Rome (AFP) - Thousands of visitors to Rome have been unwittingly pouring cash into the pockets of a ruthless mafia organisation by dining at two of the city's best-known tourist restaurants, Italian police said Thursday.Authorities on Thursday closed down the two eateries near the Pantheon in the heart of Rome's historic centre, saying they were run by the 'Ndrangheta, a notorious criminal syndicate that controls much of Europe's cocaine trade.The national anti-mafia unit said the two restaurants, La Rotonda and Er Faciolaro, were controlled by alleged mobster Salvatore Lania and used to launder millions of euros generated by what is now Italy's most powerful criminal organisation.Separately, financial police in Calabria, 'Ndrangheta's homeland, issued warrants for the arrest of 11 people and revealed that one of the biggest shopping centres in southern Italy had been built and run by the mafia group.A 210-million euro real estate development linked to the Annunziata centre in the southern port of Gioia Tauro was sequestered.In a statement, police said Alfonso Annunziata, the developer who built the centre, had acted for nearly three decades as a front man for the Piromalli, a powerful "family" or clan of the 'Ndrangheta based in the port.Annunziata was among those arrested on charges of criminal association, along with his wife and five children.Police said he been caught out by wiretaps of him regaling his accountant with the story of his unlikely rise from travelling salesman who had to pay extortion money to being a wealthy businessman who extorted cash from others in connivance with his mafia masters.

Lania was charged with fraudulently registering the Rome restaurants and a nearby souvenir shop as belonging to other people when he was, in fact, the beneficial owner.A recent study by Coldiretti, the body which represents Italian farmers, estimated that at least 5,000 restaurants, bars and other eating places across Italy are in the hands of organised crime.Anyone eating at either of the two Rome restaurants would have had no idea that they were run by the mob.Both offer typically Roman dishes and wood-fired pizzas. A recent review of La Rotonda on Tripadvisor notes: "Service was excellent and staff very friendly and funny."The anti-mafia unit said evidence of Lania's involvement with 'Ndrangheta had emerged as a result of their investigation into the so-called Alvaro clan's activities in Rome.They suspect he was involved in the gang's smuggling of counterfeit goods made in China into Europe through Gioia Tauro with the support of the Piromalli family.'Ndrangheta has emerged as the most powerful of Italy's mafia groups, earning billions from importing cocaine produced in Latin America into Europe via north Africa and southern Italy.

Recent arrests have confirmed the secretive group's expansion beyond Calabria to both Rome and northern Italy, but it has also suffered setbacks.In January Italian authorities ordered the arrest of 160 alleged members and claimed to have dismantled several of its "mafia entrepreneur" networks in northern cities.That followed the arrest of dozens of alleged mobsters linked to the group in Milan in November - an operation which uncovered secretly-filmed footage of 'Ndrangheta's initiation rites.The quasi-religious ceremony involves would-be members swearing allegiance to their "wise brothers" before taking an "oath of poison" which requires them to kill themselves should they ever betray fellow clan members.The 'Ndrangheta is not the only problem Rome faces with organised crime.More than 100 people, including former mayor Gianni Alemanno and prominent business figures, are currently under investigation in a probe into a criminal network suspected of skimming millions from city funds for years

