vatican city-“I place before you the tears, the suffering and the heartfelt cries of despair of Christians and other religious minorities of the beloved land of Iraq.” Just before Francis left for Korea and after sending Cardinal Fernando Filoni to Iraq in light of the escalating violence, Pope Francis wrote to the UN’s South Korean General Secretary, Ban Ki-moon, “with a heavy and anguished heart”, to ask the international community “through the norms and mechanisms of international law, to do all that it can to stop and to prevent further systematic violence against ethnic and religious minorities.” Presidents of the European Episcopal Conferences (CCEE) also wrote to the United Nations Security Council calling for “urgent” intervention.“It is with a heavy and anguished heart that I have been following the dramatic events of these past few days in Northern Iraq where Christians and other religious minorities have been forced to flee from their homes and witness the destruction of their places of worship and religious patrimony,” the Pope wrote to Ban Ki-moon in a letter signed August 9th and published today by the Vatican. “Moved by their plight, I have asked His Eminence Cardinal Fernando Filoni, Prefect of the Congregation for the Evangelization of Peoples, who served as the Representative of my predecessors, Pope St John Paul II and Pope Benedict XVI, to the people in Iraq, to manifest my spiritual closeness and to express my concern, and that of the entire Catholic Church, for the intolerable suffering of those who only wish to live in peace, harmony and freedom in the land of their forefathers. In the same spirit, I write to you, Mr Secretary-General, and place before you the tears, the suffering and the heartfelt cries of despair of Christians and other religious minorities of the beloved land of Iraq. In renewing my urgent appeal to the international community to take action to end the humanitarian tragedy now underway, I encourage all the competent organs of the United Nations, in particular those responsible for security, peace, humanitarian law and assistance to refugees, to continue their efforts,” Francis stressed, “in accordance with the Preamble and relevant Articles of the United Nations Charter.”“The violent attacks that are sweeping across Northern Iraq cannot but awaken the consciences of all men and women of goodwill to concrete acts of solidarity by protecting those affected or threatened by violence and assuring the necessary and urgent assistance for the many displaced people as well as their safe return to their cities and their homes,” the Pope wrote. “The tragic experiences of the Twentieth Century, and the most basic understanding of human dignity, compels the international community, particularly through the norms and mechanisms of international law, to do all that it can to stop and to prevent further systematic violence against ethnic and religious minorities. Confident that my appeal, which I unite with those of the Oriental Patriarchs and other religious leaders, will meet with a positive reply, I take this opportunity to renew to your Excellency the assurances of my highest consideration.”Meanwhile, the presidents of Europe’s Bishops’ Conferences signed another letter “request[ing]  that the  Security  Council  of  the  United  Nations  take  those  decisions  that  would  stop these  acts  of  atrocity as thousands  of  persons  are  dying  or  killed  or  forced  to  abandon their  homes  because  of  their  religious  affiliation.” The letter was signed by the presidents of all Episcopal Conferences, starting with the Hungarian Péter Erdő (President of the Council of European Bishops’ Conferences, CCEE), the Italian cardinal Angelo Bagnasco (Vice-President of CCEE) and the German cardinal Reinhard Marx (President of the Bishops' Conference of the Germany President of the COMECE). It calls on the UN Security Council to “act  with  the  necessary  urgency.”  Cor Unum, the dicastery in charge of the Holy See’s charitable works, issued its own statement saying that “since June, programs have been in place to provide humanitarian assistance to the refugees. These programs that have been initiated by the local Church, especially through Caritas Iraq, have reached at least 4,000 households.” “In order to prepare a comprehensive plan of assistance on the part of the Catholic Church in the near future, in close cooperation with the Patriarchate of Babylon of the Chaldeans and with the local Caritas, studies are in progress and on-site visits are taking place.”In an interview with Vatican Radio, the Holy See’s Permanent Observer to the United Nations in Geneva, Archbishop Silvano Maria Tomasi, noted that “in the various articles making up the [United Nations] Charter, it is foreseen “that there might be occasions in the life and in the relations between states when dialogue, negotiations, fail and large numbers of people find themselves at risk: at risk of genocide, at risk of having their fundamental, their basic human rights violated.  In this case, when every other means has been attempted, article 42 of the Charter of the United Nations becomes possible justification for not only imposing sanctions of economic nature on the state or the group or the region that violates the basic human rights of people, but also to use force.  All the force that is necessary to stop this evil and this tragedy.” “A few years ago,” he concluded, “I remember we were faced with a similar situation as we are faced now in northern Iraq when Tutsi and Hutu in Rwanda were killing each other.  There were meetings, political declarations, but very little action.  And then, every year when we commemorate the almost one million people killed in that genocide, we make a kind of ‘mea culpa’ saying we have not done anything effective to prevent the killing of those innocent people. God forbid that this may also be the same situation today in northern Iraq.”

