BRUSSELS - The Spanish Congress has backed a non-binding motion to recognise Palestine, as France prepares for a similar move next week.The non-binding resolution passed by 319 votes against two, with one abstention on Tuesday (18 November).It “urges the government to recognise Palestine as a state … [while] reaffirming the conviction that the only solution to the conflict is the coexistence of two states, Israel and Palestine”.It adds “the recognition … must result from a process of negotiation between the parties to guarantee peace and security for both”.It also calls on the government to “promote co-ordination within the EU” on wider Palestine recognition.It was tabled by Trinidad Jimenez, a former foreign minister from the opposition centre-left party.But the left and the ruling centre-right People’s Party made changes after two Palestinians murdered four Jews at a synagogue in Jerusalem earlier the same day.The original draft had said recognition of Palestine would help create a negotiated settlement, instead of saying recognition “must result from a process of negotiation”.An Israeli foreign ministry spokesman, Emmanuel Nahshon, said before the vote: “We call on Spain not to make unilateral moves, particularly on a shocking day like today”.Tuesday’s motion is unlikely to prompt immediate action by Madrid.But Spain’s foreign minister, Jose Manuel Garcia-Margallo, told press in Brussels on Monday: “We have the feeling that time is running out … either we do something fairly quickly or the two-state solution will be physically impossible”.He was referring to Israeli settlement plans that will cut off Jerusalem from the West Bank and cut the West Bank in two.

BRUSSELS - The European Commission is looking into long-term plans to create an entirely new EU border guard service with an independent command and control centre.While details are scant, a EU source said setting up such a supra-national border agency that goes beyond the remit of the current EU border agency Frontex would be twenty years in the making.“We are talking about 2030 or 2035 so this is really a long term development,” noted the contact.A commission financed feasibility study completed over the summer has put forward a three-phase approach in creating the so-called European System of Border Guards.Each successive phase is a step forward in centralising control and surveillance of the EU’s borders to an agency manned by EU personnel, which is independent from the respective national authorities.Phase one calls for greater interaction between member states and the EU in terms of co-operation and decision-making on border control issues.Phase two places emphasis on shifting decision-making to the EU level. An intermediary European border guard corps would be introduced at this stage.The final phase is the most far-reaching.Also known as “full integration at EU level”, it entails setting up an entirely new agency - the committee on Schengen border management (CSBM).The new body would be composed of border guards under a EU-level command structure.The study notes that all border guards, previously acting under the command and control of national authorities, would now form part of the European border guard corps.The EU border agency Frontex, under this final model, would primarily be tasked to conduct intelligence gathering and manage resources like personnel and equipment.“The agency [Frontex] would collect the relevant information for strategic analysis through surveillance tools and daily border control activities performed by the EBC [ European border corps],” notes the study.It would be a complete departure from Frontex, which currently has to ask member states for border guards and equipment.“The European border guard system is a completely different thing,” said a Frontex spokesperson.The notion is not new and has been discussed on previous occasions.Member states, in a June council meeting, had backed the idea of having an EU-wide border guard system to enhance border controls and surveillance.The idea surfaced again earlier this week when EU migration commissioner Dimitris Avramopoulos spoke about creating a European System of Border Guards in a speech delivered at the European Security Forum 2014.“Together with the relevant actors at the EU level, I will be exploring the creation of a European System of Border Guards,” he said on Monday (17 November).The full implications of the study and the future of EU border control is temporarily on hold until an on-going review into Frontex has been finalised.“The outcome of this evaluation, together with the results of the feasibility study on the creation of a EU System of border Guards, conducted on behalf of the Commission, will feed into the policy debate,” a commission official said in an email.The evaluation is set for completion sometime mid-2015.

BRUSSELS - Telling an EU member state that its laws are undemocratic is a tricky affair. Especially if the country's government has a broad majority in its national parliament. And if the prime minister still enjoys the respect of some of his fellow EU leaders.Such was the case with Hungary, whose Prime Minister Viktor Orban in 2012 put in place a series of constitutional changes using his super-majority in the national parliament. They affected media freedom and the independence of the judiciary and prompted the EU to start looking at the laws and even take the country to court.Last year, four foreign ministers, including the then Dutch foreign minister and now EU commission vice-president Frans Timmermans, wrote a letter to the EU commission asking for a new "rule of law mechanism".It would be a type of monitoring system before the triggering of the "nuclear option" of article 7 of the EU treaty, the suspension of voting rights in the EU council.The EU commission put out a discussion paper looking at the options, but was immediately told by the EU council’s legal service that it was overstepping its powers. The "discussion was all but killed," according to one diplomat.But Italy revived the debate by making the issue one of the priorities of its six-month presidency of the EU council.Following Rome’s push, EU affairs ministers on Tuesday (18 November) agreed to hold “regular debates” on the rule of law in member states.Italian EU affairs minister Sandro Gozi said it was a matter of the EU’s "credibility" that it does not become "a Union that is so thorough on economic parameters and forgets that the reason why it exists is the rule of law."EU citizens "are asking why we are so demanding on the rule of law when we have a candidate country and once it becomes a member it becomes a black box, no questions are asked about the rule of law," he added.According to the Italian presidency paper, seen by EUobserver, the council debates will be based on a series of "principles": the powers of EU institutions, the respect of "national identities, inherent in their political and constitutional structures" and the principle of "sincere cooperation".The paper says ministers should agree on how many times these discussions should take place "e.g. once per year, within the General Affairs Council", what "sources of information could be considered worthy and reliable" and how to best observe the principles agreed.A final decision may be taken in December or be left for the upcoming rotating EU presidencies - Latvia and Luxembourg - to pick up.

