Syria okays Russian deal to give up chemical arms

Damascus quickly ‘agreed to the Russian initiative’ to stop US aggression, foreign minister says

Al-Moallem added that Syria did so to “uproot US aggression.”His statement sounded more definitive than his remarks Monday, when he said that Damascus welcomed Russia’s initiative.Meanwhile, Russia’s Foreign Minister Sergey Lavrov said Tuesday that Russia is now working with Syria to prepare a detailed plan of action, which will be presented shortly.Lavrov said that Russia will then be ready to finalize the plan together with UN Secretary General Ban Ki-moon and the Organization for the Prohibition of Chemical Weapons.
President Barack Obama said Monday the Russian proposal could be “potentially a significant breakthrough,” but he remained skeptical that Syria would follow through.

He said Russia had information about Damascus’ chemical weapons stockpile, and expressed hope that this time a tough resolution on Syria would not be blocked — an allusion to a string of efforts led by Western powers at the UN body in recent months that were blocked by Russia and China.In Beijing, Chinese Foreign Ministry spokesman Hong Lei said of the Russian proposal: “As long as it eases the tension and helps maintain Syrian and regional peace and stability, and helps politically settle the issue, the global community should consider it positively.”German Foreign Minister Guido Westerwelle, quoted in an interview published Tuesday in Die Zeit newspaper, called the proposal a “good suggestion” but said “credible action … not only words” was needed.With its initiative at the United Nations, France is eager to seize on Russia’s “overture,” Fabius said, while expressing caution that French authorities “don’t want to fall into a trap” that could allow Assad’s regime to skirt accountability.
“We do not want this to be used as a diversion,” Fabius said. “It is by accepting these precise conditions that we will judge the credibility of the intentions expressed yesterday.”Earlier, on French radio Europe-1, Fabius trumpeted Western pressure for leading to a “turnaround” in Russia’s position.“At first the Russians denied there was a chemical weapons stockpile in Syria. Report: Russia Transferred S-300 Missiles into Syria

Russia has transferred several S-300 missile batteries into Syria, Kuwaiti newspaper Al Rai reported Tuesday. The transfers took place despite statements by Russian officials, including Russian President Vladimir Putin, that Russia would not provide Syria with the advanced anti-aircraft system.Al Rai claimed that Syria has accelerated the rate at which it ships arms into Syria since the current crisis between Russia and the US began, when chemical weapons were allegedly used to kill over 1,000 civilians, on August 21.
The information was picked up by Voice of Israel public radio, which added that Russian ships are due to offload more military aid in the next few days.The delivery of Russian missile systems to Syria is legal but the contract "has not yet been realized," Russian President Vladimir Putin said in June.In August, the head of Russia's arms export monopoly Rosoboronexport announced that Russia would not be supplying Iran with a replacement for the S-300 missile defense system delivery, following the apparent cancellation of the S-300 deal.Speaking to journalists in Baku, Azebaijan, Anatoly Isaiki said that despite media reports of discussions over a replacement system, no such deals were in the pipeline.“I will only be able to speak about that if there were any deals or when there would be deals, but there are none,” he said, according to the RIAmedia agency.Putin has praised the capabilities of the Russian-made S-300s, which can engage 12 targets simultaneously at distances of 200 kilometers and heights of up to 27 kilometers.Israel has been aggressively lobbying Moscow not to provide Syria with the system, which could alter the balance of aerial power between Israel and Syria.In May, Israel's defense minister, Moshe Yaalon, said that Israel "will know what to do" if Russia delivers the S-300s."The deliveries have not taken place – I can attest to this – and I hope they do not. Radical Egyptian cleric Yusuf al-Qaradawi, the spiritual leader of the Muslim Brotherhood movement, has expressed support for an American military strike in Syria.The reason for Qaradawi’s support for the strike is that “the Muslims cannot do it.” The remarks were made during a Friday sermon delivered by Qaradawi and which aired on Qatar TV on September 6, 2013. The sermon was translated by the Middle East Media Research Institute (MEMRI).“If only we could be the ones to retaliate against those people [the Syrian regime]. I wish there were an Islamic power capable of punishing these people. If only there was an Islamic power capable of drawing the line for the oppressors, and imposing upon them the punishment they deserve,” Qaradawi said during the sermon.“We do not have such power, however, so if they are punished by others, it is better than nothing. Allah pits the oppressors one against the other. The ancients used to say: ‘Oh Allah, keep the oppressors busy with one another, and let us emerge from among them intact.’ We do not pity those people when they are attacked by whoever strikes them, because they deserve to be attacked, just like they attacked the Muslims,” he added.Qaradawi, a Sunni, endorses Palestinian Authority Arab suicide bombers and supports Hamas in its fight against Israel.He recently slammed the Hezbollah terrorist group as the “party of Satan” that seeks to “sow discord” among Muslims, because of its support for Syrian President Bashar Al-Assad.Qaradawi is banned from entering the United States, but one of his deputies, Sheikh Abdullah bin Bayyah, visited the White House in June.

A delegation from the European Union is expected in Jerusalem on Tuesday to clarify the EU's position on Jewish communities in what it considers to be "occupied Palestinian territory," an Israeli official said.
The EU is apparently seeking to reassure Israelis who are concerned about the economic harm caused  by the EU's decision to forbid its member states from cooperating, transferring funds, or giving scholarships or research grants to Jewish institutions in Judea and Samaria, eastern Jerusalem, and the Golan Heights.
"Israeli diplomatic efforts and pressure by US Secretary of State John Kerry have convinced the EU of the necessity to clarify how it intends to apply its guidelines," the official told AFP on condition of anonymity.
"The current wording of the guidelines encourages an extremist interpretation which does not allow Israel to enter partnerships with Europe," the official said.An Israeli foreign ministry spokesman said Tuesday's meeting would "prepare the terrain for negotiations between Israel and the EU over the Horizon 2020 partnership which are due to take place on Thursday in Brussels."Israel warned on August 14 that it might shun Horizon 2020, a six-year EU funding plan for research and innovation that the Jewish state was slated to participate in.But the Palestinian Authority, which welcomed the EU's guidelines, said on Monday the United States was putting pressure on the EU to delay the guidelines' implementation so as to appease Israel.
"My information is that Mr Kerry is trying to persuade the Europeans to delay the implementation of their new guidelines," senior PA negotiator Nabil Shaath said. "The Europeans encouraged us (to enter US-brokered talks)... by publishing, before our decision, their new directions against settlement activities, and encouraged us by doing so," he said.
