Greece Planning Joint Military Exercises with Israel-Greek Defense Minister says close ties with Israel are important for regional security.By Ben Ariel-First Publish: 2/12/2015, 4:15 AM-ISRAEL NATIONAL NEWS

Greece is planning joint military exercises with Israel, Cyprus and Egypt, Greek Defense Minister Panos Kammenos said Wednesday, according to AFP.The decision comes amid continuing tensions between Cyprus and Turkey over oil exploration in the eastern Mediterranean.Kammenos, visiting close ally Cyprus, said the two countries, along with Israel and "possibly" Egypt would begin joint exercises within the coming months aimed at improving regional security.Cyprus has suspended UN-led peace talks with Turkey, which invaded the island in 1974 and still occupies its northern third, saying Ankara persists in trying to hamper the country's energy search.Nicosia has licensed exploratory drilling in its exclusive economic zone (EEZ), and is unhappy that Ankara is determined to search for oil and gas in the same area.Kammenos criticized Turkey's sending of a survey ship to the waters where the drilling is taking place as a "clear provocation"."We want peace," Kammenos told reporters during an official visit, "but we are also ready to respond to any attempt against the national sovereignty or territorial integrity of the broader defense area of Greece and Cyprus, if necessary."Kammenos said Cyprus and Greece, which he called "pillars of stability and security," would upgrade cooperation in the light of the island's energy search within its exclusive economic zone.At the same time, Athens would proceed with delineating its offshore boundaries for its own exploration.Kammenos said cooperation "essentially extends the responsibility of providing security and defense areas by defining the EEZ, which Cyprus has already done and very soon the Greek Republic will do as well".He said regional security also meant closer ties with Israel, another energy player."Defense planning should take into account friends and allies which seek defense cooperation in the region. And I clearly I mean eastward toward Israel."Israel and Greece have enjoyed close relations and have held joint military drills in the past. Kammenos’s announcement comes after Greece’s new Prime Minister, Alexis Tsipras, last week sought to assure the Israeli ambassador to Athens that Greek-Israeli relations will not change following his election. Tsipras met with the Ambassador, Irit Ben-Abba, and made clear to her that his government is determined to combat anti-Semitism in Greece and that it will continue to prosecute the leaders of the neo-Nazi Golden Dawn party. The meeting came amid concerns among Greek Jews that the election of Tsipras could jeopardize the relationship between Israel and Greece. The concerns are around the fact that two members of Tsipras’s Syriza party had been aboard the Mavi Marmara flotilla which attempted to break the "siege on Gaza" in 2010.As well, Kammenos himself has been accused of anti-Semitism after he alleged in December that Jews enjoyed preferential tax treatment in Greece.Cyprus and Israel have gotten closer in recent years as well, as Israel has made an effort to tighten its ties with both Cyprus and Greece. These efforts intensified following the tensions in relations between the Jewish state and Turkey.

Attorney general says no legal problem airing PM’s speech-Weinstein says Netanyahu’s address to Congress won’t necessarily constitute electioneering, after Meretz leader seeks to prevent broadcast- By Times of Israel staff February 11, 2015, 9:03 am 5

