Israeli Prime Minister Benjamin Netanyahu said on Wednesday Syria must be stripped of its chemical weapons and that the international community must make sure those who used weapons of mass destruction pay a price.Netanyahu said Syria had carried out a "crime against humanity" by killing innocent civilians with chemical weapons and that Syria's ally Iran, who is at odds with the West over its nuclear program, was watching to see how the world acted."It must be ensured that the Syrian regime is stripped of its chemical weapons, and the world must make sure that whoever uses weapons of mass destruction pays a price for it," Netanyahu said. "The message that is received in Syria will be received loudly in Iran."

Hinting at dismay with Obama, PM says Israel can rely only on itself

Citing Syria and Iran, Netanyahu says he is guided as Israel’s leader, more now than ever, by the saying, ‘If I am not for myself, who will be for me?’

Netanyahu made this concern explicit in his speech Wednesday, warning, “The message that is received in Syria will be clearly understood in Iran.”Amid complex diplomacy to try to resolve the Syria crisis, the prime minister was adamant that “one has to be certain that the Syria regime is disarmed of its chemical weapons. The world needs to ensure that whosoever uses weapons of mass destruction pays a price.”
Netanyahu’s Defense Minister Moshe Ya’alon echoed his theme, stating that, “At the end of the day, we have rely on ourselves, on our forces, on our deterrent capacity.”At the same event, President Shimon Peres stressed that the Syrian regime could not be trusted. But in sharp contrast to Netanyahu, Peres clearly threw his weight behind Obama-backed, Russia-initiated diplomacy, saying any agreement reached by the US and Russia would ensure the safe disposal of Syria’s WMDs.“I know both President Obama and President Putin, and I am convinced that if an agreement is reached it will be reliable, explicit and significant,” the president said.Israel’s Channel 2 news said that, behind the scenes, Jerusalem believed that if diplomacy failed to definitively resolve the crisis surrounding Assad’s chemical weapons, and yet Obama did not resort to military action, Iran would be greatly emboldened.Another TV News report, on rival Channel 10, said Netanyahu in private had indicated his concern that the Iranians perceive weakness from the US in facing Bashar Assad’s Syria, a far less potent regime than their own. The TV report said Netanyahu was also unhappy that Obama had reached out to Israel and to pro-Israel activists for help in swaying Congress behind military action, only to back away from that course. The French official close to the president, who spoke on condition of anonymity because negotiations remained sensitive, said Russia objected not only to making the resolution militarily enforceable, but also to blaming the alleged Aug. 21 chemical attack on the Syrian government and demanding that those responsible be taken before an international criminal court.Wary of falling into what the French foreign minister called “a trap,” Paris and Washington are pushing for a UN Security Council resolution to verify Syria’s disarmament. Russia, a close ally of Syrian leader Bashar Assad and the regime’s chief patron on the international stage, dismissed France’s proposal on Tuesday.The diplomatic maneuvering threatened growing momentum toward a plan that would allow President Barack Obama to back away from military action. Domestic support for a strike is uncertain in the United States, even as Obama seeks congressional backing for action — and there has been little international appetite to join forces against Assad.In a nationally televised speech Tuesday night, Obama told Americans that diplomacy suddenly holds “the potential to remove the threat of chemical weapons” in Syria without use of force, but he declared that the US military will “be ready to respond” against Assad if other measures fail.Obama said he had asked congressional leaders to postpone a vote he has been seeking to authorize the use of military force against Syria. Its latest report updates the commission’s work from 2011 until mid-July, stopping short of the Aug. 21 attack.What has been left unaddressed in the flurry of diplomacy is the broader civil war in Syria, which has already claimed the lives of more than 100,000 people and forced more than 6 million Syrians — nearly a third of the population — to flee their homes.Heavy fighting between Syrian government troops and rebels flared again Wednesday in the ancient, predominantly Christian village of Maaloula, near the Syrian capital. Troops are trying to flush out rebel units, including two that are linked to al-Qaeda, from the hilltop enclave which they broke into last week.Most of the village’s 3,300 residents have fled to safer parts of the country, although some have remained and are locked up in their houses, activists said.
Maaloula, about 60 kilometers (40 miles) northeast of Damascus, had until recently been firmly in the regime’s grip despite being surrounded by rebel-held territory. The village was a major tourist attraction before the civil war. Some of its residents still speak a version of Aramaic, a biblical language believed to have been used by Jesus.

