The State of Michigan will see the Wolverines and Spartans line up against two formidable foes, Notre Dame and Oregon respectively, and they travel to both venues. As well, out west there’s another pretty big game between USC (the other one, Southern California, not South Carolina) and Stanford. And up in the ‘Shoe, Ohio State will face the challenge of the Hokies from Virginia Tech. My own Tennessee Volunteers have Arkansas State coming to Knoxville — before they’ll have to travel to Norman Oklahoma to face the top five rated Oklahoma Sooners. The killings came as a big blow to the local community which was very attached to the nuns. Pope Francis reacted immediately to the news by sending a message directly to the Superior General of the Xaverian Missionary Sisters of Mary, Sister Ines Frizza. He wrote that he was “<//span>deeply saddened by the tragic death of the Xaverian Missionary Sisters killed in Burundi” : Lucia Plici, Olga Raschietti And Bernadetta Boggiani. He said “he hope[d] that the blood they have shed may become the seed of hope to build true fraternity between peoples<//span>” and “assure[d] his heartfelt participation in the profound suffering of the Congregation for the loss of such dedicated sisters<//span>” raising “generous prayers””for their generous witness of the Gospel.<//span>”Sister Bernardetta Boggian, one of the three Italian nuns brutally murdered in Burundi, was decapitated. WASHINGTON (Reuters) - After threatening to destroy and degrade Islamic State militants, the United States will court skeptical Gulf Arab allies this week and consider expanding training and arming of moderate Syrian rebels to lead the fight against the jihadists.As U.S. Secretary of State John Kerry heads to the region on Tuesday, a meeting between the White House and top lawmakers in Congress is expected to discuss a slow-moving $500 million initiative, announced in June, to strengthen a loosely organized group of rebels who have struggled in their fight against the Syrian government and Islamic State.Sources with direct knowledge of the matter said lawmakers have questions over how the money would be spent and whether the United States will end a ban on shipments of powerful weapons to the rebels, such as surface-to-air missiles, due to fears they could be captured or used against the U.S. and its allies.The sources also said they expected the $500 million to be high on the agenda at Tuesday's talks."There has been a serious reconsideration of this issue driven by the facts on the ground in Syria," said Fred Hof, a former State Department official involved in formulating Syria policy before joining the Atlantic Council think-tank in 2012."If you are going to consider an air campaign inside Syria, you are going to need people on the ground who can assist with target acquisition," he said. "You can't come to any kind of decisive result through air power alone."A new push to assemble a formidable rebel force would mark a reversal for President Barack Obama who as recently as an Aug. 8 interview with The New York Times said the idea that rebels armed by the United States could make a difference in Syria has "always been a fantasy."Obama is expected on Wednesday to outline a one-to-three-year plan to deal with the Islamic State radicals, who have seized a third of both Iraq and Syria, declared war on the West and want to establish a jihadist hub in the heart of the Arab world.While noting the speech is still being hashed out, White House officials signaled it would not represent a major shift in rhetoric or policy from what Obama has said previously. But in Saudi Arabia, as elsewhere in the region, Kerry faces allies who may be reluctant to be seen aggressively joining the latest U.S. military foray in Iraq as Washington considers widening it to Islamic State heartlands in neighboring Syria.While Saudi leaders are alarmed at the prospect of a disintegrating Iraq that could shelter Islamist militants who may target the kingdom, they also deeply fear the fight against Islamic State could hasten U.S.-Iran detente.The Saudis told Kerry in June they were willing to help stabilize Iraq, but its majority Sunnis have only limited influence. Riyadh has had no functioning embassy in Baghdad since former dictator Saddam Hussein's 1990 invasion of Kuwait.While the ruling Al Saud dynasty maintains connections to Iraqi Sunni tribes, these ties are not strong, Gulf diplomats say. BAGHDAD (Reuters) - Iraq's parliament approved a new government headed by Haider al-Abadi as prime minister on Monday night, in a bid to rescue Iraq from collapse, with sectarianism and Arab-Kurdish tensions on the rise.Abadi, a Shi'ite Islamist, included members of Iraq's Shi'ite majority and its Kurdish and Sunni minorities in his cabinet as he started his uphill task to unify the country after this summer's devastating loss of territory across northern Iraq to Islamic State fighters.Adel Abdel Mehdi from the Islamic Supreme Council of Iraq was named oil minister while Ibrahim Jafaari, a former premier, was named foreign minister. Rowsch Shaways, a Kurd, was named finance minister. No interior or defense minister was named but Abadi pledged to do so within a week, bringing the cabinet to 37 posts. Abadi's deputy prime ministers are Hoshiyar Zebari, a Kurd and Iraq's only post-Saddam Hussein foreign minister, Saleh Mutlaq, a secular Sunni Muslim who served in the same position in the last government, and Baha Arraji, a Shi'ite Islamist and former lawmaker. The parliament approved for the ceremonial posts of vice presidents the last prime minister Nuri al-Maliki, like Abadi from the Shi'ite Islamist Dawa party; former premier Iyad Allawi, a secular Shi'ite; and the last parliament speaker Usama al-Nujaifi. BRUSSELS - Romanian president Traian Basescu has said Nato has a contingency plan for the "0.01 percent" chance that Russia will one day attack his country.Romania, the EU's most easterly member state, has a 650km border with Ukraine. It also has a Black Sea coastline, which is close to Crimea.
