President Obama on Monday sent a clear message to Iraqi Prime Minister Nouri al-Maliki to step aside quietly after Iraq’s president moved to replace him, as the Pentagon warned that targeted American airstrikes won’t be enough to roll back the bloody advance of the Islamic State of Iraqi and the Levant (ISIL). American strikes have only “temporarily disrupted” the extremist group’s shockingly effective onslaught, the Pentagon’s Lieutenant General Bill Mayville told reporters. “I in no way want to suggest that we have effectively contained or that we are somehow breaking the momentum of the threat posed by ISIL,” he said.On the Martha’s Vineyard resort island, Obama – who has repeatedly said resolution to the conflict in Iraq can only come through a political agreement, not a military one -- used a hastily arranged public statement to declare his personal support for Iraqi prime minister-designate Haider al-Abadi and caution Maliki not to try to use force to disrupt his appointment.“Earlier today Vice President Biden and I called Dr. Abadi to congratulate him and to urge him to form a new Cabinet as quickly as possible, one that’s inclusive of all Iraqis and one that represents all Iraqis,” said the president. Obama also has repeatedly said that American military involvement in Iraq cannot win the fight against ISIL, also known as ISIS, unless Iraq has a functioning, inclusive government.“Meanwhile, I urge all Iraqi political leaders to work peacefully through the political process in the days ahead,” Obama added, a clear warning to Maliki, who reportedly deployed elite commandos in Baghdad in response to the news of Abadi’s appointment.Earlier, Secretary of State John Kerry had sharper words for Maliki, a member of Iraq’s Shiite majority who has repressed its Sunni minority, stirring unrest among the very population that fed anti-US attacks after the March 2003 invasion.“ We believe that the vast majority of the people of Iraq are united in an effort to be able to have this peaceful transition. BRUSSELS - France and Italy have urged the EU foreign service to call an emergency meeting of foreign ministers to discuss the situation in Iraq.French foreign minister Laurent Fabius made the appeal to EU foreign affairs chief Catherine Ashton in a letter made public by AFP on Monday (11 August)."I would be very grateful if you could urgently mobilise the member states and the European institutions to respond … It seems to me that a special meeting of the council of foreign ministers would be desirable”, he said.Fabius, who met with the leader of Iraq’s Kurdish enclave, Massud Barzani, in Iraq on Sunday, noted that Barzani had appealed to him for “weapons and ammunition that would allow them to confront and beat the terrorist group [the] Islamic State”.Meanwhile, Italy’s foreign minister, Federica Mogherini, who hopes to take over Ashton’s post in November, told Italian radio on Monday that she had also written to the EU foreign affairs chief with a similar request over the weekend.She said the special foreign ministers’ meeting should discuss the situation in Gaza and Libya as well as Iraq."We're not talking about military intervention but providing support, even of a military sort, to the Kurdish government [in Iraq] … Several countries are making a move, but the initiative must be European,” Mogherini said.The EU concern comes amid the Islamic State’s (IS) assaults on Iraq’s Christian and Yazidi minorities in recent days.The US launched air strikes against IS fighters last week, while Ashton in a statement on Sunday said: "We are appalled by the rapid deterioration of the humanitarian situation with hundreds of thousands civilians, mainly from minorities, fleeing the areas of conflict as a result of persecution and violation of basic human rights”.She added: “Some of these acts may constitute crimes against humanity and must be investigated swiftly”.The crisis in Iraq also deepened on Monday when the country’s president asked parliament speaker Haider al-Abadi to form a new government to replace the existing PM, Nouri Maliki.Maliki, a Shia Muslim, is blamed for exasperating the situation by trampling on the rights of Iraq’s Sunni Muslims, some of whom have sided with the IS's Sunni fighters.His party won the most seats in Iraq’s elections in April and reports indicate that pro-Maliki militias in Baghdad are preparing to back his rule with force if need be.But EU countries in a communique on Monday said they “welcome” the Abadi move.“This decision is a positive step in the constitutional process towards the formation of a new government. We encourage the designated prime minister and all Iraqi political leaders to intensify their efforts to achieve the speedy formation of a new government that is inclusive, preserves national unity and is able to address the present crisis”, they said.

