(Reuters) - An underground nuclear waste dump in New Mexico where operations were suspended after a radiation leak is of crucial importance to the United States and its reopening is a top priority for the Energy Department, the head of the agency said.Energy Secretary Ernest Moniz made the remarks at a public meeting late on Monday in Carlsbad, New Mexico, where the local economy is fueled by the nearby Waste Isolation Pilot Plant in the Chihuahuan Desert.The plant, where waste from U.S. nuclear labs and weapons sites is entombed in a salt mine 2,100 feet underground, has been closed since a Feb. 14 radiological release contaminated disposal chambers and exposed 22 workers to low levels of radiation.Preliminary findings of an investigation suggest the leak was tied to an improperly packaged container from Los Alamos National Laboratory near Santa Fe that was deposited in a salt cavern at the dump.Energy Department officials have said a chemical reaction in the drum, which contained items tainted with radioisotopes such as plutonium, is believed to have generated sufficient heat to melt seals and eject materials.The Energy Department plant is asking Congress for more than $100 million to underwrite cleanup efforts.Government contractor Nuclear Waste Partnership LLC, which runs the site, has said it might be three years before the waste repository is fully operational.Shipments of waste from U.S. nuclear research and weapons facilities usually brought to WIPP are on hold and drums of debris are being stored in place as scientists probe the February accident.Moniz sought on Monday night to assure the city of Carlsbad that there were no plans to close the plant."You stick with us and we're sticking with you," he told an audience that included Carlsbad leaders."WIPP has to come all the way back. It's going to take a little time. But this is really, absolutely a core facility for the country. While investigators at a news conference called for witnesses to come forward, Jewish groups have issued conflicting interpretations of Rabbi Joseph Raksin’s murder.Raksin, a New York City resident who was in Miami visiting relatives, was shot Saturday morning allegedly by one of two black men who approached him as he walked toward a temple in a heavily Jewish enclave of North Miami Beach, according to police. No arrests have been made in the case.Local representatives of the American Jewish Committee told the Miami Herald that recent acts of vandalism, including the July 28 discovery of what appeared to be a swastika and the name of the Palestinian Islamist group Hamas written on the temple where Raksin was headed, point to the possibility of a hate crime.The Miami branch of the Anti-Defamation League (ADL) in a statement over the weekend said Raksin’s death appeared to have stemmed from a robbery gone awry.“While our community is on high alert due to recent anti-Semitic incidents that have coincided with hostilities in the Middle East, we must be careful not to assume this was a hate-motivated crime,” ADL Florida Regional Director Hava Holzhauer wrote.However some Jewish activists working with Miami-Dade police to investigate Raksin’s death disagreed with the ADL.“There is one witness who wants to stay anonymous and he watched two guys go up with a gun, kill a guy, and walk away smiling,” said Yona Lunger, a member of North Miami Beach’s Shmira Patrol, which is akin to a neighborhood watch.Lunger said a woman who attended Raksin’s funeral on Sunday returned home and found what appeared to be a swastika scratched into the family’s car. MINSK/MOSCOW (Reuters) - Moscow dispatched top veterinary officials to Belarus on Tuesday after the neighboring country, which has a free trade zone with Russia, said it would not become a back-door conduit for banned Western food products.Last week Russia banned imports of fruit, vegetables, meat, poultry, fish, shellfish, scallops, milk and dairy from the United States, the European Union, Australia, Canada and Norway in retaliation for Western sanctions over the crisis in Ukraine.Since the ban was imposed, Russian media have been flooded with jokes that Moscow will soon see supplies of oysters and shrimps coming from landlocked Belarus, which together with Kazakhstan has a free trade deal with Russia as part of the customs union between the three states.Both Belarus and Kazakhstan have said they will continue to import the Western foods that Moscow has banned.Minsk has said, however, it will prevent banned foods from being shipped onward to Russia."If Russia has closed its market for certain products, we must not allow the transit of these products via Belarus to Russia," Belarussian President Alexander Lukashenko was quoted as saying by his administration this week."As to our domestic market, we had a separate discussion of this question. (Reuters) - An underground nuclear waste dump in New Mexico where operations were suspended after a radiation leak is of crucial importance to the United States and its reopening is a top priority for the Energy Department, the head of the agency said.Energy Secretary Ernest Moniz made the remarks at a public meeting late on Monday in Carlsbad, New Mexico, where the local economy is fueled by the nearby Waste Isolation Pilot Plant in the Chihuahuan Desert.The plant, where waste from U.S. nuclear labs and weapons sites is entombed in a salt mine 2,100 feet underground, has been closed since a Feb. 14 radiological release contaminated disposal chambers and exposed 22 workers to low levels of radiation.Preliminary findings of an investigation suggest the leak was tied to an improperly packaged container from Los Alamos National Laboratory near Santa Fe that was deposited in a salt cavern at the dump.Energy Department officials have said a chemical reaction in the drum, which contained items tainted with radioisotopes such as plutonium, is believed to have generated sufficient heat to melt seals and eject materials.The Energy Department plant is asking Congress for more than $100 million to underwrite cleanup efforts.Government contractor Nuclear Waste Partnership LLC, which runs the site, has said it might be three years before the waste repository is fully operational.Shipments of waste from U.S. nuclear research and weapons facilities usually brought to WIPP are on hold and drums of debris are being stored in place as scientists probe the February accident.Moniz sought on Monday night to assure the city of Carlsbad that there were no plans to close the plant."You stick with us and we're sticking with you," he told an audience that included Carlsbad leaders."WIPP has to come all the way back. It's going to take a little time. But this is really, absolutely a core facility for the country.
