“We have nothing against Iran — it’s a country that developed out of a long and great history; we have nothing against its people, who deserves access to civil energy, including nuclear energy,” Hollande said in a speech mostly sympathetic to Israel, in which he spoke at length about bilateral relations and the long and happy relationship between France and the Jewish people. “But, no, we cannot allow them access to nuclear weapons, because that would be a threat to Israel, to other countries in the region, but also a danger to the world.”France, the US, Russia, Britain, China and Germany — the so-called P5+1 — made a “serious, credible and solid proposal” to Iran during last week’s negotiations on Iran, Hollande said. He added that it was his foreign minister, Laurent Fabius, who made sure all that his demands were taken into consideration, and guarantees promised, before any deal is signed. “Now it’s up to Iran to respond. Not simply with words or vague promises, no, but by concrete and verifiable measures.”Given its volatile geopolitical situation, Israel has the right to “defend itself, to protect its existence and to guarantee the security of its people,” Hollande acknowledged. “I know that you count on your profound [military] power, but know that France is here, and that it is your friend.”Hollande also spoke of the “urgency” with which a final-status agreement — which would end the Israeli-Palestinian conflict — needs to be signed. “The status quo is untenable,” he said.
The French president lauded Prime Minister Benjamin Netanyahu for the steps he took to relaunch peace talks with the Palestinian Authority earlier this year, referring to the release of dozens of convicted Palestinian terrorists. “That was necessary. Additional gestures must follow.”He also said he told PA President Mahmoud Abbas about the efforts he needs to make and “the realism” with which he needs to reach an agreement, hinting at comments he made earlier Monday in Ramallah. During his visit to the Muqata’a, Hollande had told Abbas that the Palestinians “need to make efforts to deal with difficult and complicated problems, notably the refugees.”A future Palestinian state needs to be viable, Hollande said. “That’s why the settlements have to cease, because it compromises the two-state solution.” He also called on Israel to improve conditions for Palestinians in the West Bank, so that their economy can grow.After the plenum session, Hollande was hosted by President Shimon Peres at a state dinner in his honor at the President’s Residence.“Israel thanks you for the brave stance you have taken against Iran’s dangerous nuclear ambitions,” Peres said at the dinner. “Your statements, and those of your Foreign Minister Fabius, were clear and strong. They impact the entire international community. You made clear that without massive pressure on Iran, Iran would not cease to be a threat to Israel, to the Middle East and the entire world. This pressure should not be stopped because of words alone, only when we see results. You made clear Mr. President that your position will not change until the situation changes.”Hollande said, in response, that when France demands that Iran not be allowed to acquire nuclear weapons, it does so for the sake of peace — not only of Israel and of France but of the entire world.”Hollande also expressed his opposition to anti-Semitism and added that the struggle against racism was also part of the search for peace. Quoting King Solomon, Hollande said that “the happiness of your neighbors will bring security to you,” and said this was his wish for “all of the people of Israel.”In a joint interview with Peres and Hollande aired on French TV Monday night, the French president said his country had held back the P5+1 from making a bad deal in Geneva.“France had requirements and convinced the entire P5+1. Iran has the right to nuclear [energy] but a nuclear weapon would be a danger not just for Israel but the entire world,” he said. “We demarcated clear red lines – not every deal will be accepted, but rather only one that will prevent Iran from nuclear weapons capability.”

