The international norm against the use of chemical weapons is longstanding and universal. The use of chemical weapons anywhere diminishes the security of people everywhere. Left unchallenged, it increases the risk of further use and proliferation of these weapons.We condemn in the strongest terms the horrific chemical weapons attack in the suburbs of Damascus on August 21st that claimed the lives of so many men, women, and children. A report presented Monday at the International Institute for
Counter-Terrorism's (ICT) World Summit on Counter-Terrorism said that
Syria had a large stockpile of chemical
weapons, and was likely to use them if attacked by the U.S. or Western
countries. According to the report, Syria has one of the largest stores
of VX, a deadly nerve gas, as well as of Sarin, the chemical said to have been used in the attack that killed some 1,400 people in a Damascus suburb last month.Syria has been stockpiling chemical weapons since the 1980s, the report said, and the army now possesses more than 1,000 tons of chemical
weapons, stored in over 50 cities throughout the country. Syria has
many methods to deploy those weapons, according to the report, including
rockets, artillery shells, aerial bombs, and ballistic missiles.Syria also manufactures chemical weapons in five locations throughout
the country, the report said. Damascus even has a special institute -
Centre d'Etudes et de Recherches Scientifiques (CERS) – dedicated to developing chemical
and biological weapons, the report said. The institute works closely
with the Syrian army, and reports directly to President Bashar al-Assad.Syria's biggest chemical factory is at Al Safira, about 20 kilometers
south of Aleppo, the report said, and contains the country's biggest
stash of Sarin. This site was established in the 1980s with the help of
Russia, and contains some of Syria's biggest military secrets.There are also large caches in Syrian cities, including Damascus,
Aleppo, and Latakia. These are under the direct control of the army, the
report said.However, it added, it is possible that some of these stores have been
taken by rebel groups, who have in turn conquered and lost some of the
cities where chemical weapons are stored.As many of the rebel groups are associated with Al Qaeda, it is highly possible that some of the chemical
weapons will end up in the hands of terrorist groups. Meanwhile, the
report added, it was possible that Assad would hand over some of the
weapons stores to his ally Hezbollah for “safekeeping” if he felt they
were threatened. Such scenarios could happen “at any time,” the report
added.
The Russian Defense Ministry reportedly reprimanded Israeli and US diplomats, following a joint Israeli-American naval exercise last Tuesday which involved the launch of a number of ballistic missiles, triggering Russian missile defense systems in the region and briefly provoking alarm in the Kremlin.
According to the RIA Novosti news site, Deputy Defense Minister Anatoly Antonov personally reprimanded the Israeli and American attaches to his country, over actions that "could have a negative effect on security in the region and the world."Antonov had also vocally criticized the missile defense drill in the exercise's immediate aftermath. Speaking to reporters, he asked “is there any other region more volatile and packed with weapons today?”“I don’t completely understand how someone could play with arms and missiles in that region today," he continued, “The Mediterranean is a powder keg, and a match is enough for fire to break out and possibly spread not only to neighboring states but to other world regions as well. I remind you that the Mediterranean is close to the borders of the Russian Federation.”In contrast, Israeli Defense Minister Moshe Ya'alon downplayed the events, claiming that the drill had been planned "a long time ago."Nevertheless, some analysts have suggested that the decision to forge ahead with the drill in spite of escalated regional tensions could have been a not-so-subtle warning to the Syrian regime and its allies, following threats by Syrian officials to attack Israel in response to a US-led strike on the Assad regime.

As Israel is set to mark 40 years since the Yom Kippur
War, Lieutenant Colonel (Reserves) Avi Gur, who served as a battalion
commander in the war, says the milestone should bring with it a fresh
take on the traditional Israeli narrative.In an interview with Arutz Sheva,
Gur says the time has come for Israelis to realize that even though the
war caught Israel's leaders unprepared, the efforts of the military are
a cause for great pride.The Yom Kippur War began on the holiest day of the Jewish Calendar in 1973 when an Arab force led by Egypt and Syria made a joint surprise attack on Israeli positions in the Sinai desert to the south, and the Golan Heights on Israel's northern border.Despite a grim start, with an Egyptian offensive crossing the Suez
Canal and advancing deep into the Sinai Peninsula within three days,
Israel had mobilized and then began pushing the Egyptian forces back,
launching a counter attack of its own, pushing through the Suez Canal
and reaching the road to the Egyptian capital, Cairo.In the north, following a fierce attack on the Golan Heights, within
three days the IDF had pushed the Syrians back and launched a four-day
counter-offensive deep into Syrian territory.The war is often known for the failure of the military and political
echelon to recognize signs of an upcoming war and for not issuing an
order for a pre-emptive strike against the Syrians and Egyptians, when
the imminent outbreak of war became apparent.Defense Minister Moshe Dayan assumed that Israel would win any war
started with the Arabs and was concerned that Israel should not appear
as the aggressor, for he believed this could cost much-needed US
support. Following the heavy defeats of the first two days of the war,
Dayan's views changed radically.Despite the 2,656 IDF soldiers killed in the war, which was second
only to the War of Independence in terms of casualties, Gur says the
time has come for Israelis to let the military victory take its place in
the sun."Just like the Israelites needed 40 years to enter the land of
Israel, so too now, 40 years on, we the Israeli people are better
prepared to understand what happened back then in the war."Gur says: "What was considered a political failure is not connected
to the performance of the military that was the greatest victory in the

