EU's moment of truth on Israeli settlements

BRUSSELS - This week, the European Union will face a critical test of its policy towards Israeli settlements in the occupied territories.Today, negotiations will recommence over the participation of Israel in Horizon 2020, the EU’s new seven-year programme for the funding of research and development, worth €80 billion.
The External Action Service and the European Commission will face intense pressure from Israel in these negotiations to backtrack on an important recent development: the EU guidelines excluding Israeli settlements from EU funding programmes.Israel has already lobbied hard against the guidelines, threatening not to participate in Horizon 2020 if the guidelines are to apply.The US secretary of state, John Kerry, advocated on behalf of Israel to EU foreign ministers gathered in Vilnius last Saturday to reconsider the application of the guidelines.Europe must not give in to these protestations, for the following reasons.Firstly, the guidelines are only the necessary minimum to effectively implement the EU’s legal obligations under its own law and international law.The EU, just as the rest of the international community, has never recognised Israel’s sovereignty over the territories it has occupied since 1967. The guidelines, published by the commission on 19 July, merely put this long-held position into practice by limiting the application of agreements between the EU and Israel to its internationally recognised, pre-1967, borders.Secondly, the guidelines are the only way to ensure that European public money will no longer be used to contribute to the illegal settlement project - which appropriates Palestinian land and resources, results in denial of basic Palestinian human rights, and threatens the viability of a two-state solution to the Israeli-Palestinian conflict.Thirdly, conceding on the guidelines would most probably not help but harm the progress of the peace negotiations.For the Palestinians - who have always held by far the weaker hand in the US-led peace talks - the guidelines show that Europe is serious about the settlements.Indeed, their publication contributed to the decision by the Palestinian Authority to enter peace negotiations at the end of July this year.A concession at this juncture would publicly undermine Palestinians on an issue of fundamental importance, while vindicating Israel’s settlement policy.
Finally, it is the very credibility of the European Union, both as an actor committed to international law and as a player in the Middle East Peace Process, that is at stake.Recently, in response to a question submitted by myself and five of my colleagues in the European Parliament, the EU’s research commissioner Maire Geoghegan-Quinn reported a case which explains the importance of the guidelines.Only two weeks before their publication, the European Commission awarded a €6.2 million grant for an international skincare research project, called Superflex, to be co-ordinated by an Israeli cosmetics company, Ahava Dead Sea Laboratories, between 2013 and 2017.Although Ahava’s head office is in Israel proper, it is partly owned by two settler communities, and it has a factory in the settlement Mitzpe Shalem, where Ahava carried out earlier EU-funded projects.At the moment, the EU has no way to be sure whether Ahava will conduct its activities under the new project in Israel proper or in Mitzpe Shalem.It has no tools to prevent any of the funds from being spent in the settlements.Under Horizon 2020 and in accordance with the new guidelines, this situation will change as from next year.Recipients will have to declare that grant money will not be spent in the settlements. If a recipient breaks this commitment, the guidelines give the commission the tool it needs to stop the project and recover the grant money, thereby preventing EU public funds from sustaining the illegal settlements.In the negotiations on Thursday, the EU has no choice but to insist on Israel’s explicit acceptance of the guidelines as a precondition for its participation in Horizon 2020.If Israel does not accept the guidelines, the EU cannot sign the agreement.There is also no way to postpone the application of the guidelines, lest Israel’s participation in Horizon 2020 is delayed as well, which would be in no one’s interest.
If Israel accepts the guidelines and participates in Horizon 2020, then mutual co-operation will flourish and only the settlements will lose potential European R&D revenue.If Israel refuses to participate, then the largest single public source of research funding for Israel will be lost, with consequences that will be felt much more acutely by Israeli universities and entrepreneurs than by their European counterparts.Both the EU and Israel are surely aware that the first of these options is the closest they will get to a win-win situation.The writer is a centre-left Irish MEP. St. Egidio’s international peace meeting in Rome approaches

