The Commission expressed its deep concern about the accountability of bishops, about whether they will admit responsibility before faithful, whether they will react with negligence in the face of paedophilia charges made against a priest in their diocese. The Commission’s members expressed this concern at a briefing in the Vatican, announcing that they are “working on policy recommendations for the Holy Father’s approval.” The two members of the Commission that were sexually abused by priests as children have stated that if things do not change over the next couple of years they will hand in their resignation.The Child Protection Commission is “very, very concerned” about accountability of bishops and working on policy recommendations for the Holy Father’s approval, said the Commission’s president, the Archbishop of Boston, Cardinal Sean O’Malley, one of the Pope’s nine cardinal advisors.  The body has and will continue discussing procedures that can be introduced in cases where a bishop does not take accusations relating to the sexual abuse of children by a priest seriously: "There needs to be procedures that will allow these cases to be dealt with in an expeditious way, rather than just having things open-ended," the cardinal said, “all members of the Commission are well aware of this”. Sister Kayula Gertrude Lesa from Zambia and Peter Saunders from England also gave statements during the briefing. Saunders, who was abused by a paedophile priest as a child, was received by the Pope last summer, but almost all members of the Commission were present in the newsroom. "If in a year or two there isn't some firm action on those matters, then I don't think I'll be sitting here talking to you," Saunders said. "I think it's not disputed that there have been far too many cover ups, there have been far too many clergy protected, moved from place to place," Saunders added, stressing the need for Church leaders to report those who are guilty to civil justice.The other member of the Commission who was abused by a paedophile priest during her childhood, was Marie Collins from Ireland. At the end of the briefing she told journalists that “if the situation does nto change in one or two years both Peter and myself will leave the Commission”. It is about introducing accountability for bishops once and for all, with punishments when they act in a negligent way in the face of accusations being made against a priest. The Irish woman – who had already spoken at a meeting against child abuse held at the Pontifical Gregorian University when Benedict XVI was still Pope – confessed she was a bit frustrated by how slow the Church had been in dealing with this issue: “As a victim I would like to see things move faster, we have been talking about these issues for years… I am nevertheless confident that we will make quicker progress from now on. Otherwise I don’t think you’ll see me in this Commission again,” she added.  Journalists asked the two victims to remark on a comment the Pope made recently about smacking children (“One time, I heard a father in a meeting with married couples say ‘I sometimes have to smack my children a bit, but never in the face so as to not humiliate them’”): “I would never do that and I am against the use of physical violence in education,” Saunders said, almost amused. “But his comment makes him more human , if he was a father he would not act that way,” he added.Cardinal O’Malley drew attention to the letter the Pope recently wrote – signed deliberately on the day of the Presentation of Jesus at the Temple on 2 February – asking Bishops’ Conferences and religious leaders all over the world to work with the Vatican Commission and added that each conference will be asked to name a contact person to work with the Commission for Child Protection. Regarding the guidelines which the Holy See asked all Bishops’ Conferences to send back in 2011, Cardinal O’Malley said 96% of Bishops’ Conferences responded. Some, he continued, have not replied, others have sent loose norms and the Commission is working with the Congregation for the Doctrine of the Faith to see which countries need help – including economic help – the most. The Bishops’ Conferences that did not send guidelines, are developing Churches which may lack the adequate resources for the task. So far the Vatican has covered the costs. The Holy See is implementing a zero tolerance policy towards paedophile clerics. One of the initiatives the Commission is working on is a day of prayer for victims of abuse.The Archbishop of Boston welcomed the Pope’s invitation to meet victims of paedophile priests, recalling that he has met hundreds of victims in his own diocese over the years. “Such meetings are valuable opportunities for listening to those who have greatly suffered and for asking their forgiveness.” Saunders said that too many have turned their backs on such meetings. He said abuse that took place decades ago stays with you for the rest of your life, these are not “old” crimes we are talking about.The Commission - which did not meet the Pope on this occasion but is expected to meet him at the plenary assembly scheduled for next October in the Vatican – has decided to create a number of sub-commissions that will be working on individual issues (such as accountability, guidelines for national Bishops’ Conferences, prevention) in the run up to the next meeting.In answer to a journalist’s question on the case involving the former Polish Nuncio to the Dominican Republic, Jozef Wesolowski, whom the Congregation for the Doctrine of the Faith found guilty of child abuse and indicted by the Vatican Tribunal, the Vatican spokesman, simply responded that the investigations “have not come to a standstill at all”. The Dominican Attorney General came here; he was very glad about the meeting, he got some material. The Vatican promoter of Justice interrogated Wesolowski and is examining the material in greater depth.”

