BRUSSELS - The centre of power in Brussels has temporarily moved to the ninth floor of the so-called Charlemagne building in the EU district.There, in a nondescript grey hallway guarded by security officers, pinned up pieces of paper with arrows guide vistors to the “President-elect Jean Claude Juncker” team.“We’ve put them up to make him laugh,” says Martin Selmayr, Juncker's chief of staff.Juncker is protocol-averse and insists on being called “Jean-Claude”, Selmayr told this website. A change from the more formal Jose Manuel Barroso, who still heads the EU commission across the street, in the Berlaymont building.Selmayr’s team consists of just a handful of people but will expand once Juncker replaces Barroso later this autumn.“I get around 800 emails a day,” says Selmayr.Specialised in EU law and communications, the 43-year old German lawyer has been part of the EU commission for 10 years. And always working for a Luxembourger.He worked for commissioner Viviane Reding from 2004 until this year, first as her spokesman, then as her chief of staff. In April, he went on unpaid leave to steer the election campaign for Juncker, also from the Grand Duchy.Before joining the commission, Selmayr worked as legal counsel for the European Central Bank and had a one-year stint at the International Monetary Fund in Washington. He also worked for four years as Brussels competition lawyer for Bertelsmann - a large German publisher.

Commissioner posts

In the Charlemagne headquarters, most of the activity these days revolves around the composition of the next EU commission.EU governments had an end-of-July deadline to send in names. Juncker has asked for a “significant number” of female commissioners, while the European Parliament said it might veto a college that has fewer women than the current nine.So far only four countries have officially nominated women - Bulgaria, the Czech Republic, Italy and Sweden.But Selmayr says some countries have kept their main nominees under wraps and others have already indicated one or two more options, some of whom are women, so the tally may still be reached.The ultimate composition of the EU commission will be drawn up in the first weeks of September, depending on whom EU leaders pick as foreign affairs chief at a summit on 30 August.The foreign affairs chief not only chairs council meetings of EU foreign ministers, but is also part of the College of Commissioners to ensure that EU foreign policy is streamlined in both institutions.Three countries so far have sent in names for the foreign affairs post - Poland nominated its foreign affairs minister Radek Sikorski, Italy proposed Federica Mogherini, its foreign minister, and Bulgaria has opted for Kristalina Georgieva, the current humanitarian aid commissioner.Selmayr says all three are “good candidates”, but the final deal - which will also take into account key commissioner dossiers - has to represent a geographical balance and include at least one woman.“We have drawn up dozens of models [for the composition of the commission] and we have a pretty good idea of what may stay, but it’s enough to have 2-3 variables and you end up with so many different results,” Selmayr says.

New role for vice-presidents

With an unprecedented number of former prime ministers nominated for commissioners and amid demands to restructure the 28-strong college, Juncker is considering a redistribution of tasks.As they have governing experience, nominees like the former PMs of Finland, Latvia and Estonia could have a “filtering” role - perhaps even without a portfolio.With each commissioner wanting to put forward his own initiatives and proposals, the Secretariat General at the moment is the only “filter” for what actually gets done.“But it’s difficult - who can tell a commissioner what goes in the working programme and what not? It’s easier when it’s elected politicians, not a civil servant taking that responsibility,” Selmayr explains.This would be in line with the demands - coming from Britain and Germany - that the commission focus on fewer, bigger initiatives.And it would justify the better-paid vice-president posts, currently numbering eight out of 28 commissioners.

Fewer travels

What to expect of Juncker once he becomes commission president? Selmayr says there will be more focus on the inner matters of the EU.This would also mean less travelling and duplication with the EU council chief. During the previous five years, the Barroso-Van Rompuy tandem travelled (separately) to every international meeting possible.“He will ask what the added value is if the commission president is there. It shouldn’t be just a protocol issue,” Selmayr says.Juncker has also promised to make public all meetings of commissioners with lobbyists and interest groups - a long-standing demand by transparency groups and MEPs. In return, Juncker expects MEPs to live up to the same standards and also publish information about their meetings. Referring to the new system that brought Juncker to the commission presidency - under which the lead candidate of the most successful party in the EU elections is nominated for the position - Selmayr said its future success will itself depend on how successful the Juncker commission is.

