Pentagon says U-2 spy plane flew over Los Angeles on day of glitches

(Reuters) - A Pentagon spokesman said on Monday that a U-2 spy plane flew over Southern California on a day last week when an air traffic control center in the area suffered a major software glitch, but he could not say whether the two events were related.The Federal Aviation Administration has said it was investigating a "flight plan processing issue" that led several airports in the region to halt takeoffs and forced airlines to delay or cancel dozens of flights last Wednesday.NBC News has reported that computers at the L.A. Air Route Traffic Control Center in Palmdale, California, were overloaded when they tried to track the U-2, a Cold War-era spy plane still in use by the U.S. military."I can tell you that there was a U-2 operating in the area in accordance with all FAA regulations. It filed a flight plan. It was conducting a training operation," Army Colonel Steve Warren, a Pentagon spokesman, said on Monday."The U-2 filed all the proper flight plan paperwork and was conducting its operation in accordance with those filings," he said, adding it was not unusual for the plane to be conducting operations in that area.Warren said the Pentagon's acknowledgment that the flight was in the area should not be considered confirmation that the U-2's presence was a factor in the flight delays at Los Angeles International Airport.He said the incident had not prompted the military to change the way it conducted such operations.An FAA spokesman declined to comment on the Pentagon statement, but the agency has said that it would "fully analyze the event" to prevent a recurrence.The computer problem slowed the journeys of tens of thousands of arriving and departing passengers at Los Angeles International Airport, one of the busiest in the country.Bob Hope Airport in Burbank, California; John Wayne Airport in Santa Ana, California; and McCarran International Airport in Las Vegas were among other facilities affected by the order to keep planes grounded.So were flights in other parts of the country that were bound for the wide swath of airspace in the southwestern United States managed by the center.(Additional reporting by David Alexander in Washington, D.C.; Editing by Cynthia Johnston and Ken Wills)

TORONTO - Harry Potter, eat your heart out.A University of Toronto professor and a PhD student have developed a new invisibility cloak — at least on radar.Computer engineering Prof. George Eleftheriades and PhD student Michael Selvanayagam are now in talks with the Canadian military to see if their new approach to making things invisible to radar can be applied in the field.It could possibly hide military vehicles or have uses in surveillance operations.In addition to the Armed Forces, it could possibly be used to help ease the movement of signals from cellular base stations.“We ‘see’ a physical object by detecting electromagnetic waves scattered from the object,” Eleftheriades explained Tuesday. “A device that can ‘correct’ or cancel that scattering would take the notion of a magic invisibility cloak from the realm of science fiction to reality.”In order to cloak objects from radar, the researchers surround it with many small antennas that radiate an electromagnetic field. The radiated field cancels out any waves scattering off the object, making it appear “invisible.”Eleftheriades and Selvanayagam have been working on a functional invisibility cloak since 2006, but earlier efforts yielded no practical uses.The system can also alter the “radiowave signature” of a cloaked object, making it appear bigger, smaller or even shifting it in space.

LOS ANGELES — The failure of the primary air traffic control system around Los Angeles last week happened because electronic data from a single plane's flight plan confused the system's software, according to the Federal Aviation Administration.When that system failed, a backup helped safely guide flights already in the air, but hundreds of planes across the nation headed for Southern California were ordered not to take off Wednesday as an air traffic control facility north of Los Angeles effectively rebooted.
The Pentagon confirmed Monday that an Air Force U-2 spy plane was conducting training operations in the area. It is not unusual for a U-2 to operate in the region, and the necessary flight plan had been submitted for the high-flying plane, Col. Steve Warren said.FAA spokesman Lynn Lunsford would not specify whether the flight plan that caused the issue was that of the U-2."It was an individual flight plan and the issue had to do with the way it was coded," he said.Since the incident, the FAA has been analyzing what went wrong with its En Route Automation Modernization system. The computer system, known as ERAM, allows air traffic controllers at several dozen "en route centers" around the country to identify and direct planes at high altitudes.The Los Angeles en route center is located at the Palmdale Regional Airport, about 40 miles north of Los Angeles. It controls high altitude air traffic over southern and central California, southern Nevada, southwestern Utah and western Arizona — except airspace designated for military use.When the system went down, air traffic controllers in Palmdale had to call their counterparts at neighboring centers to update them on each plane's flight plan, according to Nate Pair, the president for Los Angeles Center of the National Air Traffic Controllers Association. While that was more onerous than normal operations — when computers automatically pass along updates — the system still worked, Pair said."Not knowing why it was happening is the reason why we decided to shut everything down," he said. "They're searching to find the cause of the glitch, and we're waiting analysis on that."

