Iranian President Hassan Rouhani on Tuesday said the Islamic republic was speeding up its nuclear program, adding that Tehran doesn’t ask for permission from any other country to pursue technological advancement. According to a report by the semi-official Fars news agency, Rouhani said Iran has made “highly important progress in the nuclear field,” but that such advancements have been eclipsed by the ongoing nuclear negotiations with world powers.“We don’t and will not take permission from anyone to make progress in science and knowledge,” the president said, adding, perhaps in a veiled reference to Israel’s objection to what it considers Iran’s drive to develop nuclear weapons, that Tehran would continue to prove its enemies’ claims false.Iran and world powers have until a March 31 deadline to reach a political agreement on Tehran’s controversial nuclear program, which the Islamic republic insists is peaceful but which other countries, including the United States and Israel, are concerned is aimed at building a bomb.Iran on Sunday also denied a report that its supreme leader wrote a letter to US President Barack Obama, the Islamic Republic’s official news agency reported, as the country negotiates with world powers over its contested nuclear program.The IRNA news agency quoted Foreign Ministry spokeswoman Marzieh Afkham as saying the report Saturday by the Wall Street Journal was “an unprofessional media game.”“The US president has a record of sending letters and in some cases Iran responded to his letters,” Afkham said Sunday. Neither she nor the IRNA report elaborated on her comments, though Afkham said Iran had no immediate plans to write Obama again.The Wall Street Journal report said Ayatollah Ali Khamenei wrote Obama in recent weeks in response to a letter by the US president asking Iran to work with an American- led coalition fighting the extremist Islamic State group in Iraq and Syria.The report said Khamenei outlined a series of abuses he said the U.S. committed against Iran in the last 60 years. However, the report also quoted an unnamed former Obama administration official suggesting it could signal a potential breakthrough in relations between the two countries, who have viewed each other with mutual suspicion since the 1979 Islamic Revolution toppled the U.S.-backed shah.In November, Iran said it had written back in response to letters sent by Obama, the first acknowledgement in the Islamic Republic of such correspondence. However, it was not clear whether Khamenei wrote the letters himself.U.S. and Iranian officials held a series of secret meetings in 2013 that ultimately paved the way for a historic interim nuclear deal in Geneva. Obama and Iranian President Rouhani also have had a historic telephone conversation, the first direct communication between the two nation’s leaders since 1979.

The United States should offer Israel a “nuclear guarantee” before signing an agreement with Iran about its rogue nuclear program, a former top American foreign policy official suggested Tuesday.Martin Indyk, a former American envoy to Israel and mediator in Israeli-Palestinian peace talks, said such a deal would serve to assuage Jerusalem’s fear about Tehran violating the deal and subsequently dashing toward a bomb.“The United States can afford to have Iran as a near-threshold nuclear power. And Israel is saying it can’t. And that’s related to the very different security circumstances of the US and Israel,” Indyk said during a panel discussion at the Institute for National Security Studies’ annual conference in Tel Aviv. “Instead of having an argument about that, the United States should enter immediately into discussions with Israel about a nuclear guarantee for Israel.”Such an arrangement would take the form of a bilateral treaty, Indyk explained.“It would require legislation and I believe it would pass pretty much unanimously,” he said.The guarantee would commit the US to take some sort of action should Iran cross a certain threshold, though Indyk did not say exactly what the specific contours of such a deal would take.Also known as nuclear umbrellas, guarantees are often used by nuclear-states as a promise to protect smaller allies.Israel first demanded a nuclear guarantee during the Camp David peace talks 15 years ago, said Indyk, who at the time served as Washington’s ambassador to Israel.Then-prime minister Ehud Barak asked US president Bill Clinton to provide such a guarantee in the framework of a potential peace agreement with the Palestinians.Clinton agreed, according to Indyk, who served as the president’s special assistant and as senior director for Near East affairs at the National Security Council.The treaty he is proposing now would be “a different kind of deal, but it might go a considerable distance toward calming Israeli concerns about the consequences of an Iranian reneging on the commitments,” Indyk said.Itamar Rabinovich, a former Israeli ambassador to Washington, who also participated in the panel, said Jerusalem should view such a guarantee carefully, since any agreement with the US would surely preclude any Israeli military action against Iran’s nuclear program.“Israel’s freedom of action would be limited. You cannot ask for an automatic American guarantee and then go act on your own,” he said.Indyk in his remarks also criticized Prime Minister Benjamin Netanyahu’s controversial insistence to address US Congress later this month on the Iranian issue, indicating that it turned support for Israel’s position into a partisan issue.