Putin meets with Armenia and Azerbaijan heads-Associated Press-AUG 10,14-YAHOONEWS

MOSCOW (AP) — Russian President Vladimir Putin held a joint meeting Sunday with the leaders of Azerbaijan and Armenia, as concerns mount over the escalation of fighting over the South Caucasus region Nagorno-Karabakh.Putin met with Armenian President Serge Sarkisian and Azerbaijan President Ilham Aliyev in Sochi to discuss rising tensions in the disputed territory. Nagorno-Karabakh is part of Azerbaijan but it and some surrounding territory have been under the control of Armenian soldiers and local Armenian forces since a 1994 cease-fire ended a separatist war. Since then, there have been sporadic clashes, but tensions have risen sharply in the past week as 19 soldiers were killed, 13 of them Azeri.Russian Foreign Minister Sergey Lavrov told news agencies that the meeting had been beneficial and both sides had committed to continuing talks, but admitted that "the devil is in the details, and the most complicated questions are still unsolved."Years of diplomatic efforts under the auspices of the Organization for Security and Cooperation in Europe have made little visible progress in resolving the dispute. In their opening remarks, both leaders criticized the other side for failing to live up to its international obligations in the conflict.

KIEV/DONETSK Ukraine (Reuters) - Artillery shells slammed into the outskirts of the Ukrainian city of Donetsk on Sunday as government forces tightened the noose around the rebel-held redoubt and called on pro-Russian separatists to surrender.To the east of Donetsk, government forces and the separatists were fighting for control of the town of Krasny Luch, a rail and road junction through which Kiev says the rebels are receiving supplies of Russian military equipment.Talk of a ceasefire, a possibility raised by a separatist leader on Saturday, evaporated as Kiev government forces kept up an offensive to crush the rebels. Ukrainian military spokesman Andriy Lysenko said if the rebels wanted a ceasefire this meant "raising white flags and putting down their guns".There would be no truce while the Ukrainian army continued "punitive" military action, the rebels retorted in a statement.Donetsk, a major industrial hub in Ukraine's Russian-speaking east, resonated with the crash of shells on its outskirts for about eight hours up to mid-day on Sunday, a Reuters witness in the town said.In the city's northern district of Putilovka, a building housing the offices of Ukrtelecom telecommunications company was ablaze, apparently hit by a shell. Residents had come out to watch, while one man was putting up corrugated metal to protect the windows of his home.

'TIGHTENING THE CIRCLE'

Lysenko said in the past 24 hours, the military had "continued successful offensive operations, considerably tightening the circle around the capital of the Donbass, Donetsk". He added: "The (separatist) fighters are in panic and chaos. There are numerous cases of desertion among the terrorists."Neither he nor the rebels gave any indication of casualties in the fighting over the weekend.A statement on the Facebook page of rebel commander Igor Girkin, known as Strelkov (The Shooter), said: "They have been bombing all morning. There are explosions, some close, some far off. There is news coming in all the time by phone. Just now, we had a fire near hospital No 18, a woman has been killed ..."Accusing the Ukrainians of maintaining "punitive" operations that endangered the people in Donetsk and threatened a humanitarian catastrophe, a later rebel statement said: "As long as the Ukrainian army is continuing military action there can be no ceasefire."Ukraine and its Western allies accuse Russia of orchestrating the separatist revolt which erupted in April after Russia's annexation of Ukraine's Crimea peninsula. It says Russia is funnelling tanks and missile systems to the rebels, who have declared independent "people's republics" in the two main industrial regions. Moscow denies involvement.Donetsk, a once bustling metropolis of nearly one million people, is facing an increasing shortage of food, water and electricity. Few people are on the streets, though groups of armed separatist fighters can be seen, and few cars. Most people are staying indoors or have left the city for the countryside.Most shops are closed but the municipal authorities said bakeries were still producing bread despite a lack of electricity. Fuel supplies had run out and few chemists are operating. Banks are closed and pensions and social allowances are not being paid.