BRUSSELS, Today, 17:35-A new directive on cultivation of genetically-modified crops (GMOs) in Europe breaks an old deadlock between the European Commission, member states, and producers. But it leaves open political and legal questions.Under the proposal, EU member states will be able to ban or restrict cultivation of GMOs on their territory, but they will not be able to block the authorisation process at EU-level.The new rules give member states a two-step possibility for refusing GMO cultivation.First, during the EU authorisation process, they will be able to ajust the geographical scope of the cultivation. Second, if a crop is authorised by the commission, they will be able to restrict or prohibit cultivation on their territory.The directive gives member states the possibility to ban GMO cultivation on environmental grounds, but also for other reasons, such as socio-economic impact or public policy.They will no longer need to provide new evidence of risk to health or the environment.The directive, which was approved on 2 March, rubber-stamps a compromise voted by the European Parliament in January. It was signed into law on Wednesday (11 March) and should be effective in April or May.It is "a positive step in aligning the legislation with citizens' expectations while respecting the rights of all parties", said health commissioner Vytenis Andriukaitis."The new rules give member states the freedom of choice", said Janis Duklavs, the minister of agriculture of Latvia, the country currently holding the EU presidency.But NGOs and GMO critics are sceptical about the new law, saying member states opposed to GM crops still don’t have all the guarantees they need."This is no 'carte blanche' for the European Commission to push through new GM crops at the EU level", wrote Mute Schimpf, from Friends of the Earth Europe, in an email to this website."[But] one major weakness is that it is uncertain whether countries would be able to ban crops due to negative environmental impacts at the regional level. Existing EU policy only assesses potential environmental harm at the level of the EU bloc”.She also criticised "the notion that sovereign states, acting in their role as risk managers, should ask permission from companies which profit from GM cultivation before restricting the cultivation of GM crops in their territory". For Green MEP and anti-GMO activist Jose Bove, the new directive is simply "bad legislation"." Instead of EU legislation, we have multi-faceted legislation between states. That can have two consequences: it weakens expertise and it is a legal danger", Bove told this website.He pointed at the possibility that GMO- refusing states could be sued by other states at the World Trade Organisation for distortion of competition, or sued by companies in an investor-state dispute mechanism that is likely to be introduced in a future free-trade agreement with the US.

1507 maize

Meanwhile, the first crop to be authorised according to the new rules should be Pioneer’s 1507 maize.
In September 2013, the commission was told by the European Court of Justice not to further delay a decision whether to authorise the product.The ruling came after legal action by Dupont Pioneer, the company that makes it.In February 2014, a large majority of member states voted against giving it a green light, but failed to definitively block the EU-level decision.Maize 1507 "should [now] be approved for cultivation without further delay", said DuPont Pioneer in a statement."We submitted the cultivation application of our 1507 GM maize product 14 years ago. 1507 meets all EU regulatory requirements, has received seven positive safety opinions published by Efsa [the EU's food safety agency]”.So far, only one crop has been authorized for cultivation in Europe, maize MON810, made by another American company, Monsanto.

No rush

Now the legislative deadlock has been broken, the EU commission said it will not rush to take a decision on maize 1507 or the eight other pending requests, which are still in the early stages of the approval process.An EU official told this website it will first wait for the review of the decision-making process that commission president Jean-Claude Juncker said would be published six months after the beginning of the EU executive’s mandate.The report by Vytenis Andriukaitis is expected in April or May, just when the new directive on cultivation will come into force."The issue is not to run but to find a sustainable solution", said the official, who did not say if the new directive could be compromised by the review.Whereas the commission and Efsa have often been criticised for being too favorable of GMOs, Juncker is considered by some as more suspicious of genetically modified organisms.The official insisted that the commission will take into account the position of member states, but observed that there is some pressure from the agriculture sector and that the commission wants to avoid the risk of going to court again.

Science and politics

The review should be an opportunity to straighten expertise, said Jose Bove."The only expertise we have is done by Efsa on specific scientific aspects", he said."There is no environmental, socio-economic, agronomical aspects. We need a wider expertise", he added, contesting the commission's view that science and politics are two separate sides of the issue.

Mar, 09:26-Auk Kootstra has done a lot to make his century-old house in the northwestern Dutch town of Enkhuizen more energy-efficient.He insulated the floor, the cavity walls, most of the roof and put in double glazing windows. Last year, Kootstra installed a new boiler.But in recent letter from the Dutch government, he was told that his house would preliminarily be assigned energy label G – the worst on a seven-letter energy efficiency scale .All Dutch home-owners were sent a preliminary energy label in January and February.The letters were sent to inform citizens of just-in-force EU rules, but critics say the government did not implement them properly. And many home-owners have been taken aback by their bad grade – even if it is only an initial assessment.Kootstra, a real estate agent, said he is aware of many examples of houses in Enkhuizen, a city of 18,000 inhabitants, receiving the lowest rating. Enkhuizen, with its picturesque town centre, has some houses dating back to the sixteenth century.“They only looked at the construction date of the house, which in my case is 1913”, Kootstra told this website, adding that the method of assigning preliminary labels is “worthless”.Since 1 January 2015, Dutch home-owners wanting to sell their house, are obliged to obtain and advertise a final energy label, or risk receiving a fine of up to €405.The process of getting a final energy label, which is done completely online, has also been heavily criticised.

