He doesn’t play the victim but admits there is a substantial divide between Irish society and the Catholic Church.Did you expect a flood of “yes” votes on same-sex marriage?-“I knew the “yes” campaigners had won when I saw the high turnout for “yes” votes. There were people queuing outside polling stations even before the doors opened. Many young people working outside Ireland came back especially to vote. The “yes” campaign was backed by all political parties, very few politicians personally expressed themselves against. The Prime Minister and all leaders joined the “yes” campaign in the streets and in gay bars.”Conservative Catholics have accused you of not doing enough for the “no” cause. vatican city-The decision had been given the green light by the IOR’s lay Board of Superintendence. But it was halted first by the body’s supervisory Commission of Cardinals and then by the Pope himself. The Institute for the Works of Religion (IOR) will not have its own SICAV - (Société d’Investissement à Capital Variable) a type of investment fund that has a variable share capital. The IOR’s president, Jean-Baptiste de Franssu had wanted to set up this fund in Luxembourg. However, Francis has, since the very start of his pontificate, opposed the IOR’s tendency to behave like an investment bankin some cases. The reform of the Vatican’s finances also means making choices of this kind, in order to underline the unique nature of the “Vatican bank” and ensure that it remains true to the original purpose for which it was created.The point of the setting up of a SICAV investment fund was to help IOR managers manage a portion of the Institute’s deposits. Luxembourg was chosen as the area where operations would take place as it is in the Eurozone but also offers tax concessions. Vatican Insider has learnt that the decision was taken and formalised by the IOR’s Board of Superintendence headed by de Franssu. But when the project was presented to the Commission of Cardinals headed by Spanish cardinal Santos Abril y Castelló, it was discussed and was eventually handed over to the Pope who has been keeping a close eye on key decisions regarding the activities of the Institute.The fact that the SICAV idea was turned down, shows that the Holy See is keen to steer clear of certain financial instruments. Setting up an investment fund in Luxembourg may have made the controls and checks process more complex.Readers will recall that, in the question an answer session with journalists on board the return flight from Brazil in July 2013, the Pope himself left open the possibility that the work being done by the Commission for Reference on the IOR - which had been established a month prior to this – could lead to a decision to shut down the Institute. But this did not happen. “The IOR cannot be suppressed: many of the local Churches around the world are poor and in need of funds to build schools, hospitals, assistance centres, seminaries. The real issue at hand is transparency and cleaning up.” This was the explanation which Guzman Carriquiry, Secretary in charge of the Vice-Presidency of the Pontifical Commission for Latin America, gave as to why the IOR had not been shut down. Carriquiry’s statements have been published in the book “La banca del Papa” (The Pope’s bank), By Vatican correspondent Francesco Peloso.So it looks as though the IOR will continue to exist. But it will not act like an investment bank or make use of certain (legitimate) financial instruments.

