BRUSSELS - The EU foreign relations chief is to move her office back to the European Commission to steer a cell of top officials on external policy.The new commission president, Jean-Claude Juncker, set out the plan in a “mission letter” to the foreign relations head, Federica Mogherini, published on Wednesday (10 September).He said: “To liaise more effectively with the other members of the college, following your suggestion, you will have your headquarters in the Berlaymont, and the commission will put a cabinet of an appropriate size at your disposal, about half of which will be commission officials”.He added that Mogherini will chair a new “Commissioners’ Group on External Action” that will meet “at least once a month”.He listed seven portfolios that “have a strong external dimension”.The list includes: neighbourhood and enlargement negotiations; trade; development; humanitarian aid; climate action and energy; transport; and migration.He also said the commission will continue to run Mogherini’s human resources and will retain control over the vast majority of EU external budgets.Mogherini’s predecessor, Catherine Ashton, moved her cabinet out of the Berlaymont, the commission HQ, across the road to the EU foreign service’s €12-million-a-year “Axa” building in 2012.Her spokesman said at the time “it will facilitate contacts between the staff members … reinforce the team spirit and the corporate identity of the EEAS [the European External Action Service]”.She was also meant to chair a group of commissioners with external-type dossiers. WASHINGTON (AP) — A CIA spokesman says a new intelligence assessment estimates that the Islamic State group can muster between 20,000 and 31,500 fighters across Iraq and Syria, up from a previous figure of 10,000.The new assessment is based on a review of intelligence reports from May to August. It is larger than the 20,000 figure being used by many outside experts.CIA spokesman Ryan Trapani says the new total reflects stronger recruitment by the extremist group since June following battlefield successes and the group's declaration of a caliphate. BEIRUT (Reuters) - By striking Islamic State in Syria, the United States would be weakening one of President Bashar al-Assad's major enemies. But the new U.S. strategy may still unnerve Assad by helping other opponents determined to overthrow him.The U.S. strategy for tackling Islamic State in Syria is unlikely to yield quick results. Unlike in Iraq, where U.S. air strikes were able to quickly roll back some Islamic State advances, Washington has no strong partner on the ground.But in a war that has already lasted over three years and killed more than 190,000 people, the U.S. plan looks set to bring with it the most serious effort yet to bolster what is left of the fragmented "moderate" opposition to Assad.It could be a long time before rebel fighters loosely defined as "the Free Syrian Army" can be turned into anything approaching a serious military force. That may not even be the goal. Both Assad's allies and opponents agree there can be no military solution to a war that requires a political settlement.But enhanced support - including training that Saudi Arabia has agreed to host - may at least provide a life line for the mainstream rebels who have faced the risk of being wiped out altogether by Assad and Islamic State.Eventually, a unified opposition better able to stand its ground could create new momentum for a stalled diplomatic track involving both the West and Assad's main allies, Russia and Iran which are also alarmed by the rise of Islamic State.President Barack Obama, in a major policy speech on confronting Islamic State, said on Wednesday he would not hesitate to strike the group in Syria, where it has taken over swathes of territory in the east and northeast.He also ruled out the idea of cooperation with the Syrian government which some analysts thought would be an eventual outcome of the fight against Islamic State. Obama said the United States had already ramped up military assistance to the Syrian opposition - a possible reference to aid delivered through an ostensibly covert CIA training program. He also asked Congress to approve additional resources of $500 million to help the opposition.Mainstream rebel groups say they have already started to reorganize themselves. One, the Hazem movement, has reported receiving new supplies of anti-tank missiles in recent weeks.Opposition activists say tens of thousands of fighters have joined mainstream rebel groups since the start of the revolt.But rebels say many continue to abandon the moderate opposition units for better-funded Islamist groups, including not only Islamic State but also the Nusra Front, which is allied to al Qaeda.Critics of plans to arm mainstream rebels worry that new weapons could end up in the hands of radicals.Any attempt to bolster the moderates will also face scepticism from opposition activists who blame a lack of Western support for the failure of their uprising. Although some have fought against Islamic State, they say their main enemy is Assad and Washington has so far done too little to help them."The people must have faith in Obama's intentions," said one rebel commander. "But yes I will accept weapons and training assistance," he said.Hadi Al Bahra, head of the main Western-backed opposition group in exile, said strengthening the mainstream opposition would disabuse Assad of the notion that he could win a military victory."Any strengthening of the FSA will help fortify its situation on the ground, thereby putting pressure on the regime to go to the negotiating table to bring about the political transition," said Bahra, head of the National Coalition.U.N.-backed peace talks were convened in January between the opposition and the Assad government but swiftly collapsed. The authorities held a presidential election in territories under their control earlier this year, returning Assad for a third seven year term.But life in government-controlled areas is still far from normal. Fierce clashes are still raging to the east and the southeast of Damascus for example, according to the Syrian Observatory for Human Rights, which tracks the war.The Islamic State's gains in eastern Syria have triggered rare criticism on social media of the government's military strategy from Assad loyalists, including one of his cousins, suggesting a possible pressure point for him.Some of the criticism surfaced when Islamic State fighters executed scores of Syrian government soldiers captured at an air base in Raqqa province last month.