Fraud-prone system?

“The system is sensitive to fraud”, Hester Jansen, another Enkhuizen-based real estate agent, told this website.House-owners may upload proof of efforts to increase energy savings, like photos or receipts, which will then be weighed by experts who then give the house a final energy label. However, these experts do not actually visit the house they assess.“You could upload photos of your neighbours' double glazing as if they were your own, and no one will visit you to check”, said Jansen.Members of the Dutch parliament have also expressed their worries about the possibility for fraud.Housing minister Stef Blok countered these worries in a letter to parliament in early February.He wrote that any wrong information can be easily detected when a potential buyer visits a house. He added that the current system was also chosen to keep the application for an energy label relatively simple.

But others remain critical.

“The European rules are very clear: you need to use external advisors to show how energy-efficient a house has become”, Dutch green MEP Bas Eickhout recently told Dutch tv.

Directive

The rules for information on the energy performance of houses are laid down in the Energy Performance of Buildings Directive, which was introduced in 2002, and revised in 2010.The revised law obliges EU member states to sanction the sellers of houses without an energy label.Eickhout has asked the European Commission if the Netherlands has correctly implemented the 2010 directive, “since the certification is neither carried out in an independent manner nor by qualified and/or accredited experts”.If the Netherlands has not correctly implemented the directive, the commission can start an infringement procedure to force it to change the law.Recently, the European Commission announced in a strategy paper on energy it would use “all available policy instruments” to enforce “existing energy and related legislation”.The paper also noted that 75 percent of the EU's housing stock is energy inefficient.“Buildings have huge potential for energy efficiency gains. Retrofitting existing buildings to make them energy efficient and making full use of sustainable space heating and cooling will reduce the EU's energy import bills, reinforce energy security and cut energy costs for households and businesses.”The cost factor is the most compelling argument for those actually living in the buildings.“An energy label is too abstract”, said Jansen. “But people are becoming more energy-aware.”“ People ask how old the boiler is, whether there is single or double glazing”, added Kootstra.But the energy label still plays only a small role in a buyer's decision.According to Jansen, most of her clients selling a house apply for a final energy label only after the house has already been sold. Not to inform the buyer – since he or she has already made the decision to buy – but because the rules tell them to.

Mar, 09:29-The circular economy is Europe's next big thing, with a potential to bring major growth, leading industrialists predict.Speaking in Brussels on Wednesday (10 March) after a meeting of the steering committee of the European Round Table of Industrialists (ERT), Jean-Francois van Boxmeer, the CEO of leading brewer Heineken said the idea is gaining traction.He noted he is leading talks on behalf of the ERT with the European Commission on the concept.Circular economy is more than just old-fashioned recycling.It is the creation of a new business model in which products are designed to be stripped down to their smallest components after they've been used, with the parts re-inserted into the production chain instead of being discarded.The price of natural resources has increased at twice the rate of wage growth over the past decade.This represents a historic shift compared with the 20th century, when the price of resources would normally fall while cost of labour rose.How should the EU react and fairly tax the potential recycling and renting of goods? What models of insurance will be required for circular car sharing and what political initiatives are needed to underpin the circular model? The ERT is trying to develop a policy on the circular economy’s potential in the year to come."We need to accept a wide margin of error when moving ahead with this. But Europe has a big potential here following in the footsteps of sustainable growth", Van Boxmeer said.
Despite this assessment, the European Commission has been embroiled in controversy on just this topic. It recently withdrew legislative proposals on the circular economy, as part of a move to rid EU law books of red tape or unnecessary laws.But following an outcry in the European Parliament, it backtracked and said it would come with a better proposal later this year.

