(AP) — Cleanup crews fanned out Wednesday along a stretch of scenic California coastline stained by thousands of gallons of crude oil that spilled from a broken pipe and flowed into the Pacific Ocean.Workers from an environmental cleanup company strapped on boots and gloves and picked up shovels and rakes to tackle the gobs of goo stuck to sand and rocks along Refugio State Beach on the southern Santa Barbara County coast.The accident Tuesday happened on the same stretch of coastline as a 1969 spill, which was the largest ever in U.S. waters at the time and is credited with giving rise to the American environmental movement.Members of the International Bird Rescue organization were also on hand Wednesday to clean any birds that become covered with oil, though none were immediately spotted in the calm seas that produced small waves.Fan Yang, 26, of Indianapolis, stood on a bluff overlooking the beach, where the stench of petroleum was heavy."It smells like what they use to pave the roads," said Yang, who was hoping to find cleaner beaches in Santa Barbara. Initial estimates put the spill at about 21,000 gallons, but that figure would likely change after a Wednesday flyover gave a better sense of the scope, U.S. Coast Guard spokeswoman Jennifer Williams said.Authorities responding to reports of a foul smell near Refugio State Beach around noon found a half-mile slick in the ocean, county fire Capt. Dave Zaniboni said. They traced the oil to the pipeline that spilled into a culvert running under a highway and into a storm drain that empties into the ocean.The 24-inch pipeline was shut off about three hours later. It's owned by Plains All American Pipeline, which said it stopped the flow of oil and blocked the culvert."Plains deeply regrets this release has occurred and is making every effort to limit its environmental impact," the company said in a statement.After the spill, boats from the nonprofit collective Clean Seas helped with cleanup but were having trouble because much of the oil was close to shore, Williams said. North Korea ramped up its nuclear threats on Wednesday, boasting of its ability to deliver miniaturised warheads on high-precision long range rockets -- a claim denied by the United States.At the same time, the North denounced "reckless" remarks made in Seoul this week by US Secretary of State John Kerry, and cancelled an invitation to UN Secretary General Ban Ki-Moon to visit a joint industrial zone on its side of the border with South Korea.Pyongyang has been flexing its advancing military muscle of late, most recently announcing it had successfully test-fired a submarine-launched ballistic missile (SLBM).On Wednesday its powerful National Defence Commission (NDC) claimed that the country's nuclear arsenal was already highly developed."It has been a long time since we began miniaturising and diversifying our means of nuclear strike," the commission said in a statement carried by the North's official KCNA news agency."We have also reached the stage where the highest accuracy rate is guaranteed, not only for short- and medium-range missiles but long-range missiles as well," the NDC said.

Washington rejected the nuclear claim.

"Our assessment of North Korea's nuclear capabilities has not changed. We do not think that they have that capacity" to miniaturise weapons, a US National Security Council spokesman told AFP.But the spokesman agreed Pyongyang was "working on developing a number of long-range missiles, including intercontinental ballistic missiles, that could eventually threaten our allies and the homeland".Reducing the size of a nuclear warhead to the point where it can fit on a missile would be a major leap forward in establishing a genuine deterrent, and Pyongyang has claimed progress with miniaturisation before.In January the South Korean Defence Ministry said it believed the North's ability to miniaturise a nuclear device had reached a "significant" level. The top US homeland security commander, Admiral William Gortney, said last month the North was already capable of mounting a warhead on a missile.

- Expert doubts -

But other senior officials in both countries have questioned such assessments, and independent analysts on Wednesday stressed that the North's claims were often overblown."There are differences between their statements and their actual operational reality," Daniel Pinkston, a Seoul-based senior researcher of the International Crisis Group, told AFP."Some of it is bluster or exaggeration and maybe for internal audiences, and some of it is probably also for external audiences in an effort to test and to see if they can use systems for blackmail or coercion," he said.Cho Han-Bum, an analyst at the Korea Institute for National Unification, said Pyongyang was "too cash-strapped" to perfect such intricate technology as miniaturising a warhead."I find the claim hard to believe," he said.

