US House looks to enhance commitment to Israel’s military edge

Proposed legislation would add assistance to Israel’s cyberwarfare capabilities to the definition of QME

WASHINGTON — The US House of Representatives Foreign Affairs Committee overwhelmingly approved a bill that would enhance the US commitment to Israel’s qualitative military edge.The bill, introduced by Rep. Doug Collins (R-Ga.) would increase presidential reports to Congress on how the executive branch is guaranteeing Israel’s QME from once every four years to once every two years and would add assistance to Israel’s cyberwarfare capabilities to the definition of QME.The committee on Wednesday approved the bill by unanimous consent, and now it goes to the full House for consideration.

Collins noted the bipartisan support for the bill in a statement after the vote.“This process was built on the strongest foundation: a real, bipartisan commitment to America’s vital relationship with Israel,” he said. “We worked together and found a way to make this relationship even stronger with the increasingly important principles of transparency and accountability.”Rep. Brad Schneider (D-Ill.), a Democratic sponsor of the bill, said the need for intensified focus on the US-Israel military relationship arose from the recent turmoil in the Middle East.“As Israel continues to face a broad spectrum of threats, from a nuclear Iran to a collapsing Syria, the United States must be steadfast in its efforts to ensure that Israel has the tools to maintain its qualitative military edge over those who seek to do it harm,” he said.

Kerry anticipates flying on to Israel if it is signed to immediately brief Prime Minister Benjamin Netanyahu on the terms.Netanyahu has been publicly castigating the US over the terms of the emerging deal — which provides for a partial freeze in the Iranian program and the easing of some sanctions — and imploring Kerry not to sign it. Iranian Foreign Minister Mohammad Javad Zarif said Friday that Iran and the P5+1 are in agreement on 90 percent of the issues in the ongoing discussions over his country’s nuclear program in Geneva.According to Israel’s Channel 2 news, Iranian participants in the talks claim the P5+1 nations have now recognized Iran’s “right to enrich uranium” — a major concession that Israel has warned would essentially legitimize the rogue Iranian nuclear program.When the previous round of talks broke down in Geneva two weeks ago, the interim deal on offer reportedly provided for Iran to continue enriching uranium to 3.5% in the coming six months, pending a permanent deal. Israel’s Prime Minister Benjamin Netanyahu castigated the deal as “bad” and “dangerous,” and began a prolonged round of public sniping with US Secretary of State John Kerry over the deal.Zarif said Friday Iran “had not changed our position” in the talks, which included ensuring that the international community respected what he called Iran’s “right to  peaceful use of nuclear energy, including enrichment.”“It should become clear today if we want to reach… a conclusion in the ongoing round of talks or further negotiation events are needed,” Zarif told reporters. ”Numerically speaking, perhaps 90 percent of progress has been made,” Zarif said, adding that there were still “one or two issues which are of great significance” to agree on.One of those issues is likely the heavy water facility near Arak, according to a US official close to the talks. The enrichment issue and the scope of sanctions relief also appeared to be key sticking points Friday between the two top negotiators, Zarif and Catherine Ashton, the EU’s top diplomat.

The Obama administration remained hopeful that a deal could be reached this time around in Geneva.

“We hope that an agreement can be reached,” said White House spokesman Jay Carney.“The Iranians decided they were not able come to an agreement in the previous round, but we remain hopeful that we can reach an agreement with all of our P5+1 allies and the Iranians in Geneva.”In Moscow on Wednesday, Netanyahu, speaking at a joint press conference with President Vladimir Putin, reiterated his demand for the full dismantling of the Iranian nuclear program. Netanyahu insisted that the international community must demand the closure of the Arak facility, and the cessation of all Iranian uranium enrichment. “We believe it is possible to reach a better agreement, but it requires us to be consistent and persistent,” he said.Despite reportedly difficult negotiations early Friday, news that Russian Foreign Minister Sergey Lavrov was on his way to Geneva sparked afternoon rumors that an imminent breakthrough may still be possible. Israel Radio cited US sources who said Kerry may also be on his way to join talks shortly.Zarif and Ashton have met repeatedly since Wednesday to hammer out language on a nuclear deal acceptable to both Tehran and six world powers, the P5+1, trying to limit Iran’s nuclear program.The negotiations were supposed to be held between the six and Tehran, but those talks have been put on hold except for a brief meeting Wednesday. The Russian Foreign Ministry announced Friday that Lavrov was flying to Geneva Friday to take part in the Iran talks.The ministry said in a statement carried by Russian news agencies that Lavrov may also meet in Geneva with UN’s top Syrian envoy, Lakhdar Brahimi.Lavrov said Wednesday that he could meet with Kerry this week, but didn’t specify where the meeting would take place.