Forum for multinationals

ERT is a forum bringing together some 50 leaders of multinational companies of European parentage.
Its chairman, Benoit Potier, who is also CEO of the French gas firm Air Liquide, praised the newly-installed commission for “sensitivity to over-regulation” and for scrapping the “silos” a term for the strict divisions inside the commission, often complicating a cross-policy approach in the past.Potier mentioned the merger of climate and energy policies under one commissioner as one such step forward.The ERT representatives were, however, less impressed with commission president Jean-Claude Juncker’s €315 billion investment programme to kick-start Europe’s stagnant economy.A commission “task force” has listed about 2,000 projects which could be eligible for new funding under the scheme.“A list of 2,000 projects is not a plan", noted Potier, refusing to single out any particular items from the list as of particular interest for the ERT.

Digital task-force

The ERT is perhaps best known for it’s 1984 investment report “Missing Links”, which proposed three major infrastructure projects: the Channel link between England and France; Scanlink – a plan to connect the road and rail gaps between northern Germany and Scandinavia; and proposals for a trans-European network of high-speed trains.“Now Europe is covered with highways that were not there when I was born”, Van Boxmeer said.The ERT belives that in the future Europe needs to move beyond building traffic links and to invest in the construction of grids for energy and networks for digital communication.The industrialists announced that they plan to set up their own internal task-force on digital development.

Taxation

A united call for European tax-harmonisation seems, however, not on the cards, despite an hour-long debate among the industrialists on Wednesday morning on the matter."Nobody wants to invest without knowing how the tax-structures are going to be in the future. It is key for investors", remarked Potier.The group thinks that taxation, realistically, remains something for sovereign states to regulate and to compete on. It is not the responsibilities of the companies, who only make use of the rules, said Van Boxmeer."This debate is not for us, but for the countries and for those companies who are localising their headquarters just for tax purposes", Potier added.

BRUSSELS, Today, 10:05-European banking giants Santander and Deutsche Bank have failed a US "stress test" designed to assess whether banks would be able to withstand a future financial crisis.
The results were part of the fifth annual Comprehensive Capital Analysis and Review (CCAR) by the US Federal Reserve, which applies to the 31 lenders operating in the US with more than $50 billion (€46 billion) in assets.The Spanish and German banks were the only two to fail the annual assessment, with the US finding fault with their financial plans, but acknowledging that they hold sufficient cash reserves. In previous years, banks which failed the tests have been forced to suspend dividend payments to shareholders.Meanwhile, all US domestic banks taking part in the tests passed the exercise for the first time since 2009.The tests attempted to simulate whether banks would be able to withstand future financial crises, in order to avoid a repeat of the multi-billion euro taxpayer-funded bailouts of the sector following the 2008 and 2009 events. The review demonstrated if banks would be able to “continue lending to businesses and households even during a period of serious financial stress," said federal reserve chief Daniel K. Tarullo in a statement on Wednesday (11 March).Banks on both sides of the Atlantic have been required to beef up the amount of high quality capital they hold to make them more resilient.The US Federal Reserve Board said US banks had boosted their core capital from 5.5 percent in the first quarter of 2009 to 12.5 percent by the end of 2014.In contrast, the EU’s 30 largest banks now hold assets worth 11.5 percent of their total balance sheets, a combined €200 billion more than in 2009.Last week the EU’s banking watchdog announced that it would not conduct its next stress test of their books until 2016.Instead, the European Banking Authority plans to conduct a “transparency exercise which will provide detailed data on EU banks' balance sheets and portfolios” later this year.In autumn last year, the European Banking Authority ran a test of European banks alongside an asset quality review by the European Central Bank of the eurozone’s main lenders.In total, 130 of the bloc's biggest lenders, together accounting for more than 80 percent of the EU's total banking assets, were assessed by the two institutions.A total of 24 banks were found to have capital shortfalls totalling €24.6 billion, 10 of which were able to raise the extra cash by the end of 2014.

