Gunmen abduct eight more girls in northeast Nigeria: police

MAIDUGURI, Nigeria (Reuters) - Suspected Boko Haram gunmen kidnapped eight girls from a village near one of the Islamists' strongholds in northeastern Nigeria overnight, police and residents said on Tuesday.The abduction of the girls, aged 12 to 15, follows the kidnapping of more than 200 other schoolgirls by the militant group last month, whom it has threatened to sell into slavery.Lazarus Musa, a resident of the village of Warabe, told Reuters that armed men had opened fire during the raid."They were many, and all of them carried guns. They came in two vehicles painted in army color. NIGERIA ACCEPTS U.S. OFFER OF HELP

Some streets were barricaded by buses or walls of tires and people heard shooting near a local military base.In Kramatorsk, a separatist-held town in the east that saw an advance by Ukrainian troops at the weekend, the coffin of 21-year-old nurse Yulia Izotova was carried through streets stilled by barricades of tires and tree trunks on Monday. Scattered red carnations traced the route.At the Holy Trinity Church, seven priests led mourners in prayer for a woman killed by large caliber bullets, which the townsfolk believe were fired by Ukrainian troops."They shoot at us. The next few days could prove decisive: separatists in the eastern Donbass region say they will hold a referendum on secession on Sunday May 11, similar to the one that preceded Russia's annexation of Crimea.The U.S. State Department denounced any attempt at a vote as "bogus" and promised more sanctions if Russia used it, as in Crimea, to send in forces or annex more territory: "This is the Crimea playbook all over again," a spokeswoman said.Secretary of State John Kerry said he would meet ministers in Europe next week to discuss the next steps on Ukraine.Two days before the vote, Friday May 9, is the annual Victory Day holiday celebrating the Soviet Union's victory over Nazi Germany. Moscow has been openly comparing the government in Kiev to the Nazis, and Ukrainian officials say they are worried that the day could provoke violence. In Moscow, there will be a massive parade of military hardware through Red Square, a Soviet-era tradition revived by President Vladimir Putin.The past few days have seen government forces press on with an offensive but make little progress in the east, where separatist rebels have so far held firm at their main outpost in the town of Slaviansk and shot down three Ukrainian helicopters.Interior Minister Arsen Avakov said on Tuesday more than 30 separatists had been killed in fighting around Slaviansk, but there was no confirmation of such a figure. The rebels, who triggered fighting in the area on Monday by ambushing government troops, said four of their number had been killed.At roadblocks in the town, some armed fighters have been replaced by civilians, like Alexandra, in her late 20s, who said she leaves her 10-year-old daughter at home each morning, puts a starting pistol in her belt and walks to the barricades. The tactic of putting civilians at the front could make a government offensive more difficult."We have two options - to use heavy artillery ... wipe everything out, put the flag up and report that everything has been done. The second option is a gradual blockade, destroying provocateurs and sabotage to prevent injuries among the population. We are carrying out the second scenario," said acting defense minister Mykhailo Koval, explaining why the operation has taken so long and achieved so little.Since a pro-European government took power after the uprising that toppled pro-Russian President Viktor Yanukovich, Putin overturned diplomatic convention by declaring Moscow's right to send troops across borders to protect Russian speakers.In March, Russia seized and annexed Crimea, and in the weeks that followed, armed separatists have taken control of most of the eastern Donbass coal and steel region, which accounts for around 15 percent of Ukraine's population and a third of industrial output.Moscow has tens of thousands of troops massed on Ukraine's eastern frontier. LIMITED SANCTIONS