Speaking in Bucharest on Sunday (7 September) after a Nato summit which focused on the Russia-Ukraine conflict, Basescu said his country and neighbouring Bulgaria were so far considered "outside a military risk", but that Romania now has contingency plans for naval, air or land attacks.He said Turkey, Poland, and the Baltic states already had similar plans.But he noted that Russian warships in Sevastopol, Crimea, which was annexed by Russia in March, are just 160 sea miles from the Romanian coast. BRUSSELS - Russia’s abduction of an Estonian officer poses questions on Nato’s Article V, the Baltic state’s former intelligence chief has said.The incident, which took place on Friday (5 September), escalated over the weekend.Estonia says the Russian intelligence service, the FSB, seized its man, Eston Kohver, at gunpoint at 7am near the Luhamaa checkpoint on the Estonian side of the border while he was investigating arms smugglers.The FSB says he was on the Russian side.It took him to Moscow, where, on Sunday, he was shown on Russian TV and charged with espionage in a case which could see him jailed for 20 years.The Estonian foreign ministry told EUobserver the situation is “very disturbing”.It noted that Kohver is being refused consular assistance in violation of the Vienna Convention on Consular Relations.It added that its foreign ministry and interior ministry "have demanded his return” and that Estonia has opened a criminal investigation into what happened.The events come in a nervous political climate.Estonia and Latvia, which host large Russian minorities, fear that Russia could cause instability using the same mixture of provocation and subversion it employed in Ukraine.The abduction occurred shortly after US president Barack Obama visited Tallinn to pledge Nato solidarity.It also occurred during a Nato summit in the UK in which the alliance agreed to create a rapid reaction force to deter Russian aggression.For his part, Eerik Kross, an Estonian politician who used to run the country's intelligence service, said Russia’s claims do not add up.He noted that Russian border officials signed a joint protocol with Estonian officials confirming that a group of Russians entered and left Estonia at the time of the kidnapping.“ At this stage it should be a bilateral issue. One theory is that Kohver is part of a local vendetta which blew up by accident.The FSB in a report in 2011 already named him as someone who tries to recruit Russian citizens when they cross the border.It was also annoyed by an article in June in the US journal, Foreign Affairs, which said Estonia has the best counter-intelligence service in Europe.The theory goes the FSB seized Kohver to score a point and might have given him back. But the Kremlin decided to cause a scandal when Estonia went public on Friday afternoon.Karel Kaas, an analyst at the International Centre for Defence Studies, a think tank in Tallinn, described it as “a deliberate show of force”.“It’s hard to say whether it was ordered by the top level of the FSB or the top level of the Kremlin [Russian leader Vladimir Putin]. PHOENIX (Reuters) - Torrential rains drenched much of the U.S. Southwest on Monday, prompting flash-flood warnings across four states and taking the lives of two women washed away in separate incidents in Arizona.The Phoenix area was hit by a record downpour that closed sections of two major freeways, and the National Weather Service issued flash-flood warnings for parts of Arizona, California, Nevada and Utah."This is a life-threatening situation," the NWS said in an advisory.In Phoenix, a record-setting 3.29 inches of rain fell on Sky Harbor International Airport, beating the 2.91 inches seen in September 1939 for the city's most rainfall in a single day.One community on the southeast of Phoenix saw more than 5-1/2 inches of rain.Arizona Governor Jan Brewer declared a statewide emergency for the affected areas. "If you must travel, please do so with caution & BE SAFE!" Brewer said on Twitter, using the hashtag #TurnAroundDontDrown.The downpour turned some highways into lakes, with officials saying parts of both Interstates 10 and 17 were shut to traffic. A section of Interstate 15 in Nevada was closed too.Arizona television stations broadcast footage of some abandoned cars nearly completely submerged. Authorities said several people were rescued from vehicles, and that the roof of a grocery store partially collapsed.At its peak, airport officials reported flights at Sky Harbor were delayed for 25 minutes. Multiple schools canceled classes for the day.A 76-year-old woman died in Pinal