Experts have voiced similar doubts over the recent SLBM test, suggesting it was probably not submarine-launched at all, but likely fired from a submerged barge.And it was probably an "ejection test" in which the missile is launched underwater, breaks the surface and then falls back after a few seconds of partial fuel burn.But scepticism over the North's claims for its nuclear weapons and ballistic missile capability are heavily outweighed by genuine concern at the expansion of both programmes.A recent report by US researchers warned that North Korea could, in a worst-case scenario, possess 100 nuclear bombs arms by 2020.North Korea carried out nuclear tests in 2006, 2009 and 2013 and has an extremely active ballistic missile development programme, even if expert opinion is split on how much progress it has made.During his visit to Seoul Kerry had denounced Kim Jong-Un's "egregious" leadership, saying he had fuelled regional tensions with repeated "provocative, destabilising and repressive actions".The North Korean Foreign Ministry responded Wednesday, calling Kerry's comments those of "a loser admitting the total failure" of US policy towards Pyongyang.Separately Wednesday, Pyongyang cancelled without explanation an invitation for Ban, who is also in Seoul, to visit the Kaesong joint industrial area which lies 10 kilometers over the inter-Korean border.Had Thursday's visit gone ahead, Ban would have become the first UN secretary-general to set foot in the isolated state for more than 20 years, since Boutros Boutros-Ghali in 1993."This decision by Pyongyang is deeply regrettable," the UN chief, a former foreign minister of South Korea, told a forum in Seoul."However, I as the secretary-general of the United Nations, will not spare any efforts to encourage (North Korea) to work with the international community for peace and stability on the Korean peninsula and beyond."Speaking at an Asian leadership forum in Seoul on Tuesday, Ban had warned that continued North Korean provocation risked fuelling tensions and a possible arms race across the region.

(Reuters) - Tornadoes spun through parts of northern Texas and southern Oklahoma on Tuesday, damaging buildings and injuring at least one person, officials said.The National Weather Service said several twisters were reported in the region and at least one person was injured at a Ramada hotel in Lee County, Texas when a tornado hit just after noon local time.Local broadcaster KEYE said the man was hurt after debris smashed through a window and hit him in the face. His injuries were not believed to be life-threatening, KEYE reported.A storm system that brought hail and severe thunderstorms to the area was forecast to potentially spawn tornadoes, one of which heavily damaged buildings in the Texas town of Mineral Wells around 7:30 p.m. local time.A photograph published by the local Mineral Wells Index newspaper showed a collapsed building with its metal support beams and roof splayed across the street.The Weather Service said a tornado was also reported at the local police station. WASHINGTON (AP) — Four global banks agreed Wednesday to pay more than $5 billion in penalties and plead guilty to rigging the world's currency market, the first time in more than two decades that major players in the financial industry have admitted to criminal wrongdoing on such a scale.Traders at JPMorgan Chase, Citigroup, Barclays and the Royal Bank of Scotland conspired among themselves to fix exchange rates on U.S. dollars and euros, according to a resolution announced by the banks and the Justice Department. The currency traders, who called themselves "The Cartel," allegedly shared customer orders through chat rooms and used that information to profit at their clients' expense.The resolution is complex and involves multiple regulators in the U.S. and overseas.The four banks will pay a combined $2.5 billion in criminal penalties to the Justice Department for criminal manipulation of currency rates between 2007 and 2013. The Federal Reserve is slapping them with an additional $1.6 billion in fines, as the banks' chief regulator. Finally, Britain's Barclays is paying an additional $1.3 billion to British and U.S. regulators for its role in the scheme.Another bank, Switzerland's UBS, has agreed to plead guilty to manipulating key interest rates and will pay a separate criminal penalty of $203 million.Big banks have already been fined billions for their role in the housing bubble and subsequent financial crisis. Even so, the latest penalties are big. Including an agreement announced last year, the group of banks will pay nearly $9 billion in fines for manipulating the $5.3 trillion currency market.Still, the penalties pale in comparison to the banks' profits. JPMorgan Chase had $4.1 billion in revenue from its fixed income and currencies business in the first quarter of this year alone, while Citi had $3.48 billion.It is rare to see a bank plead guilty to wrongdoing. Even in the aftermath of the financial crisis, most financial companies reached "non-prosecution agreements" or "deferred prosecution agreements" with regulators, agreeing to pay billions in fines but not admitting any guilt. If any guilt was acknowledged, it was usually by one of the bank's subsidiaries or divisions — not the overall company.One of the most notable financial institutions to plead guilty to criminal wrongdoing was investment bank Drexel Burnham Lambert. It pleaded guilty to fraud in the 1980s after the junk bond bubble burst.Unlike the stock and bond markets, currencies trade nearly 24 hours a day, seven days a week. The market pauses two times a day, a moment known as "the fix." Traders in the cartel allegedly shared client orders with rivals ahead of the "fix" and pumped up currency rates to make profits.Global companies, which do business in multiple currencies, rely on their banks to give them the closest thing to an official exchange rate each day. The banks are supposed to be looking out for them instead of conspiring to get even bigger profits by using customers' orders against them. Travelers who regularly exchange currencies also need to get a fair price for their euros or dollars.The number of traders who took part in the currency fixing was small. JPMorgan said the one trader involved has been fired. Citi said it fired nine employees.The agreement with the Justice Department is subject to court approval. If it is approved, all five banks will be put on three years of corporate probation. They will also help prosecutors investigate individuals who took part in the rigging.

