NEW YORK (Reuters) - Arab Bank Plc served as "paymaster" of funds supporting Hamas, lawyers for a group of Americans suing the bank for compensation stemming from attacks by the Palestinian militant group told a jury on Thursday as a long-anticipated civil trial got under way.In opening statements in U.S. federal court in Brooklyn, lawyers for the plaintiffs said the Amman, Jordan-based bank provided "extensive and substantial" material support to Hamas.A lawyer for Arab Bank told jurors the evidence will show it did not knowingly support the Islamist group, which runs Gaza and is currently locked in a military conflict with Israel.Close to 300 U.S. citizens who were the victims or the family members of victims of 24 attacks allegedly carried out by Hamas in Israel and the Palestinian territories between 2001 and 2004 sued the bank in 2004.They accuse Arab Bank of violating the U.S. Anti-Terrorism Act, which allows victims of U.S.-designated foreign terrorist organizations to seek compensation. BRUSSELS - France has all but abandoned a target to shrink its deficit, as the eurozone endured a turbulent day that raised the prospect of a triple-dip recession. Figures published by Eurostat on Thursday (14 August) indicated that the eurozone economy flatlined between April and June, while the EU-28 saw 0.2 percent growth.Latvia was the currency bloc’s strongest performer with 1 percent growth, and there was positive data from former crisis countries Spain and Portugal, which both expanded by 0.6 percent.But if there was positive news from the eurozone’s southern and eastern members, there was little to cheer from its three largest economies - Germany, France, and Italy - which account for around two thirds of the eurozone’s output.Germany's output fell by 0.2 percent, the same as Italy, which announced its second quarter figures last week. France recorded zero growth for the second successive quarter, while finance minister Michel Sapin suggested that the country’s deficit would exceed 4 percent this year, missing its European Commission-sanctioned 3.8 percent target.In an article in Le Monde on Thursday (14 August), Sapin abandoned the target, commenting that “It is better to admit what is than to hope for what won't be."France would cut its deficit "at an appropriate pace," he added in a radio interview with Europe 1.Pointing to the contraction of the German economy, Sapin remarked that "the EU's big engine, Germany, is today negative. The rockets were fired from multiple launchers in the North Korean port city of Wonsan and traveled 220 km (135 miles) before landing in waters east of the Korean peninsula, a defense ministry official said.The last rocket was fired 35 minutes before Pope Francis was due to arrive at an air base in Seoul, where the pontiff started a five-day visit to South Korea.The launches came ahead of U.S.-South Korean military exercises scheduled to start on Monday. Seoul and Washington say the exercises are defensive in nature but North Korea regularly protests against the drills, which it sees as a rehearsal for war.North Korea last fired short-range rockets in late July but has since said repeatedly that the launches are specifically designed as counter measures against those drills."Given that the U.S. and the puppet forces of South Korea continue staging nuclear war exercises against us in particular, we will take countermeasures for self-defense which will include missile launches, nuclear tests and all other programs," a statement carried by North Korean state media last Friday said.Pyongyang is under heavy U.N. and U.S. sanctions related to its nuclear and ballistic missile programs. The Pope flew into Incheon airport in Seoul at 10:15 (local time) this morning for a five-day visit. North Korea fired three short-range rockets from a 300-millimeter multiple rocket launcher, into the East Sea (Sea of Japan), shortly before the Pope’s arrival. This is according to South Korea's Ministry of Defence.The rockets were fired at a range of 220 kilometres from a launch site near Wonsan, a city on the north-eastern coast and ended up in the East Sea. The launches began at 9:30 without any prior warning and continued for about 25 minutes.“Our military has reinforced surveillance of the North and are on maximum alert for other potential launches,” South Korean military spokesman, Um Hyo-sik, said. North Korea had already launched some short-range missiles at the end of June and at the beginning of July, raising tensions in the region.Meanwhile, this is the first time that a Pope has ever been allowed to fly over the People’s Republic of China. “I invoke the divine blessings of peace and well-being upon the nation”, Francis said in a message addressed to China’s President Xi Jinping, the Nation and its inhabitants. The message was sent as the Pope flew through Chinese airspace on his way to South Korea. He spoke in English for almost 15 minutes, after 5 pm local time. In a conversation he had with the president prior to his speech, he had the chance to stress that “the word “peace” should be used on every occasion and in all discussions, however brief.” He himself used simple and frank words to express himself before South Korean authorities. His words went straight to the heart of the divided country’s unresolved problems. In its umpteenth show of strength the North Korean government launched three rockets into the East Sea, just before Francis’ arrival in Seoul. Meanwhile, President Park Geun-hye gave the Pope a warm welcome, expressing her unreserved hopes for reunification but also mentioned the North Korean nuclear threat on a number of occasions.Pope Francis’ proposed solution is the complete opposite of the one chosen by those who are perpetuating permanent conflicts around the world, some under the pretext of affirming their identity. In his speech, the Pope expressed his appreciation for “the efforts being made in favor of reconciliation and stability on the Korean peninsula, and to encourage those efforts, for they are the only sure path to lasting peace.” Francis went on to speak more generally, stressing that in today’s globalized world, no conflict could be considered marginal: “Korea’s quest for peace is a cause close to our hearts, for it affects the stability of the entire area and indeed of our whole war-weary world.” The Pope’s recipe for restoring and preserving peace does not involve shows of strength or fragile equilibriums maintained through terror but rather, “through the patient work of diplomacy” and efforts to “break down the walls of distrust and hatred.”In the first speech he gave in Korea, Francis defined diplomacy as “the art of the possible”, “based on the firm and persevering conviction that peace can be won through quiet listening and dialogue, rather than by mutual recriminations, fruitless criticisms and displays of force.” His remarks apply to other contexts throughout the world as well.“Peace,” Francis said quoting the Prophet Isaiah, “is not simply the absence of war, but “the work of justice” And justice, as a virtue, calls for the discipline of forbearance; it demands that we not forget past injustices but overcome them through forgiveness, tolerance and cooperation.”In his address to South Korea’s leaders, Pope Francis stressed that taking care of young people and the poor and disadvantaged is vital in order to assess the efficiency and far-sightedness of social development policies: “A wise and great people do not only cherish their ancestral traditions; they also treasure their young, seeking to pass on the legacy of the past and to apply it to the challenges of the present.” The Asian Youth Day, which is what brings the Pope to Korea, “is a precious opportunity for all of us to listen to their hopes and concerns.” As all youth gatherings do, the Asian Youth Day “challenges us to reflect on how well we are transmitting our values to the next generation, and on the kind of world and society we are preparing to hand on to them.” The country’s fast-paced development fatally has to deal with problems and concerns that are also common in other advanced societies. It is therefore crucial “that the voice of every member of society be heard” and “that special concern be shown for the poor, the vulnerable and those who have no voice, not only by meeting their immediate needs but also by assisting them in their human and cultural advancement.” This way “Korean democracy will continue to be strengthened and that this nation will prove to be a leader also in the globalization of solidarity which is so necessary today.”It is not the Church’s intention to preach to the Korean people and it has no power aspirations in Korea with its problems, successes and emergencies. By proclaiming the Gospel through the Successor of Peter, the Church declares itself ready to serve Koreans along their path, starting with the young and the poor. “Today, I assure you of the continued desire of Korea’s Catholic community to participate fully in the life of the nation. The Church wishes to contribute to the education of the young, the growth of a spirit of solidarity with the poor and disadvantaged, and the formation of new generations of citizens ready to bring the wisdom and vision inherited from their forebears and born of their faith to the great political and social questions facing the nation,” Francis said in conclusion.