Rome-“The Holy Father would probably have liked to be there with those poor people,” Cardinal Fernando Filoni told the Vatican Television Center. The Prefect of the Congregation for the Evangelisation of Peoples met Francis in St. Martha’s House at 6pm yesterday, ahead of his departure - possibly tomorrow but certainly not today because of some logistical hick-ups. Cardinal Filoni is being sent to Iraq as a papal envoy to express the Church’s solidarity to the people.The Pope received the cardinal “as a demonstration of his closeness to the populations and especially the Christians affected by the current conflict, who are desperate for support and encouragement,” the Vatican spokesman, Fr. Federico Lombardi, said. The cardinal “informed the Pope about the preparations for his mission and his imminent departure.”During the meeting with his envoy, Francis wished to emphasise his feelings regarding the tragic events that are taking place, feelings he has expressed publicly on more than one occasion in recent days. He also gave [Filoni] some instructions for the mission, plus a sum of money to be used to pay for emergency aid to those worst affected, as a sign of the Pope’s concrete solidarity and his contribution to the efforts of institutions and people of goodwill to respond to this dramatic situation,” Fr. Lombardi said.Cardinal Filoni, who was Nuncio to Iraq when the second Gulf War broke out, stated: Pope Francis “has entrusted me with this task, so that I can send them his affection and deep love and to show that he is by the side of today’s poor.”
The papal envoy’s mission in Iraq is a mission of “encouragement, trust, spiritual, moral and psychological support” to persecuted Christians.Cardinal Filoni will try to raise awareness among the institutions, in order to guarantee peaceful coexistence with minorities in Iraq: “It would be such a pity if we lost this asset,” as it is part of Iraq’s heritage, he said.The papal envoy recalled that the “incredibly difficult situation in Iraq affects so many people: “There are one million displaced people who are looking for a safe place for the present and the future,” the cardinal told CTV. “Our perception is that after all the hardships they have been through, these Christians may not think of this country as their own,” the Prefect of the Congregation for the Evangelisation of Peoples add.“I am certain that the authorities will do everything they can to put these Christians at ease, make them feel safe and give them hope for the future”; but “they also need to know that the universal Church is with them, that it will not abandon them and that it considers their presence in this land crucial”; it is paramount “that they remain confident in themselves and in their relations with others” and the Pope “is aware of this.”Finally, Cardinal Filoni summed up the purpose of the mission Pope Francis is sending him on: “To raise awareness among authorities, urging them to protect the wellbeing our communities and at the same time to look into what can be done to offer them concrete help in the current situation and in the near future;” it will also be a chance to thank all of them – authorities and ecclesiastical and other organizations – for everything they are doing for these people.”

Dohuk (Iraq) (AFP) - Thousands of civilians who escaped a jihadist siege streamed into Kurdish-controlled northern Iraq Wednesday, as the West ramped up efforts to assist those still trapped and arm Kurdish forces battling to break the siege.The United States has carried out air strikes against jihadists of the Islamic State (IS) group in Mount Sinjar, a border area of Iraq where the UN refugee agency says 20,000-30,000 civilians, many of them members of the Yazidi minority, remain besieged.Thousands poured across the border bridge into camps in Iraq's autonomous Kurdish region on Wednesday after trekking through neighbouring Syria to find refuge, most with nothing but the clothes they were wearing.Some women carried exhausted children, weeping as they reached the relative safety of Iraqi Kurdistan after fleeing the jihadist offensive which drove Kurdish forces from their home villages.But large numbers of people, including the most vulnerable, remain trapped on Mount Sinjar, said Mahmud Bakr, 45."My father Khalaf is 70 years old -- he cannot make this journey," he told AFP as he crossed back into Iraq.UN minority rights expert Rita Izsak has warned the trapped civilians face "a mass atrocity and potential genocide within days or hours".The Yazidi are a closed Kurdish-speaking community that follows an ancient pre-Muslim faith and are despised by the jihadists as "devil worshippers".For those who managed to escape the jihadist siege, the relief of reaching relative safety was tempered by the spartan conditions of the camps hurriedly erected by the Iraqi Kurdish authorities to accommodate them."We were besieged for 10 days in the mountain. The whole world is talking about us but we did not get any real help," said Khodr Hussein. "We went from hunger in Sinjar to hunger in this camp."As the international outcry over the plight of the Yazidis mounted, Western governments pledged to step up efforts to help those still trapped.British Prime Minister David Cameron said "detailed plans are now being put in place" to rescue them. Secretary of State John Kerry said Washington was looking at options to bring them out.