This is the advice Francis gave in a video message sent on the occasion of the event "The Ideas of Expo 2015 - Towards the Charter of Milan" attended by 500 international political and business representatives. The event, on the theme “Feeding our planet, Energy for Life”, was organised by Italy’s Ministry of Agricultural, Food and Forestry Policies in collaboration with Expo Milano 2015 at Hangar Bicocca in the Italian city of Milan. Nato is to open eight new facilities in Russia’s neighbourhood, but allies ruled out giving weapons to Ukraine for now.The list includes six new “command and control centres” in Bulgaria, Estonia, Latvia, Lithuania, Poland, and Romania.It also covers a new “south-eastern headquarters” in Romania and a “training centre” in Georgia. An existing facility in Szczecin, Poland, is to be expanded to be become a “north-eastern headquarters”.The six command centres, which will include US troops, are to underpin a new “spearhead” force of 5,000 soldiers designed to deter Russian aggression in the Baltic region.Britain, France, Germany, Italy, Poland, and Spain will command the force on a rotational basis, with the UK to take charge initially and to provide 1,000 personnel.Nato’s Norwegian head, Jens Stoltenberg, said elements of the force will be ready to deploy by the weekend.The measures are part of Nato’s reaction to Russia’s attack on Ukraine.It has also: quadrupled air patrols in the Baltic region; increased troop numbers in Bulgaria, Poland, and Romaia; increased its naval presence in the Baltic, Black, and Mediterranean seas; and held dozens of drills on its eastern flank.Stoltenberg described Russia’s recent actions in Ukraine, Georgia, and Moldova, as “part of a disturbing pattern of destabilising Russian behaviour in its neighbourhood”.He noted “there's no concrete immediate threat” of Russia’s aggression against Nato member states.But the former Nato chief, Denmark’s Anders Fogh Rasmussen, told British daily The Telegraph the same day: “This is not about Ukraine. [Russian leader] Putin wants to restore Russia to its former position as a great power … There is a high probability that he will intervene in the Baltics to test Nato’s Article 5 [on collective defence]”.The Nato defence chiefs met in Brussels amid calls by Ukraine for modern weapons to help stop Russian drones and tanks.But the US and several EU states ruled out the move due to concerns on escalation.US defence chief Chuck Hagel said the option is being kept “under review”. But he noted there is “no military solution” to the conflict.He added that Nato’s Nuclear Planning Group, which also met on Thursday, is concerned about Russia’s “increasingly aggressive actions, such as the recent flight of nuclear capable bombers over the English channel”.US general Philip Breedlove, Nato’s top military commander, told the AP news agency: “All manner of aid has to be taken in light of what we anticipate would be the Russian reaction”.Lithuania’s defence minister said it has furnished “elements” of Ukraine’s request.But the British, Dutch, French, German, and Italian ministers followed the US line.“More weapons in this area will not bring us closer to a solution”, Germany’s Ursula von der Leyen told reporters. Italy’s Roberta Pinotti said: “We need to lower the temperature of the crisis, not to raise it”.

For its part, Russia reacted angrily to the new Nato facilities.Alexander Grushko, its Nato ambassador, said the spearhead force increases the risk of a “military confrontation” in the Baltic region.He described the training centre in Georgia as “provocative”.He added that if Nato states arm Ukraine it would have “the most dangerous and unpredictable consequences”. Russia’s foreign ministry spokesman, Alexander Lukashevich, said in Moscow the same day that arming Ukraine would pose a “security threat” to Russia.