County just south of Phoenix after she and her husband tried to cross a flooded wash.Their car got stuck, and while the man reached the shore, his wife was swept away, the local sheriff's office said.Farther south in Tucson, authorities said a woman in her 50s was killed when her car was swept downstream after becoming stuck in a rain-swollen creek.The Tucson fire department said the woman's vehicle was stuck against a pedestrian bridge, entirely submerged. A crew immediately began getting equipment for a rescue when the car was pushed under the bridge, it said.Thirty minutes later, the waters receded and the car was found three blocks away, pinned against a concrete tunnel along with trees and other debris.Weather officials said Tucson also set a single-day record with 1.26 inches of rain dumped at Tucson International Airport. MANAGUA, Nicaragua (AP) — Outside experts raised doubts on Monday about whether a loud boom and a gaping crater found in Nicaragua this weekend were caused by a meteorite, as the government has said.The U.S. National Aeronautics and Space Administration said that while a meteorite cannot be ruled out, the lack so far of any eyewitness accounts of a fireball lighting up the nighttime sky outside the capital, Managua, suggests something else was likely behind the event.Photos showed a crater about 39 feet (12 meters) wide in a wooded area near Managua's international airport. Bill Cooke, head of NASA's Meteoroid Environment Office, estimated that it would have been created by a blast of roughly the energy equivalent of 1 ton of TNT.NASA said in a statement that a meteor capable of that would have created a ball of flame visible over a wide area. About 1.5 million people live in the Nicaraguan capital."For something to produce a hole in the ground that big, it would have generated a very bright fireball. And nothing was reported ... despite the population," Cooke said. "So I'm very skeptical."There was no word so far of any meteorite fragments being found in the crater.Government spokeswoman Rosario Murillo said Sunday that a "relatively small" meteorite was responsible for the phenomenon. Bear with me for a moment. It’s college football Saturday and there are some really big games which will have national implications. The State of Michigan will see the Wolverines and Spartans line up against two formidable foes, Notre Dame and Oregon respectively, and they travel to both venues. As well, out west there’s another pretty big game between USC (the other one, Southern California, not South Carolina) and Stanford. And up in the ‘Shoe, Ohio State will face the challenge of the Hokies from Virginia Tech. My own Tennessee Volunteers have Arkansas State coming to Knoxville — before they’ll have to travel to Norman Oklahoma to face the top five rated Oklahoma Sooners. And Kansas State will have to take on Iowa State whom they should not take for granted at all.Now, why did I start off talking about the major college football lineups today? The killings came as a big blow to the local community which was very attached to the nuns. Pope Francis reacted immediately to the news by sending a message directly to the Superior General of the Xaverian Missionary Sisters of Mary, Sister Ines Frizza. He wrote that he was “<//span>deeply saddened by the tragic death of the Xaverian Missionary Sisters killed in Burundi” : Lucia Plici, Olga Raschietti And Bernadetta Boggiani. He said “he hope[d] that the blood they have shed may become the seed of hope to build true fraternity between peoples<//span>” and “assure[d] his heartfelt participation in the profound suffering of the Congregation for the loss of such dedicated sisters<//span>” raising “generous prayers””for their generous witness of the Gospel.<//span>”Sister Bernardetta Boggian, one of the three Italian nuns brutally murdered in Burundi, was decapitated. The deputy director general of Burundi’s police, Godefroid Bizimana, communicated this and other horrifying details about the deaths to France Press. “All three of them were raped,” he said.The reasons and circumstances surrounding the deaths of the three nuns is shrouded in mystery. It was suggested it may have been the outcome of an attempted robbery and possibly committed by someone who was mentally unstable. But the fact is investigators are currently at a loss as to why the killings took place. Fr. Mario Pulcini, the superior of the Saverian missionaries in Burundi described the run-up to the discovery of the bodies. “It happened completely out of the blue and has caused immense pain…” Fr. Pulcini tells Saverian news