'ite power Iran, were now in control of the state news agency, Saba, and state television.The palace is defended by the military's presidential protection unit.In the early evening, state news agency Saba quoted Interior Minister Jalal al-Roweishan as saying a ceasefire had gone into effect. Residents reported that the intense artillery and gun battles of earlier in the day appeared to have tailed off.Tensions between the Houthis and President Abd-Rabbu Mansour Hadi had been growing since Saturday when the Houthis abducted his chief of staff, Ahmed Awad bin Mubarak, to gain leverage in a bitter dispute over a proposed new constitution.But residents were uncertain about the immediate cause of the violence, which began in the early morning with explosions near the palace and the home of the national security chief. Hadi was believed to have been at home in another district at the time.Saqqaf said Houthi fighters later fired on Prime Minister Khaled Bahah's motorcade after he left a meeting with Hadi and a Houthi adviser that had been called to try to resolve bitter disagreements over a draft constitution.A Yemeni government spokesman described the shooting at Bahah's armored convoy as an assassination attempt.Residents said army gunners had shelled a housing compound used as a Houthi base.Heavy gunfire and explosions shook the Hadda district in the diplomatic quarter in Sanaa's south. BRUSSELS: Europe was on high alert Sunday (Jan 18) as the suspected mastermind of an Islamic militant cell in Belgium remained at large and jittery authorities blocked anti-Islamist rallies in Germany and France.With tensions heightened, the second gunman in the Charlie Hebdo magazine attack was buried discreetly in an unmarked grave near Paris late Saturday in the hope that it would not become a pilgrimage site for radical Islamists. Meanwhile, Abdelhamid Abaaoud, considered the brains behind the cell plotting to kill Belgian police, was still on the run days after the group was dismantled by intelligence services.But the probe appeared to be progressing with Belgian federal prosecutors announcing they would seek the extradition of a suspect arrested in Athens on Saturday "who could be linked" to the cell. In Germany, police banned a rally by the anti-Islamic PEGIDA movement and other open-air gatherings planned for Monday in the eastern city of Dresden, saying there was a "concrete threat" of an attack against its leadership.The group claimed the threat came from the Islamic State group based in Syria and Iraq, with local media reporting that PEGIDA's most prominent leader Mr Lutz Bachmann was the target. The PEGIDA marches have grown steadily since they began in October and drew a record 25,000 people last Monday in the wake of the Paris attacks that left 17 people dead.The anti-Islamic rallies have spread to other European countries as well, with the first Danish PEGIDA march to take place in Copenhagen on Monday. Organisers said they were expecting some 300 people. Mr Cherif Kouachi, one of two brothers who killed 12 people in the attack on satirical weekly Charlie Hebdo on Jan 7, was buried in a cemetery in Gennevilliers, a day after the funeral of his older brother Said in the northeastern city of Reims.The family, including Mr Cherif Kouachi's widow, kept away from the funeral, the mayor's office said. The brothers were shot dead by police after a three-day manhunt following their attack on Charlie Hebdo, which had enraged many Muslims around the world with its repeated publication of cartoons lampooning Islam's Prophet Mohammed.Anger erupted in a string of majority Muslim countries after the magazine responded to the decimation of its staff by running another caricature last week, showing the Prophet under the headline "All Is Forgiven". The worst unrest was in Niger, where at least 10 people were killed and several churches were torched over two days of rioting.Fresh protests broke out Sunday in Pakistan where thousands gathered in almost all major cities, including Lahore, Karachi and Islamabad, chanting angry slogans and burning French flags. Egypt's State Information Service reports that Sisi issued a statement to Sky News Arabia today in which he dismissed concerns about the limited political freedoms in the country."The right to demonstrate is guaranteed but we want at the same time to achieve stability and security for the Egyptian people," Sisi said. "Did anyone apply to demonstrate over the past few months and his request was denied?"Some might disagree, particularly the steady stream of Islamic and leftist activists and politicians who have been jailed in recent months.Last week, a Canadian effort to convince Sisi to free three journalists from Al Jazeera English - an Australian, a Canadian-Egyptian, and an Egyptian - jailed on spurious terrorism charges, came to naught. In October, following the jailing of 23 Egyptians for 3 years for protesting against a new law that effectively outlaws public demonstrations, Human Rights Watch was scathing.“It’s back to business as usual in Egypt, with the Egyptian government brazenly trampling on the rights of its citizens and Western governments supporting it,” Sarah Leah Whitson, Middle East and North Africa director for the group, said in a statement at the time. “The Sisi government will clearly go to any length to crush domestic opposition, whether secular or Islamist.”In July and August 2013, government forces killed over 800 Islamists protesting the ouster of Mr. Morsi and since that summer, over 20,000 Egyptians have been arrested or tried on what most would consider political grounds.In November, this was Amnesty International's take on the state of political freedom in Egypt:According to Amnesty International’s research, the judiciary’s independence and impartiality has been called into question by a pattern of selective justice. Judicial authorities have ordered the detention or indictment of thousands of members of the political opposition, while ignoring gross human rights violations by the authorities. Amnesty International has also documented flagrant violations of the right to due process, with detainees held without adequate access to a lawyer, or the ability to challenge the lawfulness of their detention, or participate effectively in their defence. The organization has also documented grossly unfair trials. ... Amnesty International has documented a number of cases where individuals have been detained solely for exercising their right to freedom of expression, most notably the case of Al Jazeera media workers Mohamed Fahmy, Peter Greste and Baher Mohamed and the case of Mahmoud Abu Zaid who is detained over a year without charge.
