MEPs call for treaty change to scrap Strasbourg seat

BRUSSELS - MEPs backed a single seat for the European Parliament with a thumping majority on Wednesday (20 November).Deputies backed a report by British Conservative Ashley Fox and Gerard Hafner, a German Green MEP, by 483 votes to 141 and 34 abstentions.The report, which is not legally binding, does not commit support for either Brussels or Strasbourg. Instead it calls for the European Parliament to use its power under the EU treaties to launch a procedure to change the treaty, with a view to allowing the parliament to decide on the location of its own seat.Nonetheless, most MEPs favour a single seat in Brussels where the bulk of the assembly's legislative work takes place.The parliament currently spends 48 days a year in Strasbourg an arrangement which was agreed by EU leaders at a summit in Edinburgh in 1992.A study by the parliament's own Secretary General revealed that the annuals costs of shuttling MEPs and officials to Strasbourg and maintaining the buildings are more than €100 million. It also results in around 20,000 tonnes of carbon dioxide emissions.However, a majority of MEPs scrapping the Strasbourg plenary sessions would require the support of all EU leaders, effectively giving France a veto.
French president Francois Hollande publicly ruled out giving up the Strasbourg sessions during a speech to deputies in February. Only a handful of France's 74 MEPs backed the report.Shifting EU summits or the Committee of the Regions to Strasbourg or basing a European university at the buildings are among the ideas to have been mooted by politicians as a way to compensate the French city for the loss of prestige and revenue from the plenary sessions.During a debate on the report on Tuesday (19 November), Fox commented that the most frequently question asked by his constituents was 'why are there two European Parliaments?'."The EP should have one seat and should decide itself where it sits," he said."What was once a symbol for peace and reconciliation in Europe is becoming a symbol for the absolute incapacity of the EU to reform itself," said Hafner."The practise of shifting thousands of people and resources from place to place is not only costly, inefficient, wasteful and environmentally-damaging, but, above all, it is bad for European democracy," he added.For her part, French socialist deputy Catherine Trautmann, a former mayor of Strasbourg, accused the report's authors who giving ammunition to eurosceptics, adding that MEPs should withdraw their attacks on the city as "a symbol of waste".But Fox dismissed this charge as "nonsense on stilts" pointing out that only four deputies spoke against the report, all of whom were French."French members should be honest that they are acting in their selfish national interests," he said, adding that "if the Parliament was based in Bristol I would do the same."

