US-Russia reach agreement on Syria weapons

GENEVA (AP) — U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov reached agreement Saturday on a framework for Syria to destroy all of its chemical weapons, and said they would seek a U.N. Security Council resolution that could authorize sanctions — short of military action — if Syrian President Bashar Assad's government fails to comply.The deal announced by the diplomats on the third day of intense negotiations in Geneva includes what Kerry called "a shared assessment" of Syria's weapons stockpile, and a timetable and measures for Assad's government to comply."The world will now expect the Assad regime to live up to its public commitment," Kerry told a packed news conference in the Intercontinental Hotel in Geneva, where he has been staying and the negotiations were conducted since Thursday night. "There can be no games, no room for avoidance, or anything less than full compliance by the Assad regime."The deal calls for international inspectors to be on the ground in Syria by November and to complete their initial work by the end of that month. All of Syria's chemical weapons stocks, material and equipment would have to be destroyed or removed by mid-2014.Administration officials had said that President Barack Obama was open to a Security Council resolution that did not include military force as a punishment if Assad doesn't follow through on promises regarding the weapons. While Russia would be all but certain to veto any measure with such a penalty, Obama's willingness to concede the point — after threatening a U.S.-led military strike with or without approval by the U.S. Congress — provided a step forward."I have no doubt that the combination of the threat of force and the willingness to pursue diplomacy helped to bring us to this moment," Kerry said."Providing this framework is fully implemented, it can end the threat these weapons pose, not only to the Syrian people, but also to their neighbors, to the region, and because of the threat of proliferation, this framework can provide greater protection and security to the world," he said.But the stakes have been especially high in Geneva, because the negotiations between the United States and Russia on securing Syria's chemical weapons also are considered key to breaking the international stalemate that has so far blocked a resumption of peace talks to end the Syrian civil war, now in its third year."We have committed to a standard that says, verify and verify," Kerry said.Among the highlights of the agreement is that the U.S. and Russia would agree to work together on a new, binding Security Council resolution that would ensure verification of the agreement to secure and destroy Syria's chemical weapons stocks and remove its capability to produce such weapons.The resolution would allow for punitive measures for non-compliance, but stop short of military action, if the 15-nation Security Council approves them. The U.S. and Russia are two of the five permanent Security Council members with a veto. The others are Britain, China, and France.Another major feature of the agreement is that the U.S. and Russia plan to give Syria one week, until Sept. 21, to submit "a comprehensive listing, including names, types and quantities of its chemical weapons agents, types of munitions, and local and form of storage, production, and research and development facilities."In addition, the U.S. and Russia have agreed that international inspectors should be on the ground in Syria by November and complete their initial work by the end of the month. They must be given "immediate and unfettered" access to inspect all sites.Notably, Kerry said they had agreed on grounds under which they might request a Security Council "Chapter 7" resolution at the United Nations, which is a measure that could include military and non-military sanctions.But Lavrov, who said the agreement was "based on consensus and compromise and professionalism," indicated there would be limits to using a Chapter 7 resolution, which Russia would almost certainly veto if it specifically authorized a military strike such as what President Barack Obama has threatened."Any violations of procedures ... would be looked at by the Security Council and if they are approved, the Security Council would take the required measures, concrete measures," Lavrov said."Nothing is said about the use of force or about any automatic sanctions. All violations should be approved by the Security Council," he added.Kerry also said any violations will result in "measures" from the Security Council, while Lavrov said the violations must be sent to the Security Council from the board of the chemical weapons convention before sanctions — short of the use of force — would be considered.Kerry said the pair and their teams of experts had come to agreement on the exact size of Syria's weapons stockpile, which had been a sticking point before their meetings in Geneva. But in marathon sessions into early morning hours, the U.S. and Russia succeeded in narrowing their differences.
The agreement over the Russian proposal to inventory, isolate and eventually destroy Syria's chemical weapons stocks comes as the Obama administration warned that there is a timetable for a diplomatic resolution of the weapons issue.Administration officials have said that Obama would retain the authority to order U.S. airstrikes against Syria. Obama himself said that any agreement to remove Syria's chemical weapons stockpile "needs to be verifiable and enforceable."U.N. inspectors prepared to turn in their own poison gas report this weekend. Two U.N. diplomats, speaking on condition of anonymity because the time was not yet final, said Friday night that Secretary-General Ban Ki-moon was expected to brief the Security Council about the report on Monday morning.Ban said Friday that he expected "an overwhelming report" that chemical weapons were indeed used on the outskirts of Damascus on Aug. 21. Obama called for a limited military strike against Assad's forces in response, then deferred seeking congressional approval to consider the Russian proposal.Kerry and Lavrov also met Friday with U.N.-Arab League envoy Lakhdar Brahimi about the potential for a new peace conference in the Swiss city. Kerry said he, Lavrov and Brahimi agreed to meet around Sept. 28 on the sidelines of the annual U.N. General Assembly meetings in New York."We are committed to try to work together, beginning with this initiative on the chemical weapons, in hopes that those efforts could pay off and bring peace and stability to a war-torn part of the world," Kerry said.Kerry, flanked by Lavrov and Brahimi, told reporters after an hour-long meeting that the chances for a second peace conference in Geneva will require success first with the chemical weapons talks.Kerry planned to travel to Jerusalem Sunday to discuss the situation in Syria with Israeli Prime Minister Benjamin Netanyahu. He will then go to Paris to see French Foreign Minister Laurent Fabius and British Foreign Secretary William Hague on Monday about the Syrian war. US: Assad must show 'concrete actions' on weapons

