(Reuters) - Renewed focus on the U.S. nuclear force after several scandals last year is improving conditions for airmen, but more work must be done, Deputy Defense Secretary Robert Work said on Wednesday after an icy tour of the only U.S. missile and bomber base.Work said missile launch officers and maintenance workers he met at Minot Air Force Base in North Dakota were seeing the result of improvement efforts, including a deep cleaning of underground missile launch capsules and the purchase of new equipment.But some parts of the nuclear force were still using floppy computer disks and 25-year-old computer technology, Work said after a tour of the base, where temperatures around 2 degrees Fahrenheit (-16 Celsius) were accompanied by blistering winds."Nothing is better than being able to look the troops in the eye, and the officers, and hear what they're saying," Work said. "It was really good to put eyes on target. We still have work to do."He said the morale of the troops he spoke to was good and they were seeing the impact of increased spending, including a rise in staffing levels. But he said they wanted to know whether the investments would continue.Work's visit to the base, the only U.S. facility housing both nuclear missiles and bombers, came a week after the Pentagon rolled out a 2016 budget that calls for $8 billion in new spending on the nuclear force over the next five years, including about $1 billion for the 2016 fiscal year.Arms control groups have criticized the Obama administration for proposing a $534 billion Pentagon base budget that includes new spending on the nuclear arms."The administration's budget request is deeply disappointing and a lost opportunity to make common sense adjustments to the current nuclear weapons spending trajectory," said Kingston Reif, an analyst with the Arms Control Association.But two reviews ordered by Defense Secretary Chuck Hagel last year concluded the force was plagued by a culture of over-inspection and micro-management, as well as a "consistent lack of investment."Hagel ordered reviews after a spate of incidents, including cheating on proficiency exams by missile launch officers and the sacking of the head of the force for drunkenness and bad behavior during an official visit to Moscow.Hagel said he would seek a 10 percent increase in funding for the nuclear force, which cost about $15 billion annually. (Reuters) - Scientists from two U.S. Pacific Northwest laboratories plan to conduct tests of unusual precipitation that fell across the region over the weekend in hopes of pinpointing the origins of so-called "milky rain" that has mystified residents, officials said on Wednesday.Officials at both the Pacific Northwest National Laboratory and the Benton Clean Air Agency, both in Washington state, said they had collected samples of the rain, which left a powdery residue on cars across a wide swath of the two states.Scientists at the Richland lab said they believe the rain may have carried volcanic ash from an erupting volcano in Japan, while the clean air agency said its staffers believe dust from central Oregon was the culprit.The National Weather Service has said it believes the powdery rain was most likely a byproduct of dust storms hundreds of miles away in Nevada, although it could not rule out volcanic ash from Japan as a possible culprit.But the National Weather Service has also said it was not equipped to perform a chemical analysis of the rain that would be required to pinpoint its origins.Wherever the milky precipitation came from, officials say they do not believe it poses any health risk. Air monitoring stations did not detect anything unusual while the rain was falling, said Robin Bresley Priddy, executive director of Benton Clean Air."We don't have any reason to think there's anything wrong, but there's no reason not to be cautious if you're concerned," she added. Police are a step closer to gaining broad access to the personal details of anyone flying in or out of Europe after EU lawmakers on Wednesday (11 February) agreed to break a deadlock on a stalled EU bill.Euro-deputies in Strasbourg voted on a resolution with an amendment to reach an agreement on the EU’s passenger name (EU PNR) record bill by the end of the year."This is the most positive statement the European Parliament has given on PNR in several years,” said the assembly’s lead negotiator on the file, UK conservative Timothy Kirkhope.The timing is of importance because EU leaders will be discussing the issue with parliament president Martin Schulz at the summit in Brussels on Thursday afternoon.Member states want the bill, set to cost some €500 million by commission estimates, signed by the European parliament as soon as possible.First proposed in 2011 and then blocked two years later by MEPs in the civil liberties committee, the bill requires airlines to hand over details like travel dates, travel itinerary, ticket information, contact details, the travel agent at which the flight was booked, means of payment used, seat number and baggage information.Civil liberty defenders question whether the level of scrutiny and proposed five-year retention period have any real impact on tracking down potential terrorists in the first place.They say emphasis should instead be placed on tracking known suspects and on improving information sharing among police and security services instead of casting indiscriminate surveillance dragnets that underpins the bill.

Surveillance versus rights

Last year the European Court of Justice ruling outlawed, in a separate crime-fighting EU law, the indiscriminate data collection of people not suspected of any crime.The point was underlined earlier this month by the EU's main privacy regulatory body, the article 29 working party.They said EU PNR data processing “is likely to seriously undermine the right to the protection of private life and personal data of all travellers”.Possible violations of such rights may prompt the EU’s top court to once again reconsider whether the proposed law violates those rights. If it does, the Court may decide to scrap the law altogether.Fifteen member states have or are in the process of setting up their own PNRs.Monday’s resolution added an amendment for the European Commission to consider the impact of last year’s Luxembourg court decision and "encourage" member states to come to an agreement on the protracted legislative file on data protection reforms.But not everyone is happy with the Greens describing the latest twist in the drawn out debate as “a carte blanche to scale-back personal freedoms”.The centre-right (EPP), the liberals (ALDE), the socialists (S&D), and the conservatives (ECR) all backed the resolution and its amendment.The breakthrough was orchestrated, in part, by intense pressure from member states following the Paris attacks in January and by lobbying efforts by French interior minster Bernard Cazeneuve.