However, so far Western concern has not been matched by any serious action that might dissuade Putin. The United States and the European Union have imposed limited sanctions on lists of individual Russians and small firms, but have held back from measures designed to hurt Russia's economy broadly.Nonetheless, a senior finance ministry official in Moscow said Russian GDP could shrink again this quarter.NATO has made clear it will not fight to protect Ukraine, instead beefing up defenses of its nearby member states. NATO's top military commander, U.S. Air Force General Philip Breedlove, said on Monday Russia had used special forces in eastern Ukraine and he now believed Moscow might be able to achieve its goals without resorting to a conventional invasion.Western leaders have threatened to impose tougher sanctions on Russia if it interferes with presidential elections in Ukraine set for May 25, and most of their diplomacy has been centered around that date."If (the election) doesn't take place, there will be chaos and the risk of civil war," French President Francois Hollande said. "The Russians, Vladimir Putin, at the moment want this election not to happen so as to maintain the pressure. It's up to us to convince them."Petro Poroshenko, a Ukrainian confectionery baron who is front-runner in the presidential election, said the vote would go ahead despite the unrest: "We hope that we will be able to complete the anti-terrorist operation before the election. BRUSSELS - Nato has changed its assessment of the Ukraine crisis, saying Russia is more likely to foment rebellion than to invade.The alliance's military commander, US general Philip Breedlove, told a conference in Ottawa on Monday (5 May): "Today I would tell you I don't think that's [invasion] the most likely course of action ... I think now that [Russian leader Vladimir] Putin may be able to accomplish his objectives in eastern Ukraine and never go across the border with his forces.""Now I think probably the most likely course of action is that he will continue doing what he's doing – discrediting the government, creating unrest, trying to set the stage for a separatist movement."He noted that Russian special forces are probably operating in east and south Ukraine, however. "Remember that Putin denied their presence and now he has admitted to their presence in Crimea. The same thing will come out of Ukraine as time rolls out."With the US and the EU saying they will not impose economic sanctions on Russia unless there is a full-scale invasion, Breedlove added: "In that case, I think it's the most troublesome for Nato because if the forces do not come across the border, my guess is that many will want to try to quickly go back to business as usual."He also told press in a separate meeting with Canadian Prime Minister Stephen Harper that "Russia's aggression in Ukraine has caused a paradigm shift"."If there was any doubt of the relevance of Nato and the strength of the trans-Atlantic bond before now, the last few weeks have cleared that up and reinforced the need for our essential core tasks," he added."What we have to do is build forces that reassure our allies, but are not necessarily provocative to the Russians."Harper, for his part, described events in Ukraine as "a slow-motion invasion on the part of the Putin regime".The remarks came amid more fighting in east Ukraine on Monday, where government forces are trying to retake rebel positions.Ukrainian authorities say insurgents shot down a fourth military helicopter in the Sloviansk region and that six people were killed in clashes with a group of 800 pro-Russia separatists armed with heavy-calibre guns and mortars.Russian media say some 20 rebels were killed.The Russian foreign ministry urged Ukrainian authorities to "to their senses, stop the bloodshed, withdraw forces, and finally sit down at the negotiating table".It also published a file describing the February revolution in Ukraine as a "coercive rebellion" carried out "under the influence of extremists from ultranationalistic and neo-Nazi forces, and with the active multidimensional support of the USA and the European Union and its members".Elsewhere in the region, Russia cancelled an agreement with Lithuania under which the former Soviet state could inspect military facilities in Russia's Kaliningrad exclave. BRUSSELS - Germany has urged Russia and Ukraine to come back to negotiations in Geneva after a deadly fire in Odessa.Its foreign minister, Frank-Walter Steinmeier, told the ARD broadcaster on Sunday (4 May): “In the many discussions I've had in the last couple of hours, I've been campaigning ... to hold a second meeting in Geneva to follow up on the first one.”He noted the meeting is needed “finally to make clear agreements on how we can put an end to this conflict and gradually move towards a political solution,” adding that “anything else would be irresponsible