PARIS: Europe’s aviation safety watchdog called today for the transmission time of tracking beacons fitted onto black box flight recorders to be extended from 30 to 90 days, a reform that may have made it easier to find the missing Malaysia Airlines plane.The aircraft disappeared on March 8 with 239 people on board, and an intense search for the plane has been scaled back after coming up with nothing despite an air and sea hunt over 4.64 million square kilometres of the southern Indian Ocean.Part of the problem is that the batteries to the beacons fitted onto the so-called “black box” cockpit voice recorder and flight data recorder — which are crucial in locating a plane and determining what caused it to crash — have died, making the search even more difficult.In a statement, the European Aviation Safety Agency urged “the extension of the transmission time of underwater locating devices (ULD) fitted on flight recorders from 30 days to 90 days”. The agency suggested that all large planes flying over oceans be equipped with a new type of ULD with a longer locating range.The minimum recording duration of cockpit voice recorders installed on new large planes should also be increased to 20 hours from the current two hours, it added.“The tragic flight of Malaysia Airlines MH370 demonstrates that safety can never be taken for granted,” said Patrick Ky, EASA’s director. “The proposed changes are expected to increase safety by facilitating the recovery of information by safety investigation authorities.” The recommendations need to be adopted by the European Commission, and will apply to all planes and helicopters registered in the 32 EASA member states.Australia on Monday hosted a meeting in Canberra with the transport ministers of Malaysia and China to determine the way forward in the hunt for the missing plane, which will focus on an intensified undersea search.China is involved because two-thirds of the passengers were Chinese, while the plane is believed to have gone down in Australia’s search and rescue territory.Australian Deputy Prime Minister Warren Truss admitted the hunt will take time, with the ocean bed in the prospective search zone several kilometres deep and largely unmapped, meaning specialist sonar equipment and other autonomous vehicles are needed.He said a tender process would start soon to acquire them, but it would likely be two months before the equipment was actually in the water, while more oceanographic mapping was required to better understand where they would be looking.A submersible Bluefin-21 has been scouring the seabed in an area where undersea transmissions were detected, believed to have come from the plane’s black box flight recorders before the batteries died.It will soon be joined by a dedicated team of vessels from Australia, Malaysia and China. Officials from Australia, Malaysia and China have met to map out a way forward in the search for the missing Malaysia Airlines plane.Transport ministers from Malaysia and China joined the Australian deputy leader and Angus Houston, the official leading the search, at the talks in Canberra.So far, an intensive search operation has found no sign of flight MH370.The next stage is set to involve a long search of a large area of ocean floor.The plane went missing on 8 March as it flew from Kuala Lumpur to Beijing, with 239 people on board.It lost contact with air traffic controllers over the South China Sea. Officials now believe, based on satellite data, that it ended its journey in the sea far west of the Australian city of Perth.It is not yet known what caused the plane to fly so far off course. Finding its "black box" flight recorders is seen as key to understanding what happened.
Seabed mapping
Last week, Australia announced that the operation was entering a new phase, after an initial search of the area where acoustic signals thought to be from flight recorders were heard found nothing.Speaking in Canberra, Australian Deputy Prime Minister Warren Truss said new sonar and submersible equipment would be needed."It's possible that some of it may be owned by navies or governments around the world, but it's likely that the majority will have to be provided from the private sector," he said.He said the plan was to call for bids for a single operator to lead the search in its new phase.He said he was optimistic that this could be done "in the space of one to two months", and said that in the interim the Bluefin-21 robotic submersible would continue working.Mr Truss also said that detailed mapping of the ocean floor would be a key part of the next stage."Much of this area has never been mapped and so it will require a significant effort for us to understand the ocean floor in that area," he said.More meetings would begin on Wednesday where experts would share all the information, including satellite data, collected to date, it was agreed.Angus Houston said they wanted to ensure their assumptions were correct."We've got to this stage of the process where it's very sensible to go back and have a look at all of the data that has been gathered, all of the analysis that has been done and make sure there's no flaws in it, the assumptions are right, the analysis is right and the deductions and conclusions are right,'' AP quoted him as saying.Australia has warned that the next stage of the search could take up to a year.

