BRUSSELS - The new EU commission will have a less centralised power structure, with Jean-Claude Juncker delegating more responsibilities to his deputies.Speaking at a press conference on Wednesday (10 September) to present his new team, Juncker said that he has "decided to make some changes and shake things up a bit."He described himself as a "modest chap, not a dictator" willing to share his prerogatives with the seven vice-presidents, who will now also be able to reject any legislative proposals coming from their colleagues.One of the novelties will be his "First Vice-President", Frans Timmermans, currently Dutch foreign minister."Timmermans will be my right hand, more than just a colleague, he will be my deputy if I'm unable to be physically or mentally present, for instance in the college [of commissioners]," Juncker said.Timmermans, in charge of "better regulation", will act as a filter for new legislation proposed by his colleagues, making sure that the EU commission doesn't get lost in details and focuses on "big things".Bulgaria's Kristalina Georgieva, currently commissioner for humanitarian aid, got a lot of praise from Juncker for her international recognition and was awarded a vice-president post for budget and human resources.Juncker had promised to give women better jobs to compensate for them being outnumbered by their male colleagues. Federica Mogherini, the EU's high representative for foreign and security policy is also a vice-president, as well as Slovenian Prime Minister Alenka Bratusek, in charge of coordinating commissioners related to the "Energy Union" programme.The other six female commissioners are also in charge of weightier portfolios compared to many of their male colleagues.Sweden's Cecilia Malmstroem, the outgoing home affairs commissioner, will be in charge of trade - which includes the giant EU-US free trade agreement currently under negotiation. Meanwhile, the "flexible teams" structure Juncker has introduced may lead to clashes and confusions as to who is responsible for what, especially on the economics front, where he had to divide competences among 11 candidates with "a very solid economic and finance background."France may have got its way in having ex-finance minister Pierre Moscovici in charge of the "economic and financial affairs", which is now also combined with taxation and customs.But he will be part of two teams overseen by fiscal hawks: former Finnish Prime Minister Jyrki Katainen and former Latvian Prime Minister Valdis Dombrovskis, who are both vice-presidents on economic matters.Katainen has the overarching post for "Jobs, growth, investment and competitiveness", which according to an EU source means he will be "in charge of raising €300bn in three months" as Juncker promised in his political priorities.Dombrovskis, vice-president for "the euro and social dialogue" will oversee the European Semester and whatever Moscovici does."The teams are not static, the composition of the groups will have to change sometimes. BRUSSELS - Most Europeans say Ukraine should be invited to join the EU and want tougher sanctions on Russia.The narrow majority (52 percent) in favour of Ukraine’s EU accession emerged in a survey by the US think tank, the German Marshall Fund (GMF), carried out in June and published on Wednesday (10 September).The biggest supporters of membership were in Poland (69%), but also in Spain (62%) and Italy (58%). The biggest opponents were in Germany (63% against) and France (52%).Two-thirds of Europeans overall said there should be stronger EU sanctions on Russia.Around two-thirds also said the EU should provide economic and political support for Ukraine even if it causes a confrontation with Russia.Europeans were split on whether Ukraine should join Nato, however: Forty six percent were in favour and 47 percent against. The majority (71%) were also against sending military supplies to Ukraine.Presenting the survey in Brussels, the GMF’s Ian Lesser noted that pro-Ukraine feeling was already strong before pro-Russia rebels shot down MH17 and before Russia invaded mainland Ukraine.He added the results show a disjoint between public feeling and EU policy, where several countries, including France and Germany, have systematically blocked Ukraine's EU membership perspective.“I suspect that if you asked elite responders, experts and policymakers, you would not find the same view and I find that quite striking”, he noted.For her part, Italian foreign minister and new EU foreign policy chief Federica Mogherini, who also spoke at the GMF event, did not mention EU accession.But she defended the EU’s decision to suspend a new round of Russia economic sanctions this week.She noted that while Ukraine’s EU ambassador had urged speedy implementation, its foreign minister told her Russia is taking steps to comply with a new peace plan.
She praised EU and US action on Russia, saying: “The mixture of diplomacy, economic sanctions, and the dialogue between Kiev and Moscow, with the mediation of the US, the EU, and the OSCE [a European multilateral body] is finally having some positive effect”.She added that “the way we react in the coming days … will largely depend on Russia’s choices”.“The sanctions were suspended because there is a debate within European countries on what time of entry into force … would be effective and not interfere, not get in the way of, but give an opportunity for [Ukrainian] president Poroshenko to make the Minsk agreement [the new peace plan] into reality”.“Some [EU] countries are asking for political leaders at the highest level to have a chance to take this decision”, she noted, raising the prospect of no implementation until the next EU summit.In a worrying result, the GMF survey found that Russians are turning away from the EU.Four out of five said they supported their leader Vladimir Putin’s foreign policy. But their approval of the EU dropped more than 20 points, to 41 percent, compared to two years ago.A majority said Russia should exert influence on Ukraine even if it harms EU ties. A majority also said Russia should look to partnerships with emerging Asian powers, such as China or India, instead of Europe or the US.The GMF study was carried out in 13 countries, including Turkey, between 2 and 25 June.In another surprise finding it noted that, for the first time since 2006, a majority of Turkish people want to join the European Union.It also looked at EU-US ties and at internal EU feeling after the financial crisis.It said most Europeans still approve of US president Barack Obama, despite his popularity slump at home, and still want the US to play a leading role in world affairs.But one exception was Germany, where the US snooping scandal harmed relations, and where there was a steep fall in pro-US sentiment.Despite the gains made by anti-EU populists in May’s European elections, GMF noted that 65 percent of Europeans believe EU membership is good for their country and fewer people than in 2011 think the euro made the crisis worse.Europeans were also less worried about economic migration inside the bloc than about African migrants on the shores of the Mediterranean Sea.The surveyed registered a north-south divide in feeling on the crisis.Most people in southern states, such as Greece (95%), Spain (81%) and Italy (72%), said they are still personally affected by the financial downturn, while a feel-good factor returned in the north.Most southern Europeans also said the EU is not doing enough to improve the situation, while 60 percent of Germans said it is.