MOSCOW (AP) — Russia's foreign minister says that North Korea is ready to resume international talks on its nuclear program.Sergey Lavrov spoke Thursday after meeting with Choe Ryong Hae, a special envoy of North Korean leader Kim Jong Un. Choe met with Russian President Vladimir Putin Earlier this week to deliver a letter from Kim.Lavrov said Kim's letter confirmed a desire to expand bilateral ties and "cooperate on settling the problems that still remain on the Korean Peninsula." He said Pyongyang is ready to restart the six-way nuclear talks without preconditions on the basis of a joint statement issued in 2005. The talks were halted in 2009.Lavrov said Pyongyang is also ready to consider a Russian project of building a gas pipeline to South Korea via its territory.

WASHINGTON (AP) — The world still isn't close to preventing what leaders call a dangerous level of man-made warming, a new United Nations report says. That's despite some nations' recent pledges to cut back on carbon dioxide emissions.The report looks at the gap between what countries promise to do about carbon pollution and what scientists say needs to be done to prevent temperatures rising another two degrees. The two-degree level is a goal that world leaders set in 2009."The time window (for reaching that goal) is closing, closing," said United Nations undersecretary for environment Achim Steiner. And the cost of getting to that goal "is increasing, increasing."To meet that goal, the world has to hit a peak of carbon dioxide, methane and other greenhouse gases before 2030, said the report's chief scientific editor, Joseph Alcamo. But the study says carbon emissions will continue to soar until 2050 and by then it will be too late.Using basic math and science, researchers figured out how much greenhouse gas the world can emit by 2030 and keep below that two degree mark: about 46 billion tons (42 billion metric tons). Without factoring in this month's promises by the U.S. and China to reduce emissions, the world will be spewing between 15 and 19 billion tons more than that, said Alcamo, chief scientist for the United Nations' environmental arm.If the U.S. and China follow through with their promises, they may shave a few billions of tons off the total, said former U.S. Sen. Tim Wirth, vice chairman of the United Nations Foundation. Brussels - The Supreme Court of the United Kingdom should take “any necessary measure” to make sure the British government speeds up improvement of the country's air quality, the European Union's Court of Justice ruled on Wednesday (19 November).The ruling is a victory for the environmental NGO ClientEarth, which had sued the UK for not doing enough to tackle air pollution.It is the first decision by the EU Court on the implementation of the 2008 air quality directive, which put a limit on the concentration of certain pollutants in the air.It clarifies that national courts have the competence to force governments to comply with the directive and thus may strengthen demands by environmental groups all across the EU that politicians do more to improve air quality.The ruling came on the same day that the European Environment Agency (EEA) published its annual report on air pollution.It concluded European “air is cleaner today than two decades ago. However ... Europe is still far from achieving levels of air quality that do not result in unacceptable risks to humans and the environment”.
One of the pollutants that EU policies aim to limit is nitrogen dioxide.
According to the EEA report, the transport sector - burning petrol or diesel in car engines - is responsible for almost half of the nitrogen dioxide emissions in 2012.In the United Kingdom, almost 19 percent of the population had been exposed that year to nitrogen dioxide values above the allowed limit.It was already known that the UK had failed to sufficiently decrease the amount of nitrogen dioxide in almost all of its territory by 1 January 2010, a deadline set under the air quality directive.The directive divided the UK in 43 geographical zones and Britain missed the deadline in 40 of those zones.Under the rules, member states may ask the European Commission for a postponement of the deadline, if they provide a plan on how it will reach its target.The UK had requested a deadline extension for 24 of its zones.On the remaining 16 zones, including Greater London, the UK asked for no lenience, but just announced it had prepared air quality plans that are expected to lead to achievement of the targets between 2015 and 2025.The environmental group ClientEarth took its case against the UK up to the country's Supreme Court, because, it argues, the government plans are not aiming to reduce nitrogen dioxides in the “shortest time possible”, as EU rules require.The UK Supreme Court then asked the EU court for an opinion, which it delivered its verdict on Wednesday morning.The EU court said that whether a member state has asked for a deadline extension or not, if a member state missed its deadline, it is “required to establish an air quality plan that sets out appropriate measures so that the period during which the limit values are exceeded can be kept as short as possible”.If member states fail to do so, “it is for the competent national court, should a case be brought before it, to take ... any necessary measure, such as an order in the appropriate terms” to ensure the relevant government authority establishes an air quality plan.In a press release, ClientEarth called the ruling “a big victory for the millions of people who want to live healthy lives in the UK’s towns and cities”.It also said air pollution annually causes premature deaths for around 29,000 people in the UK.