"THE GOAL IS IRAQ"
The Syrian air force has escalated its bombardment of Islamic State-held territory since the group seized the Iraqi city of Mosul in June.Islamic State now holds much of Raqqa and Deir al-Zor provinces in Syria's east and has advanced westwards near the Turkish border and north of the city of Aleppo, an important theater for conflict between rebels and pro-government forces.If Islamic State can secure its hold over the territory near Aleppo, it could sever rebel supply lines into the city, Syria's largest before hundreds of thousands of refugees fled.Fighters from the Kurdish minority, who have also fought against Islamic State but have so far failed to persuade the West to aid them, could also be a factor. There are increasing signs they are cooperating with the mainstream rebels.A group of mainstream rebels joined forces this week with well-organized Kurdish fighters to fight Islamic State in parts of Raqqa and Aleppo provinces, the Syrian Observatory for Human Rights reported on Wednesday. The factions formed a joint operations room and have issued a statement calling for the international community to eliminate Islamic State.The scope of intended action in Syria remains unclear. The Syrian government has said any military action undertaken without its permission would be an act of aggression - a view shared by Russia, which has consistently blocked meaningful measures against Syria at the U.N. Security Council.Bahra, the opposition leader, envisioned an international alliance against Islamic State going as far as protecting civilian areas from Syrian government air strikes - an outcome tantamount to a no-fly zone the opposition had long sought.Assad's unchallenged air power has given him a decisive advantage in the conflict. But the West has shown no appetite for imposing a no-fly zone over Syria, much less bombing to help remove Assad as it did in 2011 against Libya's Muammar Gaddafi.Hezbollah's deputy leader Sheikh Naim Qassem has forecast a limited U.S. intervention aimed at containing Islamic State rather than eradicating it.Amine Kammourieh, a Lebanese journalist and political analyst, predicted that any air strikes against Islamic State would be limited to areas on the border and supply routes. He added that the moderate opposition was "non existent"."The strike will be to weaken ISIS, not to eliminate it completely, and it will be weakened not for the sake of Syria, but Iraq. John Allen will coordinate the broad international effort to battle the Islamic State militants, as the campaign against the extremist group ramps up and nations begin to determine what role each will play, U.S. officials said Thursday.Allen, who has been serving as a security adviser to Secretary of State John Kerry, is expected to work with the nearly 40 nations around the world who have agreed to join the fight and help them coordinate what each will contribute, several officials told The Associated Press.The officials spoke about Allen's expected appointment on condition of anonymity because they were not authorized to discuss the matter ahead of an announcement.Allen comes to the job with vast experience coordinating international allies on the warfront. He served as deputy commander in Iraq's Anbar province from 2006 to 2008, working with Arab partners on organizing the Sunni uprising against al-Qaida. He moved from there to serve for two years as the deputy commander of U.S. Central Command, which oversees military troops and operations in the Middle East, North Africa and Central Asia.Allen next became the top U.S. commander in Afghanistan from 2011 to 2013, where he worked with international allies who sent troops to the battlefield.As a result of his experience, Allen is very familiar many of the Middle East nations and leaders considered crucial to the latest effort to degrade and destroy the Islamic State group militants who have seized control of portions of Iraq and Syria in a ruthless reign of terror. He also has worked closely with most of the key military and diplomatic leaders, including Gen. Lloyd Austin, the current head of U.S. Central Command, who will oversee America's military campaign.