Mother of dead Canadian jihadi launches de-radicalization effort-CBC – Tue, 9 Sep, 2014-YAHOONEWS

The mother of Damian Clairmont, a Calgary man who in January died fighting with ISIS in Syria, says she's tired of waiting for Canada to take action on de-radicalization. She is starting her own program for families of Canadian jihadis so other mothers don't lose their sons to the clutches of extremism."It's a lot to take on, but I don't know what else to do," Christianne Boudreau said."I have no choice at this point, because I can't just let Damian die in vain and that's the end of it, and just walk away from it and let it happen to another family ... I can't."In her Calgary basement office, Boudreau's computer fights for space on her small desk with copies of letters that were sent over the past year and rarely answered; to the Prime Minister, to the chief of the Calgary police, to the head of CSIS.Her questions were broad and pained; How is it that even though CSIS was apparently watching and worrying about her son’s growing extremism, no one informed her until it was too late and he was already in Syria? In one letter she asks, “If my son was under surveillance for two years in respect to the suspicion of his participation in a potential terrorist organization, how was he able to obtain a passport two months prior to his leaving Canada?”She has also been desperate for emotional support for both herself and her other children, who are still trying to fathom how their big brother Damian could transform so profoundly and become a fighter with ISIS.Not much help has been forthcoming.“I had no one to reach out to, there was nobody who understood what I was going through," Boudreau says. "It was like I was in a bad movie and I couldn’t make it stop.”

Seeking answers

Boudreau tried connecting with other parents in Canada, looking for just one person she could talk with about the horrible guilt and fear and questions that swirl around her constantly: “What did I do wrong? How could the child I raised be hurting or killing people?”She knows she’s not alone in this. There are dozens of family members of other Canadian jihadis out there who are just as mystified and horrified. But almost all are staying silent, coping far away from the public spotlight.With no-one in the government or her community answering Boudreau’s calls for help, this summer she went searching in Europe for programs to bring home to Canada. She also found someone who understood her angst, a woman named Domnique Bons in Toulouse, France.Like Boudreau, Bons’ politically astute son Nicholas converted to Islam and started changing fundamentally. He became obsessed with the plight of the Syrians and vowed to act, not just talk.By early 2012 he was talking of feeling uncomfortable living amongst non-Muslims in France, and soon after that he was in Syria, along with his younger half-brother Jean Daniel. Both ended up joining ISIS. And both died - Nicholas as a suicide bomber.Like Boudreau, Bons took the bold and lonely step of speaking out publicly. And like Boudreau, she found that few families were willing to connect with her.