Mar, 09:30-The euro is set to hit parity with the US dollar in the coming weeks as a combination of quantitative easing and fears over a Greek exit from the eurozone continues to fuel a plunge in its value.The euro has lost 10 percent against the dollar and the pound sterling since January. This has largely been attributed to the European Central Bank’s recently launched €1.1 trillion quantitative easing (QE) programme, which will pump an extra €60 billion into the eurozone economy every month until September 2016, alongside renewed fears that Greece could be forced out of the single currency bloc.At the close of trading on Tuesday (10 March), one euro was worth $1.07 and £0.71 respectively, its lowest rate against the dollar since September 2003 and lowest level against the pound since 2007.Market analysts expect the euro to slide further against the greenback because the ECB’s bond-buying programme is expected to be accompanied by the first interest rate rise in the US since the 2008-9 financial crisis.The falling euro is also putting increasing pressure on Denmark to follow the lead set by Switzerland last month and abandon rules capping its kroner currency to the euro, as the kroner becomes too strong to maintain the link.The euro lost nearly 20 percent of its value in a day against the Swiss franc after the Swiss national bank abandoned a three year cap on the franc's value against the single currency in mid-January.The falling currency makes the eurozone’s exports more attractive - which should aid the bloc’s economic recovery - but makes it more expensive for people travelling outside the Eurozone.Last week the ECB revised up its forecast for the bloc’s economic performance in 2015 to a 1.5 percent growth rate.

Mar, 18:21-German diplomatic cables and thousands of pages of leaked classified EU documents reveal behind-the-scenes efforts by governments to weaken the EU’s data protection bill.LobbyPlag.eu, which obtained the cables and documents, on Tuesday (10 March), found that 132 of 151 (87%) changes by member states lowered privacy protections.They say 40 (26%) are even lower than the current 1995 rules that the bill is supposed to update and replace.Only 19 (13%) are said to improve protection standards. Many of those were tabled by Hungary, Austria, and Greece.Despite its public statements on the need for strong data protection, Germany is shown to be leading the pack of member states seeking more business-friendly standards throughout the whole of Europe.Out of 73 amendments proposed by Berlin, only 11 are pro-privacy. BAGHDAD (Reuters) - Iraqi security forces and mainly Shi'ite militia fought Islamic State fighters in Tikrit on Thursday, a day after they pushed into Saddam Hussein's home city in their biggest offensive yet against the militants.A source at the military command said there was heavy mortar shelling, sniper and machine-gun fire in the industrial quarter in the northwest of the city. Three Islamic State insurgents were killed but the army and militias struggled to advance from parts of the city which they took 24 hours earlier.Islamic State fighters stormed into Tikrit last June during a lightning offensive that was halted just outside Baghdad. They have since used the complex of palaces built in Tikrit under Saddam, the executed former president, as their headquarters.The military source said the insurgents still held the presidential complex and at least three other districts in the center of Tikrit, holding up further army advances with snipers and bombs. A Reuters photographer saw one car bomb explode on the western edge of the city, and security officials said Islamic State fighters had booby-trapped abandoned buildings.Defence Minister Khaled al-Obeidi said on a visit to the frontline on Thursday that operations were going to plan, despite the lack of apparent progress on Thursday while the combined army and militia forces consolidated their positions."Now the second page of the battle commences," he told state television Iraqiya. Beirut (AFP) - Despite Western and Arab hopes he would be consigned to the dustbin of history, Syrian President Bashar al-Assad enters his fifth year of war with an increasingly tight hold on power.Alarm over the sweeping expansion of the Islamic State (IS) jihadist group in Syria and Iraq means that international priorities have shifted away from Assad's removal."Assad has improved his position internationally. The US, EU states and others are no longer demanding his immediate departure," said Volker Perthes, director of the German Institute for International and Security Affairs.In the four years since the conflict erupted in March 2011, leaving more than 210,000 people dead, Assad's forces have succeeded in halting gains by Western-backed rebels and jihadists seeking his overthrow.While rights groups still regularly accuse Assad of indiscriminately killing his own people, sending helicopters to drop crude barrel bombs, even the Syrian opposition no longer demands his resignation as a precondition for peace talks."Statements from the US and from EU capitals indicate a de facto direct or indirect acceptance of Assad's holding on to the presidency, and a search for some form of national unity coalition that would include Assad as well as the non-jihadist opposition," Perthes said.