BAGHDAD (Reuters) - Iraq's president named a new prime minister to end Nuri al-Maliki's eight year rule on Monday, but the veteran leader refused to go after deploying militias and special forces on the streets, creating a dangerous political showdown in Baghdad.Washington, which helped install Maliki following its 2003 invasion that toppled Saddam Hussein, congratulated Haidar al-Abadi, a former Maliki lieutenant who was named by President Fouad Masoum to replace him.But Maliki's Dawa Party declared his replacement illegal, and Maliki's son-in-law said he would overturn it in court. Washington delivered a stern warning to Maliki not to "stir the waters" by using force to cling to power.A Shi'ite Muslim Islamist, Maliki is blamed by his erstwhile allies in Washington and Tehran for driving the alienated Sunni minority into a revolt that threatens to destroy the country. Leaders of Iraq's Sunni and Kurdish communities have demanded he go, and many fellow Shi'ites have turned against him.Maliki himself said nothing about the decision to replace him, standing in grim-faced silence on Monday next to a member of his Dawa Party, who read out a statement on national television declaring Abadi's nomination illegal.Abadi "represents only himself", the Dawa member, Khalaf Abdul-Samad said.Maliki's son-in-law Hussein al-Maliki told Reuters his camp would fight the "illegal" decision: "We will not stay silent.""The nomination is illegal and a breach of the constitution. POWER SHARING

Under Iraq's post-Saddam governing system, designed to avert conflict by giving all groups a stake, the speaker of parliament is a Sunni and the largely ceremonial president a Kurd. Most authority is wielded by the prime minister, a Shi'ite.Maliki's opponents accuse him of abusing the system by keeping key security posts in his own hands instead of sharing them with other groups, alienating Sunnis in particular by ordering the arrest of their political leaders. Islamic State fighters were able to exploit that resentment to win support from other Sunni armed groups.Maliki's Shi'ite State of Law bloc emerged as the biggest group in parliament in the April election, but does not have enough seats to rule without support from Sunnis, Kurds and other Shi'ite blocs, nearly all of which demand he go.He has nevertheless stayed on in a caretaker capacity while arguing that the constitution requires his bloc to be given the first opportunity to form a government. He has used courts before to keep power: in the previous election in 2010, when State of Law was second, a court let him form a cabinet.A U.S. official insisted Washington had not been involved in the selection of Abadi, but said "everybody is pretty relieved that they have chosen somebody and that it was not Maliki".Maliki also appears to have alienated his supporters in Iran, the regional Shi'ite power, which has sent military advisers to help organize the battle against the Islamic State. No confirmation was available of the killings.Thousands of Yazidis have taken refuge in the past week on the arid heights of Mount Sinjar, close to the Syrian border. The Islamic State considers the Yazidis, who follow an ancient faith derived from Zoroastrianism, to be "devil worshippers".The bloodshed could increase pressure on Western powers to do more to help those who have fled the Islamic State's offensive. The European Commission on Friday published its first review of the European System of Financial Supervision set up in 2011 to improve oversight of markets and banks following the financial crisis. BRUSSELS - EU and US leaders have warned Russia that more sanctions will follow if it “invades” Ukraine in the name of “humanitarian” aid.US president Barack Obama issued the threat on Saturday (9 August) following phone calls with German chancellor Angela Merkel and UK prime minister David Cameron.His office said in a statement on the call with Merkel: “The two leaders agreed that any Russian intervention in Ukraine, even under purported 'humanitarian' auspices, without the formal, express consent and authorisation of the government of Ukraine is unacceptable, violates international law, and will provoke additional consequences”.Merkel in her own communique noted that any Russian intervention must have Ukraine’s consent.Cameron’s office added that: “The international community should impose further, tougher sanctions if Russia pursues such action”.The warnings come after Russia floated a proposal for sending in humanitarian aid convoys earlier last week at a meeting of the UN Security Council in New York.The US ambassador to the UN, Samantha Power, said at the time that if Russian troops openly cross the border it “would be viewed as an invasion of Ukraine”.US vice president Joe Biden, following a call with Ukraine president Petro Poroshenko also at the weekend, added: “If Russia were serious about improving the humanitarian situation in eastern Ukraine, it [should] immediately stop its shelling of Ukrainian troops and release Ukrainian hostages being held inside Russia, as well as cut its provision of weapons to Russian proxies operating in Ukraine”.The EU in July already imposed economic sanctions on Russia, including a ban on purchasing of long-term debt by its top banks and on EU exports of high-end oil drilling technology.But leaked EU options papers on further restrictive measures indicate that European states have made preparations to go much further if need be, with “high intensity” proposals including a blanket ban on EU investments in Russia as well as an oil and gas embargo.Russia last week hit back with a ban on imports of EU food which the European Commission says could cost the bloc up to €12 billion in lost trade.The office of French president Francois Hollande over the weekend said EU institutions are to make sure the "consequences of the embargo are accurately assessed and measures appropriate to the situation are taken”. It added that “special attention will be paid to producers of fruits and vegetables”.It also echoed Poland in saying the EU is likely to seek redress against Russia using World Trade Organisation (WTO) mechanisms.“ These massive violations by Russia are sufficiently large to threaten it with expulsion from the WTO”, Polish agriculture minister Marek Sawicki told the Gazeta Wyborcza daily.Individual EU countries are already counting the cost of the Russian ban, with analysts saying it is likely to see a drop in the price of milk and fisheries products in Europe, as well as a hike in the prices of imported meat as Latin American exporters increase shipments to Russia.Roberto Moncalvo, the head of Italy’s Coldiretti group, told AFP that Russia has already sent back container loads of Grana Padano parmesan cheese.The Danish Agriculture and Food Council has estimated the Russian ban will cost its members €469 million. Germany has estimated its likely losses at up to €1.6 billion, while Poland has asked the US to open its markets to exports of Polish apples to help compensate.“There is a greater understanding on account of the fact that the United States has also been hit by Russian sanctions," Poland’s ambasador to the US, Ryszard Schnepf, told Polish press agency Pap.