Although the EEA signalled a “clear decreasing trend in NO2 concentrations over the last decade in most European countries”, 21 percent of the over 1,200 measurement stations in Europe found a concentration higher than the maximum allowed value.Those stations are located in 20 of the EU's 28 member stations.The largest annual mean concentration of nitrogen dioxide was detected by a monitoring station in London.The station on Marylebone Road, opposite wax museum Madame Tussauds, recorded an annual mean concentration of 94 micrograms per cubic meter air, more than double the cap of 40.The EEA is most worried about two other pollutants: particulate matter and ground-level ozone.It estimated that high concentrations of these pollutants were responsible for about 446,160 premature deaths in the EU in 2011.

Rick Warren spoke on the "Biblical Meaning of Marriage" Tuesday at the Vatican, where he is among 30 global religious leaders examining the changing roles of marriage and family in the world.Warren joined leaders from 23 countries and 14 religions invited by Pope Francis on at the kickoff Monday to The Complementarity of Man and Woman: An International Colloquium.“It’s great to be with leaders from different streams of Christianity from all over the world,” Warren said from the Vatican on Monday. “Although we have some differences, we all love Jesus Christ and we all want marriages and families to be healthy and strong.”Upon meeting Pope Francis, Warren said: “Up close, you can feel the humility and compassion that others see from afar.”Participants, who included Southern Baptist evangelist Russell Moore as well as Muslim, Jewish and Latter-day Saints representatives, will consider topics such as traditional marriage, cohabitation and same-sex marriage.“Clearly this is a conversation that Pope Francis and the Vatican want to get ahead of,” said Juan Martinez, vice provost of Fuller Theological Seminary. “People of faith want to give a faith response, and that’s important.”Vatican officials selected participants based on their interest in this topic and their reputations as leading religious voices worldwide, said Helen Alvare, a law professor at George Mason University and spokeswoman for the event.The conference has been planned for a year and was coordinated by four Vatican offices: the Congregation for the Doctrine of the Faith; the Pontifical Council for Interreligious Dialogue; the Pontifical Council for the Promotion of Christian Unity; and the Pontifical Council for the Family. Rome-In an appeal issued at a press conference today, the founder of the Community of Sant’Egidio, Andrea Riccardi, called on the international community (under the aegis of the UN) to rescue the Syrian city of Aleppo, through an initiative that would allow the opening up of humanitarian channels, freeze the current conflict without removing Syrian sovereignty over the city and take swift action to prevent the Arab world’s third Christian city after Cairo and Beirut ending up like Mosul in Iraq. Christians were driven out of Mosul by the jihadists of the self-proclaimed Caliphate. A conference on the future of Christians in the Middle East in Cyprus from 5 to 6 March was also announced at today’s press conference.“An overall strategy has not been prepared yet: you cannot ask Christians not to emigrate from the region is there are no guarantees, a big international agreement is needed,” Riccardi said. “I met Christians who were fleeing Erbil: they say they will not return unless there are guarantees. Sometimes the region’s Christians leaned on dictatorships because these offered them guarantees. I don’t approve of this but I can understand.” Hence the idea of holding a big conference in Cyprus, an island in the heart of the Mediterranean, to bring together representatives of the Middle Eastern Christian community, Muslim representatives and political figures representing countries that are willing to commit to this cause. Some governments have already confirmed their attendance but full details will be given later on. Why Muslims? “The flight of Christians from the Middle East is a tragedy for them and for the whole of society. Today it’s Christians who are being persecuted, tomorrow it will be Muslims that belong to a different group, liberal Muslims, women … defending Christians in the Middle East means defending pluralism and democracy in the Middle East.”In the case of Aleppo, “it is not about saving Christians, but about saving an environment,” said Riccardi, an historian and former minister who took the opportunity during today’s press conference in Rome, to launch the hashtag #savealeppo. The appeal was originally made last June and attracted support from various figures, including: two Nobel Peace Prize winners, Desmond Tutu and Perez Esquivel, influential Catholics, Muslim representatives such as Kamel Kabtane, rector of the Great Mosque of Lyon, Dr. Mohammad Sammak, Secretary-General of Lebanon’s National Committee for Christian-Muslim Dialogue, rabbis such as David Rosen and Francis’ friend Abraham Skorka. “Pope Francis’ support would obviously be of help but there could be one hitch: why appeal for Aleppo and not for Homs, for example?” Meanwhile though, Aleppo is on fire and the mosaic of faiths and cultures that it represents risks falling to pieces. “Time is key: it would not be dignified to mourn the loss of Aleppo after what happened in Mosul, a tragedy we had seen coming,” Riccadi explained. In today’s globalised world, the historian of Christianity said, “we all depend on each other, and the fact that Rome itself is mentioned in some of the irrational messages sent out” by IS jihadists “is proof of this.” Riccardi also firmly condemned today’s attack on a synagogue in Jerusalem.In the June appeal, the founder of Sant’Egidio explained that: “In July 2012 the battle began in the most populous city of Syria. However, its two million inhabitants stayed on, preserving the thousand-year-old coexistence of Muslims and Christians. The city is segmented: the majority of the districts are in the hands of the government, but there are areas under rebel control, though they have withdrawn since Summer 2012. The rebels, in turn, are pressed from southwest by the government forces. Surrounded by the opposition, including intransigent and bloodthirsty fundamentalists, the people cannot leave the city. For Christians, to leave the area under government control means to risk their lives. The two bishops of Aleppo, Gregorios Ibrahim and Paul Yazigi, who were seized more than a year ago, are well aware of this.” In Aleppo there is death everywhere. The people are suffering. Assad’s air forces strike the areas under rebel control with missiles and barrel bombs; in the meanwhile the rebels bomb