BATTLE UNDERWAY

Repeating charges of violations of Ukrainian airspace by Russian warplanes, something denied by Moscow, Lysenko said a battle was now underway for Krasny Luch, a junction midway between the two rebel-held cities of Donetsk and Luhansk and a staging post for supplies of Russian military equipment to the rebels, Kiev says."If we take this, it will guarantee we can block a route through which the terrorists are receiving aid. Fighting is going on there - very hot fighting," Lysenko said."Our forces are doing all they can to take it (the town) as quickly as possible," he said.Though all sides recognise the seriousness of the humanitarian situation in eastern Ukraine, Kiev and its Western allies suspect Russia could use the situation to move its forces into the country.Kiev said on Saturday it had headed off, by diplomatic means, an attempt by Russia to send troops into Ukraine under the guise of peacekeepers accompanying a humanitarian convoy sanctioned by the Red Cross. Moscow dismissed the allegation as a "fairy tale".Ukraine and Western allies accuse Russia of orchestrating the revolt and arming the rebels. Moscow denies involvement. The geopolitical tussle over the future of the ex-Soviet country of 46 million people has grown sharper since the July 17 downing of a Malaysian airliner in the eastern Ukraine conflict zone, with the deaths of all 298 passengers and crew.Kiev and its Western allies have laid the blame for the attack at the door of the rebels. ANKARA (Reuters) - Tayyip Erdogan secured his place in history as Turkey's first directly elected president on Sunday, sweeping more than half the vote in a result his opponents fear heralds an increasingly authoritarian state.Supporters honking car horns and waving flags took to the streets in the capital Ankara after Turkish television stations said Erdogan, the prime minister for more than a decade, had won 51.8 percent of the vote, 13 points more than his closest rival and avoiding the need for a second round runoff.The chairman of the High Election Board confirmed Erdogan had a majority, with more than 99 percent of votes counted, and said full provisional figures would be announced on Monday."The people have shown their will," Erdogan, 60, told a cheering crowd at a convention centre in Istanbul.He stopped short of declaring outright victory in the first general election for Turkey's head of state, a post previously chosen by parliament. But at the headquarters in the capital Ankara of his AK Party, a balcony was being prepared and thousands of followers were already gathered below to hear him.Turkey has emerged as a regional economic force under Erdogan, who has ridden a wave of religiously conservative support to transform the secular republic founded by Mustafa Kemal Ataturk on the ruins of the Ottoman empire in 1923.But his critics warn that a President Erdogan, with his roots in political Islam and intolerance of dissent, would lead the NATO member and European Union candidate further away from Ataturk's secular ideals.If his victory is confirmed, Erdogan will be sworn in as president on Aug. 28. The ruling AK Party was to begin meeting shortly to start deciding on candidates to replace him as premier and party leader. Foreign Minister Ahmet Davutoglu is seen as a leading candidate.Erdogan's main rival in Sunday's election, Ekmeleddin Ihsanoglu, a former diplomat and academic who won 38.5 percent of the vote according to broadcasters CNN Turk and NTV, congratulated Erdogan on the result in a brief statement.Selahattin Demirtas took 9.7 percent, according to the TV stations - a result for an ethnic Kurd that would have been unthinkable just a few years ago as Turkey battled a Kurdish rebellion and sought to quell demands from the ethnic minority."We will continue to defend our principles and values. SOCIAL JUSTICE