Schengen and EU summit

Summit leaders are also set to discuss revising the EU’s Schengen borders code. The code sets out minimum and random checks on EU citizens leaving or entering the EU.The French want the code revised so that everyone is forced to undergo systematic checks as part of a larger effort to crack down on so-called foreign fighters.“The question is, and this is the big dilemma, whether it is enough to have a more efficient proper implementation of the existing legislative framework or if there is a need for targeted amendments on the Schengen border code," said an EU source.But systematic checks have received a cool reception from the European commission, which wants member state authorities to make better use of existing tools.Some national governments are pushing ahead with plans to start invalidating the travel documents of suspected terrorists.The commission backs the idea and has since modified the EU’s large-scale information system on police and border control, the Schengen information system (SIS), to flag invalidated documents of suspected terrorists.

Greece is not excluding a clash with eurozone finance ministers on Wednesday (11 February) over its plan to replace the outgoing bailout with a 'bridging programme' until September."If you're not willing to even consider a clash, you're not negotiating," Greek finance minister Yanis Varoufakis told the Greek parliament on Tuesday, ahead of a confidence vote which the new government passed with 162 votes out of 300."We're not seeking a clash. We will do everything to avoid it. But you're not negotiating if you've ruled it out," Varoufakis added.The economist-and-blogger turned finance minister will have his baptism of fire on Wednesday evening in Brussels, where he will present his government's ideas on how to avoid bankruptcy and roll back some of the austerity measures linked to the current bailout programme that ends on 28 February.The new 10-point plan includes bond swaps to reduce Greece's debt mountain of 175 percent of GDP and linking debt repayments to economic growth.This idea is unlikely to fly, but another one, to reduce the budget surplus from 3 percent of GDP this year to 1.49 percent is more likely to find some sympathy among eurozone peers, provided Greece sticks to the reforms plan.Varoufakis told the Greek parliament that around 30 percent of the programme was "toxic" and that he will not accept any new debt being piled on his country's bill.The idea of a bridge programme has so far been met with scepticism, particularly in the Netherlands - whose finance minister Jeroen Dijsselbloem leads the Eurogroup and had a frosty meeting in Athens last week- and Germany, where Varoufakis met finance minister Wolfgang Schaeuble and had an equally tense press conference."I want to repeat today, no matter how much Schaeuble asks it, we are not going to ask to extend the bailout," Greek prime minister Alexis Tsipras said Tuesday in the Greek parliament."Schaeuble is proposing irrational things, to ask for a perpetuation of the mistake," he said in reference to the 2010 bailout deal.Time is pressing as the European Central Bank has turned off one of the cheap money taps to Greece and could cut off Greek banks completely in the absence of a deal with the eurozone by the end of the month, meaning that the country would go bankrupt.Dijsselbloem on Tuesday told Dutch television news channel RTL Z he is "extremely willing" to look for a solution."Financing goes hand-in-hand with demands and conditions. On paper still Europe’s biggest pariah, the Belarusian leader is keen to use the Minsk summit to boost popularity at home and mend fences with the EU.The last time an EU leader visited Minsk was Italy’s Silvio Berlusconi in 2009 to sign arms and energy deals.The last time any European VIP was there was when the German and Polish foreign ministers went in 2010 with an offer of €3 billion in aid in return for reforms.Then, on 19 December the same year, following a rigged election, his security services beat protesters in the streets and threw opposition leaders in jail.The EU reacted by expanding its blacklist.It currently has a visa ban and asset freeze on 201 individuals and 18 entities. Alexander Lukashenko, the Belarusian president, is himself persona non grata since 2006 (barring a spell between 2008 and 2010).By contrast, Russia’s war on Ukraine has seen 132 people and 28 entities listed so far. Russian president Vladimir Putin has not been listed.But on Wednesday, Belarusian state media showed Lukashenko shaking hands with German chancellor Angela Merkel in his palace.He also met French president Francois Hollande and the Ukrainian and Russian leaders, before taking part in a joint press briefing in his cavernous auditorium. One of his TV headlines said “the visit by key leaders of European states is a victory for Belarusian diplomacy”.The Minsk summit on the Ukraine conflict is taking place ahead of Belarusian presidential elections in November.But the elections, and the regional context, are different compared to five years ago.

The opposition is more fragmented and demoralised - some even say it would be good for Lukashenko to win because a transition at this time would open the door to Russian influence.Meanwhile, Lukashenko’s relations with Putin have hit a low.The Belarusian leader has refused to recognise Russia’s annexation of Crimea, spoken in defence of Ukraine’s territorial integrity, and refused to join Russia’s ban on EU food exports.He has also cultivated ties with the pro-Western government in Kiev and with the US.Whether it's just a gambit to extort extra Russian subsidies is hard to say.But there is concern in Minsk that Putin’s neo-imperialism could see a Ukraine-type scenario in Belarus, which also hosts a large Russian-speaking minority.Lukashenko has purged pro-Russian elements in his nomenklatura.He passed a law saying that sending “armed groups, irregular armed forces, [or] mercenary groups” into Belarus - Putin’s little green men - would be considered an act of war.He has also turned a blind eye to Belarusian nationalists who went to fight on the Ukrainian side in east Ukraine, where they can acquire weapons and combat experience which could be useful in guerrilla warfare in the event of a Russian incursion at home.At the same time, the economic crisis in Russia is changing its own calculations.“As of last Sunday, Lukashenko is asking Putin for $2.5 billion in return for his loyalty”, Andrei Abozau, a Belarusian dissident living in Estonia, told EUobserver."At some point it may become more attractive to remove him than to keep feeding him [subsidies]", he added.“For Lukashenko, none of this is about protecting Belarusian sovereignty. It’s about staying in power and getting the money he needs to keep power in his system of patronage”.