the other districts with mortars and handmade rockets. The people are starving and missing medicines. The jihadist groups threaten the city by stopping the water. The war is terrible, and death comes from all directions.”Hence the decision to re-launch this appeal for international intervention to free Aleppo with UN backing (“It is not up to us to come up with a solution. What I personally have in mind is an intervention by the UN peacekeeping force,” Riccardi said in answer to journalists’ questions), help from the big regional powers, “from Turkey which has sided with the rebels and Russia which has a certain influence through Assad.” The humanitarian corridor which leads to Lebanon is certainly fragile but it is still there and is vital for the survival of the Aleppians. “Italy has a role to play and so does Germany,” Riccardi said today, “Aleppo is suffocating, there is not just the risk of massacre but of ethnocide as well.” The worst of it all is that we do not know what the protagonists of the current conflict have planned for Aleppo.” “This is why we do not want to change the political reality as it is and take away Syria’s sovereignty over Aleppo; we just want to freeze the Syrian conflict: not free but freeze.”Isn’t it a little unrealistic to try to save Aleppo - a bit like trying to pull a piece of wood out of the fire - when the war in Syria in raging on? “At the moment there don’t seem to be any comprehensive peace processes underway,” Riccardi replied. “Meanwhile, let’s try to pull this piece of wood out of the fire even at the risk of getting burnt so that there is less wood being burnt and we save a precious piece of wood.” This could become a model for peace for the entire region. The President of the Community of Sant’ Egidio, Marco Impaggliazzo, was also present at today’s press conference. He was recently received at the UN headquarters in New York by the Secretary General Ban Ki-moon.

BRUSSELS - The Spanish Congress has backed a non-binding motion to recognise Palestine, as France prepares for a similar move next week.The non-binding resolution passed by 319 votes against two, with one abstention on Tuesday (18 November).It “urges the government to recognise Palestine as a state … [while] reaffirming the conviction that the only solution to the conflict is the coexistence of two states, Israel and Palestine”.It adds “the recognition … must result from a process of negotiation between the parties to guarantee peace and security for both”.It also calls on the government to “promote co-ordination within the EU” on wider Palestine recognition.It was tabled by Trinidad Jimenez, a former foreign minister from the opposition centre-left party.But the left and the ruling centre-right People’s Party made changes after two Palestinians murdered four Jews at a synagogue in Jerusalem earlier the same day.The original draft had said recognition of Palestine would help create a negotiated settlement, instead of saying recognition “must result from a process of negotiation”.An Israeli foreign ministry spokesman, Emmanuel Nahshon, said before the vote: “We call on Spain not to make unilateral moves, particularly on a shocking day like today”.Tuesday’s motion is unlikely to prompt immediate action by Madrid.But Spain’s foreign minister, Jose Manuel Garcia-Margallo, told press in Brussels on Monday: “We have the feeling that time is running out … either we do something fairly quickly or the two-state solution will be physically impossible”.He was referring to Israeli settlement plans that will cut off Jerusalem from the West Bank and cut the West Bank in two.

BRUSSELS - The European Commission is looking into long-term plans to create an entirely new EU border guard service with an independent command and control centre.While details are scant, a EU source said setting up such a supra-national border agency that goes beyond the remit of the current EU border agency Frontex would be twenty years in the making.“We are talking about 2030 or 2035 so this is really a long term development,” noted the contact.A commission financed feasibility study completed over the summer has put forward a three-phase approach in creating the so-called European System of Border Guards.Each successive phase is a step forward in centralising control and surveillance of the EU’s borders to an agency manned by EU personnel, which is independent from the respective national authorities.Phase one calls for greater interaction between member states and the EU in terms of co-operation and decision-making on border control issues.Phase two places emphasis on shifting decision-making to the EU level. An intermediary European border guard corps would be introduced at this stage.The final phase is the most far-reaching.Also known as “full integration at EU level”, it entails setting up an entirely new agency - the committee on Schengen border management (CSBM).The new body would be composed of border guards under a EU-level command structure.The study notes that all border guards, previously acting under the command and control of national authorities, would now form part of the European border guard corps.The EU border agency Frontex, under this final model, would primarily be tasked to conduct intelligence gathering and manage resources like personnel and equipment.“The agency [Frontex] would collect the relevant information for strategic analysis through surveillance tools and daily border control activities performed by the EBC [ European border corps],” notes the study.It would be a complete departure from Frontex, which currently has to ask member states for border guards and equipment.“The European border guard system is a completely different thing,” said a Frontex spokesperson.The notion is not new and has been discussed on previous occasions.Member states, in a June council meeting, had backed the idea of having an EU-wide border guard system to enhance border controls and surveillance.The idea surfaced again earlier this week when EU migration commissioner Dimitris Avramopoulos spoke about creating a European System of Border Guards in a speech delivered at the European Security Forum 2014.“Together with the relevant actors at the EU level, I will be exploring the creation of a European System of Border Guards,” he said on Monday (17 November).The full implications of the study and the future of EU border control is temporarily on hold until an on-going review into Frontex has been finalised.“The outcome of this evaluation, together with the results of the feasibility study on the creation of a EU System of border Guards, conducted on behalf of the Commission, will feed into the policy debate,” a commission official said in an email.The evaluation is set for completion sometime mid-2015.