Minutes after President Obama endeavored to make his case to the American people about the dangers of the Islamic State and the need for stepped-up US military force to “destroy” them, the Pentagon released its latest plan of action. In the next week, roughly 500 more US troops will be deployed to Iraq, bringing the total number added this summer to more than 1,500. Most of them will be sent to operational command centers in Baghdad and Irbil, the capital of the Kurdish north. Another 150 will assess the skills of Iraqi soldiers, and the final 125 will help run the armed drones now bombing IS, also known as ISIL and ISIS.To date, the US military has conducted about 150 airstrikes in Iraq – but this was when the US was on the defensive.Now, Mr. Obama said, it’s time to “go on offense.”This covers operations in Iraq – for now – but, a senior defense official notes, “The president has made it clear that he has the authority to strike ISIL wherever they are.”This means, the official, who spoke on condition of anonymity because he was not authorized to talk to the press, adds that the US military “is ready to conduct direct action against ISIL targets in Syria.”What the Pentagon is not discussing is the timing.“Decisions about when to conduct these actions will be made at a prudent time,” the official says.The other major step in the US plan to fight IS involves ramping up US assistance to the Syrian opposition. In the days to come, this will include calling on Congress “to give us additional authorities and resources to train and equip these fighters,” Obama said.This is easier said than done, however, since it is frustratingly difficult to determine who, precisely, the “moderate opposition” is.The less-extreme center of the Syrian opposition “is quite small and has gotten smaller over the years,” says retired Gen. Michael Hayden, the former director of the CIA.“Finding that center, reinforcing that center, is much more difficult now than it would have been six, 12, 18 months ago,” he added in remarks Thursday at the Atlantic Council. “The saving grace is that it’s easier today than it will be six, 12, 18 months from now, too.”Another tricky problem, however, is that it’s not clear that the Free Syrian Army, which is widely considered to be the best bet to gain this stepped-up US backing, “has a clear vision of what they would do with the Syrian state if they were able to assume control,” says Ben Connable, senior international policy analyst at the RAND Corp. and a former Marine intelligence officer in Iraq.These questions about what the “end state” in Iraq and Syria resemble once the US military completes its mission are important because that’s how Pentagon planners devise their strategy in the first place.“You start by envisioning an ‘end state’ condition, envisioning what you want to achieve,” says Mr. Connable. The planning proceeds from there.This in turn brings up some complex questions. If the US military destroys IS in Syria, for example, that is sure to strengthen the standing of the Syrian President Bashar al-Assad and his brutal regime. What then? And if IS is pushed out of Iraq, will the Sunnis turn their ire against the Shiite-led government there? Former Iraqi Prime Minister Nouri al-Maliki has been replaced by Haider al-Abadi. But Prime Minister Al-Abadi is also a Shiite, and it appears as though Mr. Al-Maliki will now become vice president – which means resentments may linger, Connable says.“So the grievances that drive the Sunnis to fight against the [Iraqi] Army are still there,” he adds. “What happens next?”

Ottawa (AFP) - Crack-smoking Toronto Mayor Rob Ford faces an anxious wait after doctors said it will take a week to know more about the tumor that saw him hospitalized in pain.The 45-year-old mayor only returned to work in June after two months in rehab for drug and alcohol abuse, including the use of crack cocaine while in office.He was admitted to hospital on Wednesday after suffering three months of pain in his abdomen.A CT scan showed he had a tumor but doctors do not know yet if it is cancerous.On Thursday he transferred hospitals via ambulance to a facility specializing in cancer treatment, where he had a biopsy."It's a fair size," Zane Cohen, a surgeon specializing in colon cancer at Mount Sinai Hospital in Toronto, told the media of the growth."It is in the mid to lower abdomen. It's not part of the colon necessarily. There are a lot of organs there. We are not absolutely sure at the moment."Ford, who is seeking re-election in October despite the crack revelations, "is resting comfortably," Cohen said."He has some pain. We are giving him some pain medication for that. He's surrounded by family members, and that's about it."We're not going to have the results of that for about a week. Until we have that, there's very little that I can tell you."Prior to seeking help in rehab earlier this year, Ford was filmed numerous times behaving erratically in public, throwing Canadian domestic politics into the global spotlight for all the wrong reasons.Toronto's city council stripped him of most of his mayoral powers in November over his misconduct.