For its part, Merkel’s office said on Monday Lukashenko should expect nothing in return for hosting the Ukraine event.Her spokesman, Steffen Seibert, said there is no change in the government’s position on Belarus.“We are grateful [for the summit] and I'm sure he'll extend the whole of Belarusian hospitality toward his guests”.He added that “Belarus is a large and important country in the middle of Europe” and that if it falls in line with EU values “then, I think anything is possible”.But he noted: “There is no … coupling of the role of Belarus as a host of the Minsk talks on the one hand and some kind of concessions on Belarus in its bilateral relationship with Germany or the European Union on the other”.An EU diplomat dealing with Belarus, who spoke on condition of anonymity, was less categorical.

“We’ve had some discussion that we have to reward Belarus for its position on Ukraine and for the fact it released some political prisoners,” the contact said.He noted the EU recently delisted a handful of Belarusian officials and opted not to add new names.He also said EU countries are trying to “ease access for the Belarusian government to EU financial markets so they can borrow money to meet their needs and not rely so much on one source [Russia]. Boko Haram kidnaps hundreds, tells stories of Chibok girls-Associated Press By CHIKA ODUAH-FEB 11,15-YAHOONEWS

YOLA, Nigeria (AP) — When Islamic extremists snatched more than 270 girls from the Chibok boarding school in Nigeria in the dead of night, protests broke out worldwide. The U.S. pledged to help find them, and the #BringBackOurGirls hashtag was born.Some 10 months later, most are still missing. The Boko Haram extremist group sees the mass kidnapping as a shining symbol of success, and has abducted hundreds of other girls, boys and women. The militants brag to their new captives with claims that the Chibok girls surrendered, converted to Islam and married fighters."They told me the Chibok girls have a new life where they learn to fight," says Abigail John, 15, who was held by Boko Haram for more than four weeks before escaping. "They said we should be like them and accept Islam."The kidnappings reflect the growing ambition and brazenness of Boko Haram, which seeks to impose an Islamic state across Nigeria, Africa's most populous country. Some 10,000 people have died in the Islamic uprising over the past year, compared to 2,000 in the previous four years, according to the U.S. Council on Foreign Relations."It's devastating," said Bukky Shonibare, an activist in Abuja, of the kidnappings. "It makes you wonder, what is being done?"John was among three girls interviewed by The Associated Press who recently escaped from Boko Haram. While their stories could not be independently verified, they were strikingly similar, and all spoke of their captors' obsession with the Chibok girls.The girls had no idea whether the militants were telling the truth or making up stories to taunt their victims. John says the fighters enjoyed relating how they had whipped and slapped the Chibok girls until they submitted.When the Nigerian air force dropped a bomb on the house where John was confined, she tried to escape, she says. She wrestled with the fighters, but they broke her am and hauled her off to another house.At the end of last year, the Nigerian army liberated the town where she was held. She is now in Yola with her father, sister and six brothers, in a house overcrowded with refugees. She finally was able to get medical attention for her fractured right arm, which remains in a cast.The kidnappings of the Chibok girls in April brought Boko Haram to the world's attention in a way the group could not have imagined. The hashtag #BringBackOurGirls was tweeted more than 480,000 times globally in early May, and U.S. first lady Michelle Obama held it up in a sign to television cameras. She said at the time, "In these girls, Barack and I see our own daughters ...we can only imagine the anguish their parents are feeling right now."On Wednesday, Nigerian President Goodluck Jonathan again promised the girls will be brought home alive, saying he is "more hopeful" about their fate now that a multinational force is being formed to fight Boko Haram."Give us some time over the Chibok girls. The story will be better in a few weeks," Jonathan promised, as he has many times in the past, on a nationally televised program.In the 10 months since the mass kidnapping, Boko Haram has increased the tempo and ferocity of its insurgency. In August, it began seizing and holding towns, and — copying the Islamic State group — declared it would recreate an ancient Islamic caliphate in the region. The fighting has since spilled across Nigeria's borders, and the African Union this month authorized a multinational force of 8,750 troops to try to stamp it out.Dorcas Aiden, 20, was another of those caught in Boko Haram's siege. She had finished high school and was living at home when the war came to her village. Fighters took her to a house in the town of Gulak and held her captive for two weeks last September.The more than 50 teenage girls crammed into the house were beaten if they refused to study Quranic verses or conduct daily Muslim prayers, she says. When the fighters got angry, they shot their guns in the air. Aiden finally gave in and denied her Christian faith to become Muslim, at least in name, she says.One day, the fighters stormed into the room where she was kept locked up with a dozen other