BRUSSELS - Telling an EU member state that its laws are undemocratic is a tricky affair. Especially if the country's government has a broad majority in its national parliament. And if the prime minister still enjoys the respect of some of his fellow EU leaders.Such was the case with Hungary, whose Prime Minister Viktor Orban in 2012 put in place a series of constitutional changes using his super-majority in the national parliament. They affected media freedom and the independence of the judiciary and prompted the EU to start looking at the laws and even take the country to court.Last year, four foreign ministers, including the then Dutch foreign minister and now EU commission vice-president Frans Timmermans, wrote a letter to the EU commission asking for a new "rule of law mechanism".It would be a type of monitoring system before the triggering of the "nuclear option" of article 7 of the EU treaty, the suspension of voting rights in the EU council.The EU commission put out a discussion paper looking at the options, but was immediately told by the EU council’s legal service that it was overstepping its powers. The "discussion was all but killed," according to one diplomat.But Italy revived the debate by making the issue one of the priorities of its six-month presidency of the EU council.Following Rome’s push, EU affairs ministers on Tuesday (18 November) agreed to hold “regular debates” on the rule of law in member states.Italian EU affairs minister Sandro Gozi said it was a matter of the EU’s "credibility" that it does not become "a Union that is so thorough on economic parameters and forgets that the reason why it exists is the rule of law."EU citizens "are asking why we are so demanding on the rule of law when we have a candidate country and once it becomes a member it becomes a black box, no questions are asked about the rule of law," he added.According to the Italian presidency paper, seen by EUobserver, the council debates will be based on a series of "principles": the powers of EU institutions, the respect of "national identities, inherent in their political and constitutional structures" and the principle of "sincere cooperation".The paper says ministers should agree on how many times these discussions should take place "e.g. once per year, within the General Affairs Council", what "sources of information could be considered worthy and reliable" and how to best observe the principles agreed.A final decision may be taken in December or be left for the upcoming rotating EU presidencies - Latvia and Luxembourg - to pick up.

MOSCOW (AP) — Russia's foreign minister says that North Korea is ready to resume international talks on its nuclear program.Sergey Lavrov spoke Thursday after meeting with Choe Ryong Hae, a special envoy of North Korean leader Kim Jong Un. Choe met with Russian President Vladimir Putin Earlier this week to deliver a letter from Kim.Lavrov said Kim's letter confirmed a desire to expand bilateral ties and "cooperate on settling the problems that still remain on the Korean Peninsula." He said Pyongyang is ready to restart the six-way nuclear talks without preconditions on the basis of a joint statement issued in 2005. The talks were halted in 2009.Lavrov said Pyongyang is also ready to consider a Russian project of building a gas pipeline to South Korea via its territory.

WASHINGTON (AP) — The world still isn't close to preventing what leaders call a dangerous level of man-made warming, a new United Nations report says. That's despite some nations' recent pledges to cut back on carbon dioxide emissions.The report looks at the gap between what countries promise to do about carbon pollution and what scientists say needs to be done to prevent temperatures rising another two degrees. The two-degree level is a goal that world leaders set in 2009."The time window (for reaching that goal) is closing, closing," said United Nations undersecretary for environment Achim Steiner. And the cost of getting to that goal "is increasing, increasing."To meet that goal, the world has to hit a peak of carbon dioxide, methane and other greenhouse gases before 2030, said the report's chief scientific editor, Joseph Alcamo. But the study says carbon emissions will continue to soar until 2050 and by then it will be too late.Using basic math and science, researchers figured out how much greenhouse gas the world can emit by 2030 and keep below that two degree mark: about 46 billion tons (42 billion metric tons). Without factoring in this month's promises by the U.S. and China to reduce emissions, the world will be spewing between 15 and 19 billion tons more than that, said Alcamo, chief scientist for the United Nations' environmental arm.If the U.S. and China follow through with their promises, they may shave a few billions of tons off the total, said former U.S. Sen. Tim Wirth, vice chairman of the United Nations Foundation. Those pledges and an earlier one by Europe, while narrowing the gap, aren't large enough to close it, Alcamo said.In his forward to the report, Steiner wrote that the "analysis reveals a worrisome worsening trend. Continued emissions of greenhouse gases will lead to an even warmer climate and exacerbate the devastating effect of climate change."Outside scientists praised the numbers in the study, but Granger Morgan at Carnegie Mellon University raised a question that scientists have been debating more frequently: Is it time to abandon the two-degree goal as unrealistic? "Today a two-degree target is akin to a 60-year-old man who resolves to be 25 years old next year," Morgan said in an email. Brussels - The Supreme Court of the United Kingdom should take “any necessary measure” to make sure the British government speeds up improvement of the country's air quality, the European Union's Court of Justice ruled on Wednesday (19 November).The ruling is a victory for the environmental NGO ClientEarth, which had sued the UK for not doing enough to tackle air pollution.It is the first decision by the EU Court on the implementation of the 2008 air quality directive, which put a limit on the concentration of certain pollutants in the air.It clarifies that national courts have the competence to force governments to comply with the directive and thus may strengthen demands by environmental groups all across the EU that politicians do more to improve air quality.The ruling came on the same day that the European Environment Agency (EEA) published its annual report on air pollution.It concluded European “air is cleaner today than two decades ago. However ... Europe is still far from achieving levels of air quality that do not result in unacceptable risks to humans and the environment”.