After a series of baptisms, communions and confirmations, after listening to confessions and having presided priestly ordinations, the Bishop of Rome is now to unite 40 people, from his diocese, in marriage. The youngest is 25 years old and the eldest 56. Among the couples that will be walking down the aisle in St. Peter’s Basilica, will be some couples that are already living together. Some of them will be accompanied by their children.The Pope’s gesture is an important one ahead of the Synod that will draw the contours of the Church’s new pastoral care programme for the family. BRUSSELS - The EU foreign relations chief is to move her office back to the European Commission to steer a cell of top officials on external policy.The new commission president, Jean-Claude Juncker, set out the plan in a “mission letter” to the foreign relations head, Federica Mogherini, published on Wednesday (10 September).He said: “To liaise more effectively with the other members of the college, following your suggestion, you will have your headquarters in the Berlaymont, and the commission will put a cabinet of an appropriate size at your disposal, about half of which will be commission officials”.He added that Mogherini will chair a new “Commissioners’ Group on External Action” that will meet “at least once a month”.He listed seven portfolios that “have a strong external dimension”.The list includes: neighbourhood and enlargement negotiations; trade; development; humanitarian aid; climate action and energy; transport; and migration.He also said the commission will continue to run Mogherini’s human resources and will retain control over the vast majority of EU external budgets.Mogherini’s predecessor, Catherine Ashton, moved her cabinet out of the Berlaymont, the commission HQ, across the road to the EU foreign service’s €12-million-a-year “Axa” building in 2012.Her spokesman said at the time “it will facilitate contacts between the staff members … reinforce the team spirit and the corporate identity of the EEAS [the European External Action Service]”.She was also meant to chair a group of commissioners with external-type dossiers. It is larger than the 20,000 figure being used by many outside experts.CIA spokesman Ryan Trapani says the new total reflects stronger recruitment by the extremist group since June following battlefield successes and the group's declaration of a caliphate. BEIRUT (Reuters) - By striking Islamic State in Syria, the United States would be weakening one of President Bashar al-Assad's major enemies. But the new U.S. strategy may still unnerve Assad by helping other opponents determined to overthrow him.The U.S. strategy for tackling Islamic State in Syria is unlikely to yield quick results. Unlike in Iraq, where U.S. air strikes were able to quickly roll back some Islamic State advances, Washington has no strong partner on the ground.But in a war that has already lasted over three years and killed more than 190,000 people, the U.S. plan looks set to bring with it the most serious effort yet to bolster what is left of the fragmented "moderate" opposition to Assad.It could be a long time before rebel fighters loosely defined as "the Free Syrian Army" can be turned into anything approaching a serious military force. That may not even be the goal. Both Assad's allies and opponents agree there can be no military solution to a war that requires a political settlement.But enhanced support - including training that Saudi Arabia has agreed to host - may at least provide a life line for the mainstream rebels who have faced the risk of being wiped out altogether by Assad and Islamic State.Eventually, a unified opposition better able to stand its ground could create new momentum for a stalled diplomatic track involving both the West and Assad's main allies, Russia and Iran which are also alarmed by the rise of Islamic State.President Barack Obama, in a major policy speech on confronting Islamic State, said on Wednesday he would not hesitate to strike the group in Syria, where it has taken over swathes of territory in the east and northeast.He also ruled out the idea of cooperation with the Syrian government which some analysts thought would be an eventual outcome of the fight against Islamic State. Some still believe indirect cooperation through third parties may be possible."The Assad regime and the Iranians are natural bookends to this in the east and west, but he (Assad) is not going to get to deal with the West as he had hoped," said Andrew Tabler, a senior fellow at the Washington Institute and an expert on Syria."The United States has decided this is going to be a very long war, and they are going to support the opposition."
