NEW YORK, N.Y. - The U.S. has so much crude that it is running out of places to put it, and that could drive oil and gasoline prices even lower in the coming months.For the past seven weeks, the United States has been producing and importing an average of 1 million more barrels of oil every day than it is consuming. That extra crude is flowing into storage tanks, especially at the country's main trading hub in Cushing, Oklahoma, pushing U.S. supplies to their highest point in at least 80 years, the Energy Department reported last week.If this keeps up, storage tanks could approach their operational limits, known in the industry as "tank tops," by mid-April and send the price of crude — and probably gasoline, too — plummeting."The fact of the matter is we are running out of storage capacity in the U.S.," Ed Morse, head of commodities research at Citibank, said at a recent symposium at the Council on Foreign Relations in New York.Morse has suggested oil could fall all the way to $20 a barrel from the current $50. At that rock-bottom price, oil companies, faced with mounting losses, would stop pumping oil until the glut eased. Gasoline prices would fall along with crude, though lower refinery production, because of seasonal factors and unexpected outages, could prevent a sharp decline.The national average price of gasoline is $2.44 a gallon. That's $1.02 cheaper than last year at this time, but up 37 cents over the past month.Other analysts agree that crude is poised to fall sharply — if not all the way to $20 — because it continues to flood into storage for a number of reasons:— U.S. oil production continues to rise. Companies are cutting back on new drilling, but that won't reduce supplies until later this year.— The new oil being produced is light, sweet crude, which is a type many U.S. refineries are not designed to process. Oil companies can't just get rid of it by sending it abroad, because crude exports are restricted by federal law.— Foreign oil continues to flow into the U.S., both because of economic weakness in other countries and to feed refineries designed to process heavy, sour crude.— This is the slowest time of year for gasoline demand, so refiners typically reduce or stop production to perform maintenance. As refiners process less crude, supplies build up.— Oil investors are making money buying and storing oil because of the difference between the current price of oil and the price for delivery in far-off months. An investor can buy oil at $50 today and enter into a contract to sell it for $59 in December, locking in a profit even after paying for storage during those months.The delivery point for most of the oil traded in the U.S. is Cushing, a city of about 8,000 people halfway between Oklahoma City and Tulsa at an intersection of several pipelines. The city is dotted with tanks that can, in theory, hold 85 million barrels of oil, according to the Energy Department, though some of those tanks are used for blending or feeding pipelines, not for storing oil.The market data provider Genscape, which flies helicopters equipped with infrared cameras and other technology over Cushing twice a week to measure storage levels, estimates Cushing is two-thirds full.Hillary Stevenson, who manages storage, pipeline and refinery monitoring for Genscape, says Cushing could be full by mid-April. Supplies are increasing at "the highest rate we have ever seen at Cushing," she says.Full tanks — or super-low prices — are not a sure thing. BRUSSELS, Today, 11:00-The leaders of the three West African countries worst hit by the Ebola epidemic called on the international community for a regional ‘Marshall Plan’ at an EU-hosted conference on Tuesday (3 March).The “Ebola: from emergency to recovery” conference took place in Brussels on Tuesday, co-chaired by the European Union, together with the Presidents of Guinea, Liberia and Sierra Leone, the United Nations and the African Union.The number of new Ebola cases in West Africa has dropped dramatically, but regional leaders want international support to help recover from the epidemic.The epidemic, which began in spring 2014, has killed almost 10,000 people out of more than 23,000 confirmed cases in the three countries. The World Health Organisation estimates that the true infection rate and death toll is significantly higher than has been reported.However, the disease, which has a very high mortality rate and is highly contagious - passed through through human-to-human contact - appears to be coming under control, with fewer than 100 cases being reported each week for the last month. It has no known vaccine or cure.“Victory against the virus is in sight, but we must guard against complacency,” said President Ernest Bai Koroma of Sierra Leone. “There won't be complete victory until we get to a resilient zero in each of the three affected countries.”For its part, the UN said it would continue to support “the drive to zero” cases.The epidemic, which effectively forced the affected countries in West Africa to quarantine themselves and restrict travel in and out of their countries, also delivered a severe setback to their economies in the process.“A regional approach would achieve the best recovery results,” Liberian president Ellen Johnson-Sirleaf told the 600 delegates, including ministers and health experts from across the world, adding that “there is no doubt that this will require significant resources, perhaps even a Marshall Plan.”