because it would only mean there are more victims.”The EU, Russia, Ukraine and the US already held talks in Geneva in April.But the Western allies and Ukraine accuse Russia of violating the April accord by continuing to foment unrest, while Russia accuses Ukraine of killing Russian-speaking Ukrainians.In the worst incident since the insurgency began in February, 38 pro-Russian protesters died in a fire in a trade union building in Odessa, southern Ukraine, on Friday. Ukrainian security services say the protesters caused their own death by throwing molotov cocktails, some of which backfired.The EU has urged “an independent investigation".But Russia’s ambassador to the UN, Vitaly Churkin, speaking at a UN Security Council meeting in New York the same day, said: “Thugs from the ‘Right Sector’ [a Ukrainian nationalist militia] crowded protesters into the trade union building and burned 38 people alive. Such actions are reminiscent of the crimes of the Nazis from whom the Ukrainian ultranationalists derive their ideological inspiration.”He added that “the complacence of the Western members of the [UN] Security Council” makes the Ukrainians “believe they can act with impunity.”The British and the US envoys hit back at Churkin, however.Britain’s Mark Lyall Grant told the meeting that Russia’s version of events in Odessa and more broadly is “yet again, a gross distortion of the facts”.He noted that what Russia is calling “peaceful activists” in east Ukraine shot down three helicopters using shoulder-fired surface-to-air missiles. “The use of such sophisticated weaponry against Ukrainian forces reaffirms our assessment that the armed groups in east Ukraine include professionals funded, equipped and directed by Russia,” he said.The US’ Samantha Power said: “Today’s Russian foreign ministry’s ridiculous and false statement purporting Western intervention [in Ukraine] would not be so alarming if it did not suggest that Moscow is looking for nothing short of a pretext to invade.”Amid the concern over further escalation, the EU and Germany welcomed the freeing, on Saturday, of seven military officers from EU countries.The group had been held by rebels in Sloviansk, eastern Ukraine, since 25 April, after visiting the region as part of a monitoring mission by the OSCE, a multilateral club based in Vienna.Steinmeier thanked a Russian envoy, Vladimir Lukin, for expediting their release.“This should now be followed by the release of all other hostages held by illegally armed groups in east Ukraine,” the EU’s embassy in Kiev said in a statement on Facebook.

Japan, worried about China, strengthens ties with NATO

BRUSSELS (Reuters) - Japanese Prime Minister Shinzo Abe, concerned about China's rising military spending and disputes with Beijing over islands in the East China Sea, signed a new partnership agreement with NATO on Tuesday.The accord, signed by Abe and NATO Secretary General Anders Fogh Rasmussen during Abe's visit to NATO's Brussels headquarters, will deepen Japan's cooperation with the Western military alliance in areas such as counter-piracy, disaster relief and humanitarian assistance.After addressing ambassadors from the 28 NATO nations, Abe drew a parallel between the situation in Ukraine, where Russia has occupied and annexed Crimea, and Asia, in an apparent allusion to a standoff between Beijing and Tokyo over tiny uninhabited islands in the East China Sea known as the Senkaku in Japan and the Diaoyu in China."We will not tolerate any change of status quo through intimidation or coercion or force. This is not only applicable to Europe or Ukraine. This is applicable to East Asia and it is applicable to the whole world," Abe said at a joint press conference with Rasmussen.Abe urged Russia and Ukraine's political parties to recognize the legitimacy of Ukraine's May 25 presidential election, which the West sees as crucial to help stabilize Ukraine after weeks of worsening violence that Western officials accuse Russia of helping to stir up."At the same time, in order to resolve this problem, we have to have dialogue with Russia," Abe said.NATO has said it will not get involved militarily in Ukraine but it has reinforced security in eastern European members of NATO that are worried by Russia's renewed assertiveness.In addition to steps it has already taken to deploy more planes, ships and troops to eastern Europe, NATO would "not hesitate to take further steps if necessary to ensure effective defense and protection of our allies," Rasmussen said.