CLEVELAND (Reuters) - A Cleveland police officer was found not guilty on Saturday in the shooting deaths of an unarmed black man and a woman after a high-speed car chase in 2012, one in a series of cases that have raised questions over police conduct and race relations in the United States.Judge John O'Donnell said Officer Michael Brelo, 31, acted reasonably in shooting the two suspects while standing on the hood of their surrounded car and firing multiple rounds through the windshield. Brelo, who was among a group of officers who fired on the car, was found not guilty of voluntary manslaughter and aggravated assault.
Protesters took to Cleveland streets on Saturday night as police patrolled in riot gear. Cleveland police spokeswoman Jennifer Ciaccia said that more than 20 people had been arrested.Brelo's trial, which began on April 6, took place at a time when U.S. law enforcement is under scrutiny for the use of lethal force against minority groups. It followed a series of high-profile deaths of unarmed black men in confrontations with police, which have prompted sometimes violent demonstrations.The two people who were killed, Malissa Williams and Timothy Russell, were black and Brelo, a former Marine, is white."Brelo was acting in conditions difficult for even experienced officers to imagine," O'Donnell said during the roughly hour-long reading of the verdict."He was in a strange place at night surrounded by gunfire, sirens and flashing bulbs. Brelo did not fire too quickly or at a person who was clearly unarmed or unable to run him over," he added.
Soon after the verdict, a small crowd of demonstrators took to the streets chanting "No justice, no peace," with protests becoming larger and more unruly. Police said on Twitter there was an incident with a large crowd with people spraying others with pepper spray.Police arrested at least three people at a restaurant after someone threw an object through a window and injured a customer.Reaction to the verdict was swift on social media, with many saying they were bewildered.U.S. Representative Marcia Fudge, a Democrat from Ohio, called the decision a "stunning setback on the road to justice.""The verdict is another chilling reminder of a broken relationship between the Cleveland Police Department and the community it serves," she said in a statement."Today we have been told – yet again – our lives have no value," added Fudge, who is African-American.The U.S. Justice Department said its civil rights division, the U.S. attorney's office and the FBI were reviewing testimony and evidence from the state trial and would determine if federal action would be taken."While the law and the court ... found him not guilty, we feel that he was culpable and he was far from innocent, as was the city of Cleveland in their role in this situation," Paul Cristallo, an attorney for Russell's family, told a news conference.Brelo's attorney, Patrick D'Angelo, described prosecutors as "ruthless" for pursuing the charges against his client. Six officers involved in the Baltimore incident in April have been indicted, while a Missouri grand jury decided against bringing charges against the officer who fatally shot Michael Brown in Ferguson last August.Mayor Frank Jackson said he hoped Cleveland would stay peaceful. "Actions that cross the line, either by police officers or citizens, can not and will not be tolerated," he said.Five other police supervisors were indicted on misdemeanor dereliction of duty charges in the deaths of Williams and Russell and are scheduled to go on trial in July. Dozens of officers have been disciplined and Cleveland paid the families of Williams and Russell $1.5 million each to settle a wrongful death lawsuit.Brelo, who waived his right to a jury trial, will remain on unpaid suspension until a police review is completed, Cleveland Police Chief Calvin Williams said.The chase, which started in downtown Cleveland after reports of gunfire coming from the car, went through multiple cities at speeds topping 90 mph (145 kph) and ended with 13 Cleveland police officers firing 137 rounds.Russell was struck 24 times and Malissa Williams 23 times. (Reuters) - Police in Washington believe that a man charged in the deaths of a wealthy businessman, his wife, son and housekeeper may have had help committing the crime, but said on Saturday no other suspects have been taken into custody.Daron Dylon Wint, 34, of Lanham, Maryland, was arraigned on Friday on a first degree murder charge.He is accused of holding captive construction business owner Savvas Savopoulos and the others until he got $40,000 in cash, then killing them and setting fire to their house in the upscale Woodley Park neighborhood of the capital.The killings "required the presence and assistance of more than one person," a Washington D.C. Metropolitan Police detective wrote in an affidavit filed in court on Friday.No other arrests have been made and there were no persons of interest in custody on Saturday, said police spokesman Hugh Carew. He said the investigation was still active and police were "not ruling out other suspects."Authorities say Wint held hostage Savopoulos, his wife, Amy, 47; son Phillip, 10; and housekeeper Veralicia Figueroa, 57, for at least 18 hours as he waited for the $40,000 to be delivered by an assistant of Savopoulos. The bodies of the four were found on May 14 after firefighters went to put at a fire at the home.Wint, who was ordered held without bond, was arrested late on Thursday in the U.S. capital following a manhunt. CHICAGO/NEW YORK (Reuters) - As a virulent avian influenza outbreak continues to spread across the Midwestern United States, some egg-dependent companies are contemplating drastic steps - importing eggs from overseas or looking to egg alternatives.A spokeswoman for Archer Daniels Midland Co said that as egg supplies tighten and prices rise, the food processing and commodities company has received numerous inquiries from manufacturers about the plant-based egg substitutes it makes.With a strong dollar bolstering the buying power of U.S. importers, some companies are scouting for egg supplies abroad."The U.S. has never imported any significant amount of eggs, because we've always been a very low-cost producer," said Tom Elam of FarmEcon, an agricultural consulting company. "Now, that's no longer the case."The United States is grappling with its biggest outbreak of bird flu on record, which has led to the culling of 40 million birds. The virus has been confirmed on commercial farms and backyard flocks in 16 U.S. states and in Canada.The highly infectious virus has not crossed over to humans in the United States, as it did in Asia following a 2003 outbreak, but transmission to humans is possible, according to the Centers for Disease Control and Prevention.An industry group representing U.S. bakers began pushing the U.S. Department of Agriculture and Congress this week to speed up approvals for egg imports."We have members whose egg suppliers are already cutting back how much they'll receive in the next few weeks, while others are not getting any," said Cory Martin, vice president of government relations for the American Bakers Association. "They're looking for eggs everywhere. ECONOMIC BITE

