What exactly is the Israeli government's official position regarding the "two state solution," which posits creating a state for the Palestinian Authority (PA) in the Biblical heartland of Judea and Samaria? Answers to the question have been murky at best, with numerous statements by Prime Minister Binyamin Netanyahu giving conflicting sentiments on the issue. In his infamous 2009 Bar Ilan speech he committed to the two state solution.And this Wednesday in a meeting with the EU's foreign policy chief Federica Moghreini, Netanyahu said, "I don’t support a one state solution – I don't believe that’s a solution at all. I support the vision of two states for two peoples – a demilitarized Palestinian state that recognizes the Jewish state."But just before elections on March 16, Netanyahu said, "I think that anyone who is going to establish a Palestinian state and open up territory is giving radical Islam a space to attack the State of Israel. The Left...buries its head in the sand time and time again. We are realistic."And yet Netanyahu quickly flip-flopped after elections, saying "I don't want a one-state solution. I want a sustainable, peaceful two-state solution. I haven't changed my policy."
Which is it?
In order to try and make sense of the official policy given the apparently contradictory statements, Arutz Sheva on Thursday morning contacted the Prime Minister's Office (PMO) to try and probe the official policy.In the query, the PMO was asked if a change has occurred in the Israeli position regarding the two state solution; what the official Israeli policy is on the issue given Netanyahu's comments in March; and whether Netanyahu will attempt to restart peace talks with the PA despite its unilateral moves to sue Israel at the International Criminal Court (ICC).Despite repeated attempts, PMO has yet to respond to Arutz Sheva's requests to receive an answer to the questions. The inability to provide an answer is all the more surprising given the fact that one would expect official policy to be clear on such a central issue guiding national policy.Several Likud ministers and deputy ministers considered to be knowledgeable of Netanyahu's policy similarly refused to answer Arutz Sheva's queries on the subject.However, the Likud spokesperson department was alone in quickly responding to the questions on Thursday, stating "Prime Minister and Likud chairperson Binyamin Netanyahu did not change his policy on the issue. What he said to the (European) Union commissioner expresses his consistent policy on the topic."Arutz Sheva also contacted Likud's coalition partner Jewish Home, which responded that it is "the only party in the Knesset which opposes the foundation of Palestine, both before and after the elections. 'The land of Israel belongs to the nation of Israel' isn't a slogan, it's our faith and we'll struggle for it."

The Palestinian Authority’s (PA) chief negotiator, Saeb Erekat, is once again attacking Israel and its new government, calling it "racist" and "extremist".According to the Ma’an news agency, Erekat’s comments were made during a meeting Wednesday with the European Union’s Foreign Policy chief, Federica Mogherini, who is visiting the region in an attempt to convince the sides to resume peace talks."It is clear through [Prime Minister Binyamin] Netanyahu's actions, comments, and remarks that Israel has paved a new wave of racist and extremist policies and is not a partner for peace," Erekat charged.Erekat denounced an Israeli plan, which has since been shelved, to have Jews and Arabs ride separate buses in Judea and Samaria. He claimed that the plan would "sterilize" public transportation systems, segregating Palestinians and implementing Jewish-only public transport.Defense Minister Moshe Ya'alon has already clarified that the plan was not to segregate buses, but to ensure that workers leaving the PA returned home at night."There is a security breach, according to a State Comptroller report issued in 2011, where there was no control on those who go to work in Israel" from the PA, he added. "In fact we started this week was a pilot test, at four crossings in Judea and Samaria, checking workers coming to work in Israel, and checking to ensure that they return. Iran on Friday once again unequivocally rejected the West’s call to inspect its military sites as part of a nuclear deal.The commander of the Revolutionary Guards Aerospace Force, Brigadier General Amir Ali Hajizadeh said that inspecting Iran’s military sites is tantamount to espionage and that Iran’s response to espionage is “hot bullets.”“We will not allow them (Westerners) to inspect our military and defense centers, and our response to any measure in the name of inspection - either coordinated or not- around the (military) centers or at any distance and in any shape will be the response that is given to espionage, namely hot bullets,” Hajizadeh said, according to the Tasnim news agency.He further said that what he termed the “ploys” used by the White House and its allies to “infiltrate” into Iran have become “worn out”.Inspections of nuclear sites has been one of the points of contention between Iran and the six world powers in working out a nuclear deal, which they are required to do by a June 30 deadline.Iran has categorically denied reports that it would allow inspectors as part of a final deal, describing them as mere rumors and as wrong interpretations of the understanding reached in early April in Switzerland.Top Iranian commander Brig. Gen. What exactly is the Israeli government's official position regarding the "two state solution," which posits creating a state for the Palestinian Authority (PA) in the Biblical heartland of Judea and Samaria? Answers to the question have been murky at best, with numerous statements by Prime Minister Binyamin Netanyahu giving conflicting sentiments on the issue. In his infamous 2009 Bar Ilan speech he committed to the two state solution.And this Wednesday in a meeting with the EU's foreign policy chief Federica Moghreini, Netanyahu said, "I don’t support a one state solution – I don't believe that’s a solution at all. I support the vision of two states for two peoples – a demilitarized Palestinian state that recognizes the Jewish state."But just before elections on March 16, Netanyahu said, "I think that anyone who is going to establish a Palestinian state and open up territory is giving radical Islam a space to attack the State of Israel. The Left...buries its head in the sand time and time again. We are realistic."And yet Netanyahu quickly flip-flopped after elections, saying "I don't want a one-state solution. I want a sustainable, peaceful two-state solution. I haven't changed my policy."
Which is it?