“We believe however that this can be achieved through allocation of the additional resources committed by the European Commission", she said.The three recovering countries are drawing up a blueprint for a regional ‘Marshall plan’ to help their economies recover, which will be presented to the spring meetings of the World Bank and International Monetary Fund in April.Speaking at the conference, EU development commissioner Neven Mimica said that 50 percent of the bloc’s development assistance was being used to provide budget support to the governments of three countries to help them deliver “urgently needed public services and cushion the economic impact of the epidemic.”"The European Commission, together with the bloc’s 28 governments, have so far pledged around €1.2 billion to Guinea, Sierra Leone, Liberia, and Nigeria, the countries worst affected by the disease, as part of total pledges from the international community of $5 billion (€4.6 billion)."But the international community has been criticised by medical NGOs and the UN for failing to do enough and acting too slowly, while African leaders at the conference stated that only $2.4 billion (€2.2 billion) of the pledged money has actually been made available to the affected countries. Thousands across the GTA lost electrical power on Tuesday night and, by early Wednesday, it was unclear for many when the lights would come back on.Toronto Hydro said 25,000 of its customers were still without power by late Tuesday night — hours after the lights first started to flicker.Outages hit thousands more north of the city, according to PowerStream, while "momentary" blackouts were reported in Mississauga by Enersource.The utility companies blamed the blackouts on a combination of the bad weather that hit the region on Tuesday, and salt spray, which can interfere with electrical lines.There were more than 50 transformer and pole fires across the GTA, according to Toronto Fire Services."The weather wreaked havoc on our system the evening," said Toronto Hydro spokesman Brian Buchan. "It's been a real combination of the salt, snow and freezing rain.""All our crews are out there — they're working hard and we're calling other crews in," said Buchan."But it's like Whack-a-Mole. We get one [problem] taken care of and another one goes down."The weather improved late Tuesday night, which Buchan said will make it easier to restore power, though he did not provide an estimate when the lights will go back on for any of the affected neighbourhoods.Toronto Hydro says most of the blackouts are in Scarborough and Etobicoke. LONDON (Thomson Reuters Foundation) - Of the 10 world cities most exposed to natural hazards, eight are in the Philippines, according to research which also showed that over half of the 100 cities most exposed to earthquakes, storms and other disasters were found in four Asian nations.The study published on Wednesday by risk analysis firm Verisk Maplecroft analyzed the threat posed by storms, floods, earthquakes, tsunamis, fires, volcanoes and landslides in more than 1,300 cities.It said of the 100 cities with the greatest exposure to natural hazards, 21 were located in the Philippines, 16 in China, 11 in Japan and eight in Bangladesh.Of the 13 countries deemed least able to cope with natural disasters, 11 were in sub-Saharan Africa, with Somalia coming bottom for the fourth consecutive year, the study showed.Besides the risk of volcanic eruptions, quakes and floods, the Philippines is hit by more than 20 typhoons every year.The biggest typhoon in recent years was Haiyan which struck the Southeast Asian country in 2013, leaving more than 7,000 people dead or missing. More than 1 million houses were totally or partially damaged in the aftermath."Natural hazard risk is compounded in the Philippines by poor institutional and societal capacity to manage, respond and recover from natural hazard events," the report said.It added that disaster risk reduction strategies in the Philippines were improving after the "widely criticized" response to Haiyan.Better communication and the evacuation of 1.7 million people meant that Typhoon Hagupit, a category 3 storm, killed only 27 people in December 2014.The report rated the Philippines' capital Manila with a population of almost 12 million as the fourth most exposed city in the world. Nearly half of Canadians say they feel less safe from terrorism than they did two years ago, according to a survey conducted for CBC News.Two-thirds say it is likely that an attack will occur in Canada within the next five years, including 42 per cent who expect that it will result in mass death and destruction.However, only nine per cent think terrorism and national security should be the top priority for federal politicians, behind unemployment (20 per cent), the economy(19 per cent) and health care (15 per cent)."People aren’t hysterical about terrorism. They’re still focused on the things that do affect them directly on a daily basis, which is the economy and jobs and health care," said Craig Worden, executive vice-president of public affairs at Pollara Strategic Insights. The body that was established a year ago and is headed by Australian cardinal George Pell is not going to become a “super-dicastery” with powers of control, investment and expenditure as was suggested on a number of occasions. In fact, the Pope has established that the Secretariat will remain a body with powers similar to those of a reinforced Prefecture for economic affairs, which has some of the powers APSA has and the ability to regularise budgets. A read of the statutes of the Secretariat, the Council for the Economy and the general Revisor which were published today but approved by the Pope on 22 February, before he set off on his Lenten retreat to Ariccia, it emerges that Francis took into account the most significant suggestions sent by the Pontifical Council for Legislative Texts. The Council had advised increasing the number of revisors and keeping monitoring and management tasks separate.The Pope has approved three documents. All of these entered into force “ad experimentum” on March 1st. As the institutions in question are new, things have been done in such a way as to allow for adjustments and any potential corrections to be made in the next few months. The first article of the Statute states that the Secretariat for the