BOLSTERING REBELS WILL PRESSURE ASSAD - BAHRA
Obama said the United States had already ramped up military assistance to the Syrian opposition - a possible reference to aid delivered through an ostensibly covert CIA training program. He also asked Congress to approve additional resources of $500 million to help the opposition.Mainstream rebel groups say they have already started to reorganize themselves. One, the Hazem movement, has reported receiving new supplies of anti-tank missiles in recent weeks.Opposition activists say tens of thousands of fighters have joined mainstream rebel groups since the start of the revolt.But rebels say many continue to abandon the moderate opposition units for better-funded Islamist groups, including not only Islamic State but also the Nusra Front, which is allied to al Qaeda.Critics of plans to arm mainstream rebels worry that new weapons could end up in the hands of radicals.Any attempt to bolster the moderates will also face scepticism from opposition activists who blame a lack of Western support for the failure of their uprising. Although some have fought against Islamic State, they say their main enemy is Assad and Washington has so far done too little to help them."The people must have faith in Obama's intentions," said one rebel commander. "But yes I will accept weapons and training assistance," he said.Hadi Al Bahra, head of the main Western-backed opposition group in exile, said strengthening the mainstream opposition would disabuse Assad of the notion that he could win a military victory."Any strengthening of the FSA will help fortify its situation on the ground, thereby putting pressure on the regime to go to the negotiating table to bring about the political transition," said Bahra, head of the National Coalition.U.N.-backed peace talks were convened in January between the opposition and the Assad government but swiftly collapsed. Assad has shown little appetite for a political solution while his forces have been making gains, aided by allies including the Iranian-backed Lebanese Shi'ite group Hezbollah.The government and its allies have managed to shore up control over a strategic corridor of territory in western Syria stretching from Damascus to the coast. The authorities held a presidential election in territories under their control earlier this year, returning Assad for a third seven year term.But life in government-controlled areas is still far from normal. Fierce clashes are still raging to the east and the southeast of Damascus for example, according to the Syrian Observatory for Human Rights, which tracks the war.The Islamic State's gains in eastern Syria have triggered rare criticism on social media of the government's military strategy from Assad loyalists, including one of his cousins, suggesting a possible pressure point for him.Some of the criticism surfaced when Islamic State fighters executed scores of Syrian government soldiers captured at an air base in Raqqa province last month.
"THE GOAL IS IRAQ"
The Syrian air force has escalated its bombardment of Islamic State-held territory since the group seized the Iraqi city of Mosul in June.Islamic State now holds much of Raqqa and Deir al-Zor provinces in Syria's east and has advanced westwards near the Turkish border and north of the city of Aleppo, an important theater for conflict between rebels and pro-government forces.If Islamic State can secure its hold over the territory near Aleppo, it could sever rebel supply lines into the city, Syria's largest before hundreds of thousands of refugees fled.Fighters from the Kurdish minority, who have also fought against Islamic State but have so far failed to persuade the West to aid them, could also be a factor. There are increasing signs they are cooperating with the mainstream rebels.A group of mainstream rebels joined forces this week with well-organized Kurdish fighters to fight Islamic State in parts of Raqqa and Aleppo provinces, the Syrian Observatory for Human Rights reported on Wednesday. The factions formed a joint operations room and have issued a statement calling for the international community to eliminate Islamic State.The scope of intended action in Syria remains unclear. The Syrian government has said any military action undertaken without its permission would be an act of aggression - a view shared by Russia, which has consistently blocked meaningful measures against Syria at the U.N. Security Council.Bahra, the opposition leader, envisioned an international alliance against Islamic State going as far as protecting civilian areas from Syrian government air strikes - an outcome tantamount to a no-fly zone the opposition had long sought.Assad's unchallenged air power has given him a decisive advantage in the conflict. But the West has shown no appetite for imposing a no-fly zone over Syria, much less bombing to help remove Assad as it did in 2011 against Libya's Muammar Gaddafi.Hezbollah's deputy leader Sheikh Naim Qassem has forecast a limited U.S. intervention aimed at containing Islamic State rather than eradicating it.Amine Kammourieh, a Lebanese journalist and political analyst, predicted that any air strikes against Islamic State would be limited to areas on the border and supply routes. He added that the moderate opposition was "non existent"."The strike will be to weaken ISIS, not to eliminate it completely, and it will be weakened not for the sake of Syria, but Iraq. WASHINGTON (AP) —Retired Marine Gen. John Allen will coordinate the broad international effort to battle the Islamic State militants, as the campaign against the extremist group ramps up and nations begin to determine what role each will play, U.S. officials said Thursday.Allen, who has been serving as a security adviser to Secretary of State John Kerry, is expected to work with the nearly 40 nations around the world who have agreed to join the fight and help them coordinate what each will contribute, several officials told The Associated Press.The officials spoke about Allen's expected appointment on condition of anonymity because they were not authorized to discuss the matter ahead of an announcement.Allen comes to the job with vast experience coordinating international allies on the warfront. He served as deputy commander in Iraq's Anbar province from 2006 to 2008, working with Arab partners on organizing the Sunni uprising against al-Qaida. He moved from there to serve for two years as the deputy commander of U.S. Central Command, which oversees military troops and operations in the Middle East, North Africa and Central Asia.Allen next became the top U.S. commander in Afghanistan from 2011 to 2013, where he worked with international allies who sent troops to the battlefield.As a result of his experience, Allen is very familiar many of the Middle East nations and leaders considered crucial to the latest effort to degrade and destroy the Islamic State group militants who have seized control of portions of Iraq and Syria in a ruthless reign of terror. He also has worked closely with most of the key military and diplomatic leaders, including Gen. Lloyd Austin, the current head of U.S. Central Command, who will oversee America's military campaign.