- 'Untenable position' -

A European diplomat who often travels to Damascus said EU states are divided on how to deal with the man described by French Prime Minister Manuel Valls just last month as a "butcher"."Outside of France, Britain and Denmark, who reject any role for Assad in Syria's future, many European countries think that after four years, this position is untenable," the diplomat said.He said countries including Sweden, Austria, Spain, the Czech Republic and Poland see no benefit to isolating Assad and want a softer European stance."But they are too weak to have their voices heard," he said.US Secretary of State John Kerry recently laid bare the shifting Western stance towards the Syrian leader.Assad "has lost any semblance of legitimacy," Kerry said."But we have no higher priority than disrupting and defeating Daesh," he added, using an Arabic acronym for IS.Assad, seen briefly as a reformer at the onset of his rule nearly 15 years ago, was ostracised for his bloody repression of anti-regime protests that began in 2011.But in remarks that enraged the rebels, UN envoy Staffan de Mistura recently described the president as "part of the solution" in Syria."The Syrian regime, and especially its head, is the interlocutor for the international community -- even if officially, the West, Arab states, and Turkey don't talk to him," said Souhail Belhadj, researcher at the Geneva Graduate Institute and author of "Bashar's Syria: Anatomy of an Authoritarian Regime".

After suffering initial losses to rebels, Assad has managed to stabilise the military balance and even make gains in some areas, thanks to significant support from the Lebanese Shiite militia Hezbollah and the Iranian Revolutionary Guard.Air strikes by the US-led coalition have piled further pressure on jihadists who have flocked to the war-wracked country.Today, the regime controls 40 percent of Syrian territory home to 60 percent of the population.Almost all of Syria's major cities -- except IS's self-proclaimed capital Raqa and half of the second city of Aleppo -- are under government control.

But the battle is far from over.

"The Syrian regime certainly feels it is in an advantageous position with regard to the military situation," said David Lesch, professor of Middle East history at Trinity University in Texas and author of "Syria: The Fall of the House of Assad"."On the other hand, I think elements within the regime recognise that there may be an economic horizon sooner rather than later in terms of its dwindling manpower, finances and resources, especially when its two strongest allies, Iran and Russia, are suffering economically," he said.Assad has a "window of opportunity" to negotiate in the coming months before the looming 2016 US presidential election starts to restrict Washington's flexibility on Syria, said Lesch.

When Sheikh Hassan Nasrallah publicly confirmed in May 2013 that Hezbollah had intervened in Syria’s bloody civil war, the Iran-backed Shiite militant group was locked in a battle that resulted in its highest-ever casualty rate.Hezbollah’s assault on the rebel-held town of Qusayr, near Homs, its first serious engagement of the Syria conflict, saw dozens of fighters killed in just 17 days of grueling street-to-street fighting.The high casualties and the impact of multiple funerals across Shiite regions of Lebanon led some to predict that in coming to the aid of its ally, embattled Syrian President Bashar al-Assad, Hezbollah had entered its “Vietnam” – an exhausting conflict with no clear exit strategy that would erode its popular standing across the Middle East as a powerful foe of Israel.Recommended: Do you understand the Syria conflict? Take the quiz.“The battle in Qusayr will act as Hezbollah’s Vietnam and it will have repercussions on the whole of Lebanon,” Michel Mouawad, a Lebanese Christian politician who opposes Hezbollah, said at the time.Yet, nearly two years later, those predictions have not been borne out. In fact, despite incurring high casualties and the wrath of the region’s Sunnis, Hezbollah has acquired a set of new fighting skills in Syria. While ensuring President Assad's continued survival, a generation of fresh recruits has been bloodied in battle, potentially making the organization a greater threat to arch enemy Israel in any future encounter.Even domestic criticism over Hezbollah’s involvement in Syria has dulled of late, partly in reaction to the rise of extremist Sunni groups like the self-described Islamic State (IS), whose rampages across Iraq and Syria and video-taped atrocities send a collective chill through Lebanon’s religious minorities.“When you refer to Vietnam it means being stuck in a quagmire. It’s a grinding fight, no doubt about it, but it’s not quite a quagmire [for Hezbollah],” says Michael Young, a Lebanese political analyst who wrote a column in June 2013 asking whether Syria could become Hezbollah’s “Vietnam.”