agency MISNA. “Around 4 pm yesterday, sister Bernardetta came to my office asking about sisters Lucia and Olga who had stayed at home while she and sister Mercedes had gone to the airport to pick up the other nuns who were returning to Burundi from their general chapter in Parma (Italy). Suspicions were aroused when no signs of life came from the house, everything was locked up and all the curtains were drawn,” Fr. Pulcini says.The priest tried to call the nuns but there was no response. “The gatekeepers had not seen them leave the building. Neither had they been to visit some sick people they used to go and see, especially on Sundays. I was at the entrance and about to break the lock when the door opened and Bernardetta came out with a look of shock on her face. She had opened one of the service doors on the side of their open house and upon entering had found the lifeless bodies of sisters Olga and Lucia.”The civil, military, judicial and religious authorities were warned immediately. The police arrived to inspect the scene and interrogations began. These were mainly focused on the house staff. The other nuns decided to sleep in the residence despite the tragic event. “Then, last night, the nuns called me again; they were afraid the aggressor had returned to the house. I got dressed and went there with another confrere. We entered and went round checking the rooms: we found sister Bernardetta lying on the floor in her room, in the same position as the two nuns found the previous day.” “ All of us here are in shock,” Fr. Pulcini said. “This whole thing is too big, it could be an act of revenge….But we cannot find any justification whatsoever, any reason for such a bloody murder to be committed. We are searching the local neighbourhoods, asking questions right, left and centre…”One witness, Jean-Marie Niyokuru, said he “saw a man climbing up the convent Wall and then we heard people saying that the two nuns had been decapitated with a knife.” The three murdered nuns had returned to Burundi despite poor health. “They were three elderly missionaries with big health problems who had just returned to Burundi because they wanted to be with their people,” said sister Giordana, the Director General of the Xaverian Missionary Sisters of Mary in Parma. “We are shaken and shocked by the news. The local people are as shocked as us and there are masses of people coming to the mission to show their support to the nuns.”

WASHINGTON (Reuters) - After threatening to destroy and degrade Islamic State militants, the United States will court skeptical Gulf Arab allies this week and consider expanding training and arming of moderate Syrian rebels to lead the fight against the jihadists.As U.S. Secretary of State John Kerry heads to the region on Tuesday, a meeting between the White House and top lawmakers in Congress is expected to discuss a slow-moving $500 million initiative, announced in June, to strengthen a loosely organized group of rebels who have struggled in their fight against the Syrian government and Islamic State.Sources with direct knowledge of the matter said lawmakers have questions over how the money would be spent and whether the United States will end a ban on shipments of powerful weapons to the rebels, such as surface-to-air missiles, due to fears they could be captured or used against the U.S. and its allies.The sources also said they expected the $500 million to be high on the agenda at Tuesday's talks."There has been a serious reconsideration of this issue driven by the facts on the ground in Syria," said Fred Hof, a former State Department official involved in formulating Syria policy before joining the Atlantic Council think-tank in 2012."If you are going to consider an air campaign inside Syria, you are going to need people on the ground who can assist with target acquisition," he said. But in Saudi Arabia, as elsewhere in the region, Kerry faces allies who may be reluctant to be seen aggressively joining the latest U.S. military foray in Iraq as Washington considers widening it to Islamic State heartlands in neighboring Syria.While Saudi leaders are alarmed at the prospect of a disintegrating Iraq that could shelter Islamist militants who may target the kingdom, they also deeply fear the fight against Islamic State could hasten U.S.