Attorney General Yehuda Weinstein said Wednesday that there was no reason to prevent Israeli media outlets from broadcasting Prime Minister Benjamin Netanyahu’s speech to Congress, scheduled to take place just two weeks before the March 17 elections.Weinstein was responding to an appeal to the Central Election Committee by Meretz leader Zahava Gal-On, who sought to prohibit broadcast of the controversial March 3 speech on the grounds that it would constitute illegal election campaigning, Army Radio reported.Weinstein’s response on the matter said that it could be not yet be determined whether Netanyahu’s speech will include campaign content and added that the speech’s timing was decided based on external schedules related to the Iranian nuclear issue, and had no relation to the date of elections in Israel.Despite pressure from some Israeli and US figures, Netanyahu has said he is committed to address US lawmakers on the Iranian threat and the importance of sanctions. The visit has angered the White House due to the timing and content of the address. US President Barack Obama said he would not meet with Netanyahu in Washington, and several lawmakers, including Vice President Joe Biden, said they would skip the speech. Biden cited unspecified travel plans. The speech, Weinstein wrote, “has a very clear news value, and therefore when looking to the future and before the speech has been made, one cannot decide that the sheer fact it will take place constitutes illegal election propaganda.”Weinstein added that the speech is “substantially related to the prime minister’s work and therefore one cannot say it enters the realm of electioneering.”The attorney general also said that the “speech will deal with important matters relating to Israel’s foreign policy and which hold interest for the public.”Weinstein further wrote to Gal-On that before leaving the country, Netanyahu will be briefed by the legal counsel at the Prime Minister’s Office on what constitutes illegal electioneering.Furthermore, media outlets have a free choice on whether to broadcast the speech live or later as an edited version, and if the prime minister does veer toward propaganda, they can choose not to air those parts of the speech. The address is scheduled to come two weeks ahead of Israel’s March 17 election, but will also precede a Congressional vote scheduled for March 24 on a bill that would impose increased sanctions on Iran should progress not be made on a nuclear deal by the March 31 talks deadline. The US administration has lobbied vehemently against the measure.

Poll: Most Americans think Obama should meet Netanyahu despite planned speech
According to new survey, 58% believe president should receive PM; 47% disapprove of Republican invite to Israeli leader to address Congress By Times of Israel staff February 12, 2015, 2:58 am 4

A new poll released Wednesday suggests that while most Americans think it was inappropriate of Republican House Majority Leader John Boehner to invite Prime Minister Benjamin Netanyahu to address the US Congress on Iran next month — raising the ire of the White House — a majority believe President Barack Obama should meet with the Israeli leader nonetheless.According to a survey of 1,000 American adults by the London-based YouGov market research firm, 47 percent of respondents disapproved of the invitation issued to Netanyahu, which White House officials deemed a breach of protocol as the administration was not consulted, while 30% saw nothing wrong with it. The rest were unsure. Most respondents (46%) felt their Congress representative should attend the speech on March 3, with 24% responding “no,” and 30% “not sure.”Although Obama — along with US Secretary of State John Kerry and Vice President Joe Biden — has indicated he would not meet with the PM during his visit to Washington, more than half of those polled (58%) felt he should (23% were unsure.) When asked who did a better job of handling US-Israel ties, responded were split four ways: 24% said Obama, 26% said Republicans in Congress with another 26% saying neither. The survey had a margin of error of 