President Barack Obama announced Wednesday night that the U.S. will be expanding airstrikes in Iraq and into Syria, in an aggressive move to root out the Islamic State group extremists where ever they are. Obama, Kerry and Defense Secretary Chuck Hagel have spent the last week meeting with international leaders overseas in an effort to build a broad coalition of nations — particularly Arab countries in the region — to aid the fight.Officials are looking for partners to help train moderate Syrian rebels, work with the Iraqi security forces, contribute equipment, ammunition, intelligence, logistics and funding, as well as possibly also launch airstrikes.

Minutes after President Obama endeavored to make his case to the American people about the dangers of the Islamic State and the need for stepped-up US military force to “destroy” them, the Pentagon released its latest plan of action. In the next week, roughly 500 more US troops will be deployed to Iraq, bringing the total number added this summer to more than 1,500. Most of them will be sent to operational command centers in Baghdad and Irbil, the capital of the Kurdish north. Another 150 will assess the skills of Iraqi soldiers, and the final 125 will help run the armed drones now bombing IS, also known as ISIL and ISIS.To date, the US military has conducted about 150 airstrikes in Iraq – but this was when the US was on the defensive.Now, Mr. Obama said, it’s time to “go on offense.”This covers operations in Iraq – for now – but, a senior defense official notes, “The president has made it clear that he has the authority to strike ISIL wherever they are.”This means, the official, who spoke on condition of anonymity because he was not authorized to talk to the press, adds that the US military “is ready to conduct direct action against ISIL targets in Syria.”What the Pentagon is not discussing is the timing.“Decisions about when to conduct these actions will be made at a prudent time,” the official says.The other major step in the US plan to fight IS involves ramping up US assistance to the Syrian opposition. In the days to come, this will include calling on Congress “to give us additional authorities and resources to train and equip these fighters,” Obama said.This is easier said than done, however, since it is frustratingly difficult to determine who, precisely, the “moderate opposition” is.The less-extreme center of the Syrian opposition “is quite small and has gotten smaller over the years,” says retired Gen. Michael Hayden, the former director of the CIA.“Finding that center, reinforcing that center, is much more difficult now than it would have been six, 12, 18 months ago,” he added in remarks Thursday at the Atlantic Council. “The saving grace is that it’s easier today than it will be six, 12, 18 months from now, too.”Another tricky problem, however, is that it’s not clear that the Free Syrian Army, which is widely considered to be the best bet to gain this stepped-up US backing, “has a clear vision of what they would do with the Syrian state if they were able to assume control,” says Ben Connable, senior international policy analyst at the RAND Corp. and a former Marine intelligence officer in Iraq.These questions about what the “end state” in Iraq and Syria resemble once the US military completes its mission are important because that’s how Pentagon planners devise their strategy in the first place.“You start by envisioning an ‘end state’ condition, envisioning what you want to achieve,” says Mr. Connable. The planning proceeds from there.This in turn brings up some complex questions. If the US military destroys IS in Syria, for example, that is sure to strengthen the standing of the Syrian President Bashar al-Assad and his brutal regime. What then? And if IS is pushed out of Iraq, will the Sunnis turn their ire against the Shiite-led government there? Former Iraqi Prime Minister Nouri al-Maliki has been replaced by Haider al-Abadi. But Prime Minister Al-Abadi is also a Shiite, and it appears as though Mr. Al-Maliki will now become vice president – which means resentments may linger, Connable says.“So the grievances that drive the Sunnis to fight against the [Iraqi] Army are still there,” he adds. “What happens next?”