-Iran detente.The Saudis told Kerry in June they were willing to help stabilize Iraq, but its majority Sunnis have only limited influence. Riyadh has had no functioning embassy in Baghdad since former dictator Saddam Hussein's 1990 invasion of Kuwait.While the ruling Al Saud dynasty maintains connections to Iraqi Sunni tribes, these ties are not strong, Gulf diplomats say. GENEVA (Reuters) - The new U.N. human rights chief urged world powers on Monday to protect women and minorities targeted by Islamic State militants in Iraq and Syria, saying the fighters were trying to create a "house of blood."Jordan's Zeid Ra'ad al Hussein, the first Muslim to hold the position, called for the international community to focus on ending the "increasingly conjoined" conflict in the two countries, and abuses in other hotspots from Ukraine to Gaza.Islamic State's Sunni Muslim fighters have over-run large parts of Syria and Iraq since June, declaring a cross-border caliphate. The Geneva-based U.N. Human Rights Council last week agreed to send a team to investigate killings and other abuses carried out by the group on "an unimaginable scale."Zeid, Jordan's former U.N. ambassador and a Jordanian prince, described Islamic State in his maiden speech to the Council as "takfiris" - hardline Sunni militants who justify killing others by branding them apostates."Do they believe they are acting courageously? BAGHDAD (Reuters) - Iraq's parliament approved a new government headed by Haider al-Abadi as prime minister on Monday night, in a bid to rescue Iraq from collapse, with sectarianism and Arab-Kurdish tensions on the rise.Abadi, a Shi'ite Islamist, included members of Iraq's Shi'ite majority and its Kurdish and Sunni minorities in his cabinet as he started his uphill task to unify the country after this summer's devastating loss of territory across northern Iraq to Islamic State fighters.Adel Abdel Mehdi from the Islamic Supreme Council of Iraq was named oil minister while Ibrahim Jafaari, a former premier, was named foreign minister. UNITED NATIONS (AP) — A leading expert on terrorism says over 12,000 foreigners from 74 countries have gone to fight in Syria, 60-70 percent from other Middle Eastern countries and about 20-25 percent from Western nations.Prof. Peter Neumann, who directs the International Center for the Study of Radicalization at King's College London, said the Syrian conflict has sparked the most significant mobilization of foreign fighters since the 1980s war in Afghanistan.He said Monday that the Afghan conflict in the 1980s produced al-Qaida and the Syrian conflict is now forging new networks that will carry out terrorist attacks.Neumann has been consulting the U.N. BRUSSELS - Romanian president Traian Basescu has said Nato has a contingency plan for the "0.01 percent" chance that Russia will one day attack his country.Romania, the EU's most easterly member state, has a 650km border with Ukraine. It also has a Black Sea coastline, which is close to Crimea.
Speaking in Bucharest on Sunday (7 September) after a Nato summit which focused on the Russia-Ukraine conflict, Basescu said his country and neighbouring Bulgaria were so far considered "outside a military risk", but that Romania now has contingency plans for naval, air or land attacks.He said Turkey, Poland, and the Baltic states already had similar plans.But he noted that Russian warships in Sevastopol, Crimea, which was annexed by Russia in March, are just 160 sea miles from the Romanian coast. "These are ships that can reach [our] Black Sea coast in six hours", he said.He note the Ukraine conflict could spill into Romania if Russia takes "irrational actions".He said he is "99.9 percent" sure this will not happen."But there is a 0.01 percent chance, and as a head of state I don't have the right not to take this security crisis into consideration and not to ask that together with our allies we are safeguarding Romania's security against the irrational," he added.Basescu mentioned that one of the Ukrainian separatist leaders on Saturday said their objective was to reach the Romanian border."This means our intuition is confirmed by someone who with a gun in his hand, who is threatening the territorial integrity of Romania".Ukraine president Petro Poroshenko last week also said that Russia could one day conquer Bucharest, Warsaw, or the Baltic capitals.But Basescu poured cold water on the statement."President Poroshenko is in a situation where he thought he could eliminate the separatist problem with his national army, he then had to agree to a ceasefire and lose control over a quite large territory, so he probably tried to find explanation", the Romanian leader said, referring to the Russia-Ukraine ceasefire agreement last week."I contradict him categorically - no matter how big a power Russia is, it cannot withstand 28 [Nato] countries which include the US, the UK, Germany".