Economy is the dicastery of the Roman Curia that exercises functions of administrative and financial control and oversight of the dicasteries of the Roman Curia, institutions that are either linked or refer to the Holy See and the administrations of the Vatican Governorate.The new law stipulates that the Secretariat acts in collaboration with the Secretariat of State which has exclusive responsibility for relations with States and with other subjects of public international law. It goes on to add that the Secretariat guarantees that issues relating to entities and administrations mentioned in article 1 will be dealt with taking the independence and responsibilities of each of these into due account.The dicastery headed by Pell is split into two sections, the section for control and oversight and the administrative section. There will be two prelate secretaries (the first will bear the title of general secretary) who will oversee the two sections. The first section will control and oversee activities relating to planning, expenses, budgets, final balances, investments and the management of human, financial and material resources of controlled entities: the aim is to reinforce the powers so far held by the Prefecture for the Economic Affairs of the Holy See, established in 1967 by Paul VI for the purpose of checking balance sheets. The tasks of control and oversight will now also have a preventive element and the dicastery will have a lot more freedom of movement and intervention and will promote inspections. When this section learns about any losses relating to the patrimony of the entities and administrations mentioned in article 1, the former will ensure that corrective measures therein included are adopted and that civil or criminal action or administrative sanctions are resorted to where appropriate.The second section – the administrative section – will provide guidance and model procedures for tenders aimed at ensuring that all assets and services requested by the dicasteries of the Roman Curia and institutions that are linked or refer to the Holy See are acquired in the most prudent, efficient and economically advantageous way, in line with appropriate internal checks and procedures. It will give guidelines to optimize the management of resources in order to prevent waste and rationalize expenses. This section will also follow the establishment of wages and hiring of new staff. It is to be understood, however, that the Secretariat of State will ascertain the required qualities and skills of candidates applying for a position. The emphasis placed on this point shows that the Secretariat of State is maintaining an influence.What this first article of the statute referring to the second, administrative section of the Secretariat for the Economy seems to indicate is that while the monitoring (first section) will be exercised over the offices of the holy See and the Vatican Governorate, the actions relating to procedural guidance (second section) will only regard the Holy See’s dicasteries and institutions linked to the Holy See, not the Vatican City State.The statutes make no mention of the possibility of the Secretariat for the Economy taking on the management of moveable and immoveable property which has so far been administered by APSA (Administration of the Patrimony of the Apostolic See), as Pell would have wanted, also in view of the assumed creation of a Vatican Asset Management body for the unified management of investments under the aegis of the Secretariat, to be entrusted to IOR president, Jean-Baptiste de Franssu. So APSA is still responsible for the management of properties and its powers have not been transferred to the secretariat for the Economy. The new statute for the Council for the Economy, defined as an entity in charge of overseeing the structures and administrative and financial activities of the dicasteries of the Roman Curia and the Governorate, stipulates that the Council will protect the entities’ assets, reduce financial risks and rationalise human and financial resources. The Council will check budget plans and annual and consolidated financial statements which it will send to the Pope for approval. It is composed of 15 members, 8 cardinals or bishops and 7 lay experts. It will also have a prelate secretary and will meet four times a year. It will exercise significant influence on policy in this field but will not have the power to create legislation. Finally, Francis has also approved the statute for the general Revisor who will be assisted by two additional revisors, as suggested by the Pontifical Council for Legislative Texts. So there will be three revisors in order to make their work more autonomous, mutual checks and more independence should any pressure be exercised from outside the office. They will be in charge of auditing and carrying out administrative checks on entities. The Revisor will be alerted as to any irregularities, he will carry our specific checks into activities that move away substantially from the set guidelines and approved budget plans. He will look into any irregularities that may arise in the allocation of tenders or contracts for external services or in transactions or in cases of alienation.The three new statutes, the Secretariat statute, the Council statute and the general Revisor statute, confirm that the documentation acquired is protected by professional secrecy. Significantly, is is also stated that the languages used are Italian and English.The documents, which have been pinned to the board in the San Damaso Courtyard for a few days now, show that additional proposals and observations have been included in the texts which the Secretariat for the Economy took nine months to prepare. So it seems it is the fruit of a collective effort which has taken different sensibilities into account in order to try to create a system that is able to function efficiently.