“One has to think about what exactly is going to be achieved by this speech,” said Indyk, who served as the US administration’s special envoy for the last round of Israeli-Palestinian peace talks. “Is it really going to turn around the minds of the president of the United States and his negotiators? Will they suddenly wake up and say, ‘Oh we’re negotiating a bad deal here, silly us, we’ll change our minds’? Will it convince a veto-proof majority in the Senate that they should act in a way to sink the deal?”US President Barack Obama has vowed to veto any bill that would call for additional sanctions on Iran as long as the nuclear negotiations are ongoing.Netanyahu’s speech might have been able to influence American lawmakers if it had been arranged in a way that would create bipartisan support for Israel’s understandable concern about a potential nuclear deal with Iran, Indyk posited.“But the Republicans don’t have 60 votes in the Senate. They don’t have the votes without the Democrats to do anything. Without those votes, the speech is not going to be able to achieve anything,” he said.But the way in which speech was handled — with Speaker of the House John Boehner inviting Netanyahu behind the administration’s back — “put the Democrats, who might otherwise cheer the prime minister on the substance of the matter, in an impossible situation, where they have to choose between the prime minister of Israel and the president of the United States,” Indyk said. “And that’s an untenable position.”Israel’s enemies are currently “celebrating,” according to Indyk, “because they love to see a split between the United States and Israel. It’s a real problem.”The current tensions between Washington and Jerusalem are dangerous for Israel but also for the US and its influence in the region, said Indyk, who currently serves as vice president and director of the Brooking Institute’s Foreign Policy Program.The current US ambassador to Israel, who also addressed the conference, downplayed the tension between the two governments.“Our cooperation and consultation with Israel on this shared goal [of preventing a nuclear-armed Iran] will continue, even at moments when we may disagree on one or another aspect of the approach,” Dan Shapiro said.Rebutting reports that the US has ceased to update Jerusalem on the current negotiations with Iran, Shapiro said senior US officials dealing with the issue have met and continue to meet with their Israeli counterparts.

The leader of Hamas met with a senior Iranian commander following Israel’s war with Gaza over the summer, an Arabic-language paper reported Tuesday, highlighting tightening ties between Tehran and the Palestinian terror group.Khaled Mashaal and Iran’s al-Quds Force commander Qassem Soleimani held a meeting in Turkey several days after the conflict ended in late August, Saudi daily Al-Hayat reported.Iran and Hamas have been at odds over Mashaal’s lack of support for the Syrian regime of Bashar Assad, a main Iranian client, though Tehran is thought to have outfitted fighters in the Hamas-ruled Strip with weapons and missile-building know-how to use against Israel.Mashaal was only allowed to meet with Soleimani, a powerful military leader who is thought to have led Iranian operations abroad, after receiving the green light from Hamas, according to the report, which was also carried by Israeli news site Ynet.Although relations soured between the two sides over the Syrian civil war, they have recovered dramatically despite the fact that they they remain at odds over a number of issues.Soleimani, however, has long trumpeted the Islamic party within Iranian political circles, encouraging Tehran to overlook Hamas’s stance on the Syrian civil war that has fragmented much of the Muslim world.Both sides discussed the resumption of financial and military aid from Iran and possibility of having Mashaal visit the country, however the Hamas leader conditioned his visit on being received by Supreme Leader Ayatollah Khameni.Soleimani, a shadowy but powerful figure thought to be leading Iran’s efforts in Syria and Iraq, has recently stepped into the public eye, holding meetings with Hezbollah head Hassan Nasrallah following the killing of a number of Iranian and Hezbollah officers near the Israel border, and holding a rare press conference on fighting against the Islamic State.The al-Quds Force is a special forces wing within the Iranian military that specializes in overseas operations. The 15,000 person unit is currently known to be involved in operations against Islamic State fighters in Iraq and Syria.Following the meeting, a Hamas delegation convened in Tehran with regime delegates and discussed a wide range of issues, including the state of Gaza, the reception of reconstruction funds and the possibility for Hamas to open an office in a Hezbollah-controlled area of Beirut — a request Tehran rejected, according to the report.The delegation expressed concerned that the Islamic State’s influence would grow within the restive Strip. Iran asserted that it wanted to expand its perception of being a backer of Palestinian resistance and promised to continue backing Hamas.Israeli security officials recently told The Times of Israel that the country’s intelligence apparatus has been closely monitoring relations between the two entities and that Tehran is covertly supplying the Islamist group with weapons.“This is not the same amount of funds given by Qatar, but it is pretty significant,” one source said.Following the downing of a drone by an Iranian nuclear site in August, Tehran claimed that it would begin arming Palestinian militants in the West Bank as a form of revenge.Regime officials have boasted on a number of occasions that Iranian weaponry and technology played a role during last summer’s conflict.