The meeting titled ‘The Courage to Hope’ will be the first since Francis was elected Pope and will be held near the time of the Pope’s visit to the Italian city of Assisi, the cradle of interfaith dialogue.The Community’s president, Marco Impagliazzo presented the event schedule today and said the Syrian crisis would naturally be the dominant theme of the meeting: “We were really struck by Pope Francis’ words: “Don’t let your hope be stolen away”. It was not only addressed to young people but to all generations and, in today’s world, possibly to all peoples. Hope is lacking in so many parts of the world and we are getting used to the rites of war and conflicts.”“This resignation to the inevitability of violence was particularly evident during the Syrian crisis. “what is lacking is hope in the vision of a new world which can be found in Pope Francis’ words. Hope requires courage in today’s day and age,” Impagliazzo said.The Community’s founder, Andrea Riccardi, stressed the urgent need for international action to stop the war in Syria and reopen negotiations in a public appeal to world leaders ahead of the G20 summit in St. Petersburg. He asked participants to come up with an initiative to give space to dialogue again, because this is “the only possible solution that can prevent us from being crushed by another crisis.”Impagliazzo said the first signs of hope and courage came from Russian foreign affairs minister, Lavrov, who proposed Assad turn over his chemical weapons. If the proposal is accepted, it could prevent international military intervention.The meeting organised by the Community of Sant’Egidio, will be held in Rome between 29 September and 1 October. There will be 400 representatives of all the main religious traditions and European and world  political and cultural representatives from 60 countries. One of the meetings – all of which will be held in Rome’s Trastevere neighbourhood where the Community is based – will be on “religious terrorism” and presided by the President of the pontifical Council for Religious Dialogue, Cardinal Jean-Louis Tauran. The inspiration for this came from the Pope himself. He asked the Community’s heads to look into the issue.Participants include dozens of cardinals, bishops, representatives of all Churches and representatives of the Jewish and Muslim faiths as well as other world faiths. Politicians such as Italian Prime Minister Enrico Letta, Cecile Kyenge, Mario Mauro, Graziano Delrio and Flavio Zanonato, Pakistani politician Paul Bhatti, the mayor of Rome, Ignazio Marino and others will also be attending. Aside from the Syrian and Middle Eastern crisis, other subjects that will be dealt with during the meeting, include 50th anniversary of “Pacem in Terris”, Pope Francis’ Latin America, Islam and the culture of co-existence, religions and violence against women, welcoming and integrating immigrants, sick cities and existential suburbs, information at the service of peace, lay people and believers in dialogue, eco-sustainability of the future, longevity as a blessing and martyrdom today. The primary focus will be on the persecution of Christians. Pope Francis will receive the meeting’s participants in an audience on Monday 30 September at 12:00.

vatican insider staff Rome This morning Pope Francis “listened to and consulted with” the heads of dicasteries of the Roman Curia in a meeting about Church government.This was the purpose of today’s meeting held in the Apostolic Palace’s Bologna Hall, the director of the Holy See Press Office, Fr. Federico Lombardi told journalists.There were 30 heads of dicasteries present at the meeting which lasted approximately 3 hours and ended at 13:00 CET. The president of the Vatican Governorate, the cardinal vicar of Rome and Cardinal Tarcisio Bertone also attended the meeting.The Pope did not give a speech but listened to the comments and advice offered by the highest representatives of the Roman Curia and his main collaborators in Rome.“Given the private nature of the meeting, I am not at liberty to disclose what was discussed.” However, it definitely “gave an answer to the hopes expressed by cardinals during the Conclave,” Fr. Lombardi said.“Before the summer the Pope wished to meet each of his collaborators individually but today he opted for a collective consultation instead of private meetings,” Fr. Lombardi added.

“I want diplomacy to be more efficient”

It is always good for a diplomat to be reminded that his job is to make a difference. The public image of diplomats too often remains that of the stereotypical cocktail party, and the focus on protocol for its own sake. I am glad to say that that is largely outdated. British ambassadors are appointed for their resilience, their strategic sense, their ability to react fast in tough circumstances, their analytical skills and their readiness to roll up their sleeves on behalf of the British public, British business, and British interests and values, not the deftness of their social small talk.

