Experts who took part in the test of the David's Sling anti-missile system Wednesday were elated at its success, according to a report by Maariv's Yochai Ofer.Pini Yungman, who heads the Missile Defense Systems Authority in Rafael Advanced Defense Systems said the test, in which an interceptor missile brought down a missile fired in simulation of an enemy attack, had made “history.”"We have developed 'next generation' technology here for a system that will provide a solution for future threats. You could say that all of the systems worked perfectly. The jewel in the crown is the interceptor, which carries technologies that do not exist yet anywhere else in the world.”Yair Ramati, from the Homa Administration, which is in charge of the project on behalf of the Defense Ministry, said that when the interception of the missile succeeded, “you could see doctors jumping up and down as if they were at a Beitar Yerushalayim [soccer] game. Even the American team shed tears. It was a blast you couldn't miss.”"The Israel Missile Defense Organisation and the US Missile Defense Agency completed a successful intercept test of the David's Sling Weapon System (DSWS) against a short-range ballistic missile today," the Defense Ministry said in a statement."This is the second intercept test of the Stunner interceptor for the DSWS. The intercept test was conducted at a test range in southern Israel," it added, without specifying where.The first such test took place in November 2012."The DSWS is designed as an additional layer of defense against ballistic missiles, to add interception opportunities to the joint US-Israel Arrow Weapon System and to improve the active defence architecture of the State of Israel against missile threats," the defense ministry said.The Arrow, a cutting-edge system designed to counter long-range missiles, has successfully intercepted missiles comparable to Iran's Shihab-3 in a variety of test conditions.David's Sling, which Israeli television said is designed to intercept missiles fired from a distance of 50 to 250 kilometres (30 to 155 miles), is meant to bridge the gap between Arrow and Iron Dome.Expected to be ready for deployment in 2014, it is being developed by Israel's Rafael Advanced Defense Systems and US company Raytheon.

subject in which he sought to outline what he called “a new vision for
America's role abroad.”“Foreign
policy is too often covered in simplistic terms. Many only recognize
two points of view: ‘doves’, who seek to isolate us from the world,
participating in global events only when there is a direct physical
threat to the safety of our homeland; and ‘hawks,’ who believe we should
use our military strength to intervene in response to practically every
crisis,” Rubio said during an address at the American Enterprise
Institute, a think tank in Washinton. “The problem is these labels are
obsolete. They come from the world of the past. The time has now come
for a new vision for America's role abroad — one that reflects the
reality of the world we live in today.”Rubio, who is pondering a
presidential run, sought to describe his vision of an active, strategic
and aggressive U.S. policy, one that ensures that the U.S. plays a
central role in world affairs and “keeps Americans safe, promotes our
national interests, and remains true to our guiding principles of
liberty and human rights.”That aggressive presence should “always” include the possibility of the use of military force, Rubio said.“Force
used with clear, achievable objectives must always remain a part of our
foreign policy toolbox. Because, while we always prefer peace over
conflict, sometimes our enemies choose differently,” he said.“Sometimes military engagement is our best option. And tragically, sometimes it becomes our only option.”Rubio’s
speech comes at a time of internal debate within the Republican Party
over the role of the United States internationally. In the years since
the costly invasion of Iraq and Afghanistan led by former President

noninterventionist wing of the party has sprouted within the
conservative movement, particularly through the rising popularity of
former presidential candidate Ron Paul and his son, Kentucky Sen. Rand
Paul.Traditional “hawks” such as Arizona Sen. John McCain and
South Carolina Sen. Lindsey Graham — lawmakers who have developed a
close relationship with Rubio since he joined the Senate in 2011 — have

Senate that would halt aid to Egypt after the nation’s government was

Rubio was sharply critical of President Barack Obama’s record on foreign policy, particularly his handling of Syria after the nation’s president was accused of using chemical weapons against civilians earlier this year.
“More than two years ago, I urged the president to exercise American influence at a time when we clearly had the ability to shape the outcome of the Syrian war — not through military action, but by working with an opposition that was not yet dominated by an influx of al-Qaida-linked extremists,” Rubio said. “But it was only when Assad employed chemical weapons, blatantly crossing the president’s own red line, that the conflict finally got a measurable — though very small — response from the White House. warning Wednesday about China's military buildup, predicting Beijing
could possess the largest fleet of modern submarine and combatant ships
in the western Pacific by 2020.The U.S.-China Economic and Security Review
Commission said China's military modernization is altering the balance
of power in the Asia-Pacific region and challenging decades of U.S.
pre-eminence.The commission advises Congress on the national security implications of the relationship between the two world powers.The
groups' annual report also examined cyberintrusions from China, the
trade and economic relationship with the U.S., and China's global ties.The
primary recommendation is that Congress fund shipbuilding and increase
the Navy's operational presence region in support of the Defense
Department's goal to base 60 percent of its warships in the Asia-Pacific
region by 2020, compared with about 50 percent currently.That's a
priority of the Obama administration's diplomatic and military
rebalance to Asia after a decade of war in Afghanistan and Iraq.The
commission said it welcomes the policy, but added: "There is growing
concern among U.S. allies and partners that the Department of Defense
will be unable to follow through on its commitment to the rebalance due
to declining defense budget and continuing security challenges
