Maritimers could be forgiven if they look to the skies this weekend and cry "not again!"Weather warnings have been issued by Environment Canada for New Brunswick and Nova Scotia ahead of a system expected to pass through on Sunday.In New Brunswick, along the Fundy shore, it's expected to be a snow event with snowfall warnings issued for Fundy National Park, Grand Manan, coastal Charlotte County and the Saint John area.All three regions are expecting up to 15 centimetres of snow.The forecast for Nova Scotia is snow starting overnight Saturday, but change to heavy rain by Sunday morning.Rain at times heavy is expected along the South Shore into Digby County, in Halifax and along the Eastern Shore.Up to 30 millimetres are expected, but Environment Canada warns frozen ground won't be able to absorb the rain and could cause localized flooding in low lying areas.Prince Edward Island is expected to receive about 10 centimetres of snow overnight into Sunday, but no weather warnings have been issued.CBC meteorologist Kalin Mitchell says by 7 a.m. Sunday, the system will move across the Maritimes and everyone will see precipitation.

The harsh February that has pounded Nova Scotia is leading to problems picking up garbage, recyclables and organics at some of the 140,000 homes in the Halifax Regional Municipality.On some streets, bins haven't been emptied in three weeks.Garbage truck drivers can refuse to collect from unsafe streets, but more often the service has been delayed because of snow clearing delays.Matt Keliher, the acting director of solid waste for the Halifax Regional Municipality, said if a crew determines it isn't safe to pick up garbage or recyclables on a street, they can return later in the day to see if it can collected."At the end of the day, our contractors will document those streets that haven't been able to be serviced and will circle back and double check and collect at the end of the day that they have been plowed and will collect the garbage at the end of the curb," he said.Keliher said there are also "one-off" situations where bags aren't picked up because they were hidden behind mounds of ice or snow.The municipality has cancelled collections for one day in February.To report that your street has been missed or for more information, the Halifax Regional Municipality suggests calling 311 or checking their website.

Toronto police say they are charging the mother of a four-year-old boy after the child was found wandering outside in the bitter cold today in the city's west end.The 23-year-old woman is facing a charge of abandonment of a child under the age of 10.The boy (who police originally said was three) was found today around 1:30 p.m. ET at Lake Shore Boulevard West and Twelfth Street in Etobicoke. The expected high today in Toronto was –14 C.A neighbour heard the boy crying and saw him out a window. She recognized the boy and scooped him up in a blanket, but after going to to the child's house found nobody home. The neighbour took the child to her own house and called police an hour later, police said.Const. Jeniffer Sidhu said it appears a neighbour found the Etobicoke child "just in enough time."There were no signs of injury or distress to the boy, but he was taken to St. Joseph's Health Centre as a precaution. "The child was able to say, 'Mommy goes.'" Sidhu said.The incident comes one day after the death of a three-year-old Toronto boy who wandered away from home in the middle of the night and spent almost six hours outside.On Thursday, Elijiah Marsh left the low-rise apartment building where he was staying at around 4 a.m. and was later found without vital signs. He was pronounced dead in hospital a few hours later.