Even the United States, a staunch military and economic backer of President Sisi's government, has been alarmed at some state actions. In April, after 683 Muslim Brotherhood supporters were condemned to death by an Egyptian court and the April 6 Youth Movement, the left-leaning group that was among the leaders of the January 2011 uprising against former President Hosni Mubarak, was outlawed, the State Department said the US was "deeply concerned."The US called the sentence "unconscionable" and said "it is impossible to believe that such proceedings could satisfy even the most basic standards of justice, let alone meet Egypt’s obligations under international human rights law." On the banning of April 6, the US said: "Supporters of the movement were at the forefront of the January 25, 2011 revolution that overthrew former president Mubarak, and the Government of Egypt must allow for the peaceful political activism that the group practices if Egypt’s interim Government intends to transition to democracy."Sisi is a man who rose through the ranks during Mubarak's 30 years in power, and has been working hard to restore Mubarak's style of rule.Last week, a fraud conviction against Mr. Mubarak was overturned, and that followed the dismissal of all charges against stemming from human rights abuses in his final weeks in power.

The European Commission has endorsed national plans to seize travel documents of suspected jihadists.A handful of governments have either enacted laws to confiscate the documents or are in the process of doing so. The plan is to stop EU nationals from travelling to Syria or Iraq to fight alongside Islamic militants.“The commission would support this type of initiative if it were taken by member states,” EU commission spokesperson Natasha Bertaud said Friday (16 January).The Brussels executive says police need to update the EU-wide Schengen information system (SIS) with the changes to passports’ status.The system alerts border guards, police, customs officials, visa and judicial authorities throughout the border-free Schengen area of anyone not supposed to be in the EU or suspected of having committed a crime.The European commission’s political support comes on the heels of a number of national initiatives to clamp down on potential foreign fighters as police conduct widespread anti-terrorism raids.Over two-dozen people were arrested on Friday in German, French, and Belgian police sweeps, reports the Associated Press.The Charlie Hebdo attack in Paris last week and the deadly Belgian stand off on Thursday evening is adding pressure on governments to react.Among the anti-jihadist hopefuls is Denmark whose parliament on Friday debated a bill proposed by the justice ministry in December.The Danish bill allows police to withdraw passports, refuse a request to issue a passport, and impose a travel ban.Passports can be held up to one year at a time with the possibility of renewing the ban should new evidence emerge that the person remains a security risk.Anyone suspected of the intention to participate in a militant tour abroad and who is considered to pose a serious threat to public security in Denmark or other states falls under its scope.The bill includes a fast-track provision on judicial oversight for anyone who contests having their passports taken in the first place.It also entitles those whose travel documents were seized to apply for a temporary passport in case of funerals or work.If passed, the bill will become law on 1 March.
France has also stepped up its laws.
On Wednesday, the government passed a decree that would prevent people from leaving the country to join IS’ ranks.French anti-terror laws call for severe penalties for those found guilty of condoning or provoking terrorism with fines of up to €100,000 or seven-year jail sentence if it is done online.In Germany, existing legislation allows authorities to seize passports of nationals intent on joining any number of Islamic militant training camps.But Germany’s Justice Minister Heiko Maas has since extended the offence to national ID cards in their crackdown against foreign fighters.The ID cards, under the German proposal, could be held for up to three years.The UK, for its part, introduced a counter-terrorism and security bill last November.It allows authorities to seize and temporarily retain the travel documents, including passports, of anyone suspected of an “involvement in terrorism-related activity”.The UK government says it is needed because current powers do not allow authorities to cancel a passport when someone is about to leave the country.