girls. They showed a video of the Chibok girls, dressed in hijabs, with only their faces visible through their veils. Aiden says she was so overwhelmed that she cried.The fighters said the Chibok girls were all Muslims now, and some were training as fighters to fight women, which Boko Haram men are not supposed to do.Aiden's captors boasted about how they had married off the Chibok girls, she says. One fighter said he would marry her. She balked."I said, 'No, I will not marry you,'" Aiden recounts. "So he pulled out a gun and beat my hand."Aiden says the insurgents threatened to break the legs of any girl who tried to escape, but she and six others ran anyway. As she made her way through abandoned farm fields, she noticed that Boko Haram had filled about 10 other houses with kidnapped girls and women.Aiden, who is now in Yola with tens of thousands of other refugees, dreams of going to university, in defiance of the extremists' insistence that girls should be married, not educated. The nickname Boko Haram means "Western education is forbidden or sinful."Another escapee, a shy 16-year-old captured in September, begs that her name not be published because she escaped only a few weeks ago and believes the fighters are actively searching for her. After the girl's village was attacked four times, she fled to a great-aunt. Then that village also was targeted, she says.The fighters held her for four months. When she escaped, she walked through the bush and across the border into Cameroon to avoid areas under Boko Haram's control. She is now taking refuge in a Catholic church in Yola.All the girls say they were not raped, despite the fears of some villagers. Instead, the fighters said they wanted the girls to remain virgins until they were married off."They said they are doing the work of God, so they will not touch us," the 16-year-old recounts.As she tells her story, she fidgets and looks down at her hands, clasped in her lap. She recounts how one fighter, nicknamed "Tall Arab," was set on marrying her. She pleaded that she was too young, but was told, "Do you think you are better than those Chibok girls that we kidnapped?"The man told her the Chibok girls were "enjoying their matrimonial homes," she remembers. He also said the Chibok girls had turned against their parents, and were "ready to slit their parents' throats" if they ever saw them again.Some never will. Even if the girls are released, people in Chibok say at least 13 of their parents have died since they were seized, in Boko Haram violence or possibly stress-related illness.While dozens of Chibok girls escaped on their own after their kidnapping, 219 are still missing. Nigeria's military initially feared any action could lead to the girls being killed. SANAA (Reuters) - Yemenis in the capital Sanaa and the central city of Taiz held the largest protests yet against a takeover by a Shi'ite Muslim militia group on Wednesday after the United States, Britain and France shut their embassies over security fears.Hundreds massed in the capital against the Houthi fighters, who manned checkpoints and guarded government buildings they control. The militants, bedecked in tribal robes and automatic rifles, shot in the air and thrust daggers at the crowds opposing their rule.Tens of thousands of people also carried banners and chanted anti-Houthi slogans in Taiz, which the militants have not taken.The Iranian-backed Houthi movement has called its seizure of power a revolution and says it wants to rid the country of corruption and economic peril -- though Yemen's rich Sunni Muslim Gulf Arab neighbors say it is a coup.Yemen had long been at the forefront of the U.S.-led war against al Qaeda, but the long-standing alliance between Washington and Sanaa appears to have ended for now.The U.S. ambassador and diplomatic staff left the embassy on Wednesday, local workers said, a day after Washington announced it was closing the mission. Embassy workers had already destroyed weapons, computers and documents, they added."Recent unilateral actions disrupted the political transition process in Yemen, creating the risk that renewed violence would threaten Yemenis and the diplomatic community in Sanaa," U.S. State Department spokesperson Jen Psaki said.Despite the embassy shutdown, White House Spokesman Josh Earnest told reporters on Wednesday that the United States was continuing to carry out counter-terrorism operations in Yemen in cooperation with Yemeni officials."There continue to be ... U.S. Department of Defense personnel on the ground in Yemen that are coordinating with their counterparts in Yemen," he said.France and Britain announced the closure of their embassies on Wednesday, and German embassy employees said the mission was getting rid of sensitive documents and would close soon..The Houthis, who overran Sanaa in September and formally took power last week, are stridently anti-American, and chant "death to America" at rallies. Abdel Malik al-Ijri, a member of the Houthi movement's political bureau, said on Facebook the decision to close the embassies was "not justified at all and comes in the context of pressure on our people"." Governments of brotherly and friendly countries in the near future will realize that it is in their interest to deal with the will of our people with due respect," al-Ijri wrote.He also dismissed a report from U.S. embassy workers that the militants had seized more than 20 of their vehicles, saying they had been taken by airport authorities.