BOLSTERING SUPPORT
Abe, who made his first visit to NATO headquarters in 2007, has long been interested in strengthening Japan's relations with the U.S.-dominated Western alliance.Analysts say Japan's aim is to increase diplomatic support over its security concerns, particularly China's military buildup and North Korean missile launches and nuclear tests."Japan does not actually expect NATO to play a direct military role in the Asia-Pacific region, but it does expect allies to share perceptions and approaches," Michito Tsuruoka, a senior research fellow at Japan's National Institute for Defense Studies, wrote in a paper for the NATO Defense College last year.Tension between Japan and China spiked last year when Beijing announced an air-defense zone over a wide area including the disputed islands.Abe told NATO ambassadors he believed Japan should play a more active role in defending the freedom of overflight and navigation.With its operations in Afghanistan coming to an end and Russia flexing its muscle, NATO is now expected to refocus on its core mission of defending its territory, a trend that may not be welcome to Japan and other partners outside NATO's area.Abe's priority has been to revive a long-sluggish economy, but he has also pledged to strengthen Japan's military and boost its security profile to meet what he says is a threat from China's rapid military buildup.Abe also aims to lift Japan's ban on collective self-defense, which means helping an ally under attack, to bolster security ties with the United States.Rasmussen said NATO welcomed Japan's steps "to become a pro-active contributor to peace"."We share interests in countering piracy, countering terrorism. Federal report: Warming disrupts Americans' lives

WASHINGTON (AP) — Global warming is rapidly turning America the beautiful into America the stormy, sneezy and dangerous, according to a new federal scientific report. And those shining seas? Rising and costly, the report says.Climate change's assorted harms "are expected to become increasingly disruptive across the nation throughout this century and beyond," the National Climate Assessment concluded Tuesday. The report emphasizes that warming and all-too-wild weather are changing daily lives, using the phrase "climate disruption" as another way of saying global warming.
Still, it's not too late to prevent the worst of climate change, says the 840-page report, which the White House is highlighting as it tries to jump-start often-stalled efforts to curb heat-trapping gases.
White House science adviser John Holdren called the report, the third edition of a congressionally mandated study, "the loudest and clearest alarm bell to date signaling the need to take urgent action." Later this summer, the Obama administration plans to propose new and controversial regulations restricting gases that come from existing coal-fired power plants.Some fossil energy groups, conservative think tanks and Republican senators immediately assailed the report as "alarmist." Senate Republican leader Mitch McConnell of Kentucky said President Barack Obama was likely to "use the platform to renew his call for a national energy tax. And I'm sure he'll get loud cheers from liberal elites — from the kind of people who leave a giant carbon footprint and then lecture everybody else about low-flow toilets."Republican Sen. David Vitter of Louisiana said the report was supposed to be scientific but "it's more of a political one used to justify government overreach."The report — which is full of figures, charts and other research-generated graphics — includes 3,096 footnotes to other mostly peer-reviewed research. It was written by more than 250 scientists and government officials, starting in 2012. A draft was released in January 2013, but this version has been reviewed by more scientists, including twice by the National Academy of Science which called it "reasonable," and has had public comment. It is written in a bit more simple language so people can realize "that there's a new source of risk in their lives," said lead author Gary Yohe of Wesleyan University in Connecticut.Environmental groups praised the report. "If we don't slam the brakes on the carbon pollution driving climate change, we're dooming ourselves and our children to more intense heat waves, destructive floods and storms and surging sea levels," said Frances Beinecke, president of the Natural Resources Defense Council.Scientists and the White House called it the most detailed and U.S.