Mar, 21:06-National governments are unraveling a EU data protection bill for the benefit of big business, according to leaked documents published by pro-privacy campaigners.Digital rights advocate Joe McNamee at the Brussels-based EDRi on Tuesday (3 March) said the regulation is now at risk of becoming “an empty shell”.He said member states are “undermining the meaning of every article, every paragraph, almost every single comma and full stop in the original proposal.”Raegan MacDonald, European policy manager at Access, accused the member states of “carving out so many loopholes there’ll soon be nothing left.”The bill aims to update two-decade old EU data protection laws and create one set of rules across all 28-member states via a legally binding regulation.First proposed in 2012, the bill has undergone intense lobbying over the years with the European Parliament having adopted its position in March 2014 before passing it onto the co-legislating member states.MEPs spearheading the bill at the time had to sift through some 4,000 amendments.Despite the lobbying, parliament’s version was largely seen as an improvement on the privacy protection rights initially proposed by the commission.Member states have since held protracted internal debates with signs suggesting that Germany is now leading the pack in rolling back key points in the original draft.Wording in the latest texts dated from the end of February (see here,here, here, and here) show government representatives diluting issues of consent, a number of other rights, and a central oversight and arbitration feature known as the one stop shop.

On consent, anyone can authorise a company to process personal details for things like marketing.
However, national governments say that the same company should then also be able to pass on the details to another company – through a “legitimate interest” clause - without the person being informed.Those companies can then process the data for reasons that are entirely unrelated to the original authorisation.“If a company you have never heard of can process your data for reasons you've never heard of, what is the point in having data protection legislation,” note the digital advocates in an eight-page analysis of the leaked texts.Another anomaly is that member states have removed the concept of “explicit consent”, initially proposed by the commission.Default browser settings may automatically accept cookies, which can be used by advertising websites to track sites visited. According to the leaked texts, a user provides consent to be tracked and profiled, if, for instance, those default browser settings remain untouched.Other sensitive bits include removing an article that requires people to be informed on “concise, transparent, clear and easily accessible policies” whenever their personal data is being used.
Profiling
They have also reinserted an article, removed by the parliament in their text, that would allow governments to claim national security interests to profile their own citizens.“This is basically providing a blank cheque to governments which, under various excuses, may start to profile people based on their online political activities,” notes the analysis paper.On oversight, the commission's plan allows companies to tackle EU-wide data cases through the data chief in the EU country in which they have their HQ, instead of dealing with 28 national regimes.A single data protection authority would also be responsible for taking legally binding decisions against a firm. Their final decision applies to all other member states.In case things go wrong, a European Data Protection Board (EDPB) would step in to make sure the rules are applied correctly.But member states do not like the idea and instead have proposed a more complex arbitration feature that would require the consent of two data protection authorities in some cases. Ministers had already expressed dislike of the dea last December.EU lawmakers are hoping to enter into negotiations with the member states before the summer in the hope of having the bill passed before the end of the year.