HOUTHI ADVANCE

Houthi forces advanced far into the south on Tuesday night, according to local officials, continuing their expansion of recent months which is raising fears of an all-out civil war.Leaders and Sunni tribesmen in the southern and eastern regions, which the group has so far not seized, are arming themselves against their push and are in some cases making common cause with Yemeni Al Qaeda militants.Al Qaeda in the Arabian Peninsula (AQAP), one of the global militant group's most powerful arms, has repeatedly bombed and attacked Houthi targets.Other tribes from Yemen's formerly independent south, which has clamored for secession for almost a decade, vowed on Wednesday to repel any Houthi attack.The Houthi forces are bolstered by army units widely believed to maintain loyalty to ex-president Ali Abdullah Saleh -- though he denies any link.Saleh ruled the country for 33 years, balancing the competing interests for Yemen's kaleidoscope of armed tribes, political bosses and militants - a feat he called "dancing on the heads of snakes."But he was eased out of power after "Arab Spring" protests against his rule in 2011 under a delicate transition plan drawn up by Yemen's rich Sunni Gulf Arab neighbors - all of them opponents of the Houthis.Those neighbors have called the Houthi takeover a coup. WASHINGTON (AP) — President Barack Obama urged Congress on Wednesday to authorize military action against the Islamic State militants who are cutting a swath across the Middle East, vowing their forces "are going to lose." Yet he ruled out large-scale U.S. ground combat operations reminiscent of Iraq and Afghanistan."I'm convinced that the United States should not get dragged back into another prolonged ground war," the president said at the White House as he set Congress on a path to its first war-powers vote in 13 years.Despite his words of reassurance, initial reaction in Congress amounted to bipartisan skepticism, with much of the dissatisfaction centered on his attempt to find a political middle ground with respect to ground forces.Republicans expressed unhappiness that he had chosen to exclude any long-term commitment of ground forces, while some Democrats voiced dismay that he had opened the door to deployment at all.Sen. John McCain, a leading Republican, also said Obama had ruled out air support for U.S.-trained rebels battling Syrian President Bashar Assad, adding, "That's immoral."Under Obama's proposal, the use of military force against Islamic State fighters would be authorized for three years, unbounded by national borders. The fight could be extended to any "closely related successor entity" to the Islamic State organization that has overrun parts of Iraq and Syria, imposed a stern form of Sharia law and killed several hostages it has taken, Americans among them."Make no mistake. This is a difficult mission," Obama said in seeking action against a group that he said threatens America's own security. He said it will take time to dislodge the terrorists, especially from urban areas. "But our coalition is on the offensive. ISIL is on the defensive, and ISIL is going to lose."The 2002 congressional authorization that preceded the American-led invasion of Iraq would be repealed under the White House proposal, a step some Republicans were unhappy to see. But a separate authorization that was approved by Congress after the Sept. 11, 2001, terror attacks would remain in force, to the consternation of some Democrats.At the heart of the debate, the struggle to define any role for American ground forces is likely to determine the outcome of the administration's request for legislation. White House spokesman Josh Earnest said the proposal was intentionally ambiguous on that point to give the president flexibility, although the approach also was an attempt to bridge a deep divide in Congress.While asking lawmakers to bar long-term, large-scale ground combat operations like those in Afghanistan and Iraq, Obama said he wants the flexibility for ground combat operations "in other more limited circumstances." MINSK (Reuters) - The leaders of France, Germany, Russia and Ukraine held peace talks in Belarus deep into the night, while in Ukraine pro-Moscow separatists tightened the pressure on Kiev by launching some of the war's worst fighting.Ukraine's army said on Wednesday that 19 of its soldiers were killed in pro-Russian separatist assaults near the railway town of Debaltseve, some of the worst losses it has reported in nine months of war.Rebels who tore up a five-month-old truce in January are trying to encircle government forces in Debaltseve, a strategic location that would let them link up their main strongholds.Fighting has already killed more than 5,000 people, and Washington is now openly talking of arming Ukraine to defend itself from "Russian aggression", raising the prospect of a proxy war in the heart of Europe between Cold War foes.A surge in fighting in the 24 hours before the summit, including a rocket attack that killed 17 people in government-held territory on Tuesday, could be intended to force Ukraine to accept a deal recognising the rebel advance.The summit was being held in neighbouring Belarus under a Franco-German proposal to try to halt the fighting. Chancellor Angela Merkel and President Francois Hollande held talks with Ukraine's Petro Poroshenko and Russia's Vladimir Putin that a Ukrainian presidential aide said could continue well into Thursday morning.The leaders were planning to sign a joint declaration supporting Ukraine's territorial integrity and sovereignty, a Ukrainian delegation source said.The source said a separate document would be prepared by a "contact group" of Russia, Ukraine and the Organization for Security and Cooperation in Europe affirming commitment to a ceasefire plan drawn up in Minsk last September and also signed by separatist leaders.The comments were a partial read-out from the Ukrainian side and it was too early to say what compromise, if any, might be worked out between Ukraine and Russia.The four leaders met alone at about 12.15 p.m. ET and then went into a full summit with their delegations.Merkel, Poroshenko and Hollande were smiling when they entered the heavily decorated conference room, each of their places round the table marked by a small golden clock.The talks could continue for at least another five to six hours, a Ukrainian presidential aide said early on Thursday, after the discussions had already been underway for seven hours."We've got another 5-6 hours of work. SHAKING HANDS