-focused scientific report on global warming."Climate change, once considered an issue for a distant future, has moved firmly into the present," the report says. "For decades we've been collecting the dots about climate change, now we're connecting those dots."In a White House conference call with reporters, National Climatic Data Center Director Tom Karl said his two biggest concerns were flooding from sea level rise on the U.S. coastlines — especially for the low-lying cities of Miami, Norfolk, Virginia, and Portsmouth, New Hampshire — and drought, heat waves and prolonged fire seasons in the Southwest.Even though the nation's average temperature has risen by as much as 1.9 degrees since record keeping began in 1895, it's in the big, wild weather where the average person feels climate change the most, said co-author Katharine Hayhoe, a Texas Tech University climate scientist. Extreme weather like droughts, storms and heat waves hit us in the pocketbooks and can be seen by our own eyes, she said.The report says the intensity, frequency and duration of the strongest Atlantic hurricanes have increased since the early 1980s, but it is still uncertain how much of that is from man-made warming. Winter storms have increased in frequency and intensity and have shifted northward since the 1950s, it says. Also, heavy downpours are increasing — by 71 percent in the Northeast. Heat waves, such as those in Texas in 2011 and the Midwest in 2012, are projected to intensify nationwide. Droughts in the Southwest are expected to get stronger. Sea level has risen 8 inches since 1880 and is projected to rise between 1 foot and 4 feet by 2100.Climate data center chief Karl highlighted the increase in downpours, which are jumping by 30 percent to 60 percent elsewhere in the country besides the Northeast. He said last week's drenching, when Pensacola, Florida, got up to two feet of rain in one storm and parts of the East had three inches in one day, is what he's talking about."The projections for these kinds of changes are to continue as the globe continues to warm and the atmosphere is able to hold more water vapor," Karl said.Since January 2010, 43 of the lower 48 states have set at least one monthly record for heat, such as California having its warmest January on record this year. In the past 51 months, states have set 80 monthly records for heat, 33 records for being too wet, 12 for lack of rain and just three for cold, according to an Associated Press analysis of federal weather records.The report also says "climate change threatens human health and well-being in many ways." Those include smoke-filled air from wildfires, smoggy air from pollution, and more diseases from tainted food, water, mosquitoes and ticks. And ragweed pollen season has lengthened.Flooding alone may cost $325 billion by the year 2100 in one of the worst-case scenarios, with $130 billion of that in Florida, the report says. Already the droughts and heat waves of 2011 and 2012 added about $10 billion to farm costs, the report says.__

More than 1,000 people flee deadly Oklahoma wildfire

OKLAHOMA CITY (Reuters) - More than 1,000 people have been forced to leave their homes in central Oklahoma because of a wildfire that has killed one person and threatened scores of buildings in its path, officials said on Monday.High heat and winds have spurred the wildfire after the blazes broke out Sunday near Guthrie, 30 miles north of Oklahoma City.Guthrie Fire Department Chief Eric Harlow said more than 40 agencies responded to help contain the wildfire, which has destroyed about 10 homes and left another 150 homes under threat from being engulfed in flames.A 56-year-old man was killed on Sunday after he refused to leave his residence, Harlow said and at least 1,000 residents have been forced to flee the area.Governor Mary Fallin toured the area Monday and proclaimed a state of emergency in 36 counties facing a high risk of fire.(Editing by Jon Herskovitz)

Gunmen abduct eight more girls in northeast Nigeria: police

MAIDUGURI, Nigeria (Reuters) - Suspected Boko Haram gunmen kidnapped eight girls from a village near one of the Islamists' strongholds in northeastern Nigeria overnight, police and residents said on Tuesday.The abduction of the girls, aged 12 to 15, follows the kidnapping of more than 200 other schoolgirls by the militant group last month, whom it has threatened to sell into slavery.Lazarus Musa, a resident of the village of Warabe, told Reuters that armed men had opened fire during the raid."They were many, and all of them carried guns. They came in two vehicles painted in army color. They started shooting in our village," Musa said by telephone from the village in the hilly Gwoza area, Boko Haram's main base.A police source, who asked not to be identified, said the girls were taken away on trucks, along with looted livestock and food.Boko