Greece will then have a first indication of its partners' intentions.Varoufakis has promised his country will meet its March commitments."March is solved. We are in the process of securing funds to cover the entire four-month period," he said on Greek television on Tuesday.But with tax revenues falling since the start of the year and weak economic activity, Greece is estimated to have only €4 billion in its coffers and some experts are worried that it could run out of money in the coming weeks.The Frankfurter Allgemeine Zeitung reported that the Greek government has started to borrow money from the country’s pension funds for a period of up to 15 days in order to have available cash.Varoufakis, for his part, repeated that Athens' priority remains restructuring the country's debt and setting sustainable growth goals."Debt repayment should be linked to the growth rate. This is a red line for us", he said.As a concession before Eurogroup talks, the Greek government removed a debt-cutting provision from its planned legislation.Yet tough negotiations are still likely. NEW YORK, N.Y. - The U.S. has so much crude that it is running out of places to put it, and that could drive oil and gasoline prices even lower in the coming months.For the past seven weeks, the United States has been producing and importing an average of 1 million more barrels of oil every day than it is consuming. That extra crude is flowing into storage tanks, especially at the country's main trading hub in Cushing, Oklahoma, pushing U.S. supplies to their highest point in at least 80 years, the Energy Department reported last week.If this keeps up, storage tanks could approach their operational limits, known in the industry as "tank tops," by mid-April and send the price of crude — and probably gasoline, too — plummeting."The fact of the matter is we are running out of storage capacity in the U.S.," Ed Morse, head of commodities research at Citibank, said at a recent symposium at the Council on Foreign Relations in New York.Morse has suggested oil could fall all the way to $20 a barrel from the current $50. At that rock-bottom price, oil companies, faced with mounting losses, would stop pumping oil until the glut eased. Gasoline prices would fall along with crude, though lower refinery production, because of seasonal factors and unexpected outages, could prevent a sharp decline.The national average price of gasoline is $2.44 a gallon. That's $1.02 cheaper than last year at this time, but up 37 cents over the past month.Other analysts agree that crude is poised to fall sharply — if not all the way to $20 — because it continues to flood into storage for a number of reasons:— U.S. oil production continues to rise. Companies are cutting back on new drilling, but that won't reduce supplies until later this year.— The new oil being produced is light, sweet crude, which is a type many U.S. refineries are not designed to process. Oil companies can't just get rid of it by sending it abroad, because crude exports are restricted by federal law.— Foreign oil continues to flow into the U.S., both because of economic weakness in other countries and to feed refineries designed to process heavy, sour crude.— This is the slowest time of year for gasoline demand, so refiners typically reduce or stop production to perform maintenance. As refiners process less crude, supplies build up.— Oil investors are making money buying and storing oil because of the difference between the current price of oil and the price for delivery in far-off months. An investor can buy oil at $50 today and enter into a contract to sell it for $59 in December, locking in a profit even after paying for storage during those months.The delivery point for most of the oil traded in the U.S. is Cushing, a city of about 8,000 people halfway between Oklahoma City and Tulsa at an intersection of several pipelines. The city is dotted with tanks that can, in theory, hold 85 million barrels of oil, according to the Energy Department, though some of those tanks are used for blending or feeding pipelines, not for storing oil.The market data provider Genscape, which flies helicopters equipped with infrared cameras and other technology over Cushing twice a week to measure storage levels, estimates Cushing is two-thirds full.Hillary Stevenson, who manages storage, pipeline and refinery monitoring for Genscape, says Cushing could be full by mid-April. Supplies are increasing at "the highest rate we have ever seen at Cushing," she says.Full tanks — or super-low prices — are not a sure thing. New storage is under construction at Cushing, and there are large storage terminals near Houston, in St. James, Louisiana, and elsewhere around the country that will probably begin to take in more oil as prices fall far enough to cover the cost of transporting the oil.Also, drillers are cutting back fast because oil prices have plummeted from $107 a barrel in June. And demand is showing signs of rising.While the Energy Department reported another enormous rise in crude stocks last week, up 8.4 million barrels from the week earlier, it also reported that diesel and gasoline supplies fell more than expected. BRUSSELS, Today, 11:00-The leaders of the three West African countries worst hit by the Ebola epidemic called on the international community for a regional ‘Marshall Plan’ at an EU-hosted conference on Tuesday (3 March).The “Ebola: from emergency to recovery” conference took place in Brussels on Tuesday, co-chaired by the European Union, together with the Presidents of Guinea, Liberia and Sierra Leone, the United Nations and the African Union.The number of new Ebola cases in West Africa has dropped dramatically, but regional leaders want international support to help recover from the epidemic.The epidemic, which began in spring 2014, has killed almost 10,000 people out of more than 23,000 confirmed cases in the three countries. The World Health Organisation estimates that the true infection rate and death toll is significantly higher than has been reported.However, the disease, which has a very high mortality rate and is highly contagious - passed through through human-to-human contact - appears to be coming under control, with fewer than 100 cases being reported each week for the last month. It has no known vaccine or cure.