Earlier, Poroshenko said that without a de-escalation of the conflict and a ceasefire the situation would get "out of control". Russian television showed him shaking hands with Putin.Any breakthrough would likely depend on Ukraine making concessions, with advancing rebels unlikely to agree to halt and go back to previous positions.The outcome of the talks is expected to influence discussions at an EU summit in Brussels on Thursday, when sanctions against Moscow will be on the agenda.Still, Moscow expressed optimism. The future of Ukrainian statehood and the risk of escalation beyond Ukraine’s borders hang in the balance as French, German, Russian, and Ukrainian leaders meet in Minsk on Wednesday (11 February).The event comes amid renewed fighting in east Ukraine - Kiev said 15 civilians died when Russian forces shelled the town of Kramatorsk on Tuesday, while Russia-controlled rebels blamed the deaths on Ukrainian forces in what they called a pre-summit “provocation”.The year-old conflict has already claimed more than 5,000 lives.The fear in Ukraine and among Russia-wary states in the EU is that France and Germany will push Ukraine to accept a ceasefire deal which undermines Ukrainian sovereignty by creating a new frozen conflict on its territory.The office of chancellor Angela Merkel said on Monday the EU offer is based on last year’s “Minsk protocol”: withdrawal of heavy weapons; withdrawal of Russian troops; creating a new buffer zone; sealing the Russia-Ukraine border; introducing monitors from the OSCE, a multilateral body; and granting Russia-occupied areas limited autonomy under the Ukrainian constitution.Russia has indicated it wants the new ceasefire line to endorse its recent territorial gains, to post UN peacekeepers to the conflict zone, and for rebel-held areas to gain quasi-independence in a federal Ukraine.The wider fear is that if Russia gets too much it will embolden Russian leader Vladimir Putin to pursue destabilisation beyond Ukraine - in Belarus itself, but also in Kazakhstan, and in EU and Nato members Estonia, Latvia, and Lithuania.If there is no deal at all, the stakes could get even higher.The US and some EU states - including Poland and the UK - have said they reserve the right to deliver modern weapons to the Ukraine military.But the Kremlin has warned that if they go ahead it would be seen as an attack on Russia itself.“The Americans are trying to draw the Russian Federation into an interstate military conflict, to achieve regime change through the events in Ukraine and to ultimately dismember our country”, Nikolai Patrushev, Putin’s security chief, who is on an EU blacklist, said on Tuesday.Dmitry Kiselev, a Putin propagandist who is also on the EU list, has in recent days and weeks gone further - invoking the risk of a nuclear confrontation.For its part, the EU has threatened to impose further economic sanctions.But if it goes ahead it could prompt an economic crisis in Russia. It could also fail to reach internal agreement, creating a rift within the EU.

Kotzias in Moscow

Greece, which has emerged as a leading sanctions critic since the election of a new far-left government in January, will, also on Wednesday, post its Russia-friendly foreign minister, Nikos Kotzias, to Moscow.Russia has dangled an offer of economic aid to Athens.Its foreign ministry noted on the eve of Kotzias’ trip that Greece is also “interested in Russia’s new gas pipeline project called ‘Turkish Stream’ and plans for a gas hub at the Turkish-Greek border” - a potential revenue-generator for decades to come.It said the talks will as well cover the Cyprus conflict, co-operation in transport and education, and celebration of the two countries’ “1,000-year old” orthodox Christian heritage.Kotzias said in a tweet on Wednesday morning that: “We fully support the Minsk initiative. There is no other solution.”The EU’s foreign relations chief Federica Mogherini also called the event “a chance not to be missed”.France the same day indicated it is willing to make territorial concessions to Russia.“We should not stray far from the September 2014 documents [the old Minsk protocol], but the real situation on the ground has changed to Ukraine’s detriment,” French foreign minister Laurent Fabius told AFP news agency.

First step

Meanwhile, Germany indicated it would settle for “a first step in the right direction”.“If this can be achieved by means of a cease-fire and some linked political agreements, that would be an important step in the face of the threat of spiralling military escalation”, Merkel’s spokesman, Steffen Seibert, told press on Monday. Ukraine president Petro Poroshenko himself noted on Tuesday: “I am going to Minsk to immediately, unconditionally and without any strings attached call for a ceasefire and launch a political dialogue”.The US and Russian presidents also spoke by phone.The US said in a statement that: “if Russia continues its aggressive actions in Ukraine … the costs for Russia will rise”. Putin’s office noted: "We hope that common sense will prevail”.But a meeting between Ukrainian and Russian delegates, as well as representatives of Russia-controlled Ukraine rebels and the OSCE in Minsk on Tuesday failed to reach agreement on the outlines of a new accord.

The UK has followed the US in saying that if diplomacy doesn’t stop Russian aggression in Ukraine then it might start arming the Ukrainian military.Foreign minister Philip Hammond made the statement in the British parliament on Tuesday (10 February).“It is a national decision for each country in the Nato alliance to decide whether to supply lethal aid to Ukraine. The UK is not planning to do so, but we reserve the right to keep this position under review,” he said.“We share a clear understanding that while there is no military solution to this conflict, we could not allow the Ukrainian armed forces to collapse”.His comment comes one day after US president Barack Obama said that "if … diplomacy fails, what I’ve asked my team to do is to look at all options …. and the possibility of lethal defensive weapons is one of those options”.The comment also comes one day ahead of Ukraine peace talks in Minsk.France and Germany are to represent the EU at the meeting. Both are against arming Ukraine. U.S. Marines say they destroyed weapons before leaving Yemen-Reuters-FEB 11,15-YAHOONEWS