DONETSK Ukraine (Reuters) - Two of the most senior rebels battling government troops in eastern Ukraine quit on Thursday, deepening the disarray in a pro-Moscow separatist movement that is being pushed back by an Ukrainian military offensive.The resignations came on the same day that artillery shells landed for the first time since the conflict began in the centre of the eastern city of Donetsk, the separatists' main stronghold.The reverses suffered by the rebels could force a tactical rethink by Russian President Vladimir Putin.While he has denied directly helping the rebels, his strategy of keeping Ukraine from integrating with the West has benefited from having a part of the country under the control of pro-Moscow separatists.The most prominent of the separatists to resign on Thursday was a man who goes by the name of Colonel Igor Strelkov and who was defence minister in the self-proclaimed Donetsk People's Republic. Nicknamed "Strelok" - Shooter - by fighters under his command, he had previously lived quietly in a Moscow suburb where he was known as Igor Girkin. Kiev alleged he was a Russian intelligence officer, which Moscow denied.Vladimir Antyufeyev, deputy prime minister of the separatist entity in Donetsk region, told Reuters that Strelkov was moving to another, less senior post. He said the new defence minister would be Vladimir Kononov, a native of Donetsk."The enemy will be broken. Victory will be ours," Antyufeyev said when asked what prospects for success the rebels now had after the series of resignations.The head of the self-proclaimed rebel government in Luhansk region, which neighbours Donetsk, also announced he was stepping down. Valery Bolotov said he was injured and could not carry on his duties.A week ago, Alexander Borodai, prime minister of the Donetsk People's Republic, also quit.The sense of government forces tightening the noose around the rebels was clear at the separatist headquarters in the centre of Donetsk on Thursday.A Reuters reporter was interviewing Andrei Purgin, deputy to the new separatist prime minister, when artillery shells landed nearby. One man shouted: "Go to the cellar!" and those in the building headed for the stairs, some at a run.