‘On Iran, Israel stands alone’

Echoing comments by Knesset Foreign Affairs and Defense Committee Chairman Avigdor Liberman on Tuesday and by Israeli Prime Minister Benjamin Netanyahu on Wednesday, Shavit said that Israel will likely have to face the Iranian threat on its own.Economic sanctions could cause Iran to halt its nuclear program if the pressure is strong enough to “strangle” the Iranian economy, he said, but added that it is doubtful whether the international community will impose such harsh sanctions. The military alternative seems less likely than before in light of the Obama administration’s reluctance to act decisively on Syria.“The US balks at launching half a dozen Tomahawk missiles at Syria,” he said. Such “floundering,” he added, has caused Washington “to lose prestige,” he said. “No one [in the world] wants to wage wars that don’t directly concern them. Will Europe go to war with Iran?”“We [in Israel] will have to decide on our own strategy … since the world will not recognize the Iranian threat as a global threat, [viewing it] only as one directed at Israel. If we stand alone, we have to weigh the pros and cons.”Could Israel conceivably allow Iran to obtain nuclear weapons? Shavit did not rule out that possibility — but only in a different Iran. ”In a scenario where Iran changes from [a leadership] of Muslim fanatics to a civil society, we can decide that ‘OK, it’s not worth going to war over.’ Why? because a civil society decides differently than fanatical Muslim leaders whose duty in life is to annihilate you.”

The Russian deal: Good for Assad, bad for Israel

Russia’s proposal to strip Syria of its chemical weapons, gradually morphing into international policy, worried Shavit. The plan demonstrates President Vladimir Putin’s “mastery of realpolitik,” he said, giving Obama a much-coveted “ladder” to withdraw his threat of force against Syria.“It seems to me that a deal is being hatched between Russia, the US and Bashar Assad … Syria announced that it is willing to destroy its chemical weapons or remove them from Syrian territory. The world can indeed arrange that without much effort.”Shavit described such a scenario as a win-win situation for the three parties involved.‘Israel’s biggest gain, a strategic gain, [would be if] the axis of evil between Iran, Syria and Hezbollah is broken’“The United States gets off the hook, Russia will have strengthened its standing in Syria, and Assad remains in power, albeit weakened. What happens next? That question remains open.”Such an outcome, he stressed however, “is not good for Israel.”Unlike the moralistic tone used by Israeli Justice Minister Tzipi Livni in Wednesday’s call for international intervention in Syria, Shavit’s argumentation remains strictly practical.
“Israel’s biggest gain, a strategic gain, [would be if] the axis of evil between Iran, Syria and Hezbollah is broken. That would inevitably weaken Hezbollah and leave us alone to confront Iran. It would mean Iran minus a [military] division; since Hezbollah is effectively an Iranian division.”

‘A Kurdish secession in Syria would be good for Israel’

The prospect of an independent or autonomous Kurdish state splintering from the central government in Damascus — as in Iraq — would be good for Israel, Shavit opined, but quickly added that such a state will never come to be due to the objection of two regional powers, Iran and Turkey, which would actively oppose such a move.
“The reason this will not happen is not only that Syria will have to pay a territorial price for this [Kurdish] state, but that a Kurdish state will demand territories under the control of Turkey, Iran, Iraq and Former Soviet Republics.”“The emergence of an independent Kurdish state would entail a price that the surrounding countries will not be willing to pay.”It is for good reason that the Autonomous Kurdish Region in northern Iraq has not unilaterally declared statehood, he said. ”If the Kurds unilaterally declare independence, no one will come to their aid.”

‘An attack like 9/11 cannot repeat itself today’

The United States and Europe are far more prepared to confront terrorism since the attacks against the World Trade Center and the Pentagon in September 2001, Shavit said.“I do not believe that global terrorism can execute an operation on the scale of the 9/11 attacks,” he said. “Many things have changed in the United States, Europe, and the rest of the free world, both with regards to preventative and defensive measures and with regards to the development of offensive counter-terrorism doctrines.”‘The fact of the matter is that since 9/11 they haven’t repeated an attack of similar magnitude, and it’s not for lack of trying’Following 9/11, Shavit founded Athena, a company which advises countries on issues of homeland security, intelligence gathering, and counter-terrorism. He maintains the position of CEO in the company.If international terrorist groups were free to plan and execute attacks before 9/11, today they invest over 50 percent of their time worrying about their own survival, he claimed.“The fact of the matter is that since 9/11 they haven’t repeated an attack of similar magnitude, and it’s not for lack of trying.”