In a statement published by Palestinian
establishment daily Al-Ayyam on Monday, Ashrawi said the European
guidelines were an important element in the Palestinian decision to
resume talks with Israel in the first place. She told The Times of
Israel that she was confident the EU would stick by its decision despite
American pressure to revoke it.Maja Kocijancic, a spokeswoman for Catherine
Ashton, the EU high representative for foreign affairs, told The Times
of Israel that the EU has been discussing the implementation of the
guidelines with the Israelis, while “taking into account the
sensibilities” of the parties involved.
Kocijancic refused to comment on whether
American pressure is being exerted on the EU, but confirmed that the
guidelines would take effect on January 1, 2014, as planned. No comment
was available from the US State Department at time of publication.The European Union was set to dispatch a team to Israel this week in an effort to assuage concerns over its funding ban, Ashton announced on Saturday.In a news conference with Kerry, she said that
the EU would not be rescinding the new directive, which last month
prompted the Israeli government to declare it would sever a string of
joint projects with the European body.
Ashton asserted, however, “We, of course, want
to continue to have a strong relationship with Israel.” She said the EU
would send a team to Israel on Monday to make sure the implementation
of the ban is done “very sensitively.”The EU team is to be headed up by Pierre
Vimont, the director of the European External Action Service, according
to a report in the Wall Street Journal.Notwithstanding the European position on
settlements, a number of Palestinian officials stated that Israeli
settlement activity could terminate peace talks currently underway with
Israel.Chief Palestinian negotiator Saeb Erekat
stated on Sunday that the Palestinian leadership had informed the
international community that it could not carry on negotiating while
Israel continued releasing tenders for construction in the settlements.“Israel’s argument that the so-called
settlement blocs will remain part of Israel in any final status
agreement is despicable. It amounts to dictations, not negotiations,”
Erekat said in a press statement.Yasser Abed Rabbo, secretary of the PLO
Executive Committee and one of only two Palestinian officials appointed
to comment on negotiations, expressed his frustration with Israeli
policies, which he claimed prevented any progress in negotiations.Israel, he asserted in an interview with
Palestinian radio, wished “to cover up the negotiations so that
Palestinian and international public opinion doesn’t realize that the
negotiations are a vicious circle that achieves no progress due to
Israel’s policies.”Gavriel Fiske contributed to this report.

last week, sought to negotiate a deal that would have Assad hand over
control of chemical weapons.Speaking earlier in the day, Lavrov denied that Russia was trying to sponsor any deal “behind the back of the Syrian people.”The Russian move comes as Obama, who has
blamed Assad for killing hundreds of his own people in a chemical attack
last month, is pressing for a limited strike against the Syrian
government. It has denied launching the attack, insisting along with its
ally Russia that the attack was launched by the rebels to drag the U.S.
into war.
Lavrov and Moallem said after their talks that
UN chemical weapons experts should complete their probe and present
their findings to the UN Security Council.Moallem said his government was ready to host
the UN team, and insisted that Syria is ready to use all channels to
convince the Americans that it wasn’t behind the attack.He added that Syria was ready for “full cooperation with Russia to remove any pretext for aggression.”Neither minister, however, offered any evidence to back their claim of rebel involvement in the chemical attack.Lavrov said that Russia will continue to
promote a peaceful settlement and may try to convene a gathering of all
Syrian opposition figures to join in negotiations. He added that a US
attack on Syria would deal a fatal blow to peace efforts.Lavrov wouldn’t say how Russia could respond
to a possible US attack on Syria, saying that “we wouldn’t like to
proceed from a negative scenario and would primarily take efforts to
prevent a military intervention.”Putin said that Moscow would keep providing

According to the RIA Novosti news site, Deputy Defense Minister Anatoly Antonov personally reprimanded the Israeli and American attaches to his country, over actions that "could have a negative effect on security in the region and the world."Antonov had also vocally criticized the missile defense drill in the exercise's immediate aftermath. Speaking to reporters, he asked “is there any other region more volatile and packed with weapons today?”“I don’t completely understand how someone could play with arms and missiles in that region today," he continued, “The Mediterranean is a powder keg, and a match is enough for fire to break out and possibly spread not only to neighboring states but to other world regions as well. I remind you that the Mediterranean is close to the borders of the Russian Federation.”In contrast, Israeli Defense Minister Moshe Ya'alon downplayed the events, claiming that the drill had been planned "a long time ago."Nevertheless, some analysts have suggested that the decision to forge ahead with the drill in spite of escalated regional tensions could have been a not-so-subtle warning to the Syrian regime and its allies, following threats by Syrian officials to attack Israel in response to a US-led strike on the Assad regime.