Erdogan's core supporters, religious conservatives, see his victory as the crowning achievement of his drive to reshape Turkey and break the hold of a secular elite.In a tea house in the working-class Istanbul district of Tophane, men watching election coverage on television praised Erdogan as a pious man of the people who had boosted Turkey's status both economically and on the international stage."Erdogan is on the side of the underdog. He is the defender against injustice," said Murat, 42, a jeweller, who declined to give his family name."This country was ruined by the old politicians. They lied to us. They caused economic crises, the PKK violence," he said. Erdogan has opened a peace process with Kurdish PKK militants to end a conflict which has killed 40,000 people in 30 years.The voting turnout, which exceeded 89 percent in March local elections, appeared to be low, OSCE Parliamentary Assembly observer George Tsereteli told reporters. Opinion polls had put Erdogan far ahead of two rivals competing for a five-year term as president. Parliament has in the past chosen the head of state but this was changed under a law pushed through by Erdogan's government.He has set his sights on serving two presidential terms, keeping him in power past 2023, the 100th anniversary of the secular republic. For a leader who refers frequently to Ottoman history in his speeches, the date has special significance.In his final campaign speech in the conservative stronghold of Konya on Saturday, he said the election would herald a "new Turkey" and "a strong Turkey is rising again from the ashes".But his vision left voters cold at one polling station in the capital Ankara, where many complained of deep polarisation under Erdogan and said only his AK Party loyalists had benefited from changes in the past decade."The freedom that he says has increased is for his own supporters. You can only be free if you support him. He has polarised this country in a way nobody has before," said Yucel Duranoglu, 45, who works for a private company.

"ONE-MAN RULE"

Erdogan has vowed to exercise the full powers granted to him by current laws, unlike predecessors who have played a mainly ceremonial role. But he also plans to change the constitution to establish a fully executive presidency.The current constitution, written under military rule after a 1980 coup, would enable him to chair cabinet meetings and appoint the premier and members of top judicial bodies including the constitutional court and supreme council of judges.Erdogan's AK scored a clear victory in local elections in March and Sunday's triumph will emphatically put an end to the toughest year of his time in power.He was shaken by nationwide anti-government protests last summer, and months later, Erdogan and his inner circle were targeted by a corruption investigation and a power struggle with his former ally, U.S.-based cleric Fethullah Gulen.He accuses Gulen of seeking to overthrow him and has pledged as president to continue purging institutions such as the police and judiciary where Gulen is believed to wield influence.Despite the challenges Erdogan has faced, there was an air of resignation among many voters who oppose him."I am almost depressed. I worry for my country because I increasingly feel like an alien here. TRIPOLI (Reuters) - Heavy shelling resumed in the Libyan capital Tripoli on Sunday after three days of relative calm following more than a month of street fighting between rival armed factions battling for control of the city's airport.The North African OPEC oil producer is facing the worst violence since the 2011 war that toppled Muammar Gaddafi, with more than 200 people killed. Many Western embassies and international companies have evacuated staff members.Southern Tripoli was covered by black plumes of smoke, with artillery and rockets hitting areas around the international airport, where two rival brigades of ex-rebels have established front lines.There were no immediate reports of casualties from the new exchanges. But the health ministry said it cannot reach hospitals because of power failures and gasoline shortages in Tripoli."We have been trying to gather information and details, but it is really hard to reach doctors," health ministry spokesman Ammar Mohammed said.A United Nations delegation has been in Tripoli since Friday to try to broker a ceasefire between armed factions loyal to Islamist-allied Misrata brigades and their rivals allied to the western town of Zintan.An official from the delegation, who declined to be identified, said on Saturday that U.N. envoys were optimistic."The mission has already met several key actors and is still fairly optimistic that a ceasefire can be obtained," the official said."The delegation is very concerned about the humanitarian consequences of the ongoing crisis if a ceasefire is not achieved very quickly," he added.