BRUSSELS - Seven EU countries have formed what France calls a "club" to produce military drones from 2020 onward.The scheme was agreed in Brussels on Tuesday (19 November) at a meeting of the European Defence Agency (EDA), the EU's defence think tank, by France, Germany, Greece, Italy, the Netherlands, Poland and Spain.The group-of-seven's defence ministers signed a "letter of intent" tasking the EDA to draw up a study on joint production of Medium Altitude Long Endurance (Male) craft, which can be used to strike military targets or for surveillance of migrant boats in the Mediterranean Sea.The EDA said in a press release that "the objective of this community is to exchange information as well as to identify and facilitate co-operation among member states which currently operate or plan to operate RPAS [Remotely Piloted Aircraft Systems]."The think tank's director, Claude-France Arnould, noted: "In view of today’s constrained financial situation, this effort for defence must be fully efficient which implies co-operation and searching for synergies."Another EDA official, Peter Round, told media: "This is the starting pistol for us to be able to start work on a European RPAS."The French defence minister, Jean-Yves Le Drian, said: "If Europe hopes to maintain a strategic capability, countries must pool their capacities and actions in a pragmatic way."
He called the group of seven a "club of drone-using countries."The EDA decision comes ahead of an EU summit on defence in December.It also comes amid a raft of existing European drone projects.
Three European arms firms - France's Dassualt, Franco-German firm Eads and Italy's Finmeccanica - agreed in June to launch their own European drone programme.France, Greece, Italy, Spain, Sweden and Switzerland are working on what they call a "euro-Ucav," or unmanned combat air vehicle, the Neuron, which made a test flight in December 2012.France and the UK are working on a "stealth" drone called Telemos to fly in 2018.On the civilian side, the European Commission is also developing drones to be used for surveillance in EU civilian airspace with Israel Aerospace Industries and with the Austrian-based firm, Diamond Airborne Sensing.The EDA meeting on Tuesday saw eight EU states - Austria, Belgium, the Czech Republic, France, Germany, Italy, Spain and the UK - sign up to a second scheme, the "Joint Investment Programme on RPAS for Air Traffic Insertion," to enable drones to fly alongside civilian planes.Meanwhile, the EU's new Male programme is designed to compete with Israeli and US arms firms.Israel and the US make the vast majority of the world's military drones and sell them to allies such as Germany, France, Italy and the UK.Britain, according to a report filed by the UK defence ministry to the British parliament last month, used US-made "Reapers" to strike targets in Afghanistan 418 times since 2007.The UN and robotics experts have voiced concerns about drone proliferation.Noel Sharkey, a British scientist who advises the UK military, told this website last year that China has also developed a Male, the Pterodactyl, which it intends to sell worldwide.But the concern has had little impact on a global drone market said by the US-based consultancy, the Teal Group, to be worth €5 billion a year and forecast to hit €9 billion by 2018.The EDA meeting on Tuesday also called for "increased co-operation" by EU states on air-to-air refuelling, satellite communications and cyber defence.Its press release noted, referring to EU states' reliance on the US airforce in the Libya and Mali conflicts, that: "Recent operations have demonstrated an important European capability gap in this area [air refuelling]."Correction: The original story said Denmark is part of a group of eight countries which signed up to a Joint Investment Programme on RPAS for Air Traffic Insertion. BRUSSELS - MEPs have approved the first-ever cut to the EU’s seven-year spending cycle in the bloc’s history, bringing to an end over a year of talks.The European Parliament voted for the €960 billion earmarked for the period 2014 to 2020 on Tuesday (19 November) by 537 votes to 126, as the parliament's three largest groups swung behind the deal.MEPs at the Strasbourg plenary session also voted on a series of programmes that are linked to the seven-year plan, including the Erasmus student exchange programme, and the Connecting Europe facility, together with reforms to the Common Agricultural Policy.
EU leaders agreed on the spending levels at a specially-convened summit in February.However, a stand-off between governments and the parliament emerged after MEPs insisted that they would not sign off on the budget without assurances that the commission can pay its outstanding bills for this year.The EU executive says that it has been the victim of continuous under-budgeting in recent years, leaving it unable to pay its bills without extra money.A series of amending budgets worth over €15 billion have been proposed by the commission during 2013 in a bid to plug funding shortfalls.MEPs were also unhappy about the overall cuts to EU spending, demanded by governments currently imposing domestic austerity programmes.Deputies were able to insert a "revision clause", which will require the European Commission to present a review in 2016 of how the budget framework is working.Each year of the budget "represents more money - in today's prices - than the whole Marshall plan in its time," Commission President Jose Manuel Barroso said following the vote."Our modern, future-oriented budget can make a real difference to people's lives."

Amid furtive talks, Iran says negotiating a ‘difficult job’

Speaking of an unspecified “misunderstanding or … mismanagement in the previous round,” he said “serious negotiations” had not yet started on a draft text meant to outline the contours of any first-step deal.While saying agreement was possible, Araghchi spoke of a “difficult job” ahead to bridge differences, which he described as “remarkable” in separate comments to Iranian state TV.He also said talks have included possible ways to reduce sanctions on Iranian oil sales and banking. The U.S. and its partners have spoken of offering some financial concessions, such as unfreezing Iranian bank accounts from previous oil sales.
But they have insisted the tough sanctions would remain in place to see if Iran abides by a first-stage deal.
Warnings from Iran’s supreme leader that his country’s readiness for compromise has its limits added to the sense of some work ahead. The tough talk reflected the tensions from nearly a decade of negotiations that have begun to make headway only recently.Ayatollah Ali Khamenei voiced support for the talks Wednesday but insisted there are limits to what Tehran will deal away at the negotiating table. He blasted Israel as “the rabid dog of the region” — comments rejected by French President Francois Hollande as “unacceptable.”
French spokeswoman Najat Vallaud-Belkacem told reporters in Paris that such statements complicate the talks, but France still hopes for a deal and its position has not changed. A previous round of talks earlier this month ended without agreement after France said it wanted tough conditions in any preliminary deal.
Israeli Prime Minister Benjamin Netanyahu, in Moscow to meet with President Vladimir Putin, renewed his demand for a full stop to all Iranian nuclear programs that could be turned from peaceful uses to making weapons.Israel wants a settlement that is “genuine and real,” he said.“Israel believes that the international community must unequivocally ensure the fulfillment of the UN Security Council’s decisions so that uranium enrichment ends, centrifuges are dismantled, enriched material is taken out of Iran and the reactor in Arak is dismantled,” Netanyahu said, referring to Iran’s plutonium reactor under construction.If the talks produce a deal to freeze Iran’s nuclear efforts, negotiators will pursue a more comprehensive agreement that would ensure that Tehran’s program is solely for civilian purposes. Iran would get some sanctions relief under such a first-step deal, without any easing of the harshest measures — those crippling its ability to sell oil, its main revenue maker.Iran has suggested it could curb its highest-known level of enrichment — at 20 percent — in a possible deal that could ease the U.S.-led economic sanctions.But Iranian leaders have made clear that their country will not consider giving up its ability to make nuclear fuel — the centerpiece of the talks since the same process used to make reactor stock can be used to make weapons-grade material.Details of sanctions relief being discussed have not been revealed. But a member of the US Congress and legislative aides on Wednesday put the figure at $6 billion to $10 billion, based on what they said were estimates from the U.S. administration.The aides and the member of Congress demanded anonymity because they weren’t authorized to divulge the estimate publicly.

