China outlined a strategy to boost its naval reach on Tuesday and held a groundbreaking ceremony for two lighthouses in disputed waters, developments likely to escalate tensions in a region already jittery about Beijing's maritime ambitions.In a policy document issued by the State Council, the Communist-ruled country's cabinet, China vowed to increase its "open seas protection", switching from air defence to both offence and defence, and criticised neighbours who take "provocative actions" on its reefs and islands.
China has been taking an increasingly assertive posture over recent years in the disputed waters of the South China Sea, where Beijing has engaged in land reclamation in the Spratly archipelago.China, which claims most of the South China Sea, criticised Washington after a U.S. spy plane flew over areas near the reefs last week, with both sides accusing each other of stoking instability.It has overlapping claims with the Philippines, Vietnam, Malaysia, Taiwan and Brunei in the South China Sea, through which $5 trillion in ship-borne trade passes every year.Defence Ministry spokesman Yang Yujun said China's reclamation in the Spratlys was comparable with construction of homes and roads on the mainland."From the perspective of sovereignty, there is absolutely no difference," he told reporters.Some countries with "ulterior motives" had unfairly characterized China's military presence and sensationalised the issue, he said. China outlined a strategy to boost its naval reach on Tuesday and held a groundbreaking ceremony for two lighthouses in disputed waters, developments likely to escalate tensions in a region already jittery about Beijing's maritime ambitions.In a policy document issued by the State Council, the Communist-ruled country's cabinet, China vowed to increase its "open seas protection", switching from air defence to both offence and defence, and criticised neighbours who take "provocative actions" on its reefs and islands.
China has been taking an increasingly assertive posture over recent years in the disputed waters of the South China Sea, where Beijing has engaged in land reclamation in the Spratly archipelago.China, which claims most of the South China Sea, criticised Washington after a U.S. spy plane flew over areas near the reefs last week, with both sides accusing each other of stoking instability.It has overlapping claims with the Philippines, Vietnam, Malaysia, Taiwan and Brunei in the South China Sea, through which $5 trillion in ship-borne trade passes every year.Defence Ministry spokesman Yang Yujun said China's reclamation in the Spratlys was comparable with construction of homes and roads on the mainland."From the perspective of sovereignty, there is absolutely no difference," he told reporters.Some countries with "ulterior motives" had unfairly characterized China's military presence and sensationalised the issue, he said. The agreement could irk the West and Israel following a recent nuclear framework deal-Russia will deliver S-300 missile defence systems to Iran at quote ‘the earliest opportunity'.That's according the Iranian Deputy Defence Minister, after talks with his counterpart from Moscow, German media reports, quoting news agency AFP. No exact date has been outlined – although previous statements suggest the long-range missile systems, which like this one are designed to combat aircraft and ballistic missiles, would be dispatched before the end of the year.The declaration could draw further criticism in the West and Israel. It follows a recently brokered nuclear framework deal - under which Tehran would curb its nuclear activities in exchange for a loosening of economic sanctions. The West hopes the agreement will ultimately calm fears the Islamic Republic is building an atomic bomb.Sergey Lavrov, Russian Foreign Minister: "We are convinced that at this moment there is no necessity in embargo of such a kind – certain Russian volunteer embargo. I would like to note, that S-300 missile systems are of a defensive nature, they are not designed for attacking purposes and they will not pose threat to security of any state in the region, including, of course, Israel."A final deal with six world powers had been penciled in for next month. However, Moscow has moved quickly to try to secure contracts in Iran before international sanctions are lifted - and has urged other partners to engage more with Tehran, to solve regional disputes.Russia has been Iran's key ally in the nuclear talks with world powers, possibly with other interests in mind; for example, in selling military equipment. Newsweek has previously reported that Moscow could benefit from Tehran's aggressive regional policies and support for its allies – who include Syrian President Assad, Lebanese terror group Hezbollah and with insurgents in Yemen. Moscow would also be involved in supplying fuel for nuclear facilities in the Iranian city of Bushehr.Like Iran, Russia wants to seek to challenge the world power status-quo, by challenging the United States.