BRUSSELS - Russia’s abduction of an Estonian officer poses questions on Nato’s Article V, the Baltic state’s former intelligence chief has said.The incident, which took place on Friday (5 September), escalated over the weekend.Estonia says the Russian intelligence service, the FSB, seized its man, Eston Kohver, at gunpoint at 7am near the Luhamaa checkpoint on the Estonian side of the border while he was investigating arms smugglers.The FSB says he was on the Russian side.It took him to Moscow, where, on Sunday, he was shown on Russian TV and charged with espionage in a case which could see him jailed for 20 years.The Estonian foreign ministry told EUobserver the situation is “very disturbing”.It noted that Kohver is being refused consular assistance in violation of the Vienna Convention on Consular Relations.It added that its foreign ministry and interior ministry "have demanded his return” and that Estonia has opened a criminal investigation into what happened.The events come in a nervous political climate.Estonia and Latvia, which host large Russian minorities, fear that Russia could cause instability using the same mixture of provocation and subversion it employed in Ukraine.The abduction occurred shortly after US president Barack Obama visited Tallinn to pledge Nato solidarity.It also occurred during a Nato summit in the UK in which the alliance agreed to create a rapid reaction force to deter Russian aggression.For his part, Eerik Kross, an Estonian politician who used to run the country's intelligence service, said Russia’s claims do not add up.He noted that Russian border officials signed a joint protocol with Estonian officials confirming that a group of Russians entered and left Estonia at the time of the kidnapping.“ At this stage it should be a bilateral issue. One theory is that Kohver is part of a local vendetta which blew up by accident.The FSB in a report in 2011 already named him as someone who tries to recruit Russian citizens when they cross the border.It was also annoyed by an article in June in the US journal, Foreign Affairs, which said Estonia has the best counter-intelligence service in Europe.The theory goes the FSB seized Kohver to score a point and might have given him back. But the Kremlin decided to cause a scandal when Estonia went public on Friday afternoon.Karel Kaas, an analyst at the International Centre for Defence Studies, a think tank in Tallinn, described it as “a deliberate show of force”.“It’s hard to say whether it was ordered by the top level of the FSB or the top level of the Kremlin [Russian leader Vladimir Putin]. But the whole circus in Moscow and the decision to create an international scandal was clearly a political one”.He said “it wouldn’t hurt” if the EU or Nato published a complaint.But he added: “I doubt it would have any influence on Russia. Events in Ukraine have shown that it's deaf to the voice of the international community”.

MANAGUA, Nicaragua (AP) — Outside experts raised doubts on Monday about whether a loud boom and a gaping crater found in Nicaragua this weekend were caused by a meteorite, as the government has said.The U.S. National Aeronautics and Space Administration said that while a meteorite cannot be ruled out, the lack so far of any eyewitness accounts of a fireball lighting up the nighttime sky outside the capital, Managua, suggests something else was likely behind the event.Photos showed a crater about 39 feet (12 meters) wide in a wooded area near Managua's international airport. Bill Cooke, head of NASA's Meteoroid Environment Office, estimated that it would have been created by a blast of roughly the energy equivalent of 1 ton of TNT.NASA said in a statement that a meteor capable of that would have created a ball of flame visible over a wide area. About 1.5 million people live in the Nicaraguan capital."For something to produce a hole in the ground that big, it would have generated a very bright fireball. And nothing was reported ... despite the population," Cooke said. "So I'm very skeptical."There was no word so far of any meteorite fragments being found in the crater.Government spokeswoman Rosario Murillo said Sunday that a "relatively small" meteorite was responsible for the phenomenon. The following afternoon she said scientists from other countries had expressed interest in coming to investigate.Jaime Incer, a scientist who advises the Nicaraguan presidency on environmental matters, said he could not confirm for sure that it was a meteorite, but said that "among the possibilities, it's one of the most likely." He said he suspects a meteorite composed of rock.Incer said it is possible nobody was looking up at the heavens when the event took place late at night.
Residents described it as a loud boom."I was walking back home after playing billiards, and suddenly I heard the explosion and felt the shockwave, which was very strong," said Victor Gutierrez, a 38-year-old mechanic who lives less than a mile (kilometer) from the site of the crater.