“Victory against the virus is in sight, but we must guard against complacency,” said President Ernest Bai Koroma of Sierra Leone. “There won't be complete victory until we get to a resilient zero in each of the three affected countries.”For its part, the UN said it would continue to support “the drive to zero” cases.The epidemic, which effectively forced the affected countries in West Africa to quarantine themselves and restrict travel in and out of their countries, also delivered a severe setback to their economies in the process.“A regional approach would achieve the best recovery results,” Liberian president Ellen Johnson-Sirleaf told the 600 delegates, including ministers and health experts from across the world, adding that “there is no doubt that this will require significant resources, perhaps even a Marshall Plan.”“We believe however that this can be achieved through allocation of the additional resources committed by the European Commission", she said.The three recovering countries are drawing up a blueprint for a regional ‘Marshall plan’ to help their economies recover, which will be presented to the spring meetings of the World Bank and International Monetary Fund in April.Speaking at the conference, EU development commissioner Neven Mimica said that 50 percent of the bloc’s development assistance was being used to provide budget support to the governments of three countries to help them deliver “urgently needed public services and cushion the economic impact of the epidemic.”"The European Commission, together with the bloc’s 28 governments, have so far pledged around €1.2 billion to Guinea, Sierra Leone, Liberia, and Nigeria, the countries worst affected by the disease, as part of total pledges from the international community of $5 billion (€4.6 billion)."But the international community has been criticised by medical NGOs and the UN for failing to do enough and acting too slowly, while African leaders at the conference stated that only $2.4 billion (€2.2 billion) of the pledged money has actually been made available to the affected countries. The conference did not see any further donation pledges.When it came to Ebola, “the world was ill-prepared. Thousands across the GTA lost electrical power on Tuesday night and, by early Wednesday, it was unclear for many when the lights would come back on.Toronto Hydro said 25,000 of its customers were still without power by late Tuesday night — hours after the lights first started to flicker.Outages hit thousands more north of the city, according to PowerStream, while "momentary" blackouts were reported in Mississauga by Enersource.The utility companies blamed the blackouts on a combination of the bad weather that hit the region on Tuesday, and salt spray, which can interfere with electrical lines.There were more than 50 transformer and pole fires across the GTA, according to Toronto Fire Services."The weather wreaked havoc on our system the evening," said Toronto Hydro spokesman Brian Buchan. "It's been a real combination of the salt, snow and freezing rain.""All our crews are out there — they're working hard and we're calling other crews in," said Buchan."But it's like Whack-a-Mole. We get one [problem] taken care of and another one goes down."The weather improved late Tuesday night, which Buchan said will make it easier to restore power, though he did not provide an estimate when the lights will go back on for any of the affected neighbourhoods.Toronto Hydro says most of the blackouts are in Scarborough and Etobicoke. Dar es Salaam (AFP) - At least 38 people have died with 82 others been injured in heavy rains and floods in Tanzania's northwest, officials said Wednesday.Torrential rains, hail and high winds hit Kahama district in Shinyanga region late on Tuesday, a statement from the office of President Jakaya Kikwete said, expressing his "shock and extreme grief".Officials said an estimated 3,500 people in the region, a poor farming area south of Lake Victoria and near the Serengeti game reserve, had been affected by the flooding.

It's happening again — Old Man Winter is making it ugly for people on the drive home.In Toronto, the snow has started falling and is set to continue well into the evening, according to Environment Canada.The city said it deployed salt trucks in the afternoon, as the snow began arriving.Snowplows will be making their rounds this evening, and officials are reminding drivers it is best not to get in their way.A special weather statement from Environment Canada remains in effect. It says Toronto is in a part of the province that could see five to 10 centimetres of snow. The city could also see some ice pellets and freezing rain.The weather has prompted the usual warnings from the city and from the police — to slow down and drive carefully.Similar reminders were given to drivers heading west of the city to Peel Region and north into York Region.Those flying out of Pearson International Airport are advised to check the status of their flight before leaving home, as winter weather in Toronto and at some U.S. airports is causing delays and cancellations.'What are you going to do?'Some people in Toronto are simply gritting their teeth at this point, as they deal with the weather hitting the city and wait for things to improve."I cannot wait until the warmer comes and it's springtime," said Daniela Parisi, when speaking to a CBC News reporter on Tuesday.Others are more pragmatic about the still-present snow and slush on city streets."I love spring, so I’m really looking forward to that coming around, but, you know, what are you going to do?" said Kim Trusty, when she stopped to speak to CBC News.Environment Canada has said the February that Toronto experienced was the first in 75 years in which the temperature did not get above the freezing mark.