Pentagon says U-2 spy plane flew over Los Angeles on day of glitches

(Reuters) - A Pentagon spokesman said on Monday that a U-2 spy plane flew over Southern California on a day last week when an air traffic control center in the area suffered a major software glitch, but he could not say whether the two events were related.The Federal Aviation Administration has said it was investigating a "flight plan processing issue" that led several airports in the region to halt takeoffs and forced airlines to delay or cancel dozens of flights last Wednesday.NBC News has reported that computers at the L.A. Air Route Traffic Control Center in Palmdale, California, were overloaded when they tried to track the U-2, a Cold War-era spy plane still in use by the U.S. military."I can tell you that there was a U-2 operating in the area in accordance with all FAA regulations. It filed a flight plan. It was conducting a training operation," Army Colonel Steve Warren, a Pentagon spokesman, said on Monday."The U-2 filed all the proper flight plan paperwork and was conducting its operation in accordance with those filings," he said, adding it was not unusual for the plane to be conducting operations in that area.Warren said the Pentagon's acknowledgment that the flight was in the area should not be considered confirmation that the U-2's presence was a factor in the flight delays at Los Angeles International Airport.He said the incident had not prompted the military to change the way it conducted such operations.An FAA spokesman declined to comment on the Pentagon statement, but the agency has said that it would "fully analyze the event" to prevent a recurrence.The computer problem slowed the journeys of tens of thousands of arriving and departing passengers at Los Angeles International Airport, one of the busiest in the country.Bob Hope Airport in Burbank, California; John Wayne Airport in Santa Ana, California; and McCarran International Airport in Las Vegas were among other facilities affected by the order to keep planes grounded.So were flights in other parts of the country that were bound for the wide swath of airspace in the southwestern United States managed by the center.(Additional reporting by David Alexander in Washington, D.C.; Editing by Cynthia Johnston and Ken Wills)

TORONTO - Harry Potter, eat your heart out.A University of Toronto professor and a PhD student have developed a new invisibility cloak — at least on radar.Computer engineering Prof. George Eleftheriades and PhD student Michael Selvanayagam are now in talks with the Canadian military to see if their new approach to making things invisible to radar can be applied in the field.It could possibly hide military vehicles or have uses in surveillance operations.In addition to the Armed Forces, it could possibly be used to help ease the movement of signals from cellular base stations.“We ‘see’ a physical object by detecting electromagnetic waves scattered from the object,” Eleftheriades explained Tuesday. “A device that can ‘correct’ or cancel that scattering would take the notion of a magic invisibility cloak from the realm of science fiction to reality.”In order to cloak objects from radar, the researchers surround it with many small antennas that radiate an electromagnetic field. The radiated field cancels out any waves scattering off the object, making it appear “invisible.”Eleftheriades and Selvanayagam have been working on a functional invisibility cloak since 2006, but earlier efforts yielded no practical uses.The system can also alter the “radiowave signature” of a cloaked object, making it appear bigger, smaller or even shifting it in space.

LOS ANGELES — The failure of the primary air traffic control system around Los Angeles last week happened because electronic data from a single plane's flight plan confused the system's software, according to the Federal Aviation Administration.When that system failed, a backup helped safely guide flights already in the air, but hundreds of planes across the nation headed for Southern California were ordered not to take off Wednesday as an air traffic control facility north of Los Angeles effectively rebooted.
The Pentagon confirmed Monday that an Air Force U-2 spy plane was conducting training operations in the area. It is not unusual for a U-2 to operate in the region, and the necessary flight plan had been submitted for the high-flying plane, Col. Steve Warren said.FAA spokesman Lynn Lunsford would not specify whether the flight plan that caused the issue was that of the U-2."It was an individual flight plan and the issue had to do with the way it was coded," he said.Since the incident, the FAA has been analyzing what went wrong with its En Route Automation Modernization system. The computer system, known as ERAM, allows air traffic controllers at several dozen "en route centers" around the country to identify and direct planes at high altitudes.The Los Angeles en route center is located at the Palmdale Regional Airport, about 40 miles north of Los Angeles. It controls high altitude air traffic over southern and central California, southern Nevada, southwestern Utah and western Arizona — except airspace designated for military use.When the system went down, air traffic controllers in Palmdale had to call their counterparts at neighboring centers to update them on each plane's flight plan, according to Nate Pair, the president for Los Angeles Center of the National Air Traffic Controllers Association. While that was more onerous than normal operations — when computers automatically pass along updates — the system still worked, Pair said."Not knowing why it was happening is the reason why we decided to shut everything down," he said. "They're searching to find the cause of the glitch, and we're waiting analysis on that."