4.1%.Despite rising pressure to cancel or delay his speech, Netanyahu has said he intended to go ahead, characterizing fraying ties with the White House over Iran as unexceptional in the two countries’ histories.Acknowledging “a profound disagreement with the United States administration and the rest of the P5+1 over the offer that has been made to Iran,” Netanyahu added, “I intend to speak about this issue before the March 24th deadline and I intend to speak in the US Congress because Congress might have an important role on a nuclear deal with Iran.”The March 24 deadline refers to a Congressional vote on the Iran sanctions deal, which comes a week ahead of the March 31 deadline of international negotiations with Iran.Netanyahu was invited to speak before American lawmakers by Boehner, but the invitation was criticized by the White House as a “violation of protocol.”The prime minister has since faced widespread criticism for accepting the invitation.Zionist Union leaders Isaac Herzog and Tzipi Livni have charged that the speech was motivated by the Knesset elections, set to take place just two weeks later. Many Democrats and Jewish leaders have suggested that Netanyahu is turning Israel into a partisan issue in an increasingly polarized Washington.Democrats have complained that the speech is an affront to President Barack Obama, who has said he will not meet with Netanyahu when he visits the United States. But Netanyahu has held firm, and there are no signs that Boehner or other Republican leaders intend to rescind the invitation. The looming danger from Iran justified the move, Netanyahu argued this week.“This is a regime, Iran, that is openly committed to Israel’s destruction,” Netanyahu said Tuesday. “It would be able, under this deal, to break out to a nuclear weapon in a short time, and within a few years, to have the industrial capability to produce many nuclear bombs for the goal of our destruction.”He added: “This offer would enable Iran to threaten Israel’s survival.”His argument with Obama wasn’t the first time an Israeli prime minister and an American president had clashed on security issues, Netanyahu noted.“Israel’s survival is not a partisan issue, not in Israel nor in the United States. This doesn’t mean that from time to time Israeli governments have not had serious disagreements with American administrations over the best way to achieve the security of Israel,” he said.“Israel’s first Prime Minister, David Ben-Gurion, declared Israel’s independence in the face of strong opposition from US Secretary of State George Marshall,” he said, ticking off a lineup of disputes from levi Eshkol to Ariel Sharon. “Disagreements over Israel’s security have occurred between prime ministers in Israel from the left and from the right and American presidents from both parties.”“This is not a personal disagreement between President Obama and me. I deeply appreciate all that he has done for Israel in many fields. Equally, I know that the President appreciates my responsibility, my foremost responsibility, to protect and defend the security of Israel. I am going to the United States not because I seek a confrontation with the President, but because I must fulfil my obligation to speak up on a matter that affects the very survival of my country.”The White House has also sought to downplay the tensions between Washington and Jerusalem, despite Netanyahu and Obama butting heads over Iran.On Monday, Obama said he and Netanyahu had “a very real difference around Iran, around sanctions,” but suggested that not wanting him to speak, and not inviting him to the White House was meant to safeguard the strong bond between Israel and the US by not appearing partisan so close to the Israeli elections.“This is the US-Israeli relationship that extends beyond parties. It has to do with that unbreakable bond that we feel and our commitment to Israel’s security and the shared values that we have. The way to preserve that is to ensure that it doesn’t get clouded by what could be perceived as partisan politics…. That’s something we have to guard against.””AP contributed to this report.