Meanwhile, Hagel himself voiced concern that Nato’s new Russia focus could alienate members who believe the Middle East should be a bigger priority.“I worry about the potential for division between our northern and southern allies”, he said.But Stoltenberg downplayed concerns the new far-left Greek government, which is more Russia-friendly than its predecessors, could cause a split.“The new Greek minister of defence underlined very strongly for me that they are going to continue to be a committed partner”, he said.

MUNICH (Reuters) - The leaders of Russia, Ukraine, Germany and France agreed to meet in Belarus on Wednesday to try to broker a peace deal for Ukraine amid escalating violence there and signs of cracks in the transatlantic consensus on confronting Vladimir Putin.The four leaders held a call on Sunday, two days after Chancellor Angela Merkel and French President Francois Hollande traveled to Moscow for talks with Putin that produced no breakthrough in the nearly year-long conflict that has claimed over 5,000 lives.After the call, Ukraine President Petro Poroshenko said progress had been made and that he was hopeful the meeting in Minsk would lead to a "swift and unconditional ceasefire" in eastern Ukraine, where pro-Russian separatists have stepped up a military offensive in recent weeks, seizing new territory.A Ukraine military spokesman said on Sunday that intense fighting was continuing around the rail junction town of Debaltseve, with rebel fighters making repeated attempts to storm lines defended by government troops.At a high-level security conference in Munich over the weekend, Merkel said it was uncertain whether further negotiations would lead to a deal with Putin but argued that all opportunities for a diplomatic solution should be pursued.She came under sharp criticism from U.S. senators Lyndsey Graham and John McCain, both Republican hawks, for opposing the sending of defensive weapons to the Ukraine army to help it fight the separatists."The Ukrainians are being slaughtered and we're sending them blankets and meals," McCain said in Munich. OTTAWA - The Canadian army somehow lost three highly-sophisticated, precision-guided artillery shells on its ways out of Afghanistan in an embarrassing case that resulted in an almost two-year investigation.Known as Excalibur rounds, the 155-millimetre high-explosive ammunition could not be accounted for among the mission close-out paperwork as the military withdrew from Kandahar in late 2011.Newly released records, obtained by The Canadian Press under access to information legislation, show defence officials, at first, thought as many as five the global positioning system-guided shells had gone missing when soldiers tore down their forward operating bases. But that number was reduced to three when it was realized someone had filed paperwork twice.The shells are not cheap. They come with a price tag of US $177,224 per round, but are accurate to within 20 metres even when fired from up to 40 kilometres away.Both the country's overseas command and military police conducted extensive investigations, but never located the ammunition and defence officials requested last summer that the over $513,000 loss be written off the government's books.The request was approved, the documents show.What happened to the ammunition remains as much a mystery as when they were first discovered missing."Although theft is a possibility, given physical size and weight of the ammunition and the tight ammunition security measures that were in place in theatre, theft is highly unlikely," said a July 18, 2014 briefing to the country's joint operations commander.The round weighs 48 kilograms and has metal fins that guide it to the target, making it awkward to handle.Even still, the loss has international repercussions because the U.S. technology is governed by International Traffic in Arms Regulation (ITAR) and the awkward situation had to be reported to National Defence's Controlled Technology Access and Transfer (CTAT) office.The strict control office regulations required that it be notified within 48 hours of a piece of technology going missing, but the army delayed reporting it for over 15 months, saying that given "the exiting protocols in place to fire an Excalibur round, it was a belief that this was a paperwork error only."A spokeswoman for Defence Minister Rob Nicholson said thorough investigations are conducted whenever there is a loss of public property in order to ensure there are no future incidents."The security and protection of all its assets is a top priority for National Defence," she said in an email Sunday.NDP defence critic Jack Harris described the loss of the ammunition as a "gross embarrassment," but was also disturbed by the delaying in reporting."It's embarrassing to have this happen with such expensive and controversial shells that need to be protected, but I think it's also potentially damaging to our relationship with the Americans," he said.Someone at National Defence needs to account for the lapse, he said.Investigators pored over five years of artillery supply and gun logs, but were never able to reconcile the three missing shells.The possibility the ammunition could have been "lent but not properly accounted" to U.S. forces operating in the same area during 2009 was considered.The documents show the master warrant officer in charge of the supply depot at Kandahar Airfield when he was approached by Americans who indicated they were getting set up in a new position, had spoken with Canadian commanders "and it was all right to give them three of those projectiles."He refused the request, but wrote later, in an affidavit, that he learned from U.S. troops that they had received shells through their own supply chain.