The crisis in Ukraine has dragged ties between Russia and the West to their lowest ebb since the Cold War, and killed hundreds of people, including the passengers and crew of a Malaysian airliner downed over the battle zone last month.The European Union and the United States accuse Russia of arming the separatists and they have imposed sanctions targeting sectors of the Russian economy, including energy, technology and finance.Russia says the West is abetting the Ukrainian government in persecuting millions of Russian-speakers who live in eastern Ukraine. It reacted to the sanctions by restricting imports of food products from Western countries.Putin on Thursday travelled to Crimea, the Ukrainian region his forces annexed earlier this year.In a speech to Russian ministers and members of parliament assembled in a Crimean hotel, Putin struck a tone that was low-key and conciliatory, saying he wanted to do everything he could to halt the bloodshed in Ukraine."We must calmly, with dignity and effectively, build up our country, not fence it off from the outside world," Putin said. "We need to consolidate and mobilise but not for war or any kind of confrontation, ... for hard work in the name of Russia."Putin's comments lifted the rouble and Russian stocks.NATO Secretary-General Anders Fogh Rasmussen said, however, that the Russian leader had sounded dovish in the past yet had not followed up his words with concrete actions.Illustrating the economic pain the standoff is inflicting on Russia, energy giant Rosneft asked the government to lend it $42 million of cash that had been earmarked for Russian pensioners to help it weather the sanctions.

AID CONVOY

A huge Russian convoy heading slowly towards eastern Ukraine could be a new flashpoint. Moscow says it is carrying 2,000 tonnes of water, baby food and other aid for people in rebel-held areas.Some Western officials have said they believe the convoy could be a cover for a Russian military incursion - something Moscow has described as "absurd."By evening on Thursday, the convoy had stopped near the Russian settlement of Kamensk-Shakhtinsky, about 20 km (12 miles) from the border with Ukraine.One of the truck drivers told Reuters it would be heading to the crossing point at Izvaryne, which is held by the rebels.If the convoy tries to enter Ukraine without the consent of the authorities in Kiev, there is a risk the Ukrainian government and its Western allies could view that as an illegal Russian incursion, further heightening tensions.However, there was still a possibility that a deal could be brokered. Russia's foreign ministry said it was in intensive negotiations with the Ukrainian government and the Red Cross.Relief agencies say people living in Luhansk and in Donetsk are facing shortages of water, food and electricity after four-months of conflict in which the United Nations says more than 2,000 people have been killed.Kiev blames Russia and the separatists for the plight of the civilians, but their situation has grown more acute as the Ukrainian military has pressed its offensive - including in areas where civilians are living.On Thursday, Kiev's forces took control of the settlement of Novosvitlivka, which they said blocked off the last route the separatists could use to move between Luhansk and Donetsk.Meanwhile, Ukrainian troops have been slowly encircling Donetsk, the regional hub with a peacetime population of nearly a million.Liliya Chalina, 54, lived in a residential block in Donetsk whose wall was smashed by a projectile on Thursday. BAGHDAD (Reuters) - The governor of Iraq's Sunni heartland province of Anbar said he has secured a promise of U.S. support in a battle against the Islamic State, possibly reviving an alliance that helped thwart an earlier Sunni militant threat, from al Qaeda.Ahmed Khalaf al-Dulaimi told Reuters his request, made in meetings with U.S. diplomats and a senior military officer, included air support against the militants who have a tight grip on large parts of his desert province and northwestern Iraq.Dulaimi said the Americans had promised to help. There was no immediate comment from U.S. officials on a day when President Barack Obama said troops sent to prepare a possible evacuation of refugees further north were standing down as U.S. air strikes and supply drops had broken the "siege of Mount Sinjar".Governor Dulaimi said in a telephone interview: "Our first goal is the air support. Their technology capability will offer a lot of intelligence information and monitoring of the desert and many things which we are in need of."No date was decided but it will be very soon and there will be a presence for the Americans in the western area."After its capture of the northern metropolis of Mosul in June, a swift push by the Islamic State to the borders of the autonomous ethnic Kurdish region alarmed Baghdad and last week drew the first U.S. air strikes on Iraq since the withdrawal of American troops in 2011.U.S. involvement in Anbar is a far more sensitive matter.The region, sparsely populated and forming much of Iraq's border with Syria, was deeply anti-American during the U.S. occupation. Tribal leaders and local people saw the replacement of fellow Sunni Saddam Hussein by a U.S.-backed leadership dominated by Iraq's Shi'ite Muslim majority as a threat and took up arms. Al Qaeda fighters flooded in to join them.The United States mounted its biggest offensive of the occupation against a variety of Islamist militants in the Anbar city of Falluja, just west of Baghdad. Its soldiers experienced some of their fiercest combat since the Vietnam War.Eventually, the U.S. military was able to persuade some of its most diehard Sunni opponents to turn against al Qaeda.The strategy brought a period of calm. But Prime Minister Nuri al-Maliki, now being replaced by a less polarising colleague among the Shi'ites, went on to alienate many Sunnis.The Islamic State, disowned by al Qaeda as too radical after it took control of large parts of Syria, capitalised on its Syrian territorial gains and sectarian tensions in Iraq to gain control of Falluja and Anbar's capital Ramadi early this year.