Haram leader Abubakar Shekau threatened in a video released to the media on Monday to sell the girls abducted from a secondary school on April 14 "on the market".The kidnappings by the Islamists, who say they are fighting for an Islamic state in Nigeria, have shocked a country long inured to the violence around the northeast.They have also embarrassed the government before a World Economic Forum (WEF) meeting on Africa, the annual gathering of the wealthy and powerful, in Abuja from May 7-9.Nigerian officials had hoped the event would highlight their country's potential as Africa's hottest investment destination since it became the continent's biggest economy from a GDP recalculation in March, but the forum has been overshadowed by the crisis over the girls, whose whereabouts remain a mystery.That has thrown the government's failings on national security into the spotlight just when it sought to parade its achievements such as power privatization and economic stability to top global business people and politicians.Boko Haram, the main security threat to Africa's leading energy producer, is growing bolder and appears better armed than ever."Many people tried to run behind the mountain but when they heard gun shots, they came back," Musa said. NIGERIA ACCEPTS U.S. OFFER OF HELP
Nigerian President Goodluck Jonathan welcomed a U.S. offer to send an American team to Nigeria to support the government's efforts to find the girls, the U.S. State Department said on Tuesday.The United Nations warned Boko Haram that if they carried out their leader's threat to sell the girls, they would forever be liable to prosecution for war crimes, even decades after the event."We warn the perpetrators that there is an absolute prohibition against slavery and sexual slavery in international law. Some streets were barricaded by buses or walls of tires and people heard shooting near a local military base.In Kramatorsk, a separatist-held town in the east that saw an advance by Ukrainian troops at the weekend, the coffin of 21-year-old nurse Yulia Izotova was carried through streets stilled by barricades of tires and tree trunks on Monday. Scattered red carnations traced the route.At the Holy Trinity Church, seven priests led mourners in prayer for a woman killed by large caliber bullets, which the townsfolk believe were fired by Ukrainian troops."They shoot at us. GOVERNMENT OFFENSIVE
The next few days could prove decisive: separatists in the eastern Donbass region say they will hold a referendum on secession on Sunday May 11, similar to the one that preceded Russia's annexation of Crimea.The U.S. State Department denounced any attempt at a vote as "bogus" and promised more sanctions if Russia used it, as in Crimea, to send in forces or annex more territory: "This is the Crimea playbook all over again," a spokeswoman said.Secretary of State John Kerry said he would meet ministers in Europe next week to discuss the next steps on Ukraine.Two days before the vote, Friday May 9, is the annual Victory Day holiday celebrating the Soviet Union's victory over Nazi Germany. Moscow has been openly comparing the government in Kiev to the Nazis, and Ukrainian officials say they are worried that the day could provoke violence. In Moscow, there will be a massive parade of military hardware through Red Square, a Soviet-era tradition revived by President Vladimir Putin.The past few days have seen government forces press on with an offensive but make little progress in the east, where separatist rebels have so far held firm at their main outpost in the town of Slaviansk and shot down three Ukrainian helicopters.Interior Minister Arsen Avakov said on Tuesday more than 30 separatists had been killed in fighting around Slaviansk, but there was no confirmation of such a figure. The rebels, who triggered fighting in the area on Monday by ambushing government troops, said four of their number had been killed.At roadblocks in the town, some armed fighters have been replaced by civilians, like Alexandra, in her late 20s, who said she leaves her 10-year-old daughter at home each morning, puts a starting pistol in her belt and walks to the barricades. The second option is a gradual blockade, destroying provocateurs and sabotage to prevent injuries among the population. LIMITED SANCTIONS