Iran has already enriched enough uranium for five atomic bombs, Prime Minister Netanyahu said in an interview published late Monday, and warned that a nuclear deal currently discussed between six world powers and Tehran that would ease sanctions might necessitate a preemptive military strike.“The Iranians already have five bombs’ worth of low-enriched uranium,” he told the German daily Bild. “If you press the sanctions now, you might actually get a better deal. If you have a bad diplomatic solution — what this appears to be — you actually may get the consequences you want to avoid. That is, you would have no choice but to exercise a military option in the future.”In order to build a nuclear bomb, highly enriched uranium in necessary, yet it is possible to convert low-enriched material to weapons-grade level rather quickly. According to some experts, Iran could produce enough weapons-grade uranium to build an atomic weapon within two weeks.Netanyahu’s comments came one day before six world powers — the US, Britain, France, Russia, China and Germany — will meet in Geneva for a third round of negotiations. It is widely expected that the so-called P5+1 and Iran will sign an interim agreement that would entail limited sanctions relief in exchange for a freeze of Tehran’s nuclear program. The proposed deal would allow Iran to enrich uranium to a level of 3.5 percent, but not to 20 percent. Israel fears that any arrangement that lets Iran keep its centrifuges would leave the regime with a so-called breakout capability.At a press conference with visiting French President Francois Hollande Sunday, Netanyahu said he is “gravely concerned that this deal will go through.”Speaking to the German paper, the prime minister said the Islamic Republic is producing long-range missiles aimed at Europe and the United States. “Iran is building ICBMs [intercontinental ballistic missiles] not for Israel. It already has missiles that can reach Israel,” he said. “And they are building these weapons not to arm them with TNT, but with nuclear warheads. And if you don’t take away the capacity to make nuclear weapons, then you will wake up one day and find Iran with nuclear-tipped ICBMs aimed right at German cities. The sanctions should be toughened to make Iran cease and desist.”The prime minister reiterated his position that the P5+1 countries should reject the proposed deal because Iran will not be forced to dismantle its capacity to produce fissile material, yet only has to make “minor concessions that it can reverse in weeks.”“So the P5+1 are giving Iran a great deal, Iran is giving practically nothing,” Netanyahu said. “That’s a bad deal. And it’s particularly bad now when Iran is feeling finally the crippling sanctions, when you actually have them on the ropes, when you can actually get them to dismantle their nuclear weapons infrastructure, you are letting off the pressure.”Netanyahu cast aside the argument that the currently proposed deal is merely an interim solution meant to buy time so Iran doesn’t advance with its nuclear ambitions while a final agreement is negotiated in the coming months. If Iran doesn’t agree to dismantle its centrifuges and its heavy water reactor in Arak now, when it is under intense economic pressure, it would certainly not do so after the pressure has been eased, he argued. “This is a mistake, a terrible mistake, a historic error.”Regarding Israel’s public spat with the American government, which seems to favor an interim agreement with Iran, Netanyahu said that he and US Secretary of State John Kerry have a “very good” working relationship. “But even among friends you can have disagreements. We agree on a lot of things, and on this point we disagree. I have to think about the survival of my country and the survival of my people and we are not going to let ayatollahs with nuclear weapons threaten that.”

Iran will not stop enriching uranium, nor will it shut down two nuclear sites in Fordo and Arak as part of a deal with world powers, an Iranian parliament member said on Monday, as an Iranian opposition group claimed Iran was constructing a secret underground nuclear site.Speaking to Iran’s Arabic-language news station Al-Alam, Mohammad Hassan Asfari, a member of the Iranian parliament’s National Security and Foreign Affairs committee, reported on a meeting with Foreign Minister Mohammad Javad Zarif at Iran’s foreign ministry Sunday evening. Zarif updated the parliamentarians on the recent round of talks in Geneva and on Iran’s strategy for the upcoming round set to commence in Geneva this Wednesday.According to Asfari, Iran’s halting of uranium enrichment and the closure of the nuclear plant in Fordo and the heavy water reactor in Arak are “not on the agenda of either side.” Iran, Asfari was told in the meeting, would negotiate based on “Iran’s pride.”Stopping uranium enrichment, removing fissile material from Iranian territory, and halting activity at the heavy water reactor in Arak are among the conditions Israel has urged for a deal with Iran. Trying to convince American legislators to forestall a new set of sanctions on Iran, US Secretary of State John Kerry said on Thursday that any deal with Iran would be “failsafe” in assuaging Israel’s concerns regarding Iran’s nuclear program.Reports indicate that the six world powers negotiating with Iran will condition a deal on keeping the Arak reactor shut.Asfari said that “the level of enrichment is also important to us,” a possible indication that Iran would not agree to halt enrichment to a level of 20 percent, a key international demand.Meanwhile, the National Council of Resistance of Iran, an opposition group based in Paris, told reporters on Monday that Iran has recently completed work on a new clandestine underground facility near the town of Mobarekeh, adjacent to the Isfahan-Shiraz highway.Mehdi Abrichamtchi, a spokesman for NCRI, which exposed the secret nuclear facilities in Natanz and Arak, said the new facility — located within a tunnel complex in a mountainous area — was inside the Haft-e Tir military industrial complex and managed by Iran’s Organisation of Defensive Innovation and Research.