In order to try and make sense of the official policy given the apparently contradictory statements, Arutz Sheva on Thursday morning contacted the Prime Minister's Office (PMO) to try and probe the official policy.In the query, the PMO was asked if a change has occurred in the Israeli position regarding the two state solution; what the official Israeli policy is on the issue given Netanyahu's comments in March; and whether Netanyahu will attempt to restart peace talks with the PA despite its unilateral moves to sue Israel at the International Criminal Court (ICC).Despite repeated attempts, PMO has yet to respond to Arutz Sheva's requests to receive an answer to the questions. The inability to provide an answer is all the more surprising given the fact that one would expect official policy to be clear on such a central issue guiding national policy.Several Likud ministers and deputy ministers considered to be knowledgeable of Netanyahu's policy similarly refused to answer Arutz Sheva's queries on the subject.However, the Likud spokesperson department was alone in quickly responding to the questions on Thursday, stating "Prime Minister and Likud chairperson Binyamin Netanyahu did not change his policy on the issue. What he said to the (European) Union commissioner expresses his consistent policy on the topic."Arutz Sheva also contacted Likud's coalition partner Jewish Home, which responded that it is "the only party in the Knesset which opposes the foundation of Palestine, both before and after the elections. 'The land of Israel belongs to the nation of Israel' isn't a slogan, it's our faith and we'll struggle for it."

While Israeli politicians continue to debate the merits of the “two-state solution,” their Palestinian interlocutors have long moved beyond that model for the solution of the Middle East conflict.For Palestinian Authority Chairman Mahmoud Abbas, the idea of a “greater Palestine” - that would stretch from “the river to the sea” - is now an official policy.If this policy had until now been elucidated verbally in Arabic, by “minor” government officials – allowing the PA to say that they had been speaking out of turn or voicing personal opinions – it has now taken on a much more official persona.In a series of videos and images discovered and released by Palestinian Media Watch (PMW), the PA's official propaganda ministry has made clear that when the PA says “Palestinian state,” it means not just Ramallah and Jenin, but also Tel Aviv, Haifa, and Beersheva.The change, said PMW, apparently took effect on May 7; since then, all broadcasts on official PA TV discussing the Arab-Israeli conflict have stressed the need for PA Arabs to “return to their homes.”In May 1948, tens of thousands of Arabs fled the nascent State of Israel upon instruction of the leaders of the seven Arab countries that attacked the day-old country – who told the Arabs that they could return to their homes and reap the spoils of the defeated Jews, once they were “thrown into the sea.”With Israel winning its independence and surviving, the hapless Arabs were forced into refugee camps by their Arab hosts, and have been left there to languish since, with children, grandchildren, and great-grandchildren “preserved” as political hammers with which to beat Israel over the head.It is the descendants of these Arabs that the PA is demanding be repatriated to no longer extant villages. The Palestinian Authority’s (PA) chief negotiator, Saeb Erekat, is once again attacking Israel and its new government, calling it "racist" and "extremist".According to the Ma’an news agency, Erekat’s comments were made during a meeting Wednesday with the European Union’s Foreign Policy chief, Federica Mogherini, who is visiting the region in an attempt to convince the sides to resume peace talks."It is clear through [Prime Minister Binyamin] Netanyahu's actions, comments, and remarks that Israel has paved a new wave of racist and extremist policies and is not a partner for peace," Erekat charged.Erekat denounced an Israeli plan, which has since been shelved, to have Jews and Arabs ride separate buses in Judea and Samaria. He claimed that the plan would "sterilize" public transportation systems, segregating Palestinians and implementing Jewish-only public transport.Defense Minister Moshe Ya'alon has already clarified that the plan was not to segregate buses, but to ensure that workers leaving the PA returned home at night."There is a security breach, according to a State Comptroller report issued in 2011, where there was no control on those who go to work in Israel" from the PA, he added. "In fact we started this week was a pilot test, at four crossings in Judea and Samaria, checking workers coming to work in Israel, and checking to ensure that they return. Iran on Friday once again unequivocally rejected the West’s call to inspect its military sites as part of a nuclear deal.The commander of the Revolutionary Guards Aerospace Force, Brigadier General Amir Ali Hajizadeh said that inspecting Iran’s military sites is tantamount to espionage and that Iran’s response to espionage is “hot bullets.”“We will not allow them (Westerners) to inspect our military and defense centers, and our response to any measure in the name of inspection - either coordinated or not- around the (military) centers or at any distance and in any shape will be the response that is given to espionage, namely hot bullets,” Hajizadeh said, according to the Tasnim news agency.He further said that what he termed the “ploys” used by the White House and its allies to “infiltrate” into Iran have become “worn out”.Inspections of nuclear sites has been one of the points of contention between Iran and the six world powers in working out a nuclear deal, which they are required to do by a June 30 deadline.Iran has categorically denied reports that it would allow inspectors as part of a final deal, describing them as mere rumors and as wrong interpretations of the understanding reached in early April in Switzerland.Top Iranian commander Brig. Gen. Hossein Salami recently reiterated those statements, saying his country will never permit “foreigners” to inspect its military sites.Last week, however, International Atomic Energy Agency (IAEA) chief Yukiya Amano insisted that a nuclear agreement would give his experts the right to push for access to Iranian military sites.Meanwhile on Wednesday, France's foreign minister Laurent Fabius said that Iran wants 24 days’ notice before international inspectors could visit its nuclear sites in the event of a suspected violation of a deal.He said Iran was seeking 24 days between the reporting of a suspected Iranian violation of the deal's terms and the time when IAEA inspectors would be allowed to visit the relevant nuclear site.Fabius cautioned, however, that "a lot of things can disappear" in 24 days and added that another outstanding question is how international sanctions against Iran might be lifted.(Arutz Sheva’s North American desk is keeping you updated until the start of Shabbat in New York.