However, so far Western concern has not been matched by any serious action that might dissuade Putin. The United States and the European Union have imposed limited sanctions on lists of individual Russians and small firms, but have held back from measures designed to hurt Russia's economy broadly.Nonetheless, a senior finance ministry official in Moscow said Russian GDP could shrink again this quarter.NATO has made clear it will not fight to protect Ukraine, instead beefing up defenses of its nearby member states. NATO's top military commander, U.S. Air Force General Philip Breedlove, said on Monday Russia had used special forces in eastern Ukraine and he now believed Moscow might be able to achieve its goals without resorting to a conventional invasion.Western leaders have threatened to impose tougher sanctions on Russia if it interferes with presidential elections in Ukraine set for May 25, and most of their diplomacy has been centered around that date."If (the election) doesn't take place, there will be chaos and the risk of civil war," French President Francois Hollande said. "The Russians, Vladimir Putin, at the moment want this election not to happen so as to maintain the pressure. It's up to us to convince them."Petro Poroshenko, a Ukrainian confectionery baron who is front-runner in the presidential election, said the vote would go ahead despite the unrest: "We hope that we will be able to complete the anti-terrorist operation before the election. BRUSSELS - Nato has changed its assessment of the Ukraine crisis, saying Russia is more likely to foment rebellion than to invade.The alliance's military commander, US general Philip Breedlove, told a conference in Ottawa on Monday (5 May): "Today I would tell you I don't think that's [invasion] the most likely course of action ... I think now that [Russian leader Vladimir] Putin may be able to accomplish his objectives in eastern Ukraine and never go across the border with his forces.""Now I think probably the most likely course of action is that he will continue doing what he's doing – discrediting the government, creating unrest, trying to set the stage for a separatist movement."He noted that Russian special forces are probably operating in east and south Ukraine, however. "Remember that Putin denied their presence and now he has admitted to their presence in Crimea. BRUSSELS (Reuters) - Japanese Prime Minister Shinzo Abe, concerned about China's rising military spending and disputes with Beijing over islands in the East China Sea, signed a new partnership agreement with NATO on Tuesday.The accord, signed by Abe and NATO Secretary General Anders Fogh Rasmussen during Abe's visit to NATO's Brussels headquarters, will deepen Japan's cooperation with the Western military alliance in areas such as counter-piracy, disaster relief and humanitarian assistance.After addressing ambassadors from the 28 NATO nations, Abe drew a parallel between the situation in Ukraine, where Russia has occupied and annexed Crimea, and Asia, in an apparent allusion to a standoff between Beijing and Tokyo over tiny uninhabited islands in the East China Sea known as the Senkaku in Japan and the Diaoyu in China."We will not tolerate any change of status quo through intimidation or coercion or force. This is not only applicable to Europe or Ukraine. This is applicable to East Asia and it is applicable to the whole world," Abe said at a joint press conference with Rasmussen.Abe urged Russia and Ukraine's political parties to recognize the legitimacy of Ukraine's May 25 presidential election, which the West sees as crucial to help stabilize Ukraine after weeks of worsening violence that Western officials accuse Russia of helping to stir up."At the same time, in order to resolve this problem, we have to have dialogue with Russia," Abe said.NATO has said it will not get involved militarily in Ukraine but it has reinforced security in eastern European members of NATO that are worried by Russia's renewed assertiveness.In addition to steps it has already taken to deploy more planes, ships and troops to eastern Europe, NATO would "not hesitate to take further steps if necessary to ensure effective defense and protection of our allies," Rasmussen said.

Federal report: Warming disrupts Americans' lives

WASHINGTON (AP) — Global warming is rapidly turning America the beautiful into America the stormy, sneezy and dangerous, according to a new federal scientific report. And those shining seas? Rising and costly, the report says.Climate change's assorted harms "are expected to become increasingly disruptive across the nation throughout this century and beyond," the National Climate Assessment concluded Tuesday. The report emphasizes that warming and all-too-wild weather are changing daily lives, using the phrase "climate disruption" as another way of saying global warming.
Still, it's not too late to prevent the worst of climate change, says the 840-page report, which the White House is highlighting as it tries to jump-start often-stalled efforts to curb heat-trapping gases.