3 in 4 Israelis don’t trust Obama to keep Iran from nukes-The US president’s favorability rating continues to decline, but for 90% of voters the Iranian threat is not the top election issue-By Stephan Miller February 11, 2015, 11:57 am 134-THE TIMES OF ISRAEL

Israeli and American political and media scrutiny and focus on US President Barack Obama, Prime Minister Benjamin Netanyahu, the US-Israel relationship, and Iran’s nuclear drive has been intense of late, thanks to the row surrounding Netanyahu’s upcoming speech to a joint session of the US Congress. Amid the headlines and commentary, one important voice has not been heard – that of the Israeli voter. The Times of Israel addressed these issues in its new survey, conducted last week among a representative sample of 824 Israeli adults who indicated that they were very likely or somewhat likely to vote in the upcoming Knesset elections. The survey found Israeli voters have an increasingly negative perception of Obama, and decreasing faith in him to prevent Iran from attaining nuclear weapons.Asked whether they trust the US president to ensure Iran not get the bomb, an overwhelming 72% do not, compared to 64% in our January 2014 survey.Israeli voters give Obama a 33% favorable and 59% unfavorable rating, The Times of Israel’s survey also shows. Still, the president’s favorable and unfavorable ratings (33%/59%) aren’t much worse than those of several of Israel’s politicians such as Moshe Kahlon (45%/32%), Netanyahu (41%/54%), Isaac Herzog (38%/43%), or Naftali Bennett (38%/52%). Obama is on par with Yair Lapid’s current rating of 34% favorable and 59% unfavorable, and has a better perception than Tzipi Livni (29%/64%) and Avigdor Liberman (31%/61%).Voters’ current perception of Obama is more negative than his 33% favorable and 50% unfavorable rating in last year’s Times of Israel survey. The growth in the negative perception of Obama has come as his perception among Israeli voters has become more ideologically pronounced, with a rise in favorability among self-identified left-wing voters and drop in favorability among self-identified right-wing voters. Self-identified right-wing voters, a group that makes up 48% of likely voters, have a strongly negative perception toward Obama, with 20% giving him a favorable view and 72% an unfavorable view. The Likud campaign and Netanyahu’s advisers could perceive a dispute with Obama, who is disliked by so many of the voters that Netanyahu is reaching out to, as something that is politically beneficial. Netanyahu’s speech to Congress revolves around precisely such a dispute, being specifically billed as a speech on Iran. When likely voters are asked whether they trust Obama to ensure that Iran does not achieve a nuclear weapon, distrust has only grown. Our poll found that only 21% of voters agree with the statement “I trust US President Obama to ensure that Iran does not achieve a nuclear weapon,” while 72% did not agree, an increase of 8% in those that do not trust him since last year’s Times of Israel poll.Across all ideological groups, a majority does not trust Obama to ensure that Iran does not achieve a nuclear weapon. Among undecided voters, the distrust is slightly deeper, with 17% saying they trust Obama and 76% saying they do not. Even among those voters who said they had a favorable opinion of Obama, 45% said they trusted him on Iran and 47% said they did not. Arab-Israelis were split evenly, with 42% saying they trusted Obama and 42% saying they did not.To Netanyahu’s chagrin, however, the Iranian threat is simply not the most important issue to voters in this election – a fact that was true ahead of the last elections as well. When asked to choose the most important issue for the government to address among six options, just 10% of voters chose the Iranian threat. Among undecided voters, just 9% said the Iranian threat.Voters are overwhelmingly concerned about economic issues. The Likud campaign may communicate the Iranian threat as the most important issue, but it will be speaking a different language from the voters. While Netanyahu clearly has the upper hand in an argument with Obama regarding Iran, despite it not being at the forefront of voters’ minds, there are many in the media both in Israel and internationally who have attempted to portray the issue less about Iran and more about the US-Israel relationship. When the issue is framed about the US-Israel relationship, Netanyahu is at a stark disadvantage. When voters are asked who they most trust to safeguard the US-Israel relationship from a list of five leaders, about as many say Herzog (30%) as do Netanyahu (31%), with 19% of voters not identifying a specific leader.Further, a look at undecided voters paints a more troubling picture for Netanyahu. Among this group, 24% say they most trust Netanyahu, 27% say Herzog, and 34% don’t identify a specific leader when it comes to safeguarding Israel-US ties.To review, Israeli voters aren’t particularly warm to Netanyahu. They are even less warm to Obama, but they are no more negative to him than they are to many of their own politicians. Israeli voters do not trust Obama to ensure that Iran does not achieve a nuclear weapon – and their distrust is growing, but the Iranian threat is not a top issue for them. Politically, Netanyahu would be wise to frame communication around his speech to the US Congress as solely about Iran, because fewer than a third of voters see him as the most trusted leader to safeguard the US-Israel relationship.——-The survey was conducted February 1-3, 2015, among a representative sample of 824 Israeli adults who indicated that they were very likely or somewhat likely to vote in the upcoming Knesset elections. Respondents who indicated that they were less likely or not at all likely to vote were not included in the survey sample. 44.7% of completed surveys were directed to landline home phones, 33.5% to mobile phones, and 21.9% were conducted via online panels, helping to compensate for the high percentage of Israelis who do not have regular landline phones. 10.1% of respondents were Arabic speakers surveyed in Arabic, and 10.9% were Russian speakers surveyed in Russian. The findings are rounded to the nearest whole digit. The margin of error is +/-3.41% with a 95% confidence level. This is the third in a series of articles that The Times of Israel is publishing on the basis of the poll. The survey was formulated by The Times of Israel and the author, from political consultancy firm 202 Strategies. Our survey is the most accurate publicly available poll to date, having questioned a relatively large sample of 824 likely voters — as opposed to the Hebrew media’s norm of 500 eligible voters.Stephan Miller, cited by Campaigns and Elections magazine in 2008 as “James Carville’s young protégé,” is an American-Israeli public opinion research analyst and communications strategist and a former adviser to Jerusalem Mayor Nir Barkat who has worked on campaigns in 10 countries across four continents.