Iran urges 'new steps' from Russia on nuclear crisis


Iran's new leader Hassan Rowhani on Friday urged Moscow to help solve Tehran's nuclear crisis as he met President Vladimir Putin for a key meeting at a security summit in Kyrgzystan."As far as the Iranian nuclear problem is concerned, we would like this problem to be solved as soon as possible within the framework of international norms," Rowhani told Putin in televised remarks translated into Russian in Bishkek."In the past Russia undertook important steps in this sphere, and right now is the best opportunity for new steps on your part," he said.The two leaders were meeting for the first time on the sidelines of a summit of the Shanghai Cooperation Organisation held in Kyrgyzstan.Rowhani said the meeting was an "opportunity to exchange opinions on sensitive regional problems, international topics and bilateral questions".Putin in turn praised Moscow's long-standing regional ally as a close neighbour in Rowhani's first meeting with a major world leader since he won June elections."We know how much in international affairs is revolving around the Iranian nuclear problem, but we in Russia know something else, too: that Iran is our neighbour, a good neighbour," Putin said."We do not choose our neighbours," he added.Putin was reportedly going to offer for Russia to build a second nuclear reactor at Iran's Bushehr nuclear power plant, according to a diplomatic source quoted by Kommersant daily on Wednesday."We have always had a large amount of cooperation, we have it now and most likely we will do in the future," Putin said.Putin was also reportedly offering the renewal of a contract to supply Iran with sophisticated S-300 air defence missile systems, after the deal was cancelled under international pressure in 2010.The diplomatic source told Kommersant that Putin would make the offer in return for Iran's withdrawing a $4 billion (3 billion euros) lawsuit that it has lodged in Geneva over the scrapping of the deal.Putin's spokesman Dmitry Peskov denied to Russian news agencies that the arms offer was on the table, however.Putin's meeting with Rowhani came shortly after he hosted Western powers for a G20 summit focused on Syria in Saint Petersburg last week.Moscow has cooperated with Iran on nuclear power generation despite international opposition to a programme that Western powers and Israel believe is being used as a smokescreen for building a nuclear bomb, while Iran insists it is peaceful.
Iran denies seeking or ever having sought nuclear weapons and argues that the six UN Security Council resolutions passed against it since 2006 -- four with sanctions attached -- are illegal.Russia urged the West to soften sanctions against Iran after the election of Rowhani, a centrist cleric, in June, expressing hopes for a major breakthrough in the nuclear standoff. Rowhani has pledged greater transparency in talks.