But the stereotype dies hard, which is why it was so good to read the interview that Archbishop Parolin, the newly appointed Holy See Secretariat of State, gave to the Venezuelan newspaper Diario Cattolico. In a few sentences he explained what Holy See diplomacy is for: “to strive for peace in the midst of the diversity that exists in this multipolar world”. He set it in context: “Vatican diplomacy is concerned with the common good of humanity”. He explained the modus operandi: “Bringing everyone’s differences together to make them strong points for the whole of humanity instead of causes for division”. And he assessed the tools at his disposal: “”an international diplomatic presence … our network of Nuncios”.Above all, Mgr. Parolin stressed the importance of “efficient” diplomacy. Holy See diplomatic networks and contacts are formidable instruments if used effectively, instead of, as Mgr. Parolin noted, “letting them sit there”. With clear goals, set by Pope Francis’s global vision of peace, by recognising that contexts and objectives change, and making the best of limited tools, Holy See diplomacy can make a global difference. That’s one reason why we have an embassy to the Holy See. And we, too, shall strive to be “more efficient” when engaging with our hosts here in Rome, both where we agree and where we have differences. We welcome you back to Rome, Mgr. Parolin!

Francis: “Empty convents are of no use to the Church. Let the refugees in”

Empty convents are not ours, they are for the flesh of Christ: refugees,” the Pope said lifting his eyes from his script during his visit to Centro Astalli, a refugee centre in the heart of Rome, which offers shelter, food and assistance to undocumented migrants. The centre has been assisting refugees who come to Italy fleeing wars, violence and torture for over thirty years.


This visit was important for Francis as it  follows on in a way from his trip to the southern Italian island of Lampedusa: it is traditional for the Bishop of Rome to show special attention to the poor and persecuted. Francis arrived at the refugee centre at 15:25, in a blue Ford Focus, with no escorts and no secretary. He greeted many refugees outside Centro Astalli as they waited for their meals. He then approached those who were already in the refectory eating and stopped to talk to a group of about 20 refugees. He listened to some heartbreaking stories. One of the people he spoke to was Carol, from Syria. After listening to her story, the Pope picked up on what she had said and affirmed that integration was indeed “a right”.After a brief moment of prayer in the Centro Astalli chapel and after greeting all the members of staff – Francis was even offered some mate – the Pope moved on to the nearby Church of the Gesù , where he met with 250 volunteers who worked in four shelters run by the Jesuit Refugee Service.“What does it mean to serve? Service means welcoming a person who arrives and showing them attention; it means stretching a helping hand out to those who need it, without hesitations, without fear, but showing tenderness and understanding, just as Jesus bent down to wash the feet of the apostles.”“Serving means working alongside the needy, establishing human relationships and close ties of solidarity with them,” the Pope said. Solidarity “is a word that scares the developed world.” People try not to use it. It’s as if it were a swear word to them. But it is our Word! Serving means recognising and embracing justice and hope and looking for concrete roads and paths to freedom.”“It is important for the whole Church not to just leave it up to the “specialists” to welcome the poor and promote justice. The poor need to be taken into account in the Church’s pastoral care programmes, in the training courses of future priests and monks, in the daily actions of all parishes, movements and ecclesial groups.Francis sent out a strong message to religious congregations not to leave convents empty. “I would like above all – and I say this from the bottom of my heart – to invite religious Institutes as well, to take this sign of the times very seriously and act responsibly. The Lord calls us to show greater courage and generosity in welcoming others into our communities, homes, empty convents…”“Dear men and women religious, “empty convents are not for the Church to transform into hotels and make money from them. Empty convents are not ours, they are for the flesh of Christ: refugees. The Lord calls us to be generous and courageous in welcoming people into empty convents. Of course this is no simple task; discernment and responsibility are required; but courage is also needed. We do a great deal; perhaps we are called to do more, by welcoming and sharing what Providence has given us to serve others, with determination.The temptation of spiritual worldliness must be overcome in order for us to get closer to simple people, especially the poor. We need communities to show solidarity and love in a concrete way! So many people, especially young people, queue up at this and other centres to get a hot meal. These people remind us of humanity’s suffering and hardship. But that queue also tells us that it’s possible for all of us to do something now. All it takes is to knock at a person’s door and try to say to them: “I’m here. Can I lend you a hand?”At the end of his visit, the Pope accompanied a family of refugees to lay some flowers at the tomb of the Jesuit Father General, Pedro Arrupe.