"PR0MISE"

It is not clear how much support Dulaimi would have locally for cooperation with the Americans. Elected last year, some in the region have criticised him for working too closely with Maliki rather than defending Sunni interests.Iraq's president has nominated a new prime minister, Haider al-Abadi, who is seen as a moderate Shi'ite with a decent chance of improving ties with Sunnis.The Sahwa, the U.S.-funded militia drawn from the country's Sunni Muslim tribes, were a driving force in fighting al Qaeda from 2007. A U.S. decision to hand over responsibility for the Sahwa to the Shi'ite-dominated government in 2009 alienated them and drove some to join IS.Abadi is in the sensitive process of trying to form a new government in a country where sectarian tensions are rising; bombings, kidnappings and executions are part of daily life.On Thursday, a bomb attached to a bus in central Baghdad killed three people and wounded six, police and medics said.Bloodshed is back at the levels of 2006-2007, the peak of a sectarian civil war.Abadi faces the challenge of trying to rein in Shi'ite militias accused of kidnapping and killing Sunnis and persuading the once dominant Sunni minority that they will have a bigger share of power.Maliki is still refusing to step aside despite months of pressure to do so from Sunnis, Kurds, some fellow Shi'ites, Shi'ite regional power Iran and the United States.It is not clear whether he still commands the loyalty of special forces or Shi'ite militias - just about the only leverage he may have left.Dulaimi was especially concerned by the militants' determination to seize control of Anbar's Haditha dam: “The situation in Haditha, where the dam is, is controlled by security forces and tribes. But the problem is how long can they endure the pressure?" said Dulaimi."I held several meetings since one month ago with the American embassy and the commander of the central troops all in this regard, and very soon there will be a joint coordination centre and operations in Anbar. They gave a promise."Aside from strong momentum built up in the north and control of large parts of the west, the Islamic State has threatened to march on Baghdad.

ARMING THE KURDS

The group, which wants to redraw the map of the Middle East, used tunnels built by Saddam in the 1990s to move its fighters, weapons, ammunition and supplies to towns just south of Baghdad, Iraqi intelligence officials told Reuters.Unlike Osama bin Laden's al Qaeda, which set its sights on destroying the West, the Islamic State has territorial goals, aims to set up a caliphate and rages against the Sykes-Picot agreement of 1916 between Britain and France that split the Ottoman empire and carved borders across the Arab lands.Rough terrain has enabled the militants to evade the army and security forces. Seizing Baghdad would be difficult because of the presence of special forces and thousands of Shi'ite militias who have slowed down the Islamic State elsewhere.But a foothold just near the capital could make it easier for the IS to carry out suicide bombings, deepen sectarian tensions and destabilise Iraq.On Thursday, Islamic State militants massed near the town of Qara Tappa, 120 km (75 miles) north of Baghdad, security sources and a local official said, in an apparent bid to broaden their front with Kurdish peshmerga fighters.The movement around Qara Tappa suggests they are becoming more confident and seeking to grab more territory closer to the capital after stalling in that region."The Islamic State is massing its militants near Qara Tappa," said one of the security sources. "It seems they are going to broaden their front with the Kurdish fighters."It is not just superior firepower seized from Iraqi soldiers who fled its advance that gives the group an edge over enemies. It has an array of economic weapons as well - the massive Mosul dam, five oil fields, wheat crops and cash from captured banks.Islamic State fighters staged a bank robbery in the recently conquered town of Jalawla, northeast of Baghdad, on Thursday, witnesses said.While pressing for more territory, Islamic State fighters use fear and intimidation to tighten their grip on towns and cities they control and impose their radical view of Islam.With ethnic Kurdish peshmerga forces pushed back on the defensive by the Islamic State this month, France has joined the United States in supplying what it called "sophisticated arms" to the regional militia and EU foreign ministers will break summer holidays to discuss the crisis on Friday.