Hayat

Now, the two women have a plan.After sitting for hours and sharing lovingly built photo albums of their sons as little boys, parsing their lives and deaths and constantly replaying the questions about signs they saw or missed, they got to work.The pair decided to form an international mothers group, determined that there must be a way to intervene and stop the radicalization process before it’s too late. They are sharing best practices as they find them and are both poking at their respective governments to step up.Boudreau has also set her sights on establishing the Canadian chapter of a German group called Hayat. That means "life" in Arabic, and its aim is to work with families to help de-radicalize young men and women.Hayat is an offshoot of a German organization called "Exit," which has had good success in deprogramming neo-Nazis as if plucking them from a cult. Hayat adopts similar methodology and applies it to dealing with militant Islamists.After meeting with its organizers in Berlin, Boudreau came away convinced that with the right funding and staff, a Hayat chapter could make a difference in Canada."It's a sense of reining them [radicals] back in so they are closer to the family again," she said. "They work with them closely after they've taken a step back and decided 'maybe this is not for me,' and help them get reintegrated within the community, finding a job, so they focus on the normalities."Boudreau wasn’t the only one intrigued by Hayat. CBC News has learned that Canadian law enforcement officials visited the group a few months ago. And sources also tell CBC that a Canadian enforcement agency has been studying programs in a number of countries, including The Netherlands and Denmark, that use returning and reformed jihadists to help turn people off the path to radicalization.Additionally, the RCMP are in contact with British police who, besides wielding a heavy legislative stick, employ splashy public outreach campaigns to steer young men and women away from extremism.All this is leading towards a strategy the RCMP will reportedly soon unveil. But for Boudreau, “soon” is too slow, so she and Bons are forging ahead with their own plans.Germany’s Hayat is giving Boudreau logistical support to set up her group, which would be called Hayat Foundation Canada.Her task may be huge, but she is starting at the grassroots level, building ties with her Calgary community. She has already been speaking with youth workers and mosques to offer herself as a resource to families struggling with this issue.And the community is also reaching out to her. This Thursday she will be speaking at Own It, a four-day conference in Calgary that brings together police, community leaders and families to discuss ways to stop radicalization.There are signs others are taking notice as well. In the middle of a recent CBC interview, Boudreau received a phone call from an Ontario woman who is keen to join forces with her to seek federal grant money.Boudreau has a long way to go to heal the pain of losing her son to radicalism, but vows that she and others like her will no longer have to go it alone.

UN Secretary General Ban Ki-moon is hosting a major climate summit in New York on September 23, “to mobilize political will” towards reducing global emissions.U.S. President Barack Obama will be attending, as will U.K. Prime Minster David Cameron.In fact, 125 heads of state will be there.Canadian Prime Minister Stephen Harper, however, will not.In a statement released by the Prime Minister’s office on Wednesday afternoon, spokesperson Jason MacDonald said that Environment Minister Leona Aglukkaq will attend the summit in his stead."The Prime Minister will take part in the related dinner with the Secretary-General to discuss climate issues," noted the statement.Incidentally, Harper will be in New York that week to attend the Every Woman, Every Child event hosted by the Secretary-General on September 25th and to address the UN General Assembly.The climate summit is not an official negotiating summit but comes one year ahead of a 2015 meeting in Paris where world leaders are aiming to a achieve a new legally binding and universal agreement on climate change — the first one since Kyoto.Ban Ki-Moon hopes the summit on September 23 will be a catalyst towards that deal."Time is running out. They expect work to continue into Thursday, and the cleanup could take days or even weeks."Don't be alarmed if you hear chainsaws [tonight]," said Nenshi.The mayor said the priorities right now are keeping Calgarians safe, restoring power and clearing the roads of debris.The city says it is waiving tipping fees at local landfills for Calgarians to dispose of debris. Residents are being asked not to put broken branches in the blue recycling bins, green organic bins or black garbage bins.There were roughly 200 reports of outages in Calgary on Wednesday. A spokesperson for the city-owned utility Enmax said the situation is very fluid, and more power outages are expected as more trees break under the weight of the heavy snow.Emergency crews are busy responding to reports of sparking and smoking power lines. City officials say if you see a downed line call 311, and if you see a sparking line call 911.City officials say there are scattered phone outages in the south end of Calgary. If a resident has no phone access, they can attend any local city building to get help.