Washington has already said it will ship weapons to the Kurds to help them fight back against the jihadists and on Wednesday France followed suit."The president has decided, in agreement with Baghdad, to deliver arms in the coming hours," President Francois Hollande's office said.Defence Secretary Chuck Hagel said the United States has sent 130 more military advisers to northern Iraq to assess the scope of the humanitarian crisis.A US defence official said the temporary additional personnel would also develop humanitarian assistance options beyond the current airdrop to civilians trapped on Mount Sinjar.Britain said it has agreed to transport military supplies for the Kurdish forces from "other contributing states".Australian Prime Minister Tony Abbott said his country would join humanitarian airdrops in Iraq, and did not rule out the possibility of greater military involvement. Washington has urged Iraqi prime minister designate Haidar al-Abadi to move swiftly to form a broad-based government able to unite Iraqis in the fight against jihadist-led insurgents who have overrun swathes of the country.Abadi came from behind in an acrimonious process to select a new premier when President Fuad Masum on Monday accepted his nomination and tasked him with forming a government.He has 30 days to build a team which will face the daunting task of defusing sectarian tensions and, in the words of US President Barack Obama, convincing the Sunni Arab minority that IS "is not the only game in town".

But on Wednesday, incumbent prime minister Nuri al-Maliki who had been determined to secure a third term, continued to defy international pressure to step aside, insisting it would take a federal court ruling for him to quit."I confirm that the government will continue and there will not be a replacement for it without a decision from the federal court," Maliki said.The two-term premier has accused Masum of violating the constitution by approving Abadi's nomination, and vowed he would appeal through the courts.But the White House appealed to Maliki to accept the president's decision and allow Abadi to form a government."He needs to respect that process," US national security spokesman Ben Rhodes told reporters. "This is what the Iraqis themselves have decided to do."Whatever ruling the court might deliver, analysts say Maliki has lost too much backing to stay in power.International support has poured in for Abadi, from Tehran as well as Washington, the two main foreign power-brokers in Iraq.The political transition comes at a time of crisis for Iraq.After seizing the main northern city of Mosul in early June and sweeping through much of the Sunni Arab heartland, jihadist militants bristling with US-made military equipment they captured from retreating Iraqi troops launched another onslaught this month.They attacked Christian, Yazidi, Turkmen and Shabak minorities west, north and east of Mosul, sparking a mass exodus that sent the number of people displaced in Iraq this year soaring.

EDGARTOWN, Mass. - President Barack Obama is considering a range of military options, including airlifts and creating safe passages, for rescuing thousands of Iraqi refugees trapped on a mountain, and is expected to make a decision in days, the White House said Wednesday.A U.S. military-led rescue mission on Sinjar Mountain could involve putting American troops on the ground. But the White House insisted that their mission would be strictly a humanitarian rescue and would not constitute a return to combat 2 1/2 years after the last U.S. troops withdrew from Iraq."We don't believe that involves U.S. troops re-entering a combat role in Iraq," said Ben Rhodes, Obama's deputy national security adviser. "It involves frankly a very difficult logistical challenge of moving folks who are in danger on that mountain into a safer position."The U.S. has been delivering food and water to the refugees for several days. But Rhodes said it was unsustainable to let thousands of people remain on the mountain."There needs to be a lasting solution that gets that population to a safe space where they can receive more permanent assistance," he told reporters travelling with the president during his vacation on the Massachusetts island of Martha's Vineyard.The Pentagon sent 129 U.S. troops to Iraq on Tuesday to assess the scope of the humanitarian crisis and the options for getting them safely off the mountain. Rhodes said that given the urgency of the situation, Obama was expected to receive their final recommendations quickly and make a decision within days.Thousands of Iraqi religious minorities sought refuge on Sinjar Mountain after militants from the Islamic State group swept through their village in northern Iraq. In addition to the humanitarian aid drops, the U.S. has conducted airstrikes against Islamic State targets, both to protect American personnel in the region and stop the militants from moving on the civilians again.Obama has ruled out sending combat troops back into Iraq, where nearly 4,500 Americans were killed during the eight year war that ended in 2011.Rhodes suggested the U.S. would undertake a rescue mission with help from allies, including Kurdish forces that are receiving arms from the U.S., and the British.British Prime Minister David Cameron confirmed Wednesday that his country stood ready to assist with that effort."We need a plan to get these people off that mountain and get them to a place of safety," he said. "Detailed plans are now being put in place and are underway and that Britain will play a role in delivering them."The British military has already joined the U.S. in delivering supplies to the mountain in recent days. Rhodes noted that there have also been offers of humanitarian assistance from France, Canada and Australia.The White House has not said specifically how many people they believe to be on the mountain, though estimates range in the tens of thousands.