SYRIA'S STRATEGIC VALUE

Syria is the geopolitical lynchpin that connects Hezbollah to its ideological and logistical patron, Iran, providing strategic depth for its struggle against Israel. It is also a conduit for the flow of weaponry to Hezbollah’s arsenal. The fall of Assad would likely disrupt the regional alliance known as the “axis of resistance,” grouping Iran, Syria, Hezbollah, and other militant organizations that oppose Israel and Western policies in the Middle East.Hezbollah leader “Nasrallah made it clear [in 2013] that preserving the regime and its axis of resistance was strategic [and] vital for Hezbollah,” says Jeffrey White, defense fellow at the Washington Institute for Near East Policy. “This definition of the situation and its stakes produced the commitment, and will likely preserve it despite the costs… The difference between this and Vietnam is that [Syria] really is strategic… for Hezbollah.”There are estimated to be at least 5,000 Hezbollah fighters operating in Syria at any one time. They spearhead battles across the country from Hasake in the northeast, to Aleppo in the north, Latakia in the northwest, Damascus and its suburbs, and Deraa in the south.For now, Hezbollah and its allies have the upper hand in Syria. The moderate rebel Free Syrian Army is withering in the face of dwindling foreign support and the onslaught of the Assad regime and extremist groups like IS. And the international community has shifted from debating whether Assad should be toppled to fretting about the IS threat.

A STEEP PRICE

Still, Hezbollah has paid a steep price. Since sending the first combatants into Syria in the summer of 2012, perhaps a little over 1,000 fighters have been killed. To put that figure into context, in nearly three years, its casualties in Syria approaching that of Hezbollah’s official tally of 1,284 killed battling Israel’s occupation of south Lebanon between 1982 and 2000.Nasrallah was once hailed in regional polls as the most admired leader in the Arab world. Today he is reviled by most Sunnis and his party dubbed “Hizbu Shaitan,” the “Party of the Devil,” a play on the organization’s name which means the “Party of God.”“Too much blood has been spilled, too many lives have been lost, too much mistrust has set in, and it is going to be very hard for Hezbollah to rehabilitate its image among the majority of the Syrian Sunni street,” says Randa Slim, a Hezbollah expert at the Middle East Institute in Washington.And there is little indication that Iran, which has taken control of the struggle to preserve the Assad regime, is willing to offer any fig leaf to the Syrian opposition that could salvage ruptured Sunni-Shiite ties. On the contrary, in recent months, Iran has doubled down on its commitment to Assad, building numerous Syrian “Hezbollah-style” militias and deploying Iranian Revolutionary Guards (IRGC) and Shiite militias from Iraq, Afghanistan and Pakistan.

KEY SUPPORT FOR IRAN'S GAINS

“Iranian military commanders liberated 85 percent of Syrian territory previously controlled by the opposition, at a time when Assad had accepted defeat,” Hussein Hamdani, a top IRGC general, told Iran’s Rasa news agency this week.Iranian officials have acknowledged the vital role Hezbollah has played in allowing the Islamic Republic to exert new levels of influence across Syria as well as other flashpoints in the Middle East such as Iraq, Yemen, and Gaza.“That is a huge advance for them [the Iranians]. It’s gigantic. Can you imagine them having that much control in Syria a few years ago before this crisis happened?” says Phillip Smyth, a researcher at the University of Maryland and author of the Hizballah Cavalcade blog, which focuses on Shiite militarism in the Middle East.There is a certain irony in associating Hezbollah with a Vietnam-style morass. In the late 1990s, the Vietnam analogy was applied to Israel’s occupation of a border strip in southern Lebanon. Israeli troops came under attack almost daily from lightly-armed Hezbollah fighters, and finally pulled out in May 2000.Still, such comparisons with Vietnam were perhaps as misleading then for Israel as they are today for Hezbollah. Washington lies 8,300 miles from Hanoi, but Israeli officials used to point out that Shiite Hezbollah-supporting villages in south Lebanon lie less than a mile from Israeli border communities.