Argentina has asked the United States to include the probe into the deadly 1994 bombing at the AMIA Jewish community center in the nuclear talks with Iran, its foreign minister said on Tuesday, according to Reuters.Argentine courts have accused a group of Iranians of planning the attack which killed 85 people and is at the heart of a current political scandal.According to Reuters, Foreign Minister Hector Timerman released a letter to his U.S. counterpart John Kerry in which he said Argentina had made the request before."I am asking you again that the AMIA issue be included in the negotiations with the Islamic Republic of Iran," the letter says.The unresolved crime was the backdrop for the January 18 death of Alberto Nisman, the prosecutor who headed the AMIA investigation, in a mystery that has damaged confidence in Argentina's justice system and thrown the government into turmoil.Days before being found shot dead, Nisman had accused President Cristina Kirchner, as well as Timerman, of conspiring with Iran to whitewash the crime in order to clinch a grains-for-oil deal.His death was initially labeled a suicide, but suspicion has fallen on Kirchner's government, while the president has suggested Nisman was manipulated by disgruntled former intelligence agents who then killed him to smear her.Last Friday, Kirchner was formally accused of shielding Iranian officials from prosecution over the bombing, as the new prosecutor in the case, Gerardo Pollicita, accepted Nisman's conclusions.The United States and its partners in the nuclear negotiations with Iran have sought to keep talks strictly focused on concerns over Iran’s atomic program.In Washington, State Department spokeswoman Jen Psaki said she was not aware of any plans to raise the AMIA issue in the negotiations, noted Reuters.The Iranian suspects, facing Interpol arrest warrants, deny any involvement in the bombing.Timerman, in his letter to Kerry and another to Israeli foreign minister Avigdor Liberman, said Argentina was "greatly concerned" about other, unnamed countries using Argentina as a theater for their own conflicts.An Argentine government official last month told Reuters on condition of anonymity that the government believes that Nisman was influenced by U.S. and Israeli intelligence agencies during his investigation.Psaki was quoted as having said the United States and "the international community" had helped Argentina with the investigation into the AMIA bombing."The special prosecutor's death must not stop the pursuit of those responsible for this brutal terrorist attack," she said."We have contributed information where we can, in the past, and that will continue," added Psaki.

The Philatelic Service of the Israel Postal Service issued several fascinating educational stamps this month, spanning a variety of periods and disciplines.Among them is a stamp jointly issued with the Philippines that commemorates that country's willingness to provide refuge to Holocaust-endangered European Jews.  The Philippine Commonwealth, in fact, accepted nearly 1,300 Jews - and was willing to accept 10,000 more, if only the U.S. State Department had allowed it to do so.Another stamp issued this month commemorates the life of Ariel Sharon, Israel's 11th prime minister, who is credited with a major role when Israel snatched victory from the jaws of defeat during the 1973 Yom Kippur War. He is also blamed by many for practically single-handedly effecting the Disengagement/ Expulsion from Gush Katif in 2005 – a point given minimal attention in the Postal Service's biography of Sharon. The Postal Service concentrates, instead, on Sharon's contributions to Israel's military, his role in and before the 1982 war in Lebanon, and his political career during he which he served in several ministerial capacities before becoming prime minister in 2001.A third stamp focuses on the International Year of Light 2015, together with the Nobel Prize in Chemistry jointly awarded to two men with Israeli citizenship and an American Jew; much of the research honored by the Nobel committee was carried out in Weizmann Institute in Rehovot.The stamps can be seen not only on the Israel Postal Service site, but also on the private website of Jacob Richman of Maaleh Adumim. Richman is a life-in-Israel enthusiast whose dozens of web pages depict the best that Israel has to offer in countless areas."Many people living abroad and even in Israel," Richman says, "are not aware of the educational stamps that the Israel Postal Service has been issuing for decades."  As a subscriber to the IPS collectors' service, he receives the new stamps every quarter – which he then scans and posts on his site.In addition to being a unique hasbara tool, Richman feels, many educators all over the world find this a very unique way to show the good things happening in Israel."Two other stamps issued this month deal with the game of chess – the European Individual Chess Championship games of 2015 will be held in Jerusalem - and Israeli winter flowers.