LONDON (Thomson Reuters Foundation) - Of the 10 world cities most exposed to natural hazards, eight are in the Philippines, according to research which also showed that over half of the 100 cities most exposed to earthquakes, storms and other disasters were found in four Asian nations.The study published on Wednesday by risk analysis firm Verisk Maplecroft analyzed the threat posed by storms, floods, earthquakes, tsunamis, fires, volcanoes and landslides in more than 1,300 cities.It said of the 100 cities with the greatest exposure to natural hazards, 21 were located in the Philippines, 16 in China, 11 in Japan and eight in Bangladesh.Of the 13 countries deemed least able to cope with natural disasters, 11 were in sub-Saharan Africa, with Somalia coming bottom for the fourth consecutive year, the study showed.Besides the risk of volcanic eruptions, quakes and floods, the Philippines is hit by more than 20 typhoons every year.The biggest typhoon in recent years was Haiyan which struck the Southeast Asian country in 2013, leaving more than 7,000 people dead or missing. Nearly half of Canadians say they feel less safe from terrorism than they did two years ago, according to a survey conducted for CBC News.Two-thirds say it is likely that an attack will occur in Canada within the next five years, including 42 per cent who expect that it will result in mass death and destruction.However, only nine per cent think terrorism and national security should be the top priority for federal politicians, behind unemployment (20 per cent), the economy(19 per cent) and health care (15 per cent)."People aren’t hysterical about terrorism. The body that was established a year ago and is headed by Australian cardinal George Pell is not going to become a “super-dicastery” with powers of control, investment and expenditure as was suggested on a number of occasions. In fact, the Pope has established that the Secretariat will remain a body with powers similar to those of a reinforced Prefecture for economic affairs, which has some of the powers APSA has and the ability to regularise budgets. A read of the statutes of the Secretariat, the Council for the Economy and the general Revisor which were published today but approved by the Pope on 22 February, before he set off on his Lenten retreat to Ariccia, it emerges that Francis took into account the most significant suggestions sent by the Pontifical Council for Legislative Texts. The Council had advised increasing the number of revisors and keeping monitoring and management tasks separate.The Pope has approved three documents. All of these entered into force “ad experimentum” on March 1st. As the institutions in question are new, things have been done in such a way as to allow for adjustments and any potential corrections to be made in the next few months. The first article of the Statute states that the Secretariat for the Economy is the dicastery of the Roman Curia that exercises functions of administrative and financial control and oversight of the dicasteries of the Roman Curia, institutions that are either linked or refer to the Holy See and the administrations of the Vatican Governorate.The new law stipulates that the Secretariat acts in collaboration with the Secretariat of State which has exclusive responsibility for relations with States and with other subjects of public international law. It goes on to add that the Secretariat guarantees that issues relating to entities and administrations mentioned in article 1 will be dealt with taking the independence and responsibilities of each of these into due account.The dicastery headed by Pell is split into two sections, the section for control and oversight and the administrative section. There will be two prelate secretaries (the first will bear the title of general secretary) who will oversee the two sections. The first section will control and oversee activities relating to planning, expenses, budgets, final balances, investments and the management of human, financial and material resources of controlled entities: the aim is to reinforce the powers so far held by the Prefecture for the Economic Affairs of the Holy See, established in 1967 by Paul VI for the purpose of checking balance sheets. The tasks of control and oversight will now also have a preventive element and the dicastery will have a lot more freedom of movement and intervention and will promote inspections. When this section learns about any losses relating to the patrimony of the entities and administrations mentioned in article 1, the former will ensure that corrective measures therein included are adopted and that civil or criminal action or administrative sanctions are resorted to where appropriate.The second section – the administrative section – will provide guidance and model procedures for tenders aimed at ensuring that all assets and services requested by the dicasteries of the Roman Curia and institutions that are linked or refer to the Holy See are acquired in the most prudent, efficient and economically advantageous way, in line with appropriate internal checks and procedures. It will give guidelines to optimize the management of resources in order to prevent waste and rationalize expenses. This section will also follow the establishment of wages and hiring of new staff. It is to be understood, however, that the Secretariat of State will ascertain the required qualities and skills of candidates applying for a position. The emphasis placed on this point shows that the Secretariat of State is maintaining an influence.What this first article of the statute referring to the second, administrative section of the Secretariat for the Economy seems to indicate is that while the monitoring (first section) will be exercised over the offices of the holy See and the Vatican Governorate, the actions relating to procedural guidance (second section) will only regard the Holy See’s dicasteries and institutions linked to the Holy See, not the Vatican City State.The statutes make no mention of the possibility of the Secretariat for the Economy taking on the management of moveable and immoveable property which has so far been administered by APSA (Administration of the Patrimony of the Apostolic See), as Pell would have wanted, also in view of the assumed creation of a Vatican Asset Management body for the unified management of investments under the aegis of the Secretariat, to be entrusted to IOR president, Jean-Baptiste