One of the pollutants that EU policies aim to limit is nitrogen dioxide.
According to the EEA report, the transport sector - burning petrol or diesel in car engines - is responsible for almost half of the nitrogen dioxide emissions in 2012.In the United Kingdom, almost 19 percent of the population had been exposed that year to nitrogen dioxide values above the allowed limit.It was already known that the UK had failed to sufficiently decrease the amount of nitrogen dioxide in almost all of its territory by 1 January 2010, a deadline set under the air quality directive.The directive divided the UK in 43 geographical zones and Britain missed the deadline in 40 of those zones.Under the rules, member states may ask the European Commission for a postponement of the deadline, if they provide a plan on how it will reach its target.The UK had requested a deadline extension for 24 of its zones.On the remaining 16 zones, including Greater London, the UK asked for no lenience, but just announced it had prepared air quality plans that are expected to lead to achievement of the targets between 2015 and 2025.The environmental group ClientEarth took its case against the UK up to the country's Supreme Court, because, it argues, the government plans are not aiming to reduce nitrogen dioxides in the “shortest time possible”, as EU rules require.The UK Supreme Court then asked the EU court for an opinion, which it delivered its verdict on Wednesday morning.The EU court said that whether a member state has asked for a deadline extension or not, if a member state missed its deadline, it is “required to establish an air quality plan that sets out appropriate measures so that the period during which the limit values are exceeded can be kept as short as possible”.If member states fail to do so, “it is for the competent national court, should a case be brought before it, to take ... any necessary measure, such as an order in the appropriate terms” to ensure the relevant government authority establishes an air quality plan.In a press release, ClientEarth called the ruling “a big victory for the millions of people who want to live healthy lives in the UK’s towns and cities”.It also said air pollution annually causes premature deaths for around 29,000 people in the UK.
Although the EEA signalled a “clear decreasing trend in NO2 concentrations over the last decade in most European countries”, 21 percent of the over 1,200 measurement stations in Europe found a concentration higher than the maximum allowed value.Those stations are located in 20 of the EU's 28 member stations.The largest annual mean concentration of nitrogen dioxide was detected by a monitoring station in London.The station on Marylebone Road, opposite wax museum Madame Tussauds, recorded an annual mean concentration of 94 micrograms per cubic meter air, more than double the cap of 40.The EEA is most worried about two other pollutants: particulate matter and ground-level ozone.It estimated that high concentrations of these pollutants were responsible for about 446,160 premature deaths in the EU in 2011.

FREETOWN, Sierra Leone (AP) — The spread of Ebola remains "intense" in most of Sierra Leone even as things have improved somewhat in the two other countries hardest hit, the World Health Organization says.Some 168 new confirmed cases emerged in a single week in Sierra Leone's capital of Freetown recently, according to a WHO report."The numbers are still rising and the transmission is persistent and widespread," said Amadu Kamara, the U.N.'s Ebola crisis manager in Sierra Leone. "Rapid and coordinated response are needed to overcome the spread of the Ebola disease."The WHO report released late Wednesday indicated that Sierra Leone had the lowest percentage of Ebola patients who had been isolated — only 13 percent. By comparison, that figure was 72 percent in Guinea.The disease is spread through direct physical contact with the bodily fluids of sick people and bodies, making it crucial that those who are contagious are placed into isolation.Health officials are aiming to isolate at least 70 percent of the sick, a target Kamara acknowledged was still far out of reach."Progress is slow and we are falling short, and we need to accelerate our efforts," he said.WHO has said that at least 1,250 people, including seven of the country's doctors, have died in Sierra Leone since the outbreak there began earlier this year.Ebola is blamed for more than 5,400 deaths in Sierra Leone, Liberia and Guinea.By comparison, the report said cases appear "to have stabilized" over the last four weeks in Liberia. Rome-Just over a month since the conclusion of October's keenly watched meeting of Catholic bishops on issues of family life, the Vatican has announced it's already gearing up for the next meeting in 2015.Within weeks, the Vatican said in a statement Thursday, bishops' conferences around the world will be receiving preparatory documents for the 2015 meeting, known as a Synod of Bishops.Pope Francis has called two consecutive synods for 2014 and 2015 to focus on issues of family life. The 2014 meeting, held Oct. 5-19 at the Vatican, drew worldwide coverage for what appeared to be a new attitude of dialogue and debate among the church's prelates during the closed-door proceedings.Thursday's statement was made following a Vatican meeting Tuesday and Wednesday of the council of prelates who lead the Vatican's office for the Synod of Bishops.The statement said the Vatican office will send a preparatory document for the 2015 synod to the world's bishops conferences "at the beginning of December" in hopes that an initial working document for the next synod can be ready by summer 2015.While the initial preparatory document for the 2014 synod, sent in October 2013, made headlines because it contained a wide-ranging questionnaire that the Vatican synod office said was to be distributed "as widely as possible," Thursday's statement does not indicate if the document for the 2015 synod will also have such a questionnaire.The statement does, however, say that the new