PARIS: Europe’s aviation safety watchdog called today for the transmission time of tracking beacons fitted onto black box flight recorders to be extended from 30 to 90 days, a reform that may have made it easier to find the missing Malaysia Airlines plane.The aircraft disappeared on March 8 with 239 people on board, and an intense search for the plane has been scaled back after coming up with nothing despite an air and sea hunt over 4.64 million square kilometres of the southern Indian Ocean.Part of the problem is that the batteries to the beacons fitted onto the so-called “black box” cockpit voice recorder and flight data recorder — which are crucial in locating a plane and determining what caused it to crash — have died, making the search even more difficult.In a statement, the European Aviation Safety Agency urged “the extension of the transmission time of underwater locating devices (ULD) fitted on flight recorders from 30 days to 90 days”. The agency suggested that all large planes flying over oceans be equipped with a new type of ULD with a longer locating range.The minimum recording duration of cockpit voice recorders installed on new large planes should also be increased to 20 hours from the current two hours, it added.“The tragic flight of Malaysia Airlines MH370 demonstrates that safety can never be taken for granted,” said Patrick Ky, EASA’s director. “The proposed changes are expected to increase safety by facilitating the recovery of information by safety investigation authorities.” The recommendations need to be adopted by the European Commission, and will apply to all planes and helicopters registered in the 32 EASA member states.Australia on Monday hosted a meeting in Canberra with the transport ministers of Malaysia and China to determine the way forward in the hunt for the missing plane, which will focus on an intensified undersea search.China is involved because two-thirds of the passengers were Chinese, while the plane is believed to have gone down in Australia’s search and rescue territory.Australian Deputy Prime Minister Warren Truss admitted the hunt will take time, with the ocean bed in the prospective search zone several kilometres deep and largely unmapped, meaning specialist sonar equipment and other autonomous vehicles are needed.He said a tender process would start soon to acquire them, but it would likely be two months before the equipment was actually in the water, while more oceanographic mapping was required to better understand where they would be looking.A submersible Bluefin-21 has been scouring the seabed in an area where undersea transmissions were detected, believed to have come from the plane’s black box flight recorders before the batteries died.It will soon be joined by a dedicated team of vessels from Australia, Malaysia and China. Officials from Australia, Malaysia and China have met to map out a way forward in the search for the missing Malaysia Airlines plane.Transport ministers from Malaysia and China joined the Australian deputy leader and Angus Houston, the official leading the search, at the talks in Canberra.So far, an intensive search operation has found no sign of flight MH370.The next stage is set to involve a long search of a large area of ocean floor.The plane went missing on 8 March as it flew from Kuala Lumpur to Beijing, with 239 people on board.It lost contact with air traffic controllers over the South China Sea. Officials now believe, based on satellite data, that it ended its journey in the sea far west of the Australian city of Perth.It is not yet known what caused the plane to fly so far off course. Finding its "black box" flight recorders is seen as key to understanding what happened.
Seabed mapping
Last week, Australia announced that the operation was entering a new phase, after an initial search of the area where acoustic signals thought to be from flight recorders were heard found nothing.Speaking in Canberra, Australian Deputy Prime Minister Warren Truss said new sonar and submersible equipment would be needed."It's possible that some of it may be owned by navies or governments around the world, but it's likely that the majority will have to be provided from the private sector," he said.He said the plan was to call for bids for a single operator to lead the search in its new phase.He said he was optimistic that this could be done "in the space of one to two months", and said that in the interim the Bluefin-21 robotic submersible would continue working.Mr Truss also said that detailed mapping of the ocean floor would be a key part of the next stage."Much of this area has never been mapped and so it will require a significant effort for us to understand the ocean floor in that area," he said.More meetings would begin on Wednesday where experts would share all the information, including satellite data, collected to date, it was agreed.Angus Houston said they wanted to ensure their assumptions were correct."We've got to this stage of the process where it's very sensible to go back and have a look at all of the data that has been gathered, all of the analysis that has been done and make sure there's no flaws in it, the assumptions are right, the analysis is right and the deductions and conclusions are right,'' AP quoted him as saying.Australia has warned that the next stage of the search could take up to a year.