Two deadly blasts took place in quick succession near the Iranian embassy in Beirut on Tuesday morning. Al Jazeera reported the death toll at 23, with at least 146 people injured.Lebanese sources told Al Jazeera that the Iranian ambassador is safe, but the cultural attaché of the embassy, Ebrahim al-Ansari, has been confirmed dead. Iranian sources have said that all other embassy staff are safe.Iranian Ambassador to Lebanon Ghazanfar Rokn Abadi confirmed the death al-Ansari in the blasts. He told al-Manar television that al-Ansari died from wounds he sustained in the attack. Earlier, he had told Iran's Mehr news agency that all staff who were inside the embassy escaped unharmed."All colleagues inside the embassy are in full health," he said. “The agents of the Zionist entity Israel are behind the blasts,” he later told al-Mayadeen television. “This terrorist attack will not affect us, but it will make us stronger and more convinced of our stances,” he added.The bombings were "an inhuman crime and spiteful act done by Zionists and their mercenaries," Iran's Foreign Ministry spokeswoman Marzieh Afkham said in remarks carried by the official IRNA news agency.It was not immediately clear what caused the blasts. Reuters news agency reported a security source saying the blasts were caused by two rockets fired on the area, in the southern part of the city. An armed guard of the Iranian embassy told the AP news agency that the first blast was believed to have been carried out by a suicide attacker who rode a motorcycle and blew himself outside the gate. The second, more powerful explosion, was a car bomb, he said.Lebanon's state-run National News Agency said the first blast was caused by a suicide bomber walking down the street, while the second went off moments later when another suspect blew himself up after driving his explosives-rigged vehicle into the area of Bir Hassan.Residents reported a loud blast being heard, while local Lebanese media broadcast live images of smoke billowing from the embassy building. Pictures of wounded people being carried from the scene of the blast were also broadcast.Al Arabiya said some six buildings near the Iranian embassy have been severely damaged and security forces have been deployed heavily at the site. The area around the Iranian embassy, in south Beirut, is considered a Hezbollah stronghold.An Al Jazeera reporter near the site reported that "the sheer scale of the destruction is an indication as to how powerful the explosives were.”
"People are roaming the streets looking for loved ones," said the reporter. "Ambulances are arriving to the scene, and we understand there are a lot of casualties."There were initial reports that the blasts were caused by a rocket attack. However a security source speaking to Reuters news agency dispelled that theory, saying the cause was a car bomb and denied the reports regarding rockets.
Syria sectarian spillover
Although the motive and responsibility for the blast has yet to be officially declared, this incident is the most likely the latest in a string of attacks linked to the ongoing sectarian war in Syria, which has pitted the Shia-backed government and its supporters against the mostly Sunni rebels. That conflict has inflamed tensions among neighboring Lebanon's delicately-balanced patchwork of religious communities - in particular between Shia and Sunni Muslims - where many families and clans have close ties with relatives in Syria.Iran is a major backer of the Syrian regime of Bashar al-Assad, who hails from the Alawite sect, an offshoot of Shia Islam, and has been supporting government forces financially, logistically and on the battlefield itself. Tehran is also the primary sponsor of the Lebanese Shia terror group Hezbollah, which has sent fighters to Syria to back the government of Bashar al-Assad, and whose military forces inside Lebanon itself are considered to be more powerful than the Lebanese Armed Forces, leading many analysts to term Hezbollah's Lebanese network as "a state within a state".These facts have made Iran and its proxies, in particular Hezbollah, public enemy number one among Sunni Islamists.The blasts come as a long-awaited offensive by Syrian government forces, backed by local and foreign Shia militias (primarily from Lebanon and Iraq) appears to have begun in the strategically-important and largely rebel-held Qalamoun region, near the Lebanese border.Sunni groups had threatened to retaliate against Hezbollah if its forces joined the anti-rebel offensive, which they appear to have done in significant numbers.Tuesday's blast was the third that rocked Beirut's southern suburbs, a Hezbollah stronghold, in five months.Last month, a booby-trapped car was discovered by the army in al-Maamoura area of Beirut's southern suburbs.On August 15, 20 people were killed in a blast in southern Beirut believed to be linked to the spillover into Lebanon from the Syrian conflict. There was disagreement between news sources on the exact number of dead. A month earlier, a car bomb in the same area injured about 50 people.Hezbollah fighters were instrumental in a strategic victory by Syrian government forces in Qusair, close to the border with Lebanon, in early June.