WOMEN DOCTORS, YAZIDIS

In Mosul, Iraq's second biggest urban centre, the militants have blown up or bulldozed Shi'ite mosques and shrines, destroyed statues of poets which they deem un-Islamic and forced women to veil.On Thursday, women doctors in Mosul said they faced the Islamic State's wrath.“One of them is hitting any girl (doctor, nurse or a visitor) on her head as a warning to her especially after the period they gave for starting the application of scarf wearing," said a female doctor."They are intimidating us, threatening us with killing and destroying our houses. Because of that bad treatment I decided to sit in my house and not to go to the hospital, but still feeling afraid as I don’t know what they will do."In Diyala province, northeast of Baghdad, Islamic State militants shot dead four policemen in a public area - men who were on a hit list - said security sources and witnesses.They also confiscated 20 houses once inhabited by security personnel and wrote "Property of the Islamic State" on the walls.In addition to arming the peshmerga and, in the case of Washington, bombing militant positions, Western powers have been trying to help aid agencies drop supplies and provide refuge for tens of thousands of people, many of them from non-Sunni communities, who have fled attacks by the Islamic State.The White House had said the United States and its allies were considering setting up airlifts and safe land corridors to rescue people, including many from the Yazidi sect stranded on the arid heights of Mount Sinjar near the Syrian border.But a U.S. assessment team sent to Mount Sinjar on Wednesday found the situation better than expected, and Obama said further evacuation or airdrops were unlikely.(Writing by Michael Georgy; Editing by Peter Millership)

KAMENSK-SHAKHTINSKY, Russia (AP) — Raising the stakes in Ukraine's conflict, a Russian aid convoy of more than 200 trucks pushed up to the border on Thursday but then stopped, provocatively poised to cross into rebel-held territory.The Ukrainian government threatened to use all means available to block the convoy if the Red Cross was not allowed to inspect the cargo. Such an inspection would ease concerns that Russia could use the aid shipment as cover for a military incursion in support of the separatists, who have come under growing pressure from government troops.Ukraine also announced it was organizing its own aid shipment to the war-wracked separatist region of Luhansk.Complicating the dispute over the dueling missions, Ukraine said Thursday it has gained control over a key town near Luhansk city, thereby giving it the means to block the presumed route that the Russian convoy would take to the city.The town, Novosvitlivka, lies about 40 kilometers (25 miles) from the border, so if the Russian trucks did enter the country, they potentially could unload somewhere other than city itself.The Russian convoy set out Thursday morning from a military depot in the southern Russian city of Voronezh where it had been parked since late Tuesday. Moscow says the convoy has 262 vehicles, including about 200 trucks carrying aid.The white-tarped trucks, some flying the red flag of Moscow and escorted by military vehicles, drove down a winding highway through sunflower fields and then turned west toward the rebel-held border crossing of Izvaryne.But about 28 kilometers (17 miles) from the border, the trucks pulled off and parked in a large field where dozens of beige tents had been set up. NEW YORK (Reuters) - More than a foot of rain hit parts of New York's Long Island on Wednesday, enough to set a preliminary state record, triggering flash floods and swamping cars on major roads that were turned into rivers during the morning rush hour.Much of the rain fell during a particularly intense, two-hour burst while commuters were traveling to work.A total of 13.26 inches (33 cm) of precipitation was measured at MacArthur Airport in Islip. That is believed to be the most to have ever fallen in any area of New York during a 24-hour period, said Christopher Vaccaro, spokesman for the National Weather Service.The standing record of 11.6 inches (29 cm) was set in August 2011 near Tannersville in the Hudson Valley during Tropical Storm Irene."Wow, they had more than two months of rainfall in two hours," Vaccaro said. "It's really quite a dangerous situation. Heavy rainfall coupled with the morning commute is a problem."The stormy weather contributed to at least one fatality, when a tractor-trailer and a Jeep collided on the Long Island Expressway, killing the Jeep's driver at about 5 a.m. during heavy rains, the Suffolk County highway patrol said in a statement.Parts of major commuter routes including the Long Island Expressway, the Seaford Oyster Bay Expressway, the Sunrise Highway and other roadways were closed due to flooding, police said.A parking lot at a train station in Bay Shore was covered with at least two feet (61 cm) of water. Guinea declares public health emergency over Ebola-Reuters-By Saliou Samb-AUG 14,14-YAHOONEWS