de Franssu. So APSA is still responsible for the management of properties and its powers have not been transferred to the secretariat for the Economy. The new statute for the Council for the Economy, defined as an entity in charge of overseeing the structures and administrative and financial activities of the dicasteries of the Roman Curia and the Governorate, stipulates that the Council will protect the entities’ assets, reduce financial risks and rationalise human and financial resources. The Council will check budget plans and annual and consolidated financial statements which it will send to the Pope for approval. It is composed of 15 members, 8 cardinals or bishops and 7 lay experts. It will also have a prelate secretary and will meet four times a year. It will exercise significant influence on policy in this field but will not have the power to create legislation. Finally, Francis has also approved the statute for the general Revisor who will be assisted by two additional revisors, as suggested by the Pontifical Council for Legislative Texts. So there will be three revisors in order to make their work more autonomous, mutual checks and more independence should any pressure be exercised from outside the office. They will be in charge of auditing and carrying out administrative checks on entities. The Revisor will be alerted as to any irregularities, he will carry our specific checks into activities that move away substantially from the set guidelines and approved budget plans. He will look into any irregularities that may arise in the allocation of tenders or contracts for external services or in transactions or in cases of alienation.The three new statutes, the Secretariat statute, the Council statute and the general Revisor statute, confirm that the documentation acquired is protected by professional secrecy. Significantly, is is also stated that the languages used are Italian and English.The documents, which have been pinned to the board in the San Damaso Courtyard for a few days now, show that additional proposals and observations have been included in the texts which the Secretariat for the Economy took nine months to prepare. So it seems it is the fruit of a collective effort which has taken different sensibilities into account in order to try to create a system that is able to function efficiently.

Mar, 21:06-National governments are unraveling a EU data protection bill for the benefit of big business, according to leaked documents published by pro-privacy campaigners.Digital rights advocate Joe McNamee at the Brussels-based EDRi on Tuesday (3 March) said the regulation is now at risk of becoming “an empty shell”.He said member states are “undermining the meaning of every article, every paragraph, almost every single comma and full stop in the original proposal.”Raegan MacDonald, European policy manager at Access, accused the member states of “carving out so many loopholes there’ll soon be nothing left.”The bill aims to update two-decade old EU data protection laws and create one set of rules across all 28-member states via a legally binding regulation.First proposed in 2012, the bill has undergone intense lobbying over the years with the European Parliament having adopted its position in March 2014 before passing it onto the co-legislating member states.MEPs spearheading the bill at the time had to sift through some 4,000 amendments.Despite the lobbying, parliament’s version was largely seen as an improvement on the privacy protection rights initially proposed by the commission.Member states have since held protracted internal debates with signs suggesting that Germany is now leading the pack in rolling back key points in the original draft.Wording in the latest texts dated from the end of February (see here,here, here, and here) show government representatives diluting issues of consent, a number of other rights, and a central oversight and arbitration feature known as the one stop shop.
Marketing
On consent, anyone can authorise a company to process personal details for things like marketing.
However, national governments say that the same company should then also be able to pass on the details to another company – through a “legitimate interest” clause - without the person being informed.Those companies can then process the data for reasons that are entirely unrelated to the original authorisation.“If a company you have never heard of can process your data for reasons you've never heard of, what is the point in having data protection legislation,” note the digital advocates in an eight-page analysis of the leaked texts.Another anomaly is that member states have removed the concept of “explicit consent”, initially proposed by the commission.Default browser settings may automatically accept cookies, which can be used by advertising websites to track sites visited. According to the leaked texts, a user provides consent to be tracked and profiled, if, for instance, those default browser settings remain untouched.Other sensitive bits include removing an article that requires people to be informed on “concise, transparent, clear and easily accessible policies” whenever their personal data is being used.
Profiling
They have also reinserted an article, removed by the parliament in their text, that would allow governments to claim national security interests to profile their own citizens.“This is basically providing a blank cheque to governments which, under various excuses, may start to profile people based on their online political activities,” notes the analysis paper.On oversight, the commission's plan allows companies to tackle EU-wide data cases through the data chief in the EU country in which they have their HQ, instead of dealing with 28 national regimes.A single data protection authority would also be responsible for taking legally binding decisions against a firm. Their final decision applies to all other member states.In case things go wrong, a European Data Protection Board (EDPB) would step in to make sure the rules are applied correctly.But member states do not like the idea and instead have proposed a more complex arbitration feature that would require the consent of two data protection authorities in some cases. Ministers had already expressed dislike of the dea last December.EU lawmakers are hoping to enter into negotiations with the member states before the summer in the hope of having the bill passed before the end of the year.