An Apostolic Letter approving the FIA’s new statutes was published today. The pontifical document will come into force this coming 21 November

No major changes have been made, just some adjustments in light of the new laws promulgated in recent months. This is according to a statement given by Fr. Federico Lombardi during a press conference on Pope Francis’ Motu Proprio in the Vatican newsroom.A Motu Proprio is needed whenever a new law is passed in this field, also in order to make it efficient,” the Holy See’s spokesman, Fr. Federico Lombardi said. Essentially, offices will be adjusted and reorganised according to FIA’s new functions,” he added.“As is known, with his Motu Proprio of 8 August 2013 and with the Law N. XVIII of 8 October 2013 on norms on transparency, supervision and financial intelligence, Pope Francis had strengthened further the institutional framework of the Holy See and the Vatican City State to prevent and contrast potential illicit activities in the financial sector and had accorded to the FIA, in addition to the functions that it already had on the basis of the Motu Proprio of Benedict XVI of 30 December 2010, the function of prudential supervision of those entities that carry out professionally financial activities. The present Statutes adapt FIA’s internal structure to the functions it is now called to perform," Vatican Radio reports.

Vatican hires consulting firm Ernst & Young to review its finances

This morning, the Governorate of the Vatican City State issued a communiqué stating that:
                                                    
“On 15 November the Governorate of Vatican City State, by agreement with the Pontifical Commission for Reference on the Organisation of the Economic and Administrative Structure of the Holy See, following a selection process, has mandated an international team from Ernst & Young to carry out the task of auditing and consultation in relation to the economic activities and administrative management procedures of the Entity.”“The documentation containing the outcome of this consultation will be available to the Commission and will be used to propose eventual recommendations intended to improve the efficiency and effectiveness of the Governorate's economic and administrative procedures”.“All work relating to the Vatican’s economic activities and administrative management is progressing and all areas are being looked into. Today’s initiative represents a step forward in the process of preparing proposals to be presented to Pope Francis,” Fr. Federico Lombardi stated.

Cardinal Zen talks to "Vatican Insider" about the impact of Pope Francis on the Chinese and other peoples, his masterly diplomacy in relation to China, and the prizes he received from Canada and Hong Kong’s Chinese University

gerard o'connell rome Cardinal Joseph Zen, the emeritus bishop of Hong Kong, has been in the news again recently: the city’s Chinese University awarded him a prize for his great work in  accompanying prisoners in the territory since the 1960s, and the Government of Canada gave him its top human rights award for his work in this field.  He was in Rome for 48-hours last week to deliver the keynote lecture at the opening of the new academic year at the Pontifical Lateran University, and I took the opportunity to talk to him about Pope Francis,  China and the prizes he received recently.


Q. You live in Hong Kong, constantly meet priests and people from the mainland, and you’ve recently been to  Taiwan and Canada.  How do you think Pope Francis is being received by people in these lands?
A. There’s no doubt everybody loves him because he is so true, he’s so direct, straightforward, sincere and he really wants to be in contact with people, to meet people.  He calls it ‘the culture of encounter’.  I saw him doing that and paying a price, because every morning after mass he stands there for 20 minutes or more shaking hands, greeting everybody who attended his mass.  He gives importance to such meetings, and they are mostly all ordinary people of different categories, including some who work in the Holy See or associations linked to it. One of the first groups to attend his mass were those who sweep the streets in the Vatican.I notice too that before every Wednesday public audience he goes among the crowd in St Peter’s Square, in his jeep, for at least half an hour, he wants to be very close to people and to let them see him close up. He really loves meeting people.  And after every mass in the Square he comes down to greet those in wheel chairs, and talks to each one. That’s wonderful!   So I think people love him because he loves people.In China all those who can see him in some way, or can read about him somewhere, are really enthusiastic.  They see a person who really wants to be close to the ordinary people, to the poor people. 
I also know from being with him in meetings that he’s a listener, he doesn’t speak much but he listens carefully to people, and he’s very pastoral.

Q.  Since his election in March, Pope Francis has been very careful whenever he refers to China or the situation there.
A. I think people who are sophisticated should notice that he still has not made any pronouncement directly to Beijing.  That’s wonderful.  He is a master in diplomacy!  I’m sure many people are pushing him to say something kind to China,  but so far he has only spoken about the victims of the earthquake, and he remembered the day for prayer for China (May 24), but there was no word directly to Beijing.

Q.  Do you feel confident that somehow he will be able to engage China?
A.  Yes, I think so. I am sure that he would be both very active to have some breakthrough, but he would also be very careful not to be cheated.