PARLIAMENT

Libya's newly elected parliament has also called for an immediate ceasefire, but the main Islamist political party and its allies have opposed the fact that parliament has been meeting in the eastern town of Tobruk, which they described as unconstitutional."We recognize the parliament, but we don't recognize its sessions in the town of Tobruk and all the decisions that come from there," Ahmed Hadil, a spokesman of the Central Shield brigades, one of the militias fighting to control the airport, told reporters on Saturday.Since the fall of Gaddafi, Libya's government has been unable to control rival militias of heavily armed former rebels, who once fought against Gaddafi but now refuse to disarm and count on semi-official support from ministries or politicians.Fighting since last month over the Tripoli airport involves two loose factions.On one side are Zintanis, including some former Gaddafi forces, who present themselves as a bastion against Islamist fundamentalists and the Muslim Brotherhood.Against them are brigades from the western port of Misrata, allied with Islamist political forces and other militias, who say they are fighting to clear out remnants of Gaddafi's army.In Benghazi, only sporadic gunfire has broken the calm that has prevailed since a coalition of fighters called the Benghazi Revolutionaries Shura Council overran the main military base in the city 10 days ago.The Shura Council is an alliance between a group of former rebels and militants from Ansar al-Sharia, which Washington blames for killing its ambassador in 2012 and classifies as a terrorist organization.South Korea groups Hyundai and Doosan have suspended construction of a 1,400 megawatt Libyan power plant in the town of Sirte because of security concerns, the plant managing director and a town council spokesman said on Sunday.

NAYPYITAW (Reuters) - China appeared to rebuff pressure from the United States to rein in its assertive actions in the South China Sea on Sunday as Southeast Asian nations declined to overtly back Washington's proposal for a freeze on provocative acts.The lack of progress in resolving the maritime tensions at Asia's highest-profile diplomatic meeting so far this year shows the tough task Washington faces in persuading smaller Asian nations to risk antagonizing the region's rising power.Foreign ministers from the 10-member Association of Southeast Asian Nations (ASEAN) released a statement expressing concern over "increased tensions" and called for stepped-up talks with China, in what U.S. officials said was a setback for Beijing's efforts to play down the disputes.But there was no specific mention of China, and ASEAN only "noted" a formal three-point plan submitted by U.S. ally the Philippines for a moratorium on destabilizing actions.The rancour over the disputed sea has split ASEAN, with several states including some of the claimant nations reluctant to jeopardize rising trade and investment ties with China. Beijing has been able to use its influence to block regional action on the maritime issue, most notably in 2012 when an ASEAN meeting chaired by Chinese ally Cambodia broke down in acrimony."We urged all parties concerned to exercise self-restraint and avoid actions which would complicate the situation and undermine peace, stability, and security in the South China Sea," ASEAN said in a communique following its meeting this weekend in the Myanmar capital Naypyitaw.Their meeting was part of the ASEAN Regional Forum, which brings together 27 countries including China, Russia, Japan, India and Australia.Sea tensions spiked in May when China parked a giant oil rig in waters claimed by Vietnam. "I think we made the points that we came to make. We were not seeking to pass something, we were trying to put something on the table that people could embrace."

CODE OF CONDUCT

The communique did call for ASEAN and China to finalize a proposed Code of Conduct to ease maritime tensions, including "concrete elements" to promote trust and confidence. They have begun talks on the code but made little substantive progress."This language represents a significant setback for China's efforts to play for time and change the subject," said one senior U.S. administration official.Chinese officials were not immediately available for comment. China rejects U.S. involvement in the dispute and has already dismissed the proposal for a freeze. China accuses the United States of emboldening claimants such as the Philippines and Vietnam with its military "pivot" back to Asia.ASEAN and China signed a trust-building agreement in 2002 called the Declaration of Conduct (DOC), committing to exercise "self-restraint" in activities that would escalate disputes, such as occupying islands and reefs or building on them. HONOLULU (AP) — The National Weather Service says Hurricane Julio continues to move away from Hawaii and will not pose a threat on the heels of a damaging tropical storm.Meteorologist John Bravender says Julio is about 400 miles (640 kilometers) northeast of Honolulu. It has been downgraded to a Category 1 hurricane, the lowest level. It is packing winds of about 90 mph (145 kph).The forecast Sunday calls for the return of blue skies and sunshine for parts of the state.Bravender says Julio is affecting trade winds that usually keep the islands cool, so hot, muggy weather is expected through the first half of the week.Tropical Storm Iselle knocked out power and toppled trees on Hawaii's Big Island when it made landfall early Friday but largely spared the other islands.