PARIS (Reuters) - France gave broad backing on Wednesday to an EU scheme to share out asylum-seekers among EU states to deal with a surge of migrants, after a week of ambiguity that reflected growing public opposition to immigration.French diplomats acknowledged there had been confusion between Paris and Brussels on the project, but officials dismissed media reports that Paris opposed the plan outright.
The episode is the latest to underline growing sensitivities in the European Union as anti-immigrant movements such as France's National Front win support just as the continent sees a surge in migrants fleeing strife in Africa and the Middle East.The EU executive, the European Commission, last week unveiled a plan including a "temporary distribution mechanism" to help the bloc's 28 states better share out the effort of assessing asylum claims after over 600,000 sought refuge in the EU last year. Kiev (AFP) - Ukrainian President Petro Poroshenko sparked fresh Kremlin fury on Wednesday by warning that his crisis-torn country was fighting a "real war" against Russian aggressors that could escalate at any time.The pro-Western leader said the weekend capture of two purported Russian special forces members proved that the separatist uprising in the industrial east of Ukraine was a guise for a Moscow-orchestrated campaign aimed at breaking up his ex-Soviet state."This is not a fight with Russian-backed separatists, this is a real war with Russia," the 49-year-old Ukrainian leader told the BBC."The fact that we captured... Kiev blamed the violence on a new infusion of Russian troops, but agreed to hold a new round of ceasefire and political settlement talks with rebel representatives in Minsk, the capital of Belarus, on Friday.Such talks have previously achieved little besides keeping all-out warfare from breaking out once again across the devastated region -- a possibility that Poroshenko said was all too real."I believe they are preparing an offensive and I think we should be ready," the Ukrainian president said.He added that he lacked "trust" in Putin but had no choice but to seek an understanding with the Kremlin strongman."I doubt the release of my territory (from Russian forces) could happen by military means," Poroshenko said.