preparatory document will "be constituted" of the final document from the 2014 synod along with "a series of points that help in its reception and its deepening."Thursday's announcement from the Vatican marks the beginning of what will likely be a flurry of intense activity for the synod office as it prepares to organize what it expected to be a monthlong meeting of prelates and lay experts in October 2015.While the 2014 synod saw an estimated 190 prelates take part in the discussion, the 2015 edition is expected to see at least three times that number, as the 2015 synod is open not only to presidents of bishops' conferences but also several members of each conference, who are being elected to attend by their peers.Thursday's statement noted the pope was present at the Vatican synod office meetings, saying he had attended those meetings to "underline the importance that he attributes to the synod, as an expression of episcopal collegiality, and to the family, theme of the two assemblies."The statement also said those at the Vatican meeting "agreed that the period now opening between the two Assemblies, which is unprecedented in the history of the synodal institution, is very important."The year between the synods, the statement said, "should take the path already done as a starting point and take this special opportunity to study issues and promote discussion at the level of Episcopal Conferences, finding the means and the tools necessary to further involve also the different ecclesial bodies in the synodal reflection on the family."Among others attending the Vatican synod meetings were Cardinal Lorenzo Baldisseri, secretary general of the synod office, and several members of the synod council, including Austrian Cardinal Christoph Schönborn, Australian Cardinal George Pell, U.S. Cardinal Donald Wuerl, and Philippines Cardinal Luis Tagle.[Joshua J. Rick Warren spoke on the "Biblical Meaning of Marriage" Tuesday at the Vatican, where he is among 30 global religious leaders examining the changing roles of marriage and family in the world.Warren joined leaders from 23 countries and 14 religions invited by Pope Francis on at the kickoff Monday to The Complementarity of Man and Woman: An International Colloquium.“It’s great to be with leaders from different streams of Christianity from all over the world,” Warren said from the Vatican on Monday. “Although we have some differences, we all love Jesus Christ and we all want marriages and families to be healthy and strong.”Upon meeting Pope Francis, Warren said: “Up close, you can feel the humility and compassion that others see from afar.”Participants, who included Southern Baptist evangelist Russell Moore as well as Muslim, Jewish and Latter-day Saints representatives, will consider topics such as traditional marriage, cohabitation and same-sex marriage.“Clearly this is a conversation that Pope Francis and the Vatican want to get ahead of,” said Juan Martinez, vice provost of Fuller Theological Seminary. “People of faith want to give a faith response, and that’s important.”Vatican officials selected participants based on their interest in this topic and their reputations as leading religious voices worldwide, said Helen Alvare, a law professor at George Mason University and spokeswoman for the event.The conference has been planned for a year and was coordinated by four Vatican offices: the Congregation for the Doctrine of the Faith; the Pontifical Council for Interreligious Dialogue; the Pontifical Council for the Promotion of Christian Unity; and the Pontifical Council for the Family. Rome-"I extend my condolences to the relatives of the victims of the assault against the Synagogue of Jerusalem and all the violence that bloody the Holy Land. In our churches, convents and monasteries, we will pray more than ever that the Lord helps us and helps political leaders to take the right steps so that there is peace and security for all, all, all.”This is how the Patriarch of Jerusalem of the Latins, His Beatitude Fouad Twal, expresses, in a statement to Catholic news agency Fides, his support and closeness to the victims of the attack which took place this morning at a synagogue in Jerusalem and all those who continue to suffer as a result of the conflicts raging in the land where Jesus lived.“The Patriarch, who has just returned from a trip abroad, describes a Jerusalem marked by a strengthening of security measures and roadblocks. "But this - adds His Beatitude - is a sign that the situation is anything but normal, and control measures cannot solve the seriousness of the problems. It is necessary to go to the roots, remove the causes of despair that breeds violence, stop the endless spiral of revenge. Otherwise we will always live in fear, without freedom or dignity. These are the thoughts that we have in our hearts, as we approach Christmas.”“In the attack that this morning hit the synagogue in the suburb of Har Nof, four Jews were killed and eight others were injured. The attackers used guns, axes and knives, Fides informed. “At least two of them were killed. According to preliminary information provided by the Israeli press, they were two Palestinian Arab residents of East Jerusalem. Israeli sources also report a third bomber arrested. Hamas issued a claim of responsibility of the attack, while the condemnation of all actions that results in the death of civilians was reaffirmed by the President of the Palestinian Authority Abu Mazen. The Israeli Prime Minister Benjamin Netanyahu has announced a harsh response regarding the attack by Israel, assigning liability to both Hamas and the Palestinian National Authority.”“In Jerusalem, after recent clashes between Israeli forces and Palestinians in front of the Esplanade of Mosques, the tension had risen in the last hours after the discovery of the body of Palestinian Yusuf Hassan al-Ramouni, a bus driver found hanged at the terminus of Har Hotzvim on Sunday night. The outcome of the autopsy had spoken of suicide, while according to Palestinian sources, the driver was beaten and then murdered.”