SUPPORT FROM SHIITE BASE

Nasrallah has used the same argument of the enemy’s proximity to justify Hezbollah’s intervention in Syria.“If those [extremist Sunni] groups manage to specifically control the [areas] adjacent to the Lebanese border, then they will pose a threat to the Lebanese, both Muslims and Christians,” he said in his May 2013 speech.That argument has helped Hezbollah maintain the support of its Shiite base for its Syria gambit, despite last year's backlash following multiple suicide bombings in Shiite-populated areas of Lebanon that left dozens dead and hundreds wounded. Even some Christians have muted their criticism of Hezbollah, viewing the threat posed by IS, which has a stronghold on Lebanon’s northeast border, as worse than the repercussions of Hezbollah’s intervention in Syria.In Shiite villages in southern Lebanon and the Bekaa Valley, brightly-colored “martyr” portraits of those slain in the Syria war hang alongside their sun-faded counterparts from earlier battles against Israel. For Hezbollah members, there is no difference between the enemy they once fought in south Lebanon and the forces they confront today in Syria.“We consider the fight against the Takfiris as the same as against the Israelis,” says the mayor – a Hezbollah member – of a village in south Lebanon. The term Takfiri is used to describe extremist Sunnis who view as apostates all those that do not share their literal interpretation of Islam. “Syria is not a Vietnam for us. Israel is backing the Takfiris to try and weaken us, but in fact they are making us stronger.”

ISRAEL HAS TAKEN NOTICE

Certainly, Hezbollah has expanded its martial skills in Syria, learning to fight in a broad variety of environments from desolate mountains to arable landscapes and dense inner-city neighborhoods. And Hezbollah’s battlefield gains have not gone unnoticed in Israel.Hezbollah commanders “are learning about controlling fighters, coordinating intelligence, firepower, and command and control. This is a serious development that requires us to prepare accordingly,” an anonymous Israeli army officer was widely quoted in the Israeli media as saying last September.Abu Ali, a veteran Hezbollah fighter, who has served multiple tours in Syria, reckons the organization’s involvement in Syria has made it stronger.“After Qusayr, it doesn’t matter where we are sent. We are trained for everything,” he says speaking on the eve of a new deployment to Syria.Still, Abu Ali did not expect the conflict to end anytime soon. “It will go on for several more years,” he says. “But that is not a problem for us because we are winning.”

Geneva (AFP) - More than 10,000 people have now died from the Ebola virus, almost all of them in west Africa, the World Health Organization said Thursday.The three hardest-hit countries of Sierra Leone, Guinea and Liberia have recorded 24,350 cases and 10,004 deaths since the epidemic began more than a year ago, the UN body said.There have also been six deaths in Mali, one in the United States and eight in Nigeria, all of which have since been declared Ebola-free.Ebola, one of the deadliest pathogens known to man, is spread through direct contact with the bodily fluids of an infected person showing symptoms such as fever or vomiting.Sierra Leone has registered the highest number of cases in the worst-ever outbreak of the tropical fever, reporting 11,677 cases as of March 10, according to the WHO. The country has seen a total of 3,655 deaths from Ebola.Also as of March 10, Guinea had reported 3,330 cases and 2,187 deaths.Liberia, long the worst-hit country, recorded 9,343 cases as of March 5, with 4,162 deaths.The WHO said on Wednesday that Liberia appeared to have turned a corner in the fight against the disease, with no new cases of the deadly virus reported since February 19.Six months ago, Liberia was reporting more than 300 new cases each week.The country's last confirmed Ebola patient left hospital earlier this month.