IS enters Syria's Palmyra, threatening ancient site-AFP-MAY 20,15-YAHOONEWS

Damascus (AFP) - Islamic State group fighters recaptured the north of Syria's historic city of Palmyra Wednesday in another setback to efforts to repel the advancing jihadists after the fall of Iraq's Ramadi.
Palmyra's UNESCO-listed heritage site, including ancient temples and colonnaded streets, and its adjacent museum housing priceless artefacts, are in the city's southwest."The situation is very bad," said Syria's antiquities chief, Mamoun Abdulkarim."If only five members of IS go into the ancient buildings, they'll destroy everything," he added, calling for international action to save the city.The head of the UN cultural agency, Irina Bokova, demanded an immediate halt to fighting in Palmyra which was "putting at risk one of the most significant sites in the Middle East".Hundreds of statues and artefacts from Palmyra's museum have already been transferred out of the city, according to Abdulkarim, but many others -- including massive tombs -- could not be moved.It was the second time IS has overrun northern Palmyra, after it seized the same neighbourhoods on Saturday but held them for less than 24 hours.Rami Abdel Rahman of the Syrian Observatory for Human Rights said IS had seized roughly "a third" of Palmyra.After fierce clashes on the city's edges, the jihadists entered the northern quarter on foot and seized a state security building before fanning out as regime forces fled."People are very afraid of what will happen, because IS has the capability to get to the heart of Palmyra," said Khaled al-Homsi, an activist in the city.

- 'Everything is possible' -

The jihadists sparked international outrage earlier this year when they blew up the ancient Assyrian city of Nimrud and smashed artefacts in the Mosul museum.Asked if IS would be able to reach Palmyra's ruins, a Syrian military source said "everything is possible in urban warfare".The source acknowledged the jihadists had infiltrated northern neighbourhoods and said they were engaged in "street fighting".Mohammad Hassan Homsi, another activist originally from Palmyra, said the fleeing regime soldiers "headed to the military intelligence headquarters near the ruins".In neighbouring Iraq, fighting subsided three days after IS took control of Ramadi, just 100 kilometres (60 miles) west of the capital.The jihadists' capture of the city was their most significant victory since mid-2014 when they conquered swathes of land, sparking a US-led air campaign to support Baghdad.The United States says it is now considering accelerating the training and equipping of tribal forces to fight IS following Ramadi's fall.Besides the more than 3,000 air strikes carried out so far, Washington has supported a deep reform of Iraq's army and offered training to Sunni tribesmen to reclaim their own provinces.But that failed to prevent the loss of Ramadi, where militias backed by US arch-foe Iran will now take the lead in any counter-attack and reinforce their influence in Iraq.US President Barack Obama huddled Tuesday with his national security team but signalled no change of tack, despite mounting calls for a more decisive approach."There is no formal strategy review," National Security Council spokesman Alistair Baskey told AFP after the meeting.

- Planning Ramadi fightback -

"We are looking at how best to support local ground forces in Anbar," he said, "including accelerating the training and equipping of local tribes and supporting an Iraqi-led operation to retake Ramadi."However there was no suggestion weapons would be sent directly to tribes in Anbar province, of which Ramadi is the capital, instead of via the central government in Baghdad.On Wednesday, there were no reports of major fighting as senior Iraqi officers said the anti-IS camp needed time to plan and coordinate its operations.
When Ramadi fell, separate militias announced they were rushing forces to the area and blamed the government for making that decision a month too late.During a visit to Baghdad, Iranian Defence Minister Hossein Dehghan stressed Tehran's commitment to Iraqi unity but also emphasised Iran's role in the fight against IS.According to officials from Anbar, at least 500 people were killed in three days of fighting in Ramadi during which IS used waves of suicide car bombs.The army's retreat was chaotic, once again raising questions over the credibility of Iraq's regular forces.At least 40,000 people were forced to flee their homes in the process, and many were left stranded at a bridge separating Anbar from the Baghdad governorate.The UN appealed for increased assistance to those displaced by the violence.

No charges have been laid and police declined to give any details about the people."We have reason to believe that the young Montrealers wanted to travel abroad to join jihadist groups," said RCMP spokesman Constable Erique Gasse.Police said the passports of all 10 were confiscated.Montreal is the largest city in the French-speaking province of Quebec and Canada, like other western nations, is trying to stem the flow of disaffected, mostly young Muslims, who want to join groups such as Islamic State.Six Canadian teens aged 18 to 19 disappeared from Quebec in January and February and are believed to have traveled to join Islamic State militants.French-language public broadcaster Radio-Canada said that some of the people arrested last weekend had wanted to fly to Syria via Turkey.