Emergency centre opened

Fallen branches are also blocking many roads and more than 30 traffic lights are out, which city officials say is having an impact on major routes such John Laurie Boulevard, Crowchild Trail and Bow Trail.The city opened its Emergency Management Centre to co-ordinate calls. Officials ask that only emergency calls be made to 911 about life-threatening events.Other calls about fallen trees should be made to the 311 call centre, which has received more than 1,000 calls on Wednesday morning.Officials said crews are having to prioritize and respond to the most urgent situations.Police and fire crews are taping off areas where there may be a risk to people, such as a power line lying across a road.

Road crews to have busy night

Ken Uzeloc, the director of the Calgary Emergency Management Agency, said Calgary police are out on the roads directing traffic affected by power outages, and road crews have been busy clearing snow and sanding bridge decks.Nenshi is encouraging everyone who can stay home to do so.Calgary Transit is warning customers to expect delays because of the storm.The Calgary Board of Education (CBE) said many schools — including William Aberhart High School, Henry Wise Wood High School, John G. Diefenbaker High School and Branton School — were open to students despite the power outages, but some parents say their children were turned away upon arrival."We had approximately 60 facilities without power for at least a portion of the day," said the CBE in a release. "As of 3:45 p.m. there were still 19 schools without power. This number is changing quickly as power is restored."The school board says buses are still running and parents can get updates on "My school bus monitor.""The CBE will continue to monitor the status of all of our schools overnight and will provide an update by 6:45 Thursday morning."The Calgary Catholic School board also plans to issue an update at 7 a.m. on Thursday.The Calgary Christian School was closed Wednesday. The Calgary Zoo was also closed because of the danger posed by fallen and leaning tree branches,as was Heritage Park, the Calgary Zoo and Fish Creek Provincial Park.The city says most regional parks and pathways are closed due to safety concerns. While many local parks are open, officials are advising residents to remain extremely cautious.Canada Post said mail delivery experienced some delays Wednesday because of the bad weather. Some Calgary recreation facilities were also closed.The first day of competition at the Masters show jumping tournament at Spruce Meadows has also been postponed.The electrical supply on Tsuu T'ina Nation just west of the Calgary city limits has also been disrupted."For the impacted residents, food will be available at  the Spirit Healing Lodge," said an Alberta Emergency Alert. "Residents can also warm up at the Elders Lounge in the Administration Building. On-reserve schools and daycare have been closed for the day."

Airport delays, power outages

Air Canada tweeted a link for travellers to check their flight status and re-book online, saying change fees would be waived.A spokeswoman for the Calgary International Airport said the snow has mostly caused minor delays mainly associated with de-icing planes, but some flights have been cancelled.Travellers are being encouraged to check their flights before heading to the airport.Enmax says power outages are affecting the following neighbourhoods:- Shawnee Slopes, Rural S.W., Rural S., Millrise, Evergreen.- Windsor Park, Roxboro, Rideau Park.- Parkhill, Manchester Industrial, Manchester, Erlton, Elboya.Enmax officials said they cannot put a timeline on when power will be restored to all parts of the city."This is actually in pretty much all quadrants of the city with the exception of the northeast," said Enmax spokeswoman Doris Kaufmann. "It has been the least touched. Enmax has brought on additional crews to assist with all of that effort getting the power on."Nenshi asks those in affected power outage areas overnight to check on the welfare of their neighbours, especially the elderly.

No injuries so far

Uzelock says the city’s priority is to get blocked roads cleared.“The overall cleanup may take a few days, because what crews are doing are chopping up any trees that are impacting things, and then moving them off to the side,” he said.Calgarians all over the city have been jumping out of the way as branches fall to the ground. Nicole Duma-Lorincz was walking to her car when she had a close call."I heard a crack and I didn't know what was going on so I just went running to the house,” she said, adding a large branch landed right behind her. "It's a little scary."No injuries have been reported so far. The city saw roughly 35 centimetres of snow in three days."The snowfall will begin tapering off from the north this morning, but will persist into the evening for the southernmost parts of the province," the agency's website says.