BEIRUT (AP) — Syria’s main opposition group in exile was “deeply skeptical” Friday about Damascus signing an international treaty banning the production and use of chemical weapons, saying a U.N. resolution was needed to enforce compliance.Syrian President Bashar Assad told Russian TV that his government would start submitting data on its chemical weapons stockpile a month after signing the convention.
His ambassador to the United Nations said that as of Thursday, Syria had become a full member of the treaty, which requires destruction of all chemical weapons.“This gesture comes as too little, too late to save civilians from the regime’s murderous intent,” said the main Western-backed Syrian opposition group, the Syrian National Council.“It is clearly an attempt to evade international action as well as accountability in front of the Syrian people,” it said.It said the regime must not be allowed to use diplomacy “to indefinitely stall international action while it continues its policy of widespread violence against civilians.”Syria’s acceptance of a Russian proposal to relinquish its chemical weapons stockpile has — for now — averted a U.S. military strike in response to the alleged chemical weapons attack that killed hundreds near Damascus on Aug. 21.
The U.S. accuses Assad’s government of being responsible for the attack in the suburb of Ghouta, saying 1,429 people were killed; others estimated a lower death toll.Assad has denied responsibility, blaming the rebels and accusing Washington of spreading lies without evidence to justify a military strike.U.N. Secretary-General Ban Ki-moon said he believes there will be “an overwhelming report” from the world body’s inspectors that chemical weapons were used in the attack, but he did not say who was responsible. Under the mandate for the inspectors, the team was to determine whether or not chemical agents were used and if so, which agent.The chief chemical weapons inspector, Ake Sellstrom, told The Associated Press that he has completed his report and will deliver it to Ban in New York this weekend.Ban also said the Assad’s regime “has committed many crimes against humanity.”“Therefore, I’m sure that there will be surely the process of accountability when everything is over,” Ban said in remarks shown on U.N. television.Fighting in the civil war continued. Activists said government troops battled for the ancient Christian village of Maaloula, northeast of the capital of Damascus; regime warplanes bombed rebel positions in the southern province of Daraa and in the eastern oil-rich province of Deir el-Zour; and both sides clashed in Barzeh, on the edge of Damascus.Russian President Vladimir Putin praised Syria’s joining of the Chemical Weapons Convention, telling an international security meeting in Kyrgyzstan that the move proved Damascus’ “serious intentions.” The summit was dominated by Russia, China and Iran, all Assad allies.Syria’s opposition said it was “deeply skeptical,” and rebel commanders accused Assad of moving the chemical weapons to make tracking them more difficult.Qassem Saadeddine, a former Syrian army colonel and spokesman for the rebels’ Supreme Military Council, said the Syrian leadership has spread its chemical weapons over several dozen locations.
Saadeddine also accused Syria of sending some of the weapons to Hezbollah in Lebanon and to Iraq — both close to the regime. He declined to give the source of his information.“The chemical weapons convention requires a state to act in good faith,” the SNC said. “Considering the regime’s actions, this is not something the Syrian people can afford to grant the regime.”France has proposed a draft resolution that demands the weapons be put under international control and dismantled. Submitted under Chapter 7 of the U.N. charter, which makes it enforceable militarily, it warns of “very serious consequences” if Syria does not comply.Russia has rejected any resolution under Chapter 7 and proposed a weaker presidential statement — a move rejected by the U.S., Britain and France.U.S. and Russian chemical weapons experts met in Geneva to haggle over the technical details.The SNC urged the U.S. to keep the threat of force on the table, saying a U.N. resolution must be enforceable under Chapter 7.U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov met in Geneva with U.N.-Arab League envoy Lakhdar Brahimi to examine political developments and plot a new international conference to support the creation of a transitional government for Syria.Also Friday, Human Rights Watch accused Syrian government forces and pro-regime militias of carrying out mass killings of at least 248 people in two predominantly Sunni Muslim towns along the Mediterranean in May.The New York-based group said its report on the killings in Bayda and Banias on May 2 and 3 was based on accounts of witnesses who saw or heard government and pro-government forces detain and then kill their relatives. It said 167 people were killed in Bayda and 81 in Banias.The towns are predominantly populated by Sunni Muslims, who dominate the revolt against Assad. The towns are in Syria’s coastal area, the heartland of his Alawite sect, an offshoot of Shiite Islam.“While the world’s attention is on ensuring that Syria’s government can no longer use chemical weapons against its population, we shouldn’t forget that Syrian government forces have used conventional means to slaughter civilians,” said Joe Stork, HRW’s acting Middle East director. “Survivors told us devastating stories of how their unarmed relatives were mowed down in front of them by government and pro-government forces.”
The crisis began in March 2011 as largely peaceful protests against Assad, but turned into a civil war after opposition supporters took up arms to fight a government crackdown on dissent. The fighting has taken on increasingly sectarian overtones, and more than 100,000 people have been killed.


Arabic professor distributes map without Israel, then pencils it in half-assedly

On the second day of Arabic class, San Diego State University professor distributed a map that had omitted Israel and labeled the land mass where Israel is located as “Palestinian Territories.”The professor, Ghassan Zakaria, then redistributed the exact same map after sloppily writing “Israel” and generally indicating where the country is, reports KGTV.The ABC affiliate’s unnamed sources called Zakaria’s new map of the Middle East little better than the old one in the sense that it doesn’t convey Israel’s legitimacy as a sovereign political entity accurately.Unidentified students had feared academic reprisals if they said anything about the map in class.“I don’t really believe it was the right place for dialogue,” an anonymous student told KGTV in a prior report. “It is a language class. It’s not a class about conflict.”Concerned students decided to forward the map to the local branch of a pro-Israeli group called “Stand With Us.”Representatives of the group posted the map on its Facebook page and asked members to contact the taxypayer-funded university’s Arabic program director.Zakaria has expressed regret to the class, notes KGTV. One of the grave dangers in the Vatican's dialogue with Judaism is the Church's attempt to drive a wedge between the “good” and docile Jews of the Diaspora and the “bad” and arrogant Jews of Israel.



Pope Francis has praised Jews for keeping their faith despite the Holocaust and other “terrible trials” throughout history, and reaffirmed Judaism as the “holy root” of Christianity.In a letter, published on the front page of La Repubblica Italian newspaper, the Pope writes that "since Vatican Council II, we have rediscovered that the Jewish people are still for us the holy root from which Jesus germinated".As archbishop of Buenos Aires, Bergoglio had celebrated Rosh Hashana in local synagogues, he had voiced solidarity with Jewish victims of Iranian terrorism and co-written a book with a rabbi, Avraham Skorka. Montell, who accepted money from BDS, added that “settlement expansion is a primary source of human rights violations for Palestinians” and that “human rights violations are inherent to a prolonged military occupation”."When you live under occupation, you come to accept things you shouldn't accept,” Lubna Alzaroo, a Muslim graduate of Bethlehem University and Fullbright scholar studying at the University of Washington, said at the D.C. event of the Catholic Church.

My reply was: "I hope the next Pope will avoid the ecumenical mistakes of his predecessors, he will address the challenge of political Islam and understand the Jewish revolution of returning to the land after Auschwitz. Otherwise, any Jewish-Catholic dialogue will be empty, or worse, it will be a show for hypocrites".Was I right to be skeptical?