Q.  For sure he wants sincerity in any such dialogue.
A.  Yes. But the success does not depend just on him; the success depends on both sides.  If the other party doesn’t dialogue with sincerity then one cannot expect anything.

Q.  You have recently been awarded two prizes recently:  on October 31, the Canadian Government gave you its  2013 human rights prize for your “unwavering commitment to human rights, democracy and religious freedom in China”  and Hong Kong’s Chinese University honored you visiting and caring for prisoners in the territory’s jails over several decades.  Could you first explain the Canadian prize?
A.  The Government of Canada gave me a prize for human rights – the John Diefenbaker Award I accepted the honor, not for myself but because the people in Hong Kong need encouragement at this moment, we feel really frustrated because the situation is not good. As I said in Vancouver, when presented with the award by Canada’s Foreign Minister, John Baird,  I accepted the honor without hesitation because we, I mean myself and the people of Hong Kong, badly need some encouragement at this time in our desperate fight for human rights.I admire the Canadian Government’s courage and leadership in giving this prize for human rights because nowadays not many people dare to give a human rights prize which makes clear that there’s some problem about human rights in China or in Hong Kong.

Q.  You were given a second prize on October 23: “A lifetime companionship award” by the Chinese University of Hong Kong in recognition of decades of pastoral care for the territories prisoners. Reverend Lo Lung-kowong, director of the university’s divinity school, said then that “while he may be controversial within local society, from the angle of faith” Cardinal Zen “is a man with morality, courage and wisdom” and a leader of the wider Christian Churches.  When did you start the prison work that earned you this award?
A.  I started this ministry to prisoners way back in the 1960s, and even more intensely since the year 2000.  I continue this work today because I consider, as Jesus made clear, it is important to do so. 

Q. As part of that ministry, some months ago, you got Pope Francis involved in providing mooncakes to some 10,000 prisoners in Hong Kong jails for the Chinese mid-autumn festival.
A.  Yes, I asked him if he would wish to join our initiative to provide mooncakes to prisoners at the festival time, and suggested he might send a symbolic gift of 2 euro for this purpose. He was so willing to be associated with our initiative that he actually sent 500 euro, together with a letter of support which inspired very many people to contribute too. Indeed his letter sparked such a positive response that we collected much more than the required amount: we needed 200,000 HK dollars to be able to give moon cakes to all the prisoners, and we received 250,000, so there was a surplus of 50,000 HK dollars.  So we decided to donate the surplus to the Pope, for his charities: he gave us 500 euro, we gave him back 5,000 euro!

Q.  So you were a very good steward!
A.  Ha! Ha! Moreover, I wrote to thank Pope Francs for his generous support and to tell him what had happened, and I also sent him a box of 4 moon-cakes so that he can appreciate what these cakes are, and  taste them.  But I advised him not to eat too much at any one time, just a quarter of one cake, because it is a little heavy. I even suggested that he would do better to put ‘something strong’ on the moon-cake when he eats it! I hope he took my advice.

Apocalyptic' storm floods Sardinia, 17 dead

ROME (AP) — The Mediterranean island of Sardinia, prized by the jet-set for its white sand beaches and crystal-clear seas, was a flood-ravaged mud bath Tuesday after a freak torrential rainstorm killed at least 17 people, downed bridges and swept away cars.Italian Premier Enrico Letta declared a state of emergency and set aside 20 million euros ($27 million) for emergency relief, saying the priority was reaching remote areas, saving the lives of those still unaccounted for and providing for those left homeless.The island, which draws royals, entrepreneurs and ordinary tourists alike during the dry, peak summer months, received more than 44 centimeters (17.3 inches) of rain in 24 hours Monday — half the amount it normally receives in a year, officials said.Italy's civil protection chief, Franco Gabrielli, said the death toll may still rise as crews reach isolated areas in the countryside where some homes are submerged.Transport was hampered by rivers of cocoa-colored mud gushing over roads that forced the closure of several major thoroughfares, including a tunnel into the city of Olbia, according to the Anas company which runs Italy's roads and highways.
Olbia Mayor Gianni Giovannelli said the city had been destroyed by the "apocalyptic" storm, with bridges felled and water levels reaching 3 meters (10 feet) in some places. While it's known to tourists for its pristine Costa Smeralda beaches, the island's interior is known for its sheep and pastoral life. Sardinians are famed for their exceptional longevity.