A controversial Canadian ban on wearing face veils during citizenship swearing-in ceremonies tested the limits of restricting freedom of religion to promote “Canadian values.” On Friday, a judge ruled the government went too far.The ban, introduced in 2011, was “unlawful” because it interfered with a citizenship judge’s legal obligation to ensure the “greatest possible freedom” is provided to people who are taking the oath of citizenship, a court determined.The government said face veils, like the niqab - which covers the entire face except the eyes and is worn by some Muslim women - prohibited judges from verifying that citizenship candidates were actually reciting the oath. Its statements suggested this policy was also an attempt to force new citizens to assimilate to Canadian norms and adopt Canadian values, as the government defined them.The ban was challenged by Zunera Ishaq, who comes from Pakistan and wears a niqab. She declined to go through with the citizenship oath in January 2014, saying she would be forced to violate her religious beliefs by removing it.“[The] policy required her to unveil in public when there was truly no need, simply because the niqab did not please the [former Citizenship and Immigration Minister Jason Kenney],” said Ms. Ishaq’s lawyer Naseem Mithoowani. “My client feels very strongly that this set a dangerous precedent and the Canadian government has no role in dictating to women what is, or is not, a morally acceptable dress code.”The government rejected the possibility of holding separate ceremonies for niqab-donning women where they could unveil in front of a female judge only, saying this would promote inequality.“Taking the oath of citizenship means embracing Canadian values and traditions while pledging allegiance to Canada,” the Citizenship and Immigration Ministry said in a statement. “While the government of Canada values the diversity that people of all origins bring to the country, it is reasonable to expect citizenship candidates attending a public civil ceremony to show their faces while reciting the oath.”

VALUES AND CONTEMPT

Although the government says it is protecting values, opponents argue this policy had the opposite effect. The ban shows “contempt for Canadian values, if you imagine respect for religious difference as a Canadian value,” says Audrey Macklin, law professor at the University of Toronto.She says the verdict, which can be appealed, is “a nice reminder that actually the status quo in our law was to respect people’s religions, and what the government would have to do then [to implement the ban] is change our law to remove that respect."It is unclear how many Canadian women wear the niqab but it is likely a small fraction of the 1 million Muslim Canadians.Bans on face veils have been implemented in some European countries, most notably in France in 2011. Quebec has tried unsuccessfully to ban wearing face veils in certain circumstances in the past. Most recently in 2013, when Quebec’s provincial government proposed a new Charter of Values that would have prohibited public employees from wearing religious symbols. What was unique about the federal niqab ban is that it targeted new citizens and made removing face veils a condition of obtaining citizenship.The government is trying to send a message to the broader immigrant community “that they’re expected to suppress certain elements of difference,” says Faisal Bhabha, a lawyer for the National Council of Canadian Muslims.Rather than encouraging integration, this ban may make people less likely to “want to belong to a society or to a community that doesn’t accept them,” he says.Mr Faisal suspects it is an attempt by the Conservative government, which is facing an election later this year, to appeal to its immigration-wary base.The Muslim community is itself divided on the issue of the niqab. Director of the Muslim Canadian Congress Munir Pervaiz supports the ban. He says the burqa and niqab are not required in Islam and wearing them creates “exclusion within an inclusive society and we believe that it is wrong.”However, Farhana Lakhi, who lives in Toronto and has been wearing the niqab for over 10 years, fears the ban could encourage discrimination against women like her.She says requiring women who wear a niqab to assimilate to Canadian culture is “contrary to what we stand for as Canadians.” Ms. Lakhi believes it is reasonable to expect women to unveil for identification purposes but does not see the necessity to remain unveiled for a citizenship ceremony.“So as long as the woman is not harming anybody or anything by her actions I don’t think that it should be banned, she should be allowed to dress as she sees fit.”