Recently reinstated Foreign Minister Avigdor Liberman warned Friday that should the international community allow Iran to continue enriching uranium — as the emerging deal between world powers and Tehran in Geneva is rumored to do — it will lead to a nuclear race in the region on a scale “that even the most nightmarish Hollywood horror movie could not come close to depicting.“If the world legitimizes the Iranian demand to recognize its ‘right to enrich uranium,’ all the countries in the region will soon demand this same ‘right,’ and that will set off a nuclear race,” Liberman said at a conference in Eilat.“We will know how to handle the Iranian threat, even if we stand alone,” he said. “The threat is not just directed at us. The consequences [will be felt] across the Persian Gulf, Saudi Arabia, the price of oil and gas. [The consequences] will be catastrophic for the whole world.”Liberman addressed the Netanyahu government’s recent clash with the United States over the emerging deal taking shape in Geneva — where talks entered their third day Friday — calling for a more measured approach toward Israel’s closest ally.“Israel cannot act in the modern world without the coordination and assistance of the United States, its most important strategic partner. We must take into consideration the difficulties they face and help them by developing a more varied foreign policy,” he said.Conceding that Israel’s behavior lately has been “not OK,” the foreign minister stressed that Israel cannot “always demand [things] from the United States and continue to burden them too much. But the seven nations have convened only once since the current round of talks started Wednesday. Palestinian Authority President Mahmoud Abbas said Friday that he would be willing to speak at the Knesset, but only on his own terms, after Prime Minister Benjamin Netanyahu invited him to the Knesset to recognize Israel as a Jewish state “in order for the peace to be real.”Speaking to The Voice of Russia, Abbas said that if Netanyahu “comes up with an offer and then immediately puts forward his own terms,” meaning that “this and that should be said and so on,” he would reject the invitation.However, if Netanyahu were to ask him to speak at the Knesset “and say the things I want to say,” Abbas said that he was “ready to do it – but only in order to say what I want to say and not what he wants to hear.”Abbas added that a Palestinian state with recognized borders would be created only “when Israel realizes the need to establish peace in the Middle East,” and stressed that the future state’s capital would be “in holy Jerusalem.”He said he was confident “Palestine will undoubtedly become a full-fledged UN member state” in the future, having obtained the status of non-member observer state last year.Abbas also touched on the “great potential” and the “significant part” Russia has to play in facilitating Middle East peace, urging closer economic cooperation between Moscow and the Palestinian Authority.On Monday, Netanyahu invited Abbas to speak in service of the two-state solution in Jerusalem, saying that he would return the favor and speak in Ramallah on the same topic.“Most of the Knesset members are unified: In order for the peace to be real, it must go in both directions. One cannot demand that we recognize a Palestinian national state without demanding of them to recognize a Jewish state,” the prime minister said at a special parliamentary session in honor of visiting French President Francois Hollande.“Mr. President, hours ago you met Mahmoud Abbas,” Netanyahu noted, addressing Hollande. “And I call on him today: Let’s break the stalemate. SF State president slams pro-Palestinian placards

Slogan calling for ‘killing colonizers’ draws ire for celebrating violence and promoting anti-Semitism

San Francisco State University’s president condemned placards at a Palestinian campus event that said, “My heroes have always killed colonizers.”Stencils allowing attendees to paint the slogan on placards were available at a Nov. 7 event celebrating the sixth anniversary of the creation of a campus mural honoring the late Palestinian-American academic Edward Said.According to the San Francisco Examiner, the stencils were provided at one of the tables at the event manned by various organizations.“I am dismayed by the glorification of violence that this message conveys,” the university’s president, Les Wong, said in a statement this week, referring to the stencils. “There is no place at SF State for celebrating violence or promoting intolerance, bigotry, anti-Semitism or any other form of hate-mongering.”Wong promised to convey his “firm commitment to a safe and civil campus environment directly to any students involved.”Wong’s statement followed complaints to his office about the stencils by the AMCHA Initiative, a group that opposes anti-Semitism on campus. A second stencil reportedly available at the event featured an image of Leila Khaled, a member of the Popular Front for the Liberation of Palestine (PFLP) who participated in a 1969 plane hijacking. She was captured the following year by Israeli air marshals as she tried to hijack a second plane.The mural celebration was organized by the General Union of Palestinian Students and the school’s Cesar Chavez Student Center. In a statement, the Palestinian student group had urged Wong to condemn AMCHA’s reaction to its event.“This belligerent smear campaign meant to slander the Palestinian movement on campus has directly created a hostile environment that makes it impossible for us to express our views and exercise our academic freedom,” the Palestinian student group’s statement said. The statement made no mention of the stencils.The mural celebration was co-sponsored by several Palestinian and Arab groups, as well as the university’s Arab and Muslim Ethnicities and Diasporas Initiative.