Exporting eggs into the United States from Europe will not be easy. Regulatory differences mean European Union egg producers must seek an individual license to export and sometimes change procedures to bring safety standards into line.But it is still an attractive business opportunity.The French embassy in Washington is helping one French egg company start the process to obtain an export certificate, a French farm ministry spokesman said.The Dutch also are positioning themselves as an egg exporter to the United States too, French egg industry group SNIPO said."The bird flu epidemic ‎developing in the U.S. means it is necessary to start discussions as quickly as possible to benefit from opportunities in this market," SNIPO said in an emailed statement, adding that French authorities had not responded as swiftly as their Dutch counterparts.‎

PRICES SOAR

Meanwhile, companies sticking with egg suppliers closer to home are facing sharply higher prices as a result of the outbreak. Nearly 30 percent of U.S. breaker eggs - which includes liquid, dried or frozen eggs used by food manufacturers - has disappeared due to the outbreak, according to Martin and federal data.
The outbreak has led to a sharp uptick in the wholesale price of such eggs, from 63 cents a dozen in late April, when the first egg-laying flock was reported infected, to $1.83 a dozen this week, Brown said.The wholesale price of "shell eggs," typically sold in cartons at grocery stores, has also risen, from $1.19 a dozen in late April to $2.03 a dozen this week, Brown said.Nevertheless, some food makers are turning to the more expensive shell eggs to supplement supplies, although that means an additional cost to send the eggs to a breaking facility that will crack the shells, Elam said.Analysts at Goldman Sachs predict consumers will ultimately spend an additional $7.5 billion to $8 billion because of the egg supply squeeze.Nestlé SA - which uses eggs for some of its Dreyer's, Edy's and Häagen-Dazs ice cream products - said it is braced for shortages and working with suppliers to help protect hens.Dunkin' Brands Group Inc told Reuters it will leave it up to franchisees to decide whether to swallow the cost hikes they're seeing or pass them on to consumers.

For some companies, having an adequate supply of fertilized eggs can be a matter of life or death. Some vaccine makers, including Merck & Co Inc, maintain their own hen flocks to produce eggs used for incubating vaccines that protect against diseases such as measles and mumps.Merck said it is taking no chances with its chicken flocks as avian influenza continues to spread - security is tight around the birds, and the health of the hens is continuously monitored.Sanofi Pasteur, the vaccines division of Sanofi, said it too is keeping close tabs on the outbreak – particularly with the state agriculture department in Pennsylvania, home to some of its suppliers and the fourth-largest U.S. egg-laying flock. rome-The lynching of a young Muslim woman accused of blasphemy has sparked protests again: there is a glimmer of hope regarding the question of religious freedom, not forgetting, however, that in nearby Pakistan, a Christian couple met the same fate.Farkhunda was just 28 years old when she was lynched last 19 March, by a frenzied crowd that accused her unjustly of burning pages from the Quran. Farkhunda, a Muslims woman believed to have committed “blasphemy”, was massacred amid the indifference of the police. She was beaten up, stoned, dragged through the streets and burnt. But today, her martyrdom – this is how human rights activists refer to it – could mark the beginning of a new season in Afghanistan.The deceit behind the lynching soon came to light. The Minister of Interior, Noor-ul-Haq Ulumi, himself recognised Farkhunda’s complete innocence. She was condemned because as a young girl she had exposed a mullah who had been writing false tawiz. The tawiz is a locket usually containing verses from the Quran intended as an amulet, a practice that is common in Afghanistan. The mullah in question railed against Farkhunda, egging on the crowd which started attacking her. The scene took place in front of the Shah-e Du Sham­shira (King of two Swords) mosque, right in the centre of Kabul.Farkhunda’s death triggered an unexpected and significant protest by Afghan society. Thousands of people, especially women, demonstrated in Kabul for days, brandishing anti-police and anti-mullah slogans. They were calling out for the guilty to be brought to justice so that the girl’s blood was not shed in vein.The justice system concluded its proceedings within about a month. At the start of May, four men were sentenced to death for the woman’s murder and another eight to life imprisonment. 11 policemen were sentenced to a year in prison for failing to prevent Farkhunda’s death. Although the judge made no distinctions in terms of rank, giving all of them the same punishment, at least it did send out a message and the murder did not go unpunished.Observers both inside and outside the country having been speaking about an unprecedented mobilisation which the mullahs attempted to smear, trying to pass it off as an “anti-Islamic” effort or claiming it was “paid for from outside”. But the population was not fooled and the political and judicial institutions did take demonstrators’ requests into consideration.In recent years, the role of human rights associations, research foundations, women’s networks, NGOs and groups – a “third force” in a country that is caught between the Taliban and warlords – has been strengthened. This third force is trying to push the democratisation process along and build a personal and social rights framework. The first international seminar on Afghan civil society studies organised in Kabul two years ago, said that “instilling a sense of responsibility in civil society is essential in order to launch a social reconstruction and ensure human rights are guaranteed”.Other rights that still need to be guaranteed are the freedom of conscience and religion which is still not protected. The rigidly Islamic Constitution – which does mentions religious freedom – it seems impossible to profess any other faith other than Islam and display non-Islamic religious symbols. The country is seriously lacking in the field of human rights and freedoms, while the rights of women and children are systematically violated.In this context, the work of civil society is invaluable. Giuseppe Moretti, Superior of the Missio sui Iuris in Afghanistan, recalled the urgent need to “make civil society a protagonist and work toward building the real foundations of democracy: schools, hospitals, jobs, fair salaries. This would make it possible to stabilise and pacify a country. The Church, despite its small size, is doing its bit: We have built the “School of peace” in a village on the outskirts of Kabul, which provides an education to more than 850 children.”Alongside Farkhunda’s story, is that of the Christian couple Shabhaz and Shama Masih who were accused of blasphemy, lynched and burned alive in Pakistan in November 2014 in the city of Kot Radha Kishan in the country’s Punjab province. This was another test of justice in the “land of the pure”.In recent days, an anti-terrorism court officially charged 106 people with the couple’s murder, which was instigated by three religious leaders of local mosques. A crowd of 400 Muslims apparently asked Masih and his wife to convert to Islam or face the consequences of a blasphemous action. When the couple refused, the mob killed them.According to the Christian lawyers, the trial was a fundamental step in showing that there is equal justice for everyone in Pakistan and does not discriminate in cases where the victims belong to religious minorities.