Pope Francis' No. 2: Celibacy in Roman Catholic Church open for discussion

The Vatican's new secretary of state said this week that clerical celibacy is open to discussion, signaling a shift in approach for the Roman Catholic Church under Pope Francis."Celibacy is not an institution but look, it is also true that you can discuss (it) because as you say this is not a dogma, a dogma of the church," Archbishop Pietro Parolin said in an interview with Venezuelan newspaper El Universal. "The efforts that the church made to keep ecclesiastical celibacy, to impose ecclesiastical celibacy, have to be taken into consideration. One cannot say simply that this belongs in the past."Parolin, who was named Cardinal Secretary of State late last month, is considered the most powerful official at the Vatican after Pope Francis.

According to the National Catholic Reporter, Parolin's comments "are raising eyebrows" in Rome, "with some wondering if they herald looming changes in Catholic teaching and practice."But Father Federico Lombardi, the director of the Holy See’s press office, told NBC News the comments were "in line with the teachings of the church."It's not clear when celibacy became mandatory for priests, HuffPost Religion notes, but the first written mandate for chastity dates back to 304 C.E., when Canon 33 of the Council of Elvira stated that all "bishops, presbyters, and deacons and all other clerics" should "abstain completely from their wives and not to have children."And "a definitive ruling was handed down at the Second Lateran Council of 1139, which ruled that priests were forbidden to marry."Parolin's admitted question of priestly celibacy represents “a great challenge for the pope."In 2012, prior to becoming pontiff, Francis addressed the issue, saying he was in favor of maintaining the tradition "for the moment.""It is a matter of discipline, not of faith," he said. "It can change."

Barroso's 'State of the Union' hits sombre note

BRUSSELS - European Commission head Jose Manuel Barroso on Wednesday (11 September) gave a subdued assessment of the European Union, saying the biggest risk to its future is lack of political commitment.Barroso's fourth "State of the Union" address to the European Parliament did not contain any big vision on the future direction of the EU, but noted that the very fact the bloc got through the financial crisis is a major achievement."We would never have thought all of this possible five years ago," said Barroso, referring to the steps in economic integration the EU has taken in response to the crisis."Europe has fought back," he noted, adding that this year, in contrast to 2012, it did not receive any "lectures" from other countries on how to handle its economy.Whereas in a recent past speech he suggested that political union will be a "reality" in a few years' time, the Portuguese politician on Wednesday simply said it should be "our political horizon."He also indicated it is time for the EU to step back from its tendency to try to legislate or get involved in the minutiae of member states' affairs, saying "not everything needs a solution at the European Union level."The EU "needs to be big on big things and small on smaller things."With a tendency, particularly in bailed-out euro countries, for citizens to see the EU as being the cause of their economic woes, Barroso devoted a large portion of the speech to explaining why Europe is "part of the solution" and asked listeners to imagine what would have happened in the absence of the EU.He added that national leaders also need to believe in the EU for it to work effectively, however."At this point in time, with a fragile economy, the biggest downside risk is political," he said, citing a potential lack of "determination and perseverance.""Strong and convincing decisions have an important and immediate impact," he noted.In a speech that made several references to Europe's bloody past, Barroso also warned of the dangers of reversing EU integration.
"Let me say to all those - including some in this House - who rejoice in Europe's difficulties and who want to roll back our integration and go back to isolation: the pre-integrated Europe of the divisions, the war, the trenches, is not what people desire and deserve. It is our duty to preserve and deepen it," he said.
With just a few months to go before the EU institutions finish the current legislative period ahead of the May 2014 EU elections, Barroso promised to table proposals on the social dimension of Europe, on industrial policy, as well as legislation on how to punish member states that violate the EU's democratic norms.
Looking ahead to the 2014 vote, he asked "what picture of Europe will be presented to voters" noting that running MEPs can present the "candid or cartoon version.""Now it's up to us to make the case for Europe," he noted, calling for more constructive criticism of the 28-member bloc."Do you want to improve Europe or give it up? Let's engage. Japanese Prime Minister Shinzo Abe on Thursday vowed to beef up his country's defence capability amid a blistering row with China, saying he would deal firmly with any "provocations".Abe, the commander-in-chief of Japan's well-equipped armed forces, told 180 senior uniformed officers he would not bury his head in the sand."We can't avert our eyes from the reality...