White House science adviser John Holdren called the report, the third edition of a congressionally mandated study, "the loudest and clearest alarm bell to date signaling the need to take urgent action." Later this summer, the Obama administration plans to propose new and controversial regulations restricting gases that come from existing coal-fired power plants.Some fossil energy groups, conservative think tanks and Republican senators immediately assailed the report as "alarmist." Senate Republican leader Mitch McConnell of Kentucky said President Barack Obama was likely to "use the platform to renew his call for a national energy tax. And I'm sure he'll get loud cheers from liberal elites — from the kind of people who leave a giant carbon footprint and then lecture everybody else about low-flow toilets."Republican Sen. David Vitter of Louisiana said the report was supposed to be scientific but "it's more of a political one used to justify government overreach."The report — which is full of figures, charts and other research-generated graphics — includes 3,096 footnotes to other mostly peer-reviewed research. It was written by more than 250 scientists and government officials, starting in 2012. A draft was released in January 2013, but this version has been reviewed by more scientists, including twice by the National Academy of Science which called it "reasonable," and has had public comment. It is written in a bit more simple language so people can realize "that there's a new source of risk in their lives," said lead author Gary Yohe of Wesleyan University in Connecticut.Environmental groups praised the report. "If we don't slam the brakes on the carbon pollution driving climate change, we're dooming ourselves and our children to more intense heat waves, destructive floods and storms and surging sea levels," said Frances Beinecke, president of the Natural Resources Defense Council.Scientists and the White House called it the most detailed and U.S.-focused scientific report on global warming."Climate change, once considered an issue for a distant future, has moved firmly into the present," the report says. "For decades we've been collecting the dots about climate change, now we're connecting those dots."In a White House conference call with reporters, National Climatic Data Center Director Tom Karl said his two biggest concerns were flooding from sea level rise on the U.S. coastlines — especially for the low-lying cities of Miami, Norfolk, Virginia, and Portsmouth, New Hampshire — and drought, heat waves and prolonged fire seasons in the Southwest.Even though the nation's average temperature has risen by as much as 1.9 degrees since record keeping began in 1895, it's in the big, wild weather where the average person feels climate change the most, said co-author Katharine Hayhoe, a Texas Tech University climate scientist. Extreme weather like droughts, storms and heat waves hit us in the pocketbooks and can be seen by our own eyes, she said.The report says the intensity, frequency and duration of the strongest Atlantic hurricanes have increased since the early 1980s, but it is still uncertain how much of that is from man-made warming. Winter storms have increased in frequency and intensity and have shifted northward since the 1950s, it says. Also, heavy downpours are increasing — by 71 percent in the Northeast. Heat waves, such as those in Texas in 2011 and the Midwest in 2012, are projected to intensify nationwide. Droughts in the Southwest are expected to get stronger. Sea level has risen 8 inches since 1880 and is projected to rise between 1 foot and 4 feet by 2100.Climate data center chief Karl highlighted the increase in downpours, which are jumping by 30 percent to 60 percent elsewhere in the country besides the Northeast. He said last week's drenching, when Pensacola, Florida, got up to two feet of rain in one storm and parts of the East had three inches in one day, is what he's talking about."The projections for these kinds of changes are to continue as the globe continues to warm and the atmosphere is able to hold more water vapor," Karl said.Since January 2010, 43 of the lower 48 states have set at least one monthly record for heat, such as California having its warmest January on record this year. In the past 51 months, states have set 80 monthly records for heat, 33 records for being too wet, 12 for lack of rain and just three for cold, according to an Associated Press analysis of federal weather records.The report also says "climate change threatens human health and well-being in many ways." Those include smoke-filled air from wildfires, smoggy air from pollution, and more diseases from tainted food, water, mosquitoes and ticks. And ragweed pollen season has lengthened.Flooding alone may cost $325 billion by the year 2100 in one of the worst-case scenarios, with $130 billion of that in Florida, the report says. Already the droughts and heat waves of 2011 and 2012 added about $10 billion to farm costs, the report says.__

More than 1,000 people flee deadly Oklahoma wildfire

OKLAHOMA CITY (Reuters) - More than 1,000 people have been forced to leave their homes in central Oklahoma because of a wildfire that has killed one person and threatened scores of buildings in its path, officials said on Monday.High heat and winds have spurred the wildfire after the blazes broke out Sunday near Guthrie, 30 miles north of Oklahoma City.Guthrie Fire Department Chief Eric Harlow said more than 40 agencies responded to help contain the wildfire, which has destroyed about 10 homes and left another 150 homes under threat from being engulfed in flames.A 56-year-old man was killed on Sunday after he refused to leave his residence, Harlow said and at least 1,000 residents have been forced to flee the area.Governor Mary Fallin toured the area Monday and proclaimed a state of emergency in 36 counties facing a high risk of fire.(Editing by Jon Herskovitz)