May, 09:29-Citizens and businesses will be able to influence the EU commission's revised circular economy strategy using a public consultation which will be launched “in a few days”, a commission official said on Thursday (21 May).Aurore Maillet, member of the cabinet of environment commissioner Karmenu Vella, told an audience on Thursday that the commission is examining how it can “promote circular economy across the whole value chain”.The circular economy is a theoretical concept in which waste is being re-used as a new resource to limit the negative effects of the scarcity of raw materials.But it is about more than just recycling. In a perfect circular economy, what will happen to material is considered already at the design phase of a product.“Since the industrial revolution, our economies have developed a ‘take-make-consume and dispose’ pattern of growth — a linear model based on the assumption that resources are abundant, available, easy to source and cheap to dispose of”, according to the previous commission's strategy paper on circular economy.The paper was accompanied by a legislative proposal for a revision of recycling and waste legislation.Shortly after the Juncker commission took office, it indicated it would scrap the proposal.After a public outcry, the commission announced it will table “a broader, more ambitious” package that will replace proposals drawn up by president Juncker's predecessor.“It's good to look at waste, but we need to close the circle”, said Maillet at an event in Brussels organised by the European Policy Centre.“We need to look beyond that and have a more holistic approach which is really what makes a difference in the new commission.”

Two parts

The new circular economy package will consist of two parts.The first is a revised legislative proposal on targets for reducing waste. The degree to which material is recycled varies greatly among EU countries, with Germany recycling almost half of the material, and Romania depositing almost everything in landfills.The commission wants a “country-specific approach” to goals on reducing waste, but Maillet said that does not mean that there will be national targets.“We are still looking at what is the best way to make the waste targets and waste proposal as such more country-specific.”She noted that the commission already has “a lot of input” for the waste legislation which it will use, including an impact assessment, a public consultation, and ideas from the EU parliament and member states.The second part of the package will be an “action plan” on the rest of the circular economy.“We are going to look at products before they become waste, when they are produced”, Maillet said, adding that the “consumption aspect” will also be involved.The online consultation will take three months, but Maillet said she is confident the dialogue is not going to delay the process. The commission has promised the circular economy strategy will be published before the end of the year.

A chance of convincing member states

The new rules will need approval from the European Parliament and the national governments.Although the commission was criticised for withdrawing the original circular economy package, one diplomatic source from the member states told this website that that previous set of rules was "never going to go anywhere anyway" because it only covered the recycling side, not the production side of the economy."Now they have a chance to come up with a real package that has a chance of convincing the member states, and that has a chance to put the EU economy on the path of greater resource efficiency", the source said."I think the commission will want to go down [in history] as a commission that has put sustainability at the centre of what they're doing."