Participants spoke about the situation faced by Christians in the Middle East, Eastern Europe, India and within their respective diaspora communities.Before listening to what each Eastern Church leader had to say, Pope Francis gave a brief introductory speech to all those gathered. He spoke about Benedict XVI’s Post-Synodal Exhortation “Ecclesia in Medio Oriente: "The union, which you are called to realize in your Churches, finds natural and full expression in the 'indefectible union with the Bishop of Rome"(ibid.). A union that demands a high price, not infrequently even martyrdom. The whole Church is very grateful for this.”"In order for our testimony to be credible, we are called to always seek " justice, godliness, faith, love, patience and gentleness "(ibid.; cf. 1 Tim 6:11 ), to a sober lifestyle in the image of Christ, who stripped himself to enrich us with his poverty (cf. 2 Cor 8:9); untiring zeal and that charity, fraternal and paternal, that the bishops , priests and faithful , especially if they live alone and marginalized , expect from us. They are asking us for transparency in management of assets and concern for every weakness and need. All of this while observing that authentic synodal praxis, which is distinctive of the Eastern Churches.”The Holy Father received participants of the Plenary Assembly today at 12 in the Clementine Hall of the Apostolic Palace in the Vatican. “The aim of this Session is to bring back the spirit of mercy of the Second Vatican Council and the subsequent magisterium on Eastern Christianity.”The Pope then turned his thoughts to the Middle East, the blessed land in which Christ lived, died and was resurrected. The light of faith in this land has not gone out, it is still shining bright. Every Catholic therefore has a debt of gratitude to the Churches in this region. One of the things we can learn from them is the effort that goes into their daily practise of the ecumenical spirit and interreligious dialogue.“Syria, Iraq, Egypt and areas of the Holy Land are still oozing tears. The Bishop of Rome will not be at peace for as long as there are still men and women of every religion, who have been robbed of their dignity and deprived of a future and all the basic things they need to survive and forced to become refugees and asylum seekers. Today, "together with the pastors of the Churches of the East", we appeal for "everyone's right to a dignified life and to freely profess their faith be respected. We should never resign ourselves to thinking of the Middle East without the Christians, who for two thousand years confess the name of Jesus, as full citizens in social, cultural and religious life of the nations to which they belong,” Francis said.Finally, the Pope asked the whole Church to encourage prayer. Prayer obtains reconciliation and peace from God’s merciful heart. Prayer takes away ignorance and inspires dialogue where there is open conflict. When it is sincere and persevering it makes our voice mild and resolute and able to listen to leaders of nations.

Earlier in November, the Parliamentary Assembly of the Mediterranean, a regional forum with observer status at the United Nations, conducted a high-level visit to the Middle East to discuss current peace negotiations between Israelis and Palestinians. Four Moroccan lawmakers were scheduled to travel to Israel for meetings in the Knesset but canceled at the last moment. According to Knesset speaker Yuli Edelstein, PAM President Francesco Amoruso said the Moroccans decided to bow out after receiving “harsh criticism from the media” in their home country.“I regret the non-appearance of the MPs from Morocco. We made great efforts to enable them to enter Israel and were expecting their arrival,” Edelstein said. “Our door is always open to anyone, and we will happily continue to host discussions about cooperation between the countries of the region, for the future of our children and grandchildren.”The king of Morocco, Mohammed VI, is currently visiting the United States, where he is scheduled to meet with President Barack Obama and Secretary of State John Kerry.