Rome-In an appeal issued at a press conference today, the founder of the Community of Sant’Egidio, Andrea Riccardi, called on the international community (under the aegis of the UN) to rescue the Syrian city of Aleppo, through an initiative that would allow the opening up of humanitarian channels, freeze the current conflict without removing Syrian sovereignty over the city and take swift action to prevent the Arab world’s third Christian city after Cairo and Beirut ending up like Mosul in Iraq. Christians were driven out of Mosul by the jihadists of the self-proclaimed Caliphate. A conference on the future of Christians in the Middle East in Cyprus from 5 to 6 March was also announced at today’s press conference.“An overall strategy has not been prepared yet: you cannot ask Christians not to emigrate from the region is there are no guarantees, a big international agreement is needed,” Riccardi said. “I met Christians who were fleeing Erbil: they say they will not return unless there are guarantees. Sometimes the region’s Christians leaned on dictatorships because these offered them guarantees. I don’t approve of this but I can understand.” Hence the idea of holding a big conference in Cyprus, an island in the heart of the Mediterranean, to bring together representatives of the Middle Eastern Christian community, Muslim representatives and political figures representing countries that are willing to commit to this cause. Some governments have already confirmed their attendance but full details will be given later on. Why Muslims? “The flight of Christians from the Middle East is a tragedy for them and for the whole of society. Today it’s Christians who are being persecuted, tomorrow it will be Muslims that belong to a different group, liberal Muslims, women … defending Christians in the Middle East means defending pluralism and democracy in the Middle East.”In the case of Aleppo, “it is not about saving Christians, but about saving an environment,” said Riccardi, an historian and former minister who took the opportunity during today’s press conference in Rome, to launch the hashtag #savealeppo. The appeal was originally made last June and attracted support from various figures, including: two Nobel Peace Prize winners, Desmond Tutu and Perez Esquivel, influential Catholics, Muslim representatives such as Kamel Kabtane, rector of the Great Mosque of Lyon, Dr. Mohammad Sammak, Secretary-General of Lebanon’s National Committee for Christian-Muslim Dialogue, rabbis such as David Rosen and Francis’ friend Abraham Skorka. “Pope Francis’ support would obviously be of help but there could be one hitch: why appeal for Aleppo and not for Homs, for example?” Meanwhile though, Aleppo is on fire and the mosaic of faiths and cultures that it represents risks falling to pieces. “Time is key: it would not be dignified to mourn the loss of Aleppo after what happened in Mosul, a tragedy we had seen coming,” Riccadi explained. In today’s globalised world, the historian of Christianity said, “we all depend on each other, and the fact that Rome itself is mentioned in some of the irrational messages sent out” by IS jihadists “is proof of this.” Riccardi also firmly condemned today’s attack on a synagogue in Jerusalem.In the June appeal, the founder of Sant’Egidio explained that: “In July 2012 the battle began in the most populous city of Syria. However, its two million inhabitants stayed on, preserving the thousand-year-old coexistence of Muslims and Christians. The city is segmented: the majority of the districts are in the hands of the government, but there are areas under rebel control, though they have withdrawn since Summer 2012. The rebels, in turn, are pressed from southwest by the government forces. Surrounded by the opposition, including intransigent and bloodthirsty fundamentalists, the people cannot leave the city. For Christians, to leave the area under government control means to risk their lives. The two bishops of Aleppo, Gregorios Ibrahim and Paul Yazigi, who were seized more than a year ago, are well aware of this.” In Aleppo there is death everywhere. The people are suffering. Assad’s air forces strike the areas under rebel control with missiles and barrel bombs; in the meanwhile the rebels bomb the other districts with mortars and handmade rockets. The people are starving and missing medicines. The jihadist groups threaten the city by stopping the water. The war is terrible, and death comes from all directions.”Hence the decision to re-launch this appeal for international intervention to free Aleppo with UN backing (“It is not up to us to come up with a solution. What I personally have in mind is an intervention by the UN peacekeeping force,” Riccardi said in answer to journalists’ questions), help from the big regional powers, “from Turkey which has sided with the rebels and Russia which has a certain influence through Assad.” The humanitarian corridor which leads to Lebanon is certainly fragile but it is still there and is vital for the survival of the Aleppians. “Italy has a role to play and so does Germany,” Riccardi said today, “Aleppo is suffocating, there is not just the risk of massacre but of ethnocide as well.” The worst of it all is that we do not know what the protagonists of the current conflict have planned for Aleppo.” “This is why we do not want to change the political reality as it is and take away Syria’s sovereignty over Aleppo; we just want to freeze the Syrian conflict: not free but freeze.”Isn’t it a little unrealistic to try to save Aleppo - a bit like trying to pull a piece of wood out of the fire - when the war in Syria in raging on? “At the moment there don’t seem to be any comprehensive peace processes underway,” Riccardi replied. “Meanwhile, let’s try to pull this piece of wood out of the fire even at the risk of getting burnt so that there is less wood being burnt and we save a precious piece of wood.” This could become a model for peace for the entire region. The President of the Community of Sant’ Egidio, Marco Impaggliazzo, was also present at today’s press conference. He was recently received at the UN headquarters in New York by the Secretary General Ban Ki-moon.