CONAKRY (Reuters) - Guinea has declared a public health emergency over an Ebola epidemic that has killed more than 1,000 people in three West African states and is sending health workers to all affected border points, a government official said.An estimated 377 people have died in Guinea since the world's worst outbreak of Ebola began in March in remote parts of a border region near Sierra Leone and Liberia.Guinea says its outbreak is under control with the numbers of new cases falling, but the measures are needed to prevent fresh infection from neighboring countries hit by the epidemic."Trucks full of health materials and carrying health personnel are going to all the border points with Liberia and Sierra Leone," Aboubacar Sidiki Diakité, president of Guinea's Ebola commission, said late on Wednesday.As many as 3,000 people are waiting at 17 border points for a green light to enter the country, he said."Any who are sick will be immediately isolated. People will be followed up on. We can't take the risk of letting everyone through without checks," he said.Sierra Leone has declared Ebola a national emergency as has Liberia, which is hoping that two of its doctors diagnosed with Ebola can start treatment with some of the limited supply of experimental drug ZMapp.Canada's Tekmira Pharmaceuticals Corp is also exploring the possibility of making more of its experimental Ebola treatment, Chief Executive Officer Mark Murray said.Nigeria too has declared a national emergency, though it has so far escaped the levels of infection seen in the three other countries. On Thursday, it said it had 10 cases of Ebola. Four Nigerians have died of the disease.

Health experts say government responses to the disease need to be calibrated to prevent its spread while avoiding measures that could induce panic or damage economies unnecessarily.That task is harder because health services have been stretched to breaking point and mistrust of health workers among some rural communities is high.In addition, 170 healthcare workers have been infected and 81 have died among the overall toll of 1,069, according to the World Health Organization.A Liberian government document seen by Reuters shows the strain on its health ministry as it confronts the emergency.An Ebola call center in Monrovia is struggling to keep up with the volume of calls and needs more staff, phone lines and a deputy supervisor, the Ministry of Health document said."The case investigation team only has one vehicle so they can't get out and then there's the issue of no space at the ETU (Ebola Treatment Unit) to bring patients," it said.Ebola is one of the world's most deadly diseases and kills the majority of those infected. Its symptoms include internal and external bleeding, diarrhoea and vomiting.The U.S. State Department ordered family members at its embassy in Freetown to depart Sierra Leone because of limitations on regular medical care as a result of the outbreak.U.S. President Barack Obama discussed the outbreak with the presidents of Liberia and Sierra Leone, the White House said.

Ebola also bears economic ramifications for some West African states as disruption to commerce, transport and borders lasts at least another month, said Matt Robinson, a vice president at Moody's ratings agency.Sierra Leone's growth would slow from the 16 percent rate recorded in 2013 if mining sector production is affected, he said, adding that regional health budgets could rise.There is also "an indirect effect arising from an Ebola-induced economic slowdown on government revenue generation in a region where budgets are already hindered by low tax collection," he said.Among the signs of the regional economic impact, Ivory Coast will not allow any ships from Guinea, Sierra Leone and Liberia to enter its port at Abidjan, according to a port statement.Fewer passengers are arriving at Ivory Coast's main airport from Freetown, Conakry and Monrovia because of the virus leading to a shortfall of about 4,000 passengers a month, Abdoulaye Coulibaly, chairman of Air Cote d'Ivoire, told Reuters.Ivory Coast and its eastern neighbor Ghana have recorded no cases of Ebola. Ghana's government said it would step up its funding for preventative health and impose a moratorium on international conferences for three months as a precaution.Beyond the immediate impact, Africa faces a problem of perception over Ebola even though many countries are remote geographically, economically and culturally from those suffering the outbreak in a corner of the continent.In one example, Korean Air Lines Co Ltd said it will suspend flights to and from Nairobi, Kenya, from Aug. 20 to prevent the spread of the virus.Kenya Airways said it will continue its flights to Monrovia and Freetown.