Police say the boyfriend of a woman found dead in a vehicle in Brampton has been charged in relation to her death.Peel Regional Police say they were called to an address on Melanie Drive in Brampton at 4 p.m. Saturday and officers found the woman's body inside a vehicle.Early reports had suggested the vehicle was in a parking garage, but the property taped off on Melanie Drive is an industrial property with garage doors on some units. The address is located in an industrial area in the Steeles Avenue East and Torbram Road area.The woman's death was deemed suspicious and a homicide investigation was launched.The victim has been identified as 29-year-old Shariyfa Birkett.Police say Amit Kalia, 31, of Mississauga now faces a charge of second-degree murder. He was due to appear in court on Sunday for a bail hearing.On Sunday, police identified Kalia as the victim's boyfriend.Police say they believe Kalia and Birkett had stayed at a motel or hotel near the casino in Niagara Falls on Friday evening.Investigators believe the vehicle in which Birkett was found was towed to the location on Melanie Drive. KITIMAT, B.C. - A British Columbia First Nation has ordered the evacuation of its roughly 700 residents after heavy snowfall in Kitimat knocked out power for more than three days.Haisla First Nation Chief Councillor Ellis Ross called for the evacuation early Sunday morning of Kitamaat Village, one of the only areas near the northern B.C. town that remains without power.Council clerk Teena Grant says about 20 people are staying in the Kitimat Riverlodge Recreation Centre about 15 kilometres north of the village, while the majority are with family and friends in town.She says the winding road between Kitimat and the village has been barely passable because of snow and fallen trees, but a path was cleared between 5 a.m. and 8 a.m. to allow a convoy of vehicles to leave.Grant says about 80 per cent of the village's residents have been evacuated, but some are staying in the Haisla Recreation Centre inside the village, which was opened Saturday.The massive blizzard dumped 168 centimetres of snow on the town between 4 p.m. Thursday and 4 a.m. Saturday, knocking out power to more than 5,000 residents — although most had their power restored within a few days.The District of Kitimat issued a statement saying the community is providing warm food and supplies to members of the Haisla Nation and their pets staying in the Riverlodge Recreation Centre.BC Hydro spokesperson Simi Heer says the power has been out in Kitamaat Village since 9:30 p.m. Thursday. She says restoration has been complicated by the fact that the area is remote and forested, and trees are continuing to fall onto power lines.She says crews hope to have power restored by Sunday night, but will be re-assessing the situation in the afternoon.Grant says some Haisla members had generators and wood stoves to keep them warm, but after three days without power, the village had to be evacuated."If you've been without power for a couple days, you've got issues with water freezing," she says. Old Man Winter is making his presence known in Toronto on Sunday, as the temperature sits well below the freezing mark and snow continues to fall on city streets.The city is under an extreme cold weather alert as of Sunday afternoon. While the temperature stood at about -10 C through midday, the wind was making it feel more like -18 C.Environment Canada's forecast for the city indicates Toronto will see "periods of snow mixed with ice pellets and freezing drizzle."On Sunday evening, light snow is expected.In terms of expected totals, the weather agency says the expected snow and ice pellet amount is two to four centimetres.Out at Toronto Pearson International Airport, there were delays and cancellations affecting both arrivals and departures. The airport advises passengers to check the status of their flights, as a result.Porter Airlines advised customers the weather could cause delays or cancellations.The weather was also creating challenges for drivers in areas outside Toronto.In Peel Region, police said drivers need to be careful when behind the wheel on Sunday, given the conditions.In Burlington, Halton Regional Police tweeted a photo of a radar gun with a speed reading more than 30 km/h above the posted limit.That was "way too fast" along a stretch of snowy roads, police said.
