BRUSSELS - EU countries have moved a step closer to sending arms to Iraqi Kurds to help them fight the Islamic State (IS).Ambassadors at a meeting of the bloc’s Political and Security Committee in Brussels on Tuesday (12 August) agreed that individual member states are free to send weapons, but stopped short of launching an EU-level effort to support the Kurdish militia, the Peshmerga.The envoys’ joint statement “noted the urgent request by the Kurdish regional authorities to certain member states for military support and underlined the need to consider this request in close co-ordination with the Iraqi authorities”.In contrast to the EU divisions which marked the US invasion of Iraq in 2003, they “welcomed the efforts by the US ... to stop the IS advance”.The US began air strikes against the Islamist fighters last week, with the State Department on Tuesday saying US ground forces might be used to break an IS siege on Mount Sinjar in northern Iraq, where tens of thousands of refugees from the Yazidi minority are facing extermination.The EU the same day also activated its Emergency Response Co-ordination Centre - a mechanism for pooling humanitarian aid from the 28 member states.Meanwhile, the European Commission earmarked another €5 million for humanitarian assistance for the more than 200,000 Iraqi people driven from their homes by fighting in recent weeks.France has led the call for EU arms to Iraqi Kurds after its foreign minister, Laurent Fabius, visited the Kurdish capital, Erbil, on Sunday.He told French radio on Tuesday that: “There is an evident imbalance between this horrible group [IS] which has sophisticated weapons and the Kurdish peshmergas, who are courageous but don’t have these weapons”.The German foreign ministry earlier said it is considering shipments of armoured vehicles, mine-detection equipment, helmets, body armour and medical supplies. KIEV/VORONEZH Russia (Reuters) - Ukraine described Russia's dispatch of an aid convoy advancing now towards its border as a cynical act designed to fan a pro-Russian rebellion the UN said on Wednesday had claimed nearly 1,000 lives, fighters and civilians, in two weeks.Kiev declared that the convoy would not be allowed to pass; but a presidential spokesman later suggested a compromise might be found, bringing it under the control of the International Committee of the Red Cross (ICRC)."First they send tanks, Grad missiles and bandits who fire on Ukrainians and then they send water and salt," Prime Minister Arseny Yatseniuk said of a conflict that has killed over 2,000 since mid-April."The level of Russian cynicism knows no bounds."The comments reflected suspicions in Kiev and Western capitals that passage of the convoy onto Ukrainian soil could turn into a covert military action to help separatists in the Russian-speaking east now losing ground to government forces.Russia, which sees Russian-speakers in the east under threat from a government it considers chauvinistic, said any suggestion of a link between the convoy and an invasion plan was absurd.The convoy of heavy trucks rumbled out of Moscow region on Tuesday and traveled some 500 km (300 miles) to the southwestern Russian town of Voronezh. There it stopped at an air base behind high fences, according to a Reuters reporter.Several people who entered the airbase and spoke to Reuters on condition of anonymity said dozens of trucks were still parked at the airbase. It was not clear whether the Voronezh convoy was the only one traveling towards Ukraine."The journey isn't short, of course," one truck driver interviewed on Russian Rossiya-24 television commented."How can I put it? It's pretty difficult. But how could we not help our Slavic brothers? DILEMMA

The last few weeks has seen significant government successes against rebels who have abandoned a string of towns under heavy fire. Kiev says rebel leaders, some of whom are Russians and who seek union with Russia, are receiving arms from Moscow, something the Kremlin denies.U.N. human rights spokeswoman Cecile Pouilly said the estimated death toll had risen to 2,086 as of Aug. 10 from 1,129 on July 26. The figures included Ukrainian soldiers, rebel groups and civilians, but were "very conservative estimates"."This corresponds to a clear escalating trend," she told Reuters in response to an inquiry.It was not clear to what extent the figures reflected escalation of the fighting, which erupted four months ago after a pro-Russian president was driven from office by protests, or delays in gathering data from government and local agencies.State-controlled Russian television presented a picture of fierce battles around the rebel stronghold of Donetsk, accusing the Ukrainian military of indiscriminate shelling or rocketing of civilian buildings. Residents interviewed said they were being bombed everyday and hiding in cellars.The approach of the convoy presents Kiev with a dilemma.Ukraine says it fears it could become the focus of tension and conflict once on its soil and provide pretext for a Russian armed incursion. At the same time, Kiev does not want to seem to be blocking aid and providing a moral basis for Kremlin action.

BORDER CROSSING

A presidential spokesman said that the Ukrainians, at a meeting late on Tuesday night, had agreed to accept the aid for Luhansk region in a bid to prevent "a full-scale invasion" by Russia.One option he said was for the aid to come into Ukraine at a point further along the border closer to Luhansk itself after checks by Ukrainian border guards, customs and officials of the Organization for Security and Cooperation in Europe (OSCE).The aid could then be distributed under the supervision of the Red Cross, said the spokesman, Svyatoslav Tseholko.Kiev accuses Russia of supporting and arming the rebels - who now appear to be on the verge of defeat by government forces - with tanks, missiles and other weapons. Moscow denies this.Four months of fighting in the east has produced a humanitarian crisis in parts of eastern Ukraine. WARSAW (Reuters) - NATO member states are close to reaching consensus over steps to beef up the alliance's military presence in eastern Europe in response to Russia's intervention in Ukraine, Polish Foreign Minister Radoslaw Sikorski said on Wednesday in an interview.Sikorski told Reuters he believed the Kremlin could still invade eastern Ukraine, though he said the possibility of Russian troops entering under cover of a humanitarian aid convoy now heading towards the Ukrainian border had receded somewhat in the past few days.Poland, the biggest of the former Communist states to join NATO after the end of the Cold War, has been a leading voice in calling for sanctions on Russia and for NATO to shift troops and equipment eastwards to reassure members on Russia's flanks.NATO's leadership has proposed pre-positioning supplies and equipment at bases in the east in readiness for sending troops if needed, and said one option was to enhance an existing NATO regional headquarters in north-western Poland."Until this year we did not have war between two of our neighbors, and now we do. So our perception of the need for reassurance is even higher," Sikorski said in the interview."We've welcomed the proposals by the military authorities of the alliance who have formulated what they think a reasonable reassurance package is, and we believe that's a good proposal."He said he did not want to go into details about what the likely options were, because diplomats and military officials needed more time to prepare a consensus view that can be approved at a Sept. 4 NATO summit in Wales.Asked how close alliance members were to reaching that consensus, Sikorski said: "I think we're quite close," and that it should be achieved in time for the summit.The proposals under consideration by NATO fall well short of what Sikorski himself had earlier proposed, for the alliance to permanently station two brigades in eastern member states.Some NATO members have resisted increasing the alliance's military presence in the east.

FROZEN CONFLICT

Sikorski, who is Poland's nominee for the soon-to-be-vacant post of the European Union's chief diplomat, said it was a positive sign that Moscow has been negotiating with Kiev and the Red Cross over sending aid into eastern Ukraine.Several EU leaders have warned the planned Russian aid convoy on its way to the border with Ukraine could have been used as a cover for a military attack. GENEVA (Reuters) - The World Health Organization (WHO) on Wednesday reported 128 new Ebola cases and 56 deaths in West Africa in the two days to August 11, raising the death toll from the worst ever outbreak of the disease to 1,069.Since the outbreak was identified in March, there have been a total of 1,975 confirmed, probable and suspected Ebola cases in Guinea, Liberia, Sierra Leone and Nigeria, the United Nations health agency said in a statement.(Reporting by Stephanie Nebehay; Editing by Daniel Flynn)