WASHINGTON (Reuters) - U.S. Marines destroyed their personal weapons at the airport in Yemen's capital, Sanaa, on Wednesday, before leaving the country and did not hand them over to anyone, the Marine Corps said on Wednesday night, clarifying earlier Pentagon comments.In a statement, the Marines said the Marine Security Force left the embassy for the airfield with only personal weapons after other weapons were destroyed at the embassy.The U.S. Embassy was closed and embassy personnel evacuated the country after the Houthi militia group, which overran Sanaa in September, formally took power last week. The Shi'ite Muslim group is stridently anti-American and is backed by Iran.Asked earlier on Wednesday if the weapons the Marines had taken to the airport were handed over to Houthi fighters, a spokesman said it was not clear but it was believed "they turned them over to government officials at the airport, prior to boarding the aircraft."The Marines Corps statement said on arrival at the airfield, the Marines rendered their weapons inoperable."Specifically, each bolt was removed from its weapons body and rendered inoperable by smashing with sledgehammers. The weapons bodies, minus the bolts, were then separately smashed with sledgehammers," the Marines said. All of these destroyed components were left at the airport - and components were scattered; no usable weapon was taken from any Marine" at the airport."To be clear: No Marine handed a weapon to a Houthi, or had one taken from him," the statement said.Yemen, which borders oil giant Saudi Arabia, had long been at the forefront of the U.S.-led war against al Qaeda. Vatican City-One of the 20 Catholic prelates who will be named a cardinal by Pope Francis on Saturday has called for the Vatican to focus its energies towards speaking on behalf of suffering people around the world, saying it should be "the voice of the voiceless."Speaking specifically about people in East Africa who are being displaced from their homes in efforts to mine natural resources, Cardinal-designate Berhaneyesus Souraphiel said: "These people need to be heard.""The Vatican is a big voice in the world," said Souraphiel. "It is also not just a voice to make a voice, but is also a moral voice.""To be the voice of the people in Africa, the Vatican could help us with that," he continued. "To be the voice of the voiceless."Souraphiel, who is head of Ethiopia's Addis Ababa archdiocese and the country's conference of bishops, was speaking Tuesday in an exclusive interview with NCR at the Collegio Etiopico, the historic seminary for Ethiopian priests that was founded in the 15th century and is located next to the Vatican gardens.The prelate called on the Vatican to speak for those suffering around the world in response to a question about what he wants most from Francis' expected reform of the Vatican bureaucracy.One of 20 prelates announced by Francis as cardinals in January, Souraphiel will officially take up his new role in a formal ceremony in St. Peter's Square on Saturday. Francis said this at this week’s General Audience which he dedicated to the child figure. Citing  Paul VI’s encyclical “Humanae Vitae”, the Pope underlined that the child-bearing generation must be responsible “but having more children cannot be automatically viewed as an irresponsible choice.” Francis also called for solidarity for the victims of the recent migrant tragedy off the coast of Lampedusa.“Children are the joy of family and society,” Francis said continuing his series of catecheses on the family. Thanks to the good weather, the General Audience - which had over the past weeks been held indoors, in the Paul VI Hall – was held in St. Peter’s Square once again. Children “are not a problem of reproductive biology, or one of many ways to realize oneself in life. Let alone their parent’s possession. Children are a gift. Do you understand? Children are a gift! Each is unique and each is unrepeatable; and yet unmistakably tied to his or her roots. Being a son or daughter, according to God’s plan, means carrying within the memory and the hope of a love that has realized itself in lighting up another original and new human being. And for parents every child is different, is an individual,” the Pope added speaking off the cuff: “Allow me to share a childhood memory, my mother would always say – there were five of us in our family – when asked which one was her favourite, she would say ‘I have five children like I have five fingers…if they beat one of my fingers all five hurt…all of my children are mine, but each one is different, just like my fingers…this is the way it is in the family, all children are different but all children.”“You love your child because he is a child, not because he is beautiful, healthy, and good; not because he thinks like me, or embodies my desires. A child is a child: a life created by us but destined for him, for his good, the good of the family, society, humanity. This is where the depth of the human experience of being son and daughter comes from, which allows us to discover the most gratuitous dimension of love, which never ceases to amaze us. It is the beauty of being loved before.” “The fourth commandment asks children- and we all are children! - to honour their father and mother. This commandment comes right after the ones concerning God Himself. After the first three about God we have this fourth one. In fact it contains something sacred, something divine, and something that is at the root of every other kind of respect among men. And the biblical formulation of the fourth commandment adds: "That you may live a long time in the land the LORD your God is giving to you gives you”. The virtuous link between generations is a guarantee of the future, and it is a guarantee of a very human story. A society of children who do not honour their parents is a society without honour, when you do not honour your parents you lose your honour! It is a society destined to fill itself with arid and greedy young.  However, even a society with a greedy generation, that doesn’t want to surround itself with children, that considers them above all worrisome, a weight, a risk, is a depressed society. Just think of the many societies we know here in Europe,” Francis said, speaking off the cuff. “They are depressed societies because they don’t want children, they don’t have children.  The birth rate doesn’t even reach 1%.” If a generous family of children is viewed as if it were a burden, there is something wrong! As the Encyclical “Humanae Vitae” of Blessed Pope Paul VI teaches, but having more children cannot be automatically viewed as an irresponsible choice. The choice to not have children is selfish. The Pope then invited each of the faithful in St. Peter’s Square (“Let’s do one thing really quickly, it won’t take long”) to think of their children, if they had any, and everyone to think of their parents. “Let us thank God for the gift of life. May the Lord bless our parents and bless your children.”At the end of the Audience, when the Pope stopped as usual to greet all those gathered and especially – with various moments of excitement in the midst of the crowd – the children, he thanked the parents that were present: “Let me tell you how beautiful it is to pass among you and see the Dad’s and Moms who lift up their children for a blessing, it is an almost divine action! Thank you.” He also thought of the pregnant women who often ask him to bless their bellies: “How often I meet mothers here [the Holy Father indicates the Square] who show me their pregnant bellies and ask me to bless them, because these children are loved before coming into the world! Before we have done anything to deserve it, before we can speak or think, even before coming into the world! Being a child is the fundamental condition to know God’s love, which is the ultimate source of this real miracle. In the soul of every child, not matter how vulnerable.” At the end of the Audience the Pope, with a look of sorrow in his face, read out an appeal for the latest loss of life off the coast of the Italian island of Lampedusa: "I am following with concern - he said - the news coming from Lampedusa, where there are more deaths among immigrants due to the cold in the Mediterranean crossing. I wish to assure you of my prayers for the victims and again to encourage solidarity, so that no one lacks the help they need.”Francis asked faithful to “pray for the Consistory which will be taking place in a few days time. Conakry (AFP) - The International Red Cross and Red Crescent Movement on Wednesday denounced a series of violent attacks on its volunteers battling the deadly Ebola epidemic in Guinea.The world's largest humanitarian network said the latest case involved two burial workers who were beaten up on Sunday by a mob in the western town of Forecariah.It "noted with regret the violence against teams of Red Cross volunteers involved in the fight against the Ebola epidemic."The organisation launched an "urgent appeal" to Guineans to "refrain from attacking the volunteers of the Red Cross, and allow them to do their job and save lives safely".Guinea and its neighbours Sierra Leone and Liberia have registered more than 9,000 deaths since the Ebola epidemic flared up in December 2013.Mobs have sporadically attacked health workers in all three countries after being taken in by a variety of conspiracy theories, often characterising the outbreak as a plot by the West to murder Africans and harvest their organs.Guinea, which has seen the worst of the bloodshed, has put 58 people on trial over an attack in January on Ebola outreach workers by a mob wielding machetes near Forecariah.The defendants, accused of wounding several government workers and staff from the global medical aid agency Medecins sans Frontieres (MSF), have been in the dock since Monday last week.Last September eight members of an outreach team in the southeastern town of Womey were killed by protesters who denied the existence of Ebola and denounced a "white conspiracy".