Severe sandstorm grounds flights ahead of rain, snow-Dust fills skies as winter storm barrels in, forcing smaller airports to close and causing breathing problems By Times of Israel staff February 11, 2015, 11:53 am 5

Israel woke up Wednesday to a blanket of fine yellow dust covering the sky, cars, roads and causing breathing problems and airport closures, as a major winter storm blew sand into the area ahead of an expected drenching.Heavy rains and possibly snow were expected to begin falling on Wednesday after more than 24 hours of sandstorms and winds reaching up to 100 km/h (60 mph).Pollution in Israel due to the sandstorm Wednesday was the worst measured in the past five years, Israel Radio reported. Some 260 people were treated for breathing problems as sand and dust blotted out the sky and covered everything in its path Tuesday and Wednesday, according to the report. The sand also forced airlines to cancel domestic flights Wednesday morning, as low visibility made takeoffs and landings at Tel Aviv’s Sde Dov Airport and Eilat’s airport impossible. The Eilat airport later reopened. Travelers were advised to check with airlines on possible delays and cancellations.Magen David Adom and other health services said people suffering from breathing difficulties should avoid physical exercise and the general population should stay in closed spaces as much as possible. On Wednesday evening rains were due to start falling, initially in the north of the country and then extending to the center. Heavy snows were expected in the Golan Heights and higher elevations of northern Israel. On Wednesday afternoon the rain is likely to reach Jerusalem, while in the south of the country sandstorms are expected continue. There is a small chance of snow in higher elevations in the center, including Jerusalem, but the snow is unlikely to accumulate. The air will begin clearing up in the north with the first rains on Wednesday afternoon. Elsewhere in Israel rain will filter out the microscopic particles only by Thursday afternoon.Thursday afternoon and night are expected to witness increased precipitation across the country.

German Anti-Semitism Commission Fails to Include Jews-German Jewish groups outraged as government creates a new commission on anti-Semitism without including any Jews in it.By Ben Ariel-First Publish: 2/12/2015, 3:16 AM-ISRAELNATIONALNEWS

The government in Germany has come under criticism for creating a new commission on anti-Semitism - but failing to include in it a single Jewish person, reports The Associated Press (AP).Julius Schoeps from the Moses Mendelssohn Center for European-Jewish Studies called it “a unique scandal” that the Interior Ministry didn’t include any Jewish scientists or community leaders on the commission it created to fight anti-Semitism and support Jewish life in Germany.Schoeps announced that his center, in cooperation with the American Jewish Committee (AJC) and the Amadeu Antonio Foundation against anti-Semitism and racism, would create an alternative commission that would stress the Jewish perspective and include both Jewish and non-Jewish experts.Anetta Kahane from the Amadeu Antonio Foundation also criticized the government for neglecting to call Jewish experts on the eight-person committee.“ Nobody would even think of creating a conference on hatred of Islam without Muslims or a round table on the discrimination of women without women,” said Kahane, according to AP.A spokeswoman for Germany’s interior ministry told AP that the question of religious affiliation of the experts on the commission was not a criterion in the selection process. The spokeswoman, who did not give her name in line with department policy, added that the commission would listen to and invite various Jewish groups during the process. The final report by the new commission is scheduled to be handed over to Germany’s parliament within two years, noted AP. It is supposed to be the basis for a discussion on how to tackle anti-Semitism.The anti-Semitic violence that has been on the rise in Europe has also reared its ugly head in Germany where, during last summer’s war in Gaza, protesters waving Palestinian Authority flags and pictures of late PA leader Yasser Arafat shouted anti-Semitic slogans at rallies against Israeli military action. Exclaiming "Allahu Akbar" (God is great), crowds in Berlin have reportedly yelled "Death to Israel" and chanted "Zionists are fascists, killing children and civilians".In one particularly shocking video, thousands of demonstrators can be heard chanting "Jew, Jew, cowardly pig, come on out and fight on your own".To top that, a Berlin imam has openly prayed for the annihilation of Zionist Jews, asking Allah to "kill them to the very last one." Another anti-Semitic incident occurred in November, when the mayor of the German city of Dortmund asked authorities to ban the neo-Nazi 'Die Rechte' party, after it reportedly demanded that the mayor send a list of the city's Jews, a request that the mayor promptly refused.A poll released last November found that German anti-Semitism and resentment towards Israel had risen sharply over a period of several months. The commission marks the second time the German government has installed a commission to deal with anti-Semitism. Some Jewish leaders have criticized the earlier commission’s report, released in 2011, for not bringing about any changes for the situation of Jews in Germany.