Still, most Americans see drought in the West – parts of Nevada, Oregon, and Utah are parched as well – as a regional problem.
That’s wrong, says Cynthia Barnett, the author of three books on water.“Drought's consequences also reach beyond the Western states, to grocery stores and East Coast pastureland,” she writes in the Los Angeles Times. “Longer term, persistent drought could push more water-intense crops and livestock from the arid West to the relatively wet East, where many regions are dealing with the twin water woes of scarcity and pollution. As drought has reduced cattle herds across the West, some Eastern states – including Indiana, New York, Ohio and Pennsylvania – have seen an increase in cattle numbers.”“Several news articles in recent weeks have suggested that Southern cotton-growing states are ideal places to absorb California crops – with no mention of the water strife that plagues the region.Rice cultivation in Arkansas over the last century has depleted the Mississippi River Alluvial Aquifer by 90 feet. Water has been so mismanaged among Florida, Georgia and Alabama that the states have spent 20 years and millions of dollars fighting in court, when they could have been working together to use less,” Ms. Barnett writes. “Growing the right crops in the right places is a worthwhile goal. But simply moving the problem of over-extraction from one region to another is not the answer.”To be included in the new riparian agreement in California, participants will have to submit a specific plan to achieve the program’s conservation requirements by June 1, and the State Water Board will conduct spot checks during the growing season.

LOS ANGELES (Reuters) - The carcasses of five petroleum-soaked pelicans have been recovered from California's Santa Barbara coastline, marking the first apparent sea bird fatalities stemming from the oil spill there, officials overseeing response to the disaster said on Friday.The body of a dolphin with no visible signs of oil also turned up on Friday in Santa Barbara Harbor, though a necropsy - the animal equivalent of an autopsy - must be conducted on the carcasses of the marine mammal and birds to determine conclusively if they were victims of the spill.Eight oil-stained pelicans have been rescued alive from the spill zone since Tuesday's pipeline rupture, along with two sea lions and one elephant seal, said Ashley Settle, a spokeswoman for the joint-agency command for cleanup and recovery operations in Santa Barbara.

HOUSTON (Reuters) - Hundreds of barrels of oil that gushed from a ruptured coastal pipeline in scenic California this week could stiffen opposition to large oil projects that companies want to build in the state, notably those to deliver cheap U.S. crude on trains.Several proposed oil-by-rail offloading terminals in California were already being contested in light of several fiery crude train derailments since 2013 that have stoked safety concerns about spills and explosions.Now, the sight of oil washing up on the shores of Santa Barbara could further galvanize rail opponents after up to 2,500 barrels of crude leaked on Tuesday from a pipeline owned by Plains All American Pipeline LP ."The more oil we're moving through the state, the greater the risk of these sorts of accidents," said Paul Cort, an attorney with EarthJustice, which has sued to stop crude deliveries at Plains' 70,000 barrels per day (bpd) oil-by-rail terminal in Bakersfield.Past spills have prompted policy changes. A leak of 100,000 barrels of crude off Santa Barbara in 1969 led to bans on new leases for offshore drilling in California.The latest spill could complicate regulatory approvals."It's certainly not good news for anyone trying to permit any kind of oil-related facilities in California," said John Auers, a consultant at Turner, Mason & Co in Dallas.Refiners Valero Energy Corp and Phillips 66 want to use railways to transport cheap crude from onshore fields in North America to northern California refineries to displace more pricey foreign imports.But the projects, which could help mitigate upward pressure on gasoline prices that are among the highest in the United States, have been repeatedly delayed to allow for lengthy environmental reviews.Some companies have given up.Nearly two months ago, WesPac Energy-Pittsburg LLC withdrew the 51,000 bpd oil-by-rail component in a broader proposal that has been awaiting permits from the city for more than two years. WesPac now proposes that crude would move into the terminal only via pipeline or vessel if approved. Drenching rains force scores of rescues in Oklahoma City-Reuters-MAY 24,15-YAHOONEWS

(Reuters) - More than 70 people were rescued on Saturday after severe storms soaked Oklahoma during a month of record rainfall, authorities said.The Oklahoma City Fire Department said in a statement it had rescued more than 70 people after the drenching storms triggered flash floods in the city.The storms also spurred several small tornadoes throughout the day, causing limited damage, officials said.The National Weather Service in Norman, Oklahoma, said Oklahoma City was just .11 inch shy of the all-time record for rainfall in any month.It warned of flooding and advised people not to drive into any water covering roadways.