In a further sign of the hysteria surrounding Ebola, panic spread through schools in the capital Conakry on Wednesday over false rumours that a Red Cross team was coming to take away infected students.
Schools in the central Kaloum neighbourhood emptied as parents arrived to collect their children, with many students crying and calling for help, according to an AFP correspondent at the scene."The rumour is that a team of the Red Cross are coming to our school to find an Ebola patient -- that's why all the children ran out," a teacher told AFP.The panic followed similar incidents in other parts of the capital on Tuesday, witnesses told AFP.An education official told AFP on condition of anonymity that students wanting time off were behind the scare.He said they had created alarm by "blowing whistles in the vicinity of schools" -- common code among students that a disinfection team is on its way to spray the school.There is a widespread misapprehension among Guinean students and parents that humanitarian workers who spray schools with disinfectant are deliberately spreading the virus."We were in class around midday. Our parents forced the gates to the playground to come and pick us up because they learned that the Red Cross was coming to spray the schools," said a primary school student."Far from being an action that spreads the disease, spraying conducted by teams from the Red Cross destroys the virus," the organisation said.

(Reuters) - A federal judge hearing the case of nine men accused of illegally growing marijuana in California said Wednesday she was taking very seriously arguments by their attorneys that the federal government has improperly classified the drug as among the most dangerous, and should throw the charges out.Judge Kimberly J. Mueller said she would rule within 30 days on the request, which comes amid looser enforcement of U.S. marijuana laws, including moves to legalize its recreational use in Washington state, Colorado, Oregon and Alaska."If I were persuaded by the defense's argument, if I bought their argument, what would you lose here?" she asked prosecutors during closing arguments on the motion to dismiss the cases against the men.The men were charged in 2011 with growing marijuana on private and federal land in the Shasta-Trinity National Forest in Northern California near the city of Redding.If convicted, they face up to life imprisonment and a $10 million fine, plus forfeiture of property and weapons.In their case before Mueller in U.S. District Court in Sacramento, defense lawyers have argued that U.S. law classifying pot as a Schedule One drug, which means it has no medical use and is among the most dangerous, is unconstitutional, given that 23 states have legalized the drug for medical use.Lawyer Zenia Gilg, who represented defense attorneys for all of the men during closing arguments, pointed to Congress' recent decision to ban the Department of Justice from interfering in states' implementation of their medical marijuana laws as evidence of her contention that the drug's classification as Schedule One should be overturned."It's impossible to say that there is no accepted medical use," said Gilg, who has argued that her client was growing pot for medical use.But Assistant U.S. Attorney Gregory Broderick said that it was up